Eric cantor is trying to buy this election with Corporate Cash from los angeles to new york. Hes acting as a conservative in public while working behind the scenes to deliver open borders for large corporations. Well, i think the message that i was about was saying, look, the differences that may exist between us pale in comparison to the differences that we have with the president and his policies. He will likely serve out his term this year and jockeying is already begin for his number two slot in the house. Wow right . This is going to have some serious ramifications and repercussions. That was one of the problems here with this campaign, i think, is that eric cantor saw this coming too late and wasnt able to go out and get ahead of it the way other leaders in the party who face primaries this year like Mitch Mcconnell and john boehner did and ended up winning their primaries. As were all waking up and shock faced seeing all of this, my question really this could go to either of you, reading multiple articles, New York Times talks about the dollar figure, 5. 4 million by the cantor campaign, 200,000 from the brat but they compare the state house visits from eric cantors camp. This time it was at Reynolds High School near portland, oregon. 14yearold student is dead, teacher was injured but is expected to survive. The shooter believed to be another student took his own life and now advocates for gun control are asking when enough will actually be enough. Lets begin our coverage the morning with sarah in troutdale, oregon. Sarah, good morning. Good morning, brooke. Yeah, the school has now opened up to let us see what it looks like the morning after we do have to say this gunman went on the rampage in the gymnasium killing a wellliked freshman. Reynolds high school, heard shots fired in the locker room. At least one person down. Reporter tragedy struck this Oregon School just days before the start of summer vacation. Shots ringing out at Reynolds High School just before first period classes began. We heard mr. Dickson come over the intercom and say this is not a drill. We need to go into lock down. Reporter nearly 3,000 students attend this high sch l school. Outside police say a lone gunman harmed with a rifle entered the schools gymnasium building and killed freshman Emilio Hoffman. He was carrying a gun running after one of our teacher, pe teacher. A bloodshot on his back. Reporter s. W. A. T. Teams swarmed the campus locating the shooters body in a bathroom. Moments of the chaos inside captured on police radio. We need the robot inside. Weve got suspect down on the toilet but we cannot see him. Reporter sources tell cnn the unidentified gunman likely died from a selfinflicted wound. Parents anxiously waited for hours to be reunite with their children. Were sure hes okay but, you know, until you hear that until you hear the final word, you know, its a thought. Reporter last night students and parents came together to mourn the young life lost. I think f. You got to know him he was just sweet and always there for you if you needed someone to talk to. Reporter a community struggling to cope with the aftermath of another school shooting. Now, that vigil was a heart wrenching scene. The parents of Emilio Hoffman showed up. They were sobbing throughout as community surrounded them trying to give them as much support as they could. Chris . Everybody is in shock trying to figure out what happens next, what do they do to heal and well be watching it as it continues here. This is the latest shooting. President obama vented about the lack of action after other episodes. Were the only developed country on earth where this happens. And it happens now once a week. Our levels of gun violence are off the charts. Theres no advance developed country on eartha would put up with this. Ive been in washington for a while now. And most things dont surprise me. The fact that 26yearolds were gunned down in the most violent fashion possible and this town couldnt do anything about it was stunning to me. Equally stunning is that we cant figure out what to do about it. Theres Huge Division between people who think its all about guns and then everything else, mental health, culture, what messages our kids get sent. So remedies seem to elude us. Lets bring in Cnns Jim Acosta at the white house with more of the president s response. Specifically, jim, weve had the conversation so much that you dont need to hear the words coming out of my mouth right now to know the question, what comes next . What do you do if youre so sick of it . We all say were sick of it and then nothing really changes that makes a difference. So where do we do . Whats the word from there . Well, i think you heard what the president said in that town hall with tumblr, chris, that the president sees this as one of the biggest frustrations of his presidency so far. After the newtown strategy where they were in favor of universal background checks the congress could note get that passed, the president could not persuade the congress to pass that so were back at square one. This white house, i talked to aides privately about this, they dont know what to do. Unless some sort of big galvanizing event like another newtown, they dont see the prospects on capitol hill to pass Something Like this. You heard the president weigh in on this debate about whether its gun control, whether its guns, whether its mental health, the president saying at one point during this town hall with tumblr, the United States does not have a monopoly on crazy people. He wants to see unions value background checks. Some sort of bun control on capitol hill. The president has been talking about his pen and his phone using his executive actions. Theyve initiated some 20 executive actions over here at the white house to sort of chip away at this problem of mentally ill people getting access to guns. But the president says very honestly and candidly during that town hall, chris, that its just not possible to really put a dent in this issue according to the president , according to this white house, without some sort of legislation passed. And keep in mind as you know, chris, as you just mentioned, weve had mass shooting after mass shooting. We had one at the navy yard, the Washington Navy yard here in washington a couple miles from the white house. So these things continue to happen and its going to be a continuing problem for this president because theyre really powerless at this point to do anything about it ledgislativel. And what you saw last night with eric cantors district, that stunned defeat, theres a price for compromise in washington and this white house knows it. Thanks for that. We know the identifys now of four that were killed in the tragic case of friendly fire in afghanistan when a Coalition Jet accidentally bombed five Service Members fighting a taliban ambush. Officials in iraq are calling for more help as militants seemingly move closer to baghdad. They have control of mosul and have been engaged in fierce clashes and oil refinery north of the capital. A judge struck down the states teacher tenure laws. The court found that the laws violate the states promise of equaled indication for all since they drive the most ineffective teachers to the states poorest School Districts. People can say it doesnt matter but it does to especially people outside the military. Whats the best information you have . Good morning, chris. Thank you for having me back on. There is nothing conclusive in the army investigation. Thats been res lease ord seen by people who have read the report, that concludes that bowe deserted. In fact, the evidence seems to point that his intention was not to desert but rather to come back on the base. Report details that bowe and his platoon who will spoken out public have spoken about this have left the base previously. How many times, im not certain. Reports from t a least once. Other sources this may have occurred a few times. Was he going out there because he was crazy, because he was reckless, maybe he was going out there to conduct his own Counter Insurgency campaign. You know, Counter Insurgency tendency is to drop your body armor and meet locals and talk with them. We were unsure why he was doing it but we do know he was going outside and he had done it before and he had returned. We also know the platoon and quite possibly the leadership was not just aware of it but it seemsz they may have given him his blessing to do so that this is what bowe does but he comes back. Well, but that would stand in stark contrast to what weve been hearing from the men who served with help. Yeah. They said they were shocked when he disappeared. Didnt know where he was. Frantic search properties. Resulting casualtys and