When you talk of balance, michelle, makes you wonder how much of this speech do you think will be the president answering to critics because you know the white house bristles at any suggestion that the president has been weak on Foreign Policy or will it be more on his policy prescriptions Going Forward . Right. This is a tough one. I mean, to be proactive would be the thing to do, to take the lead actively. Then again, this could be tough to turn heads. We talked to one analyst who advised both democrats and republicans. And he described the president s position as kind of like mission impossible. He faces a public but sometimes clamors for more, that doesnt like his Foreign Policy which he felt in somes cases was justified where rhetoric doesnt always meet action. I think this time because this was, again, probably the most blatant example of missed opportunity. The police came and checked on him. There was ample evidence. Again, i talked a this before with you, i dont know if this is a Crisis Intervention Team police officers. No. They werent. They should be. This is a big movement in our country. Its a big move m internationally to train within each department, cher ives departments, local police, even highway patrol, officers that know about Mental Illness, know how to ask the right questions and know better than to just talk to the individual theyre concerned about, talk to the parents. If the parents say hes posting, look at the posts. Its a huge missed opportunity. Seven people died because of untreated Mental Illness. Lets be clear. People with serious psychotic disorders, im convinced absolutely with certainty that thats what were talking about here with elliott rodger, he had delusions, psychotic illness. Not just a guy who made bad choices, some of which were oised upon him by the relentless messages of media and the easy access to guns . No, i think this is a case of severe Mental Illness where there were red flags where unfortunately the system wasnt in place to intervene properly. What do you do . 350,000 people in this country have need of treatment for Mental Illness. We dont have but 35,000 beds, so most of them are in prison. Right. There is a culture of avoidance and stigma. I want you to be punished as bad which is why i rather blame you as the media than say youre sick. How do we get passed that . We look to our leaders. We look to theres a bill in congress right now, helping Families Mental Health crisis act. Dr. Murphy is leading a Bipartisan Group of enlightened congressmen who are supporting things like more inpatient beds. I had a brother with skets frenia. Weapon talked about this before. I would have to call the police on him because one of the primary symptoms is not knowing you have an illness. He would go to the hospital and they would turn him away because there were no beds. Assisted outpatient treatment, court order we treatment. Its an important safety net and we need that in many more states and we need funding for that. Finally, hipaa laws need to change. Privacy, you cant take away my prprivacy. Then youll have a chilling affect on whether or not i want to get treatment because then i know its not private. I think theres a balance between protecting peoples rights but we have to relook at our privacy laws. The truth is we cannot treat people with severe Mental Illness without having their families involved. We have to relook at it but weve already done that. Take a step further. They would rather say, look, seth roggin and jeb, theyre upset because theyre being blamed for it. This is buzzy. So the Washington Post puts an oped in there because that gets buzz. People want to hear about that. They dont want to hear this discussion. This sounds like youre making excuses for bad people. Were raised to learn and good and evil. How many of us are raised to learn about Brain Disorders and how somebody can look through the prism, the lens of delusion. Thats what happened here. You know, was this masogany . People with delusional disorder dont have insight into their illness so its critical that family be involved and privacy laws move towards involving family and treatment. The hard part will be this, kate. He is going to, according to published reports, hes going to call for a residual force of ,800 troops at a cost of 20 billion a year. We only sent 6. 4 billion on head start for our own at risk preschoolers in america. Its going to be a tough sell after 12 1 2 years of war to say cia, yeah its over, but i want another 20 billion and 10,000 troops. Kevin, does he have a point . The president made that similar case when he made the speech in manila. The president said you hit singles, you hit doubles, sometimes you hit a home run. Why is it that everyone is so eager to use military force . Hes talking to republicans. Why republicans always so quick to criticize and so ready to put more troops in . Republicans want to see this president layout a vision for afghanistan that is consistent with a larger Foreign Policy objective. Thats one of the criticisms that you saw from folks like kelly and senator mccain yesterday that this drawdown is because of a political calendar versus it being part of a Larger National security policy. So i think thats something that youre going to continue to hear. I think to pauls point, also, i think many of the wes from folks up on capitol hill not only on the National Security side but the intelligence side, is that enough of an infrastructure to support intelligence operations related to our National Security objectives there with al qaeda and other terrorist organizations around the globe. So again, this is it is i think it is a welcome step, i think, paul would as paul would argue, by a very war weary nation but does it achieve objectives. What does the president say, paul, to the criticism of the kind of arbitrary timeline . The suggestion that the president is basing the timeline for withdrawal on politics rather than conditions on the ground . Buck mckeenan to the New York Times saying holding this mission to an arbitrary egg timer doesnt make a lick of sense. Kevin talk about senators mccain, graham, saying that his withdrawal of u. S. Troops in afghanistan is a monumental mistake and a triumph of politics over strategy. Well, you know, what an insult to the country and frankly to the troops that are fighting this war to pretend this is an egg timer deal. We have been at war almost missed the first few months of his life when he was a tiny baby when we went to war in afghanistan. We are still fighting it. Enough is enough. At some point this is now three times the length of world war ii . The notion that somehow the answer here is more war longer in afghanistan is nuts. The president , i think, is going to be criticized you saw from kevin from both sides. You see some on the hawkish right who are going to say, well, thats not enough troops. Theres a lot of people in america who are going to say, really, why are you still 9,800 troops in there, mr. President. Were only talking right now the president s approach for Foreign Policy towards afghanistan. It will be interesting. Everyone is looking forward to hearing his approach, how it may change towards syria and also the extending growing threats from places in the middle east and even reaching into africa. Within days he was imprisoned in mexico, his life threatened, fourpoint chained restrained to a bed for 35 days. So hes been brutalize and definitely a setback fr from his recovery from ptsd. Absolutely. We can understand that. Any chance, jill, critics are going to say he must have doning . . Lenny shaw is a valuable resource in understanding what happened here and why the 22yearold gunman was friends with two others whom the professor knew very well. He joins us. Lenny, thank you for joining