Outfront next the president wanted it the country by sunday. Hes weighing his biggest decision yet. Easing restrictions too soon. The death toll soaring in florida. Why is the governor floating the idea of are opening schools and soon. Mime mayor weighs in. Had e has coronavirus. And some grim new projections of what could happen if National Stay at home orders are lifted as planned. Lets go outfront. Outfront tonight half a million cases now in the United States. About an hour ago, more than 2,000 lives taken by the virus in the past 24 hours. In this country. That is the most in a single day. It brings total death toll known to more than 18,000. Today the president saying hell listen to his top medical expert before committing to starting the country up again in may. New york governor argues sufficient testing will be the key it reopening america. Both diagnosistic and immunity bho has had it in the past. According to President Trump testing is not needed on a widespread basis. Theres not a lot of issues with testing. Certain sections of the iowa. We go to nebraska. We go and interestingly idaho is interesting. They had a few break outs. They are very capable states and a lot of land. Opening. You dont need testing there. You dont need to test 320 to 350 million people. Because number one, its unnecessary. Vast numbers of vast areas of the country dont need this. Outfront now. With White House Correspondent and top cnn fact checker. We know now there is a divide in the white house between the president economic adviser and Health Experts on when to open the economy and how. Its not just a fling the door open and were back to normal. It wont be that. No matter how much the president wants it to be. Where do his inclinations lie in term of what and when . We know that the cross pressure is on him are much more intense than a couple weeks ago when he faced a similar decision deciding to keep restrictions through the end of april. Rather than opening the country up by easter. I think some of whats going on is hes going to preserve the maneuvering room. See if the numbers change. See if models change projections. Some of what hes doing is showing business interest and other members of the Republican Base that hes listening to them. He foal feels the impatience and shares it. The more i hear him say were going to follow the data and hear the dr. Fauci say no time to back off, the more i suspect that he has fairly limited maneuvering room. One is fauci and the governors urging caution have more credibility than the president has. Second our cnn poll shows this week that 60 of americans would be reluctant to try to resume normal routines in the month of may. They are scared about it. And third most of the Economic Activity in the United States in fact is in large metro areas governed by democrats. Republicans are impatient. Democrats control the keys to the economy. Theres a risk that you get the reverse of the old saying from the field of dreams. You open it, they will not come. In the large metro areas is where the risk is highest of a quick spike. Because of density. Religious services, i bring it up. We remember when the president said he was going to open churches by easter. He would be watching virtually on his laptop. It was three weeks ago that he said he wanted a packed churches. It was. We have gone round and round with the president on all of this stuff. This is a president who just says things. When they pop into his head. They arent always thought out. He gets talked off the ledge or keeps going. Its hard it know where hell land on any given day. Today alone with heard him say he listens to the doctors and experts about everything. We heard him when asked what the metrics will be in making a sdegs about restriction. Point to his own head saying thats the metrics thats all i can do. And making an argument for why keeping people at home did cause death just like letting people go about their business can cause death. Where what you get when you combine the thought, i have no idea. John, one thing you get is theres another task force. He says. A second one coming tuesday. That will be focussed specifically on the issue of reopening the economy. What do you know about this group. Whos on it. How powerful it will be. Whats this going to be . Well, we believe it will include economic advisers. Larry kudlow and steve mnuchin. Treasury secretary. Representatives from industries, sports leagues. It will be less formal. And less powerful than the Coronavirus Task force for the simple reason that everyone knows that the economic problems were suffering from now are caused by the coronavirus. Therefore the solution lies in the control of the coronavirus. So, as dr. Fauci said the virus will decide when were going to be able to open up the country and you can make plans and you can talk about phased reopenings of the economy but again until you have the virus under control, people arent going to go out to work in those high metro areas where the Economic Activity takes place and businesses wont make investments knowing the Consumer Sentiment and availability of the consumer to take a will the of the products they will be producing is shaky. Thank you. Appreciate both of your time. On the friday night, outfront now, dr. Fauci. Weighing in on the Florida