With lawmakers who spurned him. Republicans are going all in on neal gorsuch. A vote expected next week despite a growing number of democrats ready to filibuster the Supreme Court nominee. That should tell the tale how democrats are willing to work with republicans or not. Good morning. Welcome to earl start. Im dave briggs. Im christine romans. Its wednesday, march 29th. Its 5 00 a. M. In the east. Whats on the schedule today . For the House Intelligence Committee investigating alleged ties between President Trump and russia, theres nothing on the agenda. Nothing. No meetings. No hearings. No nothing. Trumprussia probe has broken down for now amid a growing divide over whether house intel chairman devin nunes should recuse himself. So what will get things moving again . For one thing the ranking democrat on the Intelligence Committee adam schiff wants republicans to agree to reschedule hearings that had been set for yesterday. Among them one of which former acting attorney general sally yates was expected to testify about communications between former Trump National security adviser Michael Flynn and russias ambassador to the u. S. The Washington Post reported the white house sought to block yates from testifying. That claim press Secretary Sean Spicer rejected. On the 24th miss yates attorney sent a letter to the white House Counsel requesting that consent specifically stating that if they did not receive a response by march 27th at 10 00 a. M. They would quote conclude that the white house does not assert executive privilege over these matters. The white house did not respond and took no action that preventsed miss yates from testifying. I hope she was the. I look forward to it. Calls for nunes to recuse himself is coming from a growing number of democrats and even from the ranks of nunes own party. Eh elia cummings makes a claim he was on the ground reading classified material but no one in the white house was aware. Cummings said thats not true, nunes was not a fence jumper but invited in. Walter jones of North Carolina says nunes should recuse himself. Nunes is scoffing at the suggestion he should step aside. Your going to stay as chairman and run this investigation . Why would i not . You guys need to go ask them why these things are being said. Can this investigation continue as you as chairman . Why would it not . Arent i briefing you guys continuously . And keeping you up to speed. They are saying it cant run with you as chair. Up got to go talk to them. It sounds like its their problem. One investigation is moving forward in a bipartisan spirit. The chairman and ranking democrat on the Senate Intel Committee will offer an update on their Russian Investigation. Thats today at 2 30 in a news conference. Lets bring in other politics digital manager zach wolf. Good morning. Democrats are piling on and piling on. Representative walter jones a republican from North Carolina, how significant is his calling for nunes to step down as head of this investigation . Well, it clearly is a big deal to have a republican, somebody with an r next to their name calling for this but walter jones is somebody in the past who has shown an independent streak from his party. He was one of the few if not the only republican to oppose, you know, elements of the iraq war, the surge, sort of after it started. I wouldnt necessarily predict a wave of republicans to follow him. But it is significant. Let me saw little bit about some of the changing landscape over the last 24 hours in washington. Suddenly maybe green shoots in health care debate. Were getting word that tax reform, they might do it. Might be easier than Health Care Reform. Feels theres legislative progress or at least thats what the white house is trying to put out there. Heres something the president said about Health Care Last Night in particular. I know that were all going to make a deal on health care. Thats such an easy one. I have no doubt that will happen very quickly. I think it will happen. Because weve all been promising, democrat, republican, weve all been promising that to the american people. I think a lot of good things will happen there. So, is that Wishful Thinking . Is this president over promising . Everyone is watching what happened with health care and translating that into what could happen with tax reform. Reporter i was listening to that sound and i couldnt help feeling i heard that before a couple of months ago the last time that he promised they would come to some sort of deal. We just need to see the prove. It will be in the pudding so they say. Here we need to see some sort of movement on health care for me to think that there are actual green shoots. We need to see members of the Freedom Caucus besides the one who say we made a mistake. Or democrats need to come on board and say well work with republicans or republicans work with democrats. None of those three things are happening. We reached a point where people promising there will be progress is meaningless at this point. Mark meadows suggest they delay the easter recess until they get something done on health care. There appears to be two different stances. The white house is opening the door to democrats while paul ryan in a press conference yesterday talked about having to use budget reconciliation which implies no democrats will come on board. Is there any inkling of a single democrat willing to work with the administration on health care in any regard . Democrats are going to guard this legislation, i think, with their lives, with their political lives. And theres a lot of red state Democratic Senators that will ultimately come under pressure i think to work with republicans on this. But its going to be saving this is going to be something that they really circled the wagons about. We now have a date, friday is when were told that neal gorsuch will get confirmed next week. At least one