Thats more than 70 of the american population. 80 Million People says subzero weather without factoring in the windchill. In minnesota, they will drop to a historic 70 degrees below zero. Theres also a 66 degree windchill in minnesota and state county. And highway crashes in michigan as well. This multicar pileup left parts of some cars under tractor trailers and snow reduced visibility in buffalo, as you can see, near zero. State offices closed in manage manage and wisconsin. U. S. Postal Service Deliveries suspended in all or parts of ten states. Schools in most of the regions closed today. Check before you head out. A live look at Lake Michigan from chicago. Frozen over. It looks pretty. That is lifethreatening cold. Amtrak cancelling all service to and from chicago today. City officials there adding 500 shelter beds for the homeless. Lets bring in meteorologist Pedram Javaheri live in the weather center. Pedram, you look at piers in Lake Michigan they look like solid ice cubes. It looks like a scene out of siberia, right . When we talk about 30 or 40 below zero, we see that from time to time. But when you get to 50, 60 and 70 below zero, of course now it encompasses an area to 40 Million People. Its a generational event. And really once you get to 50 or 60 below, the severity of it is quite significant with frostbite setting in. Exposed skin, tip of your nose, fingertips, these are the areas that take the brunt of it and permanent damage is done on your skin even exposed 60 seconds or 90 seconds outside at 70 below zero. The trend continues for at least another 24 hours here with the cold air gradually shifting on to the northeast. But nearly 40 records expected to be set from the great lakes and to portions of the northeast. And then going over the next 24 hours well continue to seat trend over the weekend, before a gradual warming trend comes in for saturday and a dramatic one for sunday and monday. Notice this, the average temperature for this time of year in chicago, right at the freezing mark. About 46 degrees colder than that is what we expect the afternoon high to be at minus 14 degrees which would be the coldest ever in the city of chicago. In the overnight, well see temps drop down to minus 25 which would be the second coldest temperature ever observed in the city shy of the record there. Minuneapolis at minus 29, minot at 27. The sevenday forecast for chicago, where we have historic temperatures dramatically give way to not only going to average quickly but well above average. We could get up to 46, potentially, by early next week across parts of the midwest. Pedram is in atlanta, you cant help but think that the nfl caught a major break. The super bowl is in atlanta this year, last year, it was in minneapolis. We would have a disaster. Yeah. Thank you, my friend. A new report says meanwhile talks between president s trump and putin at the g20 last year were far more substantive that the white house acknowledged. According to the the New York Times mr. Trump sat dune with the russian leader with no translator. Instead, the president was accompanied by his wife melania. While putin was flanked by his translator. The white house characterized the conversation with putin as one of a informal conversation but according to an account, the two leaders discussed Foreign Policy issues and an attack on three Ukrainian Naval ships. And the Washington Post reported that President Trump tried to hide details of previous conversations with putin including the conversation had he in hamburg in 2017. The president and his top intelligence officials clearly do not agree about the biggest Global Threats facing the u. S. In testimony before congress, the intel chiefsenced up highlighting a wide gulf between their views and their boss. The directors of the ic flat out contradicted several claims made by President Trump from russia, north korea, isis, Climate Change and more. Cnns Alex Marquardt has more from washington. Good morning, christine and dave. What we saw in the Senate Intelligence chamber was nothing short of a rebuke by President Trump. With the top intelligence chiefs in the country appointed by the president made it all the more stunning. Now, this worldwide threat assessment which comes out annually was a wide ranging look at the threats against the United States, that the Intelligence Community said will expand and diversify in the coming year. On issue after issue, with the Top National Security officials in the land said, contradicted what the president s positions have been and what he has claimed. We have won against isis. Weve beaten them and weve beaten them badly. Isis is intent on resurging and still commands thousands of fighters in iraq and syria. Chairman kim, we have a great chemistry and were well on our way. You know, we signed an agreement and we will begin the immediate denuclearization. North korea will seek to retain its wmd capabilities and is unlikely to completely give up its Nuclear Weapons and production capabilities. I have president putin. He just said its not russia. I will say this, i dont see any reason why it would be. Not only did the russians continues to do it in 2018, but weve seen an indication that theyre continuing to adapt their model. Finally, the ic is saying that Climate Change is causing causing National Security threats while the president himself routinely