Governor plan to reopen schools amidthe pandemic. If you have a situation in which you dont have a real good control over an out break and allow children to gather together they likely will get infected. If they get infected the likelihood theyll bring it home. That is a risk. 392 Public Schools in miamidade. I want to go out front with the mayor. It is good to see you again. I want to start on this issue with the school. As a parent of children myself this is an issue that matters to me. And so many millions of americans right now. They want schools open at the right time. So when you hear the governor saying the right time might be soon. And you have 392 Public Schools. What do you say . I agree can dr. Fauci. We are not certain as to where we are exactly in the stage of the contagious. Theres evidence were close to the peak or around the peak. Its too early to tell. Its premature to make any decision when you have the fourth largest Public School system in miamidade county. With 350,000 children. Thats an incredible amount of children at risk and parents could be at risk. And grandparents. We saw a lot of the devastating images of south florida during spring break. When some local officials refuse to close the beaches timely. And i think we have to be very prudent and careful. And air on the side of caution. Listen to the medical experts. Its probably the best at vice we can adhere to. And the Public School system as large as ours, it would be particularly dangerous to open it too soon. Do you think schools will open before the end of the school year . As scheduled. Or is that extremely aspirational . Its aspirational. We have to see the data. And as dr. Fauci says let the virus dictate the out come. At this point its way too early to tell. We need a couple more weeks. We have had in florida seven days of a declining number of cases. We have some of the dead willest days as well. Theres probably a lag between diagnosis and when they pass. There is some light at the end of tunnel. I think we need a certainly a few more weeks to of data to determine whether or not it will be safe to open up before the end of the year. You talk about new cases dropping. Obviously that could change if things reopen at the wrong time. Given the where you are now, what you see now with the way things are. Do you have enough for the hospitals that you have . Ventilators and equipment. Ppe. Are hospitals staffed for what you see now now . Right now we are. Obviously if we had a situation similar to what happened in new york, that would change things dramatically. Whats clear is what we have been implementing with cancelling large events and stay at home orders and my recent order for the everyone to wear masks if they go into a store. Work at construction site. Whats clear is its working. I think whats important is we discipline ourselves that we not become complacent. And not think we have victory already. And that we understand that its going to take more time for us to really get to a point where we dont have a situation where we have another flare up because were premature. The last time we spoke, you were home with coronavirus. And you had actually taken actions to get tested. Because you had been around the very same people at maralago. This obviously several weeks ago. And you were had symptoms but werent terribly sick. How are you now . Are you fully better . And did anyone in your household end up getting sick . I feel great. Thankfully nobody in my house got sick. None of the employees of the city that came in close contact with me were sick. We tested over 40 employees in the city. I had to go through a strkt testing protocol. From guidelines from the cdc. I tested negative twice. In 24 hours. Because of that, i was able to do something that i call on other former covid19 positive people to do. Which is donate plasma to help others who may have had far worse symptoms than i had. I was the first person in florida and one of the first in the United States to do it. This is a battle that we all have to fight together. And hopefully when were individually victorious in the battle we should help those who are having a very difficult time and trying to facilitate as many donations here in miami. So many people in critical condition. And its really unfortunate. If you are hospitalized, there is a 20 chance you dont make it. If youre in icu that obviously that percentage goes up dramatically. Were hoping the antibodies we have formed can help others adds well. Good to talk to you again. Thank you. Next the white house pushing ahead with plans to reopen the country possibly in weeks. Thats the big question. What would that look like . What does open mean. The administration is taking stepping to address the outside impact coronavirus is having on black communities. Is it enough . Tech companies are tracking americans in attempt to slow the spread. How is that working . This piece is talking to me. Yeah . So what do you see . I see an unbelievable opportunity. I see bestinclass platforms and education. I see awardwinning service, and a trade desk full of experts, available to answer your toughest questions. And i see it with zero commissions on online trades. I like what youre seeing. Its beautiful, isnt it . Yeah. Td ameritrade now offers zero commissions on