Mental health problems. More on the shooter and that background and a possible motive later. Lets get to ft. Hood, texas. George howell standing by. Reporter this was a shooting spree that took place in multiple locations on base. People were told to shelter in place. This size of a city was put on lockdown as folks were forced to undergo yet another traumatic mass shooting. We have multiple gunshot victims. Reporter Tragedy Strikes again. The armys largest u. S. Base put on lockdown for hours as shots rang out wednesday. The second deadliest shooting on the ft. Hood military base in texas in nearly five years. Its unreal. Really unreal. Because in 2009 i was here. And this thing happen again. Reporter authorities scramble to the scene shutting the front gates, backing up traffic, urging everyone to stay put. The lone shooter identified as specialist ivan lopez, an american soldier toting a. 45 caliber smith and wes son handgun purchased recently. He was undergoing treatment for psychological and psychiatric issues. Reporter he opened fire, killing three people and injuring more than a dozen before taking his own life. It was he row wick what she did at that moment in time. She did her job. She did exactly what we would expect. Reporter victims were airlifted to nearby hospitals. Any shooting is troubling. Obviously this reopening the pain of what happened at ft. Hood five years ago. Reporter ft. Hood, the sight of so much pain in 2009. He killed 13 people and injurying 32. President obamas touching words on that tragic day almost five years ago sadly relevant again. May god bless the memory of those that we have lost. Reporter so this happened between two buildings here on base, the medical building and the transportation building. He went into one building, opened fire. Then got into his vehicle, fired shots from the vehicle. Until he was confronted by a military officer using his own weapon to turn it on himself and killing himself. Thank you so much for that. We are now learning more details about that shooter this morning. We know he served in iraq three years ago and was being evaluated for possible post Traumatic Stress disorder. We do know that ivan lopez was married, that he had a 3yearold child. As you say, he served for four months in iraq in 2011. That was as the war, of course, was winding down in iraq. A rather short tour of duty. No indication he was wounded. He was being evaluated for post Traumatic Stress, treated for depression and anxiety. He had recently purchased a. 45 caliber semi automatic handgun. Theres going to be two tracks of the investigation now. Were security procedures sufficient on the base. How does someone get in with an unregistered for the military weapon on base. Were the procedures sufficient. And, of course, this persons Mental Health, what exactly was going on with him. That will be very much a focus. We know certain measures were taken back in 2009. Lets talk about this shooter. Was there any indication, barbara, that his war service is what caused this potential Mental Illness being reported . I think thats the question so many in the military are going to be asking. Being treated for possible post Traumatic Stress. The army says he also self reported a possible traumatic brain injury. But no record that he had been wounded in iraq. Lets be clear. This is a very sensitive issue for members of the u. S. Military. PostTraumatic Stress does not have a direct link to violence. This has been a stigma that so many in the military have death with. The Mental Health stigma for so many years as they come back from war. Tens of thousands are treated for it and go on very successfully. So i think for u. S. Army soldiers, for members of the military, as they look at this incident, they are going to be concerned that this is yet another sigma issue. Someone becoming a murder, there is no causal link between the two. Its going to be a big issue inside the military. Its important to point out that sensitivity there. Certainly we know within the society as a whole theres that stigma attached to Mental Health. All right. Another part of that is that it doesnt get treated the same way that physical health does and often goes untreated. That becomes part of the story as well. Lets bring in our military analyst Major General james spider marks. Great to have you here. Look, this happened on base. I believe that the issues that are going to wind up being relevant to why this happened are going to be nonmilitary in nature. Does it seem fair to say that at this point . Youd hope that that would be the circumstance. Clearly, theres probably a causal link between who he was, what he did and the circumstances that he was in. We will determine all of that. I think youre absolutely spot on. This is not inherently a military story. We wind up developing Mental Health was there and ignored. We dont see ignored in this. We see documentation. Theres a process to discover here. Also a little confusing. Not diagnosed with ptsd but under a process for diagnosis. Its not unique to the military in terms of how you do that. Medical care in the military is not dissimilar from what you or anybody else would receive. He acknowledged that he had a traumatic brain injury. He said that himself. That needs to be identified. Let me take a step back. Before you deploy, you go through a medical e value wagts. Medicals part of mental . Absolutely. Absolutely. Its all up loaded and part of the record. When you come back, you go through a very similar post deployment evaluation. Want to see where the gaps are. When he had come back in 2011, he came back, obviously the system was working. It picked up that this soldier had a problem. What i dont understand is if he had a problem and under diagnosis why did he in the midst of that move to a new location. You want to have a continuity of care. He moved to ft. Hood and just got there two months ago. He was immediately placed back into the evaluation status. Important to note, this man was supposedly suffering from depression, anxiety and other psychiatric complaints that were being treated. So it was definitely an ongoing thing. Again, this is a developing story. The firearm that we he used we believe was his own. That he had a permit. The question becomes, if youre being treated for depression and under the process of evaluation or ptsd, why do you get to keep your concealed permit . As i understand, he had a concealed carry permit. That dies when it comes to the post. The post has its own rules. You cannot have that concealed carry permit while youre on post. The fact that he got it on post sadly we can probably get to the bottom of it. But its not hard to bring a weapon on post. If he had challenges, it wouldnt be hard for him to bring a weapon on post. Unless theres was an indicator. This is a big part of the debate when it comes to Mental Health. Its so confused. Its given the wrong kind of attention. Here you have someone mentally ill. Should that have been a flag . Is that something that should flag you in terms of whether or not they have a weapon . Not for a military, but in general. How does someone being treated for Mental Illness wind up getting a gun. Well, Mental Illness doesnt mean violent. This story is going to reveal a lot of those same questions. 2009, you lived on base, you know it very well. I covered that story for a very long time what happened in 2009. There were a lot of changes afterwards. Right. The base was supposed to be tightened. It is basically a city. It is. 90,000 folks live on that post. Fair to say there are lapses in security there, have to be tighter. Fair criticism . Of course its a fair criticism. You can never have a hundred percent solution. This is an individual that was able and he probably didnt take a lot of effort, but he was able to work his way through that system and do what he just did. Its horrible. Getting the handgun through, yes, now ft. Hood is a no gun zone, right, for people on base. Sure. But that doesnt mean youre going to check every Single Person or that would be all youd be doing at the gate. You would shut down effective operations. So you dont have any real questions about the integrity of security . Not at all. Things are going to have to be reviewed. We cant immediately throw the baby out with the bath water. Clearly this is horrible. But we need to be able to evaluate very precisely how did this individual get his hands on a weapon. How did he go downtown and buy a weapon. How did that happen . Thats a huge part of the story. It gets complicated because you dont want to color all mentally ill people with the same brush. A lot of questions are going to come up here. An official says they will keep searching for the plane for months, even years if needed. This comes as the search area has been shifted yet again. And a key resource faces a delay. We had the malaysian Prime Minister come see for himself the extent of this search. Unfortunately, they did not have new news to share. Wonderful to see you. Its good to see you too. Reporter calling this the biggest mystery in aviation history. Malaysian Prime Minister najib razak toured pierce air force base thursday. This as the search zone moved again, this time slightly north. The new refined area of search has given us new hope. And i believe the colonurage ofe crews is more than equal to the task. Reporter today both leaders say they have no guarantees theyll ever find the missing plane. It is a a very difficult search. The most difficult in human history. Reporter in the search zone thursday, at least ten aircraft and nine ships scouring an area about the size of minnesota. They tell cnn some search areas have been abandoned with the lack of no sightings. No news or credible leads on where flight 370 might be. We want to provide comfort to the families and we will not rest until answers are indeed found. Reporter i can tell you that does bring some comfort to the families to know that theyre trying so hard. But really, the fact they havent found anything and the ocean shield, that australian ship, wont be on site until tomorrow. Having said that, they dont even know where to begin to look for those black boxes. Thank you so much for that. The most difficult search in human history. Let that sink in as we take a closer look at the search and the investigation. Mary schiavo is here with us. Shes a former Inspector General for the department of transportation. Now an attorney that represents victims and their families. It goes over in my mind, it really is the most difficult search in human history. Oh, absolutely. And made even worse by the fact that we dont have any includes from the plane itself. So to search the vast ocean without any hints from the plane as we had in air france 447 makes it exceedingly difficult