They now think that the batteries have gone flat and it is time to move in for a new phase. Ray shift in the search for missing Malaysia Airlines flight 370 after three straight days, australian officials announced they will begin searching the seafloor with this underwater vehicle. We havent had a single detection in six days. Its time to go under water. Reporter the crew aboard the australian ship ocean shield will launch the unmanned bluefin 21 to map out the search area using its side scan seasoner technology. It will take the vehicle two hours to dive to the bottom. 16 more hours to search a roughly 16,000 square feet section of the floor. And two hours to the surface. It then takes four hours to download and analyze the Data Collected. Mean each mission will take a complete 24 hours to complete. This will be a slow and painstaking process. Reporter investigators are also testing a two liter sample of oil collected from the sea around the area of the towed pinger locator to see if its connected to the missing jet. Meanwhile, the visual search for floating debris will wind down in the coming days. Officials say the bluefin 21 was to be deployed around 5 00 a. M. Eastern time. Although they cautioned raising hopes that the underwater vehicle would discover the wreckage of flight 370, saying it night not. This is the best lead we have. Reporter and with that su submersible coverage, it is a tedious process. At that pace, it could take six weeks, even up to two months to cover the search area. And also that search for debris, weve talked about, the dozen plane, the dozen ships out there several hundred miles to the east, yeah, looks like that going to wind down in the days ahead. Michael, the anticipation of surgency doesnt always match practicality. That is going to be the situation here. Appreciate the reporting. Mary schiavo, not so much, black for boating, lets see if it reflects the analysis. Were hearing about bluefin 21, its going on. Should we be optimistic, ooh, were moving on or the other possibility . Im very optimistic about what they found, that twomile stretch where they got that pinger for is where theyre going to focus that bluefin 21. Hence, the rebirth and renewal theme of the colors you have on today. Mary schiavo, the oil slick that they found in the area, we hear that theyre not going to be looking for debris anymore because they believe the length of time is too long to find out. But then they find this slick. Could it be connected . What are the chances . Well, its possible, thats why they collected the sample to take it back and analyze it. Its pretty close to the area where they found the pings, two or three miles. This is a pretty late date to have an oil slick that close to the wreckage but im suspecting its probably not. Obviously, its a potential blue, but they had to take it and analyze and cover every lead, as you said. I know when were covering oil spills, usually, unless its a huge pouring of the liquid, it goes down pretty fast. But i guess they have to test it, right . They do have to test it. Remember, this is a Synthetic Oil. Its not something you find in a Diesel Engine so theyll know right away. Is the synthetic a different buoyancy . Its much lighter than the seawater. But it doesnt float longer than ordinary crude oil . Not necessarily. It may be less sat rateable. The new term, the bluefin 21, ive heard. The alvin, the remora, what are these, mary . Well, theyre more advanced vehicles. And the alvin has the ability to go down to greater depths. You know, with each passing day with the bluefin if they dont find anything, or if they find something thats at a greater depth than they can handle, then theyll go to the progressively deeper, tougher, shall we say, more intrusive kinds of equipment that they can send down and search underwater. A lot will depend on what the bluefin finds before they deploy any of the remora or tougher or deeper. The chinese also have one, theirs is called the sea dragon and theirs has the world diving record, going down 4. 4 miles manned. There are lots of additional equipment they can use. But, again, theyve got to wait to see what the bluefin 21 does. It will be great news when we hear theyre deploying the remora, michael, right . Exactly. Once theyve got that down there and starting to pick up pieces. Of course, the focus is the black box. In the interest of optimism, if they find the black boxes, the question would be, who gets to do the analysis. Without sharing any criticism here, you want to make sure you get this right the first time, mary. So what do you think happened . Well, absolutely, as weve heard about over the past few weeks theres the international aaviation organization and the standard and treaties with part of the u. N. , the malaysians have the authority for the investigation and would technically have the authority over the black boxes. But the malaysians have already said they do not have the capabilities and the equipment and the experience to actually take those black box, and download and analyze the data. So they were in the uk over the weekend talking to lkao officials, presumably about their decisions and the next phase of the investigation, including who or what group other what country will do the work on the black boxes. They were also discussing with lkao, apparently looking at the newest safety at the airport. So they had lots of work with them this weekend. But my best guess they will assign it to one of the members already on duty. Mary, david, thank you. Again, we must exercise patience, every time the bluefin goes down its going to be a 24hour cycle. In an area officials have classified as new to man. What does this mean and how are they going to do to it . Joining me on the map is david gallon low, coleader of the search for air france 447. And director at oceanographic institution. David, great to see you. Thank you, kate. Lets talk about the bluefin 21. This is a representation of what it would be what its going to be doing under water. It takes a minimum of 24 hours to do each of its missions. Thats right. What exactly is it doing this time. Its obviously going faster than it will in realtime. Well make it a little faster. Its going to take a couple hours to get to the bottom. Its all about power. So its just sinking. Driftinging down. Maybe a little bit of rotation with propellers. When it gets to the bottom, it will sit there exactly, where am i, which direction am i facinging, what am i supposed to do. And off it will go on its Mission Mapping the seafloor as it goes. And describe what mapping means. The not a camera thats its going to be used at least yet. Right. Its going to be using sonar. Its like a torpedo that has beams of sound going out. Whatever that strikes on the seafloor will reflect to the vehicle. It will record those and actually paints a picture line by line over time. At the end of 16 hours, its going to have a whole strip of the seafloor that will be pasted back together until you have a pretty good view of what the seafloor is like. When it comes back up. Angus houston said its going to take some four hours to then download that date before they can begin. Obviously, that means they need to analyze it before they put it back down there. What kind of information are they going to get. What does it look like . Isnt st. Like a 3d map . Were finally going to see what the bottom looks like. Theyre going to see rocks and said attemp sediment. Theyre charging the vehicle for the next mission. Owe theres that, too. Then they spend some time analyzing, it, too, before he put it back. They were saying the First Mission is going to follow a 40 kilometer area. Because the bluefin moves so slowly, it moves at walking pace. Does that seem about accurate . That looks right. Yeah, were going 3 1 2 to 4 miles deemer so its quite significant. Again, theyll be trying to save power on that vehicle. Nothing happens very quickly at the bottom of the sea. Its one of those examples. The payoff should be spectacular, though, if the vehicles working right, can handle the terrain, as i said week going to get our first view of the bottom of the ocean. Maybe they might see wreck amount off the bat. You never know. Are you optimistic or does that seem like a far off possibility . Like with 447, if you have the position, thats critical somewhere around where the wreckage might be. Theyre going on the best last locationso its our best hope. Lets say they go down and they see something that looks unusual, theyre obviously not going to get that data until the bluefin comes up and that information is downloaded. What do they do. Do they swap it out for a cam gentleman. Its like a picture. Theyre interpreting some. Other times you got to pick out things that dont belong there, in the background of the deep sea. Okay. And then if they see something that looks very promising, theyll swap out a camera and send it back down and say take a picture of that. This oil slick. I want to get your take on it. They think theyve