We will talk to the head of a union who has lost 11 members to covid19 in las vegas alone. The United States now accounts for almost 1 3 of the worlds 2. 6 million cases of coronavirus. As tens of thousands of new infections are confirmed almost daily, yet even as the number of cases and deaths keep rising, the republican governor of the u. S. State of georgia plans to begin reopening some businesses on friday. The u. S. President says its too soon. I told the governor of georgia, brian kemp, that i disagree strongly with his decision to open certain facilities which are in violation of the phase 1 guidelines for the incredible people of georgia. The medical community is focused on developing an effective treatment or vaccine as quickly as possible, yet the u. S. Official responsible for providing a viable vaccine was pushed suddenly out of his job on tuesday. Dr. Rick bryce says he ran afoul of pushing unapproved drugs. I am speaking out because to combat this deadly virus, science not direct politics or cro cronyism has to lead the way. I want to ask you about rick bright, the head of the federal agency in charge of getting a vaccine out to americans once it is ready. He said it is pushed out of his job because he raised some questions of hydroxychloroquine. I never heard of him. You just mentioned the name. When did this happen . This happened today. I never heard of him. If the guy was pushed out of a job, maybe he was, maybe he wasnt. I dont know who he is. The president also is trying to tamp down predictions of a possible resurgence of infections in the fall, a view at odds with his own medical vices. May not come back at all. Hes talking about a worst Case Scenario where you have a big flu and you have some corona. If it does come back, its not going to come back. Ive spoken to ten different people. Not like it was. Its all possible. It is possible it doesnt come back at all. We will have coronavirus in the fall. I am convinced of that because of the degree of transmissibility that it has, the global nature. What happens with that will depend on how were able to contain it when it occurs. Joining me now is michael head. He is a Senior Research fellow in Global Health at the university of south hampton. Thanks so much for being with us. Good morning. Thank you for having me on the show. So dr. Birx says states can decide for themselves, but even President Trump said wednesday he strongly disagrees with the georgia governor whos set to open up close contact businesses on friday. Mr. Trump saying its too soon for hair and nail salons and gyms to open up. That is a lot of mixed messages, isnt it . It hasnt changed the fact that some of those workers will return to their jobs on friday. Whats your reaction to a state opening up these sorts of businesses before infections are declining . Yes. I think the mixed messaging is extremely unhelpful. I dont think there is any real good evidence for georgia to be opening up its businesses at this point in time as cases are increasing at the rate they are. I think they would be best advised to follow the Public Health messaging that has come out saying lockdowns remain in place. If we had extensive covid19 testing across the country, those that were sick could be isolated while the healthy could go back to work. The same goes with antibody testing. Those immune workers could go back to their jobs. Testing is key here, isnt it . Yet were not seeing the appropriate level of testing in the United States or the united kingdom. Why . There is too little testing going on. That is in part because there are too few tests available. There are supply issues in the u. K. , perhaps in the United States as well. Countries like germany is doing fairly well, but the u. K. And u. S. Have a shortage of tests. Theyre not able to scale up at this point in time to the level they would like to see. Why is that . Whats right at the core of this . Here in the u. K. The core is being the supply chain issues. Getting enough reagents and materials to be able fro ses the tests. We are scaling up capacity. There is a target of reaching 100,000 tests per day at the end of the month. That is looking a little optimistic. In the u. K. Thats a key issue. I want to share what the w. H. O. Chief has said about the virus. Lets bring that sound up. Make no mistake, we have a long way to go. This virus will be with us for a long time. One of the greatest dangers we face is complacency. All right. So we musnt be complacent. Then we hear President Trump suggest on wednesday that the virus may not come back in the fall, but his medical expert dr. Fauci contradicted him, reminding everyone that the virus will return along with the flu. With that in mind, what is the smartest way to open up an economy while living with this infectious virus that wont go away until we are testing it . I think we need to listen to the Public Health experts i think in each country and in the u. S. In each state. We probably will see some phased openings of businesses as we go through. Increasing the level of testing so that we know how many cases were dealing with and it will be the key going forward. Until we get to that end point where we have a vaccine distributed widely. Very quickly, how far away do you think we are from getting that vaccine . Is it going to be accelerated . Are we going to see those trials accelerated . I think they will be accelerated. The university of oxford has been on tow mitt stick. They will have a vaccine ready in six months. I dont share that optimism. We are a few months away from having a vaccine available that will be scaled up and widely distributed. All right. We should watch that very closely. Michael head talking with us there. Its based on a weakened version of the common cold virus found in chimpanzees. The British Health secretary says the government will throw everything into the hunt for a vaccine. So lets turn to cnns nic robertson. He joins us live from london. Good to see you, nic. Everyone around the world wants this vaccine. How much hope might this bring . Reporter well, Oxford University and professor Sarah