To do something to hurt israel at this point . I dont think the u. S. Wants to hurt israel at this point. The Obama Administration, as far as economic and military assistance, especially military assistance to israel, has been very strong, 3 billion a year they propose, Congress Approves it. Now the Obama Administration has proposed another nearly 250 million in funding for israels socalled iron dome antimissile system. I assume congress will go along with that. The militarytomilitary relationship and Intelligence Community to Intelligence Community in israel extremely strong. There are political differences between president obama and Prime Minister netanyahu, no doubt about that, but u. S. Does not want to hurt israel. Israel is a very close ale of the United States. There are some differences, and there are some differences right now presumably on how to achieve the ceasefire. Secretary kerry has a time limit. He wont stay in this region must longer. The Israeli Cabinet will consider his plan in the next few hours. We will see what they decide. Assuming the israelis do accept the kerryegyptian proposal supported by egypt and others, including qatar which has good relations with hamas and turkey which has good relations with hamas, hamas has to still accept it sem theflsz and the last time it was put forward a week or so ago, the israelis accepted it and hamas didnt accept it so its a dal cat dance they are doing right now and the stakes clearly, as you can see and the viewers can see here in israel and indeed around the world, the images out of gaza are awful, so the stakes are really enormous, a make or break moment in trying to stop the fighting, at least short term. International monitors are trying to secure the crash site so investigators can get to work there. Whats the latest, phil . Reporter alisyn, complicating the response further to this air disaster there has been continued sustained fighting between Ukrainian Government and prorussian militant forces here at donetsk and close to the crash site overnight. Now the United States says it has identified a third active fighting and firing member of this conflict, and it is russia. Today an already tumultuous situation in ukraine becoming even more volatile. As the United States says they now have proof that russia is actively firing into ukraine. The evidence, these photos and data from u. S. Satellite and radar. We have new information that russia is giving more heavy and powerful rocket launchers to the rebels in ukraine. Reporter monitors are accompanying investigators and diplomats from malaysia and australia and say they are surprised by two things, firstly, the sheer size of the debris field and the fact that one week since the disaster theres still no exclusion zone surrounding it. The crash site is in many ways a free for all. Investigators just now pushing into the surrounding forest and finding the largest single piece of the plane fuselage yesterday, and corpses of victims are still being discovered. Lets get perfect frif William Taylor who served as ambassador to ukraine from 2006 to 2009 and is now Vice President of the u. S. Institute of peace. Thanks very much for joining us. The more the west seems to talk, the more russia seems to act. They dont condemn the downing of the flight. They dont condemn the indignity of the dead. They continue to move weapons to militants and now evidence that they are firing at ukraine positions from inside russia. How do you view this . With great alarm. Mr. Putin has two decisions. He has two options. One, he can do what he apparently is doing, that is double down, continuing to support these separatists, these terrorists in Eastern Ukraine led by russians, supplied by russians, equipped by russians. He can continue to support them, or he can back off. He can disavow them. He can try to come back to the International Community. He can seal his border with ukraine so that all of that support does not if from russia to ukraine. He seems to be making the first choice. That is a terrible mistake for him, and its a terrible mistake for the International Community. Why isnt, you know, for all the talk thats going on about sanctions, and well discuss that in a second, i think the more immediate concern frankly is securing the crime scene because of the dignity of the dead that is still being abused. You still cant get close enough to it. Why doesnt the west or the u. N. Specifically put a Pressure Point on russia and say help us secure the crime scene so we can get in and find the rest of the dead and find the wreckage so we can get the investigation youre calling for. Why not start there . The International Community has started there, and in the United Nations Security Council they passed unanimously with Russian Support a resolution calling for exactly, that for support of investigating the crime scene. No, but they didnt say were going in, come in with us. Were going to go secure it. Thats correct, and theres an attempt now by the australians and the dutch to put together an International Force to go in and secure that so that the investigation can take place. Thats absolutely necessary. We need to do that investigation, but we need to keep the Bigger Picture in mind which is the Russian Support for the rebels which is the problem for getting into that crime scene. Its also the problem for stability and security in ukraine. Thats the heart of the problem. Right, i understand, mr. Taylor. Its just that thats been going nowhere for months and months and you have an exigent circumstance right now dealing with the dead that you would hope that in the interest of humanity, without ceding any political ground, russia may become more involved, because at this point do you believe that you can get europe to tighten the screws economically, enough on russia to do any damage with all the ties that they have . I do, i do. Why the conflict . Why the confidence. The past couple of months, the skepticism that youre expressing. Europeans have so many ties, economic ties, so many reasons not to turn those screws that you talk about, but my sense is that the International Community that europeans have now have come to the conclusion after this shootdown, after this tragedy, that this is much more serious than they had given it before, and that is thats already started. We can already see changes that have the europeans moving towards those sanctions. They have difficulty. They have political difficulties, but weve seen some movement over the past week and the past two days that the europeans will be able to take some hard steps. It is violent in east ukraine, okay . Thats an obvious statement. Its violent in a lot of places in the world where theres ongoing conflict and yet International Organizations and western sovereigns are all on the ground here but not here. Why havent we seen a stronger show of International Force on the ground to secure the crime scene. Its been done before. Not here. Why . I believe the answer is the russians. In the International Community more broadly and these other instances that you talk about, there can be an agreement among the big powers, including the russians, the americans, europeans and japanese and others, and in this case russians are stopping this investigation. They are stopping this work to try to resolve the dispute in Eastern Ukraine. Ambassador taylor, thank you very much for the perspective. Appreciate. This is the third Airline Crash in a week following the mh17 disaster and the crash in taiwan. Is there anything we can do as passengers to ensure our safety . At this point its not clear at all. All we know it did divert for weather of the surprised we dont know anything by now, but, remember, its in a wartorn area. No investigators there, just like mh17. No one that can get in there and tell us whats going on. Wasnt the thinking more that it was a severe thunderstorm than this was shot out of the sky again . Yeah. Risks associated with the flight and then when the aircraft crashes theres risks associated with investigations so they have to manage the risks whether youre in the air or on the ground, and thats part of the issue you said something yesterday i think thats even more relevant today as the discussion continues. So we all these different planes going down and you say theres more happening than use to be and nobody is paying attention. You said the airlines dont share Safety Information the way they could in the technology age. How is that true . Well, its not necessarily that they dont, like something has changed. Whats happened is the technology has advanced so quickly, and theres intellectual property rules and things about sharing information that are boundaries to informationsharing. You really cant just say im an airline and youre an airline. What could they tell each other that they dont . For example, its not that they dont intentionally, but theres no communication network. Nothing set up to openly share. A governing body. We did set up an information sharing system with nasa and nasa is that governing body