Support, we do hear you and we appreciate you and we thank you, but theres much more that can be done, much more that needs to be done, and much more that people like marco rubio and rick scott are not doing. And its scary to think that these are the people who are making our laws when our Community Just took 17 bullets to the heart. And it feels like the only people who dont care are the people making the laws. 17 bullets to the heart. The city of parkland, florida deep in grief today laying to rest the first of 17 victims from wednesdays shooting. Many students learned late last night about classmates and Close Friends who did not make it out of the school alive. One of those was 15yearold peter wang. In his final moments, peter held the door open so other students could escape. Peter was very funny. I used to joke around with him and call him Peter Griffin and he would laugh with me. He was one of my closest friends and he always hes very kind. He died a gentleman holding the door for other students, and knowing hes gone is going to haunt me forever. Later today President Trump will travel to parkland, florida to meet with those who are grieving. Bill nelson is also visiting today. The trail left hints about what he was planning. One of the studen one of the teachers got a cautionary email in 2017. The staff asked him to advise them if he saw him to campus. Cnn has learned that Broward County deputies were called to the home of the shooter 39 times since 2010. Those emergency calls include a report of a mentally ill person and a domestic disturbance. We also know that he legally purchased his weapon, an ar15 style rifle, in florida more than a year ago. He discharged that firearm nearly 150 times during the massacre. A source tells cnn he has purchased at least three other guns over the last year as well. His public defender says he has suffered from Mental Illness for years. Im joined now by cnn Crime Reporter shimon porcupesz. Shimon, maybe one of the first things is to try to piece together the last year. Thats exactly what the fbi is trying to do, the atf and certainly the Broward County sheriffs office. This is an important part of this investigation. A, they need to figure out what signs, what was missed here so they can learn lessons from it. Thats usually what they do in these types of shootings in these types of situations. So they are going back. Theyre going back probably further than a year to see what exactly was going on in his life. Look, the fact that police were called to his home 39 times, weve heard students at the school saying they are not surprised he was behind this. They knew he had a fascination for guns, they knew he had some problems. It seems to be the Mental Health issues here from the local police who are saying this, other people who are saying he had a lot of issues. So all of this certainly kind of giving us an idea of the difficulty, perhaps, that this young man was facing, but still we dont have an exact reason as to why he picked a valentines day, why he picked a school as the site of where he was going to do this shooting. We know he had some issues there. We dont know exactly what those issues were. And certainly that is also part of the investigation. And maybe we will learn a little bit more today if the police are told. They may hold a press conference. Perhaps well learn more. But theres so many questions that still remain here in terms of the motive. What exactly led up to this . We have a good picture. Certainly the social media stuff helps us, but exactly what police are working with, we dont know. We learned yesterday that the gunman purchased his weapon a little less than a year ago legally, and we heard from an attorney from the gun shop owners. Lets listen. The morrisons here sold a lawful weapon to someone who was mentally ill, someone who fell through the cracks, someone who is not held accountable for their actions when they were expelled from school. Someone who was not put into any sort of database, and someone who was essentially allowed to go unchecked before walking into the store and purchasing a firearm. Someone who fell through the cracks, he said. Well, that someone, we learned, discharged that weapon 150 times inside the school, shimon. Also i understand purchased three other weapons. What more are we learning here . We dont know exactly what the other weapons are that he purchased. Another part of this is going to be where is he getting the money to buy these firearms. Where did that money come from . We dont know if he was working, was it one of his friends or someone in the family that was helping him purchase this . That also is probably part of the investigation. Its interesting to see, to hear the lawyer there from the gun shop saying that someone fell through the cracks, because the gun shop, according to our sources, did the necessary background checks and there was nothing, nothing in his background that prevented them from selling him the weapon that was used in the shooting. So by all accounts, the gun shop here did what they were supposed to do. The law is anyone over 18 is allowed to buy this ar15 style weapon. So certainly its interesting to hear the attorney come out and say this, but hes exactly right. They did what they were supposed to do in this case. The law for handguns, by the way, is 21, not 18. A different law for ar15 style weapons. The fbi is facing so many questions about that youtube posting or someone with this killers name said he wants to be a professional school shooter. The fbi talked to the person who reported that comment, never apparently tracked down, as far as we know, the shooter himself. But there are questions and i know the fbi is frustrated by this, shimon, because even had they tracked him down, its not