Authorities. Right now were looking at potential capital murder charges for this individual. Reporter the suspect is being held without bond. The Justice Department says the case appears to meet the definition of domestic terrorism and it is seriously considering federal hate crimes and firearms charges and those could bring the death penalty. Well talk about the case later but lets talk to rosa flores whos with me now. You have been in the community and talking with people who are reconciling with what happened here saturday with the community they know are safe. You were at the Reunification Center. Tell us about that. Reporter its just a few blocks from here. Its very near here. Its at an Elementary School that was turned into a Reunification Center. People go there to find out if their loved one is alive or dead. Thats where theyre getting the news. People also go there to try to find out information about how they can help, how they can volunteer, how they can get their car from what is now a crime scene. The emotion there, victor, is palpable. You see people sobbing, embracing. Walking away. We tried to talk to a lot of people asking if they wanted to talk to us and most didnt. They didnt want to tell their story. Reporter understandably. Reporter very understandably. Erica contrerras, 29 years old, she wanted to tell us what she experienced. She was at the walmart at 10 30 with her 7yearold daughter and 70yearold mother when those shots rang out. She said that at first she thought it was clapping but then realized what was going on because she said she saw a lot of people running towards her because she was towards the exit, towards the back exit. So she said she grabbed her 7yearold daughter, her 70yearold mother. She ran out. This morning shes counting her blessings. Take a listen. We all panicked. We all started running and all i remember is that i had my shopping cart, i had my mom, i had my daughter. I grabbed them both and i carried them out. We were trying to get out through the frozen section where everything was at because we saw everybody was running in that direction. Everything that happened was terrible. Were blessed. Were blessed because were alive. Reporter very understandable shes very concerned about her daughter. Her daughter couldnt stop crying. That Elementary School, thats where the 7yearold girl is going to start second grade in the next few days. The mom says that the school told her, the principal was there at the Reunification Center and said that council will be there for people. Reporter there are still many people waiting for confirmation of their loved ones, neighbors. Reporter unthinkable. Reporter roegs a flores, thank you so much. Were learning more about some of the 20 victims here in el paso. First jordan and andre enchando, parents of three young chirp. They were shopping for School Supplies when the shooter started shooting. Jordan died at the hospital using her body to protect her 2monthold son. Her husband died. Some of the other victims have also been identified including angie englesbee, 86 years old. Arturo venevedes, 60 years old. Mexico Foreign Affairs secretary has identified 7 victims who were mexican citizens. Well talk more about the victims here throughout the morning. Christine . Victor, 13 hours after the shooting at the walmart in el paso, another shooting in dayton, ohio. We have new video of the moment early sunday morning when a gunman wearing a mask and a bullet proof vest started shooting. Oh, [ bleep ]. Dude, what the [ bleep ]. What the [ bleep ]. As always, the question on everyones mind is why. Daytons police chief is refusing to speculate on motive. There is far too much information we have to review before we can even begin a conversation about possible motive. I will not talk about any potential slice of evidence as value or not at this time. Its just way too early. Cnns ryan young is in dayton, ohio. Reporter its a growing candlelight vigil. What we do know is around 1 05 sunday morning officers responded to shots fired. When they arrived within 30 seconds they were able to take down the shooter. In that short period of time connor betts, according to police, was able to shoot and kill nine people and wounding 20 others. This could have been so much worse but officers were able to make that stop very quickly. For one Family Member who we talked to, hes so heart broken and full of pain because he lost two Family Members in one fatal shooting. My cousins did not deserve to lose their life. They had children. Hard working people. All they was doing is enjoying the night on the town. Theyre dead. Never to come home again. Never to see their family again. Theyre gone. And i want the president to hear this. Donald trump, i want you to hear this. You need to be here right now. You need to. Reporter and the city of dayton really responded. On sunday we saw the heart ache and pain here in the middle of the street as thousands showed up to show their pain for this community as they had a cappedle light vigil. Police are not talking about a motive. Theyre trying to find out what happened. The shooter even shot his own sister when he opened fire at the nightclub. Thank you for that, victor. The names have been released. 27yearold lois oglesby. She was in Nursing School and a mother of two including a newborn. Also killed sunday, 38yearold sayed saleh, 37yearold derek fudge and logan turner celebrating his 30th birthday. Beatrice Warren Curtis and monica brick house were best friends and like sisters according to those who knew him. 25yearold Nicholas Cumer was a grad student and finally meghan betts, the shooters 22yearold sister also killed in the massacre, victor. Joining us now, retired fbi supervisory special agent james galiano. James, good morning to you. Good morning, victor. Reporter lets start here with the breaking news just a few minutes old. 8chan, this message board to which investigators say the el paso shooter posted this manifesto as its being called, has been dropped by the host site, cloudflair, is that necessarily good news for investigators looking for potential threats . Well, victor, as we find with all crime, its almost like a sense of playing whack a mole where wherever Law Enforcement focuses, the bad guys always take the path of least resistance and they always move to another platform. This is great news that