We are learning right around that time, ground and air transportation unions started to make compliance they believed some of their employees were becoming radicalized. We know now in the last week French Police launched a series of searches on frances main airports here in paris and Charles De Gaulle. We know those searches focused on three main companies, air france cargo, serve air and fedex. All those companies have access to the tarmac, to aircraft, and they have said none of their employees have been terminated as a result of this investigation, but this is still very much an ongoing investigation. The search for abdeslam expanded into northwestern germany today. For a tip from french investigators. Once again, police came up empty. In france came new and frightening revelations. According to the paris prosecutor, the suspected ring leader abaaoud was on the verge of carrying out a second deadly assault in a fangs area. Translator the man found with him in the apartment were planning an attack which consisted of blowing themselves up on wednesday november 18th or on thursday november 19th in the Business District of la defense. Reporter the plot was foiled, investigators say, when french authorities carried out this Early Morning raid last wednesday. It may explain why those inside the apartment appeared to be so well armed and ready as authorities moved. In the fire fight lasted an hour and nearly destroyed the building. Abaaoud was killed in the assault. Police say his cell phone delivered a wealth of information including calls hes believed to have made to the killers during the friday 13th attacks, possibly directing them as they zeroed in on their targets. The phone revealed abaaouds movements that night, indicating he may have returned to the scenes of the massacres. Nerves remain on edge in paris. Several metro stations closed and several evacuations triggered by information authorities received. In belgium, the capital brussels remains virtually shut down as authorities fear they may be the next target of a paris style attack. Hundreds of troops and Police Continue to patrol the city streets in numbers not seen since world war ii. The main focus back here in paris is trying to account for all of those who may have been involved in the paris attack, both the living and the dead. They need to make sure they know about all of those people. There is still dna they havent accounted for. The fear is there could be others they dont know about who could still be on the loose, either on the run or planning some other kind of revenge. Thank you very much, marty. Some in that apartment they took in for questioning. They have been forced by french law to release them. People in that apartment that night. It was the guy who picked Salah Abdeslam up once he got to brussels. He was picked up by this other accomplice who is now under arrest. That puts them one step closer to finding Salah Abdeslam. We learned the ring leader Abdelhamid Abaaoud was driving around, calling on his cell phone to see what they were doing and going to each location to see what happened. Why would he have done that . A couple of things we are learning here. That looks like an amateur move to me. Even if they received rudimentary training, they think less about how to escape than the event itself. I think a couple of things happened here. He was nervous. He was trying to figure out the extent of the reaction against the attacks. I also think when they looked at the second round of attacks in northern paris they bit off more than they could chew. Isis, this is their first major foray into a big terrorist operation in western europe. They are trying to compete with the memories of al qaeda. I think they said lets go for something huge, an attack and followon attack and got caught up in the complexity of the operation. I think the situation was he was the field general. He wanted to make sure the plot was going as planned. As we already know, some of the suicide bombers who were around the stadium were ineffective in their attacks. If there was a second wave coming along, he wanted to think about what is more effective in terms of how to deploy other suicide bombers. He was learning from what he deemed his mistake. Abaaoud was calling the gunmen, which i mentioned a moment ago. Calling them to check in. What does that say, hes worried they wouldnt go ahead with it . They might give up and flee as it appears Salah Abdeslam may have done . It appears he was a commander in the field. He was perhaps micro managing some of this, making sure that it went forward as he communicated that night with several perhaps of the attackers. Just making sure they were going to follow through with this. Of course later that night, he goes back to the scene of the crime. He goes to the bataclan. Investigators are trying to figure out why he went back there. They trace his cell phone to those areas. One hypothesis, he went back there to film the carnage so they could be put into an isis propaganda video. Isis are telling their operatives to film everything to use it for propaganda. That plot thwarted in belgium in january where he was the ring leader, they found gopro cameras there. Hes got a track record of having his cells film stuff. In terms of the next attack, they were planning an attack on the financial district that could have happened the day they were able to go ahead with that raid or the day after. We are hearing france