Back to the crash site where they say dozens of bodies remain. We are live with what investigators are finding. Welcome to early start. Im john berman. Im Christine Romans. It is august 1, 4 00 a. M. In the east. Up first, the sound of silence in gaza. We are three hours into a 72 hour ceasefire. A ceasefire brokered by the u. N. And the United States. So far, it appears to be holding. It is a much needed pause of a bloody, 24 day Israeli Offensive with hamas. During this period, civilian wills receive relief and op twopoint toy carry out vital functions, including burying the dead, taking care of the injured and restocking food supplies. Gaza is reeling after air strikes on schools, a marketplace and the regions only power plant. 400 palestinians have been killed in the conflict. That has tensions escalating between israel and the u. N. 103 u. N. Facilities have come under attack, including a school hosting over 3,300 displaced yesterday. 19 people were killed and over 100 injured. The United Nations has lost seven staff and other humanitarian workers have been killed since the outbreak of hostilities. The reality of gaza today is that no place is safe. We have live in jerusalem this morning. Three hours, it appears to be holding. It is calm and quiet behind you, saima. Yes, christine. So far, so good for the people in israel and gaza affected by the fighting over the last three weeks. A crucial ceasefire. A humanitarian one with the emphasis on the word humanitarian. As we have been hearing, so many people affected. People unable to bury their dead. People who, 200,000 at least in u. N. Shelter who is will be able to come out, head home, survey the damage, perhaps reunite with loved ones, then of course, the vital functions, as secretary of state john kerry puts it, getting access to water, food, replenishing their stock. They dont know when the mighting might start again. I spoke to someone from the area out in gaza saying look, our priority right now is getting the people who are injured, who have been unable to get the medical attention they need in gaza out and getting more medical equipment in, all the while, this is a crucial ceasefire, christine, because of the politicking going on spearheaded by the United States, the United Nations and the negotiations set to take place in cairo. Crucial metings between the two fighting sides. What we understand is a delegation from gaza is already on the way to cairo. That constitutes hamas, islamic jihad. We are not sure from the israeli side who is going there. This is a major breakthrough. For the first time, they are willing to not only pause in fighting, but come to the table to talk. I last emphasized Prime MinisterBenjamin Netanyahu made it clear that with or without a ceasefire, ceasefire or no ceasefire, the israelis will carry on targeting hamas tunnels. We do not know if its using dynamite or diggers. There may be explosions to target the tunnels, not fighting. Christine . Thank you. Other big news, the latest on the deadly Ebola Outbreak that killed hundreds in west africa. This is exclusive cnn video of a federal jet with an isolation pod leaving for liberia. It will bring home two affected americans. This marks the first time that diagnosed ebola patients have been knowingly in the United States. Lets bring in David Mckenzie now live in johannesburg, south africa. This is a big move. Reporter it is a big move. It will be interesting to see how they manage to authorize the flight. I suspect senior officials got the go ahead. The volunteers helping treat ebola patients or help them have been infected and are in isolation. Now, we dont know where that jet is. Presumably, its making its way to the scene to try to extract the two americans out, take them to a University Hospital into an isolation ward. Experts say that if its managed properly, this should pt present a threat to the wider public. Yes, extremely cig nsignificant. The first known cases of ebola getting into the United States soil. This would be the next move in a very, very alarming outbreak which has affected thousands in multiple countries in west africa. John . We dont know if they were on the plane or on the way home. A lot is dependent on how they are doing at the time. As for the situation on the ground, how overwhelmed are the medical professionals there . Well, john, they say they are very much overwhelmed. Liberia, in particular has seen several of the North Carolina based charity shut down actions in their clinics. This is a complex disease to deal with and deadly. It has been described recently as out of control affecting three countries, possibly a fourth. This is the worst outbreak of ebola we have ever seen. The authorities are asking for any help they can get. Take a listen. Very, very difficult when i heard because they have lost a lot of their colleagues in the process and the moral is down. It is their job. Reporter the cdc escalated their alert to level three thats the highest possible alert saying no essential travel should happen to those west african