seen an oil slick. Theyve taken a sample of it near the area. Does that seem possible to you . Do you think thats connected . Theres a lot of oil slicks out there. Well see. How long do you think the bluefin operation could negotiation david. The tpo operation went longer than what some may have expected. What are you expecting in this phase . Theres no doubt we need to find the aircraft. And this is the starting point for with air france 447, we were there months, all together, about ten weeks, spread over two years. So this could be a long time. Theyll start with this location and start working outwards. They really dont have the balance of the haystack. Its an infinite haystack. It could make months and months. These same demonstrators have taken over another building in Eastern Ukraine. Now, does the violence mean theyre on the path to civil war or war with russia. Joining us now kirk volcker, hes new the director of the Mccain Institute and the Senior Adviser to council. Lets deal with the obvious prospects here. Do you see this situation as leading to civil war, or is this about russia invading ukraine . Very much the latter. This would not be happening if this were not a russianled operation to take over buildings to begin seizing the territory. Ukrainians are looking at how theyre going to handle this. They want to be careful to not get directly involved in the violent conflict with these armed groups because if they do, theres a great likelihood that russia will move its own groups in under the guise of taking citizens. Its tricky for the ukrainians, its about russia fomenting this unrest. Two follows. One, do we believe that these russian demonstrators are jugs military or paramilitary, theyre if this weird garb and they dont identify themselves before they act . Right. Theres no question, theyre wearing bulletproof vests, the insignias, where there are places for it, have been removed. This is very much what we saw in crimea and it appears to be very coordinated as well. This is happeninging in Eastern Ukraine an cities, all in the same way, organized, not just taking building but setting up road blocks as well. Says that professional racing. Ukraine is threatening to have counterterrorism. And is ukraine capable of taking on these kinds of forces, let alone the Russian Military . Well, ukraine is far weaker than the Russian Military, thats for sure. It does have armed forces, it does have police forces. It is going to try to use them in this case. It took some criticism in the case of crimea for not really reacting and that was used as an excuse from western european governments what they should do do help ukraine because ukraine wasnt fighting back themselves. Even though ukraine doesnt have a strong hand to play here, i think we will see reaction from ukraine. Now to the u. S. One before we get to the options, is not doing anything an option for the u. S. , to stay out, its none of yourself business . Yeah, its clearly an option. I think its a risky, dangerous option. The way putin is playing this in russia, hes probing to see what he can get away with. He took crimea. No serious reaction from the west. Now, hes moving on to Eastern Ukraine. If theres no serious reaction here, hell move on to moldova and georgia. And the Baltic States which are nato allies which were only gaited to defend. So at a certain point, were going to run into this with putin if we dont start dealing with it now. Who is we . When you look at the u. S. Side, you have them saying its clearly to provide gas. Thats years away. You have not them really supporting the president. Theres no rallying call here for what we is and who is we and what can we do about it . Let me give you three wes. One we is Transatlantic Community which believes in democracy, security, human rights, all the things that make the world and the society that we live in the way it is. This has been a tremendously Successful Community over the last 60 years, since the end of the cold war. Look at whats happened with poland, the Baltic States or the Czech Republic as they have joined the European Union. We need to nurture and protect this community. The second we is the United States. Twice in the last century, we ended up fighting tough wars. We got sucked into the cold war with nuclear deterrents. We dont want to do that. The final we, human beings. People, in Eastern Ukraine seeing their country torn apart, being forcibly ie ablible abliba country that they dont want to be. It cant be military, right . All we can do it provide support to the ukraine. You dont foresee us going to war with russia . I dont think we need to go to war with russia. I know the administration has already prepared a very tough list of sanctions that they would be potentially prepared to implement. I would argue now is the time. Right. The line from the administration right nowsts but do we have the stomach for that to invest . I get my money there, i get my fuel from russia. Im not looking at sanctions as punishment on them, im looking at punishment on me . Western europe is economically far stronger than russia and can weather this better. And the consequences of not acting is that those very same economic interests can be jeopardized anyway. So i think its better to try to establish one order. And one good piece of optimism against economic sanctions is there has been major divestiture out of russia like 60 billion so far in march. Thats equal to all of last year the money taken out. The bluefin 21 into the indian ocean to search for flight 370. Its been nearly a week since any possible signal from the planes black box has been detected. So officials in charge of the search say its now time to go underwater. Meantime, officials are investigating that oil slick spotted not far from where the underwater signals have been heard. Cnns Michael Holmes is live in perth, australia, the heart of the search effort with the very latest. Good morning you myle. Reporter good morning to you, kate. Yes, they waited until day 38 but theyve given up hope of getting any more pings from the data recorders. Theyll have to work with what theyve got. They do have the four pings they thought came from recorders, theyve try iangleated it as mu as they do. Its going to go down 14,000 or so feet, move at walking pace. Cover about 15 1 2 square miles a day. Mapping the ocean floor, looking for any sign of wreckage down there. At that pace, it could take six weeks to two months to cover the entire search area. Also that oil slick you mentioned there, theyve got two liters of that bringing it back to perth in Western Australia to analyze it to see if it could be linked to mh370. And also that search weve been reporting on in sea and air looking for any debris floating on the surface. Looks like theyre going to wind that back in the next few days. They dont think theyre going to find anything. Chris, back to you. The process is moving forward, does that mean theres been progress . Lets bring in david soucie. Cnn analyst. And author of why planes crash and mary schiavo. Former aviation director. David soucie, when i heard, the battery must be dead, not a call for optimism, you said different, why . With that pinging, at that point, you know youre on to something. This other time period sort of in between, so we can say, weve checked everywhere else. Weve looked everywhere. This is definitely the place to be. So in my mind, theyve got confidence in what they have because they didnt find anything else. Does that make sense . It does. It does. Im thinking about it, mary, whats the pushback . The pushback is, well, isnt there a big difference knowing something isnt somewhere and fwlog it is . You know what i mean, i know its not there. But i dont know where it is, necessarily. Right. And thats the difference between the search for the pings and the search for debris. The pings we think we know it is there. Theres something there thats pinging and we believe that its the plane. As opposed to the wreckage, where we found a lot of places where it isnt. So i think the ping, clearly the best. You know, i dont want to be too much of a pessimist, but thats all theyve got right now. The bluefin will help them have more information about their only clue. But theres a lot of riding on those four pings. And the one thing we know for sure, you cant be looking for quick answers. Thats not the bluefin works. Its a 24hour cycle every time it goes down. Four dauers down. Does its surveillance. They have to download the data. Its going to take time. Two liters of fluid being found from this oil spill nearby. You say thats a big number, david . It is. You would think it would be more disbursed than that. Unless they have some way of gathering it from a large area. The fact that they were able to get two liters means thats very substantial oil. And that wouldnt be indicative of a ship especially if its a Synthetic Oil rather than a diesel oil. And then we have the new terms introduced, mary. Bluefin 21. Weve heard that before. The