but they are a third party. They have to kind of redact things and take things out of what that information is which makes it Still Available but its just not everything. We need to have an open sharing community. The thing thats interesting is this is an md83, one of the mcdonnell douglas. Boeing now. Boeing now, yeah. They may be Different Airlines but the makers of the planes are consistent throughout the Airline Industry. Right. So wouldnt there be some kind of cohesiveness there . There is. Theres a separation between the design and manufacture of the aircraft and the operation of the aircraft. So maintenance, et cetera. Correct. So we examine that. After the air alaska accident we examined there. Nick sabatini, the associate administrator at the time, said lets look at process and see whats going on with this and through that the manufacturers have a great way of sharing that information. Now we need to stretch that out into the airlines and the maintenance and other areas. So as passengers, you know, were passive. We feel a little helpless. You put all of your faith into the hands of the pilots or airlines. Hope they are doing right by you, but you say you can be more assertive as a passenger and you do some things before you get on a flight to ensure your safety like what . I use something called fly safe. Within the United States its good to know whats going on with your flight, but you really dont have to worry so much about us because we know what our standards are and we have a very good system for maintaining the standards. Where the risks come in and where we feel vulnerable is when we go into another country. How do we know they did it . The faa did a lot of work to make sure the countries are safe and meet a category 1, a standard that they go out and lock at the other countries to make sure they meet our standards. They do that and do it very well. What happens is the countries change and everything is changing so quickly that a country might change from day to day. So what do we do . We fly safe, an acronym safe, safe, search, do an internet very much traveling internationally. Whats the scuttlebutt, check twister . Wherever is your destination. Whats happening there, and the next thing is assess. Assess the airline itself. On the website weve got weve got some links that will tell people where to go to do what i do and where to go to get that information on the airline. What the current information on that airline is. Thats great because you can find out their safety ranking which you wouldnt otherwise know. Or wouldnt even think to do. Thats right. A lot of good information on that on the faa sites and other commercial sites as well. You can see the flight route but they changed the route sometimes, do they not . Were assessing it right now as just the airline so thats under assess. Im going to try to stay with what i do. I moved to the s. Not only assess the airline but the country. Theres great places on the state Department Website to say whats this country up to . Whats going on . They have alert and advisories and everything you need to know about whats going on in that country. Next thing is the flight, as you assess the flight. There are commercial sites, and most of the flights that you take are still same flight. Still an mh17 flying right now but just a different airplane. It will show you the route and what countries youre going to be over. Like flightaware. Com and flightradar. Com so you can see the flight route. Thats where i go. The last thing is evaluation. Flight that we just saw that crashed in taiwan. Andrew brought up a great point to me a moment ago and forgot to put it in my list on the website, well add it to it is weather. You dont have control over refunding your ticket. You cant say i dont think its safe to fly so give me my refund, but you do have as a person say i dont feel safe with this. A border crisis summit today at the white house. President obama is meeting with his counterparts from guatemala, honduras and el salvador about the surge of children coming across the u. S. Mexico border without parents or papers. And now we hear the administration is considering a program to give Refugee Status to young people from Central America. Cnns Michelle Kosinski is live for us at the white house. Give us the latest, michelle . Hey, alisyn. Today is this big meeting between president obama and the three Central American president s to try to get them to do more within their own countries to stop this flow of immigrants, especially unaccompanied children to the border and, yes, the white house is considering this idea to grant what it says would be a very small number of these children Refugee Status or emergency humanitarian asylum, and that would be applied for and processed within their countries. This has been tried before to some extent in other places like haiti, but, of course, this raises a lot of questions. On the one hand how many of these kids would even qualify for a very specific Legal Definition of refugee, and would this just encourage more people than then to try to cross the border, something thats similar to a bill proposed in congress. You know, recent polling shows a majority of americans view these children as refugees, although a majority also consider Border Security very important and would support trying to deport these children more easily, at least the ones who dont qualify for some sort of special status alisyn. Can the president give them Refugee Status through executive action, or must he go through congress . Reporter well, it seems that he could. That is a possibility here. Just based on the kind of special legal status it would be, and it would be limited, would not require the approval of congress. The white house has gone out of its way to try to involve congress more lately since its taken some heat for certain of these executive actions that have been controversial, but it appears that if the president wanted to do this, he could. The white house says that they are considering a number of options, and if they did try Something Like this, it would have to start out as a very limited pilot program, alisyn. All right. Packed school came under heavy fire in gaza. Palestinian officials condemned the attack but the Israeli Military says it could have been a rocket from gaza that fell short and exploded. Both sides are now considering a ceasefire proposal laid out by secretary of state john kerry. More coffins carrying victims of the mh17 tragedy are headed back to the netherlands. Another 30 or 40 are expected tomorrow. Meanwhile, international monitors are on scene working to secure the crash site for investigators to begin their arduous work. Also, cnn is making an appeal for the release of one of our freelance journalists who was detained by prorussian separatists in ukraine while covering the mh17 disaster. An armed doctor is being credited for stopping a shooting rampage at a pennsylvania hospital. Investigators say the doctor seriously wounded a man believed to be a psychiatric patient after he shot and killed his case worker. The doctor was grazed in the gun battle. Chaos and panic. Everybody was running and ducking for cover unexpected day at work for a hero doctor as a psychiatric patient opens fire in a pennsylvania hospital. Cops coming from each and everywhere, and i was scared, too. According to police the suspect, richard platz, was visiting had psychiatrist dr. Lee silverman with his case worker when an argument reportedly broke out in the doctors office. Shortly after gunfire erupted. A few minutes went by, and then they did hear multiple shots fired. Police say the man shot and killed the case worker, 53yearold theresa hunt, before turning his gun on silverman, but according to police silverman was quick to act ducking under his desk for his own firearm and shooting platz three times, twice in thetorso and once in the arm. Other Staff Members tackled the suspect and held him until police arrived. Together we were able to disarm him and take weapon away. Silverman didnt escape unscathed. According to officials he was grazed in the head by the suspects bullet. The police came in droves, and they locked down everything. They chased everybody on the inside, and then we seen the s. W. A. A michigan murder trial going to come into sharp focus today. Heres a little bit of the back story. Thomas wafer is at home and hears banging on his door and doesnt know whats going on. On the other side of it is renearbya mcbride, 19 years old, leaving a party supposedly looking for help. He thinks its an intruder and he says it was an accident and then he says it was selfdefense. Either way mcbride ends up dead and now were at trial. Youre looking at the man. Lets bring in cnns alexandra field for more on this. Reporter renearbya mcbride, a 1yearold michigan woman shot to death when she stopped at this house possibly looking for help. Was it murder . His actions that night were unnecessary. Reporter or was it selfdefense . He was acting and reacting to escalating fear. Reporter for the first