Where a truce appears to clearly be falling apart. Youre looking at live pictures from Independence Square in kiev, where protesters and police are clashing once again at this hour. There are reports of more deaths, more injuries after some of the worst violence in that nations modern history, drawing International Calls for both sides to stop. Our Nick Paton Walsh was just down in Independence Square. He has been covering this throughout the night. You were down there, nick, as the violence escalated. What are you seeing . What is happening . Were just seeing some reports of, apparently, what appear to be dead bodies found in the hotel right where you are . Reporter well, let me give you some context. The hotel is used by many media and has now become the bottom floor a kind of triage Medical Center for those protesters who have been injured. My colleague, todd baxter, has been down there and to his count, 11 dead bodies under sheets, presumably that are dead, beyond any help at all. Weve been hearing gunfire pretty much throughout the morning. It comes in phases, then it stops. Ive just heard what sounded like a couple of shots over to my left over there. Let me wheel back and explain to you how we got here. This morning, many of us awoken by what sounded like gunfire, consistent, then we saw bodies of protesters being taken down the streets, away from what seemed like the new police front lines, further up the road here to my left. Now it seems, according to different accounts, that at some point in the morning, the police suddenly withdrew. We dont quite know what caused that and there are varying accounts from protesters, some suggesting that snipers began shooting at them, and they fired back. Then the police led, some say maybe a stun grenade was used, hurting protestorsers, causing them to move forward. Others suggest the police left to create a vacuum for protesters to move forward. So, lots of confusion about how we got to this point, but no doubt what followed. Theres been gunfire aimed at protesters. I havent seen myself who fired the shots, but weve seen the rounds of bullets of ak47s weapons. Ive seen about a dozen people wounded or dead people being brought down from the roads around where im standing. That hasnt dented at all the protesters. They are building new lines on all the roads where they had lost 48 hours ago when the police advanced. Theyre building new lines there. Some have tire fires. Some in the other corner simply have massive people standing arm in arm, blocking the police from moving forward. A very worrying situation here. Just eight, nine hours ago, i stood here talking about the possibility of peace talks. Thats clearly out of the window. And nick, of course, this is just hours after we heard president obama making those comments in mexico yesterday, talking about a line that must not be crossed in ukraine. We also have the french, german and polish Foreign Ministers arriving today. Has there been any response to what the west is saying about this . Reporter im sorry, i cant hear your question, forgive me. But basically, the other issues were dealing with here are reports that parliament has been evacuated. We have not heard confirmation of that ourselves or any information to back it up. We are expecting we were expecting three key eu Foreign Ministers to arrive in the country at some point this morning to try and bolster any kind of negotiation going on. French, german and polish. We dont know if thats still happening. Things have changed here quite dramatically, even from the last violence we saw 48 hours ago, because there is, oddly, a sort of vacuum of Security Forces in much of the area here. Now, thats because they did move back, perhaps because they felt theyre under attack or perhaps because they tactically chose to do that. Thats not clear at this point and that will be the discussion point for the days ahead. The major fear now is what happens next. What is going to be the response from the ukrainian Security Forces . Yesterday they were talking about how this had prompted an antiterror operation nationwide. The concern is, is the army now going to get involved now live gunfire is being used . What will the police do in response . One dead policeman, we hear, according to official reports at this point. Back to you. Our Nick Paton Walsh reporting live in kiev, ukraine. Nick, thank you. We appreciate it. Now we go to venezuela, where tensions are high as well this morning where the Opposition Leader remains behind bars amid intense protests that have now left five people dead. The latest victim, a 22yearold beauty queen who was shot in the head during demonstrations in her home state west of caracas. President nicholas ma doura in a televised speech overnight called the demonstrators fashist and said someone who doesnt like venezuela leave. Protesters demand maduro resign. Now a threat that has airlines keeping a closer eye all travelers, a warning that once again terror groups may be trying to hide explosives in shoes. Intelligence officials tell cnn that information gathered overseas shows that work may be under way on new methods of sneaking bombs on planes. Dhs warning is nonspecific, but the university of