Berman. It is a crucial day in the battle against isis. All eyes on president obama, hes getting set to address the nation tonight on his strategy to eliminate isis. And this morning, were getting some insight into just what the president will say. An Administration Official tells cnn the president will focus on three angles, blaming the threat posed by isis, actions taken against isis, announcing a new series of proposals to ultimately destroy the group. Were also being told the president feels he already has authority to take action. So he will not need to ask congress to vote ahead of the midterm election. Many congressmen pleased they will not have to take a vote on this matter. The president meet with leaders tuesday ahead of the address but at the white house, john boehner saying there are questions to be addressed. Before we know, its important we take organized steps. The first step is, whats the plan . Hell talk about the risk that the United States faces. And hell talk about the strategy that hes put together to confront those ricks, to mitigate them and to also ultimately destroy isil. Against isis, the terror group engaged in multiple conflicts on the ground, not to mention syria, as it tries to take more territory. Lets get a sense of just where isis is this morning. Our anna coren in erbil, iraq, with the latest. Reporter john, as you say, fighting on many levels here in iraq. The focus for several days, air strikes taking place around that area. Mosul dam is still very active, the surrounding areas there. And the mosul plains which is where we were late last week. Its only an hours drive here in erbil, fighting is very active there. But you know, john, people here in kurdkurdistan, they are look for guidance and certainly for commitment from president obama. Not boots on the ground, but definitely an intensification of those u. S. Air strikes that have been so critical to the operation here, in so far as pushing back isis. Theyre looking for arms. Theyre looking for training, theyre looking for resources, theyre looking for intelligence. They also stressed, john, as weve been discussing for weeks, that the fight needs to be taken to syria. It just cant be limited to iraq. Even though isis controls onethird of this country which is quite staggering when you say those words out loud, that weve heard they need to take that fight into syria to hit that safe haven and also the economic infrastructure that is set out there. You know, the oil revenues that really are funding the isis campaign. But obviously, this is going to be a long operation. This is not something thats going to be achieved in the coming weeks or months, john. This is something that will take years to fight. But obviously, people looking for that commitment from the United States. Moving forward, so that they cannot just fight isis, but destroy them, john. And anna, one of the things the president is considering or likely to announce today is the possibility of continuing air strikes into syria. There have been more than 100 strikes in iraq, not far from where you are. You said they have been critical from where youve been signature, these air strikes, have they been effective against ice jis. Reporter yeah, mostly, weve heard from central command, theres more than 150 air strikes that have taken place over a month. There are critical, critical to mosul dam and hadithah, what weve seen over the last several days, just taking out the enemy positions. Isis has been able to operate freely, travel in hordes, in large convoys and take out the town, the villages, and the major cities. So the u. S. Air strikes has changed the way that isis is operating. Obviously limiting the way that they can get around. And i the other key point to this, john, i dont know if youll discuss this further as far as the political solution is the sunnis. There needs to be an uprising the sunni population that have allowed isis in the cities and towns that are here in iraq. Speaking to sunni leaders over the past several days, john, they are saying that the government, the new government in baghdad, has to give them more power. They needed to be included. They feel marginalized, persecuted for many, many years. And they say they are not going to fight isis unless the new Iraqi Government gives them what they want. So this is another conflicts problem. Indeed. The military just one part of it as you so rightly point out anna coren in erbil, thanks so much. Meantime, secretary of state john kerry has just arrived in baghdad, to build diplomatic support in the isis fight. The hope the new baghdad help will help bolster the fight against isis. Were also hearing isis and iran discuss the isis threat. More from baghdad. And you know the secretary of state going there on the heels of this new ostensibly more inclusive government, is this government able to do what it couldnt do in terms of fighting isis . While this visit by secretary kerry is really an endorsement of the Iraqi Government, this newly formed government, he will be mee meeting here with the president that has kurd, the foreign minister and the sunni prime minister. In a series of tweets, we heard from secretary kerry after he landed in baghdad saying its his second time here in three months. That iraq is a critical partner against isis. And hes also saying this inclusive government is a big step. Of course, we have heard the administration describe this as a major milestone that they have come together and formed this golf. While it is a major step, christine, the real issues here, these are the same faces, the same politicians we have seen in iraq over the last decade. And they have deeprooted mistrust. They have serious political ethnic and sectarian divides. And they bring this to the table with them. They bring this into the government. So while, yes, theyve achieved this, theyve formed a government, the real critical part is what comes next. Are they going to be able to put these differences aside and Work Together . This united front, a critical component in the fight against isis. Its not only the military campaign, not only the u. S. Support when it comes to the campaign, its going to have to be political and bring in the sunnis and kurds who felt marginalized by the shiite government over the last years. And heres the u. S. Has a big part to play while theyre