death because of it. They dont come off like they knew that was happening. Two days ago i was on with an interview with one of these soldiers. He said that bowe had left the base previously. When we went to look for bowe he wasnt where he was supposed to be. Right . Meaning that we knew bowe was going over here. And when we went to go find him over there he wasnt there. So what was going on in this unit . And the thing to me is you look at the evidence, besides the fact he left the base previously, he didnt go out there with anything that would make you think, if you were going to desert, if you were going to walk through pakistan to india as someone claims he was trying to do, wouldnt you have taken some food with you, maybe some extra cloetsz, sleeping gear . He didnt take his weapons. In fact, we know he was concerned about leaving the base with his weapons and his night vision goggles so he left them behind. If youre deserting, you dont care about that, right . He was going to come back. We also know that he was abducted forcibly by how do we know that . From afghan witnesses, from reporters who have been there, spoken afghan witnesses as well as what was in the report that he was taken forcibly. He put up quite a fight and he was beaten. In captivity the red cross letters he sent home he signed it pfc Bowe Bergdahl with his unit. He nerve gave up that affiliation. He never made a propaganda statement for the taliban. I went through the militarys prisoner of war program and camp and you get smacked around, nearly all of us screwed up at least once and did something that the enemy could use as propaganda. It just happens. And for bowe to do that five years of captivity by himself shows us where his heart was. If you had reason to believe that Bowe Bergdahl had turned, you felt the American Mission was wrong and he was sympathetic to the taliban or that his dad was that way and thats why he grew the beard and learned the language and what goes on these chat sites seems to be put himself to the taliban. If you believe that those were their true motives, would you come forward and let people know that, i discovered these guys are pro taliban, i dont support them. If you have evidence. So much of the rhetoric and why this is so shameful, so much is sp purely politically based. Because bob aseems that many people, somebody did a great twitter writeup of what members of congress are saying about bowes release before he was release and bob stood next to president obama and what they said afterwards. So if you are calling bowe a deserter, a traitor, when, again, the evidence shows thats not the case, and he may have been out there actually trying to fix issues, go out and meet with the afghans and do things on his own to improve the mission, if youre saying hes a deserter and traitor without the evidence and youre doing this because of some type of political ideology you hold, i cant think of a more shameful and despicable and frankly unamerican thing to do. Meanwhile this family is dealing with the fact that their kid has been gone for five years and they havent heard from him. What are they being told about why they cant talk to him yet . My understanding is that the program, its very interesting. The military has people who are dedicated to helping prisoners of war. Even when we dont have men and women who are prisoners of war we have teams that rehearse, that practice, that train for these types of situations. So the military is well trained in bringing people back. The bergdahls have talking to people who are former prisoners to understand what its like to come home. As far as bowe goes i think hes doing well. He is hes a bit confused. I think why hes a sergeant. He says, you know, i didnt earn i didnt go before the promotion boards and get this. My understanding is hes wearing this uniform and doing well and everything is at his pace. So they want to take it very slowly. Again, five years as a prisoner of war alone in captivity is incredibly stressful to come back into one of their family members said to me, look, bowe was caged like an animal by the taliban and now hes coming home and weve dropped him in a piranha tank. So expose him to a that after being treated like that as a prisoner and expose him to this type of demonization with no evidence is shameful. If its not true, the speculation for this kid to be aware of it is going to be the second biggest shock of his life after what he experienced the last five years. The contrast of Lindsey Graham after Backing Senate Immigration Reform and passing it and cantor who gets targeted for mentioning what maybe possibly kewell do it and gets accused of amnesty. When you get the low turnout primaries and people are not paying attention to, they can be easily hijacked by activists, no question eric cantor wouldnt have won a general election in his district. But these primaries can take out people because all their paranoid about isnt reaching out to the senator, its being cannib cannibalized by the far right. He wouldnt do the whole writein candidate thing. Does he step down as the House Majority leader, is he asked to step down . All of this is unclear. Hes in office until the beginning of next january. He can write a writein candidate like lisa did after she lost a primary to the Tea Party Candidate in alaska however there is no third Party Available to him in virginia. The question is will he stay and fight and try and run that real long shot writein campaign which he would probably have a descent shot of running or does he simply say, enough is enough, ive gotten my message and then how but he deal with the next few months . Try to get Something Big done or sure up the right . Hes done. Done done . I dont think his party guys will stick with him in going against the tea party because theyre too afraid of it also. Well, this is a huge victory not just for the nine plaintiffs who brought the case forward but for kids across the country because it means fundamentally that they now have a right to get a really high quality, excellent education and that they have the right to be taught by a highly effective teacher every day. The pushback is, tenure is not the problem, its the solution to keeping qualified teachers in positions when they otherwise may not. It rewards those who do their job well. Youre taking that away making it harder to keep good teachers. Your response . Well, though that may have been the original intention of tenure thats not actually how tenure plays out in our Public Schools today. It has essentially become a job protection for life regardless of performance and what this judge is saying is that thats absolutely unacceptable, that we have to take into consideration teacher quality every day when were making decisions about who is in front of our kids. But its so hard now. People are so let tinlg jous. Principals are mecurial. Teachers need protection. The f. They want to be bold and challenge the status quo and hold kids and parents accountable they need the protection of tenure. What do you say to that . I think that teachers absolutely need protections. And there should be due process in place but, again, the way that tenure has played out is that its protecting ineffective teachers who are in the classroom and even effective teachers would agree that absolutely shouldnt be the case. When we look at the status quo, tenure is linked to performance, right . Thats a logical connection there. What is the problem with judging performance for teachers . Why is it so violently opposed by unions . I think that you have to look t a what the unions job is. The unions job is to protect the right, privileges and pay of their members. They want their members to be able to keep their jobs regardless. And what this judge is saying is that we have to look out for the interests of Children First and foremost, that we have to ensure that theres a high quality teacher in front of every child every single day. And the reality is that these things should not be seen at odds with one another. We can see this as a real opportunity to create a new paradigm in which we are elevating the teaching profession but were also protecting the it radights of kids. Vindication in this for you personally . Im not joking when i was saying you were seen as a heavy. Someone reviewed your new book, theres an idealist who got bit aa dose of realism. When you see this Court Decision do you feel like, we can change it on a big level . I have always felt a tremendous amount of confidence we can change the Public Education system in this country for the better and one of the things that we absolutely have to focus on is teacher quality. Its the thing that we as parents know make an absolute difference every day for our