us. I know this is a difficult conversation to have. To milwaukee it clear, you were close with a couple of former students who were childhood friends with the shooter and thats how you came to know him. Yes . Yes, thats correct. Elliott himself was not one of my students but i but i met him through a group of my former students. One key critical question. People want to dismiss him as a bad guy influenced by movies and had access to guns too easily because of the current state of our gun laws. The person you got to know, any question in your mind as to whether or not this was about Mental Illness . Oh, theres no question in my mind that this is about that this was about Mental Illness. It touches upon gun issues, it touches upon gender issues. But the maine main rubric is this is a young gentleman with some very severe problems in relating to others socially. So its not about him being a movie or a gun law away from being safe to society. He has real plans in his head . Yeah. I mean, you know, that wasnt obvious, that directly, you know, three to five years ago. I was just aware of it when i met him. I just thought he was awkward. You know, standoffish, shy. But it was when i had couple of conversations with him, just casual conversations with him, that i saw that this was more than just, you know, someone of late adolescence that enjoyed shocking people. It was his clarity of his very, you know, strange belief system that frankly creeped me out a little bit. One of the major indications of Mental Illness, he had these competing problems in his head, right . He saw himself as less than but also at the same time delusions of grandeur, right . Tell me about that. Yeah. Yeah. Thats correct. He was very insecure. Now, i want to make it clear that the person that we saw in that final video, the infamous youtube video, i saw that elnt of him, but he also he had feelings. He was completely wrapped up in his own delusions. But i saw at one point he had tears in his eyes when he was feeling sorry for himself. You know, i did see him exhibit some emotion. But, yeah, there was a consistency in the theme that young women didnt appreciate him. They didnt care about him. It was unfair. That part that has been portr portrayed is pretty accurate. It morphed into his feeling that women were less than, they soub subjudicated, under his control like a new kingdom where he could rule it. And then there was something that was literally too much for you. What made you decide i need to stay clear of this person . Well, it was when i was having a casual conversation with him, a bunch of us were at a street fair in venice area, local area of los angeles here. And i dont know how the conversation started but he was just musing on how he thought the women were inteferiorinferi. And it was at that point, as i say, that clarity in his voice had me concerned. As recently as well, as recently as two months ago he was a facebook friend of mine. Its a pretty casual relationship. And i didnt want to really ever want to be with him again, but he was there on facebook and he made some comment in a threat of mine on my wall that teenagers who have sex should be Given Capital punishment. At that point it was partly that i didnt want my other facebook friends to ask who is this person and i just thought it was just more prudent to just block him from my facebook account. Any thought to alerting authorities about this guy . I not on my part. That was because i i didnt know his family. There were other older adults that he knew better. I dont know if they necessarily, other than his parents, saw this side of him. I thought it would be inappropriate for me to get that actively involved when when i didnt know the key people in his life specifically his parents. Regret that now . No, no, you know, at the risk of sounding, you know, insensitive to the terrible thing that happened last friday night, frankly since they didnt really know me, you know, i was, again, primarily i mean, i knew elliott but it was a casual relationship i saw maybe eight to ten times. I frankly think that they would have gone, who is lenny shaw, who is this person, why is he saying these terrible things . I dont think i was close enough to the situation that it appropriate that i be the one. There were other people there, and it is my understanding that he was under care. Right. But the care he was under was probably not intensive enough. Certainly something went wrong. Thats for sure. I know a lot of people are a asking questions of themselves who knew him. Sterling says the nba is trying to violate his Constitutional Rights and he will sell the team if and when he wants to. Meanwhile, wife shelly definitely wants to and reportedly is moving quickly to sell the team and has offers in the billions. Cnns rosa flores is following developments. Chris, good morning. Donald sterling comes out swinging in this 26page letter to the nba claiming his Constitutional Rights have been violated and that a forced sale creates tax for his family. He purchased the clippers for about 12 million and the team may sell for as much as 2 2. 5 billion. The letter does not hold back. 26 pages ripping into the nba, calling the penalties draconian, the process a sham, and unconstitutional. And vowing to fight to the bitter end. The main argument of the letter, quote, a jealous rant to a lover never intended to be published cannot offend the nba rules. The letter describes this taped outburst as a, quote, inflamed lovers quarrel in which he was clearly distraught. Dont come to my games. Dont bring black people. Dont come. Reporter after the tape went public sterling was banned for life from nba facilities and functions and ordered to pay a record 2. 5 million fine. Sterling and his lawyers say the tape was illegally recorded and cannot be used against him. And though sterling himself apologized in an interview with cnn im so sorry. And im so apologetic. Reporter he now says those offenses, though not justified, dont compare to these committed inside the nba. Like kobe bryant using a homophobic slur at a ref, fined 100,000 for that. His wife selly has written permission from him to sell the team and a source says hes moving quickly, having already met with several perfective buyers. The nba responded to sterlings letter by saying the board of governors will meet on june 3rd and, quote, should the board vote to sustain the charge the sterlings interest in the clippers will be terminated and the team will be sold. We should also add that, by the way, that in that letter, sterling also says that he will not give up his right to sue. All right. Rosa, thank you very much. The big question, were all going to pontificate until we hear what he says. Pr your perspective, what does the president need to do today . Michelle kosinski put it well today. Its almost trying to balance in his speech almost seems like mission impossible. Hes gotten criticism over the last few months. The idea that he has looked weak, lacked credibility on the world stage. On that point, peter, how does he push back on that on even if it is just perception, perception at some point seems to become real lity when it com to this. Look at ukraine where a lot of criticism is focused in recent weeks. We have a legitimate election in ukraine. The russians seem to be moving troops away from the border. The let of russian invasion has receded. The russians accept this new leader. We have a better prospect than weve had in months. I think american sanctions and leadership deserve credit for that. Two sides of the coin. Republicans say that economic sanctions while theyve been tough against Vladimir Putin has done little to stop the violence we are seeing every day still play out in ukraine. Right. There is still violence in the east but the russians