But it comes as news of some 19,000 cyberhacks in france over just the last week. This is a greater number than this country has ever seen. Tom, lets talk about the belgium raid and what it produced. They found Police Uniforms when they went to the lair of these terrorists. Do we know what they were planning tom . They havent announced what theyre planning. Maybe the authorities know we dont know that yet. The thing about the Police Uniforms is thats been done particularly in iraq over the years, where they used Police Uniforms. It wasnt necessarily bad Police Officers or radicalized Police Officers. But people imitating impersonating Police Officers to do an attack. Which enable thems to get very close to an academy. Were seeing in france and other European Countries, a large deployment of military and police to guard facilities. That means theres a lot of Police Officers that wont know each other. So if they see another officer in uniform that they dont recognize, it wont be that unusual. Because theyll be so many that will be coming from different parts of the country. So you know thats also a difficult thing to try to defeat. Thats chilling juliette. That you have to work with people you dont know them they could be terrorists disguised as Police Officers. The authorities are calling the attack that they broke the plot the plot they broke up in belgium, imminent. Do we know details . We dont know imminent it could mean they were ready to go underground into hiding and then attack even a month or two months or three months. What imminent means in this instance is the moment it could have been disruption the window was closing. So you go in as Law Enforcement as counterterrorism officials and shut it down. And what was amazing about last night was how simultaneous the attacks were in different places that takes a lot of coordination. The raids were. Yes, how the raids were just consistent and at the same time. Because if they had been missed if things had been offkey, or offtiming one of the cells, two of the cells, you know ten people could have gone into hiding. So this is good news. And look theres people who were involved with these attacks who are missing now. And so not everything is perfect yet. There are going to be continuing i think i saw numbers of about 100 or 200 people that were involved. What youre referring to is the developing story this morning, that investigators say that there could be this new wave of attacks across europe. Because they believe that there are these 20 sleeper cells that involve 120 to 180 people. Now tom, help us understand this. By definition sleeper cells are these shadowy groups that live among us. And pretend to be sort of part of the community until theyre activated. How could investigators know that there are 20 sleeper cells . I think its a misuse of terminology here. Because the cell that was investigated where the shootout occurred was not sleeping it was not a sleeper cell it was an active getting ready to go operational cell. As evidenced by as soon as the Police Showed up they opened fire with largecaliber weapons, had explosives on hand. Had all of the equipment on hand ready to go. So the Belgium Police were already looking at that group. That group wasnt asleep. I think the other cells, many them would have already been under alert. Also in these type of investigations while youre investigating a group and youre trying to identify all of the other members, the structure and scope of the enterprise you also have contingency plans that if something bad happens, you can take it down right now. Start rounding up everybody immediately. So this is not something that would have been spur of the moment. It might have been a spurofthemoment decision to execute the plan but not spurofthemoment plan itself. This kind of raid does not happen when you wake up in the morning. These guys have been followed they had been followed for several months the french attack the week before had given them more evidence. So it seemed like okay well were going to go in and get them. But this is a long investigation. And it will continue. People shouldnt think that owe, we got these guys its all done. There are going to be circles of activity that occur in different cells and different terrorist organizations, will continue. Thats the challenge for European Countries. Its kind of like whackamole. Or does it because if those refugees may become vulnerable to radicalization if theyre forced to stay where they are. If theyre forced to stay where they are. The problem is among these refugees are possibly elements of al qaeda and elements of isis who are using the large refugee flows as basically trojan horses to get into to turkey. And then within turkey, theres a lot of radicalization. Can you go to istanbul can you go to a store and buy isis tshirts. In the open. And you have demonstrations pro isis demonstrations taking place in other towns around turkey. So theres a strong radical streak within turkey itself. And the turkish government their inaction is in part informed by this. Because they dont want to inflame sentiment within their own country. But they should realize if they take a lesson from france is that if you ignore the problems at your border those problems are going to come into your country and bite you where youre most vulnerable. Unfortunately there are large numbers of people in the middle east and across the muslim world that actually support these kinds of corporal punishments, so its very difficult situation. They could be up to 20 terror cells active across the continent. 