kids in the quality of education that theyre getting. Whats the chance that it spreads . This is a state case. Its about a state constitution. You have to have new cases all the way in every district, take a long time. How does it become a ground swell . I think youre hearing from states across the country right now that are taking their cues that would like to see it spread. I think this could be a catalyst for a wave across the country, really looking at these laws and policies and making sure that they are the ones that theyre the ones that are going to serve the best interest of kids part of what is wrapped up if in this particular case is looking at policies like last in, first out. How you lay teachers off. Everyone knows in the time of layoffs we have to be able to protect the best teachers, yet there are 11 states across this country that stale man gate that layoffs are conducted by seniority instead of quality. I think youre going to see state legislatures and governors across this country really taking a second look at policies like that. It goes hand in hand with measuring the performance of teachers because the union pushes back on objective measurement. Heres one step in what is seen as progress. Union says, hold your horse, were going to appeal. We think we will win. Well have to watch the outcome. We will bring you back in this conversation. What matters more than this . The headline in the Richmond Times dispatch says it all, cantor out. What does this mean for the midterm elections and immigration policy going for ward . Nobody saw it coming. Now, everybody has got to figure out what it means. Thats right. There are certainly a lot of ways to look at it. So that is is actually one of the main answers to your question, which is, money cant buy enthusiasm. Eric cantor may have had 5 million in the bank and his opponent had 300,000, if that. But it doesnt matter when somebody like eric cantor who is a republican leader is targeted by a grass roots effort to get rid of him, not just because hes conservative but because hes washington, because hes establishment. And he embodied from many of their perspectives the arrogance of power. That i think, that has a lot to do with it. Along those lines, chris, he didnt tend to the district. They were absolutely convinced and i can tell you in talking to people inside cantor world yesterday as the polls were open and heading towards closing, they felt good. So they didnt see this coming because they were not as in touch as they should have been. Dana bash, dollars dont vote . Money doesnt buy enthusiasm . I thought you covered politics. What is this crazy talk were hearing. I covered the tea party world now. Ive seen it. Youve seen it. Weve all seen it, right . I have to tell you, thats the good news. The good news is money doesnt have to dominate. The question is how did it happen . If money wasnt enough, which is good news no matter what your political stripe, the idea of the establishment strikes back, you know, what is dominated primaries so far, even though this was really low turnout, 12 , extreme can carry because its super motivated voters. What is this sign in terms of what the tea party means for republicans . Look, the story line, the establishment strikes back, is definitely taken a hit, a big hit. The first time that we can find in history a House Majority leader has been toppled in general but especially by his own party. Its thats why everybody is completely stunned. But the answer is that i think that we need to be a little bit careful to take too much out of the lesson of this being that the tea party is really galvanized across the country. And in a way they can beat the incumbent in is a situation where eric cantor didnt follow the lesson of Mitch Mcconnell, of john boehner, of john corn t cornett, other Republican Leaders in congress right now who also has primary challengers who worked really hard back in their districts, back in their states to make sure it didnt happen. Heres one thing i can tell you just in covering House Republicans and knowing their dna, is that even if they are convinced that when it comes to raw numbers, this cant happen to them or this wont happen to them because this is maybe an anomaly, good luck with that because theyre nervous nellys and theyre going to be very worried, many of them, that if its going to happen to their leader, this can happen to them and what lesson are they likely to take . Im not going to compromise. Were not even going to put ourselves out there which is actually pretty sad. The nervous nellys can be con take ujous. John king, im going to bring you in. This is going to have a huge impact. If you look at the vote totals, dave brat, the winner, got viewer votes than eric cantor got in his primary two years ago. This is eric cantors fault. He was in washington on election day, not back in his district. After the Virginia Republican Convention Last weekend there was such a sort of a mood against him there that several establishment figures reached out to him and said, hey, there might be some poison in the water. Do you need our help . He said, no, i got this. Im okay. His confidence, his smugness, his arrogance cost him his seat. That does not mean the house Republican Leadership wont over react and compromise, forget about it. Off the table at least now through the election. And the biggest question now is will eric cantor try to keep his job as majority leader through the end of the year or will he step down from that job, will he be smush frpushed from that job the year is out. Compromise aside now through election day and be sure of this, Tea Party Organizations had little or nothing to do with what happened last night. This was an insurgent campaign in a district nobody saw this coming. But now they are going to look to other opportunities. You can count on it. Theres one in mississippi a week from tuesday. Were waking up thinking a about the role of immigration, the way this challenger criticized cantor when it came to his stance on immigration, criticizing him and his relationship with the president , maybe possibly offering amnesty to young immigrant children. What do you think a role that played or voter turnout or lack thereof in the establishment camp . Brooke, my headline this morning would be passion wins primaries. Only 12 of the electorate came out. Its the same reason mike castle who i think had better yes eshl thes nan christi s credential odonnell but yet win. Who are these people . They insist on the diet of fox news, drudge report, and talk radio. They dont represent the electorate at large but theyre passionate about their candidates and they won that election yesterday. Many will say well, its because of immigration, because of that percepti perception, i think any chance of Immigration Reform is dead. But i wouldnt say its a result only or primarily of cantors stance with regard to immigration. Let me just ask you since you brought up conservative talk roorks michael, youve written a book on this. We heard the role of Laura Ingrahams playing a role in this process for this particular candidate here. How much of a role really did that play, do you think . I think it plays a significant role because i think it drives the electorate to come out in, lets face it, in a lowinterest Campaign Like this. How low interest was it . It was so low interest that eric cantor was at a starbucks fundraiser on capitol hill yesterday instead of being in his own district. So he was completely caught by surprise. But thats what drives this constituency. They have too much power, i think, in republican primaries for the good of the party because they can win primaries but often lose general elections. I think the gop needs to figure out a way to expand its tent in primary season mainly by opening the primary process. But theyre not yet ready to do that. John king, as far as conservatives goes, this was a pretty conservative district, 7th Congressional District in virginia. Eric cantor by no means a moderate. You have republicans waking up this morning, dana bash says there are a lot of nervous nellys. Do you agree with that . How should the republicans in Congress Meet this news . Well, brooke, its hard to lead when every time you take one step, lets say were going to negotiate another debt ceiling deal with the president , do we even want to think about bringing a modest Border Security beall, the dreamers, are we going to bring that bill to the floor . If you take one step and constantly looking over your shoulders, am i okay, is there a sinkhole in front of me, its impossible to lead. You have to have confidence to lead, especially on the difficult issues. You have to have confidence if you point to a north star and tell