totally clear they could have necessarily done anything about it. Thats exactly right, john. I think theyre still trying to they have some answers, the fbi, they have done their own internal work to find out what exactly they did here, but theyre still continuing to see if theres anything they should have done better. And they are limited. So lets say they say if we did know who he was, if we did identify him, what other steps can we take to apprehend him . Theres probably nothing else they could have done. But theyre still looking and they should be looking to see what else they could have done. Maybe they could have alerted the local police to this, identified him, and maybe if the police found out, they would say, oh, weve been to his home 39 times, he had these issues at school. Its not clear, john. These come up a lot in these kinds of situations where we hear there were warning signs that were missed, people knew things, neighbors saw things, family saw things, theres all this social media stuff but no one reports it to the police. Thats what the sheriff has been saying the last two days. If you see something, Say Something, no matter what it is. The sheriff keeps saying this was a key issue here, that no one said anything to the police. Well, something was said to the fbi and people that work for the police were called to the home. But as the law stands even then, what could the police have done to prevent this . Shimon, thank you for your reporting. The first funeral was held earlier today for one of the victims. Friends and family gathered to say goodbye to 14yearold elizabeth olidef. The soccer star remembered as being smart, talented. As her parents try to move forward, they do have a message for the nation. I just saw my daughter, cold as can be, shot in the heart, shot in the head, shot in the hand, dead, cold as can be. Shes gone. I dont think i can wrap my head around that or no other person in the world could, either. My child is dead. I cant help her. But i can help all those other kidsal Stoneman Douglas high school and all the other kids in america around the world. We have to protect our children. We have to fight for them. Shot in the hand, shot in the head, shot in the heart. Gary tuckman was at the funeral. He joins us. Gary, i have to imagine, this funeral, heartwrenching. So difficult, john. Its painful. As we speak, alyssa is being laid to rest. A short time ago her service did conclude in this Funeral Chapel behind me. We werent allowed to have a camera inside, but what i can tell you is this. It was completely packed. Her parents, her two younger brothers, aunts and uncles, cousins, her friends from her summer camp and her friends from her high school who are survivors of the shooting from two days ago. Hundreds of people inside. Obviously very sad but also inspiring because alyssa was so inspiring. As you mentioned earlier, shes described by everybody we talk to. Her life was a great life because she was friendly, she was caring, she was nice, she was considerate, she was beautiful, she was smart, athletic, a star on her soccer team, had an incredibly bright future. Thats why every death is painful, but when you have a child who dies, its so much more extended pain. Weve covered so many of these, john, so many School Shootings, and for us as journalists, it gets harder and harder each time we cover them. Lori and alon, her parents very gracious. We talked to them. As it stands, they are still in a state of shock. As the days and weeks go on, they will need to be around people who love them because it gets harder and harder once they realize their daughter is not coming back. Yes, they know that more, but it becomes more in depth and in focus as the days go on. So theyre very upset and passionate. What stands out, as you heard in the interview this morning, they already want to help other children. This is whats notable. A sad irony here, john. Nine months ago alyssas mother lori signed a petition on facebook in may 2017 after a number of School Shootings. This is the irony. She said this in a comment on facebook. Metal detectors are a start for administrators and parents to implement something in the schools to be proactive against violence. It should be in all schools, not just in middle and high schools. Nine months later, she and her husband go through this. John. Gary tuckman for us. Our heart does go out to that family, and as you know, gary, this will not get easier over the coming days. 14yearold alyssa olidef, one of 17 People Killed. Look everywhere this morning, you will find messages to the president. Pick up the new york post, the president s favorite newspaper, and you will see this, mr. President , please act. Turn on cnn and see the grieving parents. Mr. President , imagine if this happens to your son. Mr. President , baron goes to school. Lets protect baron and lets protect all these children here in parkland, florida and everyone else in the United States of america, because we earned it, just how you earned the right to protect baron. You need to help us now. We need security now for all these children that have to go to school. We need Action Action action the president this morning seems to be indicating that he is listening. This is what he wrote. Ill be leaving for florida today to meet with some of the bravest people on earth, but people whose lives have been totally shattered. Also working with congress on many fronts. In that last sentence, the president suggests he is willing to do something, in fact, he is saying he is doing something. The potential hurdles on gun violence are many. One, its difficult to assess how adding gun laws would have stopped many of these massacres. Which specific law would have made what difference where . Two, doing anything on