have pulled back and ukraine has a moral legitimate government than it had to prosecute that violence. I think asia the most important policy concern. I think americas alliances with japan, with south korea, the philippines invited us back in militarily. Stronger than before. He killed osama bin laden. While theres still a terrorist threat theres has not been a major terrorist attack on u. S. Soil. Do you think he should focus more time on defending his Foreign Policy actions to this point or speaking forward to the two years left and what can be done . Because a lot of criticism coming at him today is the timetable that some of his critics will argue is an arbitrary timetable and drawing down troops in afghanistan. The president made it pretty clear, i think, that part of what he wanted his legacy to be is ending the wars in iraq and afghanistan. What is the conditions on the ground so differently. Theres a reasonable argument we should have done it we should be doing eight little bit more slowly but lets not kid ourselves here. This is a mission against al qaeda. Thats whats in americas interest. We do not have the capacity to defeat the taliban insurgency or to remake afghanistan into a modern successful country. I hope it becomes that way. The American People at a time when we are deeply indebt, when were not even funding, giving people Unemployment Insurance here. Thats not what we signed up for. I think the president has had the country fundamentally behind him at that point. What would you deem what would you do that would deem a success when you hear this speech . So much is being put on foreign pol p si. I think he has to remind americans that ending these two wars, not having a major terrorist attack, and starting to quench the terrible costs that we saw financially and the human costs. Force in afghanistan would still cost a whole lot of money. Why is our veteran system overflowing . Why are we having these terrible problems . Weve had hundreds of thousands of american troops in terrible combat circumstances. Huge spike in traumatic brain injuries. Ending that is signature of accomplishment. One thing Going Forward that will make his legacy is this deal with iran. Thats the one big thing hanging out there. A deal with iran would give us some faith towards iran not moving toward a nuclear weapon, may be the crown. That is still a big question mark if thats going to be able to be pulled off. The white house has ordered an investigation into itself. The issue, how a cia top agent in afghanistan was exposed during the president s surprise trip to the country. Now the agents top secret and Dangerous Mission could be in jeopardy. Cnns my zell kosinski is at the white house more. How can the white house investigate itself and what does it think it can find . Hi, chris. At first the white house didnt have comment about this incident but now its announced the chief of staff has asked White House Council to thoroughly look at how this happened and look at the processes involved and then make recommendations so that it doesnt happen again. What we do know about how it happened was that a Pool Reporter who was covering the president s trip to afghanistan had asked a white house staffer for a list of people who would be briefing the president. Standard practice. That staffer asked the military for a full list. And somehow on that list was the name and title of the top cia officer in afghanistan. It was then distributed widely and it was the reporter who noticed that that name was on there and brought it to everyones attention. Of course, this is both embarrassing and career ending at least in that position for the cia officer. The last time this happened where a cia operative had their cover blown by their own government was Valerie Plame in 2006 and she tweeted about this incident after it happened calling eight astonishing. But she hasnt waded into the political fights at the other end of pennsylvania avenue until now. Parents have a right to expect their kids will get decent food in our schools. Reporter supporters of the legislation say some School Districts are struggling to find keep, Healthy Options and need more time to make sure kids will eat the healthier foods, not just throw them away. Were not saying lets put junk food back on the serving line. For most districts, that hasnt been part of the school meal in many, many years. But we want to make sure that students are comfortable with these changes and are willing to take what is offered to them and will foond it acceptable and enjoyable. So this bill is set to go to the full House Appropriations committee tomorrow. Most of them wind up in prison or out and among us. So this just played out in Santa Barbara, didnt it . Next guest was here in april after the latest shooting in ft. Hood carried without by a soldier with undertreated distress. He has a bill in congress which says could help the attacks in the future. Representative, it is good to have you here with us. Also important to note youre not just a congressman, you are also a trained psychologist, a clinical one, so you understand the issues here very well. I would submit to you, congressman, you are up against it. You are betting beaten by culture on two fronts. Coming out of this people want to blame the mediation they want to blame guns, and they wont want to talk about Mental Health on a third level and quietly. How do you overcome the bias . Well, we have to understand that the stigma we place on Mental Illness is done by those of us who want to be in denial of Mental Illness, serious Mental Illness. So often some with untreated or undertreated Mental Illness on top of 40,000 plus suicides a year, youre ten times more likely to be in a prison and not a hospital. Increased homelessness, joblessness, victimization of the mentally ill. How much is enough before we say we have got to pass laws here which change the way fundamentally we approach Mental Illness. I think that time is absolutely now. You cant stop bad people from doing bad things. Maybe if you take away the guns, maybe if you make us never cover it again so theres no copycats and make the movies cleaner. Thats a real fix. What do you say of that . I wish we could cure cancer by pretending its not there. This is a serious brain illness. What our nation has tended to do is maybe pass some mild laws or look at the softer side of things and do prevention things. Lets saying lets buy smoke detectors but never buy a fire truck. When you look at the signs that occurred in this case in california and other ones the parents knew something was wrong. Sometimes the police had a peripheral knowledge of this. What we found and this is going to be in the report that i showed to my members of Congress Tomorrow here is that we found that the Confidentiality Laws prevented parents are getting involved, not enough hospital beds, medicaid blocked some services, not enough psychist terrorists and psychologists. The list goes on and on and on. A so then if you can escape the outward culture issues, you then get political culture on you. Mental hale l Health Advocates saying, wait a minute, you cant reduce privacy laws. You will have a chilling affect on who wants to get treatment and youre stigmatizing Mental Illness and Mental Health by putting rules and restrictions on us. Youre getting beaten up outside and i side. How do you get bill like this passed . The privacy laws like hipaa laws were prevented mistreatment from health care. Not meant to keep people from being treated in health care. These parents knew, the parents of adam lanza knew, something terribly was going on but so often they say we cant do anything about it until they practically have a knife to their throat or someone elses. People knew when something was going on. What about the rights