There still is a lot of work to do, and the battle now heads over to the senate, where they will take up this bill for consideration, and thats something that speaker of the house paul ryan spoke about and alluded to when he was celebrating this win in the rose garden with President Trump. Today was a big day, but it is just one step in this process, an important step. We still have a lot of work to do to get this signed into law, and i know that our friends over in the senate are eager to get to work. [ laughter ] they are. Were going to see that work through. You know why were going to see this work through . Because the issues are just too important. The stakes are just too high. Reporter and as the senate now gets started on their piece of the work in all of this, Many Senate Republicans are already expressing concern, not only of the process of how the bill got over to them, the fact that it wasnt scored by the cbo, the fact that many of them felt it was rushed, but also about the policy of this. Many senators describing the house bill as just a starter piece, a skeleton. So, thats the big question now, how much of the house bill will the senate actually keep . Very clear they are setting themselves up to make significant, potentially dramatic, changes. Dave and christine . Both the policy and the politics, the great unknown. Sunlen, thank you. Only step one in an uphill battle over repeal and replace, but the house vote on thursday did represent the first major legislative win for President Trump. So, he decided to celebrate, mr. Reporter christine and dave, President Trump came back to new york last night with a spring in his step after the house passed his version of the Health Care Bill. Of course, he talked about it before leaving washington. He was delayed coming to new york city to meet with the Prime Minister of australia. When he did sit down with him, he had health care on his mind. It could change a little bit, could get maybe even better. Its a very good bill right now. The premiums are going to come down very substantially, the deductibles are going to come down. Its going to be fantastic health care. Right now obamacare is failing. We have a Failing Health care. Reporter the president and the Prime Minister were at a black tie dinner, but it is clear that domestic politics front and center for President Trump. They believe they need to carry this momentum from the Health Care Bill, though without question, a legislative victory for President Trump, something that eluded him in the first 100 days. He got it in the second week after that. Christine and dave . All right. Second or third inning, jeff zeleny says we are in this, though, because there is a lot more work to do. Republican lawmakers say the bill will lower costs and critics say millions could be facing higher bills or uninsured. There are always winners and losers, and this is big legislation, talk being a fifth of the American Economy here. So, who does the gop bill help . Younger americans would save under this. They helped pay for older people under obamacare. They shared the risk, right . Now not sharing the risk so much. So, their premiums shrink up to 4,000 a year. The healthy would pay less. States can offer cheaper plans if they waive coverage for things like maternity benefits, hospitalization, prescription drugs, and the rich get a tax cut. The bill repeals two high income taxes used to pay for obamacare. As for who is the hardest hit, mainly older, lowincome americans, trumps base. Many obamacare provisions that helped lower older members like the subsidies disappear. 5,900 less tax credits for 60yearolds. Adults in their 60s could see premiums go up 20 . Thats why aarp calls it an age tax. Older americans could pay as much as five times more than younger americans. And it ends the planned expansion of medicaid and cuts the current amount of federal support but also hurts lower income children, the disabled and senior citizens. And those with preexisting conditions could be charged more or lose coverage entirely. States dont have to guarantee that insurers cover everyone. Critics say the gop replacement of high risk pools doesnt have enough funding. Gop has set aside 138 billion total to offset the cost of the bill. It makes health care more affordable. Youre paying more for less, and well make sure that the public is aware of that. I think they walk the plank. Their desire to give a tax break for the rich just trumped everything. All right, josh, well get to the politics in a moment, but the policy. Republicans say you heard it there lower premiums, more competition. You know how democrats are framing this, worse care, tax cut for the rich. Whats the reality . I mean, the reality here is that it shifts the basic bargain that was struck in obamacare, which was basically that young and Healthy People pay more to support old and sick people. Now, whats kind of ironic about that is that the young, wealthy, Healthy People are typically considered to vote democrat, and the old, sick, poor people are more the people that typically support republicans, are the trump supporters. So, it seems that both of the parties are sort of arguing for people who are not their typical base, so thats why the politics are kind of confused here. But as for the policy goes, you know, its just basically takes the government out of many of the sort of parts of obamacare that it was involved in is that the philosophy and places it more on these individuals. And thats the philosophy that has been the republican philosophy for a long time, one of the things they hated about obamacare was government control of your health care. Versus patient focused is their narrative. Right. So when you hear the cbo estimates of 24 Million People without health insurance, you know, there are some republicans who say, right, because they dont want to have insurance, and you shouldnt be forced to do that. Its a totally different world view here. Right, and it essentially takes us a lot back to where we were before obamacare was ever a thing. And, okay, if thats what you want, then that may be what you get, but then that gets us back to what were the problems that made everybody want a Health Care Solution in the first place . In other words, people are still likely to have emergencies, right . Right. People are still likely to have babies. People are still going to get old and sick. So, if you want to go back to that system, and it seems that thats what republicans want to do, those burdens will still be there and well still pay for them as a society in some way or form, the argument goes. So, yes, its a return to where we were, but the risk is that we put ourselves back with the same problems that we always had. One