guns is especially difficult in an election year. Here to join me with their insight, philip bump, the Washington Post and new york times, maggie. Maggie, let me start with you. The president is going to florida to meet with the parents there. This is what the president should do. He also says hes working with congress on many fronts on guns. I dont know specifically what hes talking about there, but that would be new. It would be new. I dont know what it means. One of the things donald trump often says when he wants to deflect on something specific is say, im working on a lot of things. I dont know what this refers to. What we do know is hes going to make this trip. We knew he was going to florida, anyway, to go to his private club there, and what we know is hes unlikely to get a very warm reception when he goes to parkland. There are a lot of angry parents, there are a lot of angry elected officials. This has not typically been his strong suit is dealing with moments like this, and the white house, you know, on the one hand you have aides who will privately acknowledge and theyre not in any way trying to suggest that they are happy about what is a horrible event in florida. But there are aides who, if theyre being honest, are relieved to not be talking about a personnel scandal that has dominated for two weeks, but they dont really know what to do about this, either. And there is no master plan at work. Like we were saying, its the job of the president to comfort folks, and like you said, the reception, who knows what it is. We heard from the vice mayor of Broward County. Mark bogan says, the president coming here is absolutely absurd and hes a hypocrite. How could you come here and talk about how horrible it is when you support these laws . Philip bump, when youre dealing with President Trump, though, and youre trying to find where he stands on the issues, issues like big issues like guns. Its hard when you go back decades. You know he was very pro Second Amendment, pro gun rights during the campaign, but all you have to do is go back to 2000 and find this. Let me read an excerpt from his book the america we deserve. America wants to confiscate all guns, which is a dumb idea. The republicans walk the nra line and refuse even limited restricti restrictio restrictions. I generally oppose gun control but i support the ban on assault weapons and i support a slightly longer waiting period to purchase a gun. With todays Internet Technology we should be able to tell within 72 hours if a potential gun owner has a record. That would be huge, but i dont think hell say that. Hes started to advocate harder positions since then. I think its important to point out that some policies might have made a difference in these shootings. There actually was, during the period the assault weapons ban was in place, the number of Mass Shootings and the number of People Killed during those Mass Shootings was noticeably down. Then they rose again after the ban had expired. So that is actually one thing that may be policy that could be put into place, but its important to remember trump has consistently shown a lot of loyalty to the people who brought him to the dance at the white house. The nra was a loyal supporter of donald trump. He has always demonstrated loyalty to what he calls the Second Amendment people. There is little hope at this point that that loyalty is broken. The reason i did not put that in that same bucket is because i think there is a zero percent chance that you will see an assault weapons ban. There is a small chance but not zero. You did say its too early to discuss this right now. I didnt hear that as much as i heard it in the past, but instead you heard legislation talking about Mental Illness, talking about enforcing laws on the books. This was attorney general Jeff Sessions this morning. Weve already, at the direction of the president , amassed a campaign to crack down on criminals with guns. Our prosecutions are up 23 already this year, the highest, i think, in ten years. We need to do a better job of receiving warning signs and acting on them, and our team and we wrestled with this yesterday. We think that somehow, some way School Systems have got to be emboldened to confront people, kids if they think theyre dangerous. It does strike me, mj, that the message the president is trying to send here is were doing something. Again, were not quite sure what it is just yet, but they want to try to tell the people in florida that there is action happening. Right, and what we dont know, matt, you were saying exactly what the president would say. You would assume the White House Team will work with the president because of the sensitivities around the fact that there are going to be grieving parents that so many students had died along with adults as well. I do think its worth keeping in mind some of the initial reactions to this tragedy that we saw from President Trump. In a tweet he said, make sure if you see something, you do something. Essentially saying if you see someone who is disturbed, you should Say Something even though in a state like florida, Law Enforcement, even if they did get reports like that, they actually couldnt do something. They couldnt actually take action like taking away guns from someone like House Speaker paul ryan. I think his first words to the event, reaction to the event was something along the lines of, lets take a step back and make sure we count our blessings for the time being. That is not the tone weve seen from parents. John, i know you were down there yesterday talking to some of these students who had just experienced this. Theyre angry, and theyre directing congress to take action, and taking action is not what republicans want to talk about at this moment in time. Stick