Barcelona attack. Terror visited on this city. 500 yards over my Left Shoulder here. This is the plaza catalonia at la rambla. Its the boulevard that goes from here, effectively down to here. It was there yesterday afternoon that a van careened, looked as if it was out of control. It wasnt. It was in full control. Behind the wheel, a terrorist careening at some 50 miles an hour down the boulevard killing 13 people and injuring more than 100. Thrown out of the way, tons of people, screaming as they tried to flee. The van driver is on the run. Authorities, the last we heard from them, say they still dont know it who he is or know who he is or where he is. He fled the vehicle at the time from the scene. At that point, they thought there may be a getaway car. Theres been no evidence of that. That happened 5 00 p. M. Ish thursday afternoon. Toward the evening, we heard there was a terrorist incident about 17 miles south of barcelona in a town. It is unclear exactly what happened. But we know an audi a3 vehicle was eventually stopped by police. Four terrorists were shot and killed. A fifth injured who has since died of his injuries. So barcelona, 5 00 in the afternoon. The attack 70 miles from here in the late evening. We know of three arrests associated likely with barcelona. One man of moroccan descent, one spanish man who came from a spanish enclave in north africa. The third as yet unidentified. Two huge, significant incidents, deadly incidents in the span of 18 hours in what is now this fluid and ongoing situation. And becky, we understand there was a house explosion in catalonia wednesday. Originally they thought it was a gas explosion. And now police are zeroing in, wondering if that could be linked, as well. Reporter 200 kilometers, 120 odds mills from here. An explosion at a house wednesday, this is before the barcelona attack. Authorities had assumed this was a gas explosion. In fact, one of the main newspapers here reporting yesterday that there was found on site some 20 canisters of propane and butane. One person was killed in that explosion. A number of others were injured. So at the time, as i say, an explosion. Not clear how, but an explosion. Now it appears that authorities are in this complex web, this complex and fluid, ongoing investigation, beginning to look at links between that event, the event in barcelona, and the event in cambrils on thursday night. What we are now hearing is that the connections may be by family. That is what authorities are looking at at this point. Good morning to you, sir. Good morning. Unfortunately this is now the sixth isislinked vehicle attack in europe in just over a years time. What does it say about the simplicity of the attacks in terms of planning, coordination, and because of that, how difficult are they to prevent . Sure. Isis has definitely adapted their tactics. And some other groups are using the same tactics. Look what happened in charlottesville on saturday. The same type. Theyre using vehicles obviously because theyre easy to procure. No one is tracking that. If you go to a used car lot, we dont track that the same way at the federal level you cant even steal one you can steal one. And if you get stopped with one, nobody is going to say why do you have fertilizer and diesel fuel in the back . Its a simplistic weapon. And you dont have to have the skill set that a bombmaker needs to build the device. What weve been founding, tracking this through nonpartisan think tanks on counterterrorism, from 2006 until 2017, the entire time there have been a total of 31 of these type of vehicular attacks. In the past three years, there have been 14. This is trending up. How do we get in front of this . Thats going to be what Law Enforcement looks at and says we understands this is the direction theyre going. How do we get in front of this . Theyve got to find this guy, theyve got a driver on the loose in a major european city. Somebody who mowed down and murdered these people. What are investigators doing right now . Whats happening behind the scenes . Most discount exerting is disconcerting is the person who rented the vehicle also rented two others. If hes loose, there could be a possibility that there are other people involved, there could be a cell. What separated this from the recent attacks weve seen like this is that two of the folks were arrested right after i think theyve picked up a third now, too. Thats going to give investigators a lot of human intelligence. Theyre going to be able to interrogate these folks and hopefully get information. Check their phones, check all of their records, figure out who theyve been talking to, and make put the web together. Thats called the digital exhaust. In the 21st century, everything they do can be tracked through social media, it can be tracked through ezpass, that type of device. Yes, theyll be going through that, as well. Spain was, of course, attacked in the subway bombings in 2004. Since then, theyve been largely left out of this. Is there something that makes barcelona right for an attack like this, for a target . A lot of it is targets of opportunity. We know that these things have been tracked, a group runs trackings on foreign fighters. Who are leaving europe and going to syria or going to iraq to fight. And they track this. Spain has been predominantly left out. We understand because isis has targeted the folks involved in the Coalition Air strike. Weve had attacks in the uk, attacks against france, belgium. This is the first time its been targeted inside spain itself. And la rambla is a beautiful expanse. Because it is what it is it attracts young people, backpackers, people pushing strollers. Its a pedestrian zone. From all over the world. What, 24 countries have victims. Let