All large events in the city, concerts, parades, were just cancelled through june. You dont need protests to convince anyone in this country that we have to get back to work and get the economy going and we have to get out of our homes. Nobody. The question is going to become, how, when, how fast . Reporter apparently, at one new case per million per day, the state will have the capacity to care for that patient and also, trace and test their contacts. Testing is a local thing. Reporter and now the key to reopening. We have a shortage, worldwide shortage of some of the material that is go into this. So we really need help. We dont even have enough swabs, believe it or not. Lab capacity is increasing but not accurate to say theres plenty of testing out there and the governors should just get it done. Thats just not being straightforward. T the governors say appropriately there could be untapped capacity, but weve got to help them to get to it. Reporter in the u. S. , testing around 150,000 people a day, harvard researchers say that must more than triple to over 500,000 a day for us to reopen right. Social distancing has been an effective tool so far. Its been a blunt tool, but we need to take a little bit more surgical approach if we are to think about returning back to normal. Reporter bottom line . Two days later, at least 30 state labs with reported probs a problems and said this is the moment where america should get upset. It took 20 days, at least 20 days for an emergency use authorization, in order for the new test kits they developed to be fixed. 20 day gap for those test kits, the states to receive that. The fda says, at the top as you mentioned, there was a contamination problem in the cdc labs. Of course, in the middle of all of this is the white house and President Trump. He has tried to absolve himself of responsibility, really, putting it back on the cdc for their problems as well as others involved in the initial response. Of course, not enough was done according to the officials we talked to cut the red tape for the fda to push through the test kits. This leaves a lot of people worried, anderson. The next step for the cdc to figure out what happened, go across the country to beef up the Public Health infrastructure about what happened in the initial days has really dug into the confidence of those keeping a close eye on the cdc. I spoke to a Trump Administration official who said theres concerns about the work output from the cdc in the white hou house, and then Robert Redfield said no one should downplay the standards set by the cdc. I dont think we really know what happened in the agencies and the white house and well have to unpack that eventually. I think thats a more imminent crisis that we have to address which is, how are we going to juggle, being recommended through the models about when we can save the country and go back to containment mode versus the enormous pressure, the governors and the mayors that are feeling to do this and its going to be a very delicate balance and im worried it could initiate a lot of political unrest and political moment and i think we have to have a frank appraisal of that right now. Were seeing that obviously. A harvard study found that the United States has to increase testing by more than three times to reopen the country. They say the u. S. Tested 150,000 per day right now. Needs to be 500,000 per day. How do you do that . How do you ramp that up unless the federal government gets behind it . Again, we just talked to governors and hearing from governors, Governor Cuomo giving a press conference today, getting the reagents and the swabs, all the things that go with it, it is not easy. Let me kind of bring this home and bring it to a granular level to make it understandable. For instance, whats going on here in texas. So the ihm models say that weve done a good job with containment so far with mitigation so far, because we did early social distancing and their recommendation now is as of june 1, if we continue doing what were doing, well be containment mode and be able to handle the testing and the Contact Tracing. Theres just no way in hell people will wake up june 1 here in the state of texas. Theres just too much pressure on the governors and the mayors and the question is how, now, do we go about navigating whats going to be a very difficult month of may and then say well increase testing. What does that really mean . What that means is that people have to feel safe going back to work at target and walmart and diners and how do we do that . Do we do testing of individual employees . Is there a person in charge of testing for the employees and then how do we go about doing that Contact Tracing and notifying . How do you do the communications around it . Its clear, talking to some of the mayors here in texas, that they feel overwhelmed. Theres no easy way to put that in place and they need guidance from somebody, whether its the state or cdc Health Departments about how to actually do it. Theres a good document that came up by fema and the cdc, but its not very granular. It doesnt really go into the specifics, and heres where were going to need help. What im worried about is everyones kicking the can down the line. The white house is saying, let the governors work this out. The governors are going to say, let the mayors work it out and the mayors say, the individual businesses have to work this out. And got to get someone to take ownership of this problem and work out a very detailed, how were going to do the testing in that Contact Tracing and its not happening right now. The International Community must band together to win the fight against the virus, keeping attacking china wouldnt win back time or lost lives. Do you worry about