countries. For now, the Airline Associations saying there shouldnt be curtailing of flights in and out. They say and doctors say the risk is relatively low to passengers on plane that is might have an infected ebola patient on it. Globally, increased screening of passengers and worry that the Ebola Outbreak might spread further. For the countries in question, hundreds have died. Thousands are protected. Theres no end in sight to the outbreak of this deadly disease. John . David mckenzie, thank you very much. We are going to keep our eyes on this. As many as 80 bodies may be in the wreckage of flight 17. Investigators finally reaching the site. They witnessed human remains across the field. They are hoping to return today, possibly with cadaver dogs, if its safe. As we were leaving the site. We had bombs raining down upon us. Its very, very tricky. We are hoping that our kind of, again, our custom made ceasefire that gives us the type of protective cocoon will endear and allow us to get in and out. Kelli is live in kiev. For awhile, there were international monitors. Their job wasnt to secure the site, only to look at it. They had trouble getting in. Now you have investigators needing to get in and do an investigation. You need to collect the human remains and get them out of there. We are far from that, arent we . Reporter indeed, christine, a long way away from that. That small team that got access to the crash site was there for only a little over an hour. They were only able to assess the scene and get the idea of logistics. The idea of the task they are faced with. Whether they are going to be able to bring cadaver dogs in there and personnel. This is still a battle zone around that crash site. It remains very difficult. Four teams, particularly a convoy in the dutch led Investigation Team is aware that the security situation is unstable. This morning in kiev, we are hearing about more battles, ten battles that occurred in that region in 24 showers. There was a clash between ukrainian soldiers and separatists. Thats just 3 kilometers outside the ceasefire zone. Very volatile situation on the ground. Indeed, the investigators need to get there and carry out their probe, bring back any remains at the site. This is not just a couple days. This could take weeks. Whether or not the truce is going to hold to carry out that vital work remains unclear. Certainly unsettling if theres activity 3 kilometers. That cocoon sounds dangerous. Thank you. Republican leaders in the house in a stand off with Tea Party Supporters on immigration. They postponed the august recess to salvage a bill to address the border crisis. A thursday vote was canceled after opposition prevented the vote count they needed. It called for 659 million. Big drama on capitol hill this morning. A tape of bill clinton on the day before 9 11. Hes talking about having passed on a chance to kill osama bin laden. This recording just surfaced in australia. Its said to be clinton speaking to a group of Australian Business leaders. He didnt strike because of concerns of civilian deaths. At the time, its widely documented, he had the chance to go after bin laden. There would have been 300 women and children civilian deaths and the white house made the decision not to strike. Its something the president said always haunted him. Bin laden with there, they were so close. In the end, it took the civilian life. The day before. Thats something. Reporter transporting a patient with a deadly disease like ebola is possible, but potential risks. This plane with speeshl gear inside makes all the difference. Lets explain. If you are bringing a patient across like this, this is what you want. You want a special room built inside the plane, completely enclosed in plastic so nothing can get in or out. The airplane is negative. Its higher out there than in here. If there is a rip, the air will flow in, nothing will go out. This is not an airborne disease. Lets get rid of the plastic and talk about the second layer of protection. Inside, a doctor, a nurse, anesthesiologi anesthesiologist, all of them are going to be wearing special protective gear and the patient, too, will be covered in another layer of protection, a special framework around the bed so even though they are monitoring his heart rate and respiration and keeping track of his temperature, its done hands off here. And, even if he develops the violent vomiting or bleeding, they have to treat him by reaching in with special gloves inside. Everything had to stay inside. The fluids have to be collected and kept inside here. Thats whats so deadly here. As much as they want to save the life of one person, with a disease like this, they have to be so careful to not allow it to come in contact with others. Incredible effort. Thanks to tom. What an operation. Breaking news, silence over gaza. A 72 hour ceasefire has begun. Will this ceasefire last and what is the end game for both party snsz we are live in jerusalem after the break. Breaking news this morning, silence over gaza. A threeday humanitarian truce