that platform is basically being shut down but it does not mean that they will not find another media platform from which to share this hateful rhetoric. For all of us, its a matter of resources. How do you monitor all of these areas, even if he do it is a thin line between what is satire, blowing off steam and speaking in wild hyperbole and what is going to move to someone taking action. Victor, thats the difficult thing for Law Enforcement. Reporter lets talk more broadly about this threat assessment that fbi director chris wray has ordered. What does that look like across the country . Absolutely. The fbi has 56 field divisions inside the United States and then they field a cadre of agents across 64 different can you be countries in their home country embassies. What they do is theyll be looking at the emergent threat. Make no doubt about it thats what this is. The fbi director testified in front of congress back in april and specifically asked what it was when asked about White Supremacy and White Nationalism, how he put this in the realm of national terrorism. He described this as persistent and perfect vaes sieve. Hell ask all of the divisions to scour their databases, talk to all their sources and make sure we have our resources placed in the right place. Lastly, im going to compare this to a military strategy. Were going to call this the surge, meaning any place where this thing is proliferating, this stain in our country, hes going to accepted additional agents. Hes going to send Additional Resources there to make sure we get this take jeep care of. Reporter the president is going to speak to the nation at 10 a. M. The white house has been working to announce something. It wont be about likely gun violence or gun control or White Supremacy. From a Law Enforcement perspective, what do you want to hear from the president this morning . Well, look, the Law Enforcement perspective, we work for democratic president ial administrations, we work for republican ones. Fbi agents as well as the rest of Law Enforcement at large has to do their job. They have to do it as dispassionately as possible and thats hard to do as i listen to you read out the list of names of people that passed away. Look, victor, i worked south of the border for two years in mexico city so i know the country well, and the saddest thing last night is hearing that phil Humberto Manzano who lived in one of the most violent cities travels 11 miles and is shot in el paso, one of the United States safest cities and is killed in a senseless act of violence. The president has to set the right tone today. He has to make sure that the country understands that resources under the fbi director, department of justice and attorney general will be sent to the right place to make sure they get in front of this. Reporter james galiano, cnn Law Enforcement analyst, thank you for being with us this morning. President trump set to address the nation in just a few hours. Mass shootings in el paso, texas, and in dayton, ohio. Lets start in el paso. 21yearold Patrick Crusius shot and killed 20 people and injured 9 others. After the shooting the suspected gunman walked up to officers and surrendered. He posted a 2300 word manifesto on the board 8chan. Right now we have a manifesto from this individual that indicates to some degree, it has a nexus to potential hate crime. The fbi will be looking into that with other federal employees. Were looking at potential capital murder charges for this individual. Reporter the suspect is being held without bond and the Justice Department says the case appears to meet the definition of domestic terrorism. It says it is seriously considering federal hate crime and firearm charges which could bring the death penalty. More on the case throughout the morning, but i want to bring in rosa flores now. Rosa has been and the Community Speaking with people who are trying to come to terms with what happened here. There are a lot of people who are still waiting for answers of their loved ones. Reporter yes. Really getting a sense of the lingering chaos, victor. There was this one woman who i met at the vigil just a few hours ago, actually, who was trying to have the kmup nicommu help her find the owner of a child wheelchair. We want you to take a look at the picture because heres the back story. She says that her brotherinlaw, whos 72 years old, was at the walmart on saturday at 10 30 Grocery Shopping when the shots rang out. He was in shock. He normally walks with a cane but somehow a Police Officer put him into this wheelchair and then took him home. So this woman, lorenea pacheco said who does this wheelchair betlong . He said, i thought it belonged to this gentleman. The 72yearold man said that he saw parents grab a child from that wheelchair and run for their lives. So now this woman is trying to figure out if the parents of this child are out there. Shes trying to find them. Shes hoping that someone whos watching this morning can identify this wheelchair. The questions about if this child is still alive. If they find the person whos waiting for this wheelchair to come back, can you imagine the moment when that empty wheelchair that their child was once in is delivered to their home . Its heartbreaking to consider. Shes hoping to deliver this wheelchair and shes hoping this child is alive. Can we show that picture one more time so anybody whos watching can identify the wheelchair and hopefully the child is alive and the parents can pick up the wheelchair. Reporter still so many questions. A lot of people at the Reunification Center have questions about their loved ones. Now were getting some information about the 20 victims here in el paso starting with jordan and andre enchando. Theyre parents of three young chirp. They were shopping for School Supplies when the gunman started shooting. Jordan died at the hospital after using her body to protect her 2monthold son. Her husband is also dead. Their baby survived. Leo compose, mirabel hernandez, they dropped their dog off at a groomer and they went to shop at the walmart. Some of the other victims have been identified including angie englesbe, 86 years old. Arturo vinivedes, he was 60. Mexicos Foreign Affairs have identified seven citizens who were mexican citizens. More on the victims throughout the morning. Christine, back to you. Victor, its just heartbreaking. 