Were also seeing dramatic video of the incident capturing police approaching a suspect and then firing shots as the suspect lays on the ground. Warning to our viewers, this video is disturbing. Oh oh what the oh, my god. Nick paton walsh is on the scene there. What are you seeing and hearing there on the ground . At this point we are hours since that incident began to get Police Attention about 2 00 local time. The police are essentially checking that there is no residual threat there. No explosive device. This particular assailant seemed to have some suspicious hoax device attached to him. They wanted to make sure there was nothing left behind in any vehicles or any other assailant who they may not have been aware of at that point. Before, about 2 00 this afternoon, the busy end of a friday lunch here in central london, near some of the Financial Centers here in London Bridge, police were called to an incident at a premises. We dont know the detail or what unfolded there. It appears to have led to this graphic scene filmed by many passers by, eyewitnesss in this packed part of central london, showing a man wrestling with members of the public, initially referred to by sadiq khan as the best of humanity, people who appeared to intervene there, seeing this man with a knife. Some people were stabbed during this incident. Then the graphic moment in which police intervened. They do seem to pull away from there, one of the members of the public intervening, and then shoots the assailant dead. Possibly because he was aware he was wearing this suspicious or hoax device. After that, scenes of panic around here. People seeihearing the gunshots fleeing. The assailant is dead, shot dead by police. This may be related to isis or other terror groups it has been called a terror incident. Some of that because of the nature of the weapons used. Some Security Services weve been speaking to are pointing increasingly to the Psychological Health of people in these circumstances. Since isis is degraded in iraq and syria, those networks that you might normally think support attacks like this, if it does appear to be related to jihadist activity, being degraded, so often its singular attackers, perhaps with Mental Health problems who may be behind Something Like this. At this point, we dont anything more about this man or where this particular attack initially began. Behind me here, youre seeing police lay down this cordon. Weve seen lots of reenforcements piling in here as you would expect in the heart of central london. British police practiced at stopping this kind of attack. You saw the Quick Response of london and City Police Officers here. They are armed now, standard routine, since the attacks predating the London Bridge attack in which eight people were killed and three attackers killed. Theyre making sure there is nothing left behind here. All the people have been in their offices may begin to go home. What you cant see here are absolutely packed streets. People moving around this busy part of central london, perhaps changing their plans of the evening because of this horrifying incident. We dont know the conditions of all those stabbed, the asill lant i assailant is end. We will find out where he came to attack initially, then his identity and motivation forever the attack. Nick, thank you very much for that report. More dramatic moments from the bridge scene, cell phone video shows bystanders trying to suspected attacker to the ground and the moment when police fired. Heres how the man who recorded that moment described it. When i realized something was happening, i kind of looked up from my phone and there was it looked like members of the public were shouting with a man that looked like he was trying to be pinned down on to the pavement on the lefthand side of the pavement on London Bridge. At that moment, i kind of saw like it looked like a shine of light come across from the man on the floor. I realized quickly it was a knife. The sun was shining on the knife. It was a relatively large knife. At that point, i realized it was something quite serious going on there. And very quickly, it was at least one member of the public. And then police went over with some guns, and it ended with the man being shot. Here with me is nic robertson, paul crimshank and pa pa peter bergen. Peter, its been declared a terrorist incident at this point. What do we know about the incident in terms of why its been called a terrorist incident at this point . The police must have made that determination. Interestingly, theyre saying something slightly contradictory because theyre saying its not clear what the motivation is. By definition, terrorism has a motive. Its not motiveless. Perhaps they know something more than theyre saying publicly. If its terrorism, by definition, its an act of political violence, trying to spread a message. So theres always a motivation. The fact theyre saying we wont talk about motivation is puzzling. Maybe theyll look at this guys social media. See who else is in his network. The fact it happened at the same place of a jihadist terrorist attack two years ago, adds to the likelihood that its related to jihadist terrorism. But there is a big caveat. There was an attack at a mosque in london a few years ago, it was a rightwing extremist. So certainly rightwing extremist