Keith lamont scott. Both the officer and victim are africanamerican. Listen to the police chief describe what led up to the shooting. At this point. All we know, they were in the apartment complex parking lot. This subject gets out with a weapon. They engage him, and one of the officers felt a lethal threat and fired his weapon because of that. So the warrants werent for the man, but were not sure that this man was connected . Absolutely. They were not specific to the deceased. We dont know if theres a connection with the deceased with the suspect. That explanation, though, not sitting well with protesters. But as far as my child, my nephew, i am concerned, i am worried about them. Something has to be done. Whether its our city leaders. Whether its our state leaders. These president ial candidates that are coming on to the scene, something has to be done. There was a terrorist, new jersey, new york, he was taken alive. They say they wanted to question him. So, because of you wanting to question him, does his life mean more than our black men across the nation . It doesnt make any sense . That is a comment ive heard echoed on social media all over the place. Officer vinson has been placed on paid administrative leave while the shooting is investigated. Scott was a father of seven. They disputed they had a gun. They say he was actually in a car reading a book waiting for a Family Member to return home from school that day. Im sure well learn a lot more exactly what will be learned in the investigation. We just saw a photo of Keith Lamont Scott, 43 years old. Getting to learn more information about him. As you say, a father of seven. Brynn gingras, thank you so much. Lets go to charlotte, adam rhew, the editor for charlotte magazine. You tell us in recent hours its calmer than it was is 11 00, or 12 00 in the morning. Yeah, christine, its calmed down there were true peaks of intensity between protesters and police. One, roughly around 11 00 last night. The other maybe around 2 00, 2 30 this morning. And it has settle issed down a little bit. That first wave of intensity came as protesters were gathered on the road outside of the apartment complex where the shooting happened. And they engaged with police, at first peacefully, and there were a few people in the crowd that started throwing bottles and rocks and other items at officers. You know, to the warnings of some of the other people in the crowd who told them not to do so. But nonetheless, that continued and then a little bit before 11 00, Police Used Tear Gas for the first time to try to break up the crowd. They did that several more times over the course of the next half hour, 45 minutes. The crowd settled down a little bit. Dispersed. And then got back together. Again, so, some time after midnight, maybe between 12 00 and 1 00, again, sort of the next wave of intensity started around 12 30. When some of the protesters actually walked out on the interstate through charlotte and blocked traffic on all of the lanes of the interstate. Thats when some of the looting that you guys talked about earlier, people actually looting things out of the trucks on the interstate. There were a couple fires that started. The s. W. A. T. Team came in as they used tear gas to break up the crowd. And i would say within the last hour, we were told kind of the interstate had been cleared. At least of people. Theres still plenty of debris out there. And then the crowd kind of broke up into several different smaller groups. As you said, its quieter now than it was certainly, three, four, five hours ago. Again, were just looking at some of these pictures. Fires, the looting. You know, the kicking of trucks and whatnot on the road. Adam, youre from charlotte, give us a sense of the relationship there between the community and police right now. Well, i will tell you that historically charlotte has been, from what we typically call charlotte is a nice city. People get along. Theres been generally a positive relationship between police and the public there. Our relatively new police chief is a big supporter of Community Policing and has watched the initiatives that have gone over very well. However, in the last several years, there have been several incidents that have involved shootings by police of citizens in this community. And that has certainly started to erode some of the trust that has been built up. Some of the goodwill in this community, for the police and the public. With perhaps the most highprofile case was two or three years ago, i guess now three years ago, when a white Police Officer shot an unarmed black man. A young man who the Police Officer believed was a threat. The District Attorney did not file im sorry, the court decide not to move forward with charges against the officer. And there was some concern, when that happened, when that was announced, i believe that was late last summer, early last summer. When that happened there was some concern about violence then. And really the community and the police did a great job of letting people express their concern, their frustration with perhaps how the Legal Process turned out. And the police and the public and the City Government gave folks a venue and a place to do that respectfully and place that. And really, the weekend passed without major incident. So, while theres tension and there still continues to be tension. I think a lot of folks when they heard reports of this shooting yesterday afternoon, thought that maybe thats what we would see. There would be protests. That people would have a place to express their anger but that it wouldnt turn violent. I guess thats one of the things that we would say charlotte is not the type of city where violence tends to take hold. I think if people were watching this on Television Last knew, following it on social media and Early Morning hours today, thats one of the big takeaways for me. The surprising and reaction that people had over the violence they were seeing in their city. Adam rhew, thank you so much for calling in and bringing your reporting and first hand experience there. Adam rhew, thanks so much. Again, as adam