Reporter we heard from the president in myanmar. He had a conference with an sangsuu ki. A couple of details about the plan that the president will take by executive action. That plan includes a deferment of deportations that exist for children brought into the country. That is extended to the parents of those children and potentially extended to the parents of children born in the u. S. , but parents undocumented. You add that up, you have 5 Million People who could get relief under the president s plan. The president said in myanmar because republicans and congress have not acted, he is going to act. He is going to act soon. Heres what he had to say. I indicated to Speaker Boehner several months ago if in fact congress failed to act, i would use the Lawful Authority that i possess to try to make the system work better. Thats going to happen. That will happen before the end of the year. Reporter one thing we should point out the senior white house officials told us the president has not reviewed the final recommendations from the administration for the plan. No final decisions have been made and potentially, christine, things will change before the president acts. The president is obviously going to have a lot to chew on before he returns to washington. He has the g20 summit later on this weekend. He will have a lot of opposition from republicans. Let me ask you this, he is also under a lot of pressure for the promises that got him elected twice. Something he would do on immigration. Reporter that is right. I remember covering his campaign in 2008. The president was promising to act on Immigration Reform. The president said this is a debate going on for ten years. He wants to end that debate. And you remember the opposition on capitol hill. John boehner said they will fight this tooth and nail. What is not clear is how they will do it. Will they decide to hold up legislation . That vote is coming up shortly. There are some republicans talking about impeachment. It will be feisty when the president gets back to washington. A lot of details to work out. How long people have been here and who qualifies and that will all be sticky stuff. Thank you, jim. Secret Service Officials trying to explain the series of blunders allowed fence jumper Omar Gonzalez get into the white house in september. A devastating report released thursday describing confusion, training breakdowns and communications failures. Cnns joe johns in the white house. Reporter a disturbing report from the secret service. What happened on september 19th when Omar Gonzalez comes over the fence and proceeds to go into the east room of the white house. Among other things, the report says a canine technician was stationed in a van with his dog parked on the white house driveway when gonzalez jumped the north fence. The canine officer was on a call on his personal cell phone on speaker without his ear piece and he left his second tactical radio in his locker. There were other problems when gonzalez got to the north portico, he had to go through bushes. Authorities did not think anybody could go through the bushes, but gonzalez did. He proceeded to go through the doors of the portico and on into the building, pushing back a female secret Service Officer who tried to tackle him, but he was too big. Authorities say there were at least three encounters between gonzalez and Law Enforcement officers this year. July 19, july 21st and august 25th. He had guns and ammunition and four hatchets. Authorities say no one has been disciplined and no one has been fired because that cannot happen until all of the investigations have been completed. Joe johns for us at the white house. U. S. In that audio message that was released just under a week after there were widespread reports that al bagdadi had been injured, isis leader has a very clear message to his supporters. That is to create volcanos of jihad. There are some clues within the 17minute message as to when it may have been recorded. He makes direct reference to the 1,500 troops president obama has begun to send into iraq. He also had this warning for the united states. That they would eventually be forced to shift from advise and assist position to one of actual active combat and more u. S. Soldiers would lose their lives. He also made direct reference to the pledges of allegiance being made by a number of groups. Some of which are outside of the region in north africa, egypt, libya, algeria. For some of the groups, he had a direct message and saudi arabia calling on the organizations to launch direct attacks against the saudi royal family. We cannot verify the authenticity of the recording. It was released on the official web page of isis media branch. It seems the organization has one clear aim. That is to send out a clear message that its leader is not only alive and well, but the organization at least in its own perspective is very much at this stage thriving and according to al bagdadi, defeating the u. A Law Enforcement official says the strikes have taken a toll on the terror group. U. S. Officials are concerned about the khorasans ability to make bombs to get past airport security. Residents in the capital of raqqah may have no love for the radical group, but angry at the air strikes that scattered isis fighters. The Ukrainian