me ask you this should the big cities that have beautiful, safe spaces make them safer . Do we need i think theyre called ballards, do we need things to close them to trucks and cars . We have seen this is the trend. A trend on the uptick. Do we need to respond . Its been 22 years to your point since what happened at the alfred p. Murrah building where Timothy Mcveigh was able to get a vehicle so close to the federal building. Since then, systemically weve gone around a lot of the federal buildings, the iconic buildings, we adapted. What were going to have adapt to now is aceptions between pedestrian thoroughfares and to your point, concrete is relatively cheap. His comments on tuesday started erasing the comments that were strong. What we want to see from our president is clarity and moral authority. And that moral authority is compromised when tuesday happens. Security, competence, clarity, moral authority. These are from republicans in his own you know, senators in his own party. Support ive one considered to be a secretary of state in bob corker. Do you make of this and how the president repairs this, or does he not want to . Republicans are in a really difficult situation because their success is tied to President Trumps success. He remains popular in most parts of republican country. And republican lawmakers recognize that. They know that their constituents, many of them, still support President Trump. Even though its becoming politically untenable to remain aligned with him. They are personally distancing in the position to personally distance themselves without cutting him off. Theyre not condemning his words, not condemning him personally. Most lawmakers. Corker is a notable exception, going after the president s competence, harsh words. Clearly republicans are going to have to still work on the president s legislative agenda or risk their own fatein the 2018. It it will be difficult, though, for the white house to extract any concessions from republicans. For instance, convincing skeptics to back funding for the border wall when no republican is going to want to expend political capital, providing cover for the president right now. The president has yet to respond to scott or corker has gone on attack, jeff flake and, of course, once again, lindsey graham. Tweeting to flake, great to see that kelly ward is running against jeff flake who is weak on borders, crime, and a nonfactor in the senate. He went on attack against lindsey graham. He will be in arizona he will be in arizona on tuesday. One might expect him to attack flake and graham, while some expect him to pardon joe arpaio. Theres the headline and trumps attacks could leave him friendless if impeachment comes. From a reuters story. But drudge does not float headlines by mistake. What is the future for this president working with and yet defended by, if worse comes to worse, his own senate . Were obviously a long way off from impeachment right now. Right. But in that hypothetical scenario, the president would need support from republicans on capitol hill. No republican wants to be in the position of defending the president now. And the only time we really ever have seen this kind of reaction among gop members was after the access Hollywood Tape last year when the incendiary comments about Sexual Misconduct came out. No republican wanted to be in the position of defending President Trump. No republican wanted to be seen with him. He had events canceled. He was really on an island. And most analysts predicted that that was going to be the end of donald trump. It wasnt. Its still possible that President Trump could rise above this. That his support could rebound. That he could repair his relationships with republicans because its happened before. But there has to be some effort on the part of the white house to find a path forward, to find Common Ground again with members who right now dont want to come anywhere near this toxic, racial controversy. Some 70 miles away. Five terrorists killed there in a shootout with police. This started around 5 00 p. M. Local time thursday. One of barcelonas most popular tourist districts. 13 people killed. At least 100 injured when the van zig zagged through the crowd. In a bizarre twist, police say a house explosion in catalonia the night before is linked to the attacks. Reporter still on the loose. We heard in the past couple of hours that authorities dont know who he is and dont know where he is. He abandoned that vehicle after he had zigzagged down the boulevard, careening into people, killing people, injuring hundreds. And then he fled. And he is as we understand it on the loose. The authorities here are trying to unravel what is a complex web of terror. Before i goat that, i do want to show you what is happening behind me here. This is really important. Lest we forget who is going on here what is going on here, this is an ongoing situation, terrorist attacks. People have been killed and injured here in spain over the past 24 hours. And the crowds that are gathering here in plaza catalonia at the top of la ramb rambla, and anyone whos been to barcelona will know the area well. The crowds are awaiting the king of spain who will arrive in the next half an hour. And there will be a moment of silence for all of the victims. When i say all of the victims im talking about victims from more than 24 nations as we understand it. Those who were injured, some critically injured, in hospitals all over the city. 13 have lost their lives here. Hundreds injured here. And as you rightly point out, that happened at 5 00 in the afternoon yesterday. Later on in the evening, it was brought to our attention that there was a terror incident going on about 70 miles down the road in a coastal