of society . When someone says we dont want you forcing them into treatment, look, i get that. But society is saying when the signs are there, that someone is gravely disabled or gravely ill from Mental Illness, a brain illness, treat them. Denial is not a treatment. A little bit inside baseball here but just in terms of how you get it done. Relative ron barber has his own bill. He says a deals with the criticisms of yours, you have some problems with his. You thinking about teaming up though to just try to get something done . The two billses are in two different places. To be one that says lets expand federal programs. His says lets not have the accountability there. I get what hes trying to do but first youve got to keel with the crisis upon us and thats those moment of crisis when someone with schizophrenia, bipolar illness, severe depression, the states dont have the services. They may have laws to try and help get people treatment but those are not put in place. In california only two or three counties has the treatment law in place president not Santa Barbara county, where you can help get someone treat who is denied it. That is one of the characteristics in half the case wheres the person says im not going to get treatment because i dont believe i have an illness. That bill would not deal with it. Our bill does deal with that. Our bill does get parents more involved, trains police officers, works to get more psychiatrists, psychologists involved. Teal were dealing with a crisis here in mental i. Nellness and n just aspect of prevention. People want to deal with guns first. Even though that debate is cemented in terms of positions it always takes precedence over Mental Health no matter how many of us scream about it. How do you move us past that . Well, its not whats in their hands, its what is in their mind and heart that weve got to deal with. The issue of guns california has some of the strictest gun laws in the nation bar none. And so it didnt work there. It also has whats called assisted outpatient treatment laws which are up to individual keeptds to put in place. California isnt dealing with that. That happens all around the country. Some places like new york and counties in texas and dade county in florida do a lot more to provide those kind of services and intervention for somewhat serious Mental Illness. Are we going to cure diabetes by banning soft drinks . Thats not the issue. We have got to deal with the treatment. And need for treatment as a standard and though those who are advocating for others thing are missing the outcry from parents around this country who are saying i know when my son or daughter, i know when my brother or sister has deteriorated and is severely ill. Kablt we get help for them . Cant we Pay Attention to those loved up wiones . The good news is something can be done. The bad news is we keep seeing case after case and the changes arent made. Listen to the president laying out to the American People, yes, we have goals in afghanistan but lets be realistic. We have to recognize afghanistan will not be a Perfect Place and it is not americas responsibility to make it one. That last part, guiliana, if its not americas responsibility to make it one, is that the tone of this speech, the president wants to say we will be active, interventionists when necessary but lets set realistic expectations . Yes, and to explain how he sees the u. S. Away from the wars in iraq and afghanistan and more towards Counter Terrorism policy thats focus and partnerships around the world. Funding these kinds of partnerships. He will be calling on congress to fund a Counter Terrorism reserve fund essentially to help train and equip those kinds of missions. They know they have not done a good job explaining the role of u. S. Leadership around the world over the last year, eight months. So kind of think of this speech as everything the president has been trying to say over the last year and hasnt been able to because of the distractions from edward snowden, from ukraine, from syria. And so this is meant to reset that narrative. He was in afghanistan over the weekend. Announced the troop levels. Hes going to be going to europe next week as well to continue this messaging. Theres been a lot of criticism of the president s Foreign Policy and the white houses push back often is use troops or so military force or send military equipment into syria, do it hear, do it there. Their argument is done, that was done in the bush years that is unreali unrealistic. Theres a group of republicans particularly in the senate where the president is never going to be able to convince them. Never going to believe able to convince them. Well see if the president mentioned the va scandal. This is a Foreign Policy speech. We are now beginning to see evidence the va scandal will play in some 2014 races in the big Midterm Election here. This is first on cnn. Brand new ad aired inial lasz a but the pro conservative republican super pac cross roads targeting the democrat incumbent mark baguette. A national disgrace. Veterans died wait for care that never came. He silt tons Veterans Affairs committee. His response, if theres a problem they need to fix it. If theres a problem . Even if they agree secretary shinseki should requin, mark pryor refuses to clean up the mess. He says silence, he sides with obama. Our veterans deserves a stronger leader than senator pryor. Jacqui, those are two of the most Competitive Senate races but two races where democrats have felt better about begich and proyor. Do you find it interesting . I think in states where obama is unpopular, absolutely youre doing see im surprised there are not more ads in some of those states and i think thats why youre seeing candidates like Allison Lundergan grimes in kentucky. We saw that in kentucky and georgia. You have the democratic incumbents who so far their leadership has been asking them to hold their fire. How long can they hold it . This is a challenge for the white house, too, here. Look, rule number one in Crisis Management is you want to cauterize the wound. Here you want to fire shinseki. Its not black and white. This is not obamas style, either. He wants to let it play out. He wants to investigation to go through. My understanding is that what theyre finding in the investigation is its really difficult to tie shinseki directly to this and he also still has a lot of support from veterans groups. It will be interesting to your point. If these ads get traction, if the numbers start to change, you wont see them in two races but across the country. Weve been talking that its been a tough time to find a tea party victory. If youre a tea party supporter, you can celebrate the results last night in texas. Antiestablishment candidates winning in the race of Lieutenant Governor in texas. Probably the most powerful job in the state. Tea Party Candidate winning for attorney general and conservative winning in the race against ralph hall. Oldest member of congress. 