is concerned there has been successful radicalization of workers within its main airport, at fedex, air france cargo, among others. That is terrifying for people to hear. It is. Its something weve seen before in the uk. There was a situation with someone who worked within the uk airports has been radicalized, traveled back and forth to bangladesh. Ultimately was in contact with al qaeda in yemen. Fortunately he was detected. He was using encrypted communication back with al qaeda in yemen. It shows that trend of needing to detect people who are radicalized in sensitive jobs like at the airport, other transportation hubs is something very difficult for Law Enforcement and intelligence to do. Phil, in the United States, someone in minneapolis had been radicalized. They found that individual but we are looking at tens of thousands, up to 70,000 employees who are not screened by security services, cia or fbi. Thats right. Mitch hit something critical. When al qaeda in yemen was trying to stage a followon attack, when they failed with that attempt to take down an airliner over detroit, they tried to put cartridges on a cargo aircraft. We talk about how you screen somebody at the front end. How you get somebody who might be radicalized applying for the job. What we learned and mitch referred to is there are people in jobs already who are trying to selfrecruit into al qaeda. The other thing, in addition to screening people applying, ive got to think about when somebody is in the job, how do you have a recertification to ensure they are not radicalizing once they get in. In terms of where Salah Abdeslam may be, could he be in someplace like syria . He certainly could be on the way to syria. I think they feel they are getting closer to him as i was saying, this associate who picked him up once he got back to brussels, he was brought back by two friends driving through the night. Theyve got that guy in custody now. Every step of the way they are getting closer and closer. I wouldnt be surprised if there is an arrest in the next 24 to 48 hours. There is the teen walking down the street. There is a back story here. The bottom line is he was shot 16 times. I want to bring in former nypd officer bill stanton and don lemon. Before we get to how this incident started, i want to ask you straight up, is there anything that could justify a kid walking away getting shot 16 times . Yes, but i dont see it here. He is supposedly on pcp. There have been documented cases where people are shot multiple times. What i want to see from that video, i have more questions, how many times was he hit before he went down . That is a crucial question. Well show it again in a moment. Don, let me ask you to explain to viewers the back story, such that there is. How did this even start . October 24, 2014, over a year ago. There was a 911 call for this young man Laquan Mcdonald. They claimed he was in a trucking yard at Archer Heights in chicago. That he was attempting to break into vehicles. Police got there. They had an altercation. This is before this happened. The officer you see here who shoots him just arrived moments before he shot i hate seeing that. Moments before he shot him. Where i was in the studio earlier, a much smaller monitor. This is awful. Im glad you said nothing you see justifies on this particular tape what happened to that young man. If you look at the video, we played it longer in the situation room. It looks like he was walking past the officer. We know he had a knife. Lets make the Crucial Point here, it is a fourinch knife they had been told he had. Some would argue in 20 feet it could be dangerous. Bottom line, he didnt turn towards them. He didnt turn to go towards them. He was going somewhere else. The knife would not be a point here. For me looking at it at a lehman, it doesnt look like he was approaching the officers. Looks like he was walking in the middle of the street or as they say jaywalking. Maybe he had issues, who knows . It doesnt look like he was threatening officer or walking towards the officers. He is walking away. This is one angle. Im not defending. You are raising where you would see questions . Yes. Hes walking. I need to know, was he given directives when he was shot, how many times was he shot standing up and was he shot from the angle . Was it one shot then 15 when he was down . What precipitated his fear for the officer. That is all legitimate. You are asking us to look at this tape and we couldnt know everything. We werent there. We dont hear the audio. Looking at it for now, doesnt look right. It doesnt. How important is it there is no audio . I get to the point you know what happened here. Is there any expletives or whatever he is saying to the cops, as bad as that might have been, wouldnt have justified what we saw. Im always in the place we need to give the cop the benefit of the doubt until proven otherwise. This does not look good. Im not going to defend the indefensible here, but were there directives begin to this man . Did he have the knife in his hand . Was he saying anything back . Was he saying, im going to kill you. The angle looks like he is walking away. We are seeing one angle. Again, not defending, just asking questions. Rosa flores, you have more details. What can you tel us . The prosecutor took us on a second by second account of what they investigated. She said it has taken this long, more an year because both state and federal authorities were