I asked him what a future living with the virus might look like, especially without a vaccine ready. This is not something that somebodys going to go into a lab with and suddenly come out and say, you know, eureka, i discovered it. Here it is. The process of developing a vaccine normally requires years of effort to come up with something that is capable of provoking immaune response to test its safety. No vaccine is going to be 100 effective. It may not work in people with a reduced immune system, for example. Then actually scale up its production of a vaccine is an incredibly frail, fragile, vulnerable process. We see this every year with problems producing our annual flu vaccine. We see it with vaccine shortages around the globe. Its more like baking a cake than a chemical process where you can churn out millions of tablets or millions of doses. Its a fragile process because good many different components, the glass wear, the needles, the packaging. It needs to be distributed into a cold chain. The temperature needs to be maintained all the way through. It is not a trivial task to administer a new vaccine to millions of people. That requires creating an infrastructure. It will require massive team work across medicine and across many other disciplines. It will be important to begin laying that infrastructure. It is an enormous challenge that is going to be difficulty doing it in an equitable way within each country and between countries. Which dont know which countries we do know many countries do not have vaccine producing capability. There will have to be a way of who to target as well for the vaccine. For the economy to fully recover, people will have to be fully confident. That may await a vaccine. In the coming hours, President Donald Trump is set to meet with leaders of the Restaurant Industry which has been one of the hardest hit sectors of the u. S. Economy. It will be the same all the way through the canteens. They wont enter at the same time. They will have staggered times. All of that means that theres much less people producing cars and fewer people on the factory floors. We expect 80 of people to be back to work. Car sales were down 97 . Recovery will be slow given the surge in unemployment which continues to tick higher and the risk of recession. On sunday france recorded more than 480 fatalities bringing the death toll to more than 28,000. Thats nearly 400 higher than the previous day, but a Health Ministry spokesperson says thats due to revised figures they received and doesnt represent a sharp rise in fatalities. For the First Time Since march, the daily number of new coronavirus deaths in spain has dipped below 100. This comes as the country further eases restrictions. On monday, 45,000 people on four Spanish Islands were transitioned to phase 2 of the governments reopening plan. That means sporting and Outdoor Activities will now be allowed to take place freely. Most of the nation, however, will remain at phase 1. Meantime, brazil has overtaken italy and spain and now has the fourth highest number of coronavirus cases in the world. And the mayor of san paolo warns that if people dont follow the guidelines, they could collapse very soon. We have the details. Reporter another difficult weekend for the country of brazil. On sunday evening the government there reporting an additional just about 8,000 cases or so. That pushes the total amount of confirmed cases in brazil to more than 241,000. That total amount of cases good for fourth highest out of any country in the world, but given the amount of day to day, daily increases in new cases that weve seen in brazil over the past week to ten days, it is very likely that over the next week, if not in the next few days, brazil will overtake the United Kingdom for third place on that list, at which point it would trail only the United States and russia in terms of total amount of confirmed cases. Meanwhile, the death toll in brazil has now topped 16,000 as political controversy continues to swell there. It was just last week that the Health Minister of brazil resigned. It was the second Health Minister to resign since the outbreak began. The president himself continues to downplay the threat from this virus. He wants to ease quarantine measures. The fact is, the numbers dont lie. They tell a story and the story they tell is each day the cases continue to go up. The death toll continues to go up. It comes as Prime Minister Boris Johnson announces there is public frustration with the rules of easing the lockdown. Whats he going to do about that and the fact that the fears the doctors have of getting covid19 in a recent survey . Reporter weve seen Boris Johnson, what he had to say. He wrote a piece where he attempted to draw light under what was not a very good week for the government following confusion over his muddled message which is stay alert. He wrote that he can see, in fact, people being frustrated with some of the new rules but went on to say what were trying to do is something we havent done before. That is trying to risk easing lockdown and not another high risk of covid19. That is worrying and what they need to do in baby steps. What is being asked is much more complex than staying home. What we are seeing here is the places like wales is not lifting the lockdown. The city of liverpool has decided to go against the Prime Minister and not have sports until june. Nearly half of them, 48 of them are concerned or very concerned about attracting covid19. That number rises quite significantly, 76 among black, asian, and ethnic minorities, doctors who are worried about contracting covid19. 16. 5 of all doctors surveyed says they found themselves in a position where they couldnt get ppe in the last few weeks. The president of the World College of physicians, while people assume everything is okay on the front line, the morale is good, this shows that isnt the case. Yes, testing is improving and ppe, theyre getting more ppe. What is showing is this is still taking a while. 14 of those surveyed said it took more than 4 days to get results. The white house wants to thank its workers for producing medical supplies during the pandemic. While the administration has praise for ford, its critical of an agency at the forefront of the fight. Jeremy diamond has our report. Well, it would be remarkable at any moment for a Top White House official to criticize a government agency, but particularly remarkable when its a senior white house official criticizing the centers for Disease Control amid a global pandemic. That is exactly what we heard from Peter Navorro, President Trumps top trade advisor who criticized the cdc on sunday for its early testing failures. Early on in this crisis the cdc, which really had the most trusted brand around the world in this space really let the country down with the testing because not only did they keep the testing within the bureaucracy, they had a bad test. That did set us back. Reporter navorro is right in his criticism here that the cdc made critical mistakes early on that delayed the release of accurate testing kits across the country for several weeks. That was one of several early missteps by the trump administration. So the question is why is navorro singling out the dc . What we do know is that it comes as there are rising tensions between the white house and the centers for Disease Control. Part of that tension stems from the disagreements of how the cdc is tracking data related to this virus. Then theres also those detailed guidelines. 