people this is where were going, its going to be bumpy along the way but its important that people follow you. The house Republican Leadership will have no such confidence even if the polling supported them. The polling supported eric canter. The future of john boehner, the future of these issues. Thats going to consume them at least through the election. And the democrats are celebrating this. Theyre saying this is proof that the extreme has taken over the Republican Party. I would say this, if they cant get to Immigration Reform this year and theyre still afraid to do it next year, Hillary Clinton may be a big winner here because if the republicans dont deal with their demographic problem, if they put keep putting that off, the democrats are stronger at the president ial level on the national elections. Barack obama is not the big winner here. They might be celebrating today at the white house but what is the prognosis sis of getting anything done over the next year or so of his presidency. They have not yet given out his name. But that he was then found dead, the gunman himself, found dead in a bathroom inside the gym. This was a terrifying day for the students who had to listen to those shots. It was just before they actually started the Early Morning classes. They all hunkered down in their classrooms. They had to lock the doors, turn out the lights and wait until it was safe enough to get out. Room by room they ended up filing out of the school with their hands on their heads. Weve seen those pictures so many times before. Too many times before. The parents and families here are reeling. Members of congress from both parties are furious that lawmakers were not informed about this deal in advance of it despite the fact and this is another reason why congress is frustrated, they say that some 80 to 90 members of the administration, the white house here knew about this deal before it took place while congress was kept in the dark. Incoming White House Press secretary josh ernest said it was actually a smaller number than that but he wouldnt specify exactly how many. One of the other questions that will be asked of chuck hagel later on this morning is about the shifting explanations that the administration has offered as to why there was an urgency to free Bowe Bergdahl if first it was because they said his health was certainly at risk when you looked at the last proof of live video of Bowe Bergdahl and administration went on the tell lawmakers if the details of that deal had become public he might have been killed. President ial elections. More outside than inside so lets get to inside politics on new day with john king. Its big. No one saw this one coming. I was at home with the 3yearold. I wasnt working late last night. Called in to duty if you will. Good morning. Lets keep going on this fascinating political story. 65,000 votes in one Congressional District last night changed american politics. Lets get a sense of how deeply they have. Robert costa of the washington pos post. Lets first hear from the winner and loozer because eric cantor last night was one of the most powerful politicians in america, one of the Top Republicans in america. Listen to him here. You know, he just lost. Obviously we came up short. Its disappointing, sure. But i believe in this country. The winner an economics professor named dave brat who last night 7 00 was an unknown, now he is a Tea Party National hero. Listen. Its not about dave brat winning tonight. Its about returning the country to constitutional principles. Its about returning the country to judea christian principles. There are 435 house districts in the United States of america so you might be asking if you live outside of state of virginia why does this matter to me . Eric cantor was the majority leader. Its never happened before. Defeated in an election, let alone a primary election. Lets put the results up. Dave brat wins with 36,110 votes. 66 . I want to get to the smugness issue here. Eric cantor lost this race as much as dave brat won it. 9,000 fewer votes this time. He simply violated rule number one in politics, go home. He did not go home a lot. Theres a real question about what eric cantors strategy in his home drit. He spent over a Million Dollars on ads and mailers and heavily negative against dave brat. Brat was saying last night it did. At the convention this past weekend, people got a sense, there was the warning was late but people got a sense, whoa, theres something brewing here. Im told the establishment went to eric cantors team and said, can we help you at the last minute . Do you have a problem . No, we got this. He never saw outside help you have seen in these primaries in part because of what bob said. The fact that he himself thought he was rushing to the rescue. He was putting up a lot of tv ads, mailers, tried to veer to the right on immigration because that was the central issue here, that he was insufficiently tough when it came to the immigration issue and that, i think, is what hurt cantor a great deal. To your point, john, he was constantly on the road, raising honon honey for candidates out there, campaigning for candidates across the country, a lot of time in washington and new york. And the fact is, he not home at least physically and spiritually enough. Spending 50 grand a pop at d. C. Steakhouses with his political team. If youre going to spend 50 grand at a steakhouse, do it in your home district, not in washington, d. C. The reason this matters is majority leader controls the calendar. He was the policy guy. He was arguably the most conservative member of the House Republican membership. Now hes been defeated. The instant question this morning is, his term runs through january. Can he stay on as majority leader through then . Will the right say step down now . Theres going to be immense pressure on eric cantor to step down, to let someone else take the raibs ahead of the midterm, guide the party. This is such a significant loss. You have the majority leader getting a direct and sudden rebuke that the tea party that was able to upset him at his home district now looking for fresh voices in washington. Fresh voices in washington, whether he steps down or not, even having that conversation, jonathan, even having that fight, you know, we have this intermittent conversation about are we going to try to do modest Immigration Reforms. What will happen the next time debt ceiling comes up . Is Speaker Boehner going to take a half step forward looking around nervously . Is compromise in washington dead . Theres almost certainly not going to be an immigration bill this year and probably very hard to do it next year, too. The fact is, if you are a conservative in the house, now is your time. You look at the leadership and you see who is left. John boehner, a sort of strer right, ohio republican. Kevin mccarthy, profile from california. That house is full of southern and red state conservatives. They are going to demand to have one of their own in power now. So the great question is, you know, again, one result, one race, can things get exaggerated . The race we were looking at last was going to be we thought weeks or months ago in south kacaroli. The conservative Lindsay Graham wanted to do Immigration Reform. Guess what, he won big. He got the 50 . And maybe he hadnt been briefed on the virginia results because listen to Lindsay Graham saying its a time to do Immigration Reform and time for the republicans to reach out to nonwhite voters. Dont take our party, dont write our party off. Make the other party earn your vote. Give us a chance, folks. Take another look at the Republican Party and i hope we will all see something that you havent had in a while, real hope. Take another look at the Republican Party, Lindsey Graham says there. I want to add in the man i think may lose the most from this, the current democrat president of the United States. Democrats are celebrating today. They think the tea party has taken over the Republican Party. If youre president obama and you want to get things done, immigration or gun control, was it due to the chances . Heres the president after the shooting in ing iing in oregon ly why arent we doing something about this . I will tell you, i have been in washington for a while now and most things dont surprise me. The fact that 26yearolds were gunned down in the most violent fashion possible and this town couldnt do anything about it was stunning to me. Is there any reasonable prognosis of the Republican Leadership. Now sitting down with the democratic president between now and the election, we can talk about 2015 after that, but between now and the election, doing anything . When you speak of the Republican Leadership, what are you talking about . Great question, isnt it . Eric cantor, as majority leader, was not just the person who ran the floor and brought bills to a vote, this was the heart and soul of a Reform Movement within the Republican Party to try to address issues like immigration even though he never brought up a bill, he was always part of the efforts to get toward a bill, get toward a vote. Now hes gone. John boehner was his way out the door talking to his friends last night, looking at retirement. The Republican Leadership, who is the president going to work with . Cantor is gone. Boehner may be out. Its in disarray. Rank in file is scared stiff because of what happened last night. Not to some rockefeller guy but to a conservative from virginia who got ousted this is not a liberal republican. From new york. Yes. This will resonate. Theres no chance for compromise this year. This city is going to be more polarized now. I would make this point then, the president obama suffers in the end even though he celebrated because the Republican Leadership cant see chance of compromise before the election. Well see if they can courage to do immigration after the election. The winner could be Hillary Clinton or whoever the democratic nominee is down the road because if republicans dont deal with this latino crisis, the democrats are stronger when it comes to president ial politics. New information this morning about the deal that dropped five taliban prisoners off in qatar. The deal was, we thought, the a at th qatarys would keep an eye on them. But california democrat adam schiff tells cnn hes read the memorandum of understanding between qatar and United States and he doesnt understand it because it contain nos guarantees the taliban leaders would be tracked. We have congressman schiff joining us from washington right now. H is important for several reasons and you have more legitimacy on the issue because you are a democrat and you say you have reservations about this deal. What did you see in there or not see, representative . Its not that the qatarys are not going to try. Theres no guarantee of success. They are going to make every effort to keep track of these guys for among other reasons it would be deeply embarrassing of the gunneries if they lose sight of these guys and the taliban leadership probably has incentive not to violate the deal because they have a relationship with the government. Not withstanding the best efforts theres no guarantee they will succeed. Yoend that when the year is up, then i think really all bets are off and we have to prudently expect that some of them are going to return to the fitght. Thats what made this a very tough call by the president. I do respect that call. We have one commander in chief. We cant have 535 people trying to make this decision for him or collectively, but i think it was a very tough decision and i think we have to be mindful of the risks involved. All right. But hold on because i hear a little bit of the administration bleeding through in that answer. You cant have 535 commanders in chief for sure but there was a law in place here to consult with all 435 members here to get congress behind this and it was avoided by the administration. So there is more burden on them to make the case, dont you think . When you look at the deal can you stand there, representative, and say i stand by this deal, this is a good deal, there are good assurances in it . Look, ive said before, i think the administration should have consulted with congress. I think they should have certainly informed the leadership . Congress when this was Going Forward. Constituti constitutionally the president does have the power to do this under article ii but that doesnt mean that it was wise not to bring confidence bring the congress into his confidence about that. I think at least certainly the gang of eight of the top leadership should have been brought in. Notwithstanding that, in terms of the merits of the deal, we got an american back and we had to pay a stiff price for it. And thats why this deal, i think, is very tough. I can respect it. I think it was a tough call. I dont know that i would have made the same call but at the same time we have one commander in chief. And when the commander makes a tough decision, i think you stand by your commander in chief and i do. Erin burnett has gone there. Shes been in doah and qatar and she says theres pretty broadbased support of the taliban there which does not suggest theyre going to have hard line monitoring of these individuals, right . If its unpopular at home why should we have any level of confidence that the qatar authorities will do what we cannot . Look, i think they are going to make their best efforts. We have our own independent intelligence assets that were going to put into play to try to keep track of these people. I think it would be deeply embarrassing if not humiliating for the qatarys do lose sight of these people. So i think they will try. The bigger problem is likely to come a year from now when they are allowed to travel and i think really all bets are off. But, you know, i dont think at the end of the day even though theres added risk here that it changes the equation that much in terms of the talibans power visavis the afghan government. Thats probably the broadest strategic the president had in mind. The stra trtegic situation does change and thats probably why he made this hard call. Im with you in terms of what the ultimate goal is. And i actually think the administrations better argument here is that gitmo is going to close. These guys are going to go back anyway. President bush sent back hundreds of them. We dont know where any of them are. At least we have some strings on these guys. I think thats the compelling argument. But youre saying theyre going to try their best and their best efforts. What record do we have of watching this Foreign Government or any Foreign Government other than israel looking out for bad guys for the United States . Well, look, the record is not very supportive. Many of these people have gone back to the fight many times when governments have tried to socalled reform these people. They have not succeeded. So there are, as i say, theres no guarantee of success here and thats why this was a tough call. But im more concerned frankly of what happens a year from now from i am within the year. I think the combination of the efforts and our own will mitigate the risks. But they wont eliminate those risks all together. I also hope you guys, congressman, are keeping your eye on whats happening in iraq right now because politically its so popular to pull out the u. S. Forces from afghanistan and iraq because it brings them back future may hold not just with these five taliban guys but what happens when the u. S. Leaves a place that is inherently unstable. Thanks for having me. I guess you could say david over goliath in a virginia primary times 1,000. The man on your left, david bratton, a littleknown tea partyer, brought down House Majority leader, eric cantor. Brad hammered cantor in the polls and specifically on the issue of Immigration Reform. A stance that had many conservatives thinking cantor was not conservative enough. This is huge. Beginning with dana bash live in washington. Lets just look at what happened. Not only was it an upset. It was a landslide. David brat got 50 of the vote. Eric cantor, just 44 . This is a town thats still numb from shock. No one saw this coming. The reason we won this campaign, there is just one reason. Thats because dollars do not vote. You do. An upset shaking washington and rattling incumbent republicans to their core. Eric cantor losing his primary to a littleknown conservative challenger, he ceconomics profe, david brat. The number two republican in the house was widely considered and preparing to be the next speaker of the house, following john boehner. Hi. Im david brat and im running for the United States congress. Even brat told cnn he didnt think he could pull off a win. With a war chest of only 300,000 compared to cantors 5 million. Cantor learned firsthand that money doesnt buy enthusiasm and the grassroots were determined to take the establishment republican down. Eric cantor is trying to buy this election with Corporate Cash from los angeles and new york. He is acting as a conservative in public while working behind the scenes to deliver open boarders for large corporations. Brats main case against cantor was support for legal status for illegal immigrant children, the socalled dreamers and his public pledge to help the president in doing so. It is time to provide an opportunity for legal residence and citizenship for those who are brought to this country as children and who know no other home. Cantor is considered one