people who have desire and capability is not large. Its al qaeda and al qaeda in the arabian peninsula. Id be as concerned about the bombmakers as i am about the bomb. Youd be surprised how difficult it is for a Terror Organization to find a bombmaker with the sophistication to build a shoe bomb. Were not talking about a roadside device. Were talking about something that can get past sensors in an airport. So, id be trying to figure out not only how to top the bomb, but how to find somebody that can make Something Like this. It is important to note that this warning is apparently not tied to any specific known plot. This, of course, comes some 13 years after richard reid attempted to detonate a bomb in his sneakers on a flight from paris to miami, leading to the new tsa rules that we must all take off our shoes through security checkpoints. And you may see tighter security if you try to get on a plane in the next few days. Today in vienna, the latest round of talks over Irans Nuclear program are wrapping up, and all sides have reportedly reached a deal, setting the framework for future talks expected to begin next month. Six world powers, including the u. S. , are trying to reach a longterm agreement to rein in Irans Nuclear ambitions and ensure it does not work towards Building Nuclear weapons. It is expected to take six months before a final agreement can be reached. New details about efforts to bring home an american soldier captured along the afghan pakistan border. Taliban officials tell the Associated Press they have been holding indirect talks with the United States over possibly exchanging five Guantanamo Bay prisoners for bowe bergdahl, an american sergeant. He is believed to be held by the Pakistani Taliban since 2009. U. S. Officials have also confirmed those talks to cnn. And breaking overnight, a new condemnation of a u. S. Drone strike that killed at least a dozen people in yemen. The Group Human Rights watch says the strikes failed to comply with the obama administrations own rules designed to protect civilians. The People Killed were part of a convoy leaving a wedding. The report says shrapnel even hit the bride near her eye. Now abandoned, Homeland Security plan to build a nationwide license place database. Officials are pulling back a request that had been posted for a proposal from a private company for some sort of system that would scan license plate data that could then be used to track down cars from coast to coast with the time, location, et cetera, where they were spotted. Well, Homeland Security leadership apparently had no idea that this proposal was made. Theyre reviewing that at this moment. All right, more now on the weather. This morning fears are rising along with the temperatures now in a big part of the country. All of the snow thats piled up for weeks that we have been seeing, it is all melting. Yesterday i walked outside, i thought it was raining, and the doorman said, no, its just the snow melting from the room. Just warm. But that could mean flooding for a lot of people and sheets of ice falling off building. Plus, heavy rain is set for the midwest, only making the snow melt faster. All the melting snow that weve gathered over the last couple of months, that snows going to begin to melt. Its going to run to the roadsides, its going to stand in the roads, its going to stand in culdesacs in the subdivisions. Its going to have a really hard time getting off the road. Yuck i mean, snow, snow, snow, now rain, rain, flood. Snow, rain. What next, Indra Petersons, locusts . Yeah, right . Unfortunately today, its not even going to be the flooding concern thats the highest concern. We actually have a threat for Severe Weather and blizzards out there. So, the combination is high. Take a look. Looking at the arrowhead of minnesota, talking about possibly over a foot of snow with strong winds, 6 to 13 inches possible in through wisconsin today. So still snow is out there, but look, just farther to the south youre starting to see a lot of activity. Look at all the lightning out there. Chicago going to have a tough day with strong winds and heavy storms making their way through and they are not the only ones. Take a look, talking about 37 million of you under the slight risk area today. Were talking about strong thunderstorms and even the isolated threat of tornadoes will be out there today. Why . Look at this temperature contrast. Were talking about 70s here into the south. You have cold temperatures and blizzardlike conditions up around the lakes, so you have a system make its way right through the middle, and once again, you have that setup for Severe Weather. We talk about 37 million of you today, but by tomorrow, the system makes its way farther to the east, so midatlantic through florida looking for a threat for Severe Weather. Heads up, it is warm. At least enjoy that because another blast of cold air comes next week. Of course of course it is this has been the worst winter. Horrible on so many levels. Wonder what that means for the summer. Nice, nice. Thanks, indra. New this morning, just how far have we come in this economic recovery . Our Christine Romans is in San Francisco, where she got to sit down with the treasury secretary