Epidemic at the same time, end quote. The fda commissioner agreed today theres a concern for whats ahead. I think that its certainly a possibility, and the whole task force set of doctors is concerned about the second wave. And dr. Redfields concern is that there also might be flu at the same time, but thats why we have built into the plan the surveillance mechanisms to look for the respiratory illnesses and then to do the appropriate testing at that time. On top of that, the president is praising the governor of georgia for opening some nonessential businesses this friday, a move that goes against this justupdated model from experts often cited by the white house. It shows georgia among 12 states that should wait until at least june 8th or later to relax social distancing rules. Want to turn to our senior medical correspondent elizabeth cohen. Elizabe elizabeth, this new modeling from the institute of health, metrics and evaluation, which is the group the white house has often cited. Give us more context on it and why its significant and what theyre saying. Reporter right. So, anderson, this is a group thats been trusted by the white house and many others. Theyre out of the university of washington. And what they do is they take this complicated model looking at how covid19 is spreading and what effects social distancing are having. So, they thought, hmm, when can these states safely open up . For example, here in georgia where im speaking to you from my home studio in georgia, we are allowed to go to nail salons or hair salons starting in two days. But what ihme says is, you know what, you ought to wait until june 19th. In south carolina, theyre planning on opening things up this week, and the institutes for health, metrics, and evaluation says, you know what, we think you ought to wait until june 5th. And i think something is important to remember here, which is that we all have our own personal responsibility. Just because the governor of georgia says that i can go get my nails down in two days, i can go to a nail salon, doesnt mean that i will choose to do that. Anderson . So, the modeling, which was 60somethingthousand deaths by early august, thats based on the idea that social distancing follows the modelings suggestion, so that if georgia does, in fact, do what the governor says theyre going to do on friday and then monday open up restaurants and movie theaters, that will likely change the modeling in terms of raising the death toll. Right, exactly. Whenever you hear a projection of deaths, there is always an assumption of social distancing. Like, we assume if these social distancing measures stay in place through whatever date, we will have this many deaths. The minute that you say, you know what, lets lift these social distancing measures, lets get everyone back into circulation earlier than that, that death number will go up. Thats the way that it works. Theres also a Major Development about when the first person in the u. S. Actually died from coronavirus, and they say its now three weeks earlier than initially thought. Right. This is very interesting. This is based on some the New York Times reporting. They talked to a coroner in a county in northern california, and the coroner said, you know, i did some autopsies in early to midfebruary where it turned out that people had coronavirus. So lets take a look at what those dates say. Those dates say that when they looked at those autopsies, which were in early february february 6th and 17th early to midfebruary there were two autopsies where they found those people had coronavirus. And, this is important, they had no known travel history. They hadnt been to wuhan, china. Thats not how they got it. They got it from somewhere out in the community in california. February 26th is when the cdc has always told us that it was the first case of unknown origin. Now were hearing it could have been the 6th or the 17th. And february 29th is the first time the cdc said we had a death from coronavirus. Now it looks like that was actually february 6th. So, that is a big difference. So, in other words, in february, it appears from this reporting that there were people who were dying of coronavirus and that they had caught it just out in the community. They hadnt been traveling to wuhan. That completely changes the picture of what we were told was happening back in february. Right. And i guess if we had known that back then or was it known back then . I mean, if this coroner was the coroner just thinking, oh, wait a minute, maybe those people died of something of coronavirus, in retrospect, or did they know it at the time . You know, i was on all those early cdc phone calls where they briefed the media, starting in the middle of january, and what we were told over and over again was that the concern was about travelers. They never talked about, oh, we think this disease is out there and that people are getting it or even that, you know, people were dying of it. That was never mentioned. The concern was, if youre an american, you only need to worry if youve been traveling to wuhan or if youve had close contact, like for example, if your spouse had been traveling to wuhan. There was not a concept at that time that it was just out there in the community. These autopsies certainly question that. Elizabeth cohen, really interesting development. Thanks very much. Now to that new study that found coronavirus patients taking hydroxychloroquine saw no benefit and had higher death rates compared to those who did not take the drug, one of the most startling aspects this is the same drug that President Trump and fox news hosts have been touting repeatedly above all others. The fda also gave emergency authorization for hydroxychloroquine. Were having some very good things happening with it. Its shown very encouraging, very, very encouraging early results. This drug that you and i have talked about, hydroxychloroquine, talked about it with the doctor. Its already being used. And one patient was described as lazarus, getting up after he was like on deaths door. They started getting a protocol of hydroxychloroquine at lenox hill, and it suddenly like lazarus up from the grave. I mean, thats an actual case. Watching people in the media talk down a potentially lifesaving medicine because a politician they dont like has endorsed it is probably the most shameful thing i as someone who has done this for 29 years has ever seen. Hydroxychloroquine is a very safe drug. It has been given to tens of millions of individuals in the world since its approval. We have purchased and we have stockpiled 29 million pills of the hydroxychloroquine. 