supporting them militarily, also this diplomatic engagement is really important do try to push them together to try and help them do this. This is something that the iraqi officials have complained about. Saying the Obama Administration has not really been engaged enough when it comes to the political process for iraq. This is a good sign for iraqi officials here seeing this reengagement by the United States militarily with the air strikes and also on the diplomatic and political level. Very important to try and bring back the sunnis into the fold. Really make them feel like theyre a part of Decision Making here. That there is true power sharing. And that will spread on the ground where you can recruit the sunnis again in that. Its only their grievances, christine, that really allowed isis to gain ground in iraq. Theyre made up of a variety of militias, some of these militias include radicals who may not abide by the chain of command by of their central authorities. They may not want a ceasefire to last. They may have other motive or aims. Thy way want to sabotage the ceasefire. No one is wanting to verify thats whats happening but it could be one explanation why we keep seeing the ceasefire violated. In the coming hours, in the coming days, well watch closely for conflicts to see if the ceasefire continues. On were seeing peace and calm. And also the European Union seemingly eager to take on and impose more sanctions. Washington is imposing more unilateral sanctions, too. Theres some question, if its a good idea, in the middle of a ceasefire, to add more pressure, that it could escalate the conflict. Remember moscow says if the e. U. Air strikes around hadithah dam, iraqs second largest dam. The fighting there continues. Its still happening at mosul dam. Also an hour here from erbil, which is where we were here late last week, fighting continues against isis. You know, they are not retreating. They are still digging in. Obviously, those u. S. Air strikes making a real difference on the ground. There have been more than 150 u. S. Air strikes in the past month according to u. S. Central command. And certainly from the people were speaking to, not just here in erbil, but also in baghdad. They want to see an intensification of those u. S. Air strikes. People are wanting president obama to give that commitment. That strong statement, that the United States is here for the long haul. Not boots on the ground. The president has made it perfectly clear that that will not happen. In saying that, there are more than 1,000 u. S. Troops currently in country. Supporting the embassies. Supporting the consulate, protecting u. S. Personnel. But i think everybody is pretty clear, theyre also here to advise and to help coordinate the action. Obviously, people also wanting more arms. Better resources. More intelligence. They say that the kurds and the iraqis, they can take it fight directly to isis, but they do need that support and that leadership from the United States. The kurd, and the iraqis have been operating as two very separate you know, entities. So they need to come together, if theyre going to fight isis and really push them out. Certainly, here in iraq. Christine, the other thing that people wanting here is for president obama to authorize those air strikes in syria. The reason being, as we all know, it is a safe haven for isis. It is also where they have a lot of their economic infrastructure, those oil fields. Thats where theyre getting a lot of the revenue to really fund their campaign. As the people here in iraq know, as weve been discussing, they need to take that fight to isis in syria, if they are really going to cripple, if not zlou, these terrorist organizations. And this inclusive government, a big step. Yes, that is what were hearing from u. S. Officials, its a major milestone, as they describe it. But theres a daunting task ahead. If you look at this government, iraq has had the same sort of government, inclusive with sunni, shia, kurd, and other minorities represented in these governments since 2003. What really needs to change here is the policy. The policy, to see real power sharing between these two here. And the key would be the sunnis in iraq, as you mentioned. Their grercievances, what they been feeling over the last few years marginalized. They feel persecuted by the security forces. They are key. We saw that back in 2006 and 2007 with the strategy of arming the sunni tribes to fight isis. And that worked really well. It weakened that group. To try and copy that again, to try and do that again, it is going to have to take real political will here. Real reforms when it comes to the political process to make the sunnis feel they are part of this. And the United States has a big role to play in this. In addition to the military support that the United States is offering, the diplomatic and Political Engagement is key. We have heard iraqi politicians over the past few years really criticize the Obama Administration, saying throughout his presidency, theres been really not much engagement when it comes to iraq and the political process and that has really led to where we are today. So very important to see the u. S. Administration again really involved and engaged on the political level as well as the military level. The United States has more leverage than its had in a very long when it comes to the political process here the air strikes are key. The military aid and support is key so they can play that card and try and force those politicians to put their deep divisions, deep mistrust with each other and sectarian views on the side because that is the only thing that will really change things on the ground here. Now, two things to keep in mind. Moscow has long denied they had troops on ukrainian soil. Even so, mr. Poroshenko saying according to their ukraine intelligence, 70 of Russian Troops have withdrawn. The other thing to keep in mind is that this conflict has been fraught with a lot of information on both sides, either intentionally or unintentionally, were going to be cautious in reporting this. And were going to verify this independently. This is in fact happening. If Russian Troops were pulling out, that would seem to suggest that moscow and the rebels are taking real steps to deescalate the conflict. In the meantime, the west doesnt appear to be sold yet.