and sheds more criticism and the examination upon the black Box Technology and how we need to change that. And because we dont have the debris from the plane and the humans trying to assess where the debris could be, some of that intel jeligence and data ks getting shifted. Its changed yet again. Yes. Good news bad news. The bad news is theyre using data that its difficult to do it. This data and satellites were never intended to do this. Sure. If we would focus to more of a glass box where we would continuously download the data, i think that has to be the clarion call of this accident. The change of the location might be good news. The glass box, i like the way you put that. A continuous stream. We know thats obviously going to be expensive. We know theres going to be reluctance on the part of the airlines and manufacturers. Do you think its likely in the next few years well see it . The only way we will see it, and ive seen this time and time again with changes after accidents, is it must be made and i think the United States should lead the way. Australia is very progressive on this today. Maybe they can now push for the glass box, but its going to require government regulation. The airline will not put in place any new things, any new technology unless it is federal regulation. Right. And i think thats the way to go. The government has to say, look, enough of this, lets move into the 21st century. Parts of the investigation is learning what to fix for next time or so there wont be a next time. Lets go back to the calculations and the data. Do you trust the math that these estimates of the search area are being based on or the people doing the math . Well, i certainly trust the people doing the math because the joint task force in australia has managed to amass the greatest minds in terms of this technology in the world. Were taking different data and trying to mesh them together into one coherent set of points. Its like trying to combine the old saying of apples and oranges. I think theyre doing an a admirable job. So thats part of the problem of solving this mystery and while its great that they can continue to refine the data, theres no assurance that all of the data really lines up in these points. So it is the best. I think the australian Prime Minister said it best. Its the best of what they have. And theyre clearly doing their very best as well. But its just not the kind of data that you usually use to find an aircraft. Sure. Its remarkable that they have been able to use it to come up with the points they have. Put both your inspector had on and your attorney hat on. Youve been calling for that raw inmarsat data to be released so that the Scientific Community at large can aid in the calculation of it. Thats the investigator aspect. Now lets talk about the attorney part. Will that compromise the investigation Going Forward and is it worth it to do that . Oh, i dont think so. Oh, it is worth it to do it. Many things at least a couple things that the malaysian officials had said would never be released, for example the transcript of the air Traffic Control tapes. Just last week they told the families it was sealed, and then it was released. Same thing now on the radar and satellite data. I think even crowd sources might help. At this point, they need every one to help find this plane. The krig criminals certainly didnt have access if there are criminals. We dont know if its criminal or a terrible mechanical disaster. The alleged criminals, if any, didnt have access to the satellites or the satellite data. So that cant compromise the investigation. The final thing, last week they told the families there was some sort of surveillance tape or information from the airport security. And that hasnt been released yet. So maybe theres some information there that we just dont know about, that the malaysian authorities do have to help them further investigate this awful mystery. But thats where we are. They say theyve cleared the passengers. Its rather quick that they did that. Presumably they had a lot of resources. Other than that, theres just not a sled of evidence. Thats the problem. Were following the latest on the deadly shooting at ft. Hood. Four people dead including the shooter, 16 others wounded. After the second massacre. He and his family had just arrived in ft. Hood in february. He spent four months in iraq in 2011. The Army Confirms he was being evaluated for possible ptsd. But we dont know why he pulled the trigger and if the Mental Illness is what played into that. Lets bring in mary ellen o toole. The facts are still coming out in this investigation, but you have risk factors here that weve seen in other cases. Theyre not the ones that determine violence. So you have the Mental Health history, but you also have that he had behavioral issues as well. Most of these cases are almost certainly males and males in a saern age range. As they begin to pull back this individual and his background, theyll look for warning behaviors that could have occurred prior to the shooting. Once we see the warning behaviors and which ones they are, well get a better idea of how he planned it and what his intentions were. Right now, it doesnt look like this is a military story necessarily. What happened in 2009 obviously had a lot to do with the shooters feelings about the military. Many would argue it was a terrorist act. This seems to be very difficult. So its not so much about the military but the man himself. You look at the distinction between behavioral and Mental Health related. Thats because youre concerned people stigmatize people dealing with Mental Illness as being violent . Is that it . Im really concerned about that, because that really is the case. Thats what were faced with. We know that those are a risk factor, but we say over and over again, people that have debilitating or serious Mental Health issues are not at greater risk to commit violence. The violence you saw yesterday similar to the violence you saw five years ago at fourth hoard, predato predatory, violent, well thought out. It is inconsistent with someone whos debilitated by a Mental Illness. Again, i want to distinguish 2009 from this shooting as historically as we can. I would argue that wasnt a Mental Health situation at all. Thats why we received the death penalty. Again, looking at this situation, you then have the other side of the Mental Health analysis which is, well, was it being properly treated. And if it wasnt, did that then allow yet another unstable person to be in proximity of a weapon and be able to use it and hurt others like we see in so many other mass shootings. What about that side of it . Absolutely. It could be another risk factor. If there wasnt treatment or if the individual didnt like the treatment or the individual wanted them to say you do have post Traumatic Stress, you do have tbi or traumatic brain injury and they werent going to go along with that, it could have agitated him and made him angry. It could have been part of what elevated his risk level to act out like that. One push back for you on the distinction between a risk factor and a red flag. Hes being treated for depression and anxiety, he says he has tbi selfreported, he is allowed to keep a concealed carry permit that gives him access to the weapon that he uses to kill himself and other people and wound all these others. Hes not allowed to have a gun on base. Why are they allowed to have a concealed carry permit . I cant answer that. I dont know why they would give him a concealed permit. If i was looking at this case as a threat assessor, the first thing that would strike me is that hes an active member of the military. That gives a person a lot of credibility. It gives the person issuing the permit a lot of confidence to say, if he werent in the military, maybe that would be a problem, but thats not the case here. So i think that will become known to us as this investigation unfolds. But frankly, i can see that happening without any question being made of it. Theres been no note, no manifesto. Do you think that this situation is going to come down to somebody who snapped and has his own personal note conversations as opposed to some larger plan . This is not snapping behavior. Which means they were fine yesterday and then decided to carry out this lethal act of suicide homicide. Its well planned, thought out behavior. I think its likely it could be for a personal cause as opposed to something that would fall more in the terrorist arena. Once they take a look at his computer, diaries and other things where he may have left includes, theyll have a much better sense of his motivation. It could be multiple motivations as well. Thats what were hearing as well. This idea of being soldier on soldier, a beef gone bad is fought by the reality that he shot so many people and not just that one person. Right. Right. The pentagon says nearly 200 marines from camp la june are being deployed to romania. A region with rising tensions between russia and ukraine. The foreign minister says an extension of u. S. Warships in the black sea exceeds international agreements. Meantime, nasa has been forced to suspend contacts with russia. The International Space station however is exempt from that order. Were expecting a pivotal vote today over the cias programs. Declassifying part of a 6,000 page report. Democrats expected to vote in favor of declassifying. Most republicans expected to vote gents. The ocean shield and british submarine have the advanced technology to track it, but only to a point. At least we now know the ocean shield is on scene. Here is a Lieutenant Colonel in the british military. Good to be here. The ocean shield on the scene bringing the equipment we need. The hightech pinger locator. What can we expect now. The ocean shield, as you rightly say, is pretty awesome. Its not the Silver Bullet and we shouldnt be putting all of our eggs in that basket. The constraints are 5 miles an hour in a search area of 130,000 square miles. Chad myers did brilliant research. That will take you about 3,000 years. Good, but not great. The positives are the search area shifted to 900 miles off the coast, which means its closer. What we really need to be doing is getting the aircraft out there. And their transit times now are half. So theyre going to have more time in the loiter. So the ocean shield is wonderful, but the chances of actually finding those black boxes, the odds are stacked against us. Not only does it move slowly, but it needs proximity to the pinger. It has to be within a few nautical miles as well. 1 nautical mile. The ocean shield has wonderful radar which is automatic. It basically tracks objecbjects works out the speed. If youre looking for aircraft debris. Is that where the submarine comes in . You have the