Why would this happen now at a moment when you are in a stare down and the uk will get to the details. There is never a good time if you do this shakeup. The reality is that tillerson and trump clashed for months and have done that publicly and privately. Some facetoface and some to different allies. Its a relationship that hasnt worked. Trump liked the idea more than he liked tillerson himself. He developed a strong relationship with mike pompio who comes into the white house every morning to give trump his intelligence briefing. A significant relationship has developed. This senator has been a strong ally and someone who has given advice on people to bring into the administration and given policy advice. These are pieces that we have seen circling around a change for a while. The timeline i think is unclear. We heard everything from a couple of weeks to perhaps next summer. Once this is public, its hard for Rex Tillerson to stay. At that point the who covered several white houses, Rex Tillerson is there meeting with the president of the United States. Rex tillerson is doing his duty for the conversations or is he in the chief of staffs office. The president s chief of staff according to solid reporting is cooking a plan to force you out. What do you do when you read that . Hold on. Lets pause with force him out. There has been a lot of reports that Rex Tillerson was unhappy and looking to leave after serving a full year. Lets hold off on that. It looks that way from the reporting in the times and elsewhere that this is him being pushed. Dont forget this is an open conversation in washington, d. C. I have a sense from people i have spoken to is they are trying to essentially push him towards making a decision here one way or the other. He fills in a state and tillerson departs at some point either towards the end of this year or at the beginning of the next year. They then have tom cotton potentially replacing mike pompio. The least certain, cotton has been a huge ally of the president s and the senate and they dont want to create another situation with a messy election to fill a senate seat the way you see with roy moore. The clock is ticking and did hear somebody say that before. They have decided within the white house months ago that Rex Tillerson was going to have to go at some point around the end of the year. Im not sure Rex Tillerson is there yet. We will know more by the end of the day. Number one, we have seen the president s reluctance as president to fire people despite his in celebrity apprentice. I find that part fascinates because several months ago when Rex Tillerson was telling friends he was so frustrated he might leave. We were talking about the rexit. They got together with Rex Tillerson and they were viewed as the three daals who were saying everybody take a breath. We are all frustrated and lets get through this together. Kelly is now the orchestrator of this plan i find particularly fascinating. So i think a couple of things have happened. One is i think that john kelly has become persuaded by the president on his own frustrations on a number of issues overtime. I think Rex Tillerson, initially people had been defensive of him and they have seen him as ineffective and seen him in burning bridges for no reason within the white house. Kelly was concerned about continuity. More than he was about the concept of the adults in the room. That may have been how he kept rex tiller from marching off, but preserving the existing cabinet through the end of the year. Not just for Rex Tillerson, but Jeff Sessions. The president has been all over the map on whether me wanted to keep him or not, but the constant is he is extremely frustrated with him since he recused himself of russia meddling matters. Kellys goal is get through 2017. Its almost over and its not a big surprise. Appreciate you taking time on the breaking news day to share the reporting with us. That is the theme and the biggest worry that lawmakers on the hill, republicans on the hill have when they see these kinds of headlines crop up. You were talking about the obvious fact that President Trump and tillerson have butted heads on some things and their tensions have been playing out in the public. That in and of itself was a distraction and with so many elements and issues that come up with for this white house and administration, members feel like they are having to choose between two kinds of distractions. Its not that one is perfect or another is better, but a lot of times they are going from one distraction to the next. Secretary tillerson did a round of sunday shows viewed as him trying to make it up to the president after it was reported in a private meeting that he questioned the president s intelligence. The president of the United States. Heres a snip of secretary tillerson in october. Im not going to deal with petty stuff like that. This is what i dont understand about washington. Again, im not from this place, but the places i come from, we dont deal with that petty nonsense. It is intended to do nothing but divide people and im not going to be part of the effort to divide this administration. This has been almost from day one. Interesting too because julie made the point trump saw this is what i want. Always talk about trump looks for people out of central casting, ceo and strong guy and this is who i want to represent us and there is dysfunction from the beginning. Tillerson has become someone who is more of a mainstream kind of he has been more for the iran deal than trump was. I think pompeo, they reached out for advice on iran and trump wanted someone who he agreed with on his own team. It may be more trump year one. Now the line with people who actually agree with me on policy to be that. That makes sense to me. Thats a good point. You see shakeups after year one because he had the adviser had to resign and other people leaving the white house cabinet secretary resigning. It seems like more than normal turmoil. One cabinet member would not be a big deal if the other stuff did not happen. The White House Press secretary. There are no Personnel Announcements at this time. Secretary tillerson continues to lead the state department and the cabinet is focused on completing this incredibly successful first year of the Trump Administration. Some of it may not pass the fact check, but they will not say that. Classic white house dodge. It does continue. At this moment. But it is not the White House Press secretary saying this is foolish nonsense. The secretary has the full confidence of the president. A classic line that is always used. You have not seen them say that in a couple of occasions. Who doesnt have the confidence of the president . It would not be honest to say that. They have clashed not just personalitywise, but on policy. Its pretty darn lucky that they have not dealt with a major Foreign Policy crisis. North korea is looming and there have been a lot of issues with different allies, but they have not dealt with a major attack of major conflict overseas. It is Pretty Amazing given the conflict within this National Security team that they got away with a lot over the past year. Thats a great point. A great footnote that we attract back in october when Rex Tillerson was in china and publicly said they were working on diplomacy with korea. The United States talked about trying to deescalate the tensions and i told Rex Tillerson he is wasting his time trying to negotiate. Save your energy, rex. The president has gone out of his way to publicly sometimes call that humiliation and