12 detentions overnight of people in france. Antiterror raids in a number of cities across belgium. I saw just a big orange flash. A prolonged gunfight. Two suspects on the property were killed. The jihadists were targeting the police. The group was connected to isis recruited by isis. The threat is real we cant just sit back and wait and then react. It is a illogical for people that subscribe to many of the ideas, its profound its global. We begin with major developments on the terror front this morning. Theres fear gripping europe as we learn theres an investigation into 20 sleeper cells, with as many as 180 jihadists that are poised to strike in france, germany, belgium and the netherlands. And an imminent threat in at least two of those countries were told. Remember all of this is emanating from france. And there we have news of more arrests for alleged accomplices of the terrorists in paris. This as several Mainstream Media websites in france are knocked offline this morning by hackers. So lets begin with fred flight gen pleitgen live in brussels what do we know . Of course belgium is one of those countries where there was probably still is that imminent threat. There were raids that went on in many belgian towns, including here in brussels. The most violent one happened in a town of verviers about 40 kilometers or 40 miles outside of brussels. There it was an antiterror operation by the police. They said that extremists opened fire on the Police Officers almost immediately. After they tried to enter a building that firefight went on for several minutes. Two of the extremists were left dead. Another one was left wounded. Again, the raids went on in towns across belgium. And what we learned this morning from the Belgian Prosecutors Office is that he says that this was part of a larger plot and the aim of the plot was to kill cops here in belgium. Both on the streets as well as inside Police Departments, thats where they wanted to kill the Police Officers. And there are several reasons why they think that is because during these raids, they found a lot of weapons, they found ak47ed, they found handguns they also found a lot of communications equipment. But they also found Police Uniforms. The prosecutors here believe the terrorists wanted to dress up possibly as Police Officers an kill cops. Both on the streets and other places. Belgium is on a state of alert, certainly Security Forces are. We know that jewish schools, for instance are going to be closed here in this country today. And also Police Officers have been ordered not to walk the streets alone. Theyve been ordered to wear bulletproof vests at all times and ordered to carry their weapons at all times, even when offduty. Overnight authorities making significant arrests connected to the paris terror attacks. Also breaking this morning, major french media websites have been hacked and taken offline. Lets get to our john berman live for news paris. So much happening there, john. Good morning, alisyn. 12 people in custody right now, were told 12 people connected to amedy coulibaly, coulibaly was the man who killed four people inside that kosher supermarket. These 12 people suspected of providing some kind of Logistical Support to coulibaly. And Security Officials telling me 12 people is about the size of a terror cell that could pull off that type of operation. Were also learning just over the last few minutes, theres an Ongoing Police operation in the town of rems 90 miles northeast of paris, thats a town where said kouachi, one of the men who attacked Charlie Hebdo, lived for a time. Gunshots reported. Not sure at this point if it is connected to any kind of antiterror concerns. But were monitoring that right now. French media websites knocked offline this morning. Many of these Media Companies used one server. That server says theyve detected some kind of software bug. Obviously the key question is was that a bug planted by some sort of cyberterrorists, there have been more than 19,000 hacks in this country in just the last week. Since the physical attacks that took place here a great deal of concern about cyberterror right now. As all this is happening, and theres a lot happening, we are waiting for secretary of state john kerry, who is here in paris, to speak. He will speak shortly. Holding a News Conference at city hall with the mayor of paris. Michaela . John well continue to monitor that press conference. I believe we see the secretary right now. We just saw him right there and well continue to monitor it for the comments hes going to make. We know that al qaeda in the Arabian Peninsula has claimed responsibility for the Charlie Hebdo attack. But theres a big unknown. Did the kouachi brothers actually meet the man believed to have masterminded the massacre Anwar Al Awlaki. Nick paton walsh is the only western journalist in yemen and he joins with us more. What do we know nick . We know the claims that Anwar Al Awlaki was before his death in 2011 accord together aqap statement operationally involved in running what they refer to in that video, troublingly to the victims there, as the blessed battle of paris. What we dont know is after his death in 2011 around the same time when potentially one or both of the kouachi brothers left here in yemen where theyre said to have gotten funds and taken them back to france and even received training we dont know if the contacts between aqap here in yemen and that cell in france continued. Thats what investigators must be terrifiedly trying to work out right now. Because it would suggest that maybe resources can still be passed from this very volatile part of the world. I say volatile were seeing a quiet now over sanaa, we will see angry protests over the Charlie Hebdo latest issue. This is in so many ways a failed or failing state struggling to keep itself together. Thats where al qaeda finds such a foothold. The questions here still so many to be answered. Alisyn . Nick paton walsh. Thank you so much. The Obama Administration has been under fire for what critics are called a failed strategy to combat terror groups like al qaeda and isis. White house correspondent Michelle Kosinski joins us to tell us reaction from the white house. There have been questions during the critical time when not just the u. S. But the world has been focused on the visible threat posed by isis. Is the u. S. Doing enough and has it been doing enough to stop al qaeda in the Arabian Peninsula, in yemen, which has been such an effective exporter of terror and bombmaker now