Weve learned senator john mccain will return to the senate for todays Crucial Health care vote. Mccains first time back at the capitol since his brain cancer diagnosis. We begin with jeff zeleny at the white house. Ripe all eyes in washington reporter all eyes on washington from here at the white house to capitol hill are focusing on the critical vote in the senate on health care. The senate is scheduled to vote this afternoon on proceeding to debate on the actual bill. Its a twostep process. Yesterday here at the white house, we saw President Trump engaged in this issue, engaged in this matter, more so than ever before using the power of the presidency, that unique megaphone to make the case for why republicans, he says, should vote for this bill. For the last seven years, republicans have been united in standing up for obamacares victims. Remember repeal and replace . Repeal and replace. They kept saying it over and over again. Every republican running for office promised immediate relief from this disastrous law. We as a party must fulfill the solemn promise to the voters. Reporter President Trump engaged and Vice President engaged, as well. We received late word monday that senator john mccain will be flying back to washington, will be on hand today in the United States senate to also cast a vote in this. Of course here, recovering and in fact in treatment for an aggressive type of brain cancer. His vote is needed on this. If republicans get enough votes to go forward on this, the white house indeed will get something of a win here. A muchneeded win. This Health Care Bill and the outcome will say a lot about President Trumps agenda and the republican partys agenda going forward. Christine and dave . Sure will. And you heard jeff mention there, this twostep process. So can the vote pass, and if it does, whats next . Cnns Phil Mattingly has more on that from capitol hill. Reporter this is the moment weve been waiting for. A vote is scheduled this afternoon on at least the motion to proceed to the Senate Health care bill. What does that mean . That means to start the process off. You cant even start the debate let alone the amendment process until senators get 50 votes on this vote this afternoon. Now, heres the reality. Aides make clear they dont believe republican senators have the votes yet. They believe theyre short of that magic number of 50. But there is heavy, heavy pressure, not just from Senate Majority leader mitch mcconnell, even the rank and file, trying to get members to yes, to kick this process off. How Majority Leader Mitch Mcconnell wanted this to go is there would be an agreedupon amendment that all 50 senators or more agreed upon to move forward. A largescale amendment that would strip out any other version of the bill, and that they could essentially get the votes and kick this off. At least move this back over to the house as this process would work. That effort has failed repeatedly. So where does that leave us . At least according to senator corker, the wild west. If the procedural vote passes, that would mean a wideopen amendment process. Any senator, republican or democrat, could offer any amendment they see fit to change the housepassed bill the senate is considering. Now the kremlin weighing in with a preemptive strike. Cnns Claire Sebastian is live from moscow. Good morning to you. What are we hearing from the kremlin . Reporter good morning, dave. Well, the kremlin has never minced its words on u. S. Sanctions. And this was no exception. They said they view it extremely negatively. They called it counter productive and harmful, not only to their interests but to the interests of other countries with which russia has trade relationships, a reference to the European Union which has expressed alarm at this potential sanctions bill. That it could harm their economic interests. Now as to what russia will do, well, nothing yet. They said, the kremlin said its seen corrections in the administrations point of view, and it would wait patiently to see how they finalize their position, a reference there to the mixed messages. Perhaps that weve been hearing coming out of the white house. As this as this progresses, you know, well see the kremlin has has, you know, never had any problem criticizing this. And the mood in russia recently has certainly been stepping up of that rhetoric when it comes to retaliation. Weve seen that theyve been in talks with russians recently over the compounds, the diplomatic compounds in the u. S. That were seized as part of those obamaera sanctions in december over election meddling. Russia says now they want it returned, if not, they will retaliate. So what that will look like, we dont know. The mood in russia is certainly one that they do not want to take the sanctions, the new sanctions, or any previous sanctions lying down, dave. It appears the white house is giving the impression they will support the sanctions. Time will tell. Stocks again ignoring the turmoil in washington. The nasdaq hitting a record high. The dow and s p 500 down slightly yesterday. Theyre still very near the highest levels in history. Well tell you why in a few minutes. First, existing home sales slid in june as prices surged to new highs. Sales of previously owned homes have been basically flat since march. You have high prices, but you have sales flat. Its supply and demand. Demand is strong due to a strengthening economy, new millennial home buyers, and improving job market. Inventory hasnt caught up at all. Sending median sales prices up 6. 5 in june. A record high. For an existing home, 263,800, a record high. Many homeowners are simply staying put as prices rise. So firsttime home buyers are not finding affordably priced homes which means more are renting. A study finds more households are renting than at any point since 1965. And a majority of people cite financial reasons. Isnt that interesting . Fascinating. Never heard that. I love that millennial homebuyers are coming into play. At the same time, they want to be able to move for jobs quickly. They like mobility. They like a lot of perks, you know. They like the pool and the squash court. So theyre im serious. Apartment complexes are building all of these things. It sounds like 1980 impressing like sports and stuff. Yes. I knew what you were getting at. Okay. Lets turn to the tough story out of san antonio, texas. The death toll rising now at ten in a suspected human smuggling case in san antonio. The driver of the tractortrailer, James Bradley jr. , now facing federal charges for transporting undocumented immigrants. He told authorities he had no idea dozens of people were packed inside the truck he was driving. One survivor describing the horrific scene saying the trapped victims took turns taking breaths from a hole in the truck. Of the 39 people found in the trailer, 25 were mexican nationals. Bradleys request for bail will be taken up at a preliminary hearing on thursday. Terrible story. Brutal. 48 minutes past the hour. Weatherwise, a tale two of seasons. The flames continue to bake. Well get to meteorologist Allison Chinchar for the forecast. Its quite the juxtaposition here because we are talking about the incredible heat still across portions of the central u. S. Quite a different story into portions of the northeast. We have much cooler air coming down from canada. That means most folks in new england are actually going to be below average. Take a look. For example, new york, high today of 71. We would normally be in the mid 80s. Philadelphia going to be about ten degrees below average. Boston, high of only 66 today. We would average 82. Now, one good thing is its giving us a break from the oppressive heat. Take new york city, for example. Look at the past six days. Four of those have been in the 90s. So looking at the 70s for the next couple of days, not just today, but perhaps even going forward, might actually provide some relief. All right. Thank you very much for that. We understand it has picked up a bit there. And i guess the answer to the question we asked you before would removing these metal detectors help . The answer appears to be no. Reporter it appears that way, dave. [ chants ] both metal detectors were behind me in this direction. They were moved just shortly after midnight. But over here, you have dozens of people who have been protesting. Theyve been chanting that they will not accept any of these security measures. And they have been here all morning long, and they havent they dont look like theyll go anywhere any time soon. There have been efforts between the United States, jordan, israel, and the palestinians to try to bring this crisis to a closure. We did hear from israels security cabinet saying that theyre going to have new smart technologies, advanced technologies, to scan people coming into the holy complex known as the temple mount, as well as the noble sanctuary. But as you can see, the people arent accepting this latest development. We did hear from religious leaders here. They say that theyre going to wait and see what that exactly means by smart technologies. Until then, they want the people to continue praying in the streets, to not enter the complex. Which means, dave, this crisis continues. Ian, do you know what it is theyre chanting . What exactly they want . Is it the removal of all security measures . Reporter yeah. Some of the things they have been chanting, dave, is theyre saying no to the gates which means the electronic metal detectors. Also saying no to the cameras. Thats what weve been hearing them chant all morning. Also, theyre showing their support for this holy complex which has the mosque, the third holiest mosque in islam. Say they with their blood and soul theyll defend it. These are the chants weve been hearing, defiant chants from these protesters, and from protesters almost every night. Dave .