Gilbert whos having the study have experience with this vaccine because they have used it in a trial for the mers coronavirus a few years ago. So they have knowledge of what theyre handling. Obviously everything is being excel ler raa accelerated to the best that they can do and the government will provide and allow for. Normally it takes vaccines many, many years to go into trial and then meet clinical approval. All of that is being fast tracked. What theyre setting out to do in the first phase here is involving several hundred people. Thats to make sure this drug is safe in people. Now having tested this to agree previously, they should have some knowledge of that. What Oxford University is saying is that by fall if the initial tests go well, then they should be able to scale up the vaccine to a more Wider Population but, again, it will still be in the testing and Research Phase when they do scale it up. So its two steps. So safety and then more of a fully fledged clinical trial. Thats whats expected at the moment, rosemary. I speak for all of us when i say the sooner the better. Last week another 50 was added to the wuhan death toll alone. Whether or not they want to share that information with the public doesnt really concern me. These thursday mornings in the u. S. Have become a grim mile marker of where we are on the road here to this pandemic to finding a solution to this pandemic. Were expecting maybe another 4 million jobless claims filed in the most recent week. I mean, that number alone is astonishing, and in normal times would be just simply unheard of. Even in crises before a number like that is unheard of. Put it altogether, thats under 5 week. Thats more than 26 Million People either furloughed or laid off over the past five weeks. That shows you what it looks like when you slam the brakes often a big chunk of the american economy. Those numbers, each one of those numbers on your screen is a person who has bills to pay and a person who is now concerned about where the money will come from going forward. So those numbers i think are really important to put into context. Even heading into today. Not including the most recent week of layoffs and furloughs. Youre talking about more than 13 of the labor market has lost its job in just the past four weeks alone. Really, really important to put those into perspective for each person who is filing for unemployment benefits, to get the extra benefits that the stimulus, the emergency bailouts are allocating. They want some clarity about when theyre going to get back to work. Yeah. Most of those people need food to put on their familys tables and theyre lining up to get that. It is just horrifying. There are lots of problems with the Small Business program. Whats the latest on those funds . Reporter we know theres another 300 billion that will be put into that piggy bank from the sba, the Small Business administration. There are no Strings Attached from getting the Public Companies from taking the money. Shake shack took the money and gave it back. That was admired. The other Big Companies who have other ways to tap the Public Markets for money should not be trying to raid the piggy bank thats supposed to be going to Small Business. 60 billion is going to be steered directly to Smaller Community lenders. Credit unions and the hope there is that they already have business ties with Small Businesses who dont bank with the big, big banks and theyll be able to quickly get money to small main street businesses that way. Look, it cannot come soon enough. That money has got to start flowing. Thats really why there was one of the problems getting that money out the door. Senator marco rubio said they wanted expediency. They didnt want restrictions. They wanted to get the money out the door. By doing that some of the big guys could jump in there and get the money, too. Some of the bigger businesses need to return that money before some sort of action was taken. We werent told what action but it doesnt sound good, right . Christine romans, thanks. The pandemic is taking a huge financial toll on american hotels. According to the Analytics Company str, hotels reported last week that more than 3 4 of their rooms were empty. Thats down 64 from the same time last year. Slightly higher than what weve seen in recent weeks, but thats likely because the rooms are mostly being used by workers responding to the pandemic. The u. S. President has tweeted and new threat to iran saying he has ordered the navy to shoot down any iranian gun boats that harass u. S. Ships. The threat came after tehran announced it launched its First Military satellite into orbit and the u. S. Navy says u. S. Ships tested boats in the iranian sea. They use the same technology to fire intercontinental ballistic missile. Iran says it will not hesitate to defend its territory. U. S. Oil prices jumped after the president threatened. I think its not only irresponsible, i think its crazy what shes suggesting. Im more interested in what scientists and Health Experts say as compared to politicians. Our members, theyre very worried about their safety of work and their loved ones. Just in las vegas weve had 11 more members die of covid19. Weve had scores of our members die throughout the United States and the idea that people would have to choose between their life and work seems unacceptable. Thats the option shes giving people. They say the data related to the spread of covid19 doesnt support the reopening of gaming establishments in this state at this time, but they are working on establishing and implementing protocols. What discussions, if any, have you had with the states governor, and whats your response to his approach to this pandemic . Weve been very supportive of governor sisilack. We thought hes done a measured way of dealing with this that first and foremost put the safety of nevadans. We want them to be safe for the workers and the guests. Ive had discussions with the governor. Other leaders from our local union have had discussions. We dont want to have one more member die of covid19 because theyre at work. At the same time, we