the rhetoric between the u. S. And china right now . Well, i do, because i think its counterproductive, and this kind of finger pointing is not getting us to what we have to do which is to cooperate with the chinese and other countries to deal with this pandemic, and i think, frankly, each side pushing each others hypernationalism buttons and were getting nowhere and i do think, theres no question that the chinese bear responsibility and there needs to be an investigation of some kind, but now, we have to the plan forward, and the president has to admit that we made mistakes, but we need to go forward on this and cooperation with the chinese on supply chains and how do deal through the International System, i think, is absolutely essential now, instead of this kind of bickering. You talk about supply chain. When you look at the Global Supply chain, it is a reminder of how interconnected we are. I mean, a lot of the prescription drugs, which, you know, may end up being in short supply and i know theres already concerns about some supplies of drugs, sedatives to keep people on ventilators and the like, those come from china or precursor chemicals for reagents or, you know, that come from china and other places. Thats the reality of the 21st century that we are interconnected and therefore, kind of the virus doesnt know any borders and the supply chains dont know borders. What we need to do is figure out how we Work Together with countries that we may disagree on a variety of issues, but we need to figure out how to Work Together and then im really worried about the next part of this, where some of the developing world countries who dont have the capabilities of dealing with the pandemic and how we deal with that, and the International System at the moment has been very much weakened by the hypernationalism. Theres a lot to worry about. If it gets into a situation where china comes up with a vaccine, and the entire world wants it and is a customer for it, china makes decisions about who gets the vaccine first. I mean, all of this could have harmful National Security ramifications for the United States, if, in fact, china decides or some other country decides who their friends are and whos not in terms of doling out needed medical prescriptions or drugs or vaccines. It would be a disaster, frankly. We dont have to be kind of a part of childrens games blaming each other, rather than trying to solve problems. I believe that the most important thing we need now are problemsoev solvers. Not blame placers or those who dont take responsibility. We need problem solvers because this is beyond any one country dealing alone. So the hypothetical that you bring up, i think it would be a disaster if the chinese decided they wouldnt share a vaccine with us. We also have a situation where now, clearly, for political reasons, and other reasons, the president is saying its up to them. The governors want federal help in terms of getting the supplies in order to make the testing even possible. Things like handheld thermometers that read fevers from without touching somebody are in short supply and these are things that now governors and states are having to compete for. I wonder what you make of the breakdown between federal responsibility and state responsibility. Ive been fascinated by the United States government, a large country with mayors and a variety of legal tools we have to deal with things, and im disappointed, frankly, in the lack of capability of working together in a time where theres a lot of finger pointing. We need the government to do their part and mainly, we cant have a president who changes his mind every five minutes. Unpredictability is a trick of Foreign Policy but not unpredictable unpredictability all the time and thats what were seeing. Finally, you wrote a recent column for the new york times. The title of it, the best response to disaster is resilience and part of it, it says, might do well for us to view these abnormal days as an opportunity to ask more of ourselves, to reflect on our relations with one another and think critically about improving the social, economic and political structures that shape our lives. A situation like this really is an xray machine on the inequalities, the longstanding issues that exist in this society, just as with katrina, we saw like with an xray. What needs to change or what do you think is an opportunity to kind of do things differently . I know this is a cliche but a crisis can be an opportunity and i think we need to analyze exactly the kinds of things youve been talking about. We need resiliency, and in my book, i write about what it was like to be in england during world war ii where youre not in control of the bombs coming down. Youre in control of your temperament, your mood, and trying to solve problems. I think were in that kind of a way now and i think we need to use this as an opportunity, resiliency, problem solving and working together. Thats what has to happen and im going to do everything i can with my students and with people i talk to and International Friends that we have to really develop that resiliency and see the 21st century as something that is going to be different where we look at organizational structure both domestically and internationally. So its a great sense among many people here i spoke to that the government is overplaying the covid19 pandemic for political gain, and people here today saying they have to stop it now. Anderson . This is based on local reports that was thinking about it but perhaps cancelled that meeting. Were trying to confirm all that information, but it could be. But back to jacksonville, theres been a lot of criticism about the decision to reopen those beaches, but like you said, the mayor doing