time a michigan jury hears what theodore wafer said happened that november night. But every time i look through the window i said who is this. Its banging somewhere else. Reporter overs arrive to find mcbride dead outside the doorway. Charged with seconddegree murder, the defense says wafer was trying to protect himself. Boom, boom, boom, boom. He is awoken, and did he look out the peep hole and sees a shadowy finger going around the side of the house. People were trying to get in. Reporter an autopsy report says renearbya mcbrides bloodalcohol level was nearly three times the legal limit. According to testimony she was also smoking pot earlier in the night before she got in a car accident and left the scene. Hours later she turned up at wavers door. Prosecutors say she wasnt a threat and that her death wasnt an accident. That this isnt some sort of hair trigger device, that it requires at least six and a half pound of pressure in order for the trigger to be pulled back and the gun to be discharged. Reporter mcbride was unarmed, and there were no signs of a breakin, according to police. Her death sparking outrage and comparisons to the Trayvon Martin case. No one really knows what happened then, but we do know that there was a physical altercation and trayvon was killed. In this case there was no physical confrontation. This man wasnt threatened. Rice was caught on camera drag is his unconscious fiancee, now his wife, out of an elevator. We want to talk about this twogame suspension and if it was enough. Joining us is sports agent Doug Eldredge from washington. Good morning, sir, and cnn commentator and legal analyst mel robbins in massachusetts. Good morning, beautiful. All right, doug, ill start with you. Hey, honey. What am i missing, a twogame suspension for this yet we see when guys test positive for performance enhancing drugs, what do they get, a fourgame suspension . Right, and for a lot of people i think across country two games and the corresponding 529,000 loss of salary is not enough, but i think its important to say from the outset that to some degree youre comparing apples and oranges and what i mean is drug suspensions are in the collective Bargaining Agreement which means theres a predetermined schedule of punishment. First offense is automatically four games, second is eight and third potentially an entire season. Which contrast what we saw in the ray rice fact pattern, however egregious it is, its not included which means the scope of punishment is entirely subjective. It could be 2 or 12 and there was simply no precedent for anything more than two games you dont need precedent. They can do it on a oneoff basis. Could have looked at these facts and decided just for what this means for the league well do something different. Right. Given the best defense, what do you think, before we go to mel because we know where mel is going to come with this, what is the best explanation for why its only two games on the face of what we know . I think you have to i think you have to resort to precedent. Whether thats a strong argument or not, thats really the only argument to be played because when youre looking at an entirely subjective standard which is to say there is no governing structure like there is, the issues that are collectively barring end visavis drugs, no defense of the actions whatsoever but if were sticking to the facts and the disciplinary structure thats been collectively bargained and agreed to by both sides, really the only thing you can look at, chris, only thing, theres no precedent to support it and it would likely be overturned from. A pr standpoint thats a nightmare from the nfl thats losing the battle at Kitchen Table with moms and facing other issues so this is going to be a continuing red flag. All right, mel, have at it. Listen, its not a question of precedent, guys. Its a question of leadership, and the commissioner simply didnt show it here. Can we just have adam silver be the commissioner of all sports because this is a complete joke. There is a player conduct language that basically allows the commissioner to do whatever the heck that he wants and so he could have set a precedent here and said the nfl is going to send a very strong message, and he deserved at least a half a season suspension and anything less than that is a slap in the face to women everywhere, and this is just disgusting. Ive got to push back on you a little bit. You talk about the fact that this was unprecedented. One could argue the Richie Incognito scenario of bullying got him three months and a day suspension. That was somewhat of an unprecedented situation, and yet they made a decision that levied a penalty at aim. Youre right, and to back up on a comment that mel just made, im certainly not defending the actions nor am i taking a swipe at women as a whole. Im simply talking about the struck in which were obligated to operate as agents, as members of the nfl players association, our Certified Body and thats what i was referring to talking about the lack of precedent. Who would overturn it . Pardon me. You would say it would be at risk of being overturned if it didnt follow precedent. Why do you say that . Because at no point have we seen for a firsttime offender like ray rice, at no point have we seen anything beyond the twogame standard and most of the inside intel indicates, if that were to be pushed, im not advocating nor defending this but objectively analyzing it based on the standards and facts that we have it would not be upheld and i think while we all agree that this is absolutely creating a dangerous precedent in so far as the leadership position that ray rice has and the fact, that look, when we were chris, when you and i were little boys we wanted to be astronauts or president s. The new generation of little boys want to be a professional athlete. Thats the new role model so thats perhaps the bigger question. What does this say not on field but off the field . What does this say in the classroom and the community, so when you bring it back to the question of punishment and why couldnt it have been more there is no definitive answer, nothing i or anybody else could say . There is a definitive answer it. Could have been a lot more and commissioner decided not to and who cares if he appealed. One of the things that we learned about leadership when you look at adam silver and how he handled the situation with Donald Sterling and the nba is he stood very clear, black and white, this is what we stand for. This is what we dont, and if sterling wants to then go and appeal which he has and make a big raucous of it that just creates problems for sterling. Everybody is very clear about where the nba stands around racism. Were really clear now about where the nfl stands when it comes to domestic violence. They stand nowhere. This is clearly a joke. Yes, go ahead. Ears what commissioner goodells rationale is that ray rice was not prosecuted. He wasnt convicted. He wasnt given any jail time. They are insisting that wait a minute, he was indicted. He was indicted on a felony. But then they dropped it. You know why they dropped it . He went into a firsttime Offender Program for violence in order to get this expunged from his record. Having been in the criminal justice system, this doesnt mean that hes innocent. He was indicted, and the evidence showed that he upper cut his then fiancee, knocked her out cold, dragged her from an elevator. They have him doing it on tape, for crying out loud, so the fact that he wasnt convicted doesnt mean that the commissioner couldnt have taken a stronger stance here so i think the commissioner go ahead. Because the fact is there is a standard that the players have to stand up, to and thats what they say about, you know, the marijuana offenses, the p. E. D. Abuse. They say that players are expected to behave in a certain fashion, and, doug, one would argue that he didnt do that. He may have paid a minor consequence, twogame suspension and a fine, but you also sounds as though if you read his statement, it sounds as though hes trying to make amends. You talk about the Diversionary Program hes going in, but the consequences have to be stronger and i dont think the nfl is getting that message. Where a lot of people was sticking thon was some of the context and content of the initial press conference and the way things are phrased. I dont know that theres a clean exit. I dont know that this is going to be a concise cleanup process. It will be a process on the whole, whether you look at kobe bryant or tiger woods or any of the other highprofile athletes that have undergone serious Public Relation damage due to poor decisioning making, illegal or otherwise and this is a process for ray when the commissioner has said he assumed the contrition and responsibility and is taking proactive steps to address his poor decisionmaking. My problem is not with ray rice. I dont know what happened, its a little complicated. We know both of them were arrested or action at one point. I dont think you need to get into that. I think that the scrutiny