Dave briggs. It is august 10th, 5 00 a. M. Here 4 00 a. M. Here in the United States. A day after President Trump promised fire and fury, pyongyang does that, leveling a fierce, very specific threat to attack a u. S. Territory, taking some personal shots at the president in the process. Now the world waits to see if anything the commander in chief decides to do in response. North korea says it is seriously examining a plan to launch a missile strike targeting the sea 20 miles off the coast of guam, where the u. S. Has two military bases. Staterun media says the launch of four Ballistic Missiles would signal a crucial warning to the u. S. North korea says the plan to launch missiles will be in place in days. The statement mailbox President Trump for speaking from a golf range where it says he let out a load of nonsense about fire and fury, failing to grasp the ongoing grave situation. The north korean statement says sound dialogue is not possible with such a guy bereft of reason and only absolute force can work on him. Joining us, anna coryn, live. Reporter thats right. Earlier we heard that north korea was seriously examining a plan to strike guam, the island in the western pacific. It would involve Nuclear Missiles with nuclear tips, nuclear warheads. As you say, that would be ready to go in days. The military saying it will present to north koreas leader, kim jongun, by the middle of august, and then it will be up to him. You mentioned those comments, that dealing with donald trump is bereft of reason that comes following the fire and fury language we heard a few days ago from the president. Supporters saying that hes getting on kim jonguns level, talking in a langley understands rather than diplomatic language. Critics believe that is bringing this part of the world, the korean peninsula, and the region closer to war. Now, its important to note that jim mattis, defense secretary, retired fourstar general that he spoke up earlier and warned north korea mind you, he called them the dprk which i wouldnt say necessarily is a sign of respect. Certainly acknowledgment of what they call themselves. Saying if north korea should stop provocations, it could bring destruction to the regime and its people. As far as south korea is concerned, a National SecurityCouncil Meeting is being held as we speak. We have yet to hear news of that. Earlier today they said that the plan to strike guam is absurd, that any provocation will be met with response. The south korean president has certainly said that hes open to dialogue, and the only way to resolve this is peacefully. But with whats happened in the last couple of days, south korea now is also looking to beef up its military presence. Sounds like statements and reactions across the board. A very mixed situation. Anna coren in seoul. With President Trump and kim jongun trading insults and threats, reaction among asian nations has been mixed. The governor of guam warning to stay calm despite being targeted by the north korean regime. This is not a time to panic. These are many statements being made out there by a bellicose leader. At this point, theres been no change in the security situation here in guam. Lets bring in cnns sharice famm live from tokyo. Whats the situation there . Reporter here in japan, government officials are saying we will not tolerate any provocations from north korea. Theyre taking a passive stance, the stance theyve taken since the end of world war ii. Its a little bit different from its neighbor, its nearby neighbor, south korea, which has warned to north korea to, please, dial it back or face military retaliation from us. Theres a bit of a mixed bag going on across the region. China coming out the most for forcefully telling all parties, everybody, please back off a little bit and tone it down. All of this in japan comes at a sensitive time. This week marks the anniversary of the bombings of hiroshima and nagasaki. A strong reminder that japan is the only country to have suffered under the attack of an atomic bomb. Now the people across the region in japan, in south korea, and china, they are carrying on with their daily lives here. Look, they are used to this bellicose language from north korea. They are startled at the war of words coming out of the United States. For now, life continues as usual. And we will see if the posture changes a bit in the coming days. Christine . All right, thank you very much for that live from tokyo this morning. That timing is really interesting, miguel. When you talk about the anniversaries of those bombings, it reminds you that when youre talking about nuclear threats, there are moral, environmental, and just human questions that have to be asked about a nuclear the sensitivities to Nuclear Warfare in japan are so on the surface still. This many years after the incidents. So far no official reaction from the white house to north koreas latest threat. We have learned President Trumps fire and fury warning to north korea was improvised. Sources tell cnn it was not part of a scripted statement. The white house says chief of staff john kelly and members of the president s National Security team were well aware of the tone the president intended to use, though the words were his own. A state Department Spokeswoman says everyone in the administration sees things the same way. The United States is on the same page. Whether its the white house, state department, department of defense, we are speaking with one voice. Thats debatable. Secretary of state Rex Tillerson and secretary of