alvin and receipt mora. The chinese have the sea dragon. What are these names . What do they mean . Well, these are different types of underwater search vehicles. And im not going to say ones better than the other. For example, the sea Dragon Holding the record for the depths at which it can go down and search. The alvin, the remora and the sea dragon are compab of being manned. If the bluefin 21 finds the wreckage, then theyre going to need these vehicles to get the robotic arms to get the black box out. And the bluefin can take pictures of it, but it cant move it around. But the bluefin, remember, right now is just equipped with sonar. Thats the first phase. Then they have to bring it back up. You mentioned 24 hours, if we get to the phase where we have sonar information. They wont just get the data. Theyll do analysis. You can get the payload and change it back to photography payload, as opposed to sonar. Theres no use doing it at the same time because there are different depths. Dont expect it to come out, swap out the data and put it back in the water. It takes some time to analyze it. 16 hours, the thing doesnt move that fast, how much ground can it cover . Ive heard various things. It depends how fast its going through the water. The sonar payload, it can do 18 square miles. What ive heard from dave gallo. Photography is say little different. Also theres a huge variable in the bottom of the ocean and what theyre dealing with, right, mary . They have to be careful. You can only control it so precisely. You can lose it in these operations, right . Right. Or damage it. It looks tough. You dont want to go ramming it into the wreckage or rocks, you would damage it, but theres not just one bluefin 21. There are others in the world. But you do have to be careful with it. You can tell it by the amount of distance you cover. It could go up to 40 square miles a day but theyve got it set on a speed thats literally half of that so theyve got to be careful. And that will increase the sonar or the pictures. Theres only one . Why is there only one of these . There. Are there plenty around, if you break this one, are there plenty of other ones that you can get easily . There are other ones throughout, yes. How easily, i dont know. But they have other ones. And they said if they asked for more, they would get them. They just want the one right now. I understand theyre committed on other operations right now that they dont want to terminate. I dont know what those are. There are a few. These are very expensive machines in the millions. Really . We have breaking news out of ukraine this morning, a fire breaking out at a ukrainian Police Station overtaken by prorussian separatists. The deadline for them to lay down their arms and leave has long passed. Now, its a waiting game, it appears, to see if ukraines acting president will make the next move as fears with civil war are growing. And the u. S. Is warning russia to stay out. We have Barbara Starr at the pentagon but lets begin this hour with cnn International Correspondent Nick Paton Walsh in the ukraine. Nick, whats the latest . Reporter kate, the deadline has passed in which the interim president said put down your weapons, quit the administration in the Police Buildings where youre holding prorussian protesters or well send in an army. And no sign in donetsk, certainly not here in the center of donetsk where the Administration Building has been occupied long by prorussian protesters. Instead, as you just said, were seeing increased movements in many different cities. You just mentioned, troubling pictureses there. A live feed on the internet, showing police trying to flee from the scene. One of them actually trying to hide in an ambulance at one particular stage. We should be seeing, according to the interim president , more around, instead were seeing prorussian protesters violently on a march and holding out maybe the possibility of a referendum here on the future here. But not that response that people thought they would finally get from the Ukrainian Government when they set in that vacuum that the russians are filling. Chris. Nick paton walsh in ukraine. Whats going on is pretty obvious. What to do about it, especially for thes not as clear. Lets get their reaction from Barbara Starr at the pentagon. Barbara, what are you hearing. Fast moving developments. The russian ruble falling to its low in week. Youre beginning to see the impact of this crisis. For the Obama Administration right now, the policy increase sanctions if the russians do not pull back. That is what theyre sticking with. You will not see the administration offer lethal weapons to the Ukrainian Government. You will not see them offer more intelligence sharing. Its all centered around economic and financial sanctions. On wednesday, nato will be briefed on military options for this crisis. Dont expect to see military action. This will involve only increased troop presence in Eastern Europe. For those allies, poland and the baltics. Some perhaps, increased presence of u. S. Troops. But that is what it is limited to right now. What the u. S. Plan is, what the u. S. Policy is to try and deescalate this crisis. Of course, the question is whether Vladimir Putin is listening. Hes got 40,000 troops just on the other side of the border. And everyone here will tell you it is up to him, whether he decides to go into ukraine or not. Hes got the capability. But will he do it. And no one knows the answer to that right now. Back to you guys. Barbara, no one can get in his mind at the moment. Thank you very much. Is ukraine on the brink of war with itself or russia or both . Joining us now to discuss, cnns chief International Correspondent, christiane amanpour. Good morning. A lot of fast moving developments today. We have to keep our eye on the ground, quite honestly. From what you can see, an ultimatum set, a deadline passed . No real change in positioning. Do you think ukraine is on the brink of civil war . Im not going to say that because i think its really crossing a major red line. And i think the whole world wants to make sure that doesnt happen. But as barbara said, one of the most incredibly difficult things here is because we dont know whats in president putins mind. So when you have a diplomatic track, you have to know what the other side wants to have diplomacy. Nobody does right now. When i interviewed the commander of nato who confirmed to me there were 30,000 Russian Troops on that border that could move within 12 hours of getting an order. He said, either theyre there to be positioned to move in. Or, to be positioned to keep the pressure on ukraine and on the west until russia gets what it thinks is a reasonable and acceptable political situation in ukraine. What russia wants is a friendly Ukrainian Government. And it looks like its going to try to do whatever it can to get that. But the parameters of what russia what will apiece russia and deescalate this it doesnt seem like that is clear right now, right . Well its not clear at all. Except to keep talking about this federation, this tend to have less Central Control in those eastern provinces. And again, today, the interim ukrainian president said hes not opposed to that. Maybe there could be a referendum. But he is absolutely convinced that the majority of ukrainians will vote to keep the state whole, to keep ukraine whole. Look, this is a major problem here. Talks at the Security Council. There are going to be talks at the geneva with talks of all party, including russia and the u. S. That is very important to see exactly what the parameters are of what people want. Right now, western leaders today have come out again and blamed russia for the destabilization in Eastern Ukraine. Saying they see both the germans and the british said today, they see russia behind whats going on in Eastern Ukraine. Do you think theres still a real question, if russia is behind whats going none ukraine, in your mind, christiane, youve seen, unfortunately, many conflicts play out. Right. Do you think there is still even a question . Or is this just semantics . No, i think there say question, and russia wants to make sure as i said, whatever happenss ukraine stays within is orbit and has a friendly government. And these are crude pressure points on the ukrainian authorities. This is pressure, you know, with heavy armor, heavy military material. Basically saying to the ukraine you do what you think is accept isable or else. We dont know what the or else is right now. Heres the most important thing which ive been covering for years in these civil disturbances. That the press plays a massive role. And whats happened is russia has basically taken off independent television, whether it was in crimea before and other places right now. Has said and pumped in this poison coming from russia state television, russia today, all of these staterun organizations. And is completely discoloring the truth. And that is a big problem. An one of the most interesting things happened over