thought to be linked to the horrific attacks in paris. Much has been made of the president calling the u. S. Strategy there, working with the Yemeni Government something of as success story. Four months later, many are calling millennium an failed state with, rebels taking over the capital. What does that mean for the strategy moving forward . And analysts are also looking at past aspects of the strategy. Did the u. S. And the Yemeni Government essentially cause al qaeda to spread out, become further entrenched . Further hidden without defeating them . Why have there been so few drone strikes there recently . The administration is saying that criticism is unfounded, that the u. S. Remains vigilant. And engaged and even pointing to several plots that have been broken up emanating from there. Chris . Michelle thank you very much. Were fortunate to have two of the men driving the reporting on these latest developments in these terror investigations, we have cnn terrorist Paul Cruickshank and journalist chris burns, on the ground reporting from brussels. Thank you to both of you, gentlemen lets start with what we know. Paul is there new information for us . Theres a lot of concern about a europeanwide threat. The concern that isis have directed groups of young men who have come back from syria, trained with them connected with them come back to europe to plot attacks in retaliation for these airstrikes against isis in iraq and syria. Of course belgium part of the antiisis coalition, launching airstrikes in iraq. European Intelligence Services have detected isis moving in that direction, pivoting towards attacking the west. And that really is a gamechanger moment. And chris, where you are, because authorities have now advanced because of the paris situation and started tracking down these remote connections, is there a fear that that will trigger an imminent threat . Well chris, that is a concern. Thats why they raised the threat level here from two to three out of a top, out of a four total. Theyre very much on edge here. We do hear a lot of police cars and sirens this morning downtown here. And we do know that in the past 24 hours they have searched intensively, not only over there in bellverviers but also in brussels, not far from the airport, youve got about three dozen fighters who went to syria and a few who have recently come back. Thats the case thats why so many of the searches have been happening, a dozen searches in town. About 13 people arrested overnight and plus two theyre trying to get extradited from france. Theyre trying to crack down. It hasnt just started, theyve been doing this for weeks, if not months. There have been searches of different places but this is the first time its turned deadly. In terms of how people perceive the situation, chris, is it true that the authorities there feel that theyre actually ahead of the game now . This isnt them about chasing the threat its that with these recent developments in paris, theyve been able to advance their discovery of who they need to deal with . Well papers seem to be indicating this is a state of siege right now. That they are trying to react to, trying to stay ahead of the game. In fact now theres debate over the Justice Minister is pressing for monitoring instant messages like whats app, like on skype for instance how much will they have to compromise Civil Liberties here in this country . On the other hand you have the jewish community, the rabbi here who is asking for european governments to allow sorry about that there you go to allow jewish, to allow jews in europe to arm themselves jewish communities to arm themselves to carry weapons, which is a very big change here in europe. So there are a lot of pressures to change laws now, and thats going to be the big debate now. The government here meeting today to discuss how tough they should come down how much should they be compromising Civil Liberties here. Paul two concepts that are changing right now literally. First is we used to think that people coming back from places like syria and iraq were getting out of the game. They were coming back home because they were finished. Now theres a different feeling, right . That they are actually being reactivated at home. Yeah i mean the feeling is that isis is send back their soldiers their recruits to bring this war to the heart of europe. Thats lot of concern right now that theyve pivoted away from their focus on syria and iraq towards a bit more focus on attacking the west and theyve signaled this back in september their spokesman, Abu Muhammed Al adnani a key figure in the group said were going to do launch raids against the countries involved hitting us in syria and iraq. It appears theyve been true to their word. The temptation was to call these sleeper cells. But common sense suggests theres nothing sleepy about them. That theyre active. The question is how active . What are they finding in these raids . Do they have the weapons . Do they have the logistics . How close are they to being able to do this the right way and actually attack . Thats right. The cells have come back relatively recently from syria. So they havent been asleep for too long. A lot of concern about what they might do. Authorities are scrambling to understand what the threat really is you know across europe in countries like holland, in countries like United Kingdom and france. Overall, they believe more than 500 european nationals have come back from fighting in syria and iraq with isis and other groups and are now back in the european union. Thats an unprecedented number. Unprecedented threat. Difficult to monitor all but a small fraction of those people 24 7. Isis responsible or at least fingered for a lot of this. Recruitment from abroad. Why is it able to be done there and not as easily in the u. S. . Is that true . Is this about just attracting muslims . What do we know . Short answer much less radicalization in the United States. Far fewer american who is have gone to syria. Were talking about maximum 100 americans who have gone there. But