What are they expected to discuss about the russian aggression . Solutions are what they have been trying to come up with, we know for months now. Now that everyone is together, we expect to see action. Thats going to be in the form of more of the action we have been seeing. More sanctions is really a certainty at this point. Also, they are talking this Nato Trust Fund to further support ukraine. Its interesting to hear president bush discuss this over the past two days. It feels as though the nato summit has started. They are talking about ukraine in terms of being a nato power. Its posz zable that will happen in the future. In the meantime, they are stating in no uncertain terms, the importance of supporting ukraine and trying to deter russia. The words that president obama used were reassurance and deterrence. You can argue the sanction scheme they have been using has not been a deterrence to russia. They see that as positive in the long term. Negative for russia, isolatie i it, weakening it. Its the course of action at this point. President putin was announcing this ceasefire, supposedly. It looked like all sides seemed to be in some agreement, at the very least, that a conversation occurred between russia and ukraine. Now the u. S. And others are looking at this with a lot of skepticism. One of the conditions of a ceasefire on the part of Vladimir Putin would be for ukraine to get its territory. That doesnt seem real, but stay tuned, there could be more developments than just actions against russia during this meeting. John . It seems what the president is trying to do is reassure the baltic companies that neighbor russia that nato will be there for them. At the same time, what the president is trying to do is inspire the other nato countries to stay strong in the face of this russian aggression. People speculate what they are trying to do is get all wobbly suggesting a possibility for a peace deal. Are they standing by the u. S. , the other nato countries with the possibility of this ceasefire out there . Reporter well, they dont have much of a choice. They are looking to the u. S. For help and reassurance. The words that president obama used during several addresses yesterday were strong in terms of reassurance saying things like you are not alone. We will be there for you. An attack against one is an attack against all. Really hammering that point home, that the larger countries like the u. S. They have the backs of the smaller countries, especially neighbors of russia that are the most worried. President obama wants to inspire them all to spend more money. The u. S. Is really footing the bill for all this collective defense. Almost none of them, the 28 member nations, only four of them are paying the targeted 2 of gdp. Obviously, the economy being what it has been, its been difficult for some to pony audiotape that much depending on the situation. Theres been cuts to nato funding. Now, all of a sudden, oh my gosh, everyone looks and says we do need that collective defense. In fact, it needs to be expanded. Everyone has to kick in their fair share. John . Over the past hour or so, ukrainian Officials Saying during the overnight hours they have seen increased shelling from Russian Forces on russian soil targeting southEastern Ukraine. Moscow continues to deny they are involved in this conflict. The accusations continue from kiev. Seemingly, so does the fighting. In the meantime, prospects for a ceasefire, it looks like they are there. Yesterday, russian president Vladimir Putin, in a phone conversation with poroshenko, the ukrainian president seemed to agree on a framework, the conditions with which a ceasefire would be put in place. The conditions include the end of military operations in southEastern Ukraine, the pulling out of troops, establishment of a humanitarian corridor where refugees and victims can get out of the conflict zone and humanitarian goods can come in and international monitors in place to make sure the conditions would be met. Yesterday, a positive statement by president poroshenko saying hes hopeful in the framework, the ceasefire could be put in place tomorrow when all sides of the conflict would meet. However, late yesterday, the Prime Minister seemingly pouring cold water on the plan saying this is a russian ploy to avoid sanctions and buy more time for rebels in southEastern Ukraine. John, all sorts of mixed messages. There seems to be an opportunity for a breakthrough. All eyes on him to see what happens. Theres so many theatrics from president putin saying this is my sevenpoint plan. He wants to make a public display of this, most likely in the face of whats going on with wales in the nato summit. Reporter john, i think its important to look at both narratives in this conflict. You have one narrative in moscow, the other in kiev, western capitals, nato. They are both conveying public theatrics, if you will. Remember moscows point of view. Their overarching concern is over the baltic states. They are concerned nato is creeping on to their socalled security zone. They dont want that. Thats why many observers say, nato expansion in this region is a mistake. Well, for the first time, the pentagon did put a number on it. As we have acknowledged publicly, we are aware of over 100 u. S. Citizens who have u. S. Passports who are fighting in the middle east. Not just for isis, for all the militant groups involved in syria. There are several. This idea there are americans there fighting inside syria, that is the idea that gives it notion there is a direct threat on the u. S. Homeland, americans could go there and bring their terrorism back here. Reporter john, theres a lot of concern obviously in the u. S. , theres concern in the International Community. You have americans, about a dozen as we have heard from the pentagon, there might be more fighting with isis. Theres concern in europe and other countries about their foreign fighters joining the fight. Its not only a threat to home countries and the International Community. Here in the region, American Allies are concerned about the countries like jordan where people with the passports are able to travel to