online trades. We find a way through it. Y, its about taking care of each other. Its the small parts that make a big difference. At chevy, we promise to do ours. Were offering current chevy owners onstar crisis assist services and complimentary wifi data. To help keep you on the road, the Chevy Certified Service experts are here and ready to help if you require parts, maintenance or repairs. You can even schedule your Service Appointments online. Its just our way of doing our part. Leading projection of the pandemic says u. S. Deaths from the virus hit the peak today. Yet we also learned of over 2,000 reported deaths today. The most in a single day. Where are we in containing the spread . The president weigh the reopening of the economy. Listen to the president himself and Task Force Coordinator its actually quite unclear. The number of new cases per day is flattening. Substantially. Suggesting that were near the peak. Its really about the encouraging signs that we see. But as encouraging as they are, we have not reached the peak. Okay. So lets go outfront. The cnn medical analyst who treated measurings first coronavirus patient. So, doctor, look, we have projections from the hhs. The New York Times is reporting. If you lift the stay at home order after 30 days. Lifting them beginning of may. The president said he hopes and wants to be able to do. It would result in a dramatic spike. And be back to the worst Case Scenario and undo everything we have done. What do you do at this point . So what you do is try to keep the germ contained. So right now all we have done is start to slow the growth. Thats what flattening the curve is about. Its not going down yet. Its not gone. Its slowed the growth. We need to wait a couple more life cycles of the virus so it starts burning itself out. And decreasing rather than just getting flat. And then once that starts going down, then we can start doing what we want to do at the beginning which is isolate each individual case. Trace everybody that that person has been in contact with. And start containing the new cases. And that way we can actually start getting in front of this. Rather than having the germ be the one beating us. When you say a couple cycles. That is translates into another month from here . Or off the 14 day period. What do you mean, cycles . If we were doing it right, it would be another 28 days after you stop the spread. To keep people locked down. The question are there parts of the country we might be able to really get enough testing in and start opening it up. Glimmers of light. Thats what really dr. Fauci was talking about when he said you can start getting the country back. You dont just flip a switch and end everybody to school and work. You end up in the same boat youre in now. Instead how do you actually start loosening things a little bit in a planned and thoughtful way. The president says you dont need universal testing to restart the economy. You look at swine flu. You dont get to your estimate of tens of millions of americans having it because you tested millions. You tes enough to make math inference and know the in your opinions. It appears in this case its different. The situation is different the deadliness is different. How much testing do you need in order to get the information you need about where it is and who has it to Contact Trace and open up the economy . We really need a lot more information about this germ. We just dont have enough yet. The testing we were talking about before about, who all has been exposed already. We dont know yet. Incidents of people who had symptoms and tested. We dont know how many people have actually gotten exposed to the germ and developed antibodies and are immune. But never had symptoms. Or had sniffles. And thought it was allergies. Not knowing that we dont know at this point how many people are immune in different communities. And we dont know what the level of what we would call immunity is. With get more and more people immune that the virus has a harder time getting to the very frightening levels. All right. Thank you so much. I appreciate your time. Next, administration saying its trying to reach and strengthen community of color which have been hit so hard by the virus. Is it too little too late . Van jones and the president of the ncaap. In effort to slow the spread of coronavirus. They will know who you are and who youre with. [ one more time by daft punk ] woo [ laughing ] woo play pop music no way dude, play rock music yeah woah no matter what music you like, stream it now on pandora with xfinity. And dont forget to catch Trolls World Tour now in theaters and at home on demand. Rated pg. Lets party people one more time our country in crisis. Once again were hearing minority communities are hit hardest. So how is this reality being confronted by the white house and what does it mean for black and hispanic americans. Outfront with us. President of the naacp and van jones. Let me start with you. U. S. Surgeon general addressed communities of color today. Hes been talking about how his upbringing has made him more susceptible to getting extremely sick from the virus. Using colorful language addressing the issue. Avoid alcohol, tobacco and drugs. And call your friends and family. Check in on your mother. She wants to hear from you right