a press conference earlier today, defending his decision, despite the fact that there are videos out there of crowded beaches, people not wearing masks. Congresswoman donna shalayla calling the move reckless and premature. You cannot open up the beaches. As much as id love to run down through the beach, opening up the beaches is the most dangerous thing that you can do. We must demand leadership from our leader in tallahassee and in washington. This is about life and death. Reporter the u. S. Congresswoman calling for leadership from President Donald Trump and the governor here in florida, ron desantis. Now, the governor, ron desantis, has been highly criticized for not closing all of the beaches in this state. He actually left that decision to local authorities. Instead, he did issue a statewide stay at home order earlier this month, but there is an exception in there that says Recreational Activities are allowed, that, of course, is the running and walking that you see on the beaches but anderson, because the governor left the decision to open or close beaches to local governments, thats why we see the mayor of jacksonville exercising the power in reopening beaches. As the coronavirus death toll continues to rise, many are pointing to antibody tests as a way to help identify whos been infected, and developed antibodies that could protect them from future infection. Dr. Anthony fauci urging caution about what these tests can actually tell us. So the assumption that with the tests that are out there, if you have an antibody positivity, youre good to go, unless that test has been validated and you can show a correlation between the antibody and protection, it is an assumption to say that this is something that we can work with. We still have a way to go with them. Lets discuss with medical analyst, dr. Jennifer lee, clinical associate professor of medicine at George Washington university. Dr. Fauci was saying, obviously accurate, he and others have been sort of assuming and hoping that antibodies mean or translate to immunity but at this point, just scientifically, we cant say that for sure, correct . Thats kpaexactly right, anderson. Were hopeful these antibody tests will be very helpful in the fight against the virus but theres a lot we dont know. Theres some key caveats. Id like to talk about three of them. So first is these antibody tests, we have to make sure that were using them in the right way. So these antibody tests are not meant to diagnose active infection. If someone has symptoms and they think they have covid19, then they really should be getting one of the tests they were using now to look for signs of the virus itself. These antibody tests are not going to be as effective early on when youre just getting symptoms in that first week. Sometimes, it takes a few weeks in order to detect the antibodies. Second as dr. Fauci was saying, are these tests even accurate . 70 or so Companies Making these tests and theres some real questions about whether theyre really accurate or not. What i mean by that is, are they going to deliver a false negative saying that you havent had covid19 when you actually have . Because its not sensitive enough to pick up the antibody or even worse, tell you a false positive because its picking aan antibody to a different coronavirus and are not immune, thinking that you are. Theres a very few number of tests that have been approved by the fda for the antibodies. I believe theres four that have been approved, but theres a lot more out there that the fda has let go forward in the interest of speed but sometimes, with speed, you sacrifice accuracy. Some of those rapid tests, in general, are what you should be worried about and then the immunity, how long does it last . With the sars virus, we did see theres some studies that showed immunity to sars did last for up to three years in the majority of patients. We hope that that is the case with covid19, but we dont know until we do the longer term studies to see how long immunity lasts. I know theres probably not an answer to this question, because everybody time i ask it to somebody really smart, they say, we just dont know at this point. Do we know when we will know whether or not there is immunity and how long that immunity might last for . Do we have a sense of the timeline, how long it takes to actually learn that . I think well, over time, well get more information back. Well need studies that look at the antibody response at different intervals of time, three months out, six months out, 12 months out. Of course, thats time that we have to wait to get the results back. So the more time that passes, the more that well learn about that antibody response. Do you still have the antibodies circulating in your system and is it effective to keep you from getting reinfected again. Obviously, this is a novel coronavirus, which is why we dont know, only been around for a couple of months that weve known about it. We dont have the studies. Do other coronaviruses tell us anything about how this is likely to be . I dont know, with other coronaviruses, how long immunity lasts for. So yes, actually, ive looked at some of those studies. So the virus that this is most similar to is the virus that caused the sars outbreak, and fortunately, i think, that gives us some good indication, some positive indicators that immunity can last for several years. If it behaves like that virus. Now, with the more im sorry, you said three years . There were studies that show about 80 of people who were tested again after three years still had antibodies that were effective. So were hopeful thats the case with this, but however, there are other coronaviruses that circulate yearly during the winter seasons that you dont have immunity for