here is really well redered of on the part of the commissioner to go to what mel is talking about. You dont make the decision based on what stands up in court. You make the decision based on whats right and if the court rolls it back and ray rice or whoever involved has questions the punishment, let him do it. Kids today want to be athletes but maybe not so much. I dont know. If youre looking at sports for the heros for your kids, better to look at yourself a little pitt more intently because have you to look at the nature what have happens every day in these games. Yeah. Right now the facts we know suggest this was a decision driven by the state department and perhaps the white house. Unfortunately, its just not based in reality. Both sides this morning are considering kerrys terms. Now, meanwhile israel and hamas are also blaming each other for the israeli shelling of what was supposed to be a safe haven, a u. N. School in northern gaza. 16 people died. More than 100 wounded. Wolf blitzer has more. Hes been on jerusalems ground from the beginning, and here shewith us again. Wolf. Chris, thanks very much. Lets get some answers now. Where everyone stands as far as a ceasefire is concerned as well as the shelling of that u. N. Shelter in gaza. Joining us is mark regev, the spokesman for the Prime Minister Benjamin Netanyahu. I understand the Israeli Cabinet, emergency session meeting in tel aviv right now considering this proposal for a ceasefire put forward by john kerry, the secretary of state. Is that right. Wolf, im not going to confirm what might or might not be on the agenda of the Israeli Security cabinet. Can i say the following. We have consistently said yes to ceasefire proposals. We said yes to u. N. Proposals and arab league proposals and humanitarian proposal by the red cross. We said yes to them all, but its hamas thats consistently said no or have violated humanitarian ceasefire. So lets be clear. The ball is in hamas court. If hamas accepts a oneweek ceasefire, this is the twophase kerry proposal, one week a humanitarian ceasefire, all rockets, missiles coming into israel stop, israel stops its military operations in gaza. A oneweek and then israel, hamas through intermediaries deal with some longer term issues. Is that acceptable . We heard the leader of hamas yesterday put so many preconditions, so many preconditions on a ceasefire as to make it impossible. Were ready, have been ready. We accepted the egyptian proposal without any preconditions. We want to see this stop. We want to see a period of security, no more fighting, no more rockets on israel. No more tunnelling under the border to attack our people. We want an end, a real end, a sustained period of peace, quiet and security. Ill rephrase the question. The proposal that john kerry conveyed to Prime Minister Benjamin Netanyahu when they spoke on the phone last night, is that acceptable what kerry wants . In other words, is the United States through john kerry and israel through Benjamin Netanyahu right now on the same page . We want to come out of this with a sustained period of quiet. We dont just want a timeout for hamas to recharge its batteries and have more rockets on israel. Now up until now hamas has said no to any sort of ceasefire. Hamas keeps shooting rockets just today. Sirens went off in tel aviv and around the country because rockets were coming in from gaza and Khaled Meshaal said they will continue. He seeds there in fivestar hotels and living a life of luxury and doesnt care how many people die. I understand that hamas didnt accept the first ceasefire but specifically is the Israeli Government and the u. S. Government when it comes to a ceasefire right now, this new proposal that john kerry has worked out, are they on the same page . Lets be clear. We all want an end of rocket fire on israel. We all want an end of terror attacks from gaza into israel. Everyone understands that. We all want a situation where we come out of this with a sustained period of quiet, not just a bandaid. We dont want to have to do this all again six months from now and thats what were looking for, a sustained, a durable period of peace and quiet and ultimately the gaza strip should be demilitarized. Theres no reason for these rockets in gaza. Theres no reason for this terrorism in gaza. The International Community through very generous donations has spent a lot to try to help people of gaza. Whats the problem . Hamas used the money to build rockets, to build a terrorist infrastructure, to build a subterranean system of tunnels and bunkers instead of investing in schools and in kindergartens. They have invested that aid into building a terrorist war machine. Specific question. If theres a week long pause, the fighting stops for a week, is israel ready to withdraw its forces from gaza or determined to keep those troops in gaza during that first week pause . Im not going to go into any details of the diplomacy because obviously the diplomacy is fluid. Ow forces on the ground in gaza are acting in defense of israel because they are now going and taking out those tunnels, and that can only be done on the ground. They are looking at those tunnels which hamas uses to send terrorists across the frontier and the border. They pop up on our side of the border with explosives, automatic weapons and rocketpropelled grenades. They want to kill our people. Our army is acting to close those tunnels and destroy those tunnels. Its a very important mission, and that mission has to go on. We spoke yesterday, you said israels investigating this shelling of this u. N. Shelter where so many innocent people, Palestinian Young people, old people were killed, many, many more injured. You stayed could have been an errant Israeli Attack or a hamas missile that was aimed towards israel and landed there. You say the idf is investigating. Do you have any conclusion yet what resulted in these horrible deaths . Youre right. Horrible deaths, a tragedy. We dont want to see a civilian in gaza get caught up in the crossfire between us and hamas. It is possible. We dont know if its palestinian fire because as the United Nations itself reported, there was rocket fire of hamas landing in beit hanoun and there was fighting between our forces and terrorist forces who turned the vicinity of the school into a war zone and the truth is this. Even if we do discover in the end it was errant israeli fire why was a u. N. School turned into a war zone by hamas, and as the secretarygeneral of the United Nations said himself, ban kimoon, he said if hamas is turning u. N. Facilities into a war zone, they are responsible for endangering the lives. But you know the u. N. Officials on the scene, they say they twice asked israel, gave the coordinates of the school and twice asked israel for permission to remove those people. They got no response from you. First of all, we did yesterday for four hours, 10 00 a. M. Allowed people to leave as we have done in the past. Hamas opposed that. Hamas wants to keep civilians in war zones as human shields but we have consistently agreed as we did yesterday to allow people to leave. And so when they say they got no response from you, the u. N. Officials on the ground, you say . Once again we agreed yesterday, i know for a fact, to a fourhour corridor to allow people to leave that area. We dont want to see civilians caught up in the crossfire. Thats hamas that has developed policies that deliberately put palestinian citizens in danger. The Prime Minister is meeting with the Israeli Cabinet. Will he make a statement . Not clear to me. Mark regev, thanks for joining us. Alisyn, clearly a critical moment. Secretary of state john kerry still in cairo. I anticipate hes waiting for a final word from the Israeli Government through intermediaries. Hes waiting for word from hamas. The u. S. Doesnt talk to hamas and considers it a terrorist organization but it does talk to qatar and turkey and does talk to the palestinian authority, and they are presumably going to give the response from hamas. These are critical hours right now and so much is at stake alisyn. Indeed they, and lets hope for some progress. Wolf, thank you for that update. Meanwhile, u. S. Officials are keeping a close eye on the situation in israel. They are saying that the faa could reinstate that ban on flights to and from tel aviv if the situation continues to deteriorate. Pamela brown has more from washington. How is it looking, pamela . Well, officials, of course, keeping a close eye on the situation there, alisyn, but we have learned that the first flight from the u. S. Has landed in tel aviv since that ban was lift. Two u. S. Officials tell cnn that the threat is the same in tel aviv as it was before that faa freeze. The big change that has happened since ban was lifted 36 hours after it was put into place, accordinged to the officials, is that israel has shared more information about airport defenses. Sources say since tuesday there have been intense discussions among the faa, the Intelligence Community and other u. S. Government agencies with