around, well talk about this very subject. The president under pressure to reexamine gun laws. What will or can washington do . Stay with us. My cholesterol is borderline. I can worry about it, or do something about it. Garlique® helps maintain healthy cholesterol naturally. And its odor free. And pharmacist recommended. Garlique. ® four bills, four ways to tackle immigration. Four votes, four defeats on the senate floor. This morning, questions of what now . The republicans can blame democrats for failing Daca Recipients who are soon to be deported. They cant believe how Daca Recipients have been treated by the democrats, totally abandoned. The republicans are still working hard, the president claims. A bill mirrors the president s framework that was rejected in the upper chamber, rejected more soundly than anything else who was proposed there. Lets bring in Phil Mattingly on capitol hill. Phil, lets start with a reality check here. Is there a plan b . Look, john, in short the answer is no. At least not in the senate. Senate aides, republicans and democrats, they say plainly they dont know what happens next. There are some other paredback proposals, but nothing that is set right now. There is a house proposal that would deal with legal status for the dreamers, that citizenship in exchange for border wall money. But also security wallis issues that need to be ironed out. They dont have a bill to get to the upper house, let alone through the chamber. When you talk about a fix right now, there is no real answer, no real pathway, and i think a lot of people right now are staring at the courts for what would make anything happen in the future. You were talking to aides today. Do they have an end game . I think when you talk to people on both sides, you can recognize that the prism through which people see the negotiations, the white house and the democrats, needs to shift here. The democrats are saying a path to citizenship, not just the 800,000 people who have daca, but the 1. 2 million that would apply, we have to move to a lottery, something the president says repeatedly. So then probably paredback is the way to go. John, you know this better than anybody. When congress cant think of a Bigger Picture way to do things, they do it a lot skinnier and continue to kick the can down the road. As you know, the white house has made clear what they want. They have done anything they possibly could to undercut any option out there right now, and until they move off of that, i dont think youll see any movement at least on capitol hill any time soon. Phil mattingly on capitol hill. Back to the panelists. We do have breaking news. Hang on one second. Shimon procupecz has breaking news on the floor. Shimon, what have you learned . We just heard a statement from the fbi regarding the School Shooting on a tip they received on january 5 of this year to their tip line. It was a phonedin tip that specified the shooter in this case, nikolas cruz, was causing some potential danger to the public. This is what the fbi says. That on january 5, 2018, a person close to nikolas cruz contacted the Public Access line, tip line, to report concerns about it. The caller provided information about cruzs gun ownership, desire to kill people, erratic behavior and disturbing social media posts as well as a potential of him conducting a School Shooting. Very specific information here. The statement goes on to say that the fbi, we have determined that these protocols, that protocols were not followed here and that the information provided by this caller was never followed up on. It says that the information should have been forwarded to the fbi Miami Field Office where appropriate investigative steps would have been taken. And it appears by this statement that those investigative steps were not taken. The protocols were not followed. The fbi says the information was not provided to the Miami Field Office and no further investigation was conducted at that time. And then the fbi director in this statement issues a statement saying, quote, we are still investigating the facts. I am committing to getting to the bottom of what happened in this particular matter as well as reviewing our processes for responding to information that we receive from the public. John, clearly a stunning admission here from the fbi. Remember yesterday we had said, we had reported that there was a second tip, a second tip that went to the fbi. We were told yesterday by certain people that they did not understand what we were talking about, that there was this second tip. They were not aware of it. Well, today we now learn that the fbi was aware of it. Not only were they aware of it, no one ever followed up on it. Certainly a stunning admission here. Now we know of at least two tips that the fbi received regarding this shooter. Shimon, just to reiterate here, this is stunning. This is the fbi in a statement the likes of which i have rarely seen admitting that they dropped the ball. They were told everything. They were told that someone was worried about this shooter. They were told they were worried about his guns. They were told they were worried about his social media posts. They were told they were worried about a possible School Shooting. Thats in the statement provided by the fbi right now, yet protocols were not followed . What should have happened here, shimon . Basically the call should have been followed up on. It seems that no one ever followed up on the information. And this is what this statement clearly says. The information should have been forwarded to the fbi Miami Field Office where appropriate investigative steps would have been taken. And that does not appear to have occurred in this situation. Its a stunning admission, john, thats right. This is really you know, as