longer than one season, so well have to have these studies to tell. Does it depend on how fast this mutates or if it mutates . Thats part of it. And it also depends just on the person, the individual to individual, how strong their immune response was to the virus and then how effective the antibodies will be and how long they stay around. And how that money, who actually controls that money has been an item of dispute between the two sides over the course of the last several hours. I also want to note, anderson, democrats continue to push for more money for states and local governments, something they believe a necessity now, republicans said they want to deal with it in a later bill. That said, the fact these negotiations are still ongoing, clearly frustrating republicans. Take a listen to what the Senate Majority leader said a short while ago. The Paycheck Protection Program ran out of money. Republicans have been trying to secure more funding with this critical program, were going to have now. At this hour, our democratic colleagues are still fprolongin discussions, so the senate will not be able to pass more funding for americans paychecks today. However, since this is so urgent, ive asked the senate to meet again tomorrow in a new session that was not previously scheduled and the democratic leader has agreed to my request. The governor of minnesota mentioned on friday he was concerned about the increase in numbers. He was sending a special health team down there to help deal with it. Jbs announcing today they will shut down. He mentioned the proximity to another plant very familiar to people watching, the smithfield sioux falls, south dakota, home to one of the largest outbreaks in the country. As of today 891 cases linked to that plant. It is only about 60 miles away from the worthington minnesota jbs plant and the governor said there are families that both work in these facilities, sometimes people may work in the same in the facilities themselves. So there could have been spread from what was happening in sioux falls and brought it over to worthington because of how connected they are. This is a huge blow to farmers in the area because just those two plants were talking between 8 and 9 percent of pork production is offline. The most important thing is the workers, their health and safety making sure they could get into the facilities and clean them and upgrade safety features to keep the workers safe. Farm workers and processing workers, they work shoulder to shoulder in many cases. Reporter yeah. They work shoulder to shoulder. They work long hours. They work hard days with the increase in demand, a lot of the people weve spoken with and companies had to halt production. So they were working longer schedules than perhaps before. And it is hard to socially distance inside of these plants. So what some of the plants have tried to insert dividers on the lines and trying to make it more difficult to be around each other in the crowded locker rooms and break rooms. According to the unions, it may be too little too late. Several of the plants have seen workers die already in colorado, in smithfield excuse me in sioux falls, in georgia. So they say it might be too little too late because the virus has already spread before the Safety Measures were taken and put in place. But some of the places that had them, anderson, were starting to see them reopen. Dianne gallagher, thank you very much. Update on the markets. Oil prices have crashed to an unbelievable record low closing at negative 37 a barrel. Julia chatterley joins us now. Im not even sure what that means, negative 37 a bail. The National Stockpile is almost at capacity, as well. There is too much oil in the world, anderson, and there is nowhere to put it. To your point, it is a combination of a few things here. The fact that were not flying so much. Were not driving. Were seeing rising jobless claims in the United States. There just isnt the demand for oil out there and we have seen a reduction in the amount of production of oil in the United States and around the world. We saw that big oil deal to cut supply from some of the major oil players in the world. But the problem is even with all of that it is just not enough. And what is being created just in the last 24 hours or so is the fear, you mentioned it, that the Storage Facilities that we have, particularly in oklahoma, simply dont have capacity for the oil that were still producing. So what happened is all prices have effectively gone negative. In english what that means is producers will actually have to pay a buyer in order to take the oil off them. Thats what negative oil prices mean. The critical factor here is no business in this industry is viable when prices are this low. Never mind negative. And this has huge implications for states like texas and north dakota that are all producing oil states and millions of jobs within the industry and beyond. That is pretty desperate. And the dow is taking a hit. Is it based on what is happening in oil . This is cutting to the heart of the broad affairs that were seeing. You got all of the big Energy Players under real pressure today. The likes of exxon, for example. Because everybody recognizes that, one, this is an oil price collapse, crash, that is what well call it. Weve never seen prices at these levels. That has huge implications. And despite President Trumps best effort to support oil prices and get a deal here, it was just too little too late. And something more needs to be done, particularly for the United States oil industry, the oil and gas businesses. Theyre going to need Financial Support and thats being reflected i think in the stock prices of these big players today. Wow. Its bad. Julia chatterley, thanks very much.