of the most conservative members of the house gop leadership but he had been thinking like a party leader, trying to broaden the gops appeal. After the Government Shutdown that divided House Republicans, cnn learned he admonished his rank and file to unite. You addressed your caucus and basically said, come on, guys, we have to stop eating our own. I think the message i was about was saying, look, the differences that may exist between us pale in comparison to the differences that we have with the pez and his policies. That clearly was not a message that resonated in his district. Cantor can still try to run as a writein candidate but thats highly unlikely that he will take that road. An open question is whether he will step down immediately as a majority leader or stay in leadership through the end of the year. Fellow leaders are hoping he stays to avoid a big internal battle for his job. Republicans are trying to unite ahead of novembers election. Dana, you have so much good reporting. I will have to ask you to stick around. Lets bring in gloria borger, cnns chief political analyst. We are focusing very heavily on what this means for cantor and the party. Lets look more specifically at boehner and the president. Democrats are smiling. I dont know why. What does this mean for boehner . He had been trying to figure out how to deal with the tea party, gloria. He had been using cantor for that. Cantor was his goto guy for the tea party. Cantor was one of the most conservative members of the house leadership. I think what this means for boehner probably is that he is going to stick around a little bit longer. There was talk about him leaving but there is no natural successor at this particular point. So maybe boehner hangs around. Over in the white house, i dont think they are celebrating as much as they would have you think. Because what this also means is that Immigration Reform is probably going nowhere fast and by the way, there is a poll out this morning that shows ironically that most of the people in boehners entire district support some form of Immigration Reform but the people who came out to the polls and voted against him, the base of the party, did not. That was a real problem for him. Let me take one step back further and talk about the future of the Republican Party here. I think they are kind of at the proverb proverbal fork in the road. They can be a Congressional Party and win these seats by going further to the right or they can become a president ial party in which you have to move to the middle. If you look at Lindsey Graham, who was very conservative, south carolina, won a hotly contested primary with over 50 of the vote and he supports Immigration Reform. What did he do . He actually showed up in his district and he ran and he talked about how the party needs to think of its future nationally and broaden itself. Let me jump in and ask in terms of National Repercussions and since you mentioned the p word, president ial, lets talk 2016. Dana, to you, not only on state of the Republican Party, i hear gloria saying, listen, the Obama White House should not be entirely celebrating. This could impact a Hillary Clinton bid and, b, republicans overall. When you are thinking about republicans overall, thats a very important sector of the Republican Party to look at. The reason is just like in primaries in the Congressional District, republican president ial candidates niece those same hardcore republican primary voters to get out for them. So it is entirely possible that already you are not seeing very many potential republican president ial candidates embrace some controversial things among the Republican Base like Immigration Reform. Jeb bush, who is unclear if he is even going to run, is probably the only one who has gone that far. It is going to potentially make all of that, those republicans move even further to the right. The only thing i will say to potentially counter that is in republican president ial years, republicans get out and vote. Not just hard core base. Pretty clear thats what happened. Going back to whose fault it is. Eric cantor did not get his more traditional republicans out to vote for him that he had in the past. He was complacent. He was hear in washington all day yesterday. He is an openly ambitious fellow. Lots of people saw him as the heir apparent to john boehner. I was talking to one republican who said, measuring the drapes is never a good political strategy. The people back home figured he was looking beyond them. Thats one of the perils of being a leader. Hold on a second, brooke clued me in to something earlier, trying to figure out how this happened part. I like that money didnt win the election. I cant believe that is the rule Going Forward unfortunately. No, it is not. We know there was 12 turnout. Thats very low. I know now that it is an open primary, which means anybody could vote. Is there any suggestion that democrats motivated to come out even though they would be voting for a tea partyer, tried to do a little bit of an assassination here on the majority leader . I dont think we know the answer to that. I would kind of doubt it. I think the people who did not come out. The people who did not come out are the Establishment Republicans who might have supported eric cantor but never felt the need to come out but they figured it was a done deal. I was just in mississippi where you have another republican primary. You had democrats coming out and supporting the incumbent, because they thought he was going to be better for them and their lives. So they were voting more for themselves and less strategically for their party. I want to make one other point in eric cantors defense. He made the big mistake that politicians just keep making and were not really sure why. They dont tend to their constituents, their districts or states. He was also thinking big picture. He was thinking like a party leader. Yes, he was conservative. He tried very hard to broaden the party, to broaden the appeal, to try to get to women, to try to get to the latino voters, which is why he supported that version of the socalled dream act. That bit him. I think that that really does speak to still the divide within the Republican Party and going back to glorias point, the question of whether or not they are going to stay, the majority in the house, potentially the senate, and forget the white house. You cant win a white house this way. You just cant do it. You have got to find a place somewhere in the middle where those independent voters are. If you are just going to go to your bases on either side, it doesnt work. No drape measuring. Thats the other takeaway. We need to go into lockdown right now. Reporter nearly 3,000 students attend this school. Those here hunkered down in their classrooms with the doors locked and the lights shut off. A lone gunman armed with a rifle entered the schools gymnasium building and shot and killed Emilio Hoffmann. Todd grisler was shot but is expected to survive. He was carrying a gun running after our p. E. Teacher. Reporter moments of chaos inside captured on police radio. We need the robot inside. Weve got a suspect down on the toilet but we can not see him. Reporter the unidentified gunman likely died from a selfinflicted wound. Chuck hagel, defense secretary, heads to capitol hill, set to defend the transfer that freed sergeant Bowe Bergdahl in exchange for the five taliban detainees. You have heard from a lot of members in congress. They are skeptical, saying that the deal could truly put america at risk. Lets talk to someone now with some pretty unique insight. He is mark grossman, a former u. S. Special representative to afghanistan and pakistan. He originally negotiated a preliminary version of this deal back in 2011. Mr. Ambassador, good morning. Thank you, brooke. Thank you for having me. Lets talk specifics in your involvement in that possible deal in 2011. What did that involve . We have to go back. Context is important. In february of 2011, when i took on the responsibility after Dick Holbrook died after being the special representative of afghanistan and pakistan. Secretary clinton asked us to test the proposition that the taliban might be ready to have some kind of conversation with the government of afghanistan about the future of afghanistan. We were put into contact with a taliban representative by a member of a third country. We negotiated with them for some months, nm march of 2012, when they walked away. Our arrangement was to try to bring a larger context to all of this, to have the taliban disassociate themselves from international terrorism. To open an office where afghans could talk to other afghans about the future of other afghanistans and very importantly, to try to