to ask him that very question. So, i want to know what jack lew had to say, but my goodness, what time is it in San Francisco . Oh, it is early and you know what, ill tell you what, jack lew, the treasury secretary, and i were so happy to not be in the 5foot berms of snow in new york, so we were really enjoying San Francisco. Beautiful out here, although it is very, very early. Hes on his way to sydney for the g20 meeting and i got a chance to sit down with him, talk about the economic recovery. He said were moving along, the economy is recovering. There is a lot of progress he can cite over the past five years, but this administration really, really wants to raise the minimum wage, and thats something he says is going to be priority number one in the days and months ahead. Listen. I dont believe that its right for people to work for 40 hours and take home pay thats below the poverty line. The president made it very clear that as a country, we have to make sure that if you work full time, youre at least at the poverty line. Do you think you can get that done this year . Do you think you can push i know the president s done executive order on a small sliver of the federal workers. Hes done executive order. Were going to keep pushing at it. Its obviously not in our power to force congress to act, but we can make the case for it and we can have the American People make the case for it, and were going to continue pressing, because its the right thing to do. Cbo report this week really gave the people against it what they feel is ammunition, you know. It would be a job loss, it would be a Poverty Alleviation program on the backs of Small Businesses whod have to pay for it. I think if you look at that cbo report, it also showed that it would take almost a Million People out of poverty. You know, one thing about American People generally is if theyre doing well, they dont begrudge other people doing well. Right. They want a chance to have a middleclass job, and we can solve that problem. I also asked him about income inequality, guys, and he said were not going to fix in a year or a few months something thats been going on for about 30 years, you know. So, hes concerned about these biggerpicture issues but in the near term really pushing for that minimum wage increase. Meantime, watching the markets right now, you guys, its an ugly, ugly start to the day in europe, in asia, and futures are lower right now. So, were really going to watch to see if theres a selloff overall. Well also be watching facebook shares. Im right here in San Francisco, silicon valley. And if you really sniff, you can smell money there is money in this town, im telling you. Facebook buy iing this app for 9 billion. Think about this, this company is only 5 years old buying this online messaging service for 19 billion. Theres a lot happening out here. Wow. Facebook shares down a little bit this morning. You know, its interesting. Watching at the open how wall street reacts to that, because think about it, they bought instagram for 1 billion. This is 19 billion. Then i looked at the numbers, 450 million users whatsapp has, adding millions every day. I tried that when i first had a blackberry. Do you use it on your iphone . You can use it on your iphone, but christine, i was so surprised and theyre young customers, young messagers. Theyre young. Don, they dont need you, my friend. What are you talking about . Im barely out of high school youre right facebook needs young people, and thats what theyre buying, theyre buying for 19 billion, theyre buying a whole new market. Right. The stock is down a little bit Facebook Stock is down, but im going to tell you, that stock hit a record high yesterday, up 27 from earnings in january, so facebooks been on a tear. Theyve got the money to spend. Boy, theyre spending it. And zuckerberg said of whatsapp, no one in the history of the world has done anything like that in terms of getting that many users that quickly, so we will watch. Interesting acquisition. Christine, thank you and great interview. Get some sleep. Thank you. Congratulations this morning to someone or some people in california, very, very rich right now. At least 20 people were killed today. We are live with the very latest for you. Terror alert at the airport. Why Homeland Security believes terrorists could once again be using their shoes to smuggle bombs on board planes. And temperatures are rising. The snow has stopped falling, but there is a new weather warning for a big part of the country. Indra petersons is tracking this one for us. Welcome back, everyone, to early start. Im don lemon. Im poppy harlow. It is 31 minutes past the hour, 5 31 a. M. Here on the east coast, and we are tracking breaking news. Were going to start with breaking news from the ukraine, where this morning a shaky truce appears to have fallen apart in kiev. Live pictures now. This is Independence Square, where protesters clashed with police once again. At least 20 more people are now dead in todays fighting. The city torn apart by some of the worst violence in that countrys history. Were going to turn now to cnns Nick Paton Walsh. He was down in independent square in the middle of the latest clashes. So, nick what did