not all of those americans are going to fight with jihadi groups about a dozen believed to be with isis. About 1,000 europeans believed to be with isis. Think about the difference there. Whats the difference . A dozen versus 1,000. Not the numbers. Im saying whats the qualitative reason why . More muslims as a percentage of the population there . The contiguousness of those countries . Why more there than the u. S. . Far less radicalization in the u. S. Theyre much better integrated the Muslim Community here than they are in europe. In europe theres a deep sense of alienation frustration, there are all of these Facilitation Networks that exist, including in belgium. One of the reasons so many belgians have gone off to fight in syria, is a group sharia for belgium, a pro isis group a bunch of those guys went early to europe so weve seen 150 belgians now fighting in syria. Lets, chris, end with you. Because were on the ground in brussels right now. Right now there is a significant militant trial going on. 46 people accused of recruiting young men to join jihad or go into fight in syria. Based off in may, the french algerian isis fighter that allegedly shot and killed four people at a Jewish Museum in brussels. What is the state of play in that trial . How important do authorities believe it is . Actually not up to date on that trial. But yes, it has been ongoing. And there have been a lot of arrests and detainments in the last few months. Of different suspects. So the government has been very much on top of the issue. But how much more are they going to have to crack down . Thats the big issue right now really. And to what extent. You do see the trials go on theres very heavy security. How much could that actually become an issue for those militants who are here in europe could they actually also become put pressure on these trials somehow . That we havent seen yet. But this is something that officials obviously have to be very careful about. The trials become very important. Meanwhile, were watching a situation in karachi, protesters in pakistan clashing with police at an antiCharlie Hebdo rally. At least 200 people gathering outside the french consulate. Police using tear gas and Water Cannons to disburse them. A pakistani photographer reportedly has been shot and critically wounded. The demonstrators holding the rally to protect the depiction of the prophet mohammed by the french satirical magazine. Jury selection in the trial of the Boston Marathon bombing suspect is facing some challenges. Turns out the judge and attorneys have heard from a halfdozen people who said they already believe that that man on your screen is guilty. And other who is confess they could never impose the Death Penalty. So still others are complaining a lengthy trial would be a serious financial hardship. That means that the trial thats supposed to last three to four months may not even get started for a while. I think im the only member of congress who has served and worked in an infusion center. So i support the idea of having different ideas, different agencies present and different minds working toot to keep our country and our Global Community safer. You understand the importance of that diversity and bringing different voices to the committee. But it sounds like not everyone does. In fact, one of your colleagues congressman joe crowley, who was so upset by some of the comments he heard leveled about you, joining the intel committee, that he felt compelled to write a letter about it about the negative reaction. Let me read a portion of it he says a shocking amount of comments made in conservative publications and on social media to the effect that congressman carsons integrity is somehow in question. As a result of his religion. Congressman, what sorts of comments have you been hearing . Well the staff has told me about you know usual comments i think for the most part folks have been very excited about this opportunity on both sides of the aisle. I commend my dear friend from new york joe crowley, who comes from a Law Enforcement family as i come from a military family. And so i think he understands, he represents a very diverse community. Particularly a south asian community. And joe and i have worked on many issues and weve worked on issues regarding bringing muslims and sikhs and others to the table to make our country a better place to live. So i commend joe for his boldness. Joe crowley basically calls on your colleagues to speak out against whatever islam phobia is being leveled at you. He felt there was a need to do this. So congressman, i imagine you can understand how confused americans are. About islam. And particularly about this murderous strain that appears to be part of the religion somehow. How do you explain it to people . Well it certainly doesnt represent the religion those who are purporting to be muslims, its not any different than those who claim to be christians or jews or hindus and commit atrocious acts. I think its clear that we will never win the war on National Terrorism or even global terrorism for that matter without getting help from muslims, getting help from sikhs. Getting help from nondeists and those committed to keeping our country safer and making the world a better place to live. Lets talk about the breaking news this morning, we hear there have been these raids throughout europe in belgium and theyve uncovered that there may be 20 sleeper cells with as many as 180 people involved in them. They were poised to attack were told by investigators this must make your head swim as you are part of the intelligence committee. What more can you tell us about whats going on throughout europe . I think im, it is clear that the european intelligence agencies have been working with u. S. Intelligence agencies in terms of targeting the threat and isolating the threat. I think theres more to unearth and discover. I think i am not an expert at telling france what she should do with her citizens. But sending 10,000 troops is a start for them. I know they certainly dont want to