91yearold ralph had in 80. Served in world what two and will be the last when they are retired from congress. Saying the Tea Party Wins this morning. America loses. This is not so much a political statement but the last two members of the greatest generation to serve in congress will be gone come january. Thats right. In terms of the Tea Party Versus establishment argument, this is not as clear cut. What it does show is that money likes to win and in the runoff, al had the support of club for growth and conservative groups but his opponent also had the support of tea party icons like michele bachmann. I think it will be interesting to see how this narrative play out in mississippi next week withed that cochran and Chris Mcdaniel because its very similar arguments of much nastier race but similar arguments. The base has been demoralized a bit, demorademoralized by los. Can they bring that over to mississippi, a good point. All this talk that possibly, possibly theyll get to immigration before the election. Im a skeptic. With word that the administration is delaying and planning to have a view of the deportation policy looking to get legal guidance to slow down deportations and wanted to do that. In part we are told because he doesnt want to anger House Republicans. Hes trying to keep open the opportunity for passing Immigration Reform. Is that opportunity really still there . Then you have to believe you could get Immigration Reform this year. Even with this theres a 20 or 30 answer of getting it done this year. Youre going to see a push from democrats now that the republican primary season is winding down to try and get it true and then were going to be back to the Old Washington blame game so the white house and democrats can say, oh, look here, we gave you the opening and you didnt take it. Can you see it getting done, hold this up and show it on the screen as well. This is a conservative mailing from eric cantor. Hes the number two house republican. If here going to pass a bill to a path to citizenship or legal status theyre going to need mr. Cantor on board. I had the opportunity to sit with her for an exclusive interview as she fights to bring home those girls. Reporter 15yearold debra peter recently traveled to capitol hill. With her she brought a story no teenager should ever have to share. Her father and brother were shot and killed in front of her by boka haram militants. She was spared, but three years later she remains haunted by the memory. How often do you think about that day, december 22nd . Almost every day, but i pray about it. You pray about it every day . Uhhuh. Boka haram militants came to your house, knocked on the door and asked for your father. Why did they come for your father . Because my dad is christian and hes strong. So they wanted to kill him because hes a pastor. Reporter she says boka haram terrorized her family for years, torching her tathers Christian Church and final any in 2011 attacking the family in their own home. What do you remember about that night . I remember when they killed my dad and brother. I remember what they said to them. What did they say . They told my dad to deny his faith, and he refused to deny his faith. Thats the reason they shoot him, because he didnt deny in his god. Why did they then shoot your brother as well . Because one of the boka haram say if my brother grow up, he would become a pastor like my dad. Reporter the softspoken young girl says the terrorists dragged her between the bodies of her father and brother, neighbors too terrified to help until the following day she was brought to the hospital. You were there for the whole thing, stuck there after ward all night. Reporter debra was just 12 years old at the time. She is from chibok, nigeria, the same village where these 276 school girls were kidnapped by the islamist terror group in april, their school left burning. What did you think when you heard that had happened to them . I got scared, and from there i the world to know my story, and i want the world to know how terrible the boka haram is to my country, and theyre really horrible. I just want the world to know, maybe they can help. Reporter she knows shes lucky to have escaped. But she is still under threat, and because of that, deborah is in the United States attending school on scholarship. What are you looking forward to while youre here . My education and what i want to be. What do you want to be . I have to think. Maybe i want to be a doctor. If not possible, maybe i want to be a dentist. Doctor or dentist . Uhhuh. Im pretty sure everything is possible for you. Reporter with the whole world paying attention, deborah has another mission, to use her experience to help bring back those school girls, some of them she knows. Deborah also shared that not only is she still under threat, so is her mother still in nigeria. She says her mother still receives threats from boka haram. It shouldnt come as a surpass that deborah says she doesnt want to go back to nigeria fearing what awaits her if she returns. Shes 15 years old, so soft spoken, seems like she has the world ahead of her. Shes been here for nine or ten months, her faith is herky. Uncommon resolve to be able to discuss things like this that really could paralyze her. You can see she has that trauma when she speaks about the story. But putting a face to the 276 girls just like you from the same village are still not with their families, still captured by boka haram. Good reminder. Still out there. This morning president obama faces a tough test when he lays out his Foreign Policy at west point. Hes expected to defend himself against charges hes been slow and weak responding to emergencies from syria to russia to iran and north korea. So what is the president s vision, and will it quiet the critics . The man who knows, of course, is the man largely in charge of implementing the strategy, secretary of state john kerry who joins us now. Mr. Secretary, thank you very much for tarking the opportunity. Good to be with you, chris. Rather than review the speech, lets touch on the issues that will certainly come out of it. The idea of withdrawing from afghanistan is going to be called by the president a way for ward. How is it a way for ward when, as you well know, as soon as the u. S. Leaves there, the chances that the place descends back into chaos are very high . Isnt that backwards, not forwards . No. Look, chris, if you want to find the most negative, gloomy prediction, one can find it and lock onto it. The fact is every step of the way since 2009, president obama has put in place a strategy that has thus far worked. He set a target for the afghans to take control of their security. They did, and theyve done much better than everybody thought. He set a target for them to have an election and to provide the security and the planning and execution for that election. They did. They did so very successfully. Life is changing every day in afghanistan, and the fact is the taliban did not succeed in interrupting that election the way they thought they would. Now the president is setting a date for them to assume full responsibility for their security in the nation, for the management of their military when they will be trained and fully equipped. It is only by setting dates that we have been able to meet these milestones. And if you left it openended, if you said to the afghans, well be here as long as it takes, you cabs lutly bet your Bottom Dollar, and it probably would be the Bottom Dollar of the u. S. , that theyll take just as long as they want to. So what the president is doing is appropriately empowering the afghans, giving them the opportunity to take control of their future, and thats the best way for them to step up and do so. A year from now, do you think life on the ground in afghanistan is better or worse than it is today . Well, we obviously hope its going to be better, chris, and everything that has been laid down by the military in their judgment suggests that it will be. The president is not doing this in some, pulling it out of the sky, here is an idea. This has been based on months and months of evaluation with the diplomats, with the allies and with our military. Our military commander, general dunn ford, believes this is what he needs. This is done on the best judgment of the people working the issue and we believe it affords the afghans the opportunity to take control of their future. You have to measure this from where we were. When we started when the president came in in 2009, there was no policy in afghanistan. We were adrift. The president put in place a surge. We