you can tell, i am shocked by this. This is something that i have certainly never heard the fbi say. Certainly it doesnt seem like they have had this kind of situation before. But i also think its important to know that under this new fbi director, christopher wray, we have seen him come out, be somewhat transparent as much as he can, and when there is a screwup or when he needs to stick up for something, he does it. Though it took a day or so to get this, its clear, you know, that they have gotten to the bottom of this. And certainly i can tell you in talking to some people at the fbi today, they are affected by this. This is a stunning, stunning admission, certainly. All right, shimon. Please stand by. I want to bring in cnn Law Enforcement analyst Josh Campbell here. Josh, again, i have to say im flabbergasted by this statement. Shimon is right, i give the fbi credit with coming clean with what happened here, but on january 5 to the fbi Public Access line which is where youre supposed to call when you see something. This is where you Say Something. Someone said something and said everything, and protocols were not followed here. How could that happen, josh . Thats a good question and that is something that will no doubt be part of an exhaustive investigation. Sitting here as a former fbi agent, you get the sinking feeling, and you multiply that by times not only the viewers here that are watching but also, you know, the men and women of the fbi. These types of situations, again, as i said, this is the nightmare where you look back and identify that there were perhaps information in your holdings that could have saved lives. I mean, it is a nightmare scenario. Any type of investigation such as this where you have a highprofile incident thats happened, what would typically happen is the fbi and other Law Enforcement agencies would take, for example, the name of the subject, run that back through their systems and what likely happened here is that name hit on something that was in a file that, as we saw, just wasnt passed along to the investigators that needed that information, and i think it shows that this is an organization of human beings, even with some of the most advanced training in the world, there is no way to eliminate human error. Again, i want to read this to you again because the words that the fbi just put out here in and of themselves need to be heard. Someone called the fbi tip line on january 5th. The caller provided information about the killers, the ultimate killers gun ownership, desire to kill people, erratic behavior, disturbing social media posts as well as the potential of him conducting a School Shooting. Now, the established protocols, again, by this release we just got here were supposed to be the caller should have been assessed as a the information shufsh should have been assessed as a potential threat to life and passed on to the miami office. Neither of those steps were taken, josh. Youre right, and there are many Different Things about this statement that are stunning. I think you keyed in on perhaps the most stunning level of information, the level of specificity that was provided. If we think about this youtube post that was the subject of intense conversation yelled following the aftermath of the shooting, we looked at that and said, even as analysts here, Law Enforcement analysts saying it didnt have that level of specificity or credibility that maybe would have warranted additional action. Its tough to say that here with this situation where, again, you read the information the bureau has put out as far as the information that was provided. There are no words, you know, to explain this. I know that will be part of the an exhaustive review to determine what happened, but it shows the type of risks that Law Enforcement deals with in gathering information. And i hope, and ill say that what i fear and what i hope doesnt happen, i hope the average viewer out there watching this may have information on another type of crime doesnt look at this and say, oh, theres no use in reporting this information. We cant let that happen. We have to keep letting the public know and reminding them if you have information, you have to report it to Law Enforcement. The fbi needs to prove that it makes a difference, or prove that it is using that information. Josh, i do not know if in your time with the fbi you had experience with the tip line. Can you tell me anything about it, how normally information is processed, how many calls come in, what types of things or what level of specificity they normally hear . In this day and age, the fbi attempts to reach the public where theyre communicating. If there is something someone has, a piece of information, they want to make it as easy as possible to get it to the investigators who need to know that. So in this day and age, you can pick up the phone and call your local fbi field office. Obviously you can call 911. You can stop a cop on the street and say, i have information i want to provide. The tip line is simply another venue, another vector into the fbi to provide information. A 1800 number where someone can call, they can remain anonymous, provide information, hey, i saw this. And its like information you can find on the internet, a way into the bureau. Its for people who may know something is that could prevent an action to provide to fbi the information they have. Shimon, did anything happen, or was this just someone receiving the call taking notes and the notes just sat there . Is the fbi explaining any developments that they took here . So, john, i was actually just on the phone with some people. No, we dont have a full explanation yet. I think theyre sort of gathering everything, trying to figure out exactly what happened here. Its