John berman and Christine Romans have the morning off. Up first, before the ukraine ceasefire takes effect on sunday, there are concerns whether or not the agreement will hold. The Obama Administration is skeptical saying more work needs to be done. The deal was reached after marathon talks in minsk with france germany, russia and ukraine. Russia could face more European Union sanctions if the ceasefire is not respected. What is the take on the lasting peace in ukraine . We have Matthew Chance joining us from moscow. Matthew, we heard one hour yesterday morning from ukraines president they were far from a deal. The next hour, they had a deal. What is russia saying . Reporter i think those comments reflected the reality of the negotiations because russias president Vladimir Putin was the first of the leaders to come out and meet the press and talk about, although a difficult night, he jokes to the media he was happy with the result in the morning. He achieved the ceasefire. The withdrawal of heavy weapons from the line of contact in the conflict zone. This was something he was satisfied about. The ukrainian side less satisfied. You got the sense the Prime Minister saying it was a choice between bad and worse. You know the russians at the moment appear to think they had most but not all of their key points accepted. So this brings up the big question which is whether ukraine is going to keep pushing for the United States in particular possibly europe as well help arm with defensive weapons. I know you spoke with ukraines Prime Minister. What is he saying about that . Reporter i think one of the offshoots of the deal is it will take pressure off the administration in the United States to commit to supplying weapons to the Ukrainian Government side in the conflict. It was always controversial conversation they had. Some in washington including the new defense secretary said they were inclined to the change in policy. There was always suspicious by president obama it would be problematic. And Angela Merkel said if you put more weapons in, it could escalate and not make it better. The prospect of more sanctions seems to have receded for russia. Lets hope the ceasefire takes place on sunday and it is lasting unlike the agreement in september. Matthew chance thank you. Officials, isis has spread into libya, yemen, egypt, pakistan. They say some members of the taliban are now rebranding themselves as isis hoping to attract new terrorist recruits. Thousands of people attended the Funeral Service on the North Carolina state campus. The three were shot by a neighbor, allegedly, in a dispute over a parking space in a condo complex. From that point of view its a positive for the Russian Administration and the official comments have been made accordingly. The ukrainians have a different perspective. The ukrainian Prime Minister saying they have an option from bad to worse. A ceasefire. They can concentrate on other areas of the country like the economy. They did not emerge as victorious if you like, as the russian side on this. Does this mean matthew, ukraine will not look to the u. S. Anymore to give them these defensive weapons that they have been asking for and a growing number of members of congress have been asking the Obama Administration to do . Will exceed to the demands and to start arming the ukrainian military. I could be wrong about that. Certainly Vladimir Putin, the fact is he will have in mind that this peace deal now makes it less likely that his country will face greater sanctions and greater isolation. Although of course the United States and europeans have stressed if this peace deal does not hold remember a peace deal in september in minsk that did not hold. Jurors saw video yesterday of a High Speed Police chase as routh fled the scene in kyles pickup truck truck. Our Martin Savage was in the courtroom. Reporter the real stars, poppy, in the case were videos. A dash cam video showing a highspeed chase as Police Closing in on Eddie Ray Routh. He had stolen chris kyles pickup truck after he murdered kyle and his friend. You see another Police Officer take his cruiser and try to ram that pickup truck to bring it to a stop. It did not stop, but it did slow the chase. Then the chase takes off again and eventually though the truck was so badly damagesd, it had to stop and routh was taken into custody. The second video is a body cam video. I cannot play the audio. What is significant is the quote its police hear before the highspeed chase. It talks the way most people say sounds weird. He says is this about like hells work walking on earth right now . I dont know. I dont know where peace and law and order is and what its all about. He also says is it voodoo thats upon us and talks about the apocolypse. The defense says it proves he was insane.
