At the end of the day the majority of people in this country support Police Officers. You are saying that, its being evidenced in this city. Across this great country, we will continue to build those reasons and those of us in leadership positions must demonstrate leadership. This is not a time for us to be divisive. It is a time to maintain a relationship and develop and create new relationships as we go forward. That will be the powerful piece that will move us through this. The idea of making purpose out of this pain, how do we do that . First of all, we need to honor the sacrifice they make. We will lay those officers to rest. Hopefully after that, all the people who have leadership responsibilities the mayor, the police union the leaders of the protests, are going to communicate and act responsibly to try to constructively change the way we do policing in new york city. There is so much disappointment in the response from the police union from the president. We are looking for our community to come together. We see its broken. We are working toke, not placing blame. So there is a lot. The community is at even more unrest and fear, not so much directed toward police. But what are our leaders doing . Why are they fighting a at time when it really is a time get closer together to work more into the strategy, not blame. I dont think you can see this killer as an agent at any cost t. Mental health issue is real. We do it every time there is a senseless act of violence. Not today there is a feeling the tone was pushed too much in the protest. That it was aim too much at police, not Police Practices eempblt longitude there is blame to go will . We should say its essential. It should not go off the radar screen, people should have known better, they went after those folks and criticized those folks. Do you blame the mayor . There are a lot of issues. Again, this is a week for the city to come together to grieve. Within it comes to the way the police have been treated and especially in this city. This is a world class Police Department. This is a diverse Police Department. Its a restrained Police Department. All summer we have people say things that are not true. It turns out there is a cost and people continue to say things like the nypd kills people all the time. Something unequivocally proving what is untrue. The leaders werent saying that. The elected officials the duty in the garner case explain how the grand jury works explain how hard it is to reign it in. Stop acting like bystanders if you are an elected official in. They say when you look at new york specifically, because there has been a big focus after garner. The number of complaints are down. Use of force is down. Every indicator shows progress, why isnt that reflected in the film . I think what we need to be clear about. This is not a politicians movement. This is not the Police Department or the mayors movement. This is a peoples movement. You see it all over the country and replicated all over the world. What theyre looking no senior a reform. In every Police Department, every government, every civilization goes through reform. This is what people will asking for. This is not led by politicians. They are responding to what people want. Right . So i think. Once people rise, they dont go away. This is an unfortunate crime and everyone sees this as an isolated crime. But the issues are still on the table. People want to see communities and Police Department itself Work Together. They feel they are seeing thousands of people talk about police brutality. We have seen thousands of people how do you talk about it . Who you blame matters also. I think we have to be careful talking about blame and asking what are the solutions . Thats why i think weve responded with so much disappointment. Our leaders are coming out with blame when the people want change and thats a ard thing. You have been real. You have been out there. Again, eugene is right. We have to take the moment for what it is. This is bad, we need to be better. There is no question. Its perfect. Part of that is honesty with what has been done on the leadership side and the protest side and what needs to change there as well going forward. I also dont think an elite has a right to take over this conversation. Talk to people in the precincts. Listen to what they want we request agree, i dont want to be pretentious here. When you talk to folks in brooklyn, ask them what they want. They want police engagement. They want the police out there. They dont want the police to stand down. This administration seems closer to the activists than the Police Department. That drives a deeper wedge when the protests occasionally gets off the hook. Can you do both things and when that tone, however, gets lost, there is a big payback and politically as well as practically. In fact, what the head of the Police Union Says the mayor should have done is taught children to respect and revere police, that should have been his message. Not be wary of the police. They might hurt you. Not i have a security detail. The mayor didnt take that job. Thats certainly true. To be fair, they dont i think have the interests of the entire city in the same way the mayor must and does. When you see the head of the police union saying what he