Government believes in situations like this and it knows through experience when a large number of professional heavily armed soldiers has turned up on its territory, it usually points to some sort of imminent military action. Again, what were talking about are the little green men in unmarked uniform with heavy weapons and armorred vehicles and tanks. The Ukrainian Government is concerned. What it doesnt know is the scale and intent of the operation. Whether it will be limited aimed at seizing a few key pieces of infrastructure and sites, or something larger or another fullscale operation designed to seize a wider area of ukrainian territory. Good morning, jim. The president has moved on immigration suspending some of the procedures for some immigrant children in the country illegally. This would be a bigger group. Tell us about it. Reporter thats right. We should point out the president at a News Conference in myanmar with the Opposition Leader vowed to take executive action on immigration. As you mentioned, christine, he has already acted to defer to deportations for those undocumented children in this country. Socalled dreamer kids. The president is talking about doing what white house officials are talking about doing now is the president will extend the deferment to the parents of the undocumented parents. The undocumented parents of u. S. Citizen children in the country already. The motivation on the part of the white house is to not split up families. As i mentioned at this conference earlier today, the president said because republicans have not acted on Immigration Reform in the congress, he will act on his own. He says that will happen by the end of the year. Here is what the president had to say. They have been working on Immigration Reform since 1986 when Ronald Reagan discussed it. 2005, a failed attempt to try to get some sort of Immigration Reform through. What is interesting to me, this president has been criticized by liberals for all of the enforcement they have been doing. The president laying the ground work if you give quote unquote amnesty to people, you have to enforce the laws for criminals and illegal aliens and people arrested for crimes out of the country. Reporter thats right. You know, according to sources who talk to cnn, that is a component in all of this. They want to go after criminal Illegal Immigrants or those convicted of crimes. Christine, you bring up a good point. That is the democratic party, a core constituency is latino. One key latino leader referred to the president as the deporter in chief. The president was angry at that particular latino leader. So a lot of that is really driving what is happening over the white house right now. They do not want to see in 2016 hispanic voters turning against Hillary Clinton because they did not act during the administration. Animal control officers checked the paw prints left in places by the animal. They confirm it is tiger paw prints. The question is where did the tiger come from and no one seems to know. There was a circus in the area, but they did not have tigers in the circus. There is a theme park, not disneyland, but other theme park with animals about 18 miles away. They say they are not missing animals. The very latest is the animal was spotted again, this time at an expressway, south of paris, about five miles away from where it was spotted yesterday. So thats got the authorities very worried because they dont think they localized it yet. The animal may be roaming around. They have a couple of hundred Police Officers and firefighters and helicopters up in the air with thermal sensing devices. They are trying to track the animal down. No success just yet. Ukraine Officials Say russian tanks and artillery are crossing the border into ukraine. The u. S. Officials are stopping short of calling it an invasion. The troops and material are on the move. International correspondent phil black is on the move in Eastern Ukraine. Phil, for almost a year now, you had nato and ukraine and u. S. Officials saying russia is heavily involved in the territory in ukraine and the russians just deny it. Reporter now once again it is happening again. That is why the Ukrainian Government doesnt put a lot of faith in the russian denial. It believes through experience with russia and events over the last year, it believes it knows whenever you get a large group of soldiers looking professional with sophisticated heavy weapons with unmarked uniforms showing up. Over the course of the year, it is intended to turn out poorly for ukraine. We saw that in crimea with the territory that was annexed by russia. Now you say the reports from nato and Ukrainian Government and european observers who have teams on the ground in the territory, they all point to a sudden influx of soldiers and heavy weapons. The Ukrainian Government says this points to a military action of some sort. They dont know the scale or intent. They dont know the goal. Whether it is limited to take key infrastructure like the airport in donetsk with the daily fighting with the government and separatist forces or something much bigger. Perhaps a drive through the south of ukraine to establish something russia doesnt have. A direct land connection with the crimea peninsula and the russian mainland itself.