between hamas and israel has begun. Will both sides hold up their end of the deal and what happens when the weekend is over . We are live in jerusalem with the latest. Ebola patients coming to the United States for the first time. Two americans infected with the virus set to board a plane from africa to head home. What are the risks here . We are live with the story. Happening now, investigators returning to the crash site of Malaysia Airlines flight 17, set to reclaim dozens of bodies. Its dangerous ahead of them. We are live in ukraine with the latest. Welcome to early start, im Christine Romans. Im john jonl. Its 30 minutes after the hour. We want to welcome everyone from the United States and around the world. The sound of air strikes and rocket fire replaced by silence in gaza. We are 3 1 2 hours into a 72 hour humanitarian ceasefire brokered by the United Nations and the United States. So far, it appears to be holding. This is a much needed pause after the bloody 24day conflict between israel and hamas. Saima mohsin live with the latest on this ceasefire. 3 1 2 hours so far. Reporter yeah, john, the very fact that we are counting the ceasefire hourbyhour shows how delicate in nature it is. We have had ceasefires before. The longest 12 hours. People are starting to come out in gaza. But, with huge trepidation. You know, they are worried there might be fighting. The ceasefire might be broken. They are coming out slowly, but surely. While we talk a humanitarian ceasefire, we talk silence in gaza. Its a tough time for people there. They have been trapped there. Many of them in shelters. Many unable to get to their homes. They are going to try to pick through the wreckage to see whats left of their belongings, find loved ones, locate those they havent been able to get in touch with. As john kerry puts it, get back to trying to get to vital functions like food, water, electricity as well. Theres going to be a lot of repairs as well going on. John . Whats interesting about this pause, saima is its a chance to talk in cairo, not israel speaking to hamas directly, but through intermediaries. These discussions might lead to something more permanent. Reporter absolutely. All the politics, back channel negotiation that is have been going on over the last few weeks now coming to the front spearheaded by the United States, the United Nations and intermediaries in cairo. We understand the delegation from gaza is on the way to cairo already. That constitutes hamas, islamic jihad. They rep zen the palestinian side of things. We are not sure who is going to represent the israeli delegation, but a delegation is planning two heads to cairo. They are still waiting and watching and seeing how this ceasefire goes. But, as you say, a major breakthrough they are willing to talk. Of course hamas was refusing to stop the ceasefire. They said it would not stop firing rockets until israel ended the blockade of gaza. They seem to have shifted as far as thats concerned. On the israeli side, Prime Minister, Benjamin Netanyahu, saying look, we are willing for a cease in fighting, but we will not stop, ceasefire or no ceasefire, we will not stop bringing an end to the tunnels that we believe pose a threat to israel. John . Saima mohsin in israel. Two americans infected by the ebola virus are being brought home to the United States. I want to bring in David Mckenzie live from johannesburg. This is quite an operation. A federal jet on the way to liberia with an isolation pod to bring them home. What can you tell us . Reporter christine, its unprecedented for this level of operation with this kind of medical risk and the medical care that needs to be taken. There might have been other people who wanted to get out. Certainly, evacuation companies assume they would not get the clearance to do it. This would have required very high level involvement for that federal jet equipped to contain the two americans who are suffering from the dreaded ebola virus. We dont know where that plane is. We dont know when it will arrive and its not guaranteed, of course, that it will leave liberia and head back to the University Hospital. One can assume that several layers of discussions and clearance have happened already. The situation on the ground is dire. It has been described as out of control. Three countries affected by this virus. Itis spread from guinea to sierra leone and one case in nigeria, the biggest population for a country. Very worrying times, indeed. The people trying to come back are very much underfunded and underequipped. Christine . That is the worst outbreak of ebola we have ever seen. Thank you. There could be 80 bodies still lying in the wreckage of Malaysia Airlines flight 17. A team of investigators finally reaching the crash site thursday. The latest from kelly morgan live in kiev. There are reports coming in from minutes ago theres fresh violence not far from the crash site. Reporter yes, we have heard in the last 24 hours there hasnt been a cessation in military activity around the site of the mh17 crash site. One