the weekend in russia. Something like 10,000 russians went into the street to protest the lies that Russian Television is telling the russian people and those russian speakers in that part of ukraine. That element of it, as well as others. The question is what can the u. S. Do . The British Foreign minister came out again this morning to say sanctions is the answer. We know that is the preferred path of the Obama Administration. It has not done much to slow putin to this point, though . It may not have done. But there are still be economic ties that are actually hurtinging the russians. What many people are saying, look for the last decade, since the fall of the soviet union, officials in the west have worked so hard to engage russia, to actually Work Together on so many issues. All of this is being ruined right now. All of this lowlevel, middlelevel cooperation thats been going on between russia and the west is really in jeopardy right now. And that is one of the very big negatives on this. But also, you know, russia is constantly, this mythology of this chip on its shoulder, this were being surrounded, nato is pushing eastward into our domain, all of that is a strong mythology of victimhood that russia is perpetrating in order to get support on its side. I spoke as i said to the commander of nato, he is going to give recommendation midaim on what options the alliance has. One of those options is to increase tanks. Increase air surveillance, increase patrolling. Also potentially and this is what the Baltic States want to put nato grund troops in those states, in nature tro states, to send a strong message to stop. Its presence. Yeah, yeah. Right now, theres no physical presence on the ground. Because thats also a dynamic here and it seems to be one that putin is relying on. Do you think the acting Ukrainian Government, the country is broken. Is the acting Ukrainian Government capable of following through with the ultimatum that it lays throughout in defending itself . I think its difficult. Everybody has said if ukraine engages russia, ukraine is going to lose. No, it it does not have the capability. The calvary is not coming over the hill. But what ukraine needs is very, very strong western engagement. Very strong western economic help. Look at the russians have put up the pricing of oil by double, or natural gas, whatever it is. Completely out of the realm of the market numbers. And it just jacked up the price of the energy. And its doing the same to europe. And its saying, look, we can play these games with you. So ail lot of dominos. Yurm has to figure out how to become more Energy Independent of russia. And ukraine needs western financial help. And western political advice right now like it never did before. It seems that is apparent now more than ever. Christiane, thank you. Always great to see you. To south africa where Oscar Pistorius is back on the stand now for a sixth day. Hes being grilled by the prosecutor who is trying to paint the olympic sprinter as a selfobsessed man who intentionally kid his girlfriend Reeva Steenkamp. Cnn is live in south africa with a gripping day of testimony, robyn. Reporter absolutely. Ive been in court all morning. Its extraordinary to watch. As this prosecutor is grilling, needling Oscar Pistorius, literally talking to him from this direction, pistorius ignores him totally and directs all of his answers to the judge. I can honestly say he hasnt probably looked in that part of the court the whole three days of crossexamination. That prosecutor going on and on, crucially from a legal standpoint, he said that Oscar Pistorius had changed his defense. Another grueling week of crossexamination begins for Oscar Pistorius. You fired at reeva. The other versions cannot its not true, my lady. You fired at her. Why are you getting emotional now . I did not fire at reeva. Reporter forcing him to continually recount the night he shot and killed his model girlfriend Reeva Steenkamp who he alleged thought was a burglar. I screamed i said get the [ bleep ] out of my house. Get the [ bleep ] out of my house. Reporter challenging the events. The prosecution said steenkamp must have lived six hours before she was shot and killed. Pistorius said he and his girlfriend last ate eight hours before he shot her. The prosecution detailing that fateful night, including steenkamps jeans found on the floor of the bedroom must have been left as she tried to escape an angry pistorius. She wanted to leave and get dressed. My lady the denims were inside out. So that would make sense she took them off. Reporter if steenkamp was awake when he got out of bed to bring in the fans and close the curtains, why didnt she ask pistorius where hes going. Normal people when you get up, she would say where are you going . And you say my lady, im not even sure it would be a probability that if someone gets up in the night that their partner would even ask them what theyre doing or if they cant sleep. Reporter now, all morning, the prosecutor has been probing on small details, going around and around in circle, predatorlike, i think. At times a battle of wills. A man who alleged opened fire at two kansas city Jewish Centers killing three people. He is expected to appear in court today. The shooting has stunned the community. Most of all, this woman, we want to show you. The mother the mother of the mother and son of two of the victims who bravely spoke at a vigil just hours after the shooting happened. Listen to this emotional sound. I am the daughter of the gentleman who was killed. And im the mother of the son who was killed. And i want to tell you how much i appreciate you all being here. They were members of your same church, did you know them . I didnt know them personally, but our entire Community Feels connected to this family. This is a suburban area of kansas city. This is an area of lots of schools and families. And yesterday afternoon when this news came out that this killing had occurred right here in Overland Park just about 12 blocks from my house, it struck all of us personally. I attended Church Services later in the day, about 5 00 where our pastor Adam Hamilton informed us that people who had been killed had not been identified. Were members of the courage and had attended that church and members of the community. I think were stunned this could happen in our community. As we all do, we watch these news stories about these horrific acts across the country and yesterdays act occurred very close to home, obviously. I think weve just got a very stunned community right now. And these victims and their families, our hearts are breaking for them today in kansas. And you always think when you see these stories that this couldnt happen to your neighborhood. Your heart always breaks, but you think it couldnt happen to you. And it did hit so close to home. There was a third victim who has yet to be identified who was killed at another Jewish Center nearby. Do you know anything about her . We dont know much about her at this point. I will say, standing in front of the Jewish Community center which say center that serves the entire community. Weve got a very active Jewish Community here with a very active community that attends the center and is occurred. The first shooting occurred here. But the second shooting occurred almost eight blocks away at a village for a Retirement Community that office serves people of many denominations. We dont know much about the victim there but we do know that the rampage started here and moved on down the road. And took another victim. Were still trying to learn about what occurred there. Obviously, its something that stunned a lot of us. Congressman, i dont think any of us can fully understand why something as horrific like this could happen. This is being investigated as a hate crime. Can you tell us anything about what authorities think happened and why this man went on this deadly rampage . Well, we dont know enough about what his motives are but, boy, his history tells us a lot about what his motives probably were. This is an individual that were learning had a long history of antisemitism, racism, had been the head of several White Supremacy groups. He is a missouri resident, we understand, from several hours away. As far as we can tell, have no connection to our community here. In suburban kansas city who drove, apparently, into our community yesterday to commit these acts. Now, to pick the Jewish Community center and village shalom given his background tell us these are started killings and he had antisemitism as his driving force when he arrived here. Two of the members were members of my church, the United Church of resurrection. It appears to be driven by hate. I know the fbi is investigating today. And the man is to be arraigned, i believe this morning in our district court. Well learn much more coming in the days to come. All of this at the hour to park passover. Well, just moments officials launched bluefin 21, unmanned submarine looking for things on the ocean