pinger being dragged below it. This is whats called a hunter submarine, so it carries the tom hawk missiles. Its a little bit quicker than the ocean shield. What this thing has which is really specific to its capability is the passive and active sonar and theyre really sensitive. This submarine is used to track other submarines. So its Sonar Systems are super, super sensitive. So better capability to find things because its more sensitive with its detection technology. Absolutely. It is listening for those pipgs. As we already pointed out, were down to the last few days of this now. The battery life could last up to 40 days. Could also be 20 days based on how theyre stored. Its just much more difficult to find it once the pinger stops. One thing we hopped over that we should go back to. Yeah. The search area has moved. The good news is its closer, but to some, the bad news is that it used. Is that refined calculations . Its a great point. What theyve done is, in the first initial search area, theyve managed to track it all. This is a race against time. The commander in charge of the operation has got to make the difficult decision of saying, what ive done is pretty much covered this area, lets go move to the next area. Theyre trying to cover such a vast expanse of ocean that they have got to keep moving. If you ask me, why are they not moving north a little bit. The loiter times will improve with this move, but why arent they nudging north. This is all based on how far down the southern track would have gone based on speed, altitude, endurance, fuel. What we have to do is look at the exterior lengths and start moving north wards. Why its gone east wards, im assuming is because of currents and everything else. If it was me, id be asking the indonesians to track down the northern part and then you can meet in the middle just so were eliminating all possibilities we can. If it sounds like something from the past, it is very much reminiscent of a situation we saw there in 2009. We know that there are four dead including the gunman identified as Army Specialist ivan lopez. 16 others were wounded. Some of them it ikly. Its the second soldier on soldier shooting at that very military base in less than five years. The major opened fire there killing 13 people and wounding others. We want to turn to a survivor from that masscre. We know its very early in the morning. Really a delight to see you. We know you were seriously wounded in 2009. How are you feeling . How are you doing . Well, thanks. Im going really well in my recovery. Im feeling pretty tired right now. Its a little bit early, but, you know, yesterday was a really hard day of emotions and unfortunately i also had to go to the hospital with my wife who was feeling sick because of the altitude. Yeah. Anyways. We were having a really good time here in colorado at the disabled veterans ski clinic. Fantastic. A little r r. Much needed. Welldeserved. Im sure all the nice snow and the time with your lovely bride was interrupted by this news yesterday. And i want to ask you what it brought back for you. Unfortunately it was too recently that you went through all of this yourself and survived that in 2009. Right. Well, november 5th, 2009, was obviously a terrible day as was yesterday. And, you know, it brought back a lot of emotions, very difficult time for me to look at the file footage that they have with the police and everyone running around. That was so similar. It just it just tore at my heart strings because its the same exact situation except for the fact that we dont know the motivations behind this shooting. Youre right. We dont know the motivation. Were you surprised that there was another shooting at ft. Hood . I was surprised and you know you can never tell when these things are going to happen and its just really difficult whenever it happens to just all of a sudden deal with the emotions of, you know, and you just want to you just want to kind of turn your back on it, but you cant. No, you certainly cant. Does it feel like a different kind of betray l or worse because its a soldier and on base where youre out of harms way and safe . Well, it does have a different dynamic with another soldier killing his fellow comrades. That was the same situation on november 5th. And just hard to believe that these people that you serve with who are your brothers in arms would turn against you. And it it actually has happened a lot overseas. Its just incredible that at home someone in the environment of a military base would decide to do this. After the Navy Yard Shooting in 2013, after the 2009 situation at ft. Hood, some changes were made. What more would you like to see change at the bases to protect our personnel . Honestly, i have a few ideas about that. The thing is that the chain of commands and the security procedures and all of that are never going to be enough to stop someone like this because if someones determined to commit a crime like this, theyre probably going to find a way to do it. Its more the responsibility of the people around him or her day in and day out to monitor their fellow soldiers mental condition. And there are tail tale signs when this is going to happen. It takes somebody brave enough to step up and report these people in order for it to be prevented. To me, thats the biggest thing that needs to come out of this is just awareness and putting Political Correctness aside and just being able to, you know, be brave enough to step up and Say Something before Something Like this happens. We have to tell you that americas Largest Military base is reeling from yet another deadly incident of soldieronsoldier violence. Four Service Members are dead including the gunman. 16 others wounded, three critically. The Army Confirms the shooter, an iraq veteran. Why he did this still unknown. Were live at ft. Hood with the latest. George . Reporter good morning. We know that this happened, the shooting spree happened in several different locations. First of all, it was between two buildings. The medical building and the transportation building here on base. Lopez went to the first building and allegedly opened fire. Then got into his vehicle, fired shots from the vehicle. Then went into the second building, fired shots. We know that at least 16 people were injured. They are in various states of conditions at hospitals here in this area. We know that three people were killed in this situation. That number not including lopez. From what we understand, lopez used that weapon, that. 45 caliber smith and wesson to shoot himself when he was confronted by a military officer. Ft. Hood, texas, back in 2009, a shooting where 13 people were killed and dozens of people injured as well. This community had to go through it again yesterday. The base was put on lockdown. People were told to shelter in place as ft. Hood went through the trauma of yet another mass shooting. They barely had time to cover from that in 2009. What do we know about Army Specialist ivan lopez the shooter . We learned he may have been battling post tra stress disorder. And that he and his family just arrived in february at ft. Hood. They were with lopezs wife when she found out her husband was the shooter. Take a listen. The news when they repeated the name, everybody just broke down in tears. It seems like it was disbelief and, you know, it was a lot of hurt at the same time. Lets bring in pentagon correspondent barbara star. Give us an indication of what else were finding out. Specialist ivan lopez, we have some facts, but of course investigators still now digging into everything they can find out about him. He did serve a fourmonth tour of duty in iraq back in 2011. That, of course, as the war was winding down. In addition, yes, he was being evaluated at ft. Hood for possible postTraumatic Stress. He was undergoing treatment for anxiety and depression. And he had recently purchased the handgun. The army says this soldier was also undergoing treatment for a variety of other psychological and psychiatric issues. So certainly, this is going to bring up multiple questions now in the investigation. Did ft. Hood security meet standards after the 2009 surgery and what was going on with this soldier and how come nobody noticed. Good question. Barbara star, thank you so much for that. And obviously on the military side, they did notice, they were treating him. The pictures cloudy. Trying to pick our way through it. Joining me from washington, mr. Tom fuentes. The obvious concern because of what happened in 2009 that this is someone selfradical liezed. I have no information on that. Do you have have any . No, theres no indication yet. You cant rule it out until they complete the investigation. As of now, it does not appear to be terrorist motivated. Earlier reports are it was soldieron soldier, a beef gone bad, that cuts against him shooting multiple people in different places. Do you think the Mental Health issue is going to play into this . I think absolutely it will. You have the base commander saying he had mental and behavioral problems receiving psychiatric treatment and medication. At least he had other problems that were wellknown. But this is this is yet another story, a person with psychiatric problems walking into a gun shop and being able to obtain and weapon and ammunition and go shoot who he wants. I think thats nothing knew. Thats not going to change. Theres no indication of any political will to change that situation, so well just have to deal with it as it comes. This is not a u. S. Penitentiary. Its like a small city. You have 90,000 people that live and work there. Theyre not going to search every car, every trunk, pat down every person going through there. Its a city. Its a working city. And the and its a place where people are trained and deployed as war fighters. So you have an extra personal of the population that are trained to kill, if you will. This is to be expected. We dont want it to happen and we say were going to do everything from stop it from happening, but were just fooling ourselves. Its not going to be completely eliminated. Theres not anything you can do to completely stop this on military bases or in any other city for that matter. Youve had several, maybe five shootings. Its not like theyre hot spots for violence. Coming off of 2009, there were supposed to be changing made. Many were made. Youre saying the issue of whether or not ft. Hood knows how to secure the fighting men and women isnt an issue. Yes . We can pontificate that theyre going to do some exotic security measure thats going to keep 90,000 people safe and everybody that comes and goes checked, but its not going to happen. Its not a practical solution for that to happen. Sure. As i said, youre training war fighters. Whats to stop someone on the firing line with