Even though we are in the holiday season, it is no time to backup. The u. S. Does not need a key factor deciding when and how to restart the economy. Andrew cuomo certainly agrees. The key to reopening is going to be testing. I have said it on day one. It is not a light switch where you flip this economy like you flip a light switch. It is not where everybody goes back next thursday. It is going to be a gradual phase process. It is going to be reliant on testing. New numbers show, more reported cases than any other countries in the world ahead of spain, italy and france and germany. More than 470,000 tested positive for the virus. As we wait, well go to kaitlyn collins. Reporter my colleague dana bash is hearing, the president is hearing from several people and people who deal with the economy mainly that are pressuring the president to put some kind of date on the end of social distancing guidelines. We know this is something has been at the top of the president s mind in recent weeks. Hes been focusing on unemployment number and watching the stock market closely. Hes telling his team to get a game plan together for whats going to happen when these guidelines are up at the end of april. What is it going to look like . We know there has been disagreements over how that he should move forward between the Health Experts and the president s economic advisers, we are seeing it spill out in the public view and it is going to come ahead as they get closer and closer to april 30th. Jerome adams, the Surgeon General who says maybe some places in the United States can think about reopening. Think about it on may 1st, but most of the country thats not going to be the reality. What do we know of the second Coronavirus Task force. Is it up and running . What stage is it at . They have not announced it yet. The president was supposed to announce it yesterday. Most people thought he would. They have not announced it yet. It is not clear to us why it has not happened. The task force meet everyday for hours and come out to these briefings. This is a mix of Administration Officials and private sector people who are going to focus on what is going to look like. They know it is going to be a complicated situation to get the country to reopen. Of course, a lot of this is going out to involve coordination with governors. Theyre going to be the one who ultimately make that decision about when the country is going to reopen since they are the ones who closed it. There certainly seems to be a conflict going on between the scientists and obviously the president and those who Everyone Wants the economy to get back to normal and people working again and getting things back to the way it was. It seems to be boiling down to the question of test ing and th role that testing will play. Are you hearing much about that . Thats the essential issue. When you talk about the people whos focusing on the health aspect of this. Yes, you dont hear as much people pushing the president. It is not just testing for coronavirus. You have to be able to test for coronavirus on a widespread phases. Have you had the coronavirus and thats a big question. The Contact Tracing is going to be something thats crucial to this to figuring out and people feeling comfortable going back to work. If someone does get it, they can find that person who has it and find out who they have been involved in it. The question is right now we are hearing no, they are not there yet. Kaitlan collins. I want to go to Shimon Prokupecz outside in queens. Governor cuomo is urging the federal government to step up. Shimon, tell more of what he said. Reporter so i am sorry, anderson, you cut out. I could not hear you. Repeat the question. The governor was talking about the importance of testing, he called it a bridge to reopening. Reporter yes, he does. We heard the governor for so long talk about needing ventilators and now we are hearing from him that this city, this state needs more testing because thats the only way things can get back to normal. They want to do the type of test wrg they can go back and look and see if anyone is infected and they want to do other kinds of testing for coronavirus. They feel this is the only way to get the city backup and r running. Here in elmhurst, this is the epicenter at one point. The scene out here is much difference. We dont see the lines that we saw in the weeks leading up to this outbreak as things is sc t escalated here. Inside the hospital there are still a lot of sick patients. The number of patients who are really, really sick. She called it brutal. The fact that they all need a lot of patients, a lot of patients need ventilators and a lot of critically ill patients inside the hospital for the doctors and nurses and staffs inside the hospital, theyre still very busy and doing a lot of work. Some tough times ahead for them, of course the governor is talking about the number of people continuing to die across the city. Thats because a lot of them are on ventilators. They have been on ventilators for quite some time so it is going to be quite sometime before hospitals returning to normal and of course as you said it is all about the testing now. This city and this state, they need to ramp up the testing. Thats what the governor wants to do. Hospitalizations are declining in the state and a new problem that has been increasing. Right. The hospitalizations are down. Icu, people who are