had as many as 180 troops there. Now were down to 30,000. Were going to go down to the 10,000 and then down lower and im confident that the afghans will continue to step up and assume responsibility. Look at other challenges. In the ukraine, the president put in place a very careful, calculated, calibrated strategy to bring the europeans along, to not go so far that you provoke putin, but put in place. Mr. Secretary weve had a successful election there. President putin has decided to withdraw some of the troops. We hope this can move in a better direction. In fact, with slow, steady, confident programs, were having an impact, there and elsewhere. But its sometimes about the words you choose, right . You say its a calculated, calibrated, it didnt provoke putin. Others look at it and say it was weak, that lines have been crossed all over the place. And that exactly because you didnt push putin, you allowed him to run rough shot and really almost threaten the existence of nato in ukraine. Thats absurd and absolutely wrong on its face. Its plain wrong. Nato has been strengthened. Nato has been awakened. Nato is doing a full Assurance Program right now with additional troops throughout the nato countries. The president is going to poland next monday, tuesday. Theres a reaffirmation, if you will, of the nato mission that has come out of what putin has done. Russia is not playing with the strongest hand. In fact, russia has been weakened through this. If you look at the amount of money russia is having to power into crimea, if you look at the economy of russia, theyve had huge capital plight. The economy has slowed down, its clear the opposite of what you just laid out is happening. Putin was threatening to come in with troops. In fact, the troops are now being withdrawn. Theyve had a successful election for the president of ukraine. I think the president s policy has worked, the European Alliance has been strengthened. The uni between europe and the United States is what has empowered this election to take place and made it clear to russia that the west is unified and there will be a very severe price to pay for further interference in ukraine. I just think that what youve cited is a sort of industry of oppositionists in washington who always want to find the negative, but it does not comport with the facts on the ground. Mr. Secretary, obviously we should all be for optimism. Youve given them a lot to work with. Starting with syria, dont cross this line. Any way you want to define the line, its crossed. The situation is still going on in syria. The administration likes to cite that 90plus percent of the chemical weapons is gone. It seems the situations dont seem too inspire the confidence you have in them. Chris, again, youre not dealing with facts. If we had struck with our military for a one or twoday operation in syria, yes, it would have had an impact for a day or two, but every single one of the chemical weapons that were terrorizing the people of syria would have still been in assads hands. Instead, we struck an agreement which has now succeeded in removeth 92 of all of those weapons. The other 8 are under control. They are waiting to be moved as the security situation allows it, and the only weapon that we think may have been used is not one that is automatically included under the chemical weapons convention. Its chlorine. We are investigating that right now, chris, and if we find there has been a use, there will be consequences. The simple reality is we have done what could not have been done with a strike. We are removing the weapons and taking the threat away. Prime minister netanyahu of industrial cited this as an extraordinary accomplishment and one one couldnt have imagined months ago. Yes, theres a problem in syria. It continues the president has decided to increase the support to the moderate opposition. We have a more unified group of nations that are working to help assist that opposition and obviously we will continue to be supported. Mr. Secretary, in point of fact, in terms of who wanted to use military in syria, initially that was the president s idea. I did the interview with him where he was calling for caution. Three days later he was ready to use military strikes that you said would have been ill advised. Its only because congress didnt support chris, please dont make up language. I didnt say ill advised. I said it would have done damage, but only a certain amount. It would not have removed the weapons. Dont put words in my mouth. I said it would not have accomplished the task of removing all the weapons. The simple reality is the president did announce publicly what he was prepared to do. Congress was not prepared to support it. Before we even got to the final vote in congress, i reached an agreement in geneva with russians and Sergey Lavrov and we agreed to remove all the weapons. Instead of a partial solution, were getting a whole solution to the problem of chemical weapons. Its remarkable to me that people simply want to refuse to accept that were better off getting all the weapons out than striking for one or two days and doing damage to some of them. I understand that, mr. Secretary. Obviously the job is to test the arguments that will be made by the administration, and we appreciate you doing so. Let me switch topics slightly. Just the other day, i spoke out publicly about mr. Heck manny in iran. We raised these issues. I raised them with mexican officials when i was in mexico. We are working on determining whether or not certain evidence that has been presented is meeting the standard thats necessary to be able to hold that young marine, and were trying to find out exactly what the fact pattern is. But we are working on that. As recently as last week, i had those discussions with mexican authorities. We hope to be able to inform the family soon about where we stand with respect to the state of the evidence and what his status will be. Thats good to hear, mr. Instead of focusing on the shooter, people decided to send their love to the memory of the six students killed from ucsb. Reporter honoring all six victims murdered in the killing spree of 22yearold elliot rodger, speakers demanding change so a deadly rampage like this does not happen again. How many more people are going to have to die in this situation before the problem gets solved . Reporter already one proposed change. Two California Assembly members announcing legislation tuesday. Leaders on the National Level speaking out as well. There are compromises that will save lives. Keeping guns out of the hands of dangerous people, whether theyre severely mentally ill or felons or drug addicts. Background checks will help stem and stop gun violence. Reporter more vigils were held across santa as video and stories of heroism emerged. This video capturing students inside a pizza parlor ducking and scrambling for cover as the gunman fires driving by. People are panicking. Everything is fine. Reporter the clerk of a 7eleven ran outside to help a cyclist who was shot, pulling her to safety and telling her she would survive. We got a stool and put her down right here. We sat her down. You could see she had two gunshots right here, so you could see the bullets. Reporter 12 others were injured as rodger fired round after round. This morning classes at the university are set to resume. As the Investigation Continues into the shooting, were learning more about him, that in divorce papers it was revealed that the young man when he was 7 years old was diagnosed with aspergers syndrome which is on the autism spectrum. The shooting in Santa Barbara has brought our Mental Health policy or lack thereof into very sharp focus. Earlier this morning we spoke with representative tim murphy. Hes behind a bill in congress that would overhaul our Mental