29 million. A lot of drugstores have them by prescription, and also and theyre not expensive also were sending them to various labs, our military. Were sending them to the hospitals. Were sending them all over. Reporter in their protocols, doctors have protocols for doing certain things, they dont mention complications from hydroxychloroquine because theyre so uncommon. On their web page, the fda is offering a generic guidance to manufacturers on how to produce hydroxychloroqui hydroxychloroquine. So, the hydroxychloroquine is something that i have been pushing very hard. I got the very early approval from the fda. If things dont go as planned, its not going to kill anybody. It will be wonderful. It will be so beautiful. It will be a gift from heaven. If it works. If some other person put it forward, theyd say, oh, lets go with it. You know. What do you have to lose . Theres a lot of stuff floating around about the hydroxychloroquine. Very good. And the media seems to be almost rooting for it not to work. Things are happening. I havent seen bad. I have not seen bad. One thing that we do see is that people are not going to die from it. So, if somebodys in trouble, you take it, i think. And its being used worldwide. This study done by reputable center, doubleeyeblind, randomized trial, showed there was an improvement in outcomes in patients who took the hydroxychloroquine. Its not a panacea, but you have to respect data. In my open, i put in a sound of the woman who was a democrat from detroit, a michigan representative, who said you know, thank god for donald trump even mentioning this. Once i got to the hydroxychloroquine, hydroxy, i was fine. Well, your open was spot on. Is there Something Else its politicized. No, come on. Its like the never trumpers. Its like, oh, if hes for it, weve got to be against it. Im seeing things that i sort of like, so, what do i know . Im not a doctor. Im not a doctor. But i have common sense. Well, the president was asked about this latest study last night, out of the veterans administration, said he hadnt yet seen it. Now, the National Institutes of health is recommending against using this drug in combination with the socalled zpack that the president has been promoting. Joining me now, cnn medical analyst dr. Seema yasmin. Dr. As minute, first of all, the study has not been Peer Reviewed and its not randomized, so thats significant. It is from the veterans administration. Im wondering what you make of it . I mean, is it time to stop using hydroxychloroquine for covid patients, or is more Research Needed . So, those are important caveats. And the fact that its not been Peer Reviewed yet, and also, im bearing in mind that its a small study, its only 368 veterans with confirmed covid19 in this study, but its still the largest study we have yet. What it shows is one group in the study was given hydroxychloroquine, another group that was given that drug, plus a zpack, and then a third group that did not receive any of those medicines. And the study doctors tell us that theres no evidence that using hydroxychloroquine reduces the need for people to go on to mechanical ventilators, and in fact, looks like from the preliminary analysis of this data that the highest rates of death and risk of death were in that group that received the hydroxychloroquine, which totally makes sense that now the nih is advising against using it. I really want to push back against so much of that language that we heard, that its not a panacea, but theres nothing wrong with it, that it wont kill anybody, because actually, there are really welldocumented side effects of this medicine, including some problems with the heart. And the more that we learn about covid19 and its many manifestations, including in some people heart disease, it makes us have to be really wary about what treatments we use and having enough evidence to know that theyre not going to cause no harm. You know, as physicians, we take an oath that says first do no harm. Sure, in a crisis situation, you need to try things, you need to have good studies to get that evidence, but you want to safeguard your patients against harm from medicines that may not help them as this study shows. Yeah, and while some people may be, you know, gleeful that the president was, you know, seemingly wrong about this, or you know im certainly obviously, from just looking at this rationally, if this medicine works, it would be a great thing. It would be an extraordinary thing. To me, this is just a reminder of the importance of science leading the way on all of this stuff and not, you know, jumping to a conclusion about a drug because somebodys told you its working well and theres anecdotal evidence. Science is what matters and getting scientific information out there. Absolutely. We have to maintain those standards, even in a crisis. And i think for many journalists who are doing their due diligence, for many experts who are saying, whoa, hold your horses, lets gather more data before we speak in terms of using lazarus effects and miracle, the finger was pointed at those folks for saying, oh, youre not being optimistic or youre trying to withhold a medicine that works from people who need it most, and that clearly was not the case. We were just making sure that the truth wasnt sugarcoated, that when we talked about these drugs, we were saying, these are experimental in the