of the problems we have now with obamacare is insurers fleeing the market. Right. We heard about etna in virginia, we heard about iowa, your home state, could have no insurer for basically the majority of the state. But if theres one thing that haunted president obama, it was that promise if you like your doctor, you can keep your doctor, period. Whats that promise that could end up hurting republicans in the end . Well, the promise is that, you know, the promise thats really going to hurt them in the end is the promise that people wont be kicked off their plans for preexisting conditions. Right. Thats the one. Thats the one the senate is grappling with. Thats the one that this 8 billion lastminute fund that was slipped into the house bill in the 11th hour wont really solve. Nobody really believes that. And you know, in the end, if the states opt out and people with preexisting conditions cant get the health care they need, thats going to affect a lot of people, and i think thats the one thats going to come around to bite them. Yeah, and i think what the democrats are going to try to do is really frame this as tax cuts for the rich paid for by, you know, gutting your health care, your access to health care and try to frame it that way. Because there are tax cuts for the rich in here. Make no mistake, the highest earners in america with the repeal of obamacare get a pay raise, basically, immediately if this is passed. And theres also the politics of this, you know . I mean, i think its kind of icky, the democrats saying, you know goodbye to the republicans. People care what happens to them. But then listen to paul ryan in 2009. This is also a little icky. I dont think we should pass bills that we havent read, that we dont know what they cost. And if you rush this thing through before anybody even knows what it is, thats not good democracy, thats not doing our work for our constituents. We shouldnt rush this thing through just to rush it through for some artificial deadline. Lets get this thing done right. Wait a minute wait a minute. I mean, this is so important its a fifth of the American Economy, and that sounds like politics to me. Yeah, well, ive never seen a bill in all my years of covering congress where it passes and both sides celebrate, right . They both think its this huge political victory for them, and they both cant be right, where one of them has to be wrong. And this just sort of shows how, like, theres two totally incongruent, unreconcilable analysis of how this will play out in the 2018 elections. For republicans, this is fulfilling the biggest promise they made to get themselves elected. The democrats think this is political suicide for the republicans, right . We wont actually find out for another year and a half, okay . So right. Were living in a world where both sides can spin this as a victory to their respective media bases and to their respective political bases, but in the end, one of them has made a horrible miscalculation here, you know . Even the republicans have sacrificed their longterm political prospects to fulfill a promise that they feel beholden to, or the democrats have totally miscalculated what the Political Landscape looks like and the popularity of obamacare based on these town halls and have given up their next election and the chances of taking back congress, and nobody knows. Both sides have convinced themselves that theyre right and we wont find out until november 2018. And we wont find out what the senates going to do with this bill. Josh, great to have you on this morning as we try to figure out not just whats in this bill, but what lies ahead. And lets push this thing forward a little bit, because we know republicans say premiums will go down, options will increase. Democrats are saying this is a tax cut for the rich. But the reality in the senate, how much will what passed the house survive . Right. Well, in a way, the house did the senate a favor by passing this without really understanding whats in it, without having a cbo score, doing it sort of before most republicans could actually read it. It gives them a really good excuse for sort of just starting from scratch, from sort of taking what they like out of the house bill and keeping it and taking what they dont like and discarding it. They have a very good political argument to make here, and thats exactly what theyre going to do. And i think very broadly what were going to see is while the house bill moved to the right, from the original version, they realized it was better to get conservatives happy and then make a deal with moderates, rather than the other way around, the senates going to have the opposite dynamic. Theyre going to have to have a bill thats much more amenable to moderates, and then theyre going to have to do things to bring the conservatives around. So, what does that mean . It means they have to scale down some of the most drastic things in the bill. Right. Especially on the preexisting conditions, especially on the drastic tax cuts, especially on the things that will affect what according to the cbo in the last version of the bill, 24 Million People losing their coverage in the next ten years. If youre a house member in a republicansafe district, you could fudge a lot of those things, but these senators, they have a broader constituency, they have a much more moderate, average voter, and they are going to have to come up with something that more people in more states can be okay with, and thats going to be the broad shift youre going to see between the house and the senate. And to be clear about whatever that cbo score is, republicans say that part of the 24 million, if you will, that will be left uninsured is choosing not to have coverage. Declining coverage, not losing it. I just wanted to clear that up. Declining coverage. I think thats right. Young, Healthy People dont want to spend a lot for insurance. The problem is they dont stay young and healthy forever, and then someones got to pay. And the point of insurance is to protect against the unexpected. Some of the policies dont pay for hospitalization. The reason why for obamacare so many families were bankrupted by medical costs is because you get in a car accident and you have one of those plans and, suddenly, youve got all these medical bills and youre out of luck anyway, right . Right. And if you cant pay, who pays . The hospitals, right . Right. And if the hospitals cant pay, who pays . The states, right . So, the federal government pays a lot less, but everyone else could actually end up footing that bill. Part of this is that this is a shell, right . What i think a lot of public is getting its head around is that this was passed as a shell, right, to be filled by the senate with