get Sergeant Bergdahl back. He was always on our mind. I thought the taliban missed a big chance in the spring of 2012 by walking away. As you point out, the context is important. The major similarity here, we are talking about those five same guantanamo detainees, five members of the taliban. It would have been different. Instead of us taking the five and sending them to doe ha, it would have been where three would have been released and if they behaved, the other two would have been released. If we would have been able to make an arrangement. This administration was faced with different law and time and arrangements. They got this video early in january which was very disturbing to them. The other thing was, by the time the taliban had walked away from our arrangement in the middle of 2012, u. S. Force members were also going down in afghanistan. One of the things i learned in all the years that i had the privilege of being the u. S. Diplomate. Diplomacy has to be backed by force. As those numbers went down, i think the administration was faced with a different challenge. They wanted to save bergdahl. They wanted to get him home. So they made this arrangement. Mr. Ambassador, a lot has been made from these different members of congress, who are very vocal. Very frustrated that they were not in the loop and given the heads up as to what would be happening. You briefed members of congress back in 2011. How did they react to the possibility of the swap back then . You are right. We briefed the congress very extensively at the end of 2011 and 2012. Many, the majority of the people, they made it clear they didnt think this was the right thing to do. We debated and debated. Our view was and the president s view and the secretary of state and the instructions that i received was if i could make this arrangement, it was worth it. No question that there was a lot of opposition at the time. Anybody who knew they were going ahead with this, as im sure my successors did, knew this was going to be very controversial, thats how it has turned out to be. On the other hand, Sergeant Bergdahl is home. I think thats an important point. Absolutely he is home. We wish him well as he is still in germany recovering. The other piece of this puzzle, as the controversy is, here you have these five members of the taliban, some very high members of the taliban released in doha. After a year, they are free to do what they want. We even heard from the president speaking from warsaw, poland, acknowledging the fact that some of these men may go back and fight with the bad guys. Talked to congressman, adam schiff. He has the worries after the one year when the conditions are up. How fearful are you that they could go back with the taliban . I think it is very important as congressman shif and secretary kerry said that we keep the pressure on the cut tar res to maintain this arrangement. They want to play on the world stage. This is a very important test to them. If you would allow me to make another point. Lets look out a year. I dont know whats going to happen. Im skeptical too. What if, a year from now, the taliban, when they all get together, wherever they get together, what do they see . They see a successful election in afghanistan and a new president , a signed bilateral Security Agreement with the United States. They see 9800 u. S. Troops in afghanistan at least through 2015. They see the afghan nationl Security Forces prepared to fight. I think they will fight for what they have achieved since 2003. A year from now, they may look at the circumstances and say, we cant win this militarily. Lets try a Peace Process again. I cant guarantee that would happen but we ought to hope in our minds as well. You are moved by someone you meet. For me, it was time and again meeting young girls, boys, and women and men who talked about publicly could talk about all of their pains but privately would become very emotional and tell me about the rape and what had happened to them or the child they couldnt tell that the child was a child of rape or they couldnt function anymore. They carried this deep shame and this deep pain. It was just too many. It was just one too many. She also, of course, said that the whole point of this summit is to make sure that there is a system in place for justice and accountability. That is what they are trying to achieve here. The British Foreign secretary is really gathering this momentum to try to change different governments attitudes to help them, training their soldiers, their militaries, including some u. N. Peacekeepers who have been accused of raping and sexually assaulting the very people they have been sent out to protect. Micayla. No easy fix. To be sure, an international effort, coordinated and cooperative. She is a special envoy and activist. She and her husband have all of these children and they take their parenting very seriously. Im curious how she talks to her children and how she also teaches them about the world they live in in regard to the things, these terrible atrocities that are happening . I asked her. She has six children, some of them adopted. She talks to them about the countries that they came from, many of which were in conflict with each other. They talks about the work she is doing to promote gender equality and justice. Thats why i have to leave home. You should be happy im going out to do that for other people. She also talks about the roles that she plays. I asked her whether she chooses the roles that she plays depending on the character of the woman. She says, yes, she does. She tries to pick roles that women are not necessarily victims. Women are not necessarily in an evil role but those who are strong. She tries to keech that to her girls. It is a world of male female equality she has to aim for. She says she even shows her daughters to say, look, that is an action hero you too can aspire to be. He lost the primary in virginia to tea partyer, david brat. The results of this race will have huge implications, certainly for him, Immigration Reform, for boehner, senator boehner, to be able to control his party. For the president , in terms of being able to get anything done. Big, big, big. Lets break it down with our political commentators, democratic strategist, donna brazile, republican strategist, anna navarro. Nobody saw it coming so lets not say we did. When you look at it, low turnout arks l , a lot of money spent but didnt get it done. Why not . Nobody saw it coming, most importantly, eric cantor didnt see it coming. One of the things i read yesterday was that the chamber and some other groups had offered him help. They waved it away. They thought their internal polls, chris, had them 34 points ahead. They thought that the polls in washington that had them ten points ahead were too low and they were going to win by more. Why didnt he win . Frankly, i dont think it was entirely immigration and i dont think it was a Tea Party Versus establishment thing. If you look at it, the guy who won, david brat, does not describe himself as a tea partyer. He was on fox yesterday saying this was not a Tea Party Versus establishment. The tea party wasnt there investing. Neither was the establishment. This was supposed to be a done deal. This was all about eric cantor. Who ran a poor campaign. People didnt know what he stood for. He was too busy running for speaker and who frankly just fell asleep at the wheel. I find anna navarro compelling but is she trying to move this guy into the rank and file, donna . He may not be a registered member of the tea party but the tea party and Republican Party are really one party. He had the momentum that many of the socalled Tea Party Candidates typically have in primaries where many of their voters are more excited, more energized, more passionate. For eric cantor, who has been a leader in washington, d. C. He has come to personify whats wrong with washington, d. C. He has focused most of his attention on k street lobbyist, gathering their supports and using his con stitt went Service Apparatus to run the Republican Party. In the House Majority, versus representing the people 100 miles from washington, d. C. Down near richmond, virginia. I think it is a wakeup call shall not just for republicans who have to continue to focus on their far right base and the energy they have. This is also a wakeup call that perhaps we may not see anything get done in washington, d. C. For the rest of the year. C could you argue, donna brazile, bad for president obama . Cantor was willing to work a little bit on Immigration Reform and now you have everybody petrified of stepping near him. If you step to the middle in any bipartisan way, someone on the far right will accuse you of working with the president. The