is a problem as much in the United Kingdom as it is here. Thats why maybe the police are reluctant to immediately ascribe a motivation. The suspect at this point is debt. What are the concerns of the police now there . What must they be doing now . Was he part of an extremist network is the number one question. Are there other people like him who might launch attacks in the hours ahead or was he a loaner acting completely on his own steam. As of this hour, theres been no claim of responsibility by any terror group, jihadi or otherwise. Weve seen them move quickly after past attacks to claim those attacks. We saw that after the London Bridge attack in the summer of 2017. Theres striking similarities with that attack, as peter was eluding to, the use of knives, but also in 2017, all three of the attackers were wearing fake suicide vests. Why were they likely in that attack in 2017 wearing fake suicide vests . Because they wanted to be killed by police and they were killed by police. They wanted to be martyrs, to go to paradise. Could that be the case with this particular attacker . We dont know. We dont mow the motivation. Talk about the state of fight against terrorism as it stands now in the uk. I think the perception is the threat has been reduced. Thats been something that the British Home Office has done visibly by reducing the Terror Threat level to the medium level. That signaled to the British Public that the country is safer. There was concern because so many young men went to join the isis fight in syria and iraq. There was concern when they came back. Theres still concern about some of those who have come back. Its a real concern now that isis has lost its caliphate and people are looking for ways to get back to their countries of origin. Generally the view is there is not a big wave coming into the uk. The Security Services have better experience at tracking, coordination with other intelligence officials across europe. So i think the perception that been that it is generally safe. Thats a perception on the streets. I think what you saw today with the public stepping in, the mayor, the Police Commissioner and the Prime Minister in london, they all commended members of the public and the Security Services for stepping in and being brave. You saw on one video, what appeared to be a member of the public stepping away from the scene of where the person was pinned down on the Street Holding a large knife. I think that also speaks to the mood in the uk that people have become used to these types of attacks and are not going to stand by. I think one other point to make, the fact that there are similarities between this and a last attack on London Bridge can speak both ways. They can speak to somebody with a similar radical islamic motivation and speak to someone who is a little bit mentally off the hook. We have had those types of attacks in london as well recently where people have been injured but the perpetrators are a little bit unhinged. Police confirmed officers shot and killed a male suspect after people were stabbed near London Bridge. The white house has told us that the president has been briefed and is monitoring the situation. Joining us now by phone right now is Pauline Neville jones, shes the former head of britains joint intelligence committee. Do the hallmarks of the attack indicate anything specific to you. Not anything specific. Its the kind of attack weve seen previously. Guns are not all that easy to get ahold of in the uk. A lot of attacks take place in the uk with a knife. This man had a knife. It looks to be a really big kitchen knife that he was armed with. It was a member of the public that disarmed him and removed the knife. Several people before the Police Arrived who arrived extremely fast, nevertheless he was tackled by members of the public. Presumably as the attack began. I imagine that some of those who were injured were some of the people who actually tackled him and disarmed him. And how key is this hoax vest which he was wearing, how key is that in identifying who the attacker is. I wouldnt think that tells us a great deal. He would have had some help in how to make it look real. It appears to have been actually a dummy vest. It was made up to look like Something Real in order to deter people from tackling him. So i think in all of these attacks, even if theres only a single individual involved, so far the case at the moment is a that theres only a single individual involved in the attack itself, but theres always a bit of organization behind. One thing that is difficult about modern terrorist attacks in the uk is that they have learned, the terrorists have bermed over time that the more they communicate, the more electronically theyre to be picked up before they get to the point of attacking. A lot of these incidents are organized extremely locally by word of mouth. So theres very little trace of the activity they might be planning. Thats one difficulty we face. The counterpart is the attacks are smaller. This is an example of an attack that didnt take long to organize, didnt involve a lot of people, though i think more than one. And the decisions where they went and so on have been decided quite locally. This flasparticular attack took place on a bridge where there was another attack 18 months ago, inside one of the