floor. Lets bring in cnns analyst david gallo, a coleader for air france 447 and add woods hall oceanographic institution. The first thing we should point out here, says that good representation of how not simple the bottom is, right . Yeah. Its that is flat. The black box is obvious. The water is clear. Yep. Well, in the real scenario of the indian ocean, the conditions arent clear. Youre dealing with topography. You cant see, 3 1 2, 4 miles deep. This could be surrounded by boulders. Not in the same color. In sonar, its black and why, shades of gray. This could blend easily. Or could be down inside of a gully. Youre right. This would be ideal but unlikely. If it were this obvious, you would have been home watching the masters instead of helping us here. The first thing is the pinger. What were they trying to get through here . Just trying to locate the pings coming out. We all learned now that that battery is probably dead. Thats just sitting there on the floor of the sea not doing thing in that. In truth, this is the most effective evidence we have to date, it picked up the pings and gauge us cross locations that we could get to, somewhere in that proximity, right . If this works, no need for a need until a haystack. This is the spot. So now they get to the sonar, and hoping to pick up a ping. There was only one ping. Somewhat unproductive, right . You got to try everything. The planes have ability to move faster in a wider area. These things work well in quiet water. They had to give it a shot. That takes us to this. Theyve picked up their pings. They dont think theyre going to get anymore. They think theyre as close to finding the actual box as possible. Theyre going to cut back on searching for debris. Theyre not listening for pings anymore. Now weve got the bluefin. This is a slow process, why . Its slow because you can walk faster than it can walk. At the bottom of the sea, you want to avoid obstacles, you want to conserve battery power. Theres a tradeoff how fast you go and how rapidly. Thats the ideal. About as fast as you can walk, this would be mapping either side, like sonar, mapping out anything that stands in the background. Its using sonar, how. G is that . Its great it helped us find air france 447. We had three. Why dont we have three . Well, this is operated by Phoenix International. They were a partner in air france 447 and the titanic. And 245i6 got this, and im sure theyll try to get more if they need them. Do you think thats an indication of how close they are to it. I think part of it knowing its gpl did its job. Right in the bullseye. If bluefin picks something up, the next stage would be the coolest thing named alvin since the chipmunks. This thing can get farther down . Yeah, alvin is work the pacific as we speak, on science missions. So its a long way away. What we want to hear is that the sucker fish has been send down, the remora. When you hear theyre using remora, that means they can pick something up . Remoras got great cameras. Like the coolest video game on earth. Its designed to locate, reach up and grab whatever you want. When you hear remora, you know theyre not joking around. Did the job for us on titanic a couple times and air france 447. Crews are deploying the bluefin 21 autonomous sub for the first time in the search for flight 370 sending it in the bottom of the ocean for plane wreckage or debris. Officials have given up trying to detect any more signals from the black boxes. In the meantime, an oil slick has been spotted in the search zone. The source is not known yet. Officials say it will be analyzed to determine if theres any connection to the plane. Now, to the crisis in ukraine and growing concerns that a civil war may be brewing. This morning, prorussian activists forced police out of a building in Eastern Ukraine. Windows were blown out. A small fire could be seen inside. All of this after the acting president expired deadline. And it called for protesters to lay down their arms and leave occupied buildings. Police in kansas have identified the man they say opened fire at two jewish facilities on the eve of passover. 73yearold frazar glenn cross is due in court, hes suspected of killing three people including a doctor and his 14yearold grandson. Officials says he has longheld ties to supremacist groups. Cross faces charges of premeditated murder. Oscar pistorius is facing relentless crossexamination from the prosecution which folk cuffses on the night he shot and killed his girlfriend. The prosecutor bluntly telling pistorius that he was sttailori his evidence. But prosecutors argue that pistorius intentionally shot steenkamp after a heated argument. Sixth day of crossexamination there. Pistorius is having a hard time in the questioning book in terms his answers and demeanor. He keeps breaking down. Lets head over to mr. And didnt the president say if they carried out actions there would be further sanctions . So far, we havent heard anything. Two mounpoints, molly, one, mccain wants more muscle, arm them. And more output from the president himself. In this Republican Party, john mccain say lonely voice . Yeah, he really is. Ukraine, he clearly sees it as his job to keep the pressure on. He does feel hes the only one who is keeping the pressure on the administration on this front. Washington has a short attention span. Congress has a very short attention span. Is there doesnt seem to be a lot of focus on the issue. Meanwhile, as weve seen, the unrest is growing. Its not going away. The Vice President there more more than a week now. There are not a lot of great options . There are not really great options. Thats going to be watched highly. With the Republicans Party and leaders in foreign policy, what are they going to say if the United States says were not using more force, youre going to hear the Lindsey Grahams and marco rubios of the world stepping up and saying is this another thing from president obama, parade thats going to sit is there and watch things happen around the world and not do anything about it. It will use sonar, sidescan sonar, its called to map the bottom of the ocean but where they start depends on what Little Information they know so far. Lets bring in david soucie, cnns analyst. The author of why planes crash and a former faa inspector to discuss what we know and what we dont know and where theyre going to be, david. This all comes back to the pings. The pings that they dont know. This is the first ping they detected, the second, the third and the fourth. Where is the search today . What theyre going to do is focus on the first one because the first one was the long equivalent and most consistent. These others are most likely artifacts. Theyre other pieces these are the echo ones. These are the ones that kind of bounced and moved around out here. Why do you think they know they want to focus on this one its the first one they got, but why isnt that an echo . Well, because its solid and for a long period of time. This is the two hours. Yeah. If you look at where the beacon would be and its radiating out. Remember, it will go three miles or so. And thats a minimum it can go farther than that. This is 160 decibels which is the same as a gunshot. Thats how loud it is. Weve seen the demonstrations on the cnn website that talk about how far this thing went. We drop it in and it went ping, ping, ping. Thats a meek sound. Its not really that. Its a dog whistle frequency, so we cant hear it with our ears, its nonetheless, 160 decibels. You know, its ten times louder than that. It radiates quite a distance so thats why we have the pings out here. We assume its going to focus generally here. Correct. Its a large area, still, that were talking about, like 500 square miles. But the Mission Today that the bluefin is going to be taking on, theyre starting at 40 square kilometers, 15, 16 square miles . Right. And again, thats focused on this line oops thats okay. Pick a color. Any color. All right. So lets go out for a second. And this line is two hours, they have that ping. Okay. Now, think about that, as to where within the pinger would be, it has to be within that circumstance that i drew before. So it has to be within a circle thats Something Like this. The center does three miles this is more like a mile and a half or two. So its either here or a circle like this. Does that make sense . Ive got a lost lines. Its got to be in one of these two areas. I think theyre going to be looking here. And theyre going to be looking here because those are really the only two Viable Options for it to be, to produce a signal like that. So if they dont come back, the bluefin comes back up to the surface. They download the information. That takes four hours. Then they look and they dont see anything abnormal. They dont see anything that could be the ping. Could be the black box. What then . Where else do they go . There are other places you can look around here, remember, i said the minimum requirement is threemile distance. Okay. It could be more. It most likely is more. Just like with the batteries, they said its 30 days. Thats a minimum but it went clearly 30plus days . 