israel, and part of what came out of that was israels willingness to adjust certain protocols and procedures to convince u. S. Officials it would be safe for planes flying into and out of ben gurion airport. Now, its ultimately up to the u. S. Airlines and all three u. S. Airlines that fly to israel, announced that they would resume flights. Now, in the background of all of this, accusations that the ban was more politics than safety, senator ted cruz accusing the president of using this ban of forcing the ally to comply are Foreign Policy demands and former mayor Michael Bloomberg flew to already to protest the ban. U. S. Officials ive been speaking with though again say they are keeping a very close eye on this situation in tel aviv and will put that ban back into place if need be. Chris . C17 australian plane taking off in just the last half an hour or so but that sight seen by dutch and Australian Foreign ministers, both here to pay what they thought was going to be full respects to the last flights back with these bodies, but we understand the work is still ongoing and about 30 to 40 coffins will be shipped out of here tomorrow morning, perhaps just in one aircraft, but the words from the dutch and Australian Foreign ministers, both of great grief but also the Australian Foreign minister continuing, julie bishop, to tell me that they wanted the osce, the monitors at the scene of the crash site, to negotiate some sort of access with the separatists, and i spoke to the head of the dutch investigation. He told me they just want to get there, dont really care the conditions they get there under provided they can continue their work at the site but also the Dutch Foreign minister timmermans saying they are very colleagues, want the investigation to go through and want the culprits behind bars, and theres been talk of maybe use of force to access the site if its not good enough, not transparent enough. He said the netherlands will do whatever they can to retrieve the remains of those victims of mh17 still at the crash site. Back to you. Nick, thank you for the reporting. So talk to me. I was on assignment in jamaica recently and found about chikagunya, and it was a little frightening. How serious is this illness, first of all, and how is it spread besides through mosquitos . This is not a fatal illness but is worth worrying about. It will throw a hole in your summer if you get it, very painful so the name is chikagunya means to curl up. Oh, no. Because you get such severe joint pains from it. Nothing to do with chickens . No animal reservoir. Its just found in humans. Goes from mosquito to man, unlike west nile which is transmitted through avians. This wont kill you, but some cases you dont get symptoms as all and some cases will be flulike illness and joint pain and be better in a week but people get joint pain going on for a few years even, so you want to avoid it, and its another one of these things. We should say, first of all, if you havent left the u. S. , theres a tiny number of cases where americans have caught it without going to the caribbean or to another country so its really not something you should be worried about if you live in the u. S. And you havent left, except its one more reason to wear your mosquito repellant. Lets talk about this. This is spread by mosquitos. What else can you do, just mosquito repellant resolves this problem . Spread by a couple different kinds of mosquito and the one to worry about is the asian tiger mosquito which is relatively new in the u. S. Taking over from another kind of mosquito which spreads dengue, west nile and yellow fever. A mosquito war, was it brought here . Brought over here in tires in 1985. Cant tip the water out of tires so the tires come over, import old tires, got a bit of water and the eggs lay there, introduced in 1980, 85, and thats taken over from a local kind of mosquito. Point about the asia tiger mosquito it spreads at least one strain of chick gunia very effectively but it feeds during the day. Right. So covering up in the evening isnt going to be enough. Staying indoors isnt enough, bed nets wont work so you really need your repellant on. Heres the thing. You cant ask a mosquito where he comes from. They will come and nibble on you. One of the things, and i think its important to note and it may seem frivolous to ask. Were wearing sunscreen and bug spray what. Comes first . We need to Pay Attention to in this. Exactly correct question. The sunscreen needs to be applied several times a day, mosquito repellant, if youre using the right one should be applied more than twice a day. The right one is deet, doesnt smell or taste nice, seems like horrible stuff. Very well tested and really by a long way the most effective. Do you put it on your bodies or put it on your clothes . You have to put it on your skin. Put on my sunscreen and then on the mosquito repellant after that, and you have to put it directly on your body so dont apply it like perfume. Spray it in your hand and rub it on your skin. Any medicine by way if you get it . Anything to relieve your symptoms. Like lyme disease. Lyme disease you can treat with antibiotics. One thing they are saying is not deal with the undocumented children when they get to the border but send more personnel into the countries so they can apply for Refugee Status there to see if they can qualify and then they would be fast forwarded at the United States, not sitting at the border and have the problem. Can the president do this on own or get help from the Republican House . It appears he can sign an executive order and go through his office to do this, and this has been the concern that Congressional Republicans have had all along, about that 1 billion aid package, whether it would actually stop people from coming here. It looks like at least from the reports out of the white house that perhaps he can do this, and it would put the focusing back on humanitarian part of it rather than this crisis at the border. As much as republicans, you know, dont like president s use of executive orders, you kind of get the sense that is they would prefer that to rather working with him on this issue because they think that this is his fault. They dont want anything to do with this. They dont want their stamp on it, even though they want the problem solved. I dont think they want to be seen as cooperating with the president because they do have to worry about their base this year. They would have to give him some money to send people down there and thats not the only thing the president wants to do. Jeh johnson, Homeland Security director, says you have to help the part. Part of it is maybe sex trafficking or child trafficking or maybe drug control issues, listen. Were not going to address migration, illegal migration, from these three Central American countries into the United States until we can take appreciable steps to help them improve the conditions in their countries. That requires more than just, you know, moral support. That would require some money. Yeah. Thats part of the administrations nearly 1 billion request, but right now republicans are supposed to go on vacation a week from now and seem in no mood to give them anywhere near 1 billion. And democrats are complaining about this as well, worrying about how this money will be allocated, worried about what sorts of strings are attached from these various countries so not just republicans. This is a year long project dealing with gangs, poverty, crime in Central America. Something you cant write a check and expect it to go away in a few weeks. Dont know if they will get to a deal on the border bill or pass a few Highway Trust Fund bill or pass v. A. Reform bill because Senate Republicans and democrats disagree. One thing they did agree on is suing president obama. We asked what the American People think about this. A plurality do think the president has gone too far, using executive powers to overstep what his job as president should be. 30 about right and 22 say hes not gone far enough so republicans could say, look, a plurality agree with us. They could make that case if they wanted to, but heres some important numbers. Should the president be impeached . Sarah palin and some others have said lets have impeachment proceedings, no. Twothirds of the American People, 65 , say flatly no. That dog wont hunt, to borrow a line from bill clinton. Should they sue the president , still no, a clear majority, not twothirds but 57 . Peter, will House Republicans read those numbers and say maybe we should talk about Something Else . Not impeachment, but they will move ahead with suing the president , sure. This goes back to january. Ted cruz has been saying for many, many months that the president has opinion violating the law and called him lawless with his executive odds, you know, to raise minimum wage for federal workers or protect lbgt rights ordeal with undocumented workers. Theres no indication that they will back away from this. Because they do have to worry they are talking to republicans right now, not the general