other provisions. Listen to something that representative Chris Collins said yesterday that is exactly what the kricriticism was of obamacare, it is so big, we didnt even read this bill. And now the same criticism is said of republicans. Did you actually sit down and read the entire bill, plus all of the amendments . I will fully admit, wolf, i did not, but i can also assure you my staff did. We have to rely on our staff. I had many meetings within energy and commerce. We rely on our staff and we rely on our committees, and im comfortable that i understand this bill in its entirety. But we also dont know what this will look like going forward, right . Yeah, its sort of passing an acknowledgement that no matter what the house passes, no matter what the senate passes, the real action will be in the closed conference after the two chambers get together and the leadership, and im sure a heavy dose of adult supervision from the administration, and then theyll come up with something that might not even have anything to do with what the house passed or what the senate passed. So, everyones just trying to get to that. And if they can get to that, then theyll do all these backroom negotiations, and then theyll emerge with something, and that something will either drastically and spectacularly fail, or it will become the new law of the land. So, i think everyone just wants to sort of move the process along and get to that point, and thats where the real action will be, and thats totally unpredictable. Moving this story along, the president heads abroad soon. We learned yesterday that his first foreign trip includes israel, saudi arabia, the vatican. Youve written extensively on the president wanting to try and solve the ageold mystery of middle east peace and said the other day that, well, its not as actually as difficult as past administrations might think. What approach will he take to th this, as several president s past have failed . Well, its not clear that he has a new approach. If he does, its a very tightly held secret, so tightly held that even the parties in the region dont know what it is. But the point of this trip is to just show that the president s really committed to this. Hes going to go to saudi arabia first. Hes going to have big meetings with lots of arab countries, muslim countries. The idea here is to get the arabs on board before you get the israelis and the palestinians back into a room together. Then hes going to go to israel, where hes going to make a speech. This is breaking news first on cnn. Hes going to make a speech at mt. Masada, the ancient fortification just south of jerusalem. And then hes going to go to the vatican where he will meet with the pope, which could be a little awkward, considering the pope said hes not a christian and he said the pope was brainwashed by the mexicans. But im sure theyll all get along now. Bygones. And you know, if you just look at the president with the australian Prime Minister yesterday, all that stuff that happened before is all bygones, sure. Lets listen to a little bit of that sound where the president of the United States is complimenting the australian Prime Minister on Australias Health care plan. We have a Failing Health care i shouldnt say this to our great gentleman and my friend from australia, because you have Better Health care than we do, but were going to have Great Health Care very soon. Correct me if im wrong, but australia has basically a universal Health Care Plan, doesnt it . Uh, yes, and its also not clear that its better. Its just another example of President Trump learning Foreign Policy on the job. Remember when he first talked to the australian leader and he didnt seem to be aware that president obama had agreed to accept over 1,000 refugees from australia . And then he had to walk that back. I mean, this whole trip abroad is a huge test for the president. And the test is, can he get through it, you know, showing sort of a level of leadership and engagement without making gaffs just like this one, okay . And so far, the record has not been stellar, but this is a president whos just basically learning Foreign Policy as he goes, and he only has one way to go up. Hes going to get better at this. Its just kind of nailbiting and excruciating and sometimes disheartening to watch him. Are you surprised that he delayed his meeting with the australian Prime Minister so he could do a rose you know, a rose garden a rose garden speech . Sort of celebratory listen, ive been covering Foreign Policy all the time. Thats all president s you know, all politics are domestic and local. I remember when president obama, you know, skipped a trip to indonesia for his own Health Care Bill for like a procedural thing that ended up not meaning anything. He did that twice, right . All right, jobs day in america. Americas job market poised for a rebound. The april jobs report comes out this morning. What can it tell us about President Trumps economy, especially given his promise of creating 25 million new jobs . First, what economists expect. They expect an Unemployment Rate at 4. 5 , solid wage growth. That would be nice. And 190,000 new jobs, a bump after the slowdown of only 98,000 in march. That could be good news for the president. He boasted about previous strong jobs reports, but he did not take credit for weak gdp data over the same time period. He blamed that on president obama. So, can he take credit for todays number . He inherited a Strong Economy of job gains and falling unemployment, but the question here, the true test will be if his plans for tax cuts and deregulation pass and they ultimately stimulate growth and create jobs. Sources tell cnn the longawaited, closeddoor session revealed few details about the bureaus investigation of russia and its ties to the trump campaign. They say the answers provided by comey during this twohour briefing were the same he made in public one day earlier, with democrats focusing on russias meddling in the election and republicans pressing for more details on the source of classified leaks, classified information to the media. The senate now set to take up additional sanctions against north korea after the house overwhelmingly voted to impose new sanctions on pyongyang. The sanctions target its shipping industry and people who employ slave labor. The vote also requires the Trump Administration report to congress within 90 days on whether to relist north korea as a state sponsor of terrorism. Tensions have been on the rise in recent weeks over north koreas advancing nuclear and Ballistic Missile programs. The pentagon announcing it is considering sending more troops to afghanistan in an effort to break what it calls the stalemate with the taliban there. U. S.