getting intensive care for the first time was in the negative according to the governor. Doctors and nurses, you will hear stories, theyll continue to say they dont feel this is any way over yet. The in coming is not there. Theyre not getting the same number of patients that are outside of the emergency room that are waiting to get in and to be treated. People who are critically ill and could die at some point. That much is still keeping them very busy. Equipment and supplies and things they need to continue to take care of these patients, they still need more of and continue to do it. There is still a lot of tough days ahead for the hospitals for the nurses and doctors of course. You see it on the screen there, 777 deaths on thursday. Shimon prokupecz, appreciate it. I want to remind you, we are awaiting for the white houses Task Force Briefing. It is later in the day but it is taken place any moment we are told. Looks like a little while. With me right now our dr. Murphy, the author of together. The president , doctor, conceded that mass testing is not going to happen. What is his definition of mass testing . Hes trying to push to reopen the economy in may. I want to know what your reaction is to that idea and what would it look like to be able to get back to work . How can anyone feeling confident going into a large office where they work if the people in the office have no access to rapid tests and your cubical mates cough is a regular cough or not. It is dangerous to reopen the economy on may 1st and have the country resume the way of life that they experienced two months ago. While we all want to get there as quickly as possible. We know that there are a few key things that we have to have in place before we start to relax. We have to be able to test adequately and treat adequately. If you look at our testing, we made progress over the last month or so. We are still averaging less than 150,000 tests per day in the United States. By all estimates we need at least four or five times that amount to be anywhere near the range of adequate. The other thing is it is not just a number of tests you have. It is also how broadly assessable those tests across the ri as well as the turn around time. Right now we still have facilities that are taken three or four or five days to get results back. We were blinded earlier in this pandemic. We are trying to catch up. We are going to need a same boat with the same spike of infection that we saw a few months ago. The Contact Tracing which dr. Fauci talked about and we interviewed him last night. What you are trying to push for and what does it look like . We know Public Health department in every state under funded for decades. Thats not attacking this administration. It goes back to many administrations and they have their budget cut or not raised as much as needed. So it is up to Public Health department to do the contact trac tra tracing. It requires a lot of people. It is not just call the other person thats sick. It is calling all the people that you have contacted with. Having somebody to do that work. In a state like new york city, how many people would you need in a Public Health situation to do Contact Tracing or florida or where ever it may be. I am glad you asked that question. With all the focus on testing, there has been much less attention on the tracing and quarantining that we need to be prepared to under take. If you look at other countries, if you look at china for example, they ended up employing hundreds of thousands of people to do the extensive Contact Tracing that was required. It is not easy work. You need to trace people contact and you need the capacity to quarantine them. If you find somebody sick, you send them back in their home, theyre at risk at spreading to other people. You need to put those people some where safe. All of this is what states are trying to figure out right now. So what we need to think about is we want to open up the economy quickly. What we need from our government is a clear plan on how we can get the testing and tracing and treatment capacity that we need as soon as possible. We are hearing of whats being done. We are not hearing of where we need to be in terms of number of testing and number of people who are able to Contact Tracing. Until we have clarity on that. I dont think theyll feel comfortable we are in the right place still opening up. I saw a Pilot Program being done in massachusetts or talked about it, i am not sure of the status. They were talking about hiring a thousand people to do Contact Tracing. Thats a good approach that states are engaging in that. How do we take people who are laid off and the current economy and rehire them back for the public hell in neialth in need have. This experience of covid19 is unmasking and so many of the holes that we have. What we need to do is a process and not as a patch work trying to fill in a hole here and there. We need to conceive the e equivalent of a marshal plan. We need to rebuild and take this opportunity to do so and not only we can prevent future episodes of covid19 so that we are protected against future pandemics. Dr. Murthy, appreciate it. We are seeing an increase in number of cases of covid19 in philadelphia as well as the suburban counties around philadelphia and also in North Eastern pennsylvania. As dr. Birx said we have been able to bend the curve so it is not rising at that exponential