a live weapon exercise from just turning on the instructors and fellow people. Thats a hypothetical. Thats not what happened here. Want to take one step back. He is undergoing Mental Health treatment and evaluation. He is yet still able to walk into a private store and get this semiautomatic handgun that hes using. Dont you think thats something that needs to be addressed in terms of whos abled to get these conceal carry weapons . That scenario has happened over and other. Our country has shown it has no political will to change that situation. But, as somebody in the business of stopping crime, when you see this pattern, is it something that is relevant to address in your opinion . In my opinion, yes, its relevant to address. But in my opinion also, it wont be. Why not . Thats a political question. Thats a political question, chris. Law enforcement executives across the country have asked our leaders to do something about the situation of people with mental problems being able to obtain a weapon and the lack of background checks and on and on. And, you know, weve seen where thats gone over the last how many years. Thats not going to change, i dont think. Youre right. Its a discussion for a different day, but obviously a factor here. Because again, if you want to talk about ft. Hood security, this is not a militaryissued weapon, its his own weapon. As you say, if you check everybody who comes through, its going to stop all business in what is basically its own city. Youre the one treating him, youre the one evaluating him, should there have been a red flag on this guy that he should get extra attention securitywise. What do you think of that . Thatst thats a question for the military. We dont know all of their procedures internally right now. I think that is yet to be evaluated. I will say this, that there have been enough of these, not just the major incidents youve described. Theres been enough frequency during the last 13 years of the u. S. Army war for the United States that the army and fbi execute add memorandum of understanding where the army said, you know, this happens a lot, well do this. Normally the fbi would have primary jurisdiction of a capital crime on a u. S. Military base. They said you know what, please support us and provide assistance, but well go ahead, the armys criminal Investigation Division will go ahead and take the lead on cases. That was based on how often these things have been happening for more than a decade. What does it mean for you that he winds uptaking his own life when confronted by the brave female mp who came at him . Weve seen that before as well where individuals at the end of the shooting spree go ahead and take their life whether it was the shooter at Virginia Tech or others. Hasan didnt do that and was wounded and neutral liezed. Many individuals like that go ahead and take their own life. When you rook at the situation, the most important question is the hardest to answer. How do you stop it the next time. Not an easy solution. No its not. Theres a lot of issues like that. And again, as i said, making ft. Hood or any other military base the equivalent of a u. S. Penitentiary is not going to happen. Understood. Were going to keep you up to date on what we learn about the shooter at ft. Hood. A lot of other news as well. Break overnight as well, chile rattled by a powerful aftershock measuring 7. 6. The australian Prime Minister today called the hunt for flight 370 the most difficult search in human history. It just got more difficult. The ship that will help detect the black box is delayed. Paula newton is live in perth with the latest. Why are they shifting the search . Reporter such a moving target it is, chris. When we asked them a straight answer about whether or not that search zone has been narrowed, theyre refusing to tell us if it has or his hasnt. The other areas, theyre not sighting anything new there. Which is why theyre searching the adjoining waters. Yesterday, tony abbott hosted the malaysian Prime Minister. Both of them had very sobering words basically this mystery may never be solved. All the assets are in play, what they need, of course, what Everyone Needs is a trace of that flight 370 and then they will be able to backtrack, take it from there and look for those black boxes. I think though many are wondering how much confidence they have that this is the right search area. Its a certainly a question that continues to nag family members. All right. Thank you. We should point a out this is all coming adds time runs out on the flight data recorders pinger. Lets bring in david, the author of a book called why planes crash also a former faa inspector. Lets talk about this shift in the search zone again. Does it make sense in your estimation to shift the search zone and rule out certain areas given that what we know of the current and the winds constantly moving items in the ocean . You know, i think it really does make sense that its shifting. As michael kay said earlier though, id like to see more moving to the north. Im not certain as to why theyre not doing that. It would make sense they would. Perhaps the assumptions they made are a little off or their recalibrating their assumptions. We dont have a lot of hard data to focus on. Lets talk about the hard data we have. Its netting these wildly differing conclusions. That is frustrating to some people. I imagine from your point of view too, that sort of seems like were sort of casting a wide net. We are. And something that happened yesterday thats very interesting to me and thats that we had the suggestion that that we recreate it i why dont we send one out there with the same equipment, attach it to the sat com, get some pinging that could be compared. Fly the routes that we think it may be. Compare that to the lbands and see if we can narrow this down to a very close period of time. So ive contacted boeing through some sources and were going to talk about that today hopefully. Has it been done in the past to recreate a situation to figure out what could have happened . Yes, absolutely. The 737 that crashed in Colorado Springs we did extensive testing to try to reproduce the issue of the rudder pedals. We did thousands of hours flying that 737 through the same area trying to duplicate the winds and the position and the rudder position from information we got. Lets get back to some of the resources and assets being used right now in the investigation in the search, rather. We know the japanese pulled back one of their assets. There was a gulfstream in the area. Do you get a sense that countries are going to start pulling back assets . Are we going to see in the next weeks or days a bit of search fatigue . Well, absolutely. And every investigation, especially when youre not getting results, youre going to lose a lot of motivation, a lot of push. You know, the Prime Minister talked a lot last night about saying were going to do everything we can humanly possible to continue this investigation and to find this airplane. As i said last night, humanly possible has its limits. Theres a point this wirpt it wont be humanly possible to do this. You talk about winter, the australian ambassador to the u. S. Said theyre going to search until hell freezes over. Its a bold statement and a commitment. Yeah, it will feel like that out there when it gets cold. Its time i think to shift our efforts from from if we took a fragment of the money and spent it doing proactive things. Like what, david . Like funding the next gen program. Its an air traffic system. Its updating the system that weve had in plates since the 50s. It needs to very much be done because the air spaces are getting more and more crowded. You can see it at airports. In the addition, the amount of fuel. Billions and billions of dollars are being spent unnecessarily routing around airports. Under next gen that doesnt have to happen. Its only for the United States air space, but it should propogate into other air spaces eventually. It would be in this scenario, all the other airplanes around there would be receiving radar data as though they were the radar controller and they would be able to tell us exactly where that airplane was the entire time. So the faa might be looking into it for america and american air space. How does it then get adopted by International Entities and how do you make sure that that kind of thing is available the world over . Literally, everything single aviatiiviation authority ive w with has adopted at least a version of what the faa does. The faa is the world leader in safety. Its followed by almost every other country. Youll notice that those regulations are almost cut and paste and put into them and and then adopted to their particular culture. It wouldnt be a stretch to have the International Civil organization accepts it. Once theyre accepted by those two, other countries would definitely fall in line. I could probably raise a lot of money right now given the stakes and the selection. I still think its a hard road for him. Hes supposed to be somebody bipartisan, e official as a leader and a truthteller. We dont know what the doj is going to do with this investigation. This is not an approval rating. How do you feel about a candidate, do you feel this person is hot or cold. Chris christie was number one in january. He was the hottest politician in america. Hes fallen to ninth now. That tells you one thing. Elizabeth warren, the senator from massachusetts, Hillary Clinton number two. What does that tell you, january hes top, now hes ninth. I think it tells you people are paying attention to this bridge skap dal. Those of us in washington and on the east coast, we know chris christie, we know the story. People in other parts of the country hadnt known him as well. This was supposed to be a period of time building a national profile, introducing himself to a lot of americans who didnt know his story. First he was at the white house. And hit the road and wanted to talk about the economy. Hes in michigan saying we should raise the minimum wage. Hes trying to make it more about the republican budget. If it all sounds familiar it should be familiar because it was their economic plan in the 2012 campaign, it was their economic plan in 2010. Its like that movie groundhog day except its not funny. This is what you would expect him to do. Find something on the republican side to try to criticize. Do you believe they it can work or is it just their best play . Its a little bit of both. This is also a message that worked for obama in the 2012 election. They think if they can cast democrats as the part looking out for the middle class that they have a chance. Theres a lot that goes into the election beyond that message. He was energetic campaigning there. He is suddenly a happier warrior or