involved in this. Let me take you through what she took us through in this press conference. She says that the Police Officer arrived. Once the officer arrived, she said within six seconds he started shooting his weapon. He started firing his weapon. If you look at that video, youll see it. You see Laquan Mcdonald running and walking. If you take a look at the left side of the screen, im not sure if we are able to pause this video, but if you look at the left side of the screen, there is an officer with his gun raised and pointing towards Laquan Mcdonald. The actual angle of that video shifts. She mentioned that. Why did that angle move . You were mentioning earlier, you dont see the officer in the shooting. Thats why. The cruiser that had that dash cam was moving. It was in motion. So it changed the angle. You dont see the Police Officer. But you see the body. Again, the prosecutor saying within six seconds of this officer arriving on scene he starts firing his weapon. The entire time that this occurred where you see the shooting, she says its about 30 seconds. Only the first couple of shots were shot at Laquan Mcdonald when he was standing. The others were when he was on the ground. Thats what a lot of these Community Activists from the city of chicago are very upset about. Thats one of the reasons they wanted the release of this video. They said it was very evident, once you saw it, that Laquan Mcdonald fell and there were more shots. Of course we dont have sound. The prosecutor said if you look closely, youll see puffs of smoke. Thats one of the indicators they looked at when some of the shots were fired. They were looking at this second by second, trying to dissect this video, talking to witnesses, corroborating that evidence before coming forward. I should add she said that both state and federal investigators were investigating this. The feds are still investigating. We received a release this afternoon from the u. S. Attorney saying that their investigation continues. During the press conference earlier today, the states attorney said she actually was compelled to release these charges early, even though she had decided this a couple of weeks ago. She said i decided to release it early only because of the release of this video. We should point out the only reason why this video is being released at this point in time is because there was a journalist who filed a request and in a civil court the judge decided this tape had to be released to the public. Again, a lot of the Community Leaders in this city had been asking for the release of this video. They thought it was important for transparency purposes. Today after more than a year, we finally get to see those images. Because a put a freedom of information act request out. Im sorry. When i look at that, hes walking away. The more you look at it. Its not the angle of the cruiser. The first shot spins him around. If hes on the ground, why do they need to shoot any more . The more you look at it the more you look at it, the worse it gets. Its another cop that drives up and within six seconds starts shooting. A guy who doesnt know whats going on. In ferguson you saw me argue more strenuously. In this im leaning towards you guys. Im not going to defend the indefensible. It does not look good. Police officers do need the benefit of the doubt. As a journalist, we want all the facts. You are analyzing a videotape which is the story right now. In time more information will come out. I want people in chicago to be calm. You should be calm. This cop was charged with first degree murder. We are not saying this is outrage, this person has not been charged. This person has been charged with first degree murder. You cannot fight violence with violence. People should protest. That is our right here. There is a systemic longstanding problem with the Chicago Police department that i witnessed myself as a man of color living in that city. I was shot and moved from new york city to chicago. You believe and when we see that video, it is shocking and hard to watch when youre watching someone laugh shooting down those pilots and killing them, as they drifted down completely defenseless. It is horrific to see. This is a very big moment. I think its a huge moment. I think putin is going to respond. He could do any number of things like putting in surfacetoair missiles in syria. I wouldnt put it past him. Hes not going to back down. If you listen to pout incarefully, he said their presence, their military presence in syria is an act of selfdefense because so many people are coming to syria getting training and one day will come back. Thats the way he framed this conflict. The chances of this escalating from here without deconfliction is good. Certainly framing the president of france can understand now. What happened here, when you see the plane shot down out of the sky, the turks said they warned the plane ten times. The United States says that plane was in turkish air space 30 seconds or less, and a member of nato shoots a plane out of the sky . Is that protocol . It seems shocking. Its not protocol. The issue is the attitude of the aircraft, what that aircraft is trying to do is whats paramount. Obviously, the turkish f16, u. S. Built f16 had a position and had an attitude on that aircraft that it was able to pick it up, paint it, identify it as something other than a friendly aircraft. There are additional steps you can go through before you would