of the most disturbing was a ukrainian convoy that was ambushed. Thats according to the Antiterrorism Group in ukraine. Unclear how many people were killed in that attack. It was overnight or late yesterday. This particular battle unfolded 23 kilometers from the crash scene. Thats three kilometers outside the agreed ceasefire. It is a deeply unstable position. The Ukraine Military has been regaining rebel controlled territory over recent days and weeks and wanted to capitalize off that momentum. The battles are happening in the region of that crash site. Now, we have heard that the osce and the team of International Investigators have arrived at the crash site for a second time. They have arrived 2 1 2 hours earlier than yesterday and looking to do limited searches today. Its not a full operation they are able to carry out. Day by day, they are assessing the security on the ground. They could need to be out there for weeks to carry out the investigations they need. They say their First Priority is getting people injured who cant get the treatment they need in gaza out and getting medical supplies in, john. It will be bringing home two infected americans, dr. Kent brantley and nancy marking the first time the diagnosed ebola patients have knowingly been brought into this country. Lets bring in David Mckenzie. This is quite an operation, trying to protect the crew of that flight and americans when they get here and save the life of these two aid workers. What can you tell us . Reporter certainly is a delicate and complex operation, you are right. The federal jet, which cnn filmed leaving georgia heading to liberia to evacuate the two american volunteer who is were working with samaritans trying to save lives in liberia. Both of them were infected by the dreaded ebola virus. Now, this is a very tricky situation because they have to get them through each stage of this trip. They have to be isolated. So, not to risk infecting anyone else. The hospital will be taking them in. They are equipped for this. They have done drills regularly to deal with an Infectious Disease like this. Theres no cause for alarm. Certainly, ebola coming to the United States is a significant development. This disease has killed more than 700 people in unprecedented outbreak affecting three countries, possibly four. Christine . The teams on the ground are overwhelmed, arent they . Reporter they are overwhelmed. Tough look at the countries in question, guinea, liberia. The current epicenter of the epidemic. They have a weak health infrastructure. People face a meiriad of health problems. The chief specialist, the only specialist in the country as died. That was after potentially saving many, many citizens. This is a life and death struggle. The Health Workers are really at the front lines of this battle. Earlier, the Health Ministry spokesman said they need more help. Take a listen. Very, very difficult when i heard because they have lost a lot of colleagues in the process and the moral is down. But, you know, it is their job. Reporter christine, when i visited an ebola hospital outbreak that was complicated. That was a small region with a more, you know, established health infrastructure. Here you are looking at thousands of square miles, three Different Countries and dealing to coordinate the efforts across the borders. This is an incredibly complex effort and certainly groups like Doctors Without Borders and others are doing a heroic effort. They need much more help, supplies and people with the specialist knowledge can go in and safely deal with patients. David mckenzie for us in south africa, thank you david. As many as 80 bodies may be laying in the wreckage of Malaysia Flight 17. Investigators are finally reaching the crash scene. They witnessed human remains and personal belongings scattered two weeks after the plane was shot down. Now, we are learning the investigators made it back to the site again this morning despite fierce fighting in the area between the prorussian rebels. I want to get the latest from Kellie Morgan live from kiev. Good morning, kellie. Reporter good morning. Yes, for the second day in a row, a team of australian and dutch investigators have reached the site. Again, in the last 45 minutes. It will be a limited search today. They have arrived two and a half hours earlier than yesterday. The main point today is to recover any remains that do still are still there at the site. Now, it will be a limited search. They are not fully operational in terms of the investigation they need to carry out. They are hoping to be fully operational by the end of the weekend and bring in a team of malaysian expert that is arrived in the country and want to join the recovery investigation. The reason its been made possible is the separatists and the Ukraine Military provided a safe corridor to the crash site. Now, the trouble is that there is still fighting around the perimeter of the crash site. Over the last 24 hours, we have had reports of more clashes in one case, there was an ambush according to the Ukraine