Health system. Joining us now to talk more about this bill and a competing bill in congress is the director and ceo of Mental Health america, mr. Paul juncture hill. Paul, very nice for you to be with us. Thank you. Let us begin by going back. What were dealings with today is no accident, is it . This is the pendulum swinging the other way. There was a time not too long ago that one in every 100 new yorkers were institutionalized. There was a big revolt to that. You were part of that revolt. You were in the statehouse in connecticut and we wanted to make sure we didnt warehouse the mentally ill anymore. That has led us to where we are today. Is that a fair appraisal . Its a fair appraisal. We didnt want to warehouse people with Mental Illness anymore, so what we ended up doing is what we now call jails and prisons. Instead of places that they would get treatment, arguably not proper treatment, not funded treatment, you now have them in places that cant hope to treat them at all . Fair . Its fair to say we put them back in places like the cuss towed yal yall care institutions. We put them back into custodial air institutions now called jails and prisons. What we didnt do is build a Community System of care and treatment and thats what we needed to do at the time and failed to do. You know this as a professional, as a lawmaker and as a human being who loves someone with mental experience. Tell us about the experience you know firsthand about how difficult it is to get the system to work for you when it comes to Mental Health. I was not just a policy maker in the 1980s that was connected to anybody in connecticut who could make a difference in my sons life. When my young son named tim was diagnosed with serious Mental Illness which began to manifest at the age of 5, i went through the system. And we went through this system for decades. We did not have a good outcome. We had the more typical outcome. The schools failed him. The Service Delivery system failed him. We didnt get integrated care. We didnt get a lot of early identification and appropriate services in response. My son, like so many tens of thousands of people like him, have ended up as homeless, on the streets of San Francisco in his case. You feel that he is just lost to the system and there is no way to help him . Any comprehensive system needs to focus on four things. Prevention because Mental Illness is a disease of childhood. Early identification and intervention because the sooner we act, the better results we get. Integrated health and Behavioral Health care, and then recovery is an option. Recovery is a goal for everybody. What we have failed to do with this Mental Health system is really to invest heavily in any of those four things. And as a result its not that people like my son tim are lost to the system today because people like my son tim, when they were children, did not have to be lost to the system. So what we need to do is work back. We need to make certain that we give people hope. We give people alternatives. We give people options. And prison, jail, forced treatment, all kinds of other things, frankly, are not options. Whats the answer . Not to say gun policy isnt relevant and has to be promoted in some way and debated. But thats what always dominates when we have one of these violent actions. Mental illness is raised by some of us and brushed aside. What do you think needs to happen . If you put every single story weve had in recent years, one on top of another and look for common treatments, youll find a common theme that pretty much their parents knew there were problems. Their schools knew there were problems. Their friends knew there were problems. No matter how connected those parents were, no matter how many resources they had at their disposal, they were unable to get the resources they needed to provide for the early identification and intervention and the kind of integrated care and treatment that their children and later on young adults needed. The solution is really simple. The solution is to reverse decisions that have been made in the states over the last five years that have cut 4. 6 billion for Mental Health services in our country and add those dollars and then some back. Frankly, the federal legislation that we had before falls so short of dealing with that, that its only going to end up disappointing people at the other end. Give us the name of the bill that people should look to to see whats being offered . I think people should look at the murphy bill and into ron barbers bill. What we really all need to do is look within our hearts and figure out whether its really worth it to us not to spend money on people who need treatment and care. Would it have been worth it to say to people who have stage four cancer were not going to treat you until you have advanced cancer . Is it worth it to us to say to people with Heart Disease were not going to treat you until you have stage four Heart Disease. Why is it going to be worth it to us . Should we say were not going to treat you until you have late stage middle illness. We need to move way up stream, ten years earlier and say were going to start putting money into treatment then so we can prevent the kinds of things hitting the news practically every week. I know the frustration to you, you know all too well how preventable it could be if everyone got behind the cause. Please keep fighting the good fight. We are here to help. Thank you very much. Clippers every step of the way. Sterling says his racist comments were recorded illegally and without his knowledge during a lovers quarrel. Meantime sterlings wife cheryl is reportedly moving quickly to sell the team for billions. How is this all going to happen . Jeffrey toobin, cnns senior legal analyst is here to tell us out. I got to tell you, when sterlings attorney was talking to espn, he sure had a lot to say. I want to get your take on this. Sterling says, his Attorney Says that conversation was recorded illegally so it cannot be used in any proceedings to try to get him kicked out of the league. The Attorney Says, so, if the basis of their case is illegal evidence, they dont have much of a case. The whole thing is a pile of garbage, jeffrey. Well, i think what you see from the sterlings is a twotrack strategy. On the one hand, Shelly Sterling is shopping the team. On the other hand, theyre keeping the league option open by making this filing yesterday. I think they really complement each other. How . Everybody knows sterling is going to have to sell this team. He is either going to sell it voluntarily or be forced to. The nba is going to force him out. Now, they can threaten a lawsuit, but remember, the nba is an association. They are not the government. They dont have to abide by the first amendment. They dont have to honor they have their own rules, and their rules say if threequarters of the owners want you out, youre going to get thrown out. So he is out of there regardless of what this legal filing says. But he can say to the people who want to buy the team, look, you better make my price you better pay me all the money i want or ill just fight it in court. So i think its actually a very clever complimentary strategy, but either way sterling is going to sell the team. To the owners, jeffrey, lets say they have the vote and the votes come against a sterling, the owners vote to say youre out, were going to force the sale of the team. Legally what kind of course does he take . Does he just sue the nba then . How does that all work . Thats clearly whats implied by yesterdays filing. Its a 32page densely argued brief, very impressive piece of legal work filed yesterday by Donald Sterlings lawyer. The clear threat is, if you, nba owners, vote to throw me out, im going to go to court to try to stop it. I think the chances