now. Speaking of mothers, do this if not for yourself, for your grandmother. Your big mama. Your pop pop. Understand especially in communities of color we need you to step up and help stop the spread and protect those most vulnerable. And the Surgeon General says hes been speaking with you about how to address the issue and target out reach in the black community. Heres the exchange. Did you talk about whether or not people have a response for people offended by the language you used . I use that language. Thats the i had been meeting with the naacp. National medical association. With others and i talked with Dereck Johnson multiple times. And we need targeted out reach to the africanamerican community. I use the language that is used in my family. That was not meant to be offensive. Thats the language we use and i use. Obviously that exchange a bit tense. Were those comments part of the discussion . Lets be clear. What were looking at now is a pandemic that was made in in created. Not because of individual peshl behavior. Because policy makers in the white house are it not take the necessary precaution to ensure that all citizens of the country were protected. It is manmade because we have the defunded the key aspects of the infectious disease. Because we have refused as a nation to expand Affordable Care act so americans can have access to healthcare. It is manmade because of the social conditions that people live in. I dont want anyone to ever think this is about their personal behavior. When in fact this is Public Policy that has gone awry. Because we have not taken all Citizens Health into consideration. When we make policy decisions. I want to get to the behavior part. Just as a follow up. Are you okay with the way he staid. Its used in my family. When he said granddaddy, big mama. Pop pop. You didnt find that problematic . Its about the podium you use. When you have the conversation. It is a president ial briefing is not a community or family discussion. Thats what people are reacting to. Lets be clear, you have bus drivers in the city of detroit who have died. And sheriffs impacted. You have families who cannot go to work. Focus on the impact this virus is having on our community. As a result of Public Policy not individual behavior. Van, to that point we understand that part of the reason that you have in black and brown communities some people are getting much sicker. Is in part because they are in jobs where they have to keep going to work . Bus drivers and people who are putting their lives on the line every day to go to work. And because of policy decisions and healthcare decisions. That prediabetic issues that exist way before where we are now. The Surgeon General said black latino and other people of color should avoid alcohol, tobacco and drugs. And call your friends and family. Check in on your mother. Whats your take on the comments. Alcohol, tobacco and drugs are would affect anybody negatively. Whatever your race. And to the point they are personal behaviors. Im glad he said what he said. Let me be very clear, naacp is 100 correct in we have an epidemic already of neglect in communities and we have an epidemic already of hyper tension, obesity, all those different things. If a pandemic jumping on top of the epidemic. Bad jobs. Now theyre essential workers. They werent paid as essential and didnt have the rights until this moment. I want to be clear, i am glad that some of the officials are trying to breakthrough to communities that havent gotten the message. A lot of the stuff we have been saying hasnt been helpful. We talk about this sort of stuff. That is not how regular people talk. Regular people talk do you take a pill every night . Do you take a pill every day . You can die from this. Its not just about older people in the black community were seeing people die in their 50s. 40s and 30s. And even younger. Because we have high blood pressure. We have an epidemic of that. Do you have pressure . You can die. I dont care if you are 30. Do you have asthma . You can die. When you talk that way and breaking through. Do you have sugar . Diabetic. The pressure. You can criticize somebody for saying that. Somebody will listen differently and make a different choice. Its both Public Policy. Its now in the light of the failure of Public Policy we have personal choices. Its important that we stop this high pollutant language that people cant understand. Please understand theres an ep dem oisk ignorance about the virus. We have white governors that will not do the right thing by their own state in the south. The reason were focusing on black and brown people is because in our community the consequences of not understanding the virus are so high, were the ones that are dying. So its important. This is not playing a race card. Its the data card. According to the data we are dying. Those hot spots send in masks. Send in respirators. Send in tests. And use language that people can understand. Im not going to criticize anybody for trying to reach out when were dying this these numbers. Absolutely agree. You talk about data. Were consistently saying to the cdc release the data. We need to understand who has been impacted, where they are exacted. So we can identify the necessary treatments to address this pandemic. For whatever reason this