engage to shoot to kill. In a situation like this where you see an aircraft, warning shots are not to be used almost at all. Its part of the protocol. Warning shots are if somebody is wandering through your air space, you cant communicate with them and you want to say i think youre offcourse, move away. In this particular case, they needed to be able to determine what the attitude of the russian aircraft was. It probably was not in an attack posture. Clearly, the russians right now are looking at this thing trying to figure out, weve got a u. S. Aircraft and we now had the first gun fight between a u. S. Aircraft and former soviet russian aircraft and they are going to do forensics to figure out what went wrong. The key issue is that the russians are hugely provocative. They have been provocative hundreds of times before. They are somewhat cavalier with their use of military force. When they poke us in the eye, go after other elements to provoke a response, you end up with Something Like this. Bob, again you see someone yelling allah akbar shooting a russian pilot as he floats defenseless to the ground, you have used worth world war iii. I stick by that. This mosaic in the middle east of conflict is getting out of control. Its not just russia, turkey, its iran, saudi arabia. It is expanding rather than contracting and nobody has a strategic plan. We have to do something now, sit everybody down and if ig this out. The way things are going now, i wouldnt be surprised if theres a wider conflict between turkey and russia unless we can step in the middle of this. They need to deconflict right now. The turks are determined to protect those people in northern syria. If the russians continue to bomb them, the turks will respond in a like manner. It also says that while it may embolden home grown violent extremists to do something similar, the larger scale attacks, coordinated teams, would be more likely in a place like europe because of its proximity to syria and iraq. I have those concerns, too, but i think we have to measure carefully what the threat is likely to be and where it comes from. I just dont think its going to come from a refugee population that is going to be more carefully screened and vetted than any other category of foreigners seeking to gain admission to this country. Its a twoyear process. So if Islamic State wants to get terrorists into the country, they are going to be far better off using terrorists who have passports that dont require visas. We need to be sure we are looking at the right threat and not turning our back and looking at something that isnt going to come at us. President obama said he wants 10,000 refugees. I just dont think an organization like Islamic State is going to want to put an operative in that position where the chances of detection are far greater than if that individual was just seeking a tourist visa. Once again, why bother with masquerading as a refugee or buying a fake passport when theyve got several thousand fighters who have genuine west european passports . Thats where the threat is. They are gathering because video was released just within the past hour of Laquan Mcdonald, a black teenager, being shot and killed by a white officer. In the video, you will see mcdonald walking down the street. Its graphic, i want to warn you. They had gotten a 911 call about him possibly trying to break in to cars or trucks in a parking lot. Then, to the left of the screen you see an officer. Well pause it here. This officer arrives on the scene. Hes not the officer whose dash cam video is capturing this. The new officer shows up and within six seconds of arriving shoots mcdonald and opens fire. Mcdonald falls after what appears to be the first shot. Within the next couple of shots and then there were 16 shots total. Officer van dyke has been charged with firstdegree murder. He has been charged. Chicagos mayor is calling for peace tonight. In fact, we saw more than 40 bicycle officers who were stationed at each intersection as we moved through. Several different Police Officers were ready just in case anything happened but we knew those protesters were going to try to shut down some streets. We know there are about 300 protesters at east roosevelt. Weve been talking to these people over the last week or so just about the idea of what is going to happen when this video is released because so many people were hurt. So many people were bracing themselves for this. A lot of protesters we talked to said they wanted to the protests to remain peaceful. They wanted to show some sort of disruption but not get involved with anything with the police. Weve also been told they will probably have some black friday protests as well. Once this video was released, we knew people would take to the streets. We talked to mccarthy before he went out there with his officers, superintendent gary mccarthy. He was asking for peace. The officer has been charged with murder. The video has been released. No one is trying to hide this and wants to make sure the public understands that theres a process thats involved here and its all taking place. The criminal Justice System is working. But for others, people say the Police Department is trying to hide this. Some of the protesters were making sure before we left today that we understood that they were going to be out there for the next few hours making sure that the Police Department heard that they want things to change in the city.