clear, though, something was not followed up on. We dont even know how they discovered this tip. It looks like they just maybe went back and did some searching. I am told, though, that the information we have about the second tip we reported on yesterday is not connected to this. I was just told that now. But i dont know what this is related to. We dont have any more, really, specific information other than whats in this statement. Again, a stunning statement, a stunning admission right now. I also think, john, this is a day for the fbi that is not good. As you know, theyve been under fire a lot during the russia investigation, and here we have another situation where it appears that something went wrong. This is not going to go over well anywhere, and they are aware of this. And this was a morning for them where they had spent quite some time gathering the information and really just trying to get it out there. This is just not a good day for them. What about the criticism that is certain to come here along those lines . Yeah, its unfortunately something weve seen before. If you think about the aftermath of the charleston shooting, that deadly aftermath where the bureau discovered and are looking at another exhaustive review. Again, there was an ins dernlt where human error could possibly have prevented had the protocols been followed, the shooter may not have gotten the recipe i received. You just cant escape certain things when you have human beings conducting the investigations. My colleagues would be the first to say, there is no excuse here. We have to get to the bottom. We have to be held to a higher standard and theres going to be a lot of criticism in the wake of this, but we can only hope that will cause information that is provided to be looked at with maybe greater scrutiny. I will just say, josh, once again, so many times after these shootings, how could we all have missed the signs . How were so many things overlooked and missed . They werent here. You had someone, you know, contact youtube and contact the fbi who had no connection to any of this. Last year trying to be a good citizen. That was back in december and then on january 5, a person close to the situation. We always criticize family and friends who dont speak up when they hear something, well, this time someone close to the killer did speak up here. And it still didnt make a difference. Youre right, and i think this shows that Law Enforcement tries to condition the public to pick up the phone, to report information. I think if you look at the actions that were followed here where you have someone calling the fbi to provide something of concern. If you look at the situation yelled obviously with a gentleman on youtube calling the fbi with that information, i hope were getting. We need to ensure these processes that are in place are done so in a way that allows them to take that information and treat it in a way that has to be treated in order to prevent crime. Just to read the last bit of the statement, this is drebtire from the fbi director chris wray. We have spoken to the families who are inflicted with deep pain following this specific tragedy. All the men and women at the fbi are dedicated to keeping everyone safe and are relentless in what we do and how we do it. I cant imagine being one of those families and hearing this news today. I cant imagine coming out of the funeral, and thats happening right now still going on, and getting this information. Listening to you say that, i have to tell you yeah. To think Something Like this you have to wonder if this is in the back of the families minds, that Something Like this could have been prevented. When you look at that tip from youtube, had the fbi it just seems if they say they did internal checks, the name inside the internal database, i want to know why that didnt match up from this tip in january. It just seems something is not adding up and thats a question that i have and thats something that im wondering about. You get this tip last year, then they get a tip in january, and why werent the two connected in any way . And thats a question that also needs to be answered. All right, shimon and josh, stand by for one second. I want to bring in ann perez. We were told yesterday that there were two threats reported to the fbi. But that other threat that was reported yesterday . It does appear, john, this was the second threat. I had been told yesterday there was a second threat that had to do with a threat to the school, and we didnt know very much more about it. We talked to the people in Law Enforcement and the fbi was sticking to its guns, so to speak, that there was only one threat that they knew of, and thats the one related to the youtube video. It appears that this one is the second one, and what appears to have happened, the fbi doesnt provide a lot of detail here, but it appears that the tip was deleted or just simply did not go into the right places that would have then sent it to the field office in miami for them to follow up on and for them to do the things that shimon was just talking about, which is match. This name in the Computer Systems of the fbi, it would have brought up the earlier tip tip, the earlier complaints, and brought into this tip line. It would have been treated differently like it was an imminent threat. The fbi is going to have to answer some very tough questions. Members of congress yesterday were telling me they had some very tough questions to the fbi, because they felt this was a string there have been a string of incidents in which the fbi had contact with the shooter prior to the shooting and that the fbi dropped the ball in some capacity. There are a lot of questions coming the fbis way in a number of weeks. I want to bring in steve guilliani. This is a