context of this new virus. Yes, theyve been used for other conditions, but we still dont know enough about efficacy and safety with covid19. Seema yasmin, appreciate it. Thanks very much. Many mayors say they were caught off guard by the governors decision, and now we have a new model suggesting that georgia should wait until june 19th to safely reopen. How concerned are you . Im very concerned. Our mayors are very perplexed. We were not given any headsup, and we had no idea that this was coming down. I heard rumors that he was talking about opening up, but i just assumed it was going to be may 10th, may 15th time frame, and then when he dropped his press conference, it surprised all of us. Whats interesting about it is that, i mean, georgia hasnt met the guidelines that the white house itself put out. Today, both the president and the Vice President praised governor kemps decision to reopen the state, even though its before the may 1st recommendation of the president. I mean, why do you think the governor did this . Is it politically driven or is it just i really dont know. Thats the biggest problem is we have the complete mixed messages that are going on. Its what you hear from one side, the scientists saying you need to wait, the president s guidelines saying you need to wait, and then all of a sudden, you are were told, no, its good, we should go ahead. And it just brings so much mixed messages, which confuses both the public, my citizenry, and my Business Owners. Most of them who have contacted me arent going to open this week. Theyre going to wait a whole other week, at least, if not longer. That what youre hearing from Business Owners. I talked to a woman who had a hair salon, ma los angeles, and shes not going to open because she just thinks its not appropriate at this time. The first text message i got, i didnt even i wasnt watching the governor as press conference. I get a text message from a restauranteur that says what is he doing . This is crazy. Im not going to reopen. And so, that was the very first one. I would say about 75 of the restaurants in brookhaven are not going to immediately reopen. Brookhaven, we were the first city in a state to social distance, to shut down our indining restaurants and bars. And theyve been out you know, weve been out longer than everyone else. And even the restaurants who have been out longer are telling me that they would rather wait and make the decisions. And you know, and the citizens ive talked to, a lot of them are saying, hey, why are we doing this now . This doesnt seem right. And you know, the fact of the matter is, we just dont know a lot about this virus. We dont know about how many people have it. We dont know how many people have gotten it. We dont know the death rate, mortality rate. We dont know a hot of it. And just like the evidence you just put on earlier in your show about when the first death was. Theres just so much we dont know. And its just taking this risk. And this risk is not, you know, just about health, its also about the economy. The people that say, oh, its the economy or health, and try to play it off each other, its just a false dichotomy. When were healthy and when we feel safe, well spend money, well go out, well have fun with our friends and neighbors. But if you dont do that, youre going to end up, you know, going right back in, and people will be fearful of going out. Now the maker of that test is warning of some inaccuracies. Abbott labs says its rapid tests can produce false negatives nearly 15 of the time, according to researchers at the cleveland clinic. The company says it happens if a certain solution is used to move or store the patients swab samples. Joining me now is dr. William schaffner, professor of Preventive Medicine in the division of Infectious Diseases at Vanderbilt University medical center. Doctor, thanks for being with us. This test is being widely used to the extent possible across the country. How significant is an error rate of 15 . Anderson, its serious, because 15 of the time, then people who were ostensibly positive, have now recorded negative, and thats not reliable information. We need a better test than that. So, i mean, what does that is there any way to fix Something Like that in this test . Well, you would have to ask the laboratorians who developed the test and abbott about that, but certainly, that may make us cautious about using that test, at least in the near term, until it can be fixed, because what we need, obviously, is a test that reliably tells us whether an individual is positive or negative. Thats what they want to know. Thats what we want to know when a patient is admitted to the hospital. Thats what the Health Care Workers want to know when they take care of that patient. You know, ive been reading just about reactions in countries where things have gone much better than in the United States and a lot of parts of europe. You look at germany, you look at taiwan, even south korea. It is remarkable the difference in how they have gone about testing and Contact Tracing. Where do you when you look at where america is right now in terms of the testing thats being done, the Contact Tracing, how much more do things need to improve before we can start to really seriously reopen . Well, we do need to improve. And fortunately, in tennessee, were now improving for the last several days. We have been accepting all comers at our assessment centers. Before, you had to have symptoms. You had to have fever and some sort of chest discomfort or a cough before we could test you. Now, if you think that you have symptoms that might relate to coronavirus, you can come, and were even welcoming the worried well, people who dont have symptoms but for one reason or another are concerned and they want to know. So, thats the way we ought to be able to expand testing, and well be able to get a better sense of how penetrant this virus is in our population, in our cities as well as in our rural areas. Is that across tennessee or just with the facility