way or another. I want you to listen to senators back and forth on the gorsuch nomination. Were going to get judge gorsuch confirmed. It will be an opportunity for the democrats to invoke cloture. Well see where that ends. It will be up to them how the process to confirm judge gorsuch goes forward. Its going to be a real uphill climb for him to get those 60 votes. Its such an important position it should have bipartisan buy in. If a judge cant meet a nominee cant meet the 60 vote standard you dont change the rules. I can remember in the sotomayor hearings, Lindsey Graham said it was the president s prerogative when you win the house you get to put the person you want in the Supreme Court if theres a vacancy. Nine republicans voted for her. Over this proceeding, merritt garlands name is hanging. Reporter thats right. This is another one where democrats they are really going to want to hold the line and send a message about merritt garland. We havent seen that Many Democrats say that they would, i think two have said they would support at least cutting off debate on gorsuch and they will need eight. Tinting thing here is if democrats can hold the line and keep republicans from getting to that 60 threshold the new magic number becomes 50 at that point because then there will be a bunch of pressure amongst republicans about changing the senate rules and they call that the Nuclear Option because it would change washington forever a lot of people say. Now republicans say look the democrats did it first with using the Nuclear Option for judges. Now they didnt allow for Supreme Court judges. But mike lee went on with john berman yesterday on the lead refused to acknowledge they would use this Nuclear Option. Do they have the votes or any opposition to using that technique . Yeah, i think there will be a lot of opposition to it. We saw Lindsey Graham, i think, said that he would be top it. I thought that was surprising. He was someone that sort of counselled against that stuff in the past. But you had a couple of republicans say that they wouldnt want to change senate rules. Thats a whole new lobbying campaign coming forth. I havent seen the number of votes that for such needs to get past 60. Every morning i wake up and you have no idea what the headline will be by the evening. Its just been such an interesting ride and even hasnt been 100 days of this presidency. I cant imagine what its like for zach. And funding the government which well ask you about in 30 minutes. They have 12 days to get that done. The future of Online Privacy in President Trumps hands. The senate voted to repeal internet protections that were approved in the final days of the obama administration. These rules havent gone in effect but would have required internet providers to get your permission before sharing your personal data, web because history, app usage, geolocation. Providers would notify customers about the data they collect. The goal was to give consumers more control over the privacy of their personal Information Online at a time when everything from smartphones to refrigerators can be connected to the sequester net. Lawmakers who backed the repeal, they say this is a duplicate regulation getting rid of it will increase Competition Among sequester net companies. Democrats and privacy experts argue this effectively hands over your personal information to the highest bidder. President trump says american soldiers are fighting in iraq quote like never before. I was given warfarin in the hospital, but wondered, was this the best treatment for me . So i asked my doctor. And he recommended eliquis. Eliquis treats dvt and pe blood clots and reduces the risk of them happening again. Yes, eliquis treats dvt and pe blood clots. Eliquis also had significantly less major bleeding than the standard treatment. Both made me turn around my thinking. Dont stop eliquis unless your doctor tells you to. Eliquis can cause serious and in rare cases fatal bleeding. Dont take eliquis if you have an artificial heart valve or abnormal bleeding. If you had a spinal injection while on eliquis call your doctor right away if you have tingling, numbness, or muscle weakness. While taking eliquis, you may bruise more easily. And it may take longer than usual for bleeding to stop. Seek immediate medical care for sudden signs of bleeding, like unusual bruising. Eliquis may increase your bleeding risk if you take certain medicines. Tell your doctor about all planned medical or dental procedures. Eliquis treats dvt and pe blood clots. Plus had less major bleeding. Both made eliquis the right treatment for me. Ask your doctor if switching to eliquis is right for you. Can i get some help. Watch his head. Im so happy. A rare Public Comment from the president on fight against isis in iraq. Mr. Trumps upbeat assessment coming in the wake of an air strike that killed over 100 civilians in western mosul. Iraqi military blames the u. S. Led coalition. Listen to general Steven Townsend the top u. S. Commander. Acknowledging the Coalition Likely did play a role in that tragedy while also pointing a finger at isis. If we didnt strike in that area im telling you its unlikely but because we struck in that area i think theres a fair chance that we did it. My initial assessment is that we probably had a role in this. Heres what i dont know. What i dont know is were they gathered there by the enemy . General townsend said the type of munition used in the strike should not have collapsed the entire building where all those civilians perished. Investigating to see if there were booby traps, car bombs. Lets go live to erbil, iraq and bring in Cnn International correspondent who is just in mosul. There are a lot of concerns. Ill tell you here in this country a lot of concerns about the civilian casualties and investigation thats ongoing there. But first to the president s comments last night