was saying, this is only dying down over the last hour or so, these protests, this looting, this anger that youre seeing taking place all night in charlotte. Call of this coming on the heels of a Fatal Shooting of a black man in tulsa. Authorities saying pcp was found in the vehicle. He may have been on some drug, and crutcher and his family say they are looking into that claim. It shows his hands up there as he walks towards his suv. His hands are up there. We get the latest from cnns anan cabrera. Reporter john and christine, outrage is growing with protesters gathering outside of Police Station calling for the arrest of officer betty shelby who opened fire killing 40yearold Terence Crutcher. His family calling the video leading up to his shooting devastating. Saying there was no evidence, reason for her to open fire. Now, there are two separate investigations as to whether or not the shooting was justified. First, the criminal investigation by the Tulsa Police Homicide unit. Theres also a federal civil rights probe that was sparked after the department of justice officials saw the video. The video from the police dash camera, as well as the police helicopter, both videos showing Terence Crutcher with his arms in the air as he approaches his suv. But in neither video can you see officer shelby open fire. That is the crucial moment. And the big question mark here. Officer shelbys attorney telling us, leading up to that moment, Terence Crutcher had refused to obey several commands. And that he reached into his vehicle which is why officer shelby opened fire, fearing he may be grabbing for a weapon. Now, we know there was no weapon. He was unarmed. And there was no weapon in the vehicle. As outrage continues to grow in this community and around the nation, the police chief is asking people to withhold judgment until the investigations are complete. And he vows justice will prevail. John and christine. Thanks so much for that, ana. Well have the very latest on the protests happening automatic night in charlotte right after the break. The mayor of charlotte is calling for calm and a full investigation into the shooting. This morning, the Trump Campaign is defending the candidates profiles. Kelly yaen conway told erin burnett that Political Correctness is hindering investigating into suspicious people and behavior. The idea that people feel theyve got a reason to be suspicious and dont feel comfortable to say that. I talked to mayor giuliani about this. We used to have Police Officers were able to patrol certain places of worship, based on reasonable suspicion. And thats just all gone away. Lets get some expert advice on this from washington. The editor of cnn politics digital zachary wolf. Good morning, zach. Weve seen the pictures from North Carolina this evening. I mean, clearly this issue of police and Community Policing and this conflict between police and black communities is front and center, again. How do you think it will guide the campaign trail today . Well, i think, you know, we saw Hillary Clinton weigh in on twitter yesterday about the tulsa, oklahoma, shooting. I can only imagine that there will be more of that today. You know, as people start to learn what happened. In charlotte. Its certainly something theyve been talking about, trump has been quick to defend police in recent weeks, although im not sure hes talked specifically about the tulsa incident. And certainly not the charlotte one. So these have been thing thabs popping up periodically on the campaign trail as they happened unfortunately in the u. S. Over the last couple months. Its really interesting, donald trump was in North Carolina yesterday and he was talking about race in ways that a lot of people on the ground there thought was controversial. Listen to a little of what donald trump said. Our Africanamerican Community are absolutely in the worst shape than theyve ever been in before. Ever, ever, ever. You take a look at the inner cities. You get no education. You get no jobs. You get shot walking down the street. Theyre worse i mean, honestly, places like afghanistan are safer than some of our inner cities. And i say to the africanamerican communities and i think its resonating, because you see whats happening with my poll numbers, with africanamericans. Theyre going like high. So trump was criticized in some quarters for talking about the fact that life for africanamericans is worse than its ever been in North Carolina. Of course with slavery and jim crow laws and speaking before largely a white audience. But, zach, he was addressing racial issues the very same day that the shooting happened and we saw the protests happen overnight. Thats right, president obama spoke at the black caucus dinner. He mentioned that trump has been talking about these themes for a while, and he offered a very specific rebuke of trump. Mentioning those things you said, slavery, jim crow laws. I think democrats are inching to have that argument with trump about the africanamerican situation in the country. Im not sure hes claiming that his poll numbers with africanamericans are rising. Well have to see if thats true. But i would highly doubt it. But its clear that theres this really difficult hard situation in america, and its going to play out on the campaign. Zach, real quick, front page. Top of the world, Washington Post this morning, trump used his charities moneys to celts his legal disputes. Theres a reporter over there at the post that has been digged into the donald trump foundation. How do you think this will play today. First, kudos to the Washington Post for uncovering this. The first thing they uncovered a week or so ago is that trump had been giving money from his own foundation. And now it turns out that hes using money from the foundation hes not giving money to settle lawsuits for his for profit businesses. So the legality thing is probably something well have to look into. But, you know, just the idea of settling these things with your charity is something hell have to answer for. Its called selfdealing, apparently, in the Charity World which is a phrase i did not know. And it is