president will continue to try to get things done on behalf of the american people. Clearly, john boehner has lost one of the most loyal souls in the Republican Party. Eric cantor did help to reach and work out bipartisan deals. Thats why he might have alienated many in his own party down home. To you, a in. Ana, this is a punch. Let me just say this. Nobody that i think really knows the situation and is close to john boehner would consider him one of the most loyal members of John Boehners leadership. If anything, there are a lot of people who think he has been trying to outmaneuver and outright flank john boehner in his quest to be the next speaker. So this idea that they are so tight, we all know steny hoyer and nancy pelosi arent that tight. It is not surprising that john boehner and eric cantor werent bobcy twins either. No, chris, im not trying to pull anything on you. Take a look. Just compare this to what happened in mississippi where the tea party did show up. Im talking about the washington consultants and outside groups who poured money into mississippi and kentucky and so did the establishment. Here, nobody showed up, because this was supposed to be an eric cantor trouncing. There was no point to invest in this. I take all your points and i accept them all as true. As donna says, it is more about the agenda than the particular relationship. Lets be honest about what the pollsters got wrong here. They got it wrong. As we all know from campaigns, we always regret putting money behind pollsters in the first place. What they got wrong was the turnout expected. They got their margin wrong based on turnout. You probably had democrats in there. They may have come out for brad just to take down cantor. You dont know what happened in such a small number. I dont really care about the inside stuff. What i care about is, you care about Immigration Reform. You have been pushing your party to take a progressive step there. Cantor was doing that. You had this guy beat cantor like an egg. Is it doa . Chris, you are going to tell me i am pulling something over you on this one too. If eric cantor was proImmigration Reform, then somebody has to inform all the proImmigration Reform advocates, because they didnt know what he stood for. He was pro one day, antithe other. He was the biggest obstacle. She is absolutely right, chris. Thats where he failed. Immigration did cost him. It didnt Lindsey Graham in south carolina, which is not a liberal bastian of Republican Base. The reason was because Lindsey Graham showed up in his state and he sold what he stood for. People may have disagreed with him but they knew he was standing on conviction. They knew he had principles and they knew he stood for something. With eric cantor, proimmigration folks thought he was against it. He gave them lip service. Antiimmigration thought he was against them. I dont know what he stood for. You know what i have loved about this particular segment even though every one of my questions wound up being a false premise. Yes, you have been completely wrong. This has been terrible. Ana has been hitting me and you, donna brazile, you have been the chorus on this one accenting all her points. Both of you wound up being on the opposite side of me. All i can hear is her chuckling. There is nothing i love more than Donna Braziles laugh. Donna brazile is laughing but democrats are going to have to worry about this too. Getting things done is more important when you are in power than when you are out of power. This is going to be another check. Mississippi is up next. We want to talk about a ruling that could fundamentally change education in our nation. A california judge finding teacher tenure, dismissal and layoff laws in california violate the civil rights of students. The judge wrote that those laws deny equal educational opportunities. The implications are huge. We know School Districts across the nation are going to be watching. Lets talk about it with the president of the california teachers union, josh and we have with us mel robbins. The first thing we agree on. We care about our kids and want to have good, honest conversation about the future of education. Josh, i want to start with you. The judge said in his ruling that the existing system impedes a students fundamental right to equal education. What are your thoughts on that . We fundamentally disagree with the judges ruling on this. We have lots of experience with districts and schools that run well using the existing education code. We know it works in school. To drive education policy based on the idea that how do we what do we do when we are laying off teachers when the vast majority of teachers are doing a good job . We do have struggling teachers. We know how to work with struggling teachers. We agree that teachers who shouldnt be in the classroom need to find other careers. There are means to deal with those teachers to blow up the education code. We think is wrong and will have very bad consequences, not for teachers but for our students. Mel, i want you to pick apart some of those things that josh has said. Go ahead and start with the points that get you the most here. Here is the thing. The judge was sweeping and unambiguous. He said, students, you win. There were three key parts where he said, look, these practices in california are unconstitutional. Number one, in california, in a mere 18 months, you can get lifetime tenure. He found absolutely no legal justification for that. In fact, found that that has a detrimental impact on students. Number two, they have a last in, first out, which means they dont look at merit when they are looking at layoffs. You can get rid of a junior really high quality teacher. This is the thing that was very profound and got the judge totally. The process is so long and costly, it is an illusion. They are about 8,000 teachers that are ineffective in the state of california. That means 200,000 kids have teachers in front of them that School Districts are trying to get rid of. They are having a hard time doing did. As the president of the California Federation of teachers, that is a concern. It is timely, can take up to ten years and it is costly to get rid of these problem students that you maintain at a minimum. There are a lot of quality teachers in the california system. The ones that are our problems are getting placed in low income and minority schools. How do we resolve that and how do you deal with getting out the bad eggs if you are the bad apples if you will . I come to this wearing a few different hats. I was a High School Teacher in los angeles and an Inner City School for more than 20 years. Im a parent of a soon to be tenth grader in the Los Angeles Unified School district. So you know this well . I do know it quite well. I know there are teachers who are struggling. We have methods for moving those teachers out. The teacher unions in california over the last two years have supported legislation to expedite and make more efficient the process for moving teachers out who shouldnt be working with our children. Are they moving fast enough . No, they are not. When a judge says the impact on students of having ineffective teachers shocks the conscious, you know they are not moving fast enough. We all agree students come first. We all agree we are in the business to teach students. What this case is, any laws that put ineffective teachers ahead of students, unconstitutional. So, josh, to that point. I think there is a frustration with people that the teachers rights are being protected. Shouldnt the focus be the students rights and the students future and their right to a good education . Absolutely, absolutely. I think it is a misunderstanding to believe that teacher rights are somehow should be pitted against the rights of students. The issues of seniority and due process allow teachers the flexibility to teach unencumbered by changing political whims, by favoritism, by nepotism. This allows teachers to go into a classroom and raise controversial issues. Without these protections, teachers are going to look over their shoulder every step of the way. You are going to incentivize districts to push out teachers at the top end of the salary schedule. You are going to incentivize teachers to stay silent. Teachers that raise their hands in a faculty meeting and question how the money is being spent on a campus. Those will get pushed out. Mel, in a word, do you think the conversation about an appeal, you think it has legs . The appeal, no. This was inambiguous. It was thunderous and it will have a big impact. Thank you, josh, for representing the California Federation of teachers and mel robbins, always good to have you here. Obviously, this conversation, brooke and chris, is on going.