35, 37 days. Yeah. So, again, this radius could be bigger and again just keep extending out. I would guess the pattern is going to look Something Like that. The more days this goes on are we in a better position because theyre ruling out areas . Or is it becoming more unclear . Earlier we said its good to know where it isnt so then we can look for what it is. Is that the same thing with the bluefin . Every time they didnt find something, the level of confidence in this one went up. Thats where we can begin our investigation to determine the facts. So the level of confidence is going up when they didnt find anything else. Does that define this phase . It does not. Because if they dont find anything that these two likely places then were going to get into some trouble. Then were going to have to expand the search. One thing ill tell you, michaela, talking about where ebola comes from, the remost forested areas, thats where typically it has been in the past. As you pointed out, its getting into the capital city. Were a stones throw away from an international airport. This is one of the isolation areas, got unique access here. Theyre trying to prevent that scenario from happening. They know, we know ebola is a swift, effective and sometimes bloody killer. Even testing for it, michaela, can be very risky. A simple blue box potentially carrying one of the most dangerous pathogens in the world on its way to be tested. In less than four hours well find out if he contains the ebola virus. The fate of three patients depends on whats inside. Simply getting the blood samples is a lifethreatening job. One of these workers told us he has a 9monthold baby at home. Theyll do everything they can to protect themselves. Three pairs of gloves, booties and layer after layer of gowns. They go in to see the patients. Its their job to test the sam for the deadly virus. Theyll have results just two hours from now. A few years ago being able to test for ebola on its own turf was impossible. Blood samples had to be taj en out of remote areas in Central Africa and flown to the cdc in atlanta or who. Pilots would sometimes refuse to fly the dangerous pathogens. Even if they did, it could take days or weeks to get the results. 8 00 p. M. , we get the call. Two of these are positive. Two of the three patients now have confirmed ebola. Reporter one of the things i want to point out, after someone is exposed, it can sometimes take from two to 21 days for them to develop symptoms. You can see the problem there in exposure and maybe get on an airplane and travel around the world. Its an unlikely scenario, but theyre trying to prevent it from going global. One of the things were concerned about, obviously, sanjay is your safety and the safety of our crew. Given what we dont know about how its spread, given what we know about the death rate, 90 death rate, what are you guys doing to protect yourselves . Reporter its worth pointing out that ebola is actually a difficult thing to, quote, unquote, catch. Its not airborne, for example, like the flu. You have to have long contact with somebodys bodily fluids. Thats why Health Care Workers, family members are most at risk. 14 Health Care Workers have died. The real key keeping your skin protected. Navy underwater vehicle, bluefin 21 has been deployed to map the indian ocean floor. It may be the last, best hope for search crews to pinpoint the wreckage. Australian Officials Say an oil slick was spotted in the search area. Sample was taken. Tests on that could take days. Lets check in with Michael Holmes live in perth, ought trail yeah. They got about two liters of oil. Thats unusual and promising, yes . Reporter yes. As you say, theyve brought it back to perth. Theyre exercising caution as always. They had to they saw the slick. They had to get a sample and check it out. Well know in a few days whether its related in any way to malaysian flight 370. Now, those pings we reported on those four pings, they were hoping to get more pings to narrow the search area even further, but now day 39, the flight recorders were meant to last at least 30 days. Were now on day 38. So theyve decided to try something new. Reporter a search for missing malaysian Airlines Flight 370. After 38 days, authorities announced they will begin searching the sea floor with this underwater vehicle. We havent had a single detection in six days. Its time to go under water. Reporter the crew ap board the ocean shield will map out the search area using the side scan sew far technology. It will take the vehicles two hours to dive to the bottom, 16 more hours to search a 15square mile section of the floor and two more hours to return to the surface. It then takes four hours to download and am lies the Data Collected meaning each mission will take a full 24 hours to complete. This will be a slow and painstaking process. Investigators are also testing a twoliter sample of oil collected from the slick on the sea around the area of the towed pinger locater. Theyre looking the see whether its connected to the missing jet. Meanwhile, the visual search for floating debris will wind down. The bluefin was to be deployed about 5 00 a. M. Eastern time. Although they question the hopes that it would discover the wreckage of flight 370, saying it may not. This is the best lead we have. With that bluefin it takes two hours to get to the bottom, all 14,000 feet or so. It spends the next 16 hours going at walking pace. Were told that at that pace, it could take anywhere from six weeks to up to two months to cover the entire search area. This is another phase and it is a long, long process. Kate . Michael, thank you so much. Lets bring in david soucie, cnn safety analyst and the author of why planes crash. And also mary schiavo former Inspector General for the department of transportation to discuss these latest developments. Good morning, guys. Lets start with michael just left off, david. They call it a slow and painstaking process, this new phase were entering. He said it could take between six weeks and two months to cover the area that they have narrowed this down to. What does that mean . If you take all that square mile area and just do the math, it comes out to that. Part of that as well is that each time the vehicle comes up, you have to evaluate the payload. If they found some evidence of anything that they have to evaluate, do we change out the payload from a sonar to a photography payload . Theres a lot of decision making. There has to be some analysis before they download the date and the put it back in the water, charge the batteries or swap the batteries and put it in the water. Theres a lot of time in between. Theyve also cautioned at the same time, mary, they cautioned sending the uav down does not necessarily mean theyre going to find the wreckage. What are the chances . In your experience with how these searches go, although this is completely atypical, what are the chances theyll come back with something . Well, the chances theyll come back with something immediately are pretty slim, but the chances they will come back with finding the wreckage are pretty good. In most past accidents, most past investigations where they have clues, in other words, where they have clues of where to look and they thought they were looking in the right place, they have come back with the wreckage or one or two of the black boxes including one in the indian ocean that was 16,000 feet under the water, the crash of South African airways. That holds the record. Since they do have clues and they believe theyre looking in the right area, i think they will be successful. It might take a long time. It may not be tomorrow, it may not be next week, but its probably going to be within the coming weeks or months. And it does work kind of at a walking pace, this bluefin. It makes you wonder when you look at past wrecks and how its been searched, and all the technology that is available around the world, is there any good reason that there isnt another submersible thats down there assisting in the search . You know, i suppose it would help. But at this point were not talking about a rush. We want to do a it thorough and make sure its accurate so every bit of information you dont want to have some indication and find out later it was interfering with some other submersible in the area. I really like how chief air Marshal Angus houston is running the investigation, the way hes communicating. Hes very clear and concise. Thats the way to run an investigation. Youre right. At this point it is not a race against time. Were not looking for the pings anymore. This is a slow, arduous process. Mary, what do you make of this oil slick that was detected some three miles or so from where theyre searching . Does this give you hope . There are a lot of oil slicks. Well, there are a lot of oil slicks. Its awfully close to the search area where they believe the downed aircraft