big london markets where people were injured. London bridge is the bridge that leads from the south side of the thames into the financial district. The socalled city. Its the city of London Police and their squad of specialist armed officers who shot the terrorist dead. Pauline, thank you very much for joining us. We want to bring you inside the room here. Paul, we do know that the terror level was downgraded over the last few weeks. Seems to be a mistake at this point. What do you make of why it was downgraded and the fact now that we have this terror incident. It was downgraded earlier this month from severe, which is an attack thats likely to substantial, which is an attack likely. That process is done independently of the government. Its done by the joint terrorism analysis center, which is within mi5. At the time they made that announcement it was uncontroversial amongst people viewing terrorism, because overall the terrorism threat in europe has gone down. Certainly has gone down since it peaked in 2015. 2016, there were fewer attacks, less energy in this jihad pi system as isis lost ground. A lot of its key operatives who were incistigating these attack were killed in syria and iraq. Others were on the run and not able to plan, encourage attacks. In recent months theres been concerted effort go after terrorists across the continent. In the last few days there was a big push by euro poll who coordinated a takedown of isis on the messaging app isis propaganda on the messaging app. So the threat level has gone down. There will be questions for those who made that analysis. For a threat level system to be meaningful, you have to take the threat level down as well as push it up. When it was made a few weeks ago, it was not a surprise following the threat closely. The last terror attack happened on London Bridge and a few weeks before an election. Same thing here, peter. December 12th, the british will go to the polls. The main issue is not terrorism but brexit. Thats basically what this election is about. Two weeks away, its some kind of terrorist incident. Seems to be a part of a bigger plot. British londoners are used to this. Thats where this knife wielding man was eventually shot dead by police officers. As you said, a number of people have sustained knife injuries. The mayor of london said some of them were serious. A number of those people are being treated in nearby hospitals, about a half mile away from here. This area does have a very significant big hospital that is an expert in treating knife wounds. Well bring new details to you as we learn them. Turning to politics now. A disconnect after a president ial thanksgiving day trip to a war zone. President trump is back on u. S. Soil this morning after a surprise trip to troops in afghanistan and a surprise disclosure while there. The president says the taliban, talks he abruptly ended months ago, are back on. The taliban wants to make a deal. Well see if they want to make a deal. It has to be a real deal. Well see. The taliban wants to make a deal. Were meeting with them, were saying there has to it be a ceasefire. They didnt want to do a ceasefire, now they do want to do a ceasefire, i believe. It will probably work out that way. This morning a Senior Administration official says that the president got ahead of the government process and wiel go now to barbara starr. Theres a question of why restart the taliban talks right now. Has the security situation in afghanistan changed since the president ended the previous negotiations . Perhaps not. Earlier today the taliban themselves put out a statement underscoring the president is a bit ahead of reality saying if the americans want the talks to resume, theyll resume. The president s policy right now is to try and draw down u. S. Troops in afghanistan. There are about 13,000 there. He would like to bring it down to about 8,600. The taliban are watching that carefully obviously. They want all of this. If u. S. Troops are being withdrawn, could the taliban perhaps hold out, you know, until all troops are withdrawn and then come back . The goal has been to get a ceasefire from them before you really sit down and talk. That is not at all clear right now because the conditions on the ground have not changed. Theres continued suicide attacks and isis cells as well as the taliban operating inside that country. Not clear if these talks about get under way when the afghan government, which is critical to this, also being brought into the fold. So the president a bit ahead of where things might be. Certainly talks behind the scenes, but really actual peace negotiations with those socalled deliverables like a ceasefire perhaps not just yet. Thanks for that report, barbara. Caitlin, Senior Administration officials are telling cnn that the president overstated where things actually are between the u. S. And the taliban. Yeah. Right now white house officials are not giving a lot more detail about what it is these negotiations that the president said have started back are going to look like. Now, yesterday wasnt the first day that the president hinted at this. He said as much last week in an interview with fox and friends, and whats notable about this, its less than three months after the president declared these talks with the taliban dead and that they collapsed in