Military on soldiers. Unclear how many were killed. There were a number. That happened 23 kilometers from the crash scene. Now, thats just three kilometers outside that ceasefire zone. So, the region around the crash site is a very volatile area. A battle is raging there and this is not an investigation or Recovery Mission, it could take weeks. Really, the Investigation Team is going to need the truce to hold. There is fighting in the region surrounding the crash site. What about the crash site itself . What is the security situation there as they pick through the rubble . Reporter well, we are being told the ceasefire holds around that crash site a 20 kilometers ra radi radius. The watchful eyes of the rebels the days following the crash. It will be a daytoday assessment on whether it is safe to get the convoy of experts out of the crash site and get recover the remains, any belongings and importantly, gather any evidence that can help bring justice to the families of those, the loved ones who died in the crash. Its needed for many families. Thank you so much. Republican leaders in the house on immigration reform. The leadership postponed the august recess to salvage a bill to address the border crisis. New reports coming in se it may have already been broken. We are live with the latest. Welcome back to early start. Im john berman. Im Christine Romans. Its 30 minutes past the hour. Up first, we are four and a half hours into a 72hour ceasefire brokered by the u. N. And United States. Its a much needed pause after this bloody 24day Israeli Offense against hamas. Has it been broken . That is the concern. Saima mohsin with the latest on the ceasefire. We knew it was tenuous from the begin. They have really dug in with really off ramp. What are you seeing right now . Reporter well, christine, let me tell you what is coming into us right now here. We are trying to independently verify this for ourselves. So far, a news agency, a Palestinian News Agency is reporting at least four people have been killed, 15 injured in what is claiming is israeli artillery shelling into the lower part of the gaza strip. We havent seen any fighting or major fighting there, really. We are told by the Palestinian News Agency that ceasefire has been broken. On the other side, israeli reporting sirens going off warning israelis of incoming rockets. We have been unable to confirm whether rockets were fired or if they landed here in israel. We have been trying to contact the Israeli Defense force and the israeli government. We have had no comment from them t. Palestinian news agency reporting the ceasefire has been violated. Christine . One of the thing that is is troubling about this is that they need that 72 hours to try to get some help to people who have been wounded, people who have not been able to get food or out of, you know, shelled buildings. This is a humanitarian 72 hour period of time. We knew also, saima, it was tenuous at best. Both sides have a deep, deep level of distress for the other. Deep seated. Absolutely. That is why people are being so reluctant to come out of their homes even though they are told they have a ceasefire. You can imagine they have been desperate to get out, get food, water, essential items for themselves, children, entire families holed up in u. N. Shelters. 200,000 gazans at least in shelters. 200,000 staying with family members in areas that are believed to be relatively safe. Yet, they were reluctant to come out. We only saw people, really, slowly coming and emerging from their homes and buildings, coming out to get those vital essentials they needed. Now, we are hearing of a ceasefire violation. A crucial ceasefire now at an end. We are not sure. We are going to try to confirm this. Those are the reports we are getting from the palestinian and israeli news agencies. Christine . Eight palestinians killed and 15 injured from israeli artillery fire on friday. They are calling this is violation. They would not comment to us on that report. Cnn trying to confirm whether this ceasefire has been broken. Let me ask you a quick question about the two parties we are dealing with. We are dealing with the israelis and hamas here in the ceasefire. Inside gaza, there are lots of other factions. How much control does hamas have over the parties in the tunnels and along the border . Reporter well, the truth is, theres a lot of splinter groups. Theres a lot of militants that have broken away and not centrally controlled by hamas. We are not sure of it. That is essentially why the delegation that was heading to cairo for these crucial talks that were supposed to be carried out during the humanitarian ceasefire included hamas, jihad and the plo. Of course, the israelis sending a delegation to try to communicate some kind of compromise and negotiate with them. How much hamas has control over them, we dont know. Could this be a violation by groups that dont belong to hamas, we are not sure. Of course, as far as the Palestinian News Agency reporting, it is the Israeli Defense force that would have the