become a totalitarian state. But in protecting the rights of citizens theres a delicate balance between keeping people safe and surveilling its citizens to the point where we are targeting people specifically not because of race not because of religion but making sure were targeting the right people and eliminating the threat to make people safer. Very quickly, the pentagon at home says its deploying 400 more troops to train the rebels in syria to fight against isis. Are more troops the answer . Well i think we dont want to have what we had in iraq. But we certainly want to provide the rebel forces with the right equipment to secure that region. According to two awe tendees, im not going to spend the next two years on defense, im going to play offense. He has new initiatives for workingclass americans and middleclass americans, hes fighting republicans on keystone and immigration. Hard for him to get his proposals through a Republican Congress. Is this it for the next two years . Were just going to argue about things . Is there any opening to get anything done . The openings are for things many of the democrats dont want to get done. You saw the president meeting with the head of the uaw at the white house before he left for iowa. Part of it is about sort of stuff they have in common you know pay leave or whatever. But a lot of it is trying to negotiate with democrats so this he can try to push through some trade compromises with republicans. But after what john boehner did the other day, and just the republican attitude from both chambers theres no reason for the president to play defense. And it only helps him to tell his own party hes going to be tough and play offense. Hes going to be tough and play offense. Ed with little prospects of getting his bigticket items through a Republican Congress he wants to draw the contest and make the fight, im on the side of middle class, theyre not. Republicans say we just won a big election were going to do what the voters asked us to do. The house has passed a proposal to essentially defund and roo verse what the president did on immigration. The president says he wants a to allow a lot of undocumented to stay and the republicans says they have to go. At the retreat yesterday, the Senate Leadership came out and said our First Priority is to try to gate vote on the house bill. Do they mean that . Because some of their members dont want to vote on that. Yeah well see. I mean remember republicans have control, but they dont. Because in the senate you really do need 60 votes or at least a coalition of 60 senators willing to Work Together. On immigration there are not 60 votes to be had. Because every democrat that would be in play has said im against that proposal out of the house. So Senate Republicans probably going to have to spend the next two weeks while a debate is ongoing about keystone remember thats still going on. Coming up with some kind of bill that can get 54 republicans, plus six democrats and in reality there may be three or four republicans who dont like the compromise that comes up. So youll need even more democrats digging across the 60vote threshold. One of the people i talked to yesterday about the meeting said not only was he sort of being aggressive in laying out his potentially offensive strategy here yeah offense strategy. Not offensive, but republicans will find it so. But that hes thinking much more now about his legacy. And that part of this being bold and taking executive action is cementing the last few bits of his legacy that he can deal with in the next two years. I think as we look forward to the state of the union address, well see both his legacy bids and how he wants to set up the 2016 race in terms of democrats and how he frames them them in that fight for the middle class, wall street versus the middle class. You say set up the 2016 race for the democrats. The republican race,fort about setting it up its active and under way. The Republican National committee is meeting in san diego. Mitt romney told a group of donors tell your friends, im thinking about doing this again. Well watch what governor romney says another younger Governor Scott walker told the committee the party needs a fresh face and a new outlook, no secret there. Who hes taking a shot at. But scott walker the governor of wisconsin also delivered a clear blow at Hillary Clinton. He said washington is a mess and shes part of the problem. The reason Hillary Clinton was the big loser is she embodies washington. She lives in washington she worked in washington, we need a fresh new perspective that says the answers to the ailments of our nation do not come out of our nations capital. This theres an ideological split among the republican prospects, but theres also a generational split. Im fascinated by. Youve got these younger governors like scott walker saying its our turn. Hes clear there, hes in. At least for now. Youve got the romneys and the jeb bush and well get to Chris Christie in a minute. Scott walk centre. I mean this is his best card to play and i think were going to see all of the republican candidates compete against hillary. They want to position themselves as a potential general election prospect. And because its sort of an easy fight to pick. There are many splits in the Republican Party. But no one in the Republican Party is for Hillary Clinton. So walkers strengths are domestic issues not Foreign Policy issues and his age and positioning against unions hes trying to play to all of the strengths. Its a consistent message he can take from the primaries to the general election new, im new, im young and the next generation and from outside washington and outside the Political Class thats been running the country for the last few years. That works against jeb bush mitt romney Hillary Clinton. And to a degree maybe even rand paul marco rubio, ted cruz because hes not from washington right . Even though they say theyre the next generation, but now they work here in washington. This is interesting for me Chris Christie you either love him or dont