should have said and protesters should have said, thats overreachin overreaching. They are known informally as a nation state. Theyve got their own helicopters, foreign policy. They got people stationed overseas. Theyre a very important, very power. Very Large Organization full of tens of thousands of voters. So they matter a great deal. This mayor i think has really got to try to reset that relationship, if thats possible. He sure does, john. That is a stackering message from the Police Officers. Do you understand why they did that . Yes, i do. And i believe its a moment of pain, a moment of anger, now the question becomes how do we dont pain into purpose . Police unions and Police Officers, representatives of Public Safety t. Mayor is a representative of the city of new york. We cant turn our backs on each other. We must come together and resolve these issues around policing. The mayor has clearly attempted to do that and has continued to do that. Police officers have been assaulted. He hasnt arrested enough of the protesters who may have done something threatening. Is that fair . No, its not fair. I dont think its overwhelming number of Police Officers. We have over 30,000 Police Officers in the city of new york. Have you some who believe the mayor has been too lenient. Have you many that believe the mayor has sheen great level of restraint. This Police Department is one of the greatest Police Departments on the globe. They understand restraint. We understand the right of protesters having the right. That is how we do things in the city of new york t. Protesters have been constructive, not destructive. This is not what has happened in other parts of the country. This has been peaceful demonstrations. This is what we represent. Yes, yet, as you know, there have been Police Officers who were assaulted during these protests. We have it on video. In fact, there were arrested made. There were a crowd of people taking punches at these two Police Officers and afterwards, the mayor said the officers were allegedly assaulted. That didnt sit well with Police Officers. No, he made that comment in appropriate fashion. When you conduct criminal investigations the mayor was clearly trying to get information out to the public as soon as possible. The term allege was dealing with gathering the facts. It would be inappropriate for a mayor of the city of new york without getting all the facts, those individuals who assaulted. Those lots assaulted, the people arrested and the marches participated in the investigation to apprehend the people who were involved, you dont have a long list of assaults of Police Officers dealing with these protestles. They have been arrested within appropriate. We have shown a great level of restraint. This is how it should be done in a professional Police Department. So, mr. Adams, what is the answer for the mayor to regain or just to begin to gain the polices trust now . You have been a Police Officer. What do your fellow former officers want to hear from the mayor . You are right. I have been a Police Officer, a retired captain, 22 years, in understanding the men and women who are Police Officers. I know their ups and downs were there were many complaints under the guiliani administration of not having the backing. There were complaints under the Bloomberg Administration of not having the backing. This is a part of the police culture. Oftentimes, there are conflicts between the mayors and the Police Commissioners and Police Officers. However, we are dealing with professionals. No matter what happens, when that radio comes on, if there is a job to respond to a plirnlgs, these officer are going to do that. In brooklyn, police are searching for an alleged gang member who posted a threatening message toward Police Officers with photo of a Police Vehicle n. Memphis, police questioned a 26yearold man after he posted on instagram shootthepolice. Two more going down tomorrow. Police are on the lookout for copy cats after brinsley shot and killed two officers, ramos and liu, execution style, saturday afternoon. Police looking into 15 online threats according to a Law Enforcement official. Family and loved ones mourning the loss of officers ramos and l liu at a vigil. I hope and pray we can reflect on tragic loss of lives that have occurred. Early sunday, new yorks mayor where the congregation stood in applause for the slain policemen. This a stark contrast from the nypd turning their backs on bill de blasio at a News Conference saturday angered about his support for eric garner, the Staten Island man that died after an apparent choke hold by nypd officers. When you walked up and saw the patrol car, what was going through your mind . He had a family. You dont know if youre going to make it to your family. Browns mother is heartbroken all over again. We refuse to use names in violence. These officers lost their lives senselessly. Officer ramos son posted this on facebook. This is the worst day of my life. He writes, i will never forget you. Rest in peace dad. A 13yearold bringing the senselessness of all this into focus. These families have questions that of course will never be answered. We are learning about the gunman. He has a criminal record, arrested 19 times, spent years in prison and admitted having