that the u. S. Military is fighting like never before in iraq. And doing really well. What is the characterization or assessment of that where you are. Reporter you speak to the Iraqi Military they most certainly want u. S. Support and if they could get it they would want more of it. The air assets that america brings to table is one of the key factors that allowed the Iraqi Security forces to push forward. With that fire power and air power come civilian casualties. This is a reality that america itself is aware of given the duration of its own occupation of iraq. Heres one of the key points. America and iraq both cannot risk over simplifying the situation. It was americas over simplification of the fight in iraq going back to its occupation, going back to its own battles of isis previous incarnation that was one of the reasons we saw isis reenorth america an enemy more so fist if i indicated or more capable than america ever faced and putting iraqi forces in a fight for their lives. They have to watch this enemy from the city that had 1. 2 million in it and today in western mosuls still hundreds of thousands of civilians who isis is yes using as human shields. Weve heard numerous stories from families that hand nagged to get out saying isis held their loved ones at gunpoint while using their roof tops for fighting positions Nuclear Program is another reality that the u. S. And iraqis have to deal with moving forward to avoid these type of civilian casualties. Quickly, the u. S. Role, u. S. Boots on the ground, mostly an advisory role. But what about the president s comment that u. S. Soldiers are fighting like never before there . I think it might be a bit of a mischaracterization of exactly what kind of fight america is in in iraq. They are in an air fight. They have intelligence assets. Theyve their drones. They have their advice and assist units that are forward but they still remain away from the actual front lines. We dont have americans themselves going through clearing these houses and narrow streets themselves. Thats all being undertaken by the iraqis. You have u. S. Special forces but they too are not on the front line, not kicking the doors down at this stage. So its a very different kind of fight that america is engaged in today in iraq as opposed to when the troop levels were at the highest in 2007 and 2008. We appreciate you walking us through it. Thanks. Perhaps the president s intention was to encourage or to list support of our troops which we should apply. More equal pay issues in sports. How long until things get moving and will we ever hear from the former Justice Department official who could have important information. Welcome back to early start. Im christine romans. Im dave briggs. Never tried russian dressing. On the schedule today for the House Intelligence Committee probing alleged ties between President Trump and russia, nothing. No meetings, no hearings, no nothing at all. Trumprussia probe has broken down at least for now amid a growing divide over whether house intel chairman devin nunes should recuse himself. What will get things moving again. For one thing the reining democrat adam schiff want republicans to reschedule hearings set for yesterday. Former acting attorney general sally yates was set to testify. She was expected to discuss communications between former Trump National security adviser Michael Flynn and russias ambassador to the u. I hope she testifies. I look forward to it. Calls for nunes to recuse himself is coming from democrats and one republican, walter jones. Co Elijah Cummings says this. The claim by chairman nunes that no one in the white house knew about his visit could not be true. Chairman nunes was not a white house fence jumper he was invited in. Nunes is scoffing at the suggestion he might step aside. Your going to stay as chairman and run this investigation . Why would i not . You guys need to go ask them why these things are being said. The chairman and ranking democrat on the Senate Intel Committee will offer an update on their Russian Investigation at a 2 30 news conference. It looks like questions about russia are starting to wear on sean spicer. Listen to the press secretary getting into a Testy Exchange after suggesting the media looking for kremlin connections that dont exist. I said it from the day that i got here until whatever that theres no connection. You got russia. If the president puts russian salad dressing on his salad tonight somehow thats a russian connection. Every Single Person i appreciate your agenda here. The reality here is no, no, no. Report the facts. The facts are is every person whose been briefed on the subject has come away with the same conclusion. Republican, democrat. Im sorry that disgusts you. Youre shaking your head. I appreciate that. But understand this, at some point the facts are what they are. Thats reporter april ryan arguing there. Lets bring in our digital managing editor zach wolf. Feels he has some heart burn to continue the russian dressing analogy. Maybe he worked that line out ahead of time. Its a good reminder its the president that put rush on the table by over and over on the campaign trail going out of his way to hold Vladimir Putin up as this ideal as a leader. Reporter then denying there were any sort of contacts people in his campaign and, now, Russian Ambassador or any sort of russian officials which we later learned turned out not to be true and all of the contacts we learned between his former campaign chairman, Paul Manafort and russia. Its like there was smoke and smoke and smoke. The questions are clearly legitimate for this white house regarding russia. The rob for sean spicer is that they repeat over and over and over again and its a hard position he has. The question no one is asking does the president eat salad . Does he eat salad. Theres still questions as to that. Well move on. The