rate. It is a linear rate. We are concerned and we are hopeful and confident that the situation is under control. What does it take. The whole idea of getting back online and reopening the state and reopening the economy from a health standpoint, how do you see happening, Governor Cuomo talks about testing being abridge, are you set up at this stage, i dont think anybody will say they are but what does it look like . Are you set up to do the kind of Contact Tracing, the kind of testing that would be needed to get back online . Well, i would certainly agree with dr. Fauci that the virus determines the timeline more than we determine the timeline. And so this opening up will have to go in a very slow phase approach progressively through pennsylvania to be able to prevent further spread of the virus. It is important to be able to expand testing. We have been able to do that. Although we can continue to have challenges. We have been able to expand testing and well be looking forward to continuing to expand testing as we go forward. Right now somebody wanted a test, can they get it or doctors have protocols of only people who have symptom and been in contact or whatever the protocols may be . We have priority testing for state department of health. Most testing is done through hospitals and Health Systems and they either do the test themselves at those locations or they send it to commercial laboratories such as cab corlab or quest. There has been two mass testing sites, one in philadelphia and one in Montgomery County. The one in Montgomery County will continue and well look at opening up a drivethru this eastern pennsylvania. We are emphasizing testing people with symptoms. We do not have the Population Based testing testing the large segment of populations without symptoms. Is it clear and how would it work in a company when you know the company, the government says okay, you can go back to work, just be caution of anybody who has symptoms. Would a company have to have testing abilities that are rapid so that they can test employees or will they take peoples temperature everyday when they come in, as a theoretical exercise or thought exercise, do you know how it would work . We are not able to have that type of population where you test everybody. We want to do is for the company to take careful measures in terms of social distancing of the employees when they return. We do asked everyone to wear a masks. My mask protects you and your mask protects me. Companies would ask employees to wear mask and well do targeted testing of employees who have symptoms. We are looking forward to the introduction to find out whos immune. The first test was approved by the fda last week. We are hoping to be able to get those in the next several weeks or months and that would help us out a lot. For the Contact Tracing. Public Health Departments, i keep on repeating this. I find it important to find out. Public Health Departments have been under funded for a long period of time and for many administrations, republicans and democrats, it is up to Public Health department to do Contact Tracing but often now Contact Tracing is get in touch for this virus or something else. Get in touch with somebody you have been in contact with and let them know and they should be tested. Is that the kind of Contact Tracing that you we would end up with moving forward . Sure, we did careful Contact Tracing when we were in the containment phase and that would have been at the in beginning of march. Now in the mitigation phase where there is Widespread Community transmission of covid19 throughout pennsylvania, we have just under 20,000 cases that we recorded. We are not able to do widespread Contact Tracing at this time. After the condition is more stabilized, wes are hoping to resume Contact Tracing. We reached out to the Governors Office multiple times yesterday and today. A reporter asked the governor about this specifically and here is what he said. In florida we had no fatalities under 25. In the state of florida, 85 plus of our fatalities are 65 . He may reopen county by county and he says that was because the state has been impacted differently in different areas of the state. Now thats the exact same rational ration rational the governor used early on because he allowed all the localities and the cities and counties to make a decision to stop the spread of the virus. He created this patch work around this state that had different rules and different counties and so he mentioned yesterday and todays press conference that hes in constant in communications with the white house and taking his cues in the white house because only after President Trump changed his demeanor on this pandemic that he issued the statewide stayathome order. Desantis is the last order that issued the statewide order. Sounds like planes are passing right over your head. I was a little concerned. I want to check if you are in an okay spot. I know the governor exempted religious services from the state stayathome order. What does it mean . Reporter it means these Church Services can happen. To be clear that the governor has mentioned during several press conferences of social distancing should happen and people should be responsible. It means that services could happen in this state. Now there is one county in the state of florida that made headlines because there was a pastor there a few weeks ago held sunday services