Planes front tire blows out during takeoff. New, dramatic pictures of this smokey scene. We will take you there this morning. Wow, a lot going on this morning. Good morning, everyone. Welcome to early start. Im john berman. And im poppy harlow. Christine romans is out. It is friday, july 14th, 5 00 a. M. On the coast. New questions about what happened to a malaysian jet missing for days with 239 people on board. U. S. Officials say the plane continued to send ping to satellites for up to five hours after losing contact with radar, which means it could be up to 2,000 miles off course. The last signal seemed to indicate that it did take a turn from its scheduled route and headed out over the indian ocean. Malaysian Officials Say the Communication Systems on the plane seem to have been shut off at different times. Thats important. That could point possibly to a deliberate act. Adding to all of this confusion, reuters now reporting this morning that radar data shows the plane may have been flown intentionally towards the andaman islands. Now a u. S. Navy destroyer is joining the search, with Officials Saying there is now a significant likelihood that the plane could be at the bottom of the indian ocean. Jim clancy has the very latest for us. He is in kuala lumpur. Jim, what do you know . Reporter well, there is no doubt whatsoever that about an hour after the plane left kuala lumpur on saturday morning that the pilot or someone turned that plane around more than 90 degrees. Malaysian authorities originally called it a turnback, thought they were maybe returning to kuala lumpur. That course, though, set it going directly into the indian ocean. Malaysian government says it is aware of u. S. Reports overnight about the satellite pings, about the fact that it was sending back data. It says it is working with the federal aviation administration, the National Transportation safety board and others providing them that raw radar records, those things that are being used to figure out where this plane is located. U. S. Warships now moving east to west along what is believed to be the suspected flight path of the missing flight 370. The indian ocean depth is an average of about 13,000 feet, which may present problems. But remember, air Frances Black box was recovered from 16,000 feet. Right now, the indian navy is joining u. S. Warships in that hunt in the indian ocean. Were awaiting a press briefing later this hour, hoping to get more details from malaysian officials. Meantime, in beijing, were told that the families of the missing people aboard that jetliner are hoping that the scenario that comes true is a hijacking. Its the only one that affords them the hope they will see their loved ones again. But that may not be likely. Poppy . You know, jim, if this reuters report is confirmed again, this is not our data, this is coming from a reuters report point, saying that radar shows the plane may have been flown intentionally toward the andaman islands. Do we have a sense for how far off they were from when the plane was turned, if it would be safe to land there . Do we know what that scenario would entail . Reporter look, reuters doesnt have to tell us that. Cnn can tell you, here from kuala lumpur, what the malaysian officials told us they came out on sunday with this that plane did a turnback. Nothing automatic is going to turn the plane around more than 90 degrees. The andaman islands are simply along that path. If it was trying to return to kuala lumpur, it would have had to have turned at a much sharper angle. It didnt do that. Got it. Reporter it set a course going out to the indian ocean. The andaman islands are just along that course. Right. Thank you. Thank you, jim. We appreciate the reporting this morning. It does raise so many questions, though. All right, lets turn now to crimea, where this morning all indications are that this weekends secession vote is likely to go in favor of those who want to secede and join russia. Troops are now massing on ukraines eastern border, a dramatic buildup raising the specter of a russian invasion. In just an hour now, secretary of state john kerry is set to meet with his russian counterpart in london. Theyre trying to find a diplomatic solution to keep this crisis from getting worse. Our Nick Patan Walsh is in simferopol this morning in crimea. Nick, whats the feeling on the ground there . Reporter really, everyone looks at this as a done deal here, the referendum moving full speed ahead to bring this peninsula closer to russia, if not make it actually part of the Russian Federation itself. Were seeing moves, talk of the russian ruble, moscows time zone being introduced here. In fact, one man i spoke to yesterday considered himself a subject of russian as soon as the polls closed sunday. But yes, the real fear, whats happening on the eastern border of ukraine and russia, near an Industrial Town to the east, 8,500 Russian Troops conducting exercises which the Russian Ministry of defense said were there to make them familiar with territory theyre not particularly aware of at the moment. Thats going to be causing real fears in new government in kiev. Weve also seen an outbreak of violence between prorussian and proukrainian protesters in dinesk last night where 1 person was killed and about 17 injured, raising fears, too, that perhaps that violence could be used as a pretext for further russian intervention here. The point is, were seeing john kerry and Sergey Lavrov meeting in london to try to stem or find a diplomatic solution to the crisis in crimea, but still were finding things moving on significantly faster on the ground themselves. Its almost like its a done deal here. Its unlikely diplomacy will stop this referendum from going ahead on sunday. I think many western capitals are just hoping it stops here, and what were seeing across the border in ukraine isnt the beginnings of some further russian intervention elsewhere. The key, nick, as you said, if it is, in fact, a done deal in crimea, where youre standing right now, whats the game that Vladimir Putin is playing . I hesitate to even call it a game with troops amassing