public. Thats the point i wanted to make, national poll, 57 , you would say, whoa, a big chunk of the American People saying dont file the lawsuit. However, if you go online and look at our map and go to cnnpolitics. Com and look at the map of house districts, house districts, and those safe house districts republicans are speaking to the choir when they say go after the president. I think the prop is in some of the senate states, these are states in the southeast, states with a lot of africanamerican voters. If you flash back to 1998 when there was similar talk of bill clinton, this whole antiimpeachment rhetoric and sort of campaign that democrats ran against republicans really worked for them, and, you know, the democrats ive talked to they feel like this could be not only a fundraising boon for them but a particular africanamerican votes for them. I want to hear what the republican nominees have to say in north carolina. Thats an excellent point, could be used by democrats to drive up turnout which they have used in past. Ill use a couple of terms that republicans dont, never quote george w. Bush, compassionate conservative or george h. W. Bush, need a kinder and gentler america. And heres paul ryan laying out an antipoverty agenda, paul ryan, the House Budget Committee chairman, mitt romneys Vice President ial nominee. He says take most of the money the federal government spends on Antipoverty Program and give it to the states, let governors and mayors deal with the problem. We want a healthy economy, and a big part of that is having a safety net that is strong. Im prolife, and if youre prolife you have to be prolife when they goat out of the womb also. Were a party that believes every life is precious and no no one should be deprived of a second chance, well, then we need to get on that issue. On the sentencing part there does seem to be you have rand paul making same case, Chris Christie, eric holder, the attorney general. You dont say rand paul, Chris Christie and eric holder in the the same sentence that often. There seems to be an emerging consensus on that issue. Can we have a serious discussion about Antipoverty Programs . Looks like something they are in the middle of it. Paul ryan laid out this plan that are very different from the plans before, pretty much deficit neutral, and in this language and talking about the safety net, very different from some of the things weve heard before where, you know, where democrats were able to sort of caricature a republican as not caring about the poor. I thought this was a pretty thoughtful plan for paul ryan to come out with, and to your point it is revenue neutral. Democrats though, if there has been criticism, seems to be built around the fact that the messenger might not be credible. This is a guy who wanted to sort of cut medicare and medicaid and other parts of the social safety net, but paul ryan has been careful to stress that this isnt about cutting these programs. Its about restructuring them and sort of, you know, thinking about case workers and persontoperson contact when you talk about poverty. In divided government you have to cut deals so maybe a little bit of conversation, a little bit of consensus. Im skeptical. Well see. I think the faa did the right thing in halting action for a while and assessing whether or not it looks like flights could get in and out safely. They worked with intel agencies and the state of israel and will continue to monitor it pretty closely. You had seen anyone making statements like that run for the high weeds if something happened. Through the years you will find people who criticize. Faa is used to that. The key thing is to uphold safety and i think the white house also called it correctly when we said you dont interfere with a safety agency. That is the way it has been year after year. Hopefully we dont have to see how cruz reacts to something happening bad in that area. Let me ask you about the other hot situation, mh17. If we dont get investigators in there soon to take control, get the evidence, refine the understanding of where remains are, are we losing an opportunity about making a strong case about what actually happened . It sounds like the crash site has been tampered with, manipulated, pieces and things are missing at this point. It will be very hard to do the kind of forensic job usually done at a crash site. However, it appears there is not much doubt about what actually happened. In that case unlike some crashes where you are trying to figure out whether it was a mechanical error or at fault of the pilot or whatever, that is not the case here. At this stage it is important to recover the bodies and enough evidence so it is clear the kind of hit the plane took. I dont think you will find they can reconstruct things in any way the way you usually can at a crash site. Is there reasonable suspicion that there seems to be bad things happening to airplanes these days . Are we paying more attention to it or do you think more planes are going down . It is interesting because i think we all perceive that all of a sudden things happen almost in clumps, several happen close to each other. When you look back at it, mh 370 we dont know what happened. To call it an accident is probably something that doesnt make sense at this point based on the evidence we have. An intentional downing when it comes to mh 17, bad weather when it comes to the taiwan flight. We doubled the number of passengers over the last two decades and flying has become increasingly safe. It is not something that i think we can generalize about and certainly there is no reason at this point to say we have suddenly run into safety issues with flying. Its not true. Both sides of the conflict casting blame with hamas accusing israel and israel saying the destruction could have been caused by a hamas missile that fell short. Outrage over the attack kicked cease fire talks into high gear overnight and secretary of state john kerry working around the clock in cairo presenting a deal. Reporter on the ground of the crash site we still annal have a very small International Contingent led by european observers, australian and dutch experts examining that site. It is very small, inadequate to the task at hand. Both of the countries are looking to ramp up the presence dramatically in the coming days. Both are talking about bringing in dozens, big groups of police to secure the site along with experts to begin examining that site more closely and of course to conduct what hasnt happened so far, that is a thorough search through that very broad crash site to ensure that all human remains and bodies are recovered and can be returned to their families and loved ones. If it happens this would be extraordinary. Australia and the netherlands are not ruling out the possibility that the Police Officers could be armed. What they are talking about doing is sending in international Police Officers into what is a war zone, a civil war zone and into territory very much controlled by prorussian separatists. Tens of thousands of children have been coming here through mexico. Today the president will meet with leaders of guatamala, honduras and elsalvador to address this crisis. Reporter today is the meeting with three Central American president s to try to get them to do more within their own countries with the help of the u. S. To stop people from coming to the border. The white house is considering this idea that would offer at least some of the kids Refugee Status or emergency humanitarian entry. All of the application and processing of this would go on in their countries. This is something that has been tried and done before in other places where there has been trouble, for example, haiti. In this case it raises questions. Would any of the kids qualify for the very specific legal status of refugee . And would Something Like this only encourage more people to come to the border . There is a recent polling that shows a majority of americans view the children as refugees although the majority also sports tougher Border Security and sending them home quickly if they dont qualify for asylum. Lets bring in congressman from texas. What does he think now . Congressman, thank you for joining us. Lets deal with the news. What do you think of the idea of affording some of the kids Refugee Status but originating that process in the home country . Good solution . We have to make sure that we come up with Creative Ideas to work out a compromise. We cant continue saying no. I am glad we are looking at ideas. There are legal questions whether the kids will qualify. I think i know what the president is trying to do, trying to say if there is a process it would be in those countries instead of the u. S. But we dont know what will be the repercussions. We cant let a loop hole in the 2008 law that we need to repair and fix very carefully. Too late not to let emotions get involved, congressman, because you have a majority of americans looking at kids on the border like a bunch of dogs in terms of how they should be treated. You know some of the