68 pages of guidelines that cdc officials have compiled for how businesses and states can continue to reopen. The white house shelved those plans and said releasing six pages of far less detailed guidelines last week. As there is some inattorney firing in the trump administration, we are hearing some criticism from a very prominent voice on the outside. That is the former president barack obama who, you know, just a week ago had been criticizing President Trumps response to the coronavirus as anemic and spotty calling it an absolute chaotic disaster. He offered some more criticism, this time publicly. Theyre going to address the graduates on saturday. More than anything this pandemic has fully finally torn back the curtain on the idea that so many of the folks in charge know what theyre doing. A lot of them arent even pretending to be in charge. Reporter President Trump has been repeatedly attacking former president obama, leveling a series of unsubstantiated allegations against him, including saying he was part of a conspiracy to undermine his presidency. President trump did respond directly to that criticism from president obama. All he had to say was that president obama was grossly incompetent as president. Jeremy diamond, cnn, the white house. And cnn spoke with a senior official at the cdc who noted the agencys director, dr. Robert red field, was appointed by President Trump. The official says if there is criticism of the cdc, ultimately that is a criticism of the president. Jeremy mentioned the vague guidelines from washington about how to reopen america safely. States are forging ahead anyway. 48 states have now eased at least some restrictions. This comes as 11 states see a rise in the number of confirmed cases. The governor of texas is allowing more businesses to reopen today despite a big jump in cases over the weekend. Cnns ed lavandera has more. Reporter this weekend texas reported its most dramatic increase in the number of new coronavirus cases. More than 1800 cases reported on saturday alone. On sunday those numbers dropped to 785 new cases but if you take a closer look, it also came based on less than half the number of tests that were reported on sunday. If you do the math, it comes out to about the same percentage. This really underscores this growing concern among especially many big city leaders here in the state of texas as to whether or not the economy is opening too fast too soon. State Health Officials say the reason for the dramatic increase over the weekend is because of testing being done in the texas panhandle area around amarillo where there are a number of meat packing plants and workers infected with the coronavirus. State Health Officials say there has been localized and focused testing on those areas. That is in large part why we saw such a dramatic increase. 734 of the 1800 cases reported on saturday were told came from that texas panhandle region. This is still an area of great concern as the governor here continues to push for the reopening of the economy. Its hard to imagine barring any other jarring medical data that would be coming out here that this plan to reopen the economy will not continue. The governor has scheduled a press conference for monday announcing more reopenings on the same day that gyms and workout facilities will be allowed to reopen for the first time as well since this pandemic started. Ed lavandera, cnn, dallas. New york became the epicenter of the u. S. Outbreak early on. It still has the most deaths and infections, but its seeing a major dropoff in new cases. Good news. Net change is down. Intubations is down. And new covid hospitalizations are down. Number of deaths are down, 139. At a different time in place if i had that news to deliver, that would be incredibly shocking to people. Only in this environment is it not shocking and relative to where we were, its good news. Reporter a among good news, reopening in lesser populated areas. On sunday mayor bill de blasio said the beaches will remain closed. As the weather improves, people are coming out. Here in this park in parkland people painted circles six feet apart to keep people distant. Florida is about to further ease its restrictions. The state has already allowed some shops and public spaces at most of the state to enter its phase one reopening. Now the governor will include two counties hit hardest by the coronavirus. Starting monday, miamidade and broward counties in south florida can begin reopening. Miamidade has 1 3 of the cases in florida. More than 15,000. On sunday floridas Health Department reported a spike in new cases statewide. More than 700. Still, miamis mayor says the city is taking a cautious approach. People who are flagrantly violating the rules and are not demanding customers comply with social distancing norms and complying with the masks, well have to shut them down. The biggest issues are airports and air travel. Im not sure anyone feels safe right now. I think thats going to be an issue. Obviously well see how this reopening go. Hopefully the cases continue to go down so we can enter phase 2 in 14 days. Some of the trends are concerning and the fact that we just had a oneday spike, its just one day but its something that we have to look at, monitor carefully. And the pandemic is taking a financial toll on countries around the globe, including japan. First quarter gdp data shows its now slipped into a recession for the First Time Since 2015. The worlds Third Largest economy was already struggling beforeolympics, which may have provided some economic boost, had to be postponed. Now economists predict the situation could get much worse. Theyre crafting that now. Its likely to come out by the end of the month. Theyve already spent 1. 1 trillion to shore up the economy. Over 200 covid19 patients have been treated here. Several needed intensive care but the numbers are rising. We have a full bed capacity, that isnt enough. If we get more than 24 patients requiring mechanical ventilation, then you are definitely going to have a problem. Reporter a chronic shortage of life saving equipment in the region has doctors embracing themselves. While the World Health Organization s across africa. We need 100 more ventilators. Weve yet to receive any of them. Hes thankful to have one thing. An oxygen plant. Imagine areas of kenya, they have trouble to get access to this. Reporter kenyas government has vowed to mass manufacture ventilators to meet the demand. An intensive Care Specialist at the University Hospital says sourcing equipment is only part of the problem. The bigger problem is the human resource, the technical know how to operate the machines, operate them safely to guide the care on a daytoday basis, hourtohour care basis. Reporter kenya has 20 intensive Care Specialists statewide. Most in nairobi. There are less than 200 anesthesiologists in the country in a country of 50,000 people. Im.