stunning fashion after inviting taliban leaders to camp david, a trip he announced he was later scrapping because of that attack that left an american soldier dead. The president got out of here in secret fashion. He left about 7 00 wednesday night. Took a military plane that was bare bones to d. C. Where he then inside an airport hangar got on the other plane, the same model as air force one, the one he took down here. Thats when they made that trip in the middle of the night to afghanistan, with all the lights in the plane off to not give away their location. There were questions about why the National Security adviser had traveled with the president during this thanksgiving holiday. Then you saw the president returning to florida this morning pretty early on and now hes been spending the day at his golf course since getting back from afghanistan. Thank you for that. Is the president speaking correctly there and how real are these talks that he said were restarted but others have said hes ahead of the skis. Everyone knows that the president wants to get the United States out of afghanistan. American military officials have been saying for years theres no battlefield solution, there has to be a negotiation between the United States, taliban and afghan government. When the president says well see, hes on target. I think what we are starting to see here is the 2020 calendar affecting some of these policies. The president ran on a couple different things, including better burden sharing among allies and on this pullback. So youre seeing the administration pushing japan to pay moor fre for troops there. Asking nato to pay for a burden of this. Thats whats possibly were seeing in afghanistan as well. You heard the president of afghanistan there trying to flatter the president , something he says knows has often worked. Here he was yesterday. We have inflicted an incredible defeat on isis, what we have done to wipe out al qaeda south asia, is tremendous. Thank you. People talked a lot about bin laden, but what you did to eliminate was al baghdadi who was an organizer and not a talker is a much greater accomplishment. Congratulations. Could this flattery have any effect on what the president clearly wants to do, which is draw down troops if not withdraw completely because this is something hes promised many of his voters he would do as president. Its fascinating trying to see the World Leaders kowtow to the president. They know he has a fragile ego, he cares what World Leaders are saying about him. I think thats what was said in that clip, hes making sure the president keeps some u. S. Troops on the ground for at least longer than they would under trumps ideal sid ways. We know the president asked his advisers, why are we there . Why are we in afghanistan . What is the end game . He said we dont want to fight to a tie. I think there was some of that public flattery in part because he wants the president to stay committed to keep at least the presence of troops on the ground for at least the next year as the president goes through his campaign and tries to make the argument that he was fulfilling his campaign promise. You seen this president try to figure out what Campaign Promises in terms of Foreign Policy hes going to be able to fulfill. If you think about north korea no dice there in terms of denuclearization. You think about in iran, some sort of nuclear deal. Nothing new on the ground there. Where does he go with afghanistan . What sort of victory might he be able to declare . I think what we saw happening during his trip when he said the taliban want a deal, the taliban want a deal, hes not only wishfully thinking out loud but whispering to his base this will happen. What ive been doing is working and this will yield some sort of ability to pull american troops back in the way he promised would happen. This is possibly the best praise you could give president trump, not only killing al baghdadi was a good thing but perhaps better than on getting osama bin laden. He may be able to pull troops out of afghanistan, but they cook out al baghdadi and thats the biggest delivery they could have delivered. Republicans might have something to say about this. Thats one area where trump had disagreement come from on areas of Foreign Policy. Heres tom cotton. We have to remember that afghanistan is the place from which the 9 11 attacks were launched and the place that still has the highest concentration of foreign terrorist organizations anywhere in the world. The reason were in afghanistan is to protect our own citizens here at home. Sounding like a republican hawk. Sure. The irony is, trump is so concerned with accomplishing things that he blamed president obama for not doing but he finds himself in a similar situation in afghanistan. Dragged down into a quagmire not of his making after spending so much of the campaign vowing to get us out of there still we are there because of these domestic political considerations, because of the domestic security situation, because the situation on the ground in afghanistan is not one that most military leaders feel we can responsibly just leave there and wash our hands of. So just as obama found himself spending eight years trying and failing to extract the american presence from afghanistan, trump is now in the simsay the wayame.