that youre at. This is across the state. Were now in a better position to offer testing across the state. And were looking forward to that and finding out more about where the virus actually is progressing in our communities. Fortunately in nashville, the number of patients that are admitted to the hospital with coronavirus have plateaued. We think weve flattened the curve. And they may be even going down a little bit. My fingers are crossed. So, all this social distancing, the sheltering at home seems to be working in our neck of the woods. Well, i know in tennessee also now, theyre talking about kind of opening up and relaxing some of the social distancing, i think april 27th is the day for that in tennessee. The director of the cdc is warning of another possible outbreak or resurgence of the virus later this year, saying it could be more difficult to deal with because it could be at the same time that the seasonal flu outbreak takes place. Is that a concern for you . And do you think we will be better prepared for it this time around . Well, i think all of us in Public Health and Infectious Diseases anticipate that come the fall, we will have a doublebarreled outbreak. Influenza along with coronavirus. It makes it all the more important that when september comes around, people get vaccinated against the flu. We can talk about how good the flu vaccine is. Its not a perfect vaccine, but its better than nothing. But well be working with both of those. By that time, i hope we will have better information about treatments that are available for coronavirus. That will put us in a much better position. And just finally, in terms of Contact Tracing, youre saying that in tennessee now, pretty much anybody who wants it can, and you know, has the access to it, can get a test, even if theyre not showing symptoms, if theyre just concerned. If somebody does test positive, is there a system in place that does extensive Contact Tracing on that person, or does that need to grow . Thats also been improved and has grown. Our local Health Department has gone recently from about four contacting persons who deal with routine Infectious Diseases to over 30. So, those people are being trained. Theyre being deployed. So were both mitigating and confining influenza excuse me, coronavirus. And so, i think were working on both kinds of systems. Dr. William schaffner, i appreciate your time. Thanks very much. In florida, 25 of the States Coronavirus deaths have now been linked to Nursing Homes and longterm care facilities. Governor ron desantis in recent days releasing a list of specific senior care facilities where outbreaks and deaths have occurred, but according to the miami herald, the information released to the public is incomplete. Reporter theyre getting worse, like many other parts across the country. There are about 1,224 nursing home facilities and about 20 of those have reported at least one or more covid19 cases. And, anderson, of course, they are dealing with the most vulnerable population. And with covid19, lack of ppe, lack of enough testing, it really is a lethal combination. Better, same, or worse . It just hurts me to my heart. And ill never see him here again. Reporter im so sorry. Nursing Homes Across America are taking the brunt of the outbreak. This is just a small sample of states that publicly report coronavirus cases at Nursing Homes. For more than 10,000 in new jersey to 1,700 in california, now a federal agency that oversees Nursing Homes says they must report their coronavirus deaths and inif he cfections di to the centers for Disease Control and prevention. Whats causing the problem inside Nursing Homes when it comes to covid19 . Its really two things, sara understaffing and infection control, and the two things go hand in hand. Reporter in new jersey, at andover subacute and rehabilitation center, police discovered 17 bodies piled at its morgue. 36 people have died from coronavirus there. In richmond, virginia, 45 residents dead from covid19 at this facility. In massachusetts, holy oaks soldiers home, coronavirus killed 47 veterans, including patricia cowdens husband of 38 years. She says she believes the administrator there may not have initially taken the virus seriously enough. And you know, hes a military person. The commander in chief was saying it was nothing, you know . Reporter the very first major outbreak in all of america happened at a nursing home just outside seattle. 129 people linked to the facility infected with covid19. 35 people died. So, all of a sudden, there was so many patients, everybody needed medications. Everybody needed treatment. Reporter their facility was fined in part for not doing proper infection control. But watchdog groups say that is one of the most common citations for many facilities Life Care Center disputes the finding. What went wrong . An unprecedented viral outbreak, which we did not know enough about, entered our country. And because we have a vulnerable population, it entered our population. Thats what went wrong. Reporter he stands by the frontline workers, saying they were the first in america to heroically battle a new and invisible enemy. Representatives of many Nursing Homes warn the governments failure to provide enough testing and the scarcity of personal Protection Equipment can be a lethal combination. What is the nursing staff having to do . I mean, can they even selfdistance from the patients . Dont they have to clean them and lift them and help them rehabilitate . Thats exactly right, sara. That is the problem. Many of these patients have to be fed, so nurses are touching and handling patients all the time. They cant avoid it. They have literally no way of protecting themselves. Reporter and so many of the nurses have also come down with coronavirus. And then here is another terrible wrinkle. Life care centers of america say at a couple of their facilities, they are receiving threats, including a death threat that is being investigated now by police. Congress latest efforts