you experience and whats happening there right now . Reporter now, john, there is a temporary calm. I should say, every once in a while its shattered by gunfire that goes down to the left. About half an hour ago, i saw a couple of bodies being taken down there. This has been the main street where the clashes have happened. Let me wind back to this morning. Those of us in this hotel where i am broadcasting out of, many journalists woken by the sound of what seemed like gunfire nearby. According to some of the protesters i spoke to and their stories arent unanimous, theyre sort of scattered and differing they said at one point in the morning, police withdrew back, pulled back from their original positions. One protester saying its because a Police Sniper fired at protesters, protesters fired back at them. Another suggesting a stun grenade went off, causing protesters to move forward, simply a tactic police used to create confusion. Then, it seems protesters moved down towards the positions police had previously occupied, and then some sort of exchange of gunfire happened. We know the protesters, as many as 20, have been killed, according to opposition activists here. Weve seen 11 what looked like dead bodies in the lobby of the hotel where im standing. Its been turned into i temporary Medical Center here. What has since happened then is the protesters, seeing a vacuum of Police Presence here and just the occasional bit of gunfire, and weve seen ak47 rounds on news, the shells of them and actually some of the bullet heads have gone into the hotel where we are as well. And many shotgun casings inside the areas where the protesters would have fired from. So, there clearly has been a lot of small arms used here this morning. Were now, of course, seeing police being moved back and protesters taking up new positions further down the road from where they previously were, roughly recreating the lines of 48 hours ago police broke through. The fear now, john, is because were seeing this sort of standback approach from the police, although we are still hearing occasional gunfire, which we can only presume is coming from their direction it seems to be coming from their direction what exactly is the next move by ukrainian Security Forces . Yesterday they called terrorists they called these people terrorists and an antiterror operation was needed against them. The president , yanukovych, said there were sort of radicals in the ranks of these protesters here. Now, even though nine hours ago talk of a truce was being passed around between the opposition and the president , thats evaporated, and were now seeing possibly the worst violence yet in terms of the use of live gunfire here on the streets of ukraine. John, this is the very center of kiev. This is times square in ukrainian terms. Its now, frankly, a war zone in many ways, the floor torn up to be used as missiles by protesters. A lot of things burned there, rubble, constant feeling, i think now amongst protesters, theyre waiting for the response from the authorities. Back to you, john. All right, Nick Paton Walsh, thank you very much for that. Now to venezuela, also racked by violence this morning. The Opposition Leader remains behind bars as the death toll from intense protests has now reached five. The latest victim a 22yearold beauty queen who was shot in the head during demonstrations in her home state west of caracas. President Nicolas Maduro in a televised speech overnight calling the protesters fascist, saying anyone who doesnt like venezuela should leave. The protesters are demanding maduro resign because of the faltering economy there and surging crime. This morning if youre heading to the airport, expect closer security or scrutiny at the security checkpoint. Homeland security is warning airlines to keep a closer watch on travelers because of terror groups that may once again be trying to hide explosives in shoes. Intelligence officials tell cnn this is all based on information gathered overseas showing work may be under way on new methods of sneaking bombs into planes. The dhs warning is nonspecific, but the universe of people who have desire and capability is not large. Its al qaeda and al qaeda in the arabian peninsula. Id be as concerned about the bombmaker as i am about the bomb. Youd be surprised how difficult it is for a Terror Organization to find a bombmaker with the sophistication to build a shoe bomb. Were not talking about a roadside device, were talking about something that can get past sensors at an airport. So, id be trying to figure out not only how to stop the bomb but how to find whoever can make Something Like this. The warning is apparently not tied to a known plot and comes some 13 years after richard reid attempted to detonate a bomb in his sneakers on a flight from paris to miami. Thats led to new tsa rules that travelers must take off their shoes at Airport Security checkpoints. A deal to tell you about between iran and six world powers over future nuclear negotiations, as the latest round of talks wrap up in vienna. Reportedly, all sides have agreed to a frame work for future talks likely to resume in march. Those negotiations are working towards some sort of longterm agreement to rein