love him. He does ed knows new jersey well he does a Radio Program ask the governor. And for any good politician who does that take some questions. Youve got mitt romney actively getting exploring the race. Jeb bush actively in the race. Scott walker another governor you just heard him right there. Chris christie says whats the rush . Listen. Prosecutors said he made statements about possibly being a combatant. I think its naive to think you can go live anywhere in a utopia. I think the whole thing is naivete, of course its absurd but i think thats part of zarenes point. This is a young, immature person. The other children are even younger. This is this is nothing but immaturity. You know its obvious to anybody that is welleducated and has a lot of exposure to life that this is would be absurd to think you could even go to a war zone but theyre not unique. I mean this is there are thousands of kids doing this and i think thats part of the point. Whats causing them to do it . Investigators say they found 20 jihadist sleeper cells scattered across europe and some are plotting as what is described as quote, imminent threats. A dozen more people arrested in connection with last weeks terror attack in paris. This as new video emerges of suspected isis militants urging more attacks in europe. Lets get right to Fred Pleitgen where officials foiled what they say was an imminent terror attack. Whats the latest fred . Reporter alisyn there were 12 attacks in belgium which happened in verviers. Two alleged islamists were killed there. The police have told us they came to a building there, they went inside and immediately the people in there opened fire on them. Two of the people in there were killed. Apparently they had ak47s. The Police Returned Fire with their weapons. The firefight went on for a few minutes. There are terror raids on this country overnight. Police are saying they believe they have busted a major terror cell and that most of the people who were part of that terror cell were jihadists who were returning from syria. Apparently the police have confiscated several ak47s. Police uniforms and they believe that the jihadists wanted to dress up as Police Officers and attack police here in belgium, both in the streets as well as in Police Departments and kill as many Police Officers as possible. The countrys now reacted and literally only a couple of minutes ago the government announced that its putting the army on stand by to get ready to possibly deploy to help guard sites around the country. Other interesting developments is that jewish schools are going to be closed today and there is a prominent European Jewish organization that is calling for jewish organizations to be armed here in europe alisyn. These are alleged accomplices in last weeks paris terror attacks. Cnns john berman joins us with more in paris. A lot happening there, john. Reporter yeah good morning, alisyn. These 12 suspects in custody now believed to be connected to amedy coulibaly. He was the man who attacked the kosher market killing four people. These people believed to be involved in the logistics, the operational level of being involved in these attacks in custody right now. This coming in an environment of extremely frayed nerves in this city and in this entire nation. There were reports that all of the major Media Operations all the papers here they had their websites shut down this morning. There was fear that it was some kind of cyber terror attack. Well the person who runs the server for most of these companies now says it was a software bug, not terror related, not a hack. So people here are breathing a sigh of relief on that front. There is another incident ongoing right now in the town of cologne which is 7 miles away from where im standing right now. Its a hostage situation. A man in a post Office Holding at least two people but, again, Officials Say that appears to be criminal not terror related. You can understand the extremely high level of concern for any type of incident like this taking place right now. As the investigation continues, al qaeda in the Arabian Peninsula has claimed responsibility for the Charlie Hebdo attack last week. What we dont know is whether the kouachi brothers ever met with a man believed to have master minded that. Nick payton thepo paton walsh is the only investigators there. Reporter theyre trying to link the lengthy 11minute video match up to the reality of what the brothers actually did. That video claims anwar al alack can i was involved in the training when one or both of the brothers left here said to be carrying tens of thousands of dollars to assist the attacks in france. The question is did any resources or coordination from here yemen, the hot bed of al qaeda groups did that continue after 2011. Investigators need to know that because it might suggest further links now ongoing to other networks across the nation. All these different incidents pop up but theres still now an angry reaction inside of yemen. Its quiet, friday prayer. Protests with fears. The government is angry feeling yemen is being scapegoated. This is a country often considered a failed or failing mistake. A lot of people people want questions answered. A lot of answers to come from here. Michaela. Ill take it nick. The pentagon confirms the u. S. Will send 400 troops to train moderate Syrian Rebels in the fight against isis. Barbara starr joins us from the pentagon. Barbara, what is the timing on this because as we know the need is great right now. Reporter chris, this is what everyone has been waiting for. The pentagon laid out the plan several weeks ago now saying they hope to be sending some of the initial trainers u. S. Military personnel and support personnel perhaps as soon as march to saudi arabia qatar, other countries in the middle east for training of moderate Syrian Rebels that right now are being vetted if you will. Their credentials being reviewed to make sure they legitimately are who they are, that the u. S. Isnt going to train them put a weapon in their hands and go back to