of a court stopping this sale are extremely unlikely. Courts being what they are, you never know for sure what they might do. And sterlings has clearly put the nba on notice that fighting is one option. You werent a little surprised that he hung so much of his argument on the i guess suggested admissibility of the evidence when he knows those rules dont apply in this proceeding . I think thats a weak argument on his part because illegally obtained evidence can only youre only prohibited from using it in a criminal case in court. As adam silver said in the very first press conference, he said, look, the issue of the legality of the taping is simply not relevant. The issue for the nba is are we damaged as a league by having Donald Sterling as an owner because that tape is out there. I think his stronger argument that he makes in the brief is that personal misconduct, saying bad things, racist things, is simply not the kind of misconduct covered by the nba constitution. Thats a stronger argument. I think neither one is going to win. But as you point out, chris, the legality of the taping is really irrelevant. Fascinating nonetheless. Ill tell you that much, jeffrey. Weve seen more progress toward healthier School Lunches in the last two years than over the last two decades. We can agree on one point. I think its probably the last point that you both are going to agree on moving forward. John, you represent an organization, a very powerful trade organization that has members that are not only nutrition workers at schools, but also some of the companies that supply food to schools like cocacola. What are the actual challenges that you believe schools face that need to push off these standards . Right now were facing real challenges in regards to hole grains, the whole grain targets that require 100 of our whole grain offerings to be 50 or greater enriched with whole grain. What that means for us is we have several challenges throughout the United States. Usda, i want to applaud them for introducing an opportunity to get a waiver for whole grain pastas because whole grain pasta is a real challenge for any of our districts nationwide, but it doesnt address concerns that some of our members in the southwest have concerns about tortillas and whole grain tortillas, an item that is so much a huge part of the culture in that area. In the southeast were facing challenges with whole grain biscuits. Students are not finding acceptability with many of those whole grain items. In addition to that, we have sodium targets were facing. Margo, if what john is saying is right, they want a waiver to push off the standards. Whats wlong with that . The answer that a handful of technical challenges that schools are facing is not to dloe out the nutrition standards together which is what theyve been lobbying for. What we need to do is in a very targeted way address those challenges and help schools find solutions. Maybe john is having trouble with whole wheat tortillas. I was in arizona and they have great tasting whole wheat tortillas that the kids love. Why throw the baby out with the bath water . I would never accuse ms. Wooten of being disingenuous with regards to that. Were not advocating a total throwout of the regulations. Were saying maintain the 50 whole grain level. This allows flexibility to offer whole grain items and transition students into more whole grain items over time. Thats what we dead in knox county. We dont do 100 whole grain, but we found items that students are finding palatable. In addition to that, were having issues with sodium targets. Its going to impact the whole grain breads because sodium is a necessary requirement for elevening of breads. We can talk about cheese, whole grain, sodium. At the end of the day, what a whole people dont want to see is another fight nitpicking on details coming from washington. Coming from washington even though youre in different places. Why can this not be figured out without throwing politics into it . Without having to get the house involved in fighting with the first lady . Why cant this get figured out outside of the political realm . I want to get both of your answers. Thats exactly what were asking for. House becomes may not have the same goals as what the School Nutritionists have . They are asking to throw out all the nutrition standards, not just sodium and whole grain. Finally addressing childhood obesity, we need targeted reforms, Technical Assistance to help schools in those areas where theyre in struggling, not throw the standards out altogether. John, what do you say . Like i said earlier, the Nutrition Association is not advocating a complete throwout of all the regulations. Were looking for a slowdown, allowing time for change and allowing time for people to get caught up. School Nutrition Association is an organization that has been serving healthy nutricius meals for over 70 years, nearly 70 years. In doing so, we are advocating healthy meals for kids. Thats what we do to try to discredit the association is not accurate. We are advocating healthy meals. Thats what our association and this foundation is built upon. We look to meet with usda. Im not hearing a good answer why this issue cant stay out of the political realm. Im still going to be left scratching my head, why School Lunches have to be caught up in politics, why it hasnt been able to be dealt with up to this point. We wont get the answer today. A new exhibit just opened called a look into the sixties. We were able to check out the exhibit as it was being unveiled. Its an impressive tribute to a decade of American History that changed the world. Now visitors can get a taste of the 60s at Grand Central terminal strans formed to capture its essence. These are icons of American History. These are stools from the wool worths lunch counter where in 1960 four africanamerican students sat down and request add couple of coffee and helped launch the modern civil rights movement, the sitin movement. This is the bench that dr. Martin luther king, junior, sat on in his prison cell in birmingham and composed the letter from a birmingham jail which. Reporter tick lated his philosophy of nonviolence. The landing on the moon was one of the most significant events in the 1960s, something that president kennedy had promised in his inauguration and made a reality before the decade was out. Just the point of bringing the exhibit to the people is exactly right. To be in Grand Central terminal where people are coming through all day long and people from all over the world come by. I think the venue is smart. Also, the 60s was a very powerful period in our nations development. In many ways, a lot of things that happened in the 60s are still playing out. In many ways the progress we made in the 60s we havent seen since. Its a fascinating period to study, to understand why we are and where we are. Even as a child, everyone always seems to remember when jfk was shot, where they were. Those enduring memories. Even as children everyone took something from that decade. Jfks death certainly for me a new yorker, queens boy, the worlds fair, and also you see exhibits about the cold war and some signs about the cold war. I remember being in school and the air raids that we would have and preparation for an air raid. That was really frightening as a child. And the thoughts that would go through your head. So, also, a lot of new york is in this exhibit. Since i have you and i rarely have a free moment alone with the more developed cuomo. What is your best advice on how to handle this man that i see every morning. Just tune him out. Just turn it off. With your little volume control, just turn off the volume. I rarely meet someone who can really empathize as feel my pain. I wish i could beat him up as good as you. I always could.