not legal if knack that is what happened there. It will be interesting to see what happens today. Exactly. The. The trump contain goes after the reporter without disputing the facts of his story. Zach wolf, thank you so much. The sports world react to get latest Police Shootings of black men. Some protesters starts fires on the road and looted trucks. Brynn gingras joins us. Good morning. The investigation just getting started. The charlotte mayor is really calling for calm and an investigation into the shooting of 43yearold Keith Lamont Scott by officer brantley vinson. Listen to what the chief said led up to shooting. New details emerging this morning about accused bomber ahmad rahami, with authorities filing federal charges. Court documents reveal that investigators recovered new video from the cell phone of a Family Member. The video is said to show the suspect setting off an incendiary device partially buried in the ground. The video says he lights ace fuse, lights the flames and smoke and laughter. And cnn learned that the fbi investigated rahami following a family fight. Cnns pamela brown has the latest. Good morning, john and christine, the bombing suspect rahami has been named in use of weapons of mass destruction, bombing and use of a destructive device. The complaint says that 12 fingerprints were recovered from the Pressure Cooker duct tape and cell phone recovered at 27th and chelsea. It says that he bought some of the bomb items used over ebay. And cnn has learned two years before that, the fbi opened up an inquiry into rahami after he was charged in a domestic dispute. A neighbor apparently heard the father call his son a terrorist and notified authorities according to a u. S. Official. The fbi interviewed his father who were told recanted the fact that his son was a terrorist. He said he was worried about people he was hanging out. But apparently the fbi did not interview rahami who was in jail at the time. The grand jury decided not to indict. The fbi revealed in a statement that it conducted internal database reviews and multiple checks and interviews, none of which revealed ties to terrorism. Meantime, were hearing the pakistani wife of rahami is cooperating with u. S. Officials. She apparently is back on her way over after her overseas trip. She was questioned after her husband was identifies as the bomber. Shes not accused of any wrongdoing in the investigation. John and christine. Pam lashgs thank you for that. Ive talked to mayor giuliani about this. We used to have Police Officers were able to patrol certain places of worship, based on reasonable suspicion. And thats just all gone away. Joining us now from washington to talk about politics is the managing editor of cnn politics digital zachary wolf. Zach, nice to see you this morning. Good morning. I have to believe the events overnight, protests overnight, the looting overnight, the fires. And just the anger of another Police Shooting of a black man, i believe that will be front and center on the campaign trail today. Hillary clinton has an event in orlando. Its supposed to be about the economy but i wont be surprised if she tox about this. Thats right. She hasnt been afraid to weigh in on these issues. She spoke about the Police Shooting in tulsa earlier this week. Its clearly something she wants to talk about and present a contrast to donald trump. The key to her Election Strategy is motivating the obama base of support which includes african mers. Theres clearly a lot of tension throughout the country and with that community. So im sure its something shell have to talk about. Donald trump yesterday was in North Carolina before this event happened. And he talked about well, he talked about the Africanamerican Community. This is what he said. Listen. Our africanamerican communities are absolutely in the worst shape that theyve ever been in before. Ever, ever, ever. You take a look at the inner cities. You get no education. You get no jobs. You get shot walking down the street. Theyre worse i mean, honestly, places like afghanistan are safer than some of our inner cities. And i say to the africanamerican communities, and i think its resonating because you see whats happening with my poll numbers, with africanamericans. Theyre going like high. Trump has been pretty supportive of Police Officers in prior shootings. What do you make of his position or what do you think his position will be influenced on the trail today on this North Carolina situation . Well, i think he made those comments before this current North Carolina situation. Although i believe he was speaking in North Carolina. He has been very supportive of Police Officers. In the past. It will be interesting to see what he says with these sort of twin incidents in tulsa and North Carolina now. I think you have to give him a real big factcheck there on whether his poll numbers with africanamericans are going real high. I dont think thats the case at least in the polling that ive seen. Although this issue is clear to sure to be pointed out. Other peoples are pointing to the situation with the africanamericans is worse than its ever been. Zach, an article in the Washington Post, 250 billion from the Trump Organization he says went to pay for legal settlements from donald trump profit corporations. Thats called selfdealing. The Truck Campaign attacking the reporter, but not necessarily disputing the facts of the case. Has legs . Yes, definitely. And you have to pair it with an earlier report from the same reporter, first, that trump hadnt given money to his own foundation for a number of years. And now it turns out money from the foundation which was taking money from other people, was used to settle out of court disputes. For forprofit trump businesses. You know, for a billionaire, probably a quarter of a Million Dollars used to settle disputes is not a lot of money. But its certainly not the kind of thing trump wants out there right now. Zach wolfe, and david therrienal, the author of that article in about a half hour from now. This go to your money. Its decision day. The federal reserve, investors are not worried. No way.