administration has refused to do so. Its critically important that we get the data so we can understand how best to navigate in this pandemic. If we dont have data we cannot isolate where the problem is taking place. Control the spread of the virus. So that we can come out of the the economic realities were looking at now. As a result of bad policy decisions. Individuals have to make personal choices. Those personal choices have whether or not well have enough food on the table because we no longer have job and cant get through to the office because nobody is answering the phone. The politicians are failing us. My conversation with the Surgeon General is like it is with the medical association. Africanamericans we have to come up with a solution to address this because government has failed us the same way they failed us during the hurricane katrina. Next state governments want to know if you are really being obeying stay at home order. Some are working with Tech Companies to find out where you are at all times. Bright dawn our country has endured. It has seen the break in the clouds before anyone else. For the past 168 years, weve also stood by you, helping you weather storms like this one, to protect your loved ones. And well do it for 168 more. Working day in, day out. E. Helping you weather storms like this one, at t is here. Providing support with advanced services for first responders. And connected temporary hospitals, mobile testing sites and Emergency Management centers. Because until their job is done, it is essential that we all have their backs. Its what weve always done. Its what well always do. So some Tech Companies are actually able to track how well americans are actually following social distancing orders. How are they doing it . And how are some state governments now using that information. Were outfront. Official government orders to stay at home stare you in the face. Are you obeying them . A tech Company Knows grading the nation state by state even county by county as of friday nevada, vermont and california were at the top of the list as far as residents staying put. Six states were near failing. Over all the United States got a c plus. How do they do it . Tracking cell phone data. Some state governments are hiring companies to do it too. They develop social distancing models that gauge how well drent dren redents are add mering to order. New mexico is one of the fist to go public about hiring a company to get cell phone location statistics. We came up with a way to measure statistically how far a typical person in the community was going away from where they started the day. You actually could track cell phones to show that people were following or not following the stay at home order . Yes. Other states have also signed on during the pandemic. China goes further. Its using citizen smart phones to control their movement around their city. A qr code on the phone determines where they can go. Americans are concerned about that personal tracking. Is that concern addressed by the technology . I personally am concerned about that as well. We have a number of controls that prevent us from tracking individuals. He says the data sold to the u. S. Government is just statistics. A anonymous information that doesnt reveal who the phone belongs to. You play a role in being tracked too. When you down load certain apps and agree to let them use your location on your phone. That data is being used by Third Party Companies and advertisers. Now some state and local governments. There are plenty of governments buying the tracking data. For example. Remember those spring breakers who flocked to beaches after the warnings to social distance . X mode collected sprin breakers phone data. Another company was able to show where those spring breakers ended up. The cell phones pinging from the beaches. We zoom further out, it becomes clear just how mass i have the potential impact just one single beach gather can have. If a few of them had contracted virus. They could have spread it far and wide. Governments want this data to see if restrict measures are needed. Im talking with governors around the country about how you do that. And again, everything on the Table Including if we needed to, i would consider curfew. The tracking capabilities have brought up the quintessential question about privacy. How much of your personal liberty are you willing to give up for security for the health of the nation . Like many things it can be used for good or evil. He is clear that the data used now is being used for good. And it could help save lives. I do want to mention this beginning next month apple and google will release software that will allow Health Officials to gather detailed data on the where abouts of cell phones and say it will be collected through apps you voluntarily down load. But, beth of the Companies Say theyll go further and build new Contact Tracing capability. Within the software of the phone. They say the plan will maintain those strong privacy rules. Again, a lot of people are trying to decide how much they want to be tracked and if they will do for the good of the country or becomes a real issue of trying to protect your own privacy and personal liberty. Crucial question. Which of course china didnt have to deal with. They just tracked