syria and fight with isis. Getting this program done training up to 5,000 moderate Syrian Rebels it sounds so small in the face of the challenge, but syria, of course the heartland of isis control, the u. S. Has no boots on the ground wont have any u. S. Boots on the ground so getting syrians on the ground that can help the u. S. Understand what is going on there, where isis is where its command and control is and maybe, just maybe begin the fight back against isis on the ground in syria, getting these people up and running is vital. Great to have both of you with us this morning as we work in connection with the paris massacre in france. In addition investigators have uncovered what they say could be up to 20 sleeper cells of somewhere between 120 and 180 terrorists who were poised to attack france germany, belgium, the netherlands. Whats going on in europe . Well so this is the worst outcome. This is the this is what weve been fearing for years now since we began to see young european men, mostly men, heading to syria and iraq to fight alongside isis. All along the fear is that some of these guys come home and bring that violence back with them. And weve learned from the incidents in paris that in some cases these operations have been years in the planning and people have come back from yemen in 2011 and then laid low and waited until 2015 to launch an attack. So the fear is that all of these sleeper cells, some of them acting together some of them acting independently, not even aware of each other necessarily, are all over europe waiting to spring. Now once paris happened, you have a new level of fear which is that perhaps paris inspires a lot of these other cells to activate themselves. They 150e whats going on on tv. These kouachi brothers and coulibaly is getting all of the attention, this is the moment to strike. Europe is afraid. This is the moment for us to carry out what weve been planning to do. Theres that fear. We know what happened in belgium is that an investigation that was going on for weeks accelerated after paris because of exactly that fear. So paris could be a catalyst could be the inspiration to speed up a lot of other things including investigations against these things. So fran are we comforted today that theres such Great Police Work that theyre able to suss out these cells or are we terrified today at the proliferation of these, you know small sleeper cells that are planning terrorist attacks throughout europe . Well look so we ought to feel comforted by the fact that not only is there sort of the intelligence and Law Enforcement cooperation throughout europe. Theyre clearly sharing information, theyre clearly coordinating and theyre working with us. Lets remember that you know many of these individuals that theyre targeting now are on u. S. Watch lists. Of course the concern is once these guys go fight, go back to europe theyre able to fly to the United States without visas and its a five or six hour plane ride. Thats why these watch lists and the intelligence sharing is so very important. You know i think that its rather than being fearful of this it underscores the reality. This is not sort of a potential threat that is these foreign fighters coming back. This is the reality, and these guys have been planning to use the military training and experience they got in the battlefield, whether thats in yemen with al qaeda in the Arabian Peninsula or whether thats with isis in syria and iraq but to deploy that capability now into western europe. Theres the potential for it to happen here in the United States. We know a few chilling details about what the raid in belgium has produced. They say they found a cache of weapons as well as Police Uniforms. Investigators there believe that these terrorists were planning to kill Police Officers at police stations obviously somehow infiltrating. It shows you also i think that the range of targets, the coulibaly attack was on a jewish kosher deli he should a policeman in the street a jogger one set of quite different targets. The kouachi brothers very specific. They went after Charlie Hebdo. Here you have them going against Law Enforcement. This is not random attacks just to create a sense of fear. If you wanted to do that you would attack a tourist target. Youd want a target with you know maximum number of casualties. These are much more focused, much better planned. That makes them this may be hard to get our hands around but that makes them at the same time more dangerous and somewhat more reassuring, that theyre not randomly killing people. They have specific targets in mind. That is a paradox, but i understand what youre saying. Fran weve been so focused of trying to get to the root of where the terrorists are trained in syria and iraq but it sounds like we should be focused on yemen today. Well ill say. You know weve heard from the director of National Intelligence the director of the cia consistently that the greatest threat for operational activity targeting the United States in terms of al qaeda has been al qaeda in the Arabian Peninsula. I think we see that now. There have been a number of disrupted plots. Weve reported on all of them. Much of those disrupted with the help of the Saudi Intelligence Service that has better access better penetrations than we do. This ongoing sort of legacy of Anwar Al Awlaki the american preacher killed in a drone strike in 2011 is going to continue. He gave these sermons that radicalized the fort hood shooters. Theyre still available. Theyre available on tape and available on the internet. Hes held up as an icon of the movement and he continues to inspire people and that ought to concern us. The 24yearold officer finds this man, 28yearold robert smith. How you doing . Good. Talk outside . Reporter just then smith goes back inside for something, completely out of the officers site. He disappears into one of the rooms. Moments later he comes back out, his right hand inside his jacket pocket. Dont have any weapons in your pockets or anything like that . No, sir. Okay. Reporter officer stewart calmly questions smith about the incident with his girlfriend that prompted her to call flagstaff police. Minutes go by. Everything seems normal but then just in seconds things take a turn. You dont have anything in here. No. No. Nothing in here . No. No. Reporter suddenly smith pulls out the concealed. 