stunning admission from the fbi. They got a phone call on january 5 giving a very detailed warning about this killer. What was going on with him, what he wanted to do, what he ultimately did do just more than a month later. Your reaction . John, stunned, to use the word that you just used. Still processing it. Im sure we all appreciate the transparency, and in the early aftermath of a shooting like this, a lot of things are coming together, a lot of new developments are going to come forward. As we sit lou them and sort them, we cant look at anything in a vacuum. This could have been an 800 number or an 888 number. We had a 222 number where people could call in tips. When they come in, there is usually an offduty agent that sits there and determines. There are a lot of people that call in with just ridiculous things. Things like this. Ment. In this instance, oo, which was the office of origin. It would have been sent down there, then the jtf down there or they could have reached out to local Law Enforcement in this part of the state, thernl do a. Go through any potential criminal history thats out there, anything that, but this should have been prioritized. This has goss to be a tough thi thing. Im going to take a step back and take a deep breath and hope we learn some more in the next couple hours that will maybe make some sense out of this. Pz we want to go to the killer with what appears to be extraordinary detail. Tom, look, its possible that the fbi, had they followed protocol, could have gone to the house, gone to the feb. But they didnt even to the door. They didnt even get to square one here. It doesnt appear that anything happened. And that is where the giant problem here is, tom. Yes, absolutely, john. This appears that its a complete failure and its been acknowledged by the fbi and director wray that the call wasnt followed up on the way it should have. And how terrible it is for the grieving families and the other, you know, extended families of the victims in this case. Its an unbelievable tragedy that they had information that theoretically could have prevented this or at least prompted much more investigation, you know, in the Miami Division of the fbi and in conjunction with Broward County and other people that knew cruz to address this, and we just have so much information that had already been in certain peoples hands. The School District knew they expelled him. The police had been to that house 39 times for domestic disturbances. At the local level, that information was already there. This would have been one more thing for the police and the biggest thing for the police to immediately, with the fbi, address it. And stop this individual in his tracks before he could have done anything. And i think that, you know, as far as i can see at this moment, i see no excuse for whats happening here. One bit of new information into us. Im not quite sure what this means. The Deputy Attorney general rosenstein will hold a press conference for a Law Enforcement announcement. That is at 1 15 p. M. Today. Many of us know Rod Rosenstein. Hes in the news because hes the one that oversees special counsel Robert Muellers russia investigation. My understanding, Josh Campbell, he also oversees there is direct contact with the fbi on other issues as well. So he could have a role in whats going on, this bombshell announcement from the fbi just now, that they received this tip january 5th, josh . Yes, its a very good question, john. For those of us who worked at fbi headquarters, the role of the Deputy Attorney general is vast. There is so much he is involved in, someone in that position. I dont know if we can read too much into what that statement would be. It can be a multitude of things. Obviously with personnel changes across the street at doj, you have this issue, the russia investigation. I dont think we can say with specificity right now what that would be. We dont know here what the Deputy Attorney general rod ross enstein will talk about. It could be this is for something totally different. Evan, youre with me right now, do you have a sense . Look, we still dont have an answer as to what exactly it is. Were just being told its a Law Enforcement matter. I can tell you right now a grand jury has returned an indictment against 13 russian nationals and entities apparently related to hacking in the election. So it might be related to that. Which is something weve been watching now for over a year. And the expectation was that the Justice Department was going to bring charges against some individuals who they believed were behind the hack of the dnc. Were checking to see whether or not that is indeed what Rod Rosenstein is going to be announcing. Its something, again, weve been expecting for some months, john, but that right now, crossing right now from the Justice Department, that there has been an indictment returned against some individuals, russian individuals, related to election hacking. All right. Again, the Deputy Attorney general Rod Rosenstein will be speaking very shortly. We will bring that to you live when it happens. It could be about some indictments, some elections about russian hacking. Or maybe its about this news we just learned now, the fbi admitting, again, that it received a tip on january 5th, a very detailed tip about the killer, his violent inclinations and fears that he might be engaged in some kind of plans for a School Shooting. Josh, what does the fbi need to do now to prove that it has itself under control . Well, its a tough day. Obviously, this is a tough situation to be in. I think we can assume, we know there will be an exhaustive review. The fbi statement indicated such. Obviously the director will be leading that effort. I think to get back to something that our colleagues evan