is this what i might call faux mojo . Hes going to improve his base, by hes not going to help himself in independence. Knocking is not mocking is not how you improve your numbers. The biggest concern is getting that base out. The question is, will we see him. He was in michigan again. Will we see him delivering this message in alaska, montana, arkansas . Lets move on. A big Supreme Court decision yesterday. A lot of people complain about all the money in politics. Another decision yesterday for the Supreme Court essentially saying free speech means you can spend almost whatever you want on campaigns. He put it this way, if the First Amendment protects flag burning, it surely protects Political Campaign speech despite popular opposition. The short term, it means not only more money, which doesnt trouble me personally, its more money thats going to be hidden. Going to these thirdparty groups that dont have to disclose their donors. I think were moving quickly to the point that even democrats have to look at the old republican idea. If you want to be the senator from tobacco, fine. You can take all the money you want, but its instantly disclosed on the internet. Everybody knows about it as soon as you take that money. Thats the question. Will we get more transparency . Got to. You would think thats the ultimate goal of this. Youre just a small number of people that can really max out and hit this amount of money. What kind of influence do they get in president ial elections and midterm elections in donating to the come pains and the committees. In terms of the stuff we do now on a daily basis, give us an idea of how much this is costing. They say basically everyone is just paying their own fright here. 61 aircraft. Mast whats so interesting to me, originally a lot was coming out of military training budget. Theyre doing training admissions with this equipment. Theyre getting a chance to do it now. Some of it like right now for the u. S. Is going right into the Navy Operational budget. How much is the u. S. Contributing . Theyve earmarked about 4 million. One source in the military telling us in general the rule of thumb here, theyre looking about 100,000 a day. Some of these aircraft deploying are 10,000 an hour. Depending on how many aircraft are up and what the conditions are, that could change these numbers. The weather doesnt cooperate and deploy. Thats hard. The u. S. Just one of the multi nation effort. Heres sort of the big seven. Australia, knmalaysia. This search is centered off of perth, off of its own coast. Basically saying everyone is paying their own way here. These are the seven key players at the moment. Compared to others theres been a lot of comparisons made to air france. How much is this costing comparatively . This is now 21 million a month is the rule of thumb if youre looking at what the u. S. Is paying, assuming everyone else is. You compare that, depending how long this takes. Air france, 50 million. That went on for two years. Yes. This is one of the longest ntsb investigations in history. And swiss air 111, this was in 1998 in canada, 39 million there. It took them years to find that aircraft. This gives you an idea of what the total cost ends up being. Granted, like you said its coming out of military budgets. And operating expenses. After litigation, lawsuits et cetera, what is this going to mean for Malaysia Airlines . Solvency is an issue because theyve been losing money for several years, right . We dont know what the burden will be on Malaysia Airlines in particular. It is the Malaysia Airlines, the Government Funds much of it. It has 20,000 employees. Big employer. It has been losing money. Malaysia will always want to have an airline. So the sovereign wealth fund, the big pot of money the government has to invest in companies, many thing the government would never let it go under or it would rebrand it. Sure. If theres an image problem, they will rebrand it. Part of the problem is, confidence in the airline safety, right . And liability and theres a criminal probe right now. All stuff down the line. There are a lot of Unanswered Questions this morning after an Army Specialist killed three people and injured 16 others before taeking his own life when confronted by a female military police officer. Three of the victims are still in critical condition. We have dr. Matt davis, a trauma surgeon on the phone. He operated on some of the victims. Doctor, can you hear us . Yes, i can. Good morning. We know youre very busy there and its a developing situation, but we want to focus on the people affected here. What have you seen so far . As you probably are aware, weve seen a total of nine patients here at our hospital. Three weve listed in critical condition. The other three are in serious condition. They will likely be upgraded to fair condition this morning. Those were critically injured. How is it looking for them going forwar forward. I think theres questions left to be answered. Two of them will require further surgery. One is requiring more diagnostic testing this morning before we can make determinate prognostics. Are they soldiers the kinds of injuries youre seeing, close range . They look like intentional shots, more random gunfire . What do you think happened . Im not a forensic pathologist, so describing those kind deaf tails may be a little bit difficult but these were destructive gunshot wounds from a high caliber weapon. Obviously, these were impacting different parts of the body. Some fairly mild, superficialtype injuries, including extreme grazetype wounds and others involving vital structures such as the neck, the abdomen. Were many of them shot multiple times . From my best ability to tell, and again, i dont claim to be forensics, most of these suffered from one single gunshot wound apiece. Some of them had multiple different injury and exit wounds due to the trajectory of the bullet. That will have to be left to police to determine that exactly. They believe this was a very powerful handgun so obviously thats going to complicate the situation. How long have the surgeries been . How involved has this been for you . Well, weve had some help with getting these patients kind of set up really well from our colleagues at the Army Hospital on ft. Hood. We spent two to three hours in surgery with one last night and about an hour and a half with another. We had to do procedures on others in the night last night, throughout the overnight period. And were ongoing evaluation of the assessment of those patients. Its been a busy evening. What your experiencing in terms of the families . How are they holding up . How are you and your team holding up . The families are doing fairly well. Weve been able to make contact with the majority of the soldiers families that are here. Some of these soldiers serve far from their original home and there are a couple we have not been able to immediately contact family but were working with our Chaplain Services as well as the army to try to establish contact and let loved ones know how they are doing. The families seem to be holding up really well. They were obviously somewhat emotional and relieved to see their loved ones and even when they were critically injured, they were happy to be by their side. Our staff are holding up fairly well. This is were at level one trauma center. Were used to being busy and taking care of seriously injured patients so this is a little bit unusual for us in terms of just the nature of this type of event but we have the multiple physicians and nurses trained to do this and im proud of the way the team has worked. Were hearing the same. How many surgeries do you think you are looking at Going Forward for these injured men and women . I know we have at least the two that were operated on last night will at least require one further operation apiece. And then there is the possibility of a couple of others that may require surgery. One specifically were looking at more this morning in terms of further evaluation and diagnostic testing and once we have better understanding there well be able to decide whether thats going to need operation. People are going to be keeping them and you, those treating them in their thoughts and prayers. How long are we looking at in terms of a time horizon before we know how many are going to make it through this . Yeah, i think the next 24 hours are really critical especially for those couple that i mentioned that are in fairly serious condition. We will have a better idea after we take our Multidisciplinary Team rounds this morning. I think that the next 24 hours will be fairly telling. Overall right now, i think the majority of the ones weve had here are going to do okay. We clearly are going to have some physical scars and emotional scars Going Forward and well have to work with some of our longterm professionals that help with ptsd and those type of issues as we go forward from here. Hood soldier after another shooting there at the army base. An Army Specialist opening fire Late Wednesday afternoon. He killed three Service Members, injured 16 others before taking his own life when confronted by a female military police officer. New information about the gunman and the Mental Health challenges he faced in a moment. First, George Howell live from ft. Hood, texas. Chris, good morning. You said it there. They dealt with this sort of thing here before at ft. Hood. Yesterday they had to deal with it again. People were told to shelter in place. This base, the size of a small city was put on lockdown. Ft. Hood, texas, facing the trauma yet again of another mass shooting. We have an active shooter currently on ft. Hood. Multiple gunshot victims. Tragedy strikes again. The armys largest u. S. Base put on lockdown for hours as shots rang out wednesday. The second deadliest shooting on the ft. Hood military base in texas in nearly five years. Really unreal. Really unreal because in 2009 i was here. And this happened again. Authorities scrambled to the scene shutting the front gates, backing up traffic, urging everyone to stay put. Take shelter immediately. The lone shooter identified as specialist ivan lopez, an american soldier toting a. 45 caliber smith wesson semiautomatic handgun purchased recently. He was undergoing Behavior Health and psychiatric treatment for depression and anxiety and a variety of other psychological and psychiatric issues. Dressed in combat fatigues, lopez allegedly opened fire killing three people and injuring more than a dozen before taking his own life after being confronted by a military police officer. Clearly heroic what she did. At that moment in time and she did her job. And she did exactly what we would expect of a United States military police. Victims were airlifted to nearby hospitals. Any shooting is troubling. Obviously, this