You just heard that record but really experts saying its the virus that will decide the time we go out. We shouldnt be trying to put dates and deadlines on it here. Yeah, none of us has a crystal ball. Thats difficult to predict. We can make innovations that do bend the curve. It will be difficult to know when that is going to happen. If we look at places that are further ahead in the epidemic than the u. S. , even in spain and italy, they will see a flattening in the curve. Still a spike in deaths. Theyre getting there. You look further ahead to china, wuhan where after 11 weeks they were able to lift a lockdown. It is possible and we will get there in the u. S. As well but it will take some time. Lets talk about social distancing perhaps. In many ways people will be let out of their house. The whole concept of social distancing could go on for much longer and perhaps suggested it should do. Thats right. Sometimes im uncomfortable with the word lock down because it gives the impression that all forms of social distancing is the same when in reality there are lots of different degrees of social distancing. The more extreme or significant we can make them, the more we can bend the curve. When we start to think about how to relax them and open up the economy and society, it will have to be a gradual process rather than suddenly just going back to normal. If we were to do that, we would be at a very high risk for a second surge in infections. What im asking about is how people manage each other in the coming weeks and months as people try and come outside, you know, its less about hand shakes, more about waves or do you think the whole concept of parrots and getting together is delayed . Where are we in terms of how people can think about this . Yeah. One of the things were learning, paerkts festivals, gatherings of people like that have been big drivers of this epidemic. Super spreader. Sort of super spreader events, exactly. Thats something we have to take into consideration when we begin to open things up again. Dr. Fauci has said maybe handshaking should be a thing of the past. In the near term we need to make it an event. It will be a learning process to be honest. Were all figuring it out, south korea, china, japan are doing those experiments right now. Whats going to be very important in the u. S. Is that testing can be ramped up so we can have a better sense of intelligence and be able to identify new cases and isolate them early. Well talk about them a little bit more after we say goodbye to you. There is a lot of controversy around that in the United States. From your perspective, how important is it for death rates to be reported correctly . Are you concerned that we dont have a real sense of the fatalities . All of the indicators we have are uncertain. We know that reporting cases is difficult where testing hasnt been very widespread. Deaths tend to be more accurate. Were missing deaths at home. Now if were missing deaths in the same way over time, then kind of uncertainty will be consistent so you can still measure the trends and thats probably going to be one of the more accurate indicators where the epidemic is going and also a very lagging indicator because people tend to die a month or montpelier after the initial infection and so a social distancing intervention started today may not actually show up in the sort of trends and depths for several weeks. S. , the president says more than 2 million tests have now been done but hes not looking to carry out mass testing besides calls from Health Experts to do so. Take a listen. We are talking about 325 Million People and thats not going to happen, as you can imagine, and it would never happen with anyone else either. Other countries do it, but they do it in a limited form. Economy, theyre going to have to test people and test people to see if theyve had coronavirus and also do Contact Tracing so if someone does get it once they return to work, they can easily isolate the people they came in contact with so we dont have the outbreak issue like we had in several cities. The president said he doesnt see the need to test everyone. He said falsely the u. S. Has the best testing system. We know thats not true. Its a claim hes made recently. The u. S. Still does lag in testing per capita. They are ramping it up and they are trying to make the rapid test, the one that produces results in 15 minutes or less. More widespread throughout the nation. Still though some governors say right now testing in their states is not at that level. Now this comes as the president has his eye on may 1st. That is when the guidelines that they put out for the month of april are going to expire. We know the president is pretty set on opening the country by then, at least in part. His team has been meeting behind the scenes in order to find a way to achieve na. Hes even about to announce a second Coronavirus Task force. This one solely focused on reopening the u. S. Economy. Unlike the one for the Public Health aspect of all of this, this will include administration aids and private sector Economic Experts as well. The president is keeping his eye on may 1st. The question is ultimately going to be made, several sources said, right when those deadlines are set to expire at the end of april. Caitlyn collins, cnn, washington. Thanks, caitlyn. For that. As caitlyn mentioned there, experts say the coronavirus testing is absolutely necessary before even considering a return to normalcy. Cnn has now learned that as early as january private labs were trying to develop effective tests but they were blocked by the federal government. Drew griffin explains what happens and also what didnt. Reporter as coronavirus was silently racing around the world in late january and early february, the federal government not only failed to use the massive arsenal of hundreds of laboratories across the United States for emergency testing, it actually left roadblocks in place to prevent nongovernment labs from assisting. That is according to documents obtained by cnn and interviews with more than a dozen scientists and physicians involved in coronavirus toasting. At the very beginning of this pandemic it was the federal government that had the sole ability to do testing and made it very difficult for private labs, University Labs to make their own tests based on certain regulatory hurdles. Several hospitals told cnn they saw the pandemic approaching, developing their own tests as early as january to detect the virus, but the red tape with the fdas regulatory process prevented them from moving forward, meaning labs sat idol. Rather than enlisting the tremendous strength and power of the u. S. Laboratory capacity, getti getting everybody working on this, getting widespread test availability, we had cdc trying to run everything by itself. Reporter the federal government was prepared to enforce the rules sending this memo on february 6th telling state Health Departments to actively police against labs using