and he was arrested and charged with two misdemeanors. I talked to the d. A. s office right after this anderson because the governor of florida issued a participate order, in other words, bigfooting all the local orders and turns out that the d. A. s office mentions that because of that executive order, the new one was not retroactive. The charges against this pastor and hillsboro county would continue. Back to your question, technically services could happen here in the state of florida. Rosa flores, appreciate it. In louisiana. The outbreak is showing signs leveling off. There are more than 18,000 confirmed cases of coronavirus in the state. It is known across the country that africanamericans are at higher risks for the virus. The states governor does not know the race of the individuals who tested positive. Here is why. We dont know the race of the individuals. We know the rate s of deaths an we have been talking a lot about that. We are trying to see what percentage of the positive cases are africanamerican and compare it and contrast it to the percentage of death from covid19. We cant do that right now with respect to most testing because that information is not available. Reporter . Ed lavandera is in louisiana for us. Reporter hey anderson. We are topping more in deaths and we are at 175. One of the glimmer of hopes we have seen is the ventilators use in the state was dropping. There had been a temporary dip of hospital beds being used as well. Those two factors have jumped in the last 24 hours. This is all what Health Officials have been saying they hope the see the beginning of the flattening of the curve. The two main indicators they are focusing on that ventilators and hospital beds have ticked up again today. For the most part they felt as long as people maintain their social distancing that would maintain the flattening of the curve and put the state on the right trajectory. I spent the last hour driving around the city of new orleans and i dont know because it is easter weekend or good friday but there is a great deal of traffic around the city. I saw a priest at a local church doing confession in the parking lot. The priest is sitting about sixfeet apart. There are people out and about. The governor alluded this yesterday. A great deal of concerns as we head into the easter weekend. The mayor is urging people to stay away for easter services. Do not congregate and in her words, the lord will understand. The attorney general is launching an investigation into what happened in a Veterans Home of 18 people died. This is exactly why my office is investigating. This is really startling. You reported on this and you talked to some of the families. It is heartbreaking when you think of these men who served our country and living in this so soldiers home and it became a den for this coronavirus. Thats why my office is launching this investigation and we need to get to the bottom of this and we will get to the bottom of this. Employees are not getting the proper protected gear, medical equipment they need to protect themselves and residents. Do you know at the home now do they have supplies to care for patients . Is this an ongoing issue . I heard some of the same reports and as i sit here today, i cant answer that question for you which is a problem. Which is why we are investigating. As you know anderson. There has been many problems that have come to light so far. This is a feelfacility that was in reporting the fatalities and a facility that instructed staffs not to wear ppe and did not isolate patients or staff. It is concerning. The numbers grow everyday. We are now up to 32 veterans dead. And you know nearly a third of the patients there are infected. Obviously staff is infected as well. We got to get a handle on this. Obviously something went terribly wrong. I am not going to prejudge anything. Well go where the facts take us. We have to for the sake of these families and honor the men who served our country. We need to get to the bottom of this. I spoke to one of the veterans who died at holy oak. I asked her if they were down playing the virus. Here is what she says. I understand the concerns of that worker. At the time that administrator was making those decisions, nobody knew what was going on. He may have been listening to broadcast saying that there was nothing to worry about and it would go away. The commander in chief was saying nothing, you know . In terms of legal action, what do you potentially and how would this play out . Would an individual or the administrator or one individual seems to be at fault, what would that actually mean . Well, anderson, it could be criminal or civil charges or against individuals, either those in management or other positions. It could be against the facility. Well go where the facts take us. This was a facility that was charged with a solemn responsibility of caring for our veterans. They had an obligation. It is a facility overseeing by our health and Human Services administration and so you know therefore notwithstanding whatever donald trump had been saying about the virus. There were still obligations that needed to be followed and responsibilities that should have been adhere to. My view and certainly by march that we all knew that this coronavirus was out there. It started in this country or at least the first major outbreak occurred in a group living home and nursing home in washington