near the border there. And what are the chances that, you know, hes not going to walk back from crimea, then . Is your best bet to get him to withdraw from the border up in the Eastern Ukraine . I think a lot of people, longterm observers of Vladimir Putin, are very confused right now. Normally, you can understand what hes doing, even though you dont necessarily find it agrees with your world view. A lot of people, a lot of reports were seeing, hes got a very closed clique of advisers around him, perhaps not giving him the full picture the entire time. What is the end game . I think certainly, crimea will be part of russia or extraordinarily close to russia within the next week or so. Does he have further ambitions to bring the russian speaking parts of ukraine closer to russia or stage a similar even nonviolent venture of Russian Troops as weve seen in crimea, its unclear. There will clearly be an impact on the russian economy persisting in the weeks ahead. That could weaken Vladimir Putin. And you heard john kerry talking about very serious steps on monday after the referendum if this diplomatic offramp isnt taken. So, i think there will be a crisis ahead around the kremlin. Whether or not those inside the kremlin are aware how significant it is, well have to see. They are pursuing a distinct agenda here and i think it is troubling many people, and it isnt something a lot of people were able to predict. John . Nick paton walsh in simferopol. Our tv screen there says its still part of ukraine. Theyll be voting to decide whether that continues in the future on sunday. Thanks to nick. Happening today at the white house, president obama set to meet with immigration activists a day after ordering Homeland Security to come up with better ways of handling deportation. The white house had insisted for months that there was really nothing they could do without congressional approval, but activists are calling on the president to make changes as reform stalls in congress. And Congress Announcing a proposal to crack down on predatory poorperforming schools. The new rules are set to take effect late 2016, denying certain institutions access to federal student aid, punishing programs that saddle students with debt but do little to train them for what the white house calls gainful employment. According to the white house, students at forprofit colleges make up only 13 of higher education, but they account for 31 of all student loans. Great to see you. 30 minutes past the hour right now. This morning, there are new clues in the disappearance of a Malaysia Airlines flight 370, new leads being chased down over an area spanning thousands of miles. It has now been seven days since that plane just seemed to disappear. Now, u. S. Officials tell cnn the plane continued to send pings to satellites for up to five hours after it lost contact with radar, meaning it could have flown up to 2,000 miles off course in this direction youre seeing right now, which takes it out over the indian ocean. This morning, officials in the u. S. Are poring over data that seems to indicate the jet did take that turn from its scheduled route, headed out into that huge area in the indian ocean, which is why a Navy Destroyer is heading there now to join in the search. This amid worry from malaysian officials that Communication Systems on the plane seem to have been shut off, shut off at different times, and thats significant, because it points to the possibility of a deliberate act. And reuters is reporting its unnamed sources say the plane seems to have been flown intentionally towards the andaman islands. At a minimum, that tells you the direction the plane was flying. Perhaps thats all it tells us. Jim clancy has the latest live from kuala lumpur. Jim, what can you tell us this morning . Reporter all right, lets go back. As we look at all of those reports, this is a quickly developing story. Last sunday we had the military here, the malaysians telling us that they believe that the pilot may have attempted a turnback. Remember, off went the switch to the transponder that sends out the name of the aircraft. That can happen sometimes. The reason they have that manual switch is, if the pilot thinks theres a short, somethings wrong in the system. When he turned around i asked sources about the altitude, they say it was erratic. He got on that course and never got off that course, nobody heard from the plane again. Yes, it went towards the Andaman Nicobar island. At the time, this may have just been the setting. He may have lost navigation. He may, indeed, have been trying to get back home and land the plane. Meantime, malaysian officials telling us today that they are sharing their data with the faa and the ntsb. Theyre using that data then to shift the search out into the indian ocean to track that plane from the radar records and from those data pings that you talk ed about. The indian navy, the Indian Air Force has joined u. S. Vessels in the search along with a very advanced u. S. Surveillance plane, a poseidon, as its called. Theyre looking for the ship where they expect to find it, and its no longer thought to be in the South China Sea, but in the massive indian ocean. Poppy . And i think, jim, that that is the key here. Theyve changed the area where theyre searching to the indian ocean, a much, much larger area. And again, they seem to be working off this supposition that the plane was flown in that direction. There wasnt some catastrophic failure that blew it from the sky at its last point of radar contact, which would have been to the east of malaysia. Again, that seems to be the direction theyre heading right now with developments happening really by the hour here. Our jim clancy in kuala lumpur, thanks very much. Now lets take you to london, where a meeting is about to get under way between secretary of state john kerry and his russian count party, Sergey Lavrov. The two set to discuss the crisis in ukraine amid new drills by Russian Forces taking place along ukraines eastern border and crimeas preparations for a secession vote that could make it a permanent part of russia. Our Foreign Affairs