capabilities to fire the artillery shells into gaza. So, the level of control hamas has is anyones guess, really. Christine . Right up to the wire. We know there were five more idf deaths before the ceasefire started bringing that total to 61. Civilian deaths have been unbelievable. Really waited toward women and children. Saima mohsin thank you. It shows you the need for a ceasefire to hit the pause. This information is just coming in now. We are going to try to confirm where the rockets were headed. Well bring the latest information as soon as we get it. Meanwhile, other news we are covering. Two americans affected by the ebola virus are being brought home from west africa to the United States. This is live, exclusive cnn video of a federal jet equipped with an isolation pod leaving georgia headed for liberia. The plan to transport the patients said to be gravely ill this morning. I want to bring in David Mckenzie live in johannesburg. Do we have a sense if they have been picked up and when they might be headed back . Reporter no, we do not. Its not clear where the plane is. Its an extraordinary evacuation attempt with the two volunteers trying to help patients with ebola who have been stricken by this deadly disease. Of course, their medical condition will have to be at least in some cases on some level stable for them to evacuate them. You know, moving someone who is gravely ill bears risks outside the risks that might be taken to bring someone to the United States who has contracted ebola. This would be the first time that its ever happened. Officials at emery University Hospital say they are well equipped for this and theres no risk posed to the public. In the meantime, the situation on the ground in these three countries battling the epidemic is serious. They are overwhelmed by the amount of infected people. Also, just the complexity of the epidemic spanning three countries in remote areas. Theres been cases of Health Workers attacked by people who dont understand, necessarily, what they are trying to do. This is a very serious outbreak. The worst that we have ever seen. It could take months in the best Case Scenario to step it up. Overwhelming operation in africa. Complicated to bring them home. Thanks very much. There could be 80 bodies left behind in the wreckage of Malaysia Airline flight 17, 80 bodies. A team of investigators reaching the crash site thursday. They report they saw human remains and personal belongings scattered across the debris field. They are hoping to return to that site today possibly with cadaver dogs, if they are able to steer clear of the fighting. As we were leaving the site, we had bombs raining down upon us. So, its very, very tricky. We are hoping that our kind of, again, our custom made ceasefire that gives us a type of protective cocoon, if you will, will endure and allow us to do that movement in and out for as many hour as day as is required. Lets get the latest from Kellie Morgan live in kiev. The tailor made ceasefire outside that zone saw fatalities yesterday. Reporter indeed, we did. In the past 24 showhours despite ceasefire, beyond the perimeter there was clashes yesterday. Ukrainian soldiers reportedly killed. We dont have exact numbers yet. Its 1. 5 miles outside the perimeter, the ceasefire perimeter that is agreed by the separatists and the Ukraine Military. The security situation for these International Team of investigators is still very unstable and it is a day by day monitoring they are doing to make sure its safe to access the site. They have in the past hour or so arrived at the crash site again today for the second day. The immediate priority for them is to recover any remains that are still at the site. It will be, still, a limited operation today. Theres a team of 60 or more dutch and australian investigators and experts at the scene as we speak. They are hoping to bring more people in over the coming days and be fully operational so they can do the investigation they need and the Recovery Mission they need as soon as possible. As you say, the battle continues to rage on the perimeters of this crash site. The only reason they have been able to get there over the past two days is because they have broken an agreement between the Ukraine Military and the separatists to call a truce within that area. Also, along a corridor between donetsk and the crash site. The safety is guaranteed according to the agreements. This is a battle zone and the separatists are a group. It is a day by day assessment on how safe it is to access the site. Day by day. The victims families are terrified of the thought of their loved ones on that field. Kellie morgan, thank you for that. Wolf, what are you hearing there . Certainly does not look like a ceasefire. The idf, Israel Defense forces, has just said that eight rockets and mortars were fired at israel. One of the rockets was intercepted. Seven of those rockets they say hit open areas, but israeli officials tell me, kate and chris, that they are now accusing hamas of a grave violation of these ceasefire terms.