state. I think it makes all the more important for a home like that to be sensitive to the fact that this is out there and this could infect our people. Yeah. Id like to provide americans an update on our ongoing efforts in the war against the invisible enemy. Before i do, i have a couple of notes. The United States in discussions last night with mexico, saudi arabia, russia, and dealing with opec nations, we are trying to get mexico as the expression goes, over the barrel and mexico, committing to do 100,000 fewer barrels, president and i spoke last night, we have a great relationship, great friendship, theyre helping us very much at the border. They have 27,000 mexican soldiers on our border right now, stopping people from coming into our country as our wall goes up, about to 168 miles of wall, and in speaking with the president , they have a limit, the opec nations have agreed to a different limit. Reduction of about 23 . So what i thought i would do and i dont know that its going to be accepted, well find out, the United States will help mexico along and theyll reimburse us some time in a later date when theyre prepared to do so, and we had a great conversation, but well find out how that all works out. As you know, theyre trying to get rid of the glut of oil. Theres a tremendous glut of oil and we dont want anything to hurt our incredible industry. Actually, the largest producer in the world now, so we dont want anything to hurt those jobs, those great jobs in texas, and north dakota and oklahoma and everywhere. We have a Tremendous Energy, new mexico, Tremendous Energy business and we want to keep those jobs, so were working on it. I think eventually, its going to work out. It may work out quicker than what most people thought possible and maybe it wont, but it will work out eventually. Our experts are monitoring the data from every part of our country having to do with the topic that were here to discuss. In the midst of grief and pain, were seeing clear signs that our aggressive strategy is saving countless lives, tremendous progress is being made, although, when you look at some of the numbers, i just spoke with Governor Cuomo. We had a good talk. When you look at those numbers, the numbers of death, people that have been died, its so horrible. Now on the other side, you have the number of beds being used, were just saying are substantially reduced. Thats usually the sign that its heading in the downward curve. New york, we know where that is, but in the midst of all this grief and this pain, were seeing these signs and were seeing them very strong ly, a lt has to do with the aggressive strategy of save sog maing so m lives, compared to what it could have been, so nobody knows what the number is, but we had a number of 100,000 lives, as many as that is, its impossible to even think of it, and that was the low end with a tremendous amount of work and a tremendous amount of, you can call it many different things, our people had to be extremely strong and brave to be able to put up with what theyve put up with, but the minimum, if you did this social distancing, and every other aspect, and i think i can say 90 , maybe even more than that were able to do it, the minimum number was 100,000 lives and i think well be substantially under that number. Hard to believe that if you had 60,000, you could never be happy, but thats a lot fewer than we were originally told and thinking, so they said, between 100,000 and 220,000 lives on the minimum side and 2. 2 million if we didnt do anything, but it showed a tremendous resolve by the people of this country. So well see what it ends up being but it looks like were headed to a number substantially below the 100,000, that would be the low mark, and i hope that bears out. The situation in detroit and new orleans appears to be stabilizing. Detroit has really started to go up and now its stabilizing, and new orleans, great place, i have so many friends there, they cant believe whats happening but its really stabilized. I spoke with the governor of louisiana, and as you know, were building them additional beds right now. The army corps of engineers and fema, and that is going to be done and i hope theyre not going to be well used because i think, i dont think theyre going to need them. Certainly not very many of them. We built them a big hospital of a thousand beds and now were in the midst of doing another thousand. I dont think theyre going to be using very many of them. Thats a good thing. Two weeks ago, we thought wed have to build more but wanted to wait and see and im glad we waited. It just looks like theyre doing really well, louisiana and the state of michigan is doing really much better than we thought. In washington state, weve made enough progress that the governors have been able to return an army field hospital. Were going to take that ho hospital. We built thousands of beds all over the country, and we think were probably not going to need that hospital. If we do, were ready to move it to a different location. In new york, we see hospital admissions decline nationally. Nationwide, the number of new cases per day is flattening substantially suggesting that were near the peak and our comprehensive strategy is working. Over time, our guidelines to slow the spread are decreasing, the rate of new cases very substantially and will result in fewer hospital admission and were seeing that, its incredible.