Defense James Mattis struck notably different tones in their statements. Mattis focused on u. S. Military capabilities and the risk north korea would be taking if it attacked. He said north korea must choose to stop isolating itself and stand down its pursuit of Nuclear Weapons. The dprk should cease any consideration of actions that would lead to the end of its regime and the destruction of its people. Meantime, Rex Tillerson stressed diplomacy, saying he thought the president just wanted to be clear to the north korean regime in order to avoid any miscalculation on their part. Those reassurances seem to clash with the president s fire and fury statements. My first job as president was to make our Nuclear Arsenal stronger than ever before. And hopeful we will never have to use this power, but there will never be a time that we are not the most powerful nation in the world. He added that exclamation point. Today President Trump meets the Vice President for lunch at mr. Trumps new jersey golf club. Rises tensions with north korea is finally breaking wall streets calm. A response to the president s warning to north korea and its thenthreat to guam. For months, stocks have coasted to record highs. Now investors showing signs of caution. For example, goemld, a typical safe haven, at a twomonth high. Washingtons fear gauge up 21 . The vix has been trading at historically low levels. And the u. S. Dollar down 8 this year. Overall, corporate profits remain strong this season. 2017 is on track from the strongest Profit Growth in six years. All three stock market averages are still up by double digits this year. A Surprising Development in the russia investigation. Weve learned fbi agents raided the home of former Trump Campaign manager Paul Manafort last month, confiscating materials for special counsel Robert Muellers investigation. The fact that this raid happened as a surprise and in the darkness of those Early Morning hours on july 26th, it signifies that the special counsel may be sending a message and getting serious when it comes to Paul Manafort and this russia investigation. Paul manaforts spokesman confirmed the raid but reiterated that manafort has consistently cooperated with Law Enforcement and other serious inquiries and did so on this occasion, as well. The raid did come one day after Paul Manafort talked behind closed doors with Senate Intelligence committee staff. Cnn has learned that federal investigators have become suspicious of manafort after they turned up intercepted communications from suspected russian operatives discussing russian efforts to work with manafort to gather information that could hurt Hillary Clintons bid for the white house. Federal investigators are also looking into his lobby work for a prorussia Political Party in ukraine. Christine and miguel . Thanks. Republican lawmakers failure to repeal and replace obamacare appears to be driving a wedge between President Trump and the Senate Majority leader. The president is pushing back on a critique from Mitch Mcconnell who said this week the president had excessive expectations in pushing his agendas, pointing to artificial deadlines set by the trump white house. The president fires back on twitter saying, senator Mitch Mcconnell said i had excessive expectations, but i dont think so. After seven years of hearing repeal and replace, why not done . That followed a tweet from the president s social media director who said, more excuses. The Senate Majority leader must have needed another four years in addition to the seven years to repeople and replace repeal and replace obamacare. Tep tensions have at the white house have ramped up since the measure crashed and burned. And ron johnson expressing regret about comments about john mccain. He told a radio show that mccains brain cancer may have played a role in his dramatic and decisive vote to repeal and replace obamacare. Im not going to speak for john mccain he has a brain tumor now. That vote occurred at 1 30 in the morning. Some of that might have factored in. You think that played a factor in his judgment call . Again, i dont know exactly what we thought again, i dont want to speak for any senator. I thought john was going to vote yes at 10 30 at night. By 1 00, 1 30, he voted no. Yeah i dont know what was on his mind. A spokesperson telling cnn that johnsons comments were bizarre and deeply unfortunate. Johnson later walked back his remarks saying the vote came at the end of a long day for everyone, and he should have been more eloquent, expressed sympathy for what senator mccain is going through. And were employees at the u. S. Embassy in cuba targeted with a covert device . Hearing loss for some in havana raising questions this morning. Welcome back to early start, im Miguel Marquez in for dave briggs. Great to be here. Im christine romans. 