town of cab drills, close to a city call cabrils, close to a city called catalon catalonia. Four terrorists were shot and killed in an audi a3 car after they had plowed toward crowds there. A fifth terrorist who was injured in that incident has since died. One Police Officer was injured and six civilians were injured there. That is 70 miles down the road from bars lean on thursday evening. The investigation ongoing. You rightly pointed out that on wednesday night, there was an explosion in a house. Its not clear, it wasnt clear certainly at the time exactly what happened, one of the big newspapers reporting that had than a gas explosion, butane and propane canisters, it was said, reported in the house. One died, and six other injured. It now appears that all three incidents wednesday evening, thursday afternoon, in barcelona. And thursday evening, southwest of here, all these incidents are now being considered related. What authorities are telling us is that these are light rerelated by family association. Were not sure how many people. What we know this looks like a cell, or at least one cell if not more. What we understand is that there have been three arrests in the incident here in barcelona. A moroccan man, a spanish individual of from a spanish enclave in north africa, and a third as yet unidentified suspect. So there are people who have been arrested, there are people who have died, and there are many, many people who have been injured in what has been this catastrophic 24 to 48 hours in spain. First off, whats happening here, they are hunting for a suspect. They feel as though maybe this has the makings of a cell. This is an active situation. Absolutely. And there were three different locations. Remember, an explosive dwight went off on wednesday night and basically destroyed a house. That could have been part of this as far as their plan to use maybe an improvised explosive device to cause even more carnage. Weve seen that before. And then there were two locations where actual attacks went off. One where, as you pointed out, 13 people were killed. A number of people in critical condition. The other where they tried to ram a Police Blockade and ended up getting into a shootout. I think four of the terrorists perished immediately, and one died subsequently, due to their wounds. This is a big concern. As i talked about earlier in the hour, we talked about putting up concrete ballards around pedestrian thoroughfares. Another thing is outreach. Whether its in charlottesville with the neonazis and white supremacists, we need to talk to folks so if they have a child or relative or someone who lives with them thats expressed radicalized views, whether it a a neonazi or radical islamist, that they feel comfortable coming forward. Has to be part of a Law Enforcement effort. So as weve discussed, this is now the sixth vehicle, isislinked attack in europe in just over a years time. From the appearance of it, how does this one look different in terms of its coordination, in terms of its sophistication and planning . We know there have been 31 vehicle attacks since 2006. As you mention, from 2014 to 2017, the last three years, there have been a total of 14. There is a trend here. One of the things that weve noticed from the Law Enforcement perspective thats different is the fact that the police were able to make arrests. They dont know if it was the van driver himself, but they know it was two of the associates. And this is going to be a treasure trove of humans intelligence. Well be able to interview folks and get information. Police are speculating. There are two things that could happen. One is, you could have a couple of folks committed to martyrdom and got cold feet at the last mint. The second is a different strategy. They had a getaway car. Weve not seen that in these isisinspired attacks before. Let me ask you about the president s response quickly. I dont want to put you on the spot. The president responded by condemning the attack and saying we would help, the United States would help. A typical president ial response. Then the president started talking about this myth of general pershing who shot 49 muslim captives and let the fifth go free. Shot them with pigstained bullets. And there were for 35 years, there were other terror attacks. I think the president is trying to look strong, tough. Its not true. Military historians are incredibly skeptical of the story. What should the response of the United States be . Talking tough like that . Does it enflame those in the west . The. Sure, there are arguments about that. I think in regards to his tweet from yesterday, he made the same comment back in february of 2016 on the campaign trail in north charleston, south carolina. Politifact did a study. I think they spoke to some eight different highly regarded, prominent historians. They were all at least skeptical about the story. Whether or not there was any truth to it. They were all adamant that the response from that was not the way that it was made to appear. That tensions eased in the philippines back at that time. And there were no more attacks. Is it helpful . No. I wrote a condemnatory piece about the president s comments on long island, when he talked about ms 13. He talked about how Law Enforcement he said it, could be joking, hyperbole, make sure you dont cover their head when was they get into a police car. Whether it was joking or whether or not it was a dog whistle, Law Enforcement doesnt need that type of, you know, that kind again, the vast majority of Law Enforcement, the vast majority of people that are working counterterrorism are good people. Youve got to fear that tiny percentage that might say, well, if the president says it, must be okay. To quote james r.