and did. As they chose. Thank you so much. Outfront next keeping faith and hope on this good friday before easter. Passover. Sunday is easter. And in less than two weeks, ramadan begins. But like so much in our lives right now, these holiest of times are different now. Out front now with cnn religion commentator father beck. Father beck, it is good to see you. Just to see your face, even through this. I know, obviously, you and i have spoken over text, but not seen each other, as so many are not seeing each other. And you know, passover is different. I know we saw a lot of zoom seders this week. People alone or trying to join by phone. What do you make of the ways people are finding to be together right now that are not physically ways of being together . Well, i think its interesting, erin, is it pushes us toward a new spirituality, that might not be a terrible thing. When you think about it, that image of the pope a few images of him alone in that square and the isolation of it and, yet, it was very spiritual about it. That there is a a real strain in reality of the contemplative part, of the aloneness part. I mean, the fathers and mothers went into the desert for a reason. To be free of distractions, and to be replenished in some way. So i am kind of thinking about using this time and have been and encouraging others to, yes, we cannot come together, physically. And thats part of community. But there is a real value in spirituality and in faith to be able to have this time in contemplation and meditation, and discover new ways of connecting to god, and of course, online to one another. Yeah. It is it is you even experience that when you are just in new york city on the street, right . There is almost like a community and camaraderie of meeting someones eyes that you didnt have before even though now you cant have a conversation with them because you are six feet apart. You know, i guess, on a certain level, i understand what you are saying. Just on a humanconnection basis. But we are at a time of year, you know, its spring and theres rebirth and renewal which, of course, is one of the traditions many will celebrate this easter sunday. How is that message, though i mean, how do you take that message of rebirth and renewal . And then see these pictures of, you know, mass graves. I mean, literally, this is in new york, right, heart ilan, unclaimed bodies are being put in there. It is like a mass grave. These are unclaimed bodies with no one to know who they are, to want to bring them somewhere. How do you put those together . Rebirth and those images . Well, erin, theres never been a time in our lives when, as a global community, we have entered these mysteries we are celebrating now as christians, these days. I mean, just think about it. Today is good friday. It is about suffering and death. Tomorrow, holy saturday, commemorates jesus in the tomb waiting for rebirth. Waiting for renewal. Who of us, in some way, during all of this pandemic and this isolation, doesnt feel like we have been entombed in some way . And, yet, i think the whole part comes, and the reason its called good friday, is because its not the word. We do believe that life was restored. And i think we are going to believe that about ourselves, too. Were not going to stay in the tomb. The end of this is not suffering and death. And we have seen that in so much of the kindness you are talking about. I mean, its almost like a post9 11 feel here in new york, walking down the street and encountering people. And there is love and theres compassion. And there is a coming together that i think is so rare. And thats where i am finding the new life and the hope of renewal, and the possibility of Something Else here. And i think its really inspiring, as well. So i think going through these mysteries, in the midst of actually going through these mysteries, has been a really powerful experience for me, and i know for many others. And in terms of how i mean, obviously, you know, you are have always relished sort of your time alone to think and to read. But, you know, what have you turned to during this time . I have turned to, actually, trying to be more quiet. And to read less and to be on my device less or my devices less. I have picked up a new novel which and i havent read a novel in quite some time. I have just been reading other stuff. And so ive just been trying savor some of the time, and realizing that this time, while i dont want it and i am longing just to go out to dinner or go to a movie, like everybody else, there is something about it thats also a gift for me. And i am trying to use it in a productive way. And to realize that there is a mystery from this that i can absorb and maybe ill look back on this with grace instead of just as a punish of some kind. Total deaths in the United States, 18,586. Last week, at this time, 7,087 deaths total in the u. S. Tonight, a report from the New York Times suggests that if shelter in place orders were lifted after 30 days, as President Trump has suggested he may do, we could see a substantial spike in deaths and infections this summer. The times obtained the projection from the department of health and human services. Says lifting the current orders after only 30 days could mean as many as 200,000 deaths. Now, we should point out that