cast doubt on the very existence of Climate Change. So, just a remarkable series of contradictions from the Intelligence Community to their boss. Christine, dave. Alex, thank you. And another highprofile rebuke for this president , senator Mitch Mcconnell pushing an amendment to the middle east in iraq and afghanistan. It would recognize the danger of a precipitous withdrawal from either conflict. Mr. President , weve seen the cost of a precipitous withdrawal before in iraq. In afghanistan, weve seen the downside of telling the enemy they can just wait us out. Still, no exact date for a final vote on the bill. It does have bipartisan support. The president recently decided to withdraw the u. S. Troops from syria. And this week the u. S. And the taliban agreed to a framework of a deal that could bring the longrunning war in afghanistan to an end. Medicare for all suddenly a hot topic on the 2020 campaign trail. Amtrak cancelling all service to and from chicago today. City officials there adding 500 shelter beds for the homeless. Meteorologist Pedram Javaheri in the cnn weather center. Good morning, dave and christine. An incredible pattern when it comes to the expansive nature of all of this. When you take a look, were not just talking 30, 40, 50 below, maybe some people felt the lower end of that threshold at 50 below, but were pushing up to 60 to 70 below in parts of minnesota. A pretty expansive area with 140 Million People it will feel windchills of 30 below or colder. Includes major metro cities of the northeast as we get into thursday and friday as well. In fact, this pattern continues into the weekend through parts of the northeast before a dramatic warming trend comes in towards sunday and monday as well. How about this, 61 possible recordlow maximums. Essentially what thats telling you the coldest afternoon temperatures for the record in parts of the midwest and great lakes as well over the next 24 hours. How about this, 46 degrees removed here in the coldest time of the year. Chicago, for an afternoon high, we should be around 32 degrees at the freezing mark. Take you 46 degrees below that and youre sitting at minus 14 which would be, by the way, the coldest temperature ever observed in the city of chicago for an afternoon high. You notice expect to drop the temp back to 25 below falling shy of 27 below which is the alltime lowest temp in chicago as well. Notice what happens, a quick rebound in temp there. For chicago, 15 below for the high. And next couple of days climb up to 46 degrees come sunday afternoon across the windy city. Guys. Unbelievable. Thanks for that, pedram. All right. That chat between President Trump and Vladimir Putin in argentina was more than just a chat. A new report says talks between president s trump and putin at the g20 last november more substantive than trump acknowledged. According to the the New York Times trump sat down with no translator for 15 minutes. Trump was accompanied byania melania, putin was flanked by his translator. According to an account, the two leaders discussed a number of Foreign Policy issues including the conflict in syria and russias november attack on three Ukrainian Naval ships. The Washington Post reported that President Trump tried to hide details of previous conversations with putin, including the one he had at the g20 in hamburg in 2017. The president and top intelligence officials clearly do not agree about the greatest Global Threats facing the u. S. In testimony with congress, the intel chiefs ended up highlighting the wide gulf. The ic flat out contradicted several claims made by President Trump to justify Core Principles of his Foreign Policy. We have won against isis. Weve beaten them and weve beaten them badly. Isis is intent on resurging and still commands thousands of fighters in iraq and syria. Chairman kim, we have a great chemistry and were well on our way. You know, we signed an agreement and said we will begin the immediate denuclearization. North korea will seek to retain its wmdlikely to give up Nuclear Production and capabilities. I have president putin. He just said its not russia. I will say this, i dont see any reason why it would be. Not only did the russians continue to do it in 2018, but weve seen indication that theyre continuing to adapt their model. Okay. Lets bring in Washington Post columnist josh rogin, cnn political analyst live in washington. Nobody better to discuss this all with this morning. Good to see you, josh. Morning. Worldwide threat assessment, given this massive split between the president and his own intel chiefs, what does this say about the process the president goes through . And the preparedness for the potential for a Foreign Policy crisis . Well, its a stunning example and an illustration that our Foreign Policymaking processes are chaotic, dysfunctional and especially broken right now. It takes a lot for the heads of the u. S. Intelligence community to come out and tell the congress on the record and publicly on three major issues, isis and russia, the president is giving disinformation to the american public. Its almost unprecedented. Part of it is in private, part in public. They should have said it in private. They made a decision to put this in their testimony. They wanted the public to know. They want it to be on the record. Saying that the president is wrong on these three huge issues, and