is. Overall, these 38 days, it would have dissipated far and wide. The currents would have moved it away unless for some reason it was just recently released from the mek kaj, some kind of equipment failure, et cetera. You know the old saying, delusion is the solution to pollution. Theyve had a lot time to dilute this and move it away from the area. Im a little skeptical and it might even be from some of the ships working in the area. But theyve got to check it out. Angus houston was right, if theyve got a lead, they have to check it out. Once we hope we get to the pint of handling all the analysis, saying we find it, who is going to handle it . Who should handle it . How does this order of operation go . Iko rule section 3 talks about there actually are rules. Are they going to follow this . Mary pointed out a few days ago about the iko rules dont have enough teeth to be enforceable unless the iko members dwayne werth is on that team, the ambassador for the United States on that team. As far as whether theyre going to enforce something, its not the appropriate time to do that. For example, the 30day report, preliminary report should have been released by now . I made a mistake the other day and mary was write about the fact that its not an enforceable thing, its an agreement they made. Unless they agree to enforce it and say we want to report today, theyre not going to do that. Mary, let me get your take on who should be leading the investigation, that part of the analysis when it does come in. I think the australians. Theyre already there on site. They have the capability. They havent worked a number of huge accidents like the United States or the british or the french bea has. Theyre there on site, the world seems to trust them. Let them go with it, run with it. I think they will call in other officials, theyre already there, in fact, including the ntsb and others. Dont change horses right in the middle of the stream. Were still looking around for any sign of the Ukrainian Government or Police Actually trying to reclaim authority here. Reporter across Eastern Ukraine, confrontation and violence are the new language of protest. But officials warning that the threat of civil war looms closer than ever. Overnight an emergency meeting of the unit Nations Security Council convening at russias request, the Russian Ambassador calling the situation very dangerous, placing the responsibility for avoiding war on the west. In ukraines second largest city sunday, pro russian activists attacking those supporting the government. This amateur video captures severe beatings. Further east closer to the russian border, militants are taking over russian buildings. This is the scene where the Police Station was stormed. The captain tries to to stop them. Theyre pushed aside. Shots in the air. The station is occupied by militants surrounded by barricades. Outside slavyansk, a ukrainian Security Officer killed and another injured in a shootout apparently with other militants. The prorussian groups well armed and organized in uniform and prepared to use their weapons. Ukrainian officials issuing an ultimatum to those occupying government buildings, either disarm or face a fullscale antiterrorist operation. Moscow accuses ukrainian authorities of declaring war against their own people. What is remarkable is how weve seen the Ukrainian Government fail to mount a response on the ground. Even the interim president holding out a possibility maybe of a referendum on the future of Eastern Ukraine, which country would join potentially on the same day as president elections in may. What would that president be president of . If it happens, that would be a huge concession. We are seeing here a messy response from kiev, the central government, and increasing organization, prorussian protesters on the march here. Dont forget, chris, the key reason why were not seeing the Ukrainian Army moving in, 40,000 Russian Troops that nato and washare quite clear on the other side of the border and moscow saying they reserve the right to intervene if their see their come patriots prorussian sentiment is under threat. Chris . Thats a great point, nick. Its exactly that inability to combat Russian Troops one for one that makes the threat somewhat hollow. Lets bring in fareed zach car yeah. They cant do anything, can they . Russia spends about 20 times what ukraine does on its defense budget. Its highly unlikely ukraine could do anything if it came to Russian Troops. What i think theyre trying to see, the rest of the world and we, can if Ukrainian Government find a way to deal with these protesters and the masked goons who are almost certainly russian either army people or in some way paramilitary or kgbtype operatives. Part of it is the skill with which they can do it. Part of it is to see what kind of support these people have on the ground. I think what putin is doing right now, his first phase f you think of it, was testing western governments to see how far they would go when he annexed crimea. Phase two is now testing the Ukrainian Government to see how much control they can actually assert over this part of Eastern Ukraine. If hes able to ferment enough instability, i think he will either try to make the case that this needs to become part of russia or that it needs huge amount of autonomy so it de facto becomes part of russia. Lets look at his progress so far. This is what we see. This is where the outbreaks are right now, right . Thats exactly right. Its all the eastern part of ukraine. You can see very close to russia. One part the map doesnt show you, this is a piece of ukraine that has a lot of economic activity, a lot of heavy industry, a lot of mining, met lur gentlemen. Its a part of ukraine unlike crimea which is an economic basket case. Ukraine cant afford to lose this piece. Its no coincidence that its the Economic Center that is being attacked as well as the kind kind of the ethnic disbursal is also relevant. You see the different languages here. Its showing this is a different ethnic mix here. Exactly. You see its darkest red in crimea, almost 70 russian speaking. This is all pretty strongly russian speaking. The key is putin is trying to figure out as is the Ukrainian Government, how much support is there in these russianspeaking places in Eastern Ukraine for closer ties with russia, how much do they dislike the government kiev. Its not entirely clear. What i hear is a lot of the younger people even in the russian speaking part of ukraine want ukraine to be an independent country, not a satellite of russia. Im sure the shadow of communism is something they very much want to get away from, especially the Younger Generation looking for economic opportunity. Fair point that if russia wanted to take over ukraine, it wouldnt start here, it wouldnt tiptoe. It would go right to the capital. Any kind of optimism to be taken there . No. Because i think what russia wants to do is dominate ukraine. I think they understand the attack on kiev, this is fiercely antirussian, this whole area. They would fight, as we well know, trying to occupy Foreign Countries is very difficult if the local population is against you. What putin is doing is much more clever. Hes going to the places where he thinks theres russian support. Doing it the easy way. Right. Frankly, the west is making it easy on him. I think theres something a little artificial, these sanctions are being planned. Are we overestimating the tolerance of western European Countries to put sanctions on russia given how closely theyre tied to the fuel and the investment that they do in russia . The most important one is the fuel, and the most important country there is germany. So look at these pipelines. This is all russian gas going to europe. Now, the russians cant really afford to cut this off either. But the europeans cant afford to have no gas. I think germany gets Something Like 30 of its natural gas from russia. They shut down the Nuclear Power plants they had after fukushima. So for electricity, they rely increasingly on natural gas and increasingly on russian natural gas. We cant replace that. The u. S. Saying well supply them. We dont have the infrastructure or capability to do that for many years. No. Thats a pipe dream, 15 years out. You have to invest in plants, convert gas to liquid natural gas. Its not relevant. Its politics which is another part of the problem that youve spoken out very eloquently and we need to make a point now. We do not see a we in the United States right now. Mccain is saying give them light arms, the president has been too week. No one is rallying to his side. Even back in georgia in 2008, you saw democrats getting around bush saying, lets figure out how to do it the right way. Thats not happening right now. The Big Development in the search for flight 370, crews are deploying the under water vehicle, bluefin21, to scan the ocean floor for possible wreckage. Joining me at the map is david gal galo, director of special projects. Lets put this animation back up