pick your word for it. We will keep an eye on this story. It said as senator franken made clear, he takes thousands of photos and met tens of thousands of people and never intentionally engaged in this conduct. The question this statement raises is how long can this be his response if there are other women who come out . He said all along that none of this behavior, this kind of behavior was ever intentional, but i think you have to ask the question, if you never what i haved this way intentionally, why are we hearing for five different women who said they were touched inappropriately by the senator and you look at the different accounts that have come out and there is a pattern of behavior. They are almost always and all five of the cases if i remember this correctly, there is a photo op, people are meeting him because of the status and they are excited to meet him and they realize this is happening and perhaps wonder for a few seconds, is this an accident and is this happening and they often dont confront him on the spot because thats a very, very difficult thing to do. I reached out to senator Schumers Office and no response from him. He has to be watching what is going on on the house side this morning, the fact that nancy pelosi is calling on john conyers to resign and wondering, is there a point that you get to a senator franken where it becomes impossible to continue supporting him . Lets go back to the conyers situation. His attorney is getting a press conference in detroit and asked the question, now that nancy pelosi and the speaker, she is the democratic leader and leader of john conyerss party. She said he should go. Heres the congressmans response. First of all, it is not up to nancy pelosi. She sure as hell wont be the congressman to leave. Defiance there. One of the things we have to answer is there is a difference much the leadership cannot fire their members, but these are people elected to represent their constituents. Its incumbent to make a decision. Am i representing my constituents in the best way . If you are someone who has a constant stream of accusations with a lot of corroborating evidence, are you the best person to represent your constituents . Only they can make the decision. Conyers has been. Franken on the senate side and conyers on the house side. Because there is new information about accusations to them, im not going to have the conversation. I dont diminish the specifics of these claims. Especially the powerful woman who came forward today. This is a separate conversation or the accompanying conversation. What does it do to your party . Others have concerns about this, but everything about the body language and the words tells you they are going to get here. This is a big thing. This is a huge bill that changes the tax code as we know it. It has Obamacare Repeal and helps Republican Voters and hurts democratic voters. The Republican Party. And also for donald trump, we talked all year about how he cant get anything passed and its stalled. If he passes a huge tax reform that we are now two 3thirds of the way through. This is not over. I shouldnt promise the bill will pass because remember what happened last time. It seems like we are pretty close. Corker seems like he is getting on board and langeford and hold outs are getting on board as well. A wise man who watched the last 10 months. Senator john cornin said this is not obamacare. It should make everyone hesitant. Will they actually have an old School Conference committee where the house and senate have to resolve the differences. There are differences between the two pieces of legislation. We dont have a final Senate Version yet. Or will the speaker, can the speaker go to his house members and say we have to take what the Senate Passes to make this. I think as we think about the actions house members and senators will take and how these two bills will come together, the underlying dynamic is really that members really, really want to get to a yes on this issue. That is different from what we saw in the health care debate. With murcowski and collins, those were the three no votes and now they have a positive tone or have gotten to a yes. Its because its the end of the year and the issues are very different. On tax reform, republican lawmakers really, really do believe this is something they can have a win on. When the intent is there, the wish is there to get to a yes, that is very different. I remember covering health care and hearing so frequently in private conversations, i would be happy if this debate were over. If we were done with the health care bill. Lets move on to Something Else. Thats not what we are hearing now. Thats not the record. If the Senate Passes the bill which is now. Okay. Its likely bad. He said they are going to conference. Hes a creature of the institutions. You are going to negotiate. We will see if that actually happens. Part of that is the president s role in all of this. He wants a win. He does not have a big signature legislative bill. The only thing is the russian sanctions bill that he doesnt like. Listen to the president last night. He is selling the tax plan and he says that you might think because you are hearing this talk that this benefits the wealthy, you might think it benefits me. The president says it doesnt. It is riddled with loopholes that let some special interests, including myself in all fairness, it will cost me a fortune. Believe me. Believe me. This is not good for me. Me its not good for. I have wealthy friends. Not so happy with me. But thats okay. I keep hearing schumer say this is for the wealthy, if it is, my friends dont know about it. We dont have a final version. We know that the tax plans would repeal the minimum tax. They are trying to cut taxes on the past three businesses. It producings a repeal to the estate tax. This would benefit the president of the United States. This is why its a republican tax code. When you strip out the details, the fundamental difference between the tax form and republicans, democrats try to raise taxes on the wealthy and republicans look for ways to actually try to pull out some of these things that can impact the wealthy because they think it will stimulate growth. The president is not being accurate in that statement. There are a lot of ways people like him and run corporations would benefit and the theory behind it for republicans is that would stimulate growth that will benefit other americans and other tax brackets. Who gets them and where does the money go . You see the 2019 equation. 6 goes to people who make between 30 and 4 40,000 a year. 12 . The weight, you are cutting Corporate Taxes and thats where the money is going to go. My question is, the republicans are gleeful because they think they have momentum. The democrats they thought they had the imperative and we better pass obamacare. The republican will pass a tax cut and said we did something. What we dont know is what is the impact to be on American Health care. Stripping out the obamacare provision that it is adds a lot of uncertainty here. They might very well. They wont in 2018 because i dont think the changes will affect enough. For 2019 and not 2018. They say they dont have an option here. They have to pass this thing. You made a point about congress. I want to see who gets appointed to that. Which concerns are being reflected in that congress. You have a lot of republican divisions on core aspects of this including how quickly they phase in the Corporate Tax cuts. Watch to see who speaker ryan picks. Continue to watch.