countries like that. A lot of concern. Here in iraq, officials are worried their country has once again turned into more of a magnet that it is for foreign fighters. How many are there . They dont know. I have spoken to experts, no one can put a finger on it. Iraqi Officials Say more needs to be done by their home countries to stop them from traveling and also there needs to be Regional Cooperation to stem the flow of foreign fighters across turkey and iran that have been used by fighters to cross into syria and iraq. One isis expert here in iraq says yes, there is a big number of foreign fighters. They are only part of the problem. The bigger number of isis fighters, they draw their ranks from local communities. Here in iraq, its from within the sunni community. That is why the solution lies within iraq to try and fight these groups. Its not only a military solution, as we have heard. Within the local communities, its fear that drives sunnis to join isis or support it somehow, turn a blind eye to it in these communities. Also that feeling of marginization. Many have been driven into the arms of isis. So, as we have heard president obama, u. S. Officials say over and over again, the key lies here in baghdad. What government is going to emerge . This is coming in the few days. A new government must be inclusive and make sunnis feel they are part of this process. They have a stake in what happens in iraq and this country. Its not just the military strikes and military operations that will weaken or defeat isis. Its going to have to come from within. John . Thank you so much. And the International Community on countries on the region to work together, bring them together to try to stem the flow of these foreign fighters coming across the borders into syria and iraq. These borders between iraq and syria are nonexistent for the group. Yes, there have been security measures on borders like turkish borders like syria. They feel not enough is being done and more needs to be done to stop the flow of foreign fighters. One expert i spoke with here, an expert tracking this group and al qaeda and iraq say the majority of fighters come from the local communities whether syria or iraq. In iraq, mostly sunni arabs that felt marginalized by the shee that government and policies and persecuted by the Security Forces and understanding the importance. U. S. Officials, including president obama ree pete over and over abane, its not just a military solution to fight and weaken isis. The leadership of isis appears to be iraqi in origin. President obama wanted commitments from all the countries to boost their contribution to the nato funding. He also wants to expand natos reach in terms of the number of troops that are ready that would be ready in an emergency situation and to conduct the training exercises that rotate in and out. Its been a proposal for nato that more u. S. Troops participate in that and the system is expanded, the training, the planning and adds we mentioned, the readiness. We are going to see changes there. Also, just the way they commit to what exactly they are going to do in terms of sanctions. European union has been talking about expanding that for a few days now. The u. S. Will be aligned in that way. Its been kind of, first the u. S. , then europe and going back and forth in boosting those sanctions. We expect to see a tougher stance on russia. We are not sure exactly in what area the sanctions will be. Its one thing we are waiting for in the next two days. John . We will be watching the discussions from inside ukraine and russia. Isis dominated with iraqis with iraqi leadership. There are these foreign fighters, including americans now within the ranks. Reporter of course a lot of concern about that. As we heard secretary hagel saying about 100 fighting in syria. That is not only isis. There are a dozen within that Group Fighting with isis. Others are with different rebel groups, other Islamist Groups fighting in syria. As we have seen loyalties change, the foreign fighters tend to change groups once they are on the ground. Theres a lot of concern here in iraq, in the region about the flow of these foreign fighters. Americas allies in the region like jordan and israel would be concerned about foreign fighters, islamic extremists with foreign passports that allow them to travel freely in the region. A real threat for them. As you mentioned, here in iraq, this is a concern. Over the years, especially under the u. S. Military presence here, iraq has been a magnet for foreign jihadists who bring their battle here to iraq. Now officials are concerned their country is, once again, becoming more of a magnet with what is going on in syria, foreign fighters there and moving their battle as u. S. Air strikes continue here in iraq. Thats all their jihad here to iraq. A lot of concern art it. Officials here tell us more needs to be done, more by the countries where the fighters are coming from, the u. S. , europe and other arab and muslim countries to stop them before they get close to iraq and syria. Another issue, it has always been an issue is border col. They say countries like iran and turkey need to tighten their Border Security more to stem the flow of these fighters coming into syria and ultimately into iraq here. As you mentioned, john, the majority of these fighters within the ranks of isis are iraqis. This is also a big concern here that isis has this ability to exploit the sectarian divisions that really run deep in this country to really recruit more sunnis on the site or factor a fear, spreading the fear amongst the sunni community, forcing people to join their ranks or turn a blind eye. Really, here, iraqis want more to be done by the International Community. Also made clear by president obama and other u. S. Officials, iraqis here have a critical task. They need to bring the sunnis on board, the sunnis in the past have been key allies of the military here when they turned to al qaeda in 2006 and turn the tide in the battle against al qaeda and iraq, weaken the group after the u. S. Military left things really changed here with what is set to be the sectarian policies of the government.