Mental Health issues. Thank you for the report. No matter what gunman said about hi his motivations, he also shot his girlfriend. The problems should not be dismissed. Lets bring in former commissioner ray kelly, president for Risk Management services and charles ramsey, police chief in philadelphia and cochair of obamas task force 21st century policing. Commissioner, ive relied on you heavily in the past to understand situations going on. Lets dismiss the guy that did this. He had no good reason to do it. He had plenty of trouble. The reality is is we do have a problem here right now. I want your take on why do you think things are the way they are right now . A lot of reasons obviously the garner case and Michael Brown case have brought these issues to a fore. I think in this city we had a Mayoral Campaign that was based on some of these issues. Its been kept out there for a while. Youve been outspoken about the mayor. The bratton, current commissioner, came out and said he was antipolice policy not antipolice. The mayor has said things you feel should be focused on. For example, lets play the sound of the mayor talking about b culture of policing with respect to his own family. We have had to talk to dante for years about the dangers he may face. Good, young, law a biding young man would never think to do anything wrong, yet because of history still hangs over us, the dangers he may face weve had to train him as families have all over this city for decades. This bothered you . There are certain things you keep inside and dont say publicly when youre the mayor of all people. Saying that at was yes inappropriate. But you know it goes beyond the mayor. Obviously the garner case and brown case have focused the worlds attention on issues involving race and police. Youre never going to find justification for what happened to the officers. It was a senseless crime done by somebody that may have had no sense is. The issues the mayor is speaking to there, theres a culture in the black community. Theyre afraid of what will happen when they come into contact with cops. Thats not something to avoid. Is that a reality . Its a reality with some in the community. Police have worked hard to address that issue. Certainly in this city. We have a Police Department that Police Officer ranked is majority minority. We have Police Officers born in 106 countries. That is incredible. No other Police Department in the world could come close to that. These issues are complex. There shouldnt be handled with a bumper sticker. We have to Work Together to address them. For all talk about black and white, its worth noting the officer who is lost their lives were named liu and ramos. They reflect the diversity of the department. A lot of this comes down to leadership and the vacuum of or appropriateness of leadership. The president thousand starting a task force to think about changes. You spoke to the president in the wake of this situation. What is his message and take on what has to happen . Well, first of all let me start by saying the president began the conversation by again expressing his outrage at the senseless murders of two Police Officers in new york city. Once again, ill reemphasize the need for the task force to move forward with its work to look at ways to build bridges between police and community. I agree with my good friend ray kelly. There are some people that certainly harbor very, very negative attitudes towards police. We need to find a way to reach those people and try to do everything we can to close that gap. The president is very serious about this. He gave us 90 days to come up with concrete recommendations which we will do. How do you fix culture in 90 days . I dont know if you fix culture in 90 days but you can have recommendations that need to move forward. This is a period of time we can establish a frame work for discussion, dialogue, action to move forward. Nothing is going to be fixed in 90 days. It could take a generation to fix social issues that face us in many of our communities. You have to start somewhere. It starts with a plan, with a frame work. Thats what the president is looking for. Commissioner, you think that weve allowed tone to get away from us a little in protests. Theyve become too focused on animosity toward the police. We were talking about how the protests were odd in populations here in the city. I had a lot of young, white kids yelling at me. Do you think tone got away from us a little here . Perhaps. If you allow people to take over bridges and roadways, its only going to ultimately involve them. Here you have 35,000 uniform officers. You dont have to make a lot of arrests. Prevent people from going on the bridge, taking over roadways or move them quickly. There is an issue if you tolerate a lot of things. Of course that impacts on other peoples lives. It will em bolder them to do more. Thats a what happens when Police Officers were assaulted on the bridge last week. Its not just about giving freedom of expression. You believe the limits are required not to suppress but to safeguard . You have to consider everyones rights in this regard. I think you know, we dont have a right to totally incon convenience people, shut down a bridge. Thats going too far. Do you think the mayor can a p peel