conditions are good and some are almost in violation of International Law and we are not doing enough to fix it. Why . Certainly, if you look at what is happening to border patrol. They are trying to do the best they can. They have certain stations able to handle a certain amount. When you have an influx. Keep in mind about 42,000 out of the 58,000 people who crossed came in through the 200 mile area then you have some situations like this. This is one of the reasons i brought this up a couple of months ago because i was just very surprised at the conditions where they would just pack a lot of kids in very difficult situations. They are trying to make it better but it has been very difficult under the circumstances. You think the conditions are now satisfactory . They have to follow a rule or Court Decision called the flores decision of 1997. They have to move them to health and Human Services that does a better job. Under the circumstances it is difficult. I have been there several times. It is difficult but we have to have more humane area to hold the individuals while we start the process in front of a judge whether they stay or dont go. Th the immigration judge will make that decision. You have gone to Central America and met with different host countries and talked about the situation. You have come back and reported. The need is obvious and profound and desperate. The problem is that can also be said about many areas of your country, the United States and people dont want to help the other countries. If that is not part of the solution, can you secure the border . Certainly the American Public wants an orderly border. Right now they see chaos because you see a lot of people coming in. Last month out of 48,000 people total that came in through texas, 39,000 came in through that strip of about 200 miles. They want to see an orderly border. This is what the American Public and this is why we have to make sure we work with the countries. Yesterday i was with the president of honduras on a one to one talking about how to help them but at the same time they have to take responsibility to do this. For example, in guatamala they dont have a law that makes smuggling a crime. In fact, when i was there a couple of weekends they were talking about introducing a piece of legislation to make smuggling illegal. Do you believe any meaningful part of the solution will be found in the host country or do you believe the United States will have to do this for themselves . If we continue playing defense on the one yard line called the u. S. mexico border where i live we see the results. We have to work with those folks. This is what i told the president of honduras yesterday in guatamala. We have to share responsibility but we are going to work with you but you have to take responsibility of your country. That defense on the one yard line, that is a strong metaphor. I havent heard that before and i think it paints a very good picture. Last thing, i know you have been working on this very hard. It is assumed that your brothers and sisters will go on vacation for their month long sabbatical without fixing the situation. Deliver a message for us. If they go on vacation without fixing the situation prepare to see cameras on your vacation. You are absolutely right. It will be a horrible symbol for us to go home and go back to our districts and leave this humanitarian crisis without being resolved. There is a proposal. I want people to get constructive and listen to different ideas and then work out a compromise. But to go back i can tell you that people when they start having town Hall Meetings and talking to folks, cameras will follow the members of congress and say what happened. It will be horrible situation to say there is a humanitarian crisis and then we all go back to our districts. Let them know they may think they are leaving the situation. It will not leave them. This was the third crash this week. Is this the start of some sort of dangerous trend . Joining us from washington is aviation analyst miles obrien. What stands out to you from this deadly week . If you had to put it all together into a big picture and try to connect the dots you could make statements about the growth of aviation in the globe and concerns that all of us in aviation have about the level of training that goes into all of the new crews flying the new airplanes. What we seem to see in the air algerie case is a crew that flew into some of the worst thunderstorms in the world and either tried to divert or didnt divert or for whatever reason ended up in a powerful thunder cell. That is similar to what we saw in taiwan when a plane tried to land in diverse conditions after a typhoon. You have to ask questions about how well the crews are trained and the companies and pressure put on them. I am a very nervous flyer so it makes me very uncomfortable when i think you cant fly at 30,000 feet for a thunderstorm because we have been told at 30,000 feet what can go wrong . You can still correct a loss of altitude. Is that not true . That is not true. The basic truth of the matter is doesnt matter how big the airplane is you dont want to fly through a thunderstorm. You want to fly around thunderstorms. The bigger the thunderstorm the harder that can be and the bigger the thunderstorm the bider berth you should give it. Planes, even big ones are susceptible to violent turbulence and can cause structural damage. Thunderstorms create huge hail storms sometimes which can be ingested into the engine causing them to flame out. Heavy rain can cause engines to flame out, icing conditions. There are a lot of reasons you dont want to go into a thunderstorm. These thunderstorms near the equator tower up to 49,000 feet so you cant go over the top of them. You really have to go around them. You are not making me feel better. You are giving me good information. Is this tropical convergence zone always a danger zone for airlines . Yeah. It is a dangerous place. 2009 air france 447. You will recall that one. It flew into horrible thunderstorms and caused a terrible icing situation which unleashed a chain of events which led to that crash. I just hate to see an accident like this one which seems to be a repeat of a previous accident. In aviation we say the rules are written in blood or a tombstone mentality. In other words, people have to die before it improves. The assumption is that it improves. When you see the same accident happen again it gets worrisome. Do you think that crash in particular will somehow fundamentally change airlines modes of operations . I would like to think so but it is a very competitive and very difficult business and there is always pressure on the bottom line in the Airline Industry. It is absolutely axiomatic that the more you spend the safer you are and the less you spend the less safe you are. When you are running a business you are calculating safety versus cost. Sometimes layers of safety dwindle under pressure. What about mh 17 . Will airline routes be changed as a result of this one . I sure hope so. I hope every airline. We saw the airliner that precipitated the short term ban. The airlines are paying a little more attention to this and that is good. They should be. I hope that the airlines take initiative on their own. I hope that we can get some sort of global regulatory body to look at aviation in a more coherent way and make decisions about this like you have with interpoll to share information about these kinds of hot spots so airlines can make informed decisions quickly. There is a big trial going on in michigan, issues of race, stand your ground colliding once again. Here is what we know. 54yearold white man theodore rayford. Why am i saying he is white . Because the victim, 15yearold mcbride he shoots her. It is the middle of the night. He gets up and doesnt know what is going on. Goes to the door and opens and sees a shadowy figure moving off the porch, a shooting occurs. At first he says it was an accident and didnt mean it and then a self defense case. What do we know about mcbride, 19, crashed her car partying assumed she was looking for help. That was not his assumption. That is the fact pattern. What is the analysis . We have legal analyst sunny haweston. So lets start at the beginning. You are undecided, but on the facts as we understand them, the first curious thing, self defense or accident . How do you get both of those and be consistent . I think it is difficult, quite frankly, for that fact pattern for the defense because initially he said this was an accident and didnt know the shotgun was loaded and now he is saying this was selfdefense because i feared for my life. I think that is an inconsistency. After listening to Opening Statements we heard two different stories. We heard this compelling story about a man woken up at 4 30 in the morning hearing banging on a side door and the front door and not being able he doesnt have a land line, cant find the cell phone, approaches the door with a shotgun. We heard from the prosecution which i think is compelling but we hear he