of our representation of bluefin21 and how it would search. Why we have the clock, remember, is because it takes a minimum of 24 hours to complete one mission, one time down and one time back up, right . Collecting information, being charged with batteries, let it go. It slowly sinks to the bottom, does its routine, comes back up. You offload the information, charge it back up and send it right back up. When you talk about it will go down and do its routine, i find it interesting because angus houston, as he described it, this is an area new to man. As far as we know, you have much more experience in this, talk about what we know and dont know about this area of the ocean floor. We know the big features. That vehicle has to work in the nittygritty, in the individual small obstacles and anything that sticks up off the sea floor is an obstacle. We need better maps. Im assuming weve got thesomewe along the line they must have some idea of what the sea floor looks like. Is it rocky and steep or flat and sediment covered . I dont know how they know that yet. How the side scan sonar, how effective it is on the ground, how is it affected . Quite a bit. If you have steep slopes and boulders strewn out, it can look just like a debris field. If the wreckage is in fact there and the black boxes are there, its tough to pick them out against that type of background. Remember were mapping with sound here, not with cameras. Everything tends to look gray or black. Because were dealing in an area new to man, do you think its more likely or less likely theyll send down a camera sooner rather than later. As you said, theyre working with sonar and sound, not necessarily visuals. They have a camera they can put ton bluefin and send it down. If they find something more interesting, they are the ramora, i think its landbased, a robot they can send down with very High Resolution cameras. One of the challenges is the topography. We dont necessarily know whats down there. Another challenge is simply the depth. Where theyre operating is at or near or even beyond really the depth range of bluefin. Is that going to be a problem . It could be. Its going to be challenging. What happens when it gets past this depth . They have things they can do that fly high so theyre still inside their comfort zone way above the sea floor. You sacrifice detail when you do that. Ideally you want to hug the sea floor and move slowly. If its too deep, theyll stay high up in the safe zone and do their mapping. What did you learn from being involved with the search for flight 447 that would help inform how things need to go now . We were talking in the commercial break that the search efforts, there were three under water, Similar Technology vehicles going down versus one. What did you learn from that experience that helps inform this one . We had to start with the lastknown position. Very soon after that the french made a very nice map of the sea floor. You already were ahead of where we are now . We were in that regard. We knew where the tough spots were. We had three vehicles we released at once. The back of the ship is almost like an aircraft carrier. Triple the speed of information gathering. Then we brought in the Phoenix International with the ramora to do the actual work of recovering the black boxes. With all that information, does that make you more optimistic or less than how things are going to go with this . I never like to secondguess a crew at sea. Thank you for coming in. Happy to be here. We look at these events day by day by day. We do not see any deescalation or any promise that both sides are going to retreat. It makes people wonder and fear that ukraine is heading for a civil war. Do you think thats possible . I wouldnt quite call it a civil war. That suggests the ukrainian population fighting among themselves. I think what youring are isolated cases where theres been armed takeovers that look to be instigated by Russian Special services. This is going to put the Ukrainian Government at a dilemma. On the one hand, do they try to retake some of these buildings, risk using force that could produce bloodshed and could be controversial in Eastern Ukraine and might be a pretext to Russian Military action or do they sit back and do nothing and watch these sorts of seizures continue . Its a very difficult situation the Ukrainian Government faces. What do you think is the best of those bad options. Neither option is good. I worry the Ukrainian Government is going to feel that if it does not act, it may end up losing Eastern Ukraine. Theyve given two ultimatums with deadlines that have passed with no action. At some point i worry that the government is going to feel its compelled to act in a very understandable way. Whose next move is it . We always talk about kind of in the chess match, unfortunately that analogy has been brought into the conversation. Whose next move is it . Are we waiting to see how Vladimir Putin responds or are we waiting the see how much force the Ukrainian Government is waiting to put into this . I think weve already seen how putin intends to respond. Youve seen continued efforts over the last several weeks of economic pressure thats clearly aimed at destabilizing the acting government. There is a planned meeting taking place on thursday in geneva involving ukrainian, russian and Foreign Ministers and the ukrainian representative for foreign policy. If that comes off theres still some question. But that would be an opportunity if the russians want to deescalate the crisis for the russians to bring new ideas. Its good that meeting it will be a good thing if that meeting happens. Its not yet clear that the russians will come to the table prepared to actually resolve this crisis. Thats absolutely right. Also new that were learning is Vice President biden is looking to travel to ukraine next week, obviously a show of support for the ukrainian people. But what can the Vice President accomplish . Is there another diplomatic offramp that is feasible . I think the Vice President s visit is an important step and its a number one of the number of steps the u. S. Government has taken to signal Political Support for kiev. The main news in the visit is that hes going there. The bigger question is that you have seen the russians not try to deescalate this crisis, the increase in gas prices and again i believe theres a pretty compelling story that what youre seeing going on in the last ten days in terms of these takeovers are being organized by moscow. Theyre not deescalating. Theyre increasing the pressure. It now looks to be time that the United States and European Union should consider additional economic sanctions basically to make clear to russia that there will be consequences for their efforts not to defuse the process. The British Foreign minister today said sanctions are the route we must take. The reality is sanctions to this point have not slowed or stopped Vladimir Putin, have not slowed or stopped this escalation. What can work then in terms of sanctions . I think the sanctions are beginning to have an effect. In the First Quarter of this year, russia reported they had as much capital flight out of russia as in the entire year of 2013. By some estimates as much as 200 billion can flee russia this year on the current course. The Russian Central Bank spent 25 billion over the last four to six weeks to try to defund the ruble. This morning the ruble came under more pressure. The sanctions are having some effect. I think its important that the west demonstrate to the russians that the west can increase the pressure as well and well have to see whether increasing economic circumstances in russia which could move the russian economy perhaps even toward the recession, whether that will affect the calculations of mr. Putin. Of course, if that doesnt work, what is next . Lets wait to have that discussion when we get there. Ambassador steven piper, great to see you. Thank you. If steenkamp was awake when he got out of bed to bring the fans an close the curtains, why didnt he ask where he was going. Normal person would say when you get up where are you going. You say you dont expect her to do that . My lady, im not sure it would be a probability that if someone gets up in the night that their partner would ask them what theyre doing or if they cant sleep. Reporter from a legal perspective, whats happening in court today is very usual. To underscore how important it is, it is fascinating to see that the judge has reigned in the state prosecutor far more than ive seen her perhaps throughout the whole trial. Shes had no patience for court antics an theatrics. Its continuing now and i think this is the basis of the states case that were seeing being laid out under cross examination now. Ill tell you, robyn, that last exchange you had in the piece about pistorius being asked what his first reaction was and people said i dont think people would look around to check in the moment like this, i think thats the exact reaction weighed by the judge.