to keep hardhit americans afloat in midst of this pandemic is one step closer to becoming reality. The senate has passed a 484 billion relief package, most of that for Small Businesses, but also billions for hospitals and additional testing. The house is set to vote on the package tomorrow. In the meantime, a new initiative called project 100 is hoping to ease the burden for thousands of families in need right now. Its providing 1,000 in a onetime direct cash payment. With me now is andrew yang, cnn political commentator, former democratic president ial candidate and a backer of project 100, and dominique received a payment from project 100 after losing her job due to the coronavirus. Dominique, i just want to start with you. Can you tell us more just about how your job was affected by the pandemic and how you learned about project 100 . Yes. So, i work at the airport. Im a bartender at the airport. And so, march 16th was actually our last day of work. And we were scheduled to come back in april, april 16th, but we were our stayhome order down here in louisiana got pushed back a little further. So, as of now, i havent really heard anything about, you know, going back to work, but i am a food benefit recipient. I get food stamps. And so, i use an app to check my balance. And so, they had a problem with the app. It was saying, you know, you could qualify for 1,000. So, i filled it out to see. They told me i qualified. I did it on a saturday. And come monday, they sent me the money, which was a relief, because i dont wow, it was that fast. Yeah, it was super fast super fast. And i really needed it at the time, because my unemployment hadnt kicked in yet. And i dont get stimulus money. So, that was dominique, let me bring andrew in. Andrew, project 100 has a range of supporters, lawmakers to pro sports organizations to google. Tell me why you became involved in this, why you think its important. In this and why you think its important. Because of many who are in the same boat, their income is evaporated. They dont know when theyre going to get their next paycheck. Some arent going to qualify for the stimulus checks and thanks to stanford children give directly and propel, the money could go directly to people and families in louisiana and around the country. We need to do everything we can to keep families afloat, and the stimulus checks, while a move in the right direction, arent getting to everyone clearly and theyre not going to be enough. Your plan is monthly, while this is one time, with the discussion of a potential second wave of covid, do you think theres going to be support for extending project 100 . Theres going to be enormous support for a standing monthly stimulus, and i just saw a poll that said the majority of the country is in favor of americans getting monthly cash in our accounts for the duration of this crisis but dominique said many dont qualify for the stimulus checks. We should have made them completely universal. Project 100 also ought to be in perpetuity. Im grateful to all the philanthropists that have stepped up to support it, were at 55 million and counting. What did you end up using it for . Well, my daughter is also out of school because of this, so we went and groceries, medicine, clothes, stuff to go walk around the neighborhood in. Just to keep busy inside. It was a big help. It came before other sources did. Yes, and it helped me stay afloat on my bills, so i wouldnt be behind. When you look at the stimulus thats been done and the aid thats been sent, whats working, do you think . Whats not working . Well, whats working is getting money directly into our accounts so that we can actually pay for groceries and keep our roof over our head. Whats not working is that state unemployment offices have been overwhelmed where they dont have the capacity to accommodate the millions, tens of millions of americans whove lost their jobs, so were stuck in this bureaucratic bottleneck, which doesnt serve anyone. Its one reason why project 100 is so tremendous that its getting money straight to people as quickly as possible. Again, hit the button on saturday, gets the money on monday. Thats the way it should work and unfortunately, our Government Systems are not set up for individuals, families, and in many cases, Small Businesses to be able to access the funds in a timely way. Dominique, when you saw this thing pop up saying a thousand dollars, did you think it was for real . At first, i didnt. And then i did my research, and then i was like, why would they try to scam anyone but you never know because things get hacked. So i did my research and felt comfortable after i talked to my friends about it and went ahead with the process of putting my bank info in and im happy that i did go forward with it. Andrew said you saw it on a saturday, got the money on monday. You broke out into a smile. That was a big, were you surprised at how fast you got it . I was so surprised because i had still been waiting on unemployment. It had been week three already and i hadnt heard anything back from them, so i was really, you know, looking for something so that i could take care of what i needed to at home, and that was a blessing. Andrew, how would this, obviously, great for people who get it. A lot of people who cant get this, what do you see this as a model for . Its a sign when private philanthropists can get money into dominiques hands, the hands of thousands of americans faster than our government. This has to be a sign that our Government Systems need to progress and evolve and also, put more trust in us, where you can tell dominique got this thousand dollars in cash and we know shes going to do the right thing for herself and her family. Shes going to be able to adhere to Public Health guidelines. Instead of having these massive processes where youre trying to check up on where each dollar is going, we should be flooding our economy and our society with money right now so that people can actually take care of ourselves and our families.