reporter elise lavit is traveling with secretary kerry, live in london this morning. Good morning to you, elise. Good morning. Youve had the two meeting twice in the last week, daily phone calls. Any sense that this meeting is going to be different and lead to a breakthrough . Reporter i dont think theyre expecting any breakthrough at this particular meeting, poppy. I think the Obama Administration really expects this referendum to go forward on sunday. And what theyre trying to do is plan for the day after. I think theyre really looking for assurances from russia that even though the crimeans will vote and it does look like most crimeans will vote to join russia that russia doesnt take that extra step and actually annex the territory. The craukrainians said there ar formulas to talk about in terms of autonomy for the region to address russian concerns. So, thats what secretary kerrys going to be trying to negotiating with minister lavrov about, how russia can address its interests and concerns in crimea without actually officially annexing the territory. Right now hes meeting with Prime MinisterDavid Cameron at 10 downing street elise, let me jump in here. Im sorry to interrupt you diplomacy involved, but im sorry to interrupt you, elise. Well come back to you. We want to take our viewers live to a press conference in malaysia. Youve got the minister of transportation speaking, the director of general Civil Aviation along with others, the ceo of malaysian airlines. Lets listen in. Aircraft in the search. 13 countries are now involved. Our priority remains finding the plane. We are following all leads and we continue to work closely with our international partners. We are grateful for the support of our friends and neighbors who have continued to assist us by sharing their data and their resources as we search for nh370. I speak for the malaysian people when i say that our hearts are with the families and the friends of those on board the plane. Ladies and gentlemen, theres been a lot of media speculation today after comments from unnamed u. S. Officials suggested the plane may have traveled for some time after losing contact. As is standard procedure, the Investigation Team will not publicly release information until it has properly been verified and corroborated with the relevant authorities, nor do we want to be drawn into specific remarks that unnamed officials have reportedly made in the media. Since sunday, we have worked closely with our international partners, including the u. S. Team, whose officials have been here on the ground in kuala lumpur. Since wednesday, the malaysian Investigation Team have shared more detailed information as it becomes available for verification. The International Team are currently working on very fine, detailed information, but we have nothing to confirm at this moment. Widening of the investigation. The aircraft is still missing and the search area is expanded. Two days ago, the search area was widened to include the andaman sea. Together with our international partners, we are now pushing further east into the South China Sea and further into the indian ocean. We want nothing more than to find the plane as quickly as possible, but the circumstances have caused us to widen our search. A normal investigation becomes harder with time, i understand, as new information focuses on the search, but this is not a normal investigation. In this case, the information we have to process further and further afield. Engine data. Yesterday, we rejected a media report in which unnamed officials said that engine data showed the plane had kept flying for hours after last contact. We checked with boeing and rolls royce, who said the reports were not true. And i quote this is a statement from rolls royce rolls royce continues to provide report to the authorities and malaysian airlines. Rolls royce concurs with the statement made on thursday, the 13th of march, by the malaysians transport minister regarding Engine Health monitoring data received from the aircraft. Yesterday, authorities cited two oil slicks in the South China Sea, 16 nautical miles south of the last point of contact with mh370. The first slick was investigated and analyzed and found to contain tiny traces of jet fuel. No jet was found in the vicinity. We do not believe the slick is linked to mh270. Some from second slick was investigated and analyzed and did not contain jet fuel. The Investigative Team accepted help from all those who can help locate the missing location. When we receive new information, and it has been very fine, we act accordingly. Wherever there is a possibility, we have a duty to investigate it. From the beginning of the crisis, we have worked hand in hand with all the relevant authorities, including international agencies, experts and aircraft manufacturers. We have daily technical meetings with all the key players. We have followed the protocol set out by the international Civil Aviation authority. We have been in regular contact with our neighboring countries, and we have welcomed all international offers of assistance. We are committed to one aim, which is to find mh370. Okay, ladies and gentlemen, well start a q a session with the local media for the first part of it. Well start on this corner. [ inaudible question ] let me just answer the second part of that question, and then ill answer the first. In regards to the turnback, it was very clear that the chief of the air force indicated on saturday, if im not mistaken, that though there is information of a turnback, but it was not 100 identified to be mh370, and that is why we have expanded our search to the straits of malacca now further on, as i have said in my statement. That has not changed. On the first question, we are now working very closely with our team from u. S. To get whatever information of satellite the u. S. Have. We are working with that to determine where the aircraft. We cannot reveal the information right now because its still under investigation. And also, this evening, the team from the aircraft exit investigation from the uk and experts from rolls royce will arrive, and