things . Its time for rhetoric to be tone down and have someone, perhaps a religious leader, come and work with both sides if you will. What are two sides . Well obviously the unions and the administration. We need them to get together. This city is complex, sensitive. I believe the police are transforming the city many the last two decades. This was the murder capital of the United States in 1990. Last year we had had incredible low number of murders, lowest in shootings. That has brought about a rebirth in terms of real estate, businesses in new york. We dont want that to slip back. We have to get them together in some way, shape, form to continue to help police the city. As i say, its a complex environment here. When attacks are coming in, our Intelligence Committee sees these attacks. Based on current law right now, the Intelligence Community cant share the information until these Companies Like a target or other companies where attacks are coming. Its like being a weather forecaster, having sandy come up the east coast, and you cant warn anybody. Chairman rogers and i along with our committees put together a bill called the information sharing bill. It passed the house which is unusual for this house to have a bipartisan bill passed. It was passed and went to the senate. It didnt pass in the senate. Weve got to make sure we get the administration, get the senate, and the house again to reintroduce a bill on information sharing so that we can protect our country from these attacks. The north korea congressman, lets use the example of what happened to sony. How would that legislation have changed anything . Well what it does, it gives information that the Intelligence Community sees coming in, attacks coming in. It works with the companies. Sony is an example. It cannot handle whats happening right now. Theyve totally had their systems knocked out and had information stolen. Sure. But did the Intelligence Community see this coming . Was this something the Intelligence Community could have alerted sony to . It depends on individual cases, but in most situations the sbel jensz community can see attacks kojing and work with them to stop it from hahhing. Thats what we want to do. Theres another issue. North korea, the first major destruct aif tack weve had. Not stealing. This is destructive attack. Think what could happen 23 north korea wanted to knock out a grid system, energy seasonal, air traffic control. These are serious issues we have to deal with. I went to court and stopped people from doing that. Im going to tell you why. Ambulances rush through the streets of this city. Somebody can die of a heart attack because some idiot is yelling kill the police. I won those cases in court. We never allowed protests like. That you start letting that get out of control, police get an impression of you youre agreeing with them. Some people were saying that. We were both out there. I was in the thick of protests. They were saying worst things than that about the police, media and a lot of people. That wasnt the main part. The main part were protests asking for change, reforms of policies. Dont you want to be careful about silencing that because its legitimate . You dont want to silence it, but it doesnt have the right to take over the city and cost a person their life because an ambulance cant get through. Doesnt have the right to take over the bridge so a man cant get home from work. Protest at an appropriate place and manner. Thats perfect First Amendment law. Protest is across the street from the president rather than right next to the president. They get to make their point. They dont get to take over the city. When you see protestors taking over the city, all of a sudden police get the impressioning youre supporting them. Theres no question he was supporting the protestors and though the the police. Then the strange comment about his son that he tells his son to be careful of police. His son is biracial. Then his son has a nine times greater chance of being killed by another black than a Police Officer. He should be talking to him about take care of yourself in the street. Your chance of being killed by a Police Officer is minuscule. The chance of being killed by another black is high. You understand what he was saying. He wasnt saying a cop is going to kill you. He was reflecting what you know is a cultural observation of a lot of families which is if youve got a black kid, be careful in how you train them to be around cops. Cops may not give them the same benefits of doubt as they would a white kid. What im saying over the last two to three months the hate speech about Police Officers has created a propaganda that Police Officers are racist. That is not true. Main problem is crime in the black community. When i was the mayor, i sent Police Officers to where these Police Officers were killed, not because im antiblack by no means am i. I sent them there because there were tremendous numbers of crimes there. I sent Police Officers to the southern part of brooklyn because italian kids were stealing cars in the southern part of brooklyn. I reakcted to crime. When you do stuff the mayor, president , attorney general is doing, they are perpetuating a myth theres systemic police brutality, systemic crime, occasional police