reopens the pain of what happened in ft. Hood five years ago. Ft. Hood, the site of so much pain in 2009 when major nid nidal hasan opened fire on base killing 13 people and injuring 32. President obamas touching words on the events of that tragic day almost five years ago, sadly, relevant again. So we say goodbye to those who now belong to eternity. May god bless the memory of those that we have lost. The exact details of the timeline we still have to ask questions to get more specifics on that. But what we know right now, guys is that this was a shooting spree that took place in multiple locations between two buildings, the medical building and the transportation building here on base. We know that lopez apparently, allegedly, went into a build, opened fire. Then got into his own vehicle, fired shots from his vehicle. Then went to the second building, fired shots. After all was said and done, we know that some 16 people, at least 16 people, were injured in various states of condition. We know that three people were killed. That number not including lopez. We understand that he used his own weapon to take his own life after he was confronted by a military officer. And who knows how much more damage he could have done if he hadnt encountered that military officer. Very brave standoff there. That military officer luckily saved some lives. George howell, thanks so much. Talk about motivation. What motivated Army Specialist lopez to kill . He served in iraq three years ago. Were getting a bit of a portrait of a man battling serious Mental Health problems. Lets bring in pentagon correspondent Barbara Starr for that angle. Barbara . Reporter good morning, michaela. You saw Lieutenant General milley there talking about lopez being treated for psychological and psychiatric issues. And in fact, when you look at the details, we do know about him, after serving a tour in iraq in 2011, fourmonth tour, very short, he did come back and he was being evaluated for possible possible postTraumatic Stress. That diagnosis had not been made. In fact, pts is something that can be difficult to diagnose. But he was undergoing that treatment for anxiety and depression. Not clear with all of that how he did manage to buy a handgun. The issue really at hand here, for the investigators, are two things. The security procedures at ft. Hood that were put in place after 2009, were all the standards met . But the second thing is, another soldier with a history of Mental Illness and possible postTraumatic Stress. This is very sensitive for the military because the reality is, there is no direct link between postTraumatic Stress and resorting to mass violence. Soldiers are not ticking time bombs when they come home. They deal with that stigma all too often once they come home in their towns and communities. But the medical evidence simply doesnt show it. So theres going to be a lot of sensitivity to this and whether this is another case of potential stigma in the public eye if you will, that soldiers will have to deal with. The reality michaela is tens of thousands of troops have suffered from postTraumatic Stress. The overwhelming majority of them come home, get treatment. They still struggle with it but they do not resort to this type of mass violence. Chris . Barbara, thank you very much. No question you dont want to stigmatize or extend it to everyone but we need to understand why this man did what he did to get more perspective. Joining susthe mayor of killeen, texas, the city where ft. Hood is located. And from capitol hill, republican representative from texas, chairman of the them toland security subcommittee on appropriations, representative john carter. He represents the district where ft. Hood is located. Gentlemen you both hearing me okay . Yes, sir. Yes, i can. All right, mr. Mayor, let me start with you. What is the latest that we monday terms of the people who have been injured in this situation . We just spoke to one of the trauma surgeons who gave us the medical situation. What are you hearing from them on base about how who got hurt . Well, theres no change in the information from the briefing last night. The Killeen Community is mourning and grieving the loss of these three soldiers. And were praying for the swift recovery of the 16 people who have been injured. Now is a time for everyone to pray and for the whole community to stand in support of these brave heroes at ft. Hood who put their life on the line every day and are vital members of our community. Well said, mr. Mayor. And you have been an ardent advocate. You are a veteran yourself. Youve pushed adamantly to have the victims of 2009 treated as victims of a terror attack. Thats been a fight for you. Obviously, this is a very different incident. There is no connect to terror, but do you believe this is a story about the military not protecting men and women or do you think this is just a story about violence . I think its a story about violence. The military does a great job. There are tens of thousands of cars that come in and out of ft. Hood every day. It would be logistically impossible to search each and every one of those vehicles to the point we can assure with 100 certainty there were no weapons being taken on to ft. Hood. I think its unreasonable to expect any of the people at ft. Hood with regard to their security. Do you echo the beliefs of the mayor . Do you believe the management at ft. Hood put in the changes they were supposed to put in after 2009 and that the integrity, security the integrity of security at the base is sufficient . I do. If you notice, the general milley last night talked about the fact that the mp, the female mp responded exactly as the military would expect. Thats the active Shooter Program theyve all been through. And you know, we can see that this is the training that was a result of the hasan shooting. It was kind of eerie that last night seemed an awful lot like it was in 2009, just kind of shocked that our Great Community has to go through all this again. Do you believe, congressman, that an answer to making a base more safe is to allow the men and women on gis have weapons . Well, i am a believer in the right to keep and bear arms. I believe that licensed carriers should be able to carry. However, i also believe that if you want to exclude them from your home and tell them they need to leave their pistol at home you can do it. Quite honestly, ft. Hood is the armys home. I defer to the army. They get to make that decision. The big issue that continues to come up in these situations when theres a mass shoot, and theres a component of mental shelt about how we treat those who are mentally ill. The fact this man had in recent days bought a powerful handgun despite being treated for behavioral disorders and Mental Health, do you think its time to have the discussion about how we do checks on people who are mentally ill and those in general who are allowed to get guns . We have, in texas, we have a background check thats run off of your application to purchase guns. Ive gone through it as the mayor. And what we feel its adequate. Im a Firm Believer in the right to keep and bear arms. And i dont think thats the solution. The solution quite honestly is we have Mental Health issues in this country not only related to the military but quite honestly walking the streets in any big city and if you think about it, 45,000 soldiers and another probably 20,000 people that work in the post or more. Thats, in itself, a big city, not counting the surrounding area. No question, congressman. Let me bounce that question to you, mr. Mayor. When you hear that the man is being treated for depression, anxiety. He says he had tbi, traumatic brain injury, hes going under evaluation for ptsd, he has behavioral problems and it turns out hes able to buy a weapon anyway, do you think it should be that easy . Well, theres some difficulties. If we impose restrictions on the ability to carry or get a concealed handgun permit because someone is starting to seek help for problems they have, that could serve as a disincentive and keep people from seeking treatment. Its a difficult issue to grapple with. And i know congressman carter is a great supporter of the second amendment, and in this community, thats very important. But we do have to look at the overall problem in the United States. And it seems like much of the gun violence can be attributed to people who are suffering through some sort of psychological impairments. So its something we need to look at in the future. One quick question about the victims for you, mr. Mayor. Do we know if the shooter knew these people . Were they targeted . Do we believe the 16 so far and those killed, the three killed, were randomly selected . What do we know . Theres a team of great Law Enforcement personnel on ft. Hood and people in the fbi who came in to assist with the investigation. Thats certainly one of the things they are looking at. But we dont know the facts on that yet. Id like to call on all of your viewers to pray for those who are injured. Pray for their speedy recovery and pray that the lord will give comfort and strength to the families of those who lost loved ones and have loved ones in the hospital. We were echoing the same sentiment when talking to the trauma surgeon. Certainly the families will need that strength as well as the victims because they are all going through the pain one way or the other. Well said, mr. Mayor. Ill end with you, congressman. Representative murphy from pennsylvania has a bill thats been controversial that deals with Mental Health and expanding the idea of who gets coverage and what kind of information should be disclosed. Its been a little bit of political infighting there. I dont think its getting ahead of this situation to talk about that issue because the same issues come up in all of these. Do you support representative murphys bill . Representative murphy is one of my classmates. We came into the congress together and i highly respect his opinion. And i am expecting to be a supporter of that bill. Its going to be important. We do keep seeing the same issues. I do not think, nor do many, that this is about ft. Hood. That this is about the military per se. Its about these larger issues we deal with in all facets of society yet the discussion always seems to fade away as the memory of the incident does as well. Hopefully this time it does not. Mr. Mayor, our thoughts are with the community down there. We know you all feel it when anybody on ft. Hood is in pain, especially after what happened in 2009. Welcome back to new day. Feerl four weeks since Malaysia Flight 370 vanished. Authorities in australia are not gichg hope. They say theyll keep searching until, quote, hell freezes over. Were just learning a british ship has just