congressman walter jones of North Carolina, him calling for nunes to step down as head of this investigation. How does that change the debate moving forward . Reporter i think its really important that theres a republican calling for nunes to recuse himself or step down from the investigation. I would point out that walter jones, as an individual congressman is somebody who has broken with his party on a number of things, including on national security. So he probably doesnt speak for most of them in that regard. Well talk about Health Care Reform if we can. I thought this was dead ground and now were seeing these green shoots where the president is talking about, he would be open to restarting this health care negotiation. I know that were all going to make a deal on health care. Thats such an easy one. I have no doubt that will happen very quickly. I think it will happen because weve all been promising, democrat, republican. Weve been promising that to the american people. So i think a lot of good things are going to happen there. So, what do we make of this sound bite . You have pointed out on this ram before, sometimes a president uses words that dont mean what we all think they mean. Do we take him at his word on this, hell open up starting health care again. Reporter take the word easy right there. Clearly not easy. They couldnt get a simple majority of republicans to pass a bill that republicans wrote. No. Not easy. Im sure republicans as they move forward will look at ways to either go back at repeal or chip away at the law. You have the senate saying they are still moving on. You have the house still wondering how they can get back at this issue. The dynamic has not changed. Nothing has markedly changed, i think, since that bill went down for defeat. Until theres some sort of shift in what the Freedom Caucus is saying or what democrats are saying or moderate republicans are saying im not sure how they come to an agreements. They are looking at tax reform. He said health care would be easy. They switched gears to tax reform. Whether its tax reform, funding the government or health care or neal gorsuch confirmation, what does it reveal about future efforts to work with demonstrate that it appears no democrats are going to step forward and say we will support gorsuch, and that so many are stepping forward to say we will filibuster his nomination. What does that suing go with the two sides coming together on anything . Reporter it suggests Chuck Schumer will put incredible pressure on his caucus to hold the line, to sort of play the Mitch Mcconnell role, the role that Mitch Mcconnell played against barack obama which is hes the top democrat in the country right now is Chuck Schumer and hes the face of defense against this president that so Many Democrats abhor, really. I dont foresee them really trying to Work Together with republicans. Number one, they will disagree with most of the policies. Number, two they dont want to give republicans a win politically. Senators last night had dinner the president and first lady and the president , i think, was surprised that Chuck Schumer came or some democrats did come. Do you think hes working behindthescenes trying to reach out to the democrats . Just seems so intransigent right now. Is there some leadership some personality traits of this president that could get some work done on that front . Reporter certainly. Hes clearly shown himself to be good at one on one, convincing people to do things. Hes the author of the art of the deal. Lets not forget he knows Chuck Schumer. They are both from new york. They have a relationship that predates all of this. When they used to say nice things about each other before donald trump was in politics. I wouldnt look past that ultimately but out of the gate here democrats are going to hold the line. All right. Nice to see you zach on this wednesday Morning Bright and early. Day 69. She was just in mosul, just giving us a walk through of some of those streets. The president s assessment that things are going well. How is that sitting there . Reporter look its all relative. When you look at it purely from a military perspective, when you look at it purely from are the Iraqi Security forces with the u. S. Backed coalition, pushing forward gaining territory from isis yes things are going well. But thats a bit of an over simplification of whats a complicated situation. Nobody thought the battle nor result would be easy. Its one of the toughest battles in modern history because iraqis are up against an enemy unlike anyone the u. S. Has faced in either iraq or afghanistan. Isis is much more sophisticated, much more capable and has many more fighters deeply entrenched inside a city that was home to 1. 2 million civilians. Even in this last portion of western mosul you saw how hundreds of thousands of civilians who cannot flee even if they wanted to because everyone we spoke to who tried to escape said isis turned them back at gunpoint. We also spoke to numerous civilians who lost loved ones or some who hand nagged to survive the situation, isis would hold them at gunpoint in their homes while at the same time using their roof tops for fighting positions. This is a tragedy, of awful proportions. While we were in mosul yesterday we spoke to a handful of people that were in a neighborhood that had already been liberated, describing the sheer terror and horror of war. One woman we met, in fact, was staying behind because she was waiting, hoping that her husband somehow would return to her because he had been taken away by isis the day before this area was liberated. You have these stories of the nightmares that the civilians are going through. As the iraqis and americans continue to try to push forward, trying to minimize the trauma, the casualties among the civilian population that has to be taken and factored in to a much greater degree for us.