want to listen to the scientists and the Public Health experts. Theyre the ones that understand this. Theyre the ones the governor is listening to. Our incidents of cases have not been that bad because he was proactive and got ahead of it. Right. As you mentioned, 11 culinary members of the union have died from covid19. For their workers, this situation is very personal. Tell us about some of those stories and how vulnerable some of these front line workers would be if they were send back to work in the midst of this pandemic. They pick up bags. They pick up plates. They pick up ashtrays. They pick up drinks. They clean rooms. All those touch points which could potentially transmit covid19, so theyre very worried. They want to make sure theres ppe when they go back. The social distancing policies. Hand sanitizer. Thermal checks. All of those things that i guarantee you executives or any white collared jobs would insist upon. We want that for our workers, not just the workers we represent, all the hospitality workers in the United States and dan. No one should have to choose between the effects and their health and potentially their life and their job. So were hearing that pressure coming from the mayor of las vegas. Are your workers feeling pressure from any other areas to go back to work . Of course our folks want to go back to work. Not just here in las vegas but throughout the United States and canada, but they want to go back to a safety safe and healthy environment so they dont have to worry about whether going back to work means they might contract covid19 and might die. Ive talked to many members who know people who have died, i know some people who have died. Theres no words that can express our sorry, and ill be damned if a politician is going to treat us like experimental animals before its safe. We all need to see smart heads prevail. The photographs from the Philadelphia Inquirer show seven bodies arriving under mats in the back of the truck and being unloaded into the medical examiners storage area. The Philadelphia Department of health says it was a breach of protocol and the hospital where the bodies came from has ended its contract with the funeral home responsible. Governors to begin reopening their states, many Health Experts warn that doing so prematurely could see the Coronavirus Spread even further and make Contact Tracing much more difficult. Cnns brian todd has our report. Reporter the mission, build an instant army. I have to put together an army of tracers. Thats thousands of people. Its never been done before. Reporter contact tracers who track down the people to monitor them for infection. Its a crucial component to being able to reopen the economy so new cases can be contained. Johns hopkins says an army of 100,000 people may be needed. Other experts suggest two or three times that many. A crisis within the crisis could be brewing. According to various reports, the u. S. Has nowhere near the number of contact tracers needed. By some estimates only a couple thousand have been doing it. Public Health Departments are not designed to send out field armies. Some communities have hundreds of cases in a single day. Reporter states are rushing to ramp up. Were already training hundreds if not thousands of contact tracers. Reporter but among the concerns, how quickly states can build armies big enough to call dozens of people for whos infected and whos going to pay for them . Its an investigator in the Public Health space. Reporter this one, six people who can make a call, they have to interview an infected person, get them to help identify anyone theyve been in close contact with over the past two weeks. You could define it as anyone within six feet for more than one minute or anyone within six feet for ten minutes. Reporter they say they have on average less than three days to find a person that an infected person has been in contact with. A team leader tells us its time intensive, emotionally taxing work. Our biggest challenge honestly is getting people on the phone initially and talking to them and getting them to open up once you get ahold of them. Reporter there are more obstacles. Health professionals say the decision by some governors to reopen so quickly, like georgias governor, will make accurate Contact Tracing harder. If you reopen businesses, now you inphi nantly increase the number of people that people have been in contact with. It mace Contract Tracing so much more difficult than if we have a lockdown or shelter in place. Another major challenge is its like a Police Officer trying to get a witness account of a crime. Last hour chancellor Angela Merkel addressed the German Parliament and warned that germany risks squandering the gains its made if it opens too fast. Lets get the latest from cnns fred pleitgen. She said germany acted very early on but she warned germany cant risk squandering some of the gains that it made. Essentially what shes talking about is the fact that this past weekend and starting on monday the German Government loosened some of the restrictions on physical distancing. She supports the measures. I did see some of this act out when you saw people come out, going into pedestrian zones. They were crowded. Going into the shops that were reopening as well. The chancellor is saying she believes physical distancing cannot be relaxed despite that some other measures have been relaxed and as she put it, squandering the gains she made so far. Certainly something that she wanted to emphasize. The economy in germany is going to do better if we stay strong now rather than relax now and risk another shutdown. Those were the words she used. She said germany is committed to dealing with this internationally. She said no country can deal with this alone. There is a big eu summit coming up later today where the european leaders, germany is the biggest, strongest and theyre going to debate how they want to help each other. She said shes for European Solidarity but once again rejected common european bonds to try and deal with the economic fallout of this crisis on a european level. Rosemary. Absolutely.