30 minutes after the hour. A day after the president promised fire and fury if north korea made another threat against the u. S. , pyongyang does that, a specific threat against u. S. Territory. Taking personal shots at President Trump in the process. Now the world waits to see what if anything the commander in chief does in response. North korea says it is seriously examining a plan to launch a missile strike targeting the sea 20 miles off the coast of guam where the u. S. Has two military bases. Staterun media says the launch of four Ballistic Missiles would signal a crucial warning to the u. S. Pyongyang says its plan to launch the missiles will be in place within days. The statement also mocks President Trump for speaking from a golf range, it says, where it says he let out a load of nonsense about fire and fury, failing to grasp the ongoing, grave situation. The north korean statement says sound dialogue is not possible with such a guy bereft of reason. And only absolute force can work on him. Joining us with the latest, cnns anna coren live in seoul, south korea. Bellicose, belligerent language is not necessarily new from the north koreans. But certainly with the temperature running hot now, it is a concern. Reporter yeah, absolutely. And i think it was very surprising. People here in south korea were shocked to learn what donald trump had said about kim jongun and north korea. Certainly we havent had any official word about trumps fire and fury statement, but as far as the people that weve spoken to here in seoul, they are quite confused as to why he would do that, why he would up the ante in a situation which is already so tense. But as you say, north korea announced this morning that its plans that it is seriously considering seriously examining a strike directed at guam which as we know is a u. S. Sovereign territory, it is home to strategic u. S. Naval and air force base. They laid out the specifics which was interesting. In a statement from state media, saying there would be four rockets. There walk intermediate there would be intermediate range missiles ready in days, flying over japan, airborne for approximately 17 minutes. They would land 30 to 40 kilometers off the coast of guam outside the territorial waters but inside the economic zone. Obviously the plan would be to send a very strong message of north koreas capability in threatening the u. S. Mainland and u. S. Territory. But obviously south korea today responded to the plans to attack guam as being absurd, saying that any provocation will be met with response. The south korean president has opinion obviously open to dialogue with north korea ever since he came into office. The last couple of days, weve been hearing much stronger language from him in wanting to beef up south koreas defenses. All right. Our report from seoul. Thank you. Now with President Trump and kim jongun trading insults and threats, reaction among asian nations has been mixed. The governor of guam stressing the importance of remaining calm despite being targeted by the north korean regime. This is not a time to panic. These are many statements are being made out there by a bellicose leader. But at this point, theres been no change in the security situation in guam. We want to bring in cnns reporter live for us in tokyo. The president s words very, very harsh. We are accustomed to hearing harsh words coming from north korea. The president s words must have come as a bit of a shock all around. Reporter absolutely. People in japan completely accustomed to decades of bellicose language coming from north korea. Startled by the language coming out of the United States right now. And now a mixed reaction across the region. You see the governor of guam saying no reason to panic, and they are not changing the threat level in guam. Here in japan this week, an annual paper from the Defense Ministry saying we are upping the threat level because the threat level from north korea has entered a new stage. South korea saying, look, north korea, if you launch any sort of attack, you will be met with a military reaction. And japan say figure a missile passes over our saying if a missile passes over our territory and poses an imminent threat, we reserve the right to intercept it or take it down. In the meantime people in georgia, south korea, they in guam, south korea, they are living their lives. Japan has maintained a posture for decades, a strong reminder of hiroshima and nagasaki, that japan is the only country to have suffered under an atomic attack. People are continuing to live their lives and continuing to call for peace and resolution and a calming down of this rhetoric. Over in guam, a fourhour plane ride, people are continuing to have vacation. The island stuffed with thousands who visit every year. It is the height of the tension in guam. People are taking it to heart and are on the beaches. Miguel . The world watches closely. Thank you. So far no official reaction from the white house to north koreas latest threat. He said north korea must choose to stop isolating itself and stand down its pursuit of Nuclear Weapons. The dprk should cease any consideration of actions that would lead to the end of its regime and the destruction of its people. Very sharply worded statement. Meantime, the secretary of state Rex Tillerson stressed diplomacy. I think the president just wanted to be clear to the north korean regime that the u. S. Unquestionable ability to defend itself will defend itself and its allies. I think it was important that he deliver that message to avoid any miscalculation on their part. The United States has the capability to fully defend itself from any attack and defend our allies. And we will do so. So the American People should sleep well at night. Those reassurances clashed with the president s fire and fury message and his earlier tweets yesterday. My first order as president was to renovate and modernize our Nuclear Arsenal. It is now stronger than ever before. Worth noting, the president has made Nuclear Spending a budget priority, but nothing has actually changed yet. He also tweeted, hopefully we will never have to use this power, but there will never be a time that we are not the most powerful nation in the world.