13 hours later, 13 hours later in dayton, ohio, another shooting. Since then police have not been talking about a motive because they are still investigating this crime trying to figure out exactly what happened. One of the Strange Parts about this shooting is apparently the shooter even shot his own sister when he opened fire on the nightclub behind me. Victor and christine. We may have had a preview of his remarks based on what we heard from the president yesterday. Hate has no place in our country. And were going to take care of it. We have done much more than most administrations, and its really not talked about very much, but weve done actually a lot. But perhaps more has to be done. Reporter cnn has learned Administration Officials worked through the week end developing proposals to respond to the shootings. Sources tell us the president wants to do something, announce something this morning, but it does not appear options will include proposals on gun safety or White Nationalism. More now from the white house, correspondent Caitlyn Collins there. Caitlyn, good morning. Reporter christine and victor, the president addressed the shootings for the first time on camera as he was leaving his golf club in new jersey on sunday. He was praising Law Enforcement. He felt hate had no place in this country. One phrase the people noticed the president didnt use was White Nationalism and White Supremacy even though we know the authorities are investigating it as domestic terrorism. The president said he had spoken with the 20er7b general bill barr and christopher wray. This is a Mental Illness problem. If you look at both of these cases, this is Mental Illness. These are people that are very, very seriously mentally ill. The president believes this is an issue tied to Mental Health but that is as Democratic Candidates are tying those directly to the president s rhetoric. Now the president is set to address the nation at 10 a. M. We have heard from sources that at the white house and Justice Department they feel pressure to put new proposals forward. The question is what are they going to look like. We know in shootings in the past they are praising background checks and raising age limits. Right now its an open question of what it is the president is going to say. Christine and victor. Caitlyn, thank you so much for that. The president s hometown paper, which we know he reads, the new york post, has a blunt, blunt message. Ban weapons of war. It says america is terrified. President trump, you are positioned to assuage that fear. On gun control you are a pragmatic centrist. Someone who knows there is a vast majority of americans who are not to the extreme right or left on the issue, they just want the killings to stop. Beto orourke was stopped by a reporter and was asked specifically, what do you think the president can do right now to make this better. This is what he said. Is there anything in your mind that the president can do now to make this better . What do you think . You know the [ bleep ] hes been saying. Hes been calling mention i ganim my grants rapists and criminals. Like members of the press, what the [ bleep ]. Hold on a second. You know, its these its these questions that you know the answers to. I mean, connect the dots about what hes been doing in this country. Hes not tolerating racism, hes promoting racism. Hes not stopping racism, hes inciting it. I dont know what kind of question that is. The president at 10 00 eastern time is going to address the nation. He has used words like invasion, thugs, animals. In may he was in panama city, florida. He said, how do you stop these people. How do you stop these people. He laughed. He said, only in the panhandle can you get away with that. Is this going to have to be a different President Trump. I dont think the speech it ter rates everything he has said. We have to remember he has a very clear record of making these speeches, throwing this out into the public square. I guess he will be doing that again very soon even if todays speech is a little different. So we need to be very clear headed about what he has said and the connection with this atmosphere of violence that were now living in. I dont expect him to take any responsibility for the atmosphere of violence. In fact, Mick Mulvaney was asked on the weekend shows, is does the president and his tone deserve some of the blame here . This is what he said. This difficulty that we face as a nation predates this administration by many, many years. This was a sick person. The person in dayton was a sick person. No politician is to blame for that. They start to frame this as a melt issue. White nationalism isnt about Mental Health, its about a set of ideas. Its not just tone, its words. Then theres the issue of gun control. Thats the big elephant in the room. The president is giving lip service to that but we havent seen much action. People close to the president have said in the past that he did really favor raising minimum ages and restricting assaultstyle long gun sales and the like but then he really meant that. But then was talked out of it. Do you think maybe he could have the courage to do something this time . Im dubious that he will do that. He might Say Something today. Again, we have to keep our eye on what he does. Look, weve gone through this before. We went through parkland. There was a lot of rhetoric and speculation that the president might be more pragmatic. The answer is no. In the end, politics pushed him back for sure. Maybe thats how he is politically. You have a whole bunch of lawmakers and democrats. One republican, senator tim scott. Is there any chance in hell that congress will do anything this time than all the other . The odds are low. Therepublicans are pretty set in working with them. The only thing that changes is grassroots pressure. Its the idea that voters will inflict the cost on people who dont do anything. The idea of going out school shopping, new baby at home. What will change americas psyche on this . Its going to come back to politics, meaning politics is what prevents us from dealing with what most people support, doing something about this, but it will take electoral pog politics. People see the shootings. Something has to be done. Thank you so much. Thank you. President trump to address the nation at around 10 a. M. Eastern. Cnn will have live coverage.