in Irans Nuclear ambitions and ensure that it does not build atomic weapons. It is expected to take at least six months before any kind of final agreement can be reached. Breaking overnight, a new report claims the u. S. Broke its own rules in carrying out a drone strike in yemen that left at least a dozen people dead. The Group Human Rights watch has the strike failed to comply with the obama administrations protections designed to avoid civil casualties. The People Killed were part of a convoy leading a wedding. The report says shrapnel even hit the bride near her eye. And this morning theres another hangup for a very controversial pipeline. A judge in nebraska has rejected a law that would allow the keystone excel pipeline to run right through that state. Nebraskas attorney general is appealing that ruling. President obama has not yet signed off on the pipeline, which would carry some 830,000 barrels of oil from canada to texas every day. And breaking overnight, a new leak at the troubled Fukushima Nuclear plant in japan. Its operator says some 100 metric tons of radioactive water got out of a holding tank and is being absorbed into the ground. The company does not believe the water got into the pacific ocean. No water is now flowing into that tank. And now to the u. S. Economy and whether or not it is improving in a meaningful way. Our Christine Romans got a chance for a rare interview with the u. S. Treasury secretary, jack lew to ask him that question. I know you also asked about minimum wage, income inequality. What did he have to say . You know, its interesting, poppy, because basically, theyve gotten more work done in washington the past four months than they did the entire two or three years prior to that, and jack lew, the treasury secretary, remarking that, you know, there seems to be he doesnt want to overstate it, but there seems to be this thawing, if you will, in washington, thats allowing them to get some of the president s priorities done. Listen to what he thinks thats going to portend for the future. You look over the last year, weve gotten a lot done. Weve made Real Progress implementing financial regulatory reform. Weve seen a little bit of regularity return to washington, where you know, we had a budget agreement at the end of the year, an appropriation bill in january. The debt limit was approved. There was an agreement after years on a farm bill. And maybe, just maybe well be able to for a couple of years continue doing business that way and keep doing the business of the morning people. More action in four months than we saw in two or three years. Yeah. And you look at the Economic Growth over the last six months, a decided arc of progress. A decided arc of progress. And he notes that we have a lot of work to do. We talked about income inequality, we talked about how we have to grow these big, good, middleclass jobs, and thats still a trouble. He goes back again and again, you guys, to training, education, Early Childhood education, a very big picture of this Administration Still at this point. Raising the minimum wage still a priority. Will they be able to get that . Not clear. Immigration reform still a priority. Hes actually more confident on that right now than hes been in some time. Meanwhile, look at the markets, guys, this morning. Around the world, looks like a selloff. Well see if that filters into the u. S. Futures are down right now. In russia this morning, two punk rock activists are recovering after a brutal beating in sochi. The women attacked by militia members armed with horse whips while trying to film a music video. Our ivan watson is live in sochi with details. Ivan, what happened . Reporter well, this new music video has just hit youtube. Its by this dissident russian punk band, pussyriot, and it basically slams the sochi olympics and the russian governments 50 billion price tag to pay for this. It also slams the russian arrest and detention of critics of the russian government, and the song is titled putin will teach you how to love your country, and its quite ingenious, because it incorporates video of the arrest of the pussy riot band members here in sochi on multiple occasions over the past several days and how they were beaten by russian cossacks in downtown sochi yesterday. Now, i caught up with the band when they gave a makeshift press conference in a park here in sochi after they were denied permission to do the press conference in a local hotel. It was a bit of a bizarre scene, because a number of pro olympic students showed up, carrying around raw chickens and wearing a chicken costume and yelling, we like to have sex with chickens. Pretty bizarre there. There were also a lot of plai plainclotheds Russian Police officers on the scene filming the young women as well. Theyre trying to raise the alarm and saying, alleging that the moment the International Attention lifts, when all the foreign media leaves sochi at the end of the olympics, theyre afraid that the russian government will come down hard on them and on other critics of the russian government. Poppy . Wow. No doubt a lot of people are going to be going to youtube and watching that exact video. Ivan, appreciate it this morning for us. Thank you.