their own coronavirus tests. The reasoning behind the tight regulations were good, assure the safety and efficacy of tests, but dr. Glen morris of the university of florida said the fda rules were written for normal situations, not a crisis. When we suddenly hit the point where we were looking at china and seeing what was going on there, what we needed was extremely aggressive leadership. Weve got to move fast because otherwise were going to run into a problem. Reporter the problem developed as soon as the cdc rolled out its own test, it didnt work. Weeks passed as the cdc scrambled to make a new test. We were in a basically on a pause within a few weeks in the Public Health system and meanwhile the academic laboratories who developed their own tests were not able to test because the regulations didnt allow it at that time. Reporter whats even worse, in 2018 after the zika outbreak the cdc came up with a plan to avoid the very disaster thats happening. Cnn obtained a copy of this memorandum of understanding that was supposed to increase National Laboratory testing by engaging early in the response. If didnt work. Dr. Karen kaul from evanston, illinois, was pushing to use its own tests and was stopped. It seems like this has been a bit of a failure. I do think theres definitely room for improvement. Whats happened is weve had a number of laboratories, a number of manufacturers and groups that are not all working together in a coordinated fashion. In a statement to cnn the fda insists there was nothing wrong in its process and instead blames individual lab delays where labs did not understand the fda process and mistakenly believed there was more work involved. Despite that, the fda is publish new guidelines on february 29th allowing labs to begin testing. Experts tell cnn it was just too late. Reporter in a written response, they said they did keep them up to date, informed on what was happening but the cdc did not answer questions as to why they didnt pursue those laboratories getting involved in this massive Testing Program sooner. Its telling the white house that the tests now being used to tell if someone is infected from the coronavirus are far from perfect. Easter itself is something that not a lot many people dont celebrate. Even if youre not christian, the narrative of sacrifice and hopefully rebirth is very relevant at the moment, isnt it . It couldnt be more relevant. Its the story at the very depth of abandonment, loneliness, so forth in the story of jesus, prisoner of his city, executed publicly. How even in that the presence of an undefeatable love is still real and whatever particular religious commitment you have, the sense that theres something held and something precious, thats so important here. And particularly for those on their own. There are those christians in the world who habitually have to meet secretly, privately, christians for whom actually worshiping together is a real risk in countries where theres persecution. I think this is an opportunity for us who are christians in the west and the north of the world, to think of them and give thanks that we have just a chance of sharing something with them and praying for them a little bit more intensely. I think you also referenced that. Theres been huge lessons and exposur exposure, perhaps, of inequality. People complain of being locked down in their house for weeks on end. Thats a luxury in many ways. Some hard lessons are being learned about inequality even in places like the u. S. Or where you are in the u. K. I think thats right. Its a global question, too. Once the pandemic gets a hold on fragile economies, the impact is far greater than here. In addition to what were thinking about in terms of prepurposing, restarting our economies, we have to be thinking about how we create more safety nets for economies which could be in meltdown because of this in a month or twos time. In a world like ours where the from guilt of an i fragility, its not just ours. You make a good point. In many ways, this is such a shared crisis, isnt it . Its about individual sacrifice for the communal good. Thats a real moral and spiritual lesson, no matter where you come on that one. Its a huge lesson to be learned. Its a reminder that if the world really is going to be sustainable, inhabitable and just for a majority of human beings, then we cant simply take for granted that our own agenda, whether as individuals or even a societys, simply sets the pace for everybody. Everyone has to step back a bit in order to give breathing space to the neighbor. We know this. Its common sense in our ordinary relationships, and yet it seems so difficult sometimes to see society. Yet, if others are to live, we need to step back and stepping back into isolation as many of us are experiencing at the moment, thats a sign of, well, giving room, giving space to others, literally helping to give breathing space to others, thats to my mind a powerful symbol of how we ought to be thinking about a working society, a just society. Youre the master of Mormon College cambridge. Im an alumnae of that fantastic college. I know many students and students across the world have struggled with this as well. What are young people saying to you . Are you learning anything from them . Or what message are you giving them . Its certainly a very difficult time for students, especially students meant to be graduating this year. The prospect of a final term before their final examinations when they can say a proper goodb goodbye, celebrate their achievement, thats all finished. One of the messages i want to give is, look, the work youve done is worth while. The relationships youve built are worth while. There will be a chance to celebrate. Take each day as it comes and above all, find the things that are feeding your spirit. Keep in touch with one another. Share your work, your measure as youve been used to doing. There are ways of doing it. There are plenty of electronic means of communication and try and remember that worthwhileness, the worthwhileness of who you are, what youve done, who your friends are, and that will carry you through. Thats a challenge for them. The complications of keeping in touch with the college, keeping a regular line of communication, theyre quite considerable. Yeah. And as you think to sunday and beyond, you are the former bishop of canterbury. Is slowing down, comtemplation, isolation a good thing for the moment . How do you find the positive in that . Well, i think its important not to be too sentimental because there are plenty of people comtemplation is not an option. Thats an urge dwent thing. For those of us who do have the space given by this, for whom isolation is not the end of the world, it really is a chance to step back and say, well, what makes me human . Do i depend on my freedom to travel, acquire, succeed . Is there something deeper than that . Realizing that gives us a freedom to create a more equal and more Joyful Society at the end of the day.