reached the search area, always important, especially as the search area continues to move. We have paula newton live in perth. What do we know about the ship . Well, the hms echo arrived on the scene in the last 24 hours. We were just told that that ship was on the scene and was trying to listen for sonic transmissions. It actually had a false alarm, which is really interesting. Now they were able to discount it. Said it was not a trace of 370. Whats significant here is that they now have some specialized assets in the region actually listening for the black boxes. The ocean shield, the one with that specialized equipment from the u. S. Navy not in the search zone yet. Should be there in the next few hours. Its interesting that they are at least trying. They were concentrating on the new northern zone in this search because it has moved slightly. And i guess they are thinking with some educated guesswork they want to give it a shot. And that, i think, will come as some relief to the families who just want to see this investigation a little bit closer to something, a little more productive. Paula, thank you so much. Want to dig a little deeper on this story. Joining us right now, live on set, in color in person, miles obrien. He is here with us. Of course, hes a cnn aviation analyst from pbs newshour. Great to have you here. We want to pick up on what paula is talking about and talk about the time running out on the pingers and the batteries. We know winter is soon approaching. Is it time or is it going to be time soon for them to reassess, reinvigorate and regroup on this . I think were right about at that moment. Its interesting. Using the submarines at this point is a bit premature. For one thing, they arent ideally suited for this mission. Much shallower than the bottom of the ocean where youd presume the pinger to be, of course. It would be really lucky if they heard anything. So the first thing you have to find is just a piece of wreckage floating. And then you have to hindcast from that wreckage almost 30 days now to where the plane might be. That, you know, as good as oceanographers can be and weve had some good ones on our air here, thats a big challenge. Getting to the point where you start to think of this as being one of these enduring mysteries. Thats a sad moment for the families. I think its tricky because part of this job is you try and sustain the energy of this story as developments warrant but you also have to deal with perspective. Air france was such an easier search. They knew basically where it went. Still took two years. Had defective black boxes. May happen here. We dont know. Do you think people need to be more reasonable in their expectation that maybe thats what were seeing in the investigation . So much pressure for progress that you have all these assets coming. The u. S. Saying well send these special planes but we dont know why you need them when you dont know where to look yet. Do you think theres too much pressure on progress . Its natural that youd like this pressure would be there. Its appropriate for the pressure to be there. I still think, overall, the search doesnt have enough resources. Not enough resources . When you think about it, frankly, a lot of these are wild guesses, frankly. Educated, but still pretty wild because they dont have enough information. We have this sketchy inmarsat radar, the ping returns which have given us some arcs on the planet. And then from there its a guess on the speed, range, endurance of the aircraft. That puts you all over the ocean. Given the time frame, the weather, given all the circumstances why not throw more resources. You might see a piece of wreckage. Given that, weve heard the ambassador to the u. S. , the australian ambassador to the u. S. Saying theyll search until hell freezes over. Its about to down there, too. It literally is. The malaysian pm says they have a new refined area of search thats given us hope, the northerly area. Is it time to be hopeful . They have to be careful on their messaging. Using the h word right now for the families, its torturous. The problem with this investigation from the start has been, as much as anything, communication. They havent communicated well with the families. They havent communicate lead with the outside world. We really, for all we know, they are running a very competent investigation. We cant say for certain. We know it hasnt been well coordinated, which is a reflection of the investigation. We dont even know if this northward thing is accurate. I think its a good place to go. We were the media got excited because it heard that one of the family members said one of the investigators thought the plane was going northward. We dont know we have to be careful. Thats about guess work also. It is. The ocean is a big place. This, relatively speaking, a tiny little thing. This is absolutely unprecedented search. Weve never done anything this long. Theres going to be a lot of eyes looking at this. The airlines, the manufacturers, the investigators. What do you think is going to come out of all of this that we will learn to do better, differently, hopefully for next time . If we come out of this accident and were not tracking every airliner in a way that, at the very least, gps information going up to a satellite consistently so we know where they are, shame on us. This is a question for regulators. The airlines are not going to do this unilaterally. They just dont do these things. Its a tough business. They need to be forced to. They have to be forced. This is something for the international and the faa to step up to the plane and say and its really come on, its basic. Were all sitting here with our devices. Everybody knows where we are. All the people on that plane who had cell phones, we had nor information on where they were than the plane itself. Thats crazy. So this is something that if time goes on and the airlines filibuster this thing somehow, we need collectively to hold them accountable for this. I think its one of the most fascinating aspets of this story. You want to give the respect to the 2 239 families to push for answers. But when you think about the post9 11 environment that you cant find something used as a weapon on 9 11, and the reason you dont comes down to basically cost effectiveness, not that we dont know how, you know, it almost speaks to what were deal with with gm. You know, they could do it, but business has to think about money. Business is about money. And then the story will fade. At some point, even the story will fade and then these changes dont get put in place. How do you make it so this time it is different . This is part of our job. We need to keep asking these questions and not forget this story. If that does happen, it is our responsibility as much as anybody to hold these regulators accountable. Things do slow down. When you get involved in rule making and what the faa does and the Airlines Come back and the pilot union comes back and, you know, ten years later youre still talking about it and you have another incident. Shame on all of us. After 9 11, this should have been a top priority. Should have been absolutely, you point out a very that was weapons headed our way. We can see them coming on radar. Under other circumstances, maybe not. Not this one. Exactly. Seriously. Not this one. The lamest excuses, also, weve got to find that black box. It only records the first two hours then. Why . Four people dead, including the shooter. 16 others injured. The second massacre at ft. Hood in less than five years. The gunman shot himself in the head when confronted by a female military officer. The shooter was being treated for anxiety, depression. Also being evaluated for ptsd, also had behavioral issues. How could this happen again . Its a question with probably an all too simple an answer. It really did just happen again. Is it an issue for the military at all . Lets bring in cnn military analyst, former commanding general of the u. S. Army intelligence center, Major General james spider marks and retired u. S. Army Lieutenant General russel honore. Thank you gentleman for being with us. An honor to be with you, to be sure. Im sorry its under these circumstances. Spider, let me start with you. We said earlier in this show im not sure this is a military story in terms of why there was violence on base. But just to iterate, when you look at what ft. Hood did after 2009, how it was supposed to make security changes, make it a better place for our fighting men and women to live. Do you think they did that . I think everything learned from 2009 was implemtsed at ft. Hood and that had to go not only to the security, the access to the post, the ability to subpoena to conduct operations in an efficient and effective way because you can shut that place down just allowing people to try to get on post every day and then depart at the end of the day. Its a 90,000person installation. And also what you had in this particular case is you had an individual who was able to fly below the radar and we will figure out exactly how we had access to that weapon and what his mental state is. Lieutenant general, if i have you, you are hearing me okay over there . General honore . Yes, i do. Thank you for joining us. The issue of, was the military doing what they needed to do with this man in their care. What is your perspective about how the military is dealing with issues of Mental Health, ptsd and others . Well, in the Opening Hours here we have what might make a csi look like an amateur sport. In going back in the last few years of this soldiers life, there will be interviewing every sergeant he ever worked for, lieutenant, captain and Battalion Commander and sergeant major. Theyll have a pretty good picture in the coming hours of how this soldier ended up at ft. Hood and then questions will start to happen. General milley and his staff will start requesting questions. Where did he come from . How did he get here. Looking at details like the medications he was on and how is he being counseled. This is not a veteran. Hes still an army soldier. And people will be asking, why was he transferred in february to ft. Hood because when you move a soldier and his family, thats a very emotional thing. The commanders already said the soldier is being treated for anxiety and depression. That means medication and counseling. And at the same time you moved him to ft. Hood, all this could have increased the stress. At the same time, the soldier is trying to convince people he has a longterm illness. Those soldiers have to fight and prove to people that they need care. That is the problem we have at the end of the day, chris. You are saying they need to fight and prove they need care and thats a problem. Meaning what . The bar is too high . The military