brutality. What do you think the president has done . You said hes been part of this propaganda. Hes shown no respect for police. Hes seen one side of this dispute. I heard king on television this morning. If they would spend as much time as improving education. If mayor de blasio would Start Talking about supporting kids in schools, work fair and more work. Maybe these two Police Officers ramos and liu should be made heroes of the black community. They were there trying to save black lives. They were moved from one precinct to another because there was more black crime many that precinct than the other one. The children of black parents in this city are saved by our Police Officers. During the time i was mayor, and i dont mind saying this, i saved more black lives than any mayor in the history of this city because i was not afraid to police according to statistics and not what al sharpton sells you black propaganda. How do you explain the protests in cities its the same saying more are afraid of flying on an airplane than driving in a car. People are not afraid of driving in a car. They have much graeater chance f dying in a car. If im a father of a black son, theres a 92 chance hes going to be harmed by another black. The idea its systemic and widespread, thats over extension. The idea the mike brown case was the right case to hang this cause on may be arguable assumption. The idea that blacks are at risk when it comes to culture of policing, thats not new. You know theres a lot of statistical support for it. You dont want to ignore that problem. You dont want to ignore the problem. You dont want to do hit disproportionately to the real problem. To reduce the significant amount of crime in fort green, those Police Officers wouldnt have been in abusive. All that has gone down. Thats a legitimate issue. You dont want to say the real issue is blacks kill each other. Heres the highway with 2 of accidents, heres the highway with 92 . The lieutenant and bill de blasio is spending all time on 2 highway and never talking about the 92 highway or talking about Police Officers that save black lives that far outweigh Police Officers that abuse anyone. Both cases you mentioned, great sympathy for their families. Both were committing crimes. Low level crimes. Minor crimes he doesnt deserve to a lose his life for. That. He wasnt killed because of cigarettes. He resisted arrest. Youre driving 95 Miles Per Hour and a police stops you. They say give you license and information. You tell them to go to hell. Hes not going to let you drive away. Who knows whats going to happen. Youre not dead because you were driving 95 Miles Per Hour. Youre dead because somebody never taught you to comply with Police Officers. When you said the real problem is blacks kill blacks, well whites kill whites too. Its fairly proportional. Woo. It seemed to be a distraction from the real issue whether or not we do as well as we should with culture of policing. Its the opposite. It isnt a real issue. Thats not why police this is what i dont understand. Youre saying blacks are committing a lot of crimes in their areas and you have to have police there. Thats not why you would have bad situations between blacks and cops. Doesnt mean thats license for cops to be excessive in force. Theyre not. Cops arent excessive in force. Sometimes they are. It was a rich town. Maybe it was somebody who was wealthy who had indiscretion, maybe someone who didnt want a baby. Either way, she was given the name because that was the ruling family in the area. Doesnt mean she came from the family, just means it was a common name. This is where her life began where some woman she didnt know wound up taking care of her and later on in life she wound up marrying the man who would bring the cuomos to america that led us to the next part of the mystery, their wedding. Church records pointed us to another Italian Village i had never heard of where i had much deeper roots than i ever imagined. The tiny italian city. So we dont have to guess about it. This is the deputy mayor here in the city. He says he has documents that prove that my great grandparents were married here in this church. 1890, so they were married in this place. Germana costaldo. Thats my great grandmothers name. She used more than one. What about the others . She wasnt a criminal. The writing was literally on the wall. Weve got another piece to the puzzle. We meet on the way over. He says i live there when im not in jersey city. He asked why im coming. I say trying to trace my great grandmother. He knows something about it and takes me here. What do you know . My dad told me the family immigrated to jersey city. This is part of the family the cuomos were part of. There are some of that family in jersey city . Right. It all ties back to the town that has 2700 residents today. Had you heard of connection to the cuomos . Theres rumor of connection going back. What was that a connection . Who was this man and why was he on that wall . Why was my great grandmother using his name . That part of the mystery would have to wait. Our little investigation wasnt the only thing going on. When they heard we had roots here, we got the man testing which is part of a festival weekend. The towns people had big plans for me. All right.