22 caliber gun firing six shots, five hit officer stewart wounding him fatally. A seventh shot ten seconds later as smith shoots himself with the officers gun. Its just a horrible situation for it to unfold. The body cam video instructive of every moment. Remember you heard, it went on for minutes. Its important to show it because its one thing to talk about the dangers of being a Police Officer, its quite another to see it firsthand. Now someone who knows this danger too well on both sides of it now, being the officer and a victim of it is Sergeant Frank stewart. He is the father of course of the officer that you just saw there. I made sure you couldnt watch it here but i know your familys had to deal with it. Im so so sorry for your loss. Im sorry to meet you this way. How is the Family Holding up in nt even a month since this happened . Theyre doing pretty good. Theyre sticking together. Going through the process right now. What is making you want to come out, especially so soon and talk about not just your son but the issues that are presented here . Well it was when they released the video that caused a little concern because it was such a short time since he the shooting happened and i really didnt have time to prepare all the kids to get ready to watch Something Like that. I cant imagine, and yet i know its very important to you to want to get out and speak about who your son was and what it says about the job. You must have been so proud when he took the call to duty and got involved. He was a young officer, just 24 years of age. Do you feel that the job has changed since you got on the job yourself that solo policing may be a thing of the past . Its changed a lot. In 28 years theres a lot of different threats to Police Officers. We really dont get the respect that we used to get 28 years ago. And a scenario like this one not uncommon. You know not part of this new threat that officers have to deal with. Domestic violence you dont really know the guy. Youre trying to feel him out. In what you perceive of your son doing, what do you see in your sons approach to doing the job . In that video particularly hes very calm. Hes doing his job. You can see that he focuses on the persons hand as its in a pocket. He doesnt look like he feels threatened at any time until he asked to pat him down and thats when i think tyler became concerned that he might possibly have a weapon in his pocket. Theres a lot of talk these days about the judgments that officers make especially when they wind up in shootings, usually the controversy is about the officer doing the shooting not being the victim but what do you think this situation teaches about how situations change and the small window literally seconds that officers have to make life and death judgments . Well it just really shows you that you have to you have to be courteous to these people and at the same time you have to be cautious. With this video, it was less than four seconds from the time he drew the weapon from his coat till he killed tyler. And thats nothing, obviously. Its just a moment in time. Youve been on the job a long time. This assumption that people make that the officers in control. The officers controlling the situation, and when they shoot somebody and the person winds up being unarmed, its almost automatically a bad decision by the officer. What do you say to people who believe that . Well officers are trained to react so theyre trained to handle situations like that. Officers dont just randomly come out and want to take force like that. Its really hard on them and they do theyre trained, and i believe that most Police Officers really take more time than they should when they encounter somebody like that just to be calm and try to diffuse the situation. They really go out of their way to do that. Just like tyler did. He was a rookie on the force, but he was showing the patience that youd want to see in a seasoned officer, and also it shows this is the fear of the officer, right, is that any situation could turn into this situation. There was nothing particularly threatening about this guy circumstantially and what we see on the video, is that a fair point . Thats fair. He didnt look like he was at all a threat to tyler. Now, look obviously youre talking about this as an officer and you want people to know things about policing but i know this is your son and i know how hard this is for you and how hard it is to have these conversations. Your son called you shortly before he went on this call right . Do you remember the conversation . Yes, i do. Is there anything you can share about it . He had explained earlier in the day that he was looking for this person. Then when he called me he said he thought he had located him based on the a vehicle the guy drove away earlier in the day. He told me he was just going to make contact with him, that he didnt feel it was a big deal. He thought it was more criminal damage than it was Domestic Violence because apparently it involved something with an apartment and somebody damaged some items inside the apartment. So he had his head in that place and he got to talk to you. At least you got to talk to him, especially with what was to follow. I know your familys hurting from this. Its like politics. You can look at the Golden Globes like being the iowa caucuses. The nominations are like the convention when the films come out. You may have seen ava duvernay she was out there. Was she talking it up to people . This is all part of what goes on. The nominations are by categories. Im sure they were looking saying did we do enough to make this thing happen . So in terms of having diversity of thought and ideas, could that be playing into it in your estimation . That could be part of it.