is too slow to recognize it . What are you saying . Military is a very small part of this Big Government that says, hey if you have a back injury, show me. Put you through a series of tests. If you say you have a mental problem, well give you medication, but before we move you on to be a veteran or determine whether you can stay in the army, long assessments, meetings, counseling, Group Interviews for that soldier to proof he has a problem. All this will come out and hopefully well make that next move in dealing with all these soldiers that have been to war and come back and come up with a 21 vst century way of treating them as opposed to a world war ii situation of treating them. Do we believe that safety on base is why this happened . Probably not. Not military in that way. But our military being under stress and how we deal with it, legitimate issues. Suicide as you know is an increasing problem in the military. Something like 6,000 a year. For our veterans, sometimes in theater, often when they come back home, thats why ptsd is relevant. I think this event is as much a reminder of that problem as it is of any other. Fair . It is, chris. He basically did commit suicide when absolutely. This was a soldier as russ has indicated. This is a soldier in a mental state and had acknowledged. He came forward and said, i think i have a problem. And the military embraced him and said, we young have a problem. And as russ indicated, weve chatted about, why did the Army Permanent change his station. He got to ft. Hood two months before this event occurred. He should have had some degree of continuity of care where he was previously so you could evaluate him. You wouldnt have done that with a soldier undergoing some other type of physical, visible ailment. You would have left that young soldier where he or she was. Moved him to ft. Hood. I think that is a part of this process that needs to be evaluated as well. But, clearly, were dealing with a mental issue. My producer is telling me, the suicide rate for the military is lower than the general population, but i think that may be a little bit of a distraction because these men and women get a lot more care than the general population does. The military, in general, is very good at assessing their men and women because they have to. The capabilities they need. Heres something that confounds me. The question i want to ask you, russel, why did you as the military. Obviously, you arent in charge of this, but from a point of perspective why did you let this guy continue to have a concealed carry weapon when you were treating him for all these other things . But its a frustrating question to ask because, obviously, the military already determined he was good enough to stay enlisted and keep working. So its a frustrating process to hear he had all these problems, hes getting all this treatment. May have needed more n yet hes allowed to stay just like anybody else. What does that mean . Well, when that soldier leaves the premises of ft. Hood and he goes into killeen, he gets the rights of a u. S. Citizen to be able to purchase a weapon and have a weapon inside the laws of the state of texas. When he comes on ft. Hood, he follows army rules and dod rules that says you cannot have a weapon on that installation. And if you do it has to be registered and if you move it from one place to another you have to have a purpose for doing that. So if you go off ft. Hood you have state and federal things that say you can do this. You can own a weapon, buy a weapon, but on ft. Hood you cant have it. I think at the end of the day, its not going to be about the gun necessarily. Its going to be about the soldier and the care that he should have gotten that he wasnt getting, or somebody knew, at the bottom, theres a sergeant that know that theres something wrong with that soldier, that he needed more help. At the bottom, theres a captain that know. Im sure general milley in his chain of command and we need to give him some space here, will sort that out. But its about the person in this case and i feel sorry for his family who have to leave twons whats going on here and to all of those injured and dead this morning. You make the right points. And the frustration, its something we have to deal with in society as well. Should be easier to deal with in the military. Even if you do know, what can you do to stop someone before they create the criminal act . You cant control their ability to get a firearm. Hard to get them put into treatment involuntarily if they dont want it. Its a complicated issue. Were seeing it play out right now. Weve seen it before. Hopefully we dont forget as we move forward. Says theyll go until hell freezes over. A ship with technology to detect pings from the black box should reach the search area tomorrow. Another strong earthquake off the northern coast of chile. A 7. 6 aftershock follows the 8. 2 magnitude quake that caused at least six deaths and forced nearly a Million People to evacuate lowlying coastal areas. The Senate Intelligence committee set to vote as early as today over making details of the cias torture programs public. The committees investigation reportedly found the cia misled people about torture after 9 11 in order to justify it. And a delta flight was forced to make an Emergency Landing in new york after problems detected with the hydraulics system. So much of the search for flight 370 is based on assumption. One of those assumptions is based on satellite data. If the plane traveled south, that may have happened because of what they picked up on some of the satellite data. Are they sure . What if it did. What if it went north. Can they really know . Now if they are wrong in their assumption, what does that mean . They are very far from where they should be searching. Certainly from where the search has been concentrated for more than two weeks in the Southern Region of the indian ocean. So lets walk through the basis for why we are where we are now and maybe should we be somewhere snels we have standing next to us, contributor to slate. Com, mr. Jeff wise. Always a pleasure. So we have some fancy graphics for you here. Ready . Let us show you the heres what we know based on waypoints, which is, this is the track that the plane was following before it reached the strait of malacca. Thats what youre seeing right there. Take us through what were seeing. The first jaggedy part we know it went because on the primary radar track after the plane diverted from its intended course china it was spotted taking this zigzag course. Last seen heading to the northwest. Then what happened . All we know after that point is based on the seven inmarsat data pings. They didnt have any content, just pings like youd hear coming out of a sonar. So the inmarsat people were able to analyze this data and extract some information from it and they were able to create these two tracks. Either to the souther to the north. Weve heard about this for weeks. The data is symmetrical because the satellite is receiving this information. The satellite cant tell whether its coming from the right or from the left. Inmarsat did clever data crunching, analysis. They said based on certain assumptions its more likely that its in the south. So here are my questions. Heres the lawyer. Do theed people know what they are sghoog is this something they have to do on a routine basis . We dont know. They themselves said theyve never done this before. Theyve never done that kind of analysis before. Thats relevant. Two, north or south, 50 50 split on which way it could have gone based on their best analysis . They said it was weighted to the south. How weighted . We dont know. They just said but they felt confident enough that the Prime Minister of malaysia got up in front of the world and said to the relatives, your loved ones are dead because it must be in the south. Theres nowhere to land. Therefore, they must be dead. That sounded like a lot of confidence in that analysis. However, we dont know from first hand being able to see their work, look at their homework i wouldnt understand it anyway. So youll have to trust the experts a little bit. I guess, you tell me. If they had gone north, doesnt it start increasing the possibility that someone would have had to know . As it starts to go north this way, then what happens . Then you are starting to invade very snoopy air space here. India paranoid about pakistan. Lots of Technological Capabilities there. On to banda aceh. You have thailand. Sensitive areas. Japan. Very technologically savvy. Wouldnt we have heard something in is that a good basis of analysis for saying it makes it less likely . Thats been the assumption all along. Theres too much radar. But we know this plane traversed, the military radars of at least four countries. Whether it went north or south it had to have traversed at least four countries. Malaysia, thailand, indonesia and australia. So thats a problem no matter which way you slice it. It would of had to intersect the northern arc. If it went north it had to end up in western china, kazakhstan, turkmenistan. A lot of ethnicities and different kinds of rivalries that are deep seeded. You can you start to be able to tell all kinds of different stories about why someone might have wanted to do Something Like this. You also have much higher probabilities of detection and disclosure of the plane being theoretically. Since we dont know what happened, who did it why they did it or what their aim was, its you cant really talk about probabilities. Or that anybody did it for any reason and that it wasnt something that was completely uncontrolled by any individual. We dont know that either. It seems pretty clear if you look how carefully the zigzag path was laid out, how they followed these imaginary. It seems to be done by someone who knew a lot about how planes navigate. Only seems, though, right . We dont have like some collection of the Expert Community saying it was definitely somebody. They dont know what malaysia seems pretty clear it was somebody. Theyve been calling it a criminal act. But that could be just a basis for procedural procedures of an investigation as well. Well, you know, we know the sands keep shifting beneath our feet. The fact is revealed and then retracted. Its changed. Its shifted. Its hard to pin down a fact in this case. We had these pings. These seem rock solid. Radar tracks. That seems solid. North south is still really the best bet is south. South could be farther north from where there are now. Its all where you want to place your bets. As many experts as you bring in youll have that many different opinions. And theres so much pressure on them to have answers that maybe that clouds the judgment of moving even faster than they are already doing now. Thats a good point.