they also indicated they are studying the possibility of satellite complication whatever they have and will share it with us, and we are doing that investigation right now. So, we cannot reveal again until we have verified information and confirm the possibility of where about the aircraft is. Thank you. Okay. [ inaudible question ] [ speaking Foreign Language ] yes. [ inaudible question ] under the protocol of international Civil Aviation organization, the state to leak the accident investigation, in this case, we still categorize the incident as missing aircraft. And it says, if the missing aircra aircraft, it cannot be determined. The state of register has to carry out investigation where about the aircraft. In this case, the state of registration is malaysia, and we are following strictly the protocol of the international Civil Aviation organization. Thank you. Yes . Yes, over there. [ inaudible question ] i cannot confirm whether there is no hijacking. Like i said from the start, and ive been very consistent, were looking at all possibilities. As regards to moving on to the straits of malacca and andaman sea, like i said, we have to confirm that the primary military radar actually ive that as mh370. [ inaudible question ] well, we welcome all assistance. In this case, i think the fact that we lost contact with the aircraft and we dont know where about of the aircraft, except for what air force has provided, and that was to be corroborated. So, i dont think we can make a comparison until we find the aircraft. And this is where i like to stress, our focus must be to find the aircraft, and hopefully, the black box, because that will help us look further ahead and what sort of cooperation that we need, especially on the air france crash, which took some time to recover and get more details of. Yes, please. Limit to one, please. [ inaudible question ] like i said, that is crucial, because ill be the one, the most happiest person, if we can actually confirm that that is the mh370, because then we can move all of our assets from the South China Sea to the straits of malacca. At the moment, im not in the position to do that. Yes, please. [ inaudible question ] they think the unique information from the malaysian, how they came up with this kind of unless they come up with more specifi specifics, i dont think i should entertain that sort of questions or that sort of speculation from anybody. Yes, please. Please stand. Okay. [ inaudible question ] from the plane after it lost contact with the control. Sorry, can you repeat that question, please . The satellite receipt, after it lost contact with control center the satellite does not receive any distress signal from the aircraft, no. The ping . Electronic pings. Electronic pings. Pings. Pings. What the u. S. Team are doing, they tried their best to get whatever sources from their satellite system to come up with a possibility, as i mentioned just now, possibility of where the aircraft should be. As i indicated yesterday, we are now sharing information we had normally shared because of National Security with agencies that could assist us. And this new information, or the availability of this information in our hands is shared to these experts are now being digested. I hope within a couple of days that they can come to some conclusive position on what you asked earlier. Then i will immediately inform the media. Yes. From where, sir . [ inaudible question ] i think weve already said that. We already said that earlier. Okay, hold on [ inaudible question ] reports suggest that you dont want to go into that next. Next, please. The timeline, when we finalize it. Next, please. [ everyone talking at once ] weve said it. Yes. Over here, sir. Yes. [ inaudible question ] [ speaking Foreign Language ] hold on, please. [ inaudible question ] okay, next. [ inaudible question ] all right, weve been watching a News Conference from malaysian officials, including the transportation minister. Hes clearly frustrated over the reports over the last few days that have been coming out from unnamed u. S. Officials. Right. But he did confirm some key points here. He did confirm that the search area has expanded in the search for 370. Into the South China Sea and further into the indian ocean. Right, east into the South China Sea, where theyve been looking, but the new shift is out into the indian ocean. Right. Which is where, talking to u. S. Officials, according to cnn, this is where they may be headed. They say theyre basing this supposition on satellite pings that had been received, showing that that plane had pointed in the direction of the indian ocean and may have been flying for hours that way. Now, this malaysian official would not comment on the satellite pings. Right. Said they are still analyzing that data, though he did go out of his way to deny the reports of engine data from yesterday, which was a totally different issue. Citing statements from rolls royce and boeing. Right. But the important thing is he did not address the key issue, which is whether they have satellite pings confirm taking was heading to the indian ocean. The fact theyre searching there is almost confirmation of that. Also saying look, were sharing more information than we normally would due to National Security concerns with other agencies, saying this is not a normal investigation. Of course, it is not a normal investigation at all. Bottom line, the aircraft is still missing. Theyre saying that is the key right now, to find it, but not many leads here still. And the search area expands. All right, well keep following this. Were going to take a break and be back in a moment. That someone directed the plane perhaps toward the andaman islands. The basis for that report is that the radar data apparently suggests the plane was following a navigation l route investigated someone with Flight Training was at the controls. This comes after a senior u. S. Official told cnn theres a significant likelihood the plane is at the bottom of the ocean. Malaysian Authorities Say there were signals transmitted. Those pings came from over the indian ocean which would put the