shoots through a locked front door and he is secure in his home. I think the real question is in terms of how do you protect yourself when you are in your home . Where are the legal boundaries . Is it on the front porch . Inside of your home . Can you protect yourself in your garage . I think that is really going to be the question here. Does stand your ground laws come into play here . In a way. Michigan is one of the states that has two sections that deal with this. The first section is basically self defense. In michigan you must honestly believe you are in apprehension of imminent serious bodily harm. A second section says if you are in a certain place like your home then a presumption arises. It is your fear is reasonable and that can be overcome. That is an example of a kind of stand your ground. While you are in your house you get the benefit that your fear is real. Given that it sounds like this case would meet that standard. It does initially. Then you have to look at inconsistent statements he gave. It is true, in fact, in 2001 did suggest in other words, a defendant pulled gun in reasonable fear of danger and after that it went off accidently. Other courts in the country rejected this theory. It is logically inconsistent. Honestly believing. Reasonable is something that makes sense. Under the circumstances this is what a common person would do. Honestly believing it is difficult to test. What would a reasonable person do in the situation. During jury selection there were a lot of questions about race. I think that is going to come up. Do you think they are legitimate questions . The door was locked. How did he know what color the person was sth. He did make statements about seeing a black person. Black or shadowy . Shadowy, yes, but also a black person on his porch. We know there are four black jurors on the jury. The jury was questioned about race. I think it will be front and center. The lawyer did do a good job in raising some issue. Lets take a listen to the defendants lawyer. Boom, boom, boom, boom. He is awoken. He is like the hairs on his arms and looks out the peep hole. You see the shadowy figure coming off the porch and going around the side of the house. That is all he sees, a figure. He knows it is a human. At this moment because of the side and the front. He thinks it is two or more people. What do you think of that argument . It makes sense he would be scared out of his mind when you hear it depicted that way. That is a terrific example of an opening. There is a lot of theater there. The defense attorney focuses on putting the jury there. It is one thing to say i hear bump in the night. It is another thing to shout the words and putting the jury there imagining they woke up at 4 00 in the morning. How would you think if you hear pounding at 4 00 in the morning. When is the last time you hear an intruder knock on the door . She hears boom, boom, boom. For me, i think this is going to be difficult for the jurors, why do you shoot through a locked door . Did he say anything or reach out or try to identify who was there . Apparently not. He thought they were breaking in. The bottom line is no one had broken in. He was still secure in his home. I think thats going to be the argument. Can you protect yourself from inside of your home by shooting outside of your home . I think it is unreasonable. I think that is why the government brought this case. I think that the question is going to be close but this is a really important case because it really will draw the line as to how you protect yourself. Can you protect yourself from inside of your home . What we left out of our analysis today because the trial is still new, a lot of information about her, as well. Not like character information but what had been going on that night that could come into play about how she was behaving. She was intoxicated. In a minimum, not just so much state of mind but where she was coming from which he couldnt have known. But to your point they have to lay out the case before we judge it. It has been reported that she was drinking and smoked some marijuana and got into a car accident but that was three hours before this incident. Three hours is a pretty long time in terms of whether or not you are still under the influence. She was playing a drinking shot game with hard liquor and smoked a pretty sizable blunt. Lets not paint it like she was at a Cocktail Party clinking wine glasses. Does that matter . I think three hours going past is significant in terms of intoxication. I want to wait until we see it laid out. Lets see how they use it and we will judge how prosecutor and defense use it. Aassassinate. Is the Airline Industry doing soul searching today as to what it could be doing differently in terms of airline routes . It has been a black week for world wide aviation. Three of these disasters in one week time is unimaginable and then the nature of the first disaster, the mh17, makes it even all the worse. I can tell you it has been the most impact emotionally week of many dutch people and my colleague citizens and many people at my company klm. We are a partner of Malaysia Airlines. Once you see the names, all of these names of people that are not alive anymore. When you meet the families i have been speaking to the families of the deceased ones, those are moments you will never forget for the rest of your life. Two of these flights the air algerie and mh17 suffered catastrophic events above 30,000 feet. That is very unusual. Is there discussion in the Airline Industry about different routes of trying to avoid massive thunderstorm patterns or not flying over conflict zones . Let me make very clear, the route above the eastern part of the ukraine was considered safe, not just by the Ukrainian Air Traffic Control but world wide air Traffic Control and the World Wide Government body of aviation. It was declared safe to fly. That is why almost all companies were using that route. Having said that, before it was considered to be safe above 10 kilometers high. I think after this atrocity evidence proving it was a missile attack many questions will be asked. As we speak the commission dealing with safety is already talking about the question whether or not a change of the world wide rules is necessary. Because you say it was considered safe but it was only considered safe, as we understand it, above 32,000 feet because of the fear of a missile strike. So that is a very small margin, if in fact, they were flying at 33,000 feet. Yes, but im not the specialist to judge on this. I can only conclude that it was considered to fly safely on the level the malaysian plane was flying. It was proven wrong and that is extremely tragic. We just need to look over the rules again. That is what all of the colleagues i have been talking to in the Aviation Industry want, a true evaluation of the safety guidance. As of this morning we understand klm is still not flying into tel aviv. Here in the u. S. The faa has lifted the ban. Why dont you think it is safe . We always take precautions. I think the tel aviv case shows even if International Rules say it is sach airlines often raise the bar. We have decided this afternoon just one and a half hour ago to resume flying to tel aviv starting tomorrow. What was the difference . What was not safe yesterday and safe today when given what we have been talking about that is still a conflict zone . Yes, there has been contact with the american authorities and the evaluation has been done and like the American Companies we have concluded for the moment it is safe enough. Once again officially you can fly to tel aviv. The example shows that airlines are often more critical than the International Rules. We have heard from some of our experts that one of the issues is that there isnt a lot of information sharing between the airlines. They are sort of siloed, the information. Do you think these tragedies this week will lead to some sort of governing body or some way that airlines can share information about dangerous flight routes . That is always good information to share it. If it can be done better it should be. Let me make one thing clear. We know where other airlines are flying and not flying. We knew that almost all airlines that are operating on this route were flying over the Eastern Ukraine. So that has not really been a discussion. The question is whether, now it is proven possible if it is proven. That is with missiles even above 10 kilometers terrorists can strike, the question is whether not to raise the bar to putting National Security bars at a higher level. We have the first safety person being in the commission that is discussing this and we are very anxious to obey the outcome. This morning, if i may go ahead. This moment our country is in grief. We lost 194 dutch people. Everyone is united in mourning. May i thank everyone that has shown compassion. The president of the United States signed the condolence register at the Dutch Embassy in washington. It is very much appreciated. And we strive to support the families of the deceased.