perez and earlier about the time line, think what makes this even more troubling, and there are various levels of sadness obviously were all feeling as we look at this. If you think about the youtube posting we talked about yesterday and obviously at that point we mentioned there wasnt specificity, there wasnt credibility. In the field we call the eguardian. Its a system which allows you to track different threats, to do some type of analysis and determine is there a there there. If that information went into holdings and then you had this person doing what we want the public to do, picking up the phone and calling the fbi, a simple search of that persons name may have hit on that original holding. Thats why im concerned its not only the fact that the information wasnt passed on from the fbi headquarters tip line to the field office that needed that information. Im wondering if there was even any type of initial scrub to determine is this someone who was just providing information, maybe a poisoned pen, something to that effect. A lot of questions need to be answered. Stand by, you are getting information about possible news from the special counsels office. What have you learned . Were just getting the indictment. Im reading through it. Several russians are named in this indictment. An sbeinternet research agency. Its a 37page indictment. We should hear more at 1 15 obviously from the Deputy Attorney general. Its going to be the first time we really hear from rob rosenstein, the Deputy Attorney general, about the russia investigation. Keep in mind, everything having to do with the russia investigation from the hacking to the russia interference has all been shifted to the special counsel. Thats why rosenstein is going to be announcing these indictments. We know the fbi, department of justice, has been working on this case. Now, since the election, before the election, so this has been longtime coming. A longterm investigation. We should finally, finally today, hear some details about the people who were behind the russia interference into our election. Again, you know, and josh, to bring you into this conversation right now, these are charges now. These are charges from the Us Government that russia did hack the election, did try to meddle in the u. S. Election, and if im reading the analysis well, our rebecca burg, our cnn analyst points out, that this will say defendants operations including supporting the president ial campaign of then candidate donald trump and disparaging hillary clinton. Now we have the special counsels investigation from the department of justice of the United States, saying that the russians acted to help donald trump and hurt hillary clinton. Obviously, former Law Enforcement officer, every defendant is innocent until Proven Guilty so thats out there and the Legal Process would indicate such. With that said, moving on, bob mueller does nothing without having some strategy behind it. I know that. I had the pleasure of working with him at fbi headquarters when he was the director. Someone who was methodical, strategic. Weve seen previous indictments that have come down in some of the Legal Process. This is a new development. Its something that is stunning in the sense were now finally getting information that signals where this investigation is headed. And as you alluded to, you know, up until this point theres been a lot of speculation about what the special counsel is doing, what its roll is, where its headed. I think we just got a little more information on that as far as the strategy. The official government position now, not just of the intelligence agencies but the department of justice, is that there were russians who meddled in the election. That is what the charge right now and shimon, again, if youre keeping score at home this is for individuals connected to Donald Trumps campaign in various ways who have been indicted, you know, two who have pleaded guilty already, one who might be about to. And now 13 russians, 13 russians indicted as of today here. This is production from the special counsel investigation, shimon. It certainly is, massive production, right, on a large scale here, naming all these people. It appears right now a lot of these people obviously are not in this country. They indict these guys and then they sort of just put their photos out and its kind of prevent them from traveling to the u. S. Well see what thats about when the press conference happens. But its interesting in this indictment. It also references political advertises. And in one of the things here it says from least april 2016 through november 2016, defendants and their coconspirators, while concealing the russian identities and organizing affiliation through false personas began to produce, purchase and post advertisements on u. S. Social media. Right. We talked a lot about facebook. And this here seems to indicate what weve been talking about, that the special counsel has been investigating those social media postings. Shimon, thanks so much for being with us. Again, two giant pieces of news. The indictments. And then the startling admission from the fbi that they dropped the ball on a tip about the killer in parkland, florida. New details coming in. Thats all for inside politics. I turn you over to Brianna Keilar in for wolf blitzer who picks up our special coverage. Hi there, im Brianna Keilar in for wolf blitzer. Wherever you are watching from around the world, thank you so much for joining us. Two enormous stories that are developing right now. A major warning sign missed and the shocking admission from the fbi. The agency says a person close to the Florida School shooter contacted the fbi tip line on january 5th to report concerns about him, including details about his guns and his desir