thats because they honestly believe them. They believe that the American People have a right to know. Its not new. Its a stunning divide between the president and the Intelligence Community but its not getting any better. In fact, its getting worse. Lets talk about those three issues because north korea was the biggest glaring example. Youve got intel chiefs essentially saying, testifying that trumps diplomacy with north korea is unlikely to result in denuclearization. Yeah. Its pretty crazy. I happen to agree with them. I dont think any serious north korea experts think that kim jongun is ever going to give up his Nuclear Weapons. Thats the stated goal. What the president said about the north korean policy which is that we signed an agreement to immediately denuclearize. Thats totally wrong on its face. Were entering a second summit with trump and kim jongun based on misinformation mostly by the president. What they said is very simple, yes, there are good things coming out of north korea diplomacy. But, no, kim jongun is never going to give up his Nuclear Weapons probably because hes not suicidal. It doesnt matter what you offer someone, theres no amount of money thats going to make someone suicidal if theyre not already suicidal. So, were facing this dissidence, where we have this stated north korea policy that doesnt match the intel, it doesnt match the reality. Thats an unresolvable problem. But at least now we have sort of a Public Accounting by our Intelligence Community of what the real analysis is. We also have that on isis and exactly where they are, given the withdrawal from syria. And you might ask what are Senate Republicans going to do about this . Well, at least Mitch Mcconnell said something about that on the senate floor yesterday. Here he is. It would recognize the danger of a precipitous withdrawal. Mr. President , weve seen the cost of a precipitous withdrawal before in iraq. In afghanistan, weve seen the down side of telling the enemy, they can just wait us out. How significant is that . Its fascinating, actually, because here you have the head of the Republican Party and the senate staking out a position for congress, again, in opposition to the president s public Foreign Policy, the president of their own party. Never seen anything like it, okay . Whats going on here is that the Republican Party is trying to maintain its identity as the National Security party, as the hawkish party, right . As the daddy party. Thats what theyve always been and thats what they hope to be especially going into 2020. And theyre looking at a 2020 Campaign Season where trump isn out of afghanistan, maybe syria. Who knows. Theyre trying to push back on that. In the end, the president has the power to do what he wants on Foreign Policy. Congress can mess with resolutions or funding but they cant stop him from making a deal with north korea, cozying up to putin and pretending that isis is defeated. They wanted to get on the record. I want to read something quickly that ryan crocker, the former u. S. Ambassador to pakistan and lebanon wrote in the Washington Post in an oped about the talks between the United States and taliban that could result until a withdrawal. The president can follow obamas example and leave the country to the taliban or he can make clear that the United States has interests and values and allies. I dont think weve made enough of the afghanistan strategy. Youve got 2400 americans killed there. 20,000 wounded. This is a 17year mission in afghanist afghanistan. Is ryan crocker right . In a sense hes right. This is a deal that a few years ago in the Obama Administration many people would have criticize criticized. But were not there yesterday. Its important to remember that President Trump and his gut instinct to end these wars and get america out of these entanglements is reflecting a frustration with americans. Thats something that washington has sort of failed to respond to. And its certain any deal with make with the taliban is not going to be perfect, okay . And its going to make some people uncomfortable. Right. But its okay for the president to try to get us out of these conflicts. In fact, if he can do it in imperfect sticks, that circumst fine. But whats not fine is not telling the truth to the American People and hes honest about the real threats. You can change the Foreign Policy, but he has to do it based on reality. Josh, one thing that was not said by the intel chiefs is how concerned they are regarding the conversations between President Trump and Vladimir Putin. Because hes hidden the details of the conversation as they met at the g20. And when asked about that, saying i look forward to discussing that in a closed session. How concerned should the intel chiefs be regarding this the New York Times reporting . Its totally crazy that even our intel chiefs dont know what the president of the United States is saying to the president of russia on a number of occasions. Thats like a horrendous process and really bad in terms of policymaking. But, on the other hand, we kind of know what President Trump thinks about Vladimir Putin and russia because he says it in public all the time. He talks about he wants to have a better relationship with russia. He wants russia to take a bigger contr role in hacking. You dont have to be cresskin or some leader. Kresken reference this morning.
