New cnn polling feel the federal government has done a poor job preventing the spread, and how the president is handling the pandemic. 80 feel the worst is yet to come. More rural areas starting to get hit and worried because hospitals in the areas dont have as many icu beds or the same capacity. Reporter the department of health and Human Services announcing wednesday, gm will produce 30,000 ventilators for the national stockpile, costing a half billion dollars. Theyre set to be delivered by the end of august. Hot spots around the country face concerns about meeting the need today. Anderson, i talked to mayor bill de blasio and said for the first time, he feels theres a little bit of breathing room in new york city when it comes to those crucial ventilators and supplies, theyre good for the next few days, but not to the end of this crisis. One other note, Governor Cuomo talking about the disparities, and youve been covering in terms of race and how this virus ga impacts people of color and disadvantaged communities and said the state will start today doing more testing in minority communities and also more research to better understand why so much of the disparity exists. Erica hill, thank you for the update. Meef m chief medical correspondent dr. Sanjay gupta is with me. What do you think are the most important takeaways are from this new model . Well, you know, the numbers have obviously come down. What is interesting is that the assumption, the inputs into the model are now taking into account not just wuhan and china but several countries in europe as well and i think one of the big takeaways for me, anderson, look, china did what it did. Heres what the likely impact will be, but it became clear, as you know, as weve been reporting, we werent adopting as stringent a strategy. So the question was, the countries that have been not as stringent as china, still pretty stringent but maybe a little later in terms of the stay at home orders. How did they do and when you look at them, they seem to have had some good success by implementing these social distancing orders. So taking into account all the data, updating the u. S. Data, what they find and i think we have the numbers on the screen here is that the projected death, still a lot, i think still jarring for people to look at these numbers, but they say theyre going to be significantly lower than they were just a week ago, lower than the week before that. It is just one model, anderson, and as we talked about yesterday, models are all wrong. Some are useful. This is a useful one. We asked the white house, they really cited this particular model out of the university of washington several times. Theyre talking about 240,000 possible deaths. Were looking at a dozen or so models to get to their conclusions or assumptions in terms of the overall impact. This model, im a little confused on the newer version of the model. It just changed. We talked to, is that the same model from dr. Murray . Correct, thats from the health metti icrics at the univy of washington. I think it was last night, and it was 81,000 or so. Now its 60 with the new information thats been put in. This model though, to the end of may . The edina end of may, first f june. I think its a little bit of a loose figure, not an exact date. As you remember, anderson, what theyre really looking for and all sorts of Different Things people are trying to Pay Attention to where we are on the curve, what chris murray is looking for is do we get to a baseline level of deaths in this country and i hate to sound clinical about this, but of 60 or fewer every day, once you get to that point, then we can isolate the patients and contact trace, and all the patients that are still becoming infected, it will be easier to control at that point. I think thats what he was saying. The virus is still going to be there, according to his model, but at a very low level sort of background activity. In the last hour, ive been talking to a number of doctors and epidemiologists, all of whom were talking about what Governor Cuomo referred to as the bridge out of the pandemic to the economy opening back up, people being able to go back to work and that bridge, according to Governor Cuomo, is testing, testing, Antibody Testing but also to see whos positive and whos not. If that is the case, a number of the people i talked to in the last hour were saying, we are not yet set up state by state to do that level of testing thats needed to form that bridge and were not set up to do, Public Health systems are not set up to do Contact Tracing that will also be essential at that point. Do you think thats sflu. Sadits true, its unfortuna. I think they have a good chance of being able to address this over the next couple of weeks because this is going to be happening realtime where were sort of going through this curve in many places, but that is critical. I mean, theres a list of factors that people are going to be looking at. I could look at a list of things people are going to be looking at before the country can start to think about reopening, but central is isolatinsolating. In certain communities, its harder to do. So many infections and contacts. Big Public Health challenge. At the end of the curve, hopefully youll be able to sort of come back and use that to accelerate the slowdown of the spread of this. The hospitals, if they become overwhelmed, that would not be a time that you could possibly reopen things. So theres many Different Things people are looking at but youre right. Testing was, is, and will remain the central part of this, because from that, you could isolate and trace. And when we talked about, theyd love to see a big bang of the economy, obviously, thats an aspirational thing everybody would love to see the economy roaring back, lets certainly hope that happens but in terms of just actually bringing things back online, its not something thats going to be a turnkey operation. I dont think its going to be a turn pea operation from a Public Health standpoint. Its going to be gradual, interestingly, it may be more dependent and less dependent on geography and more dependent on these Antibody Testing which weve been talking about. Giving people some confidence that may be immunized to this. People can feel most confident theyre not going to get this infection again. We dont know right now whos been infected for sure. There may be a lot of people who already had Coronavirus Infection and not known it, and they have these antibodies in the system. Thats one way to do this, but its likely to be a gradual thing and then psychologically, when are people going to want to feel comfortable going back out in public and doing those things . Anderson, i can tell you, a lot of these stories over the last 20 years. I think it will be somewhat remarkable at how quickly things change though. People have gotten used to this way of life. This isnt the way its going to be and this is going to come to an end at some point. It will be interesting to see how quickly that actually changes. It may happen fast because peoples attention deferred quickly. Great way in some ways but a danger in not learning the lessons of what happened because theres going to be, at some point, another pandemic just as this pandemic was, bill gates, 2015, look at his ted talk on warning about a huge pandemic, there could be an even worse pandemic, as bad as this was, there are potentially other viruses that could be spread in a much more easy way and have a faster and wider spread, things to do to prepare for the next eventual pandemic. Were not prepared. Absolutely, anthony fauci, he gave a talk at georgetown, i believe in 2017 where he said there will be a surprise pandemic in the next several years. He said surprise pandemic, because typically we dont know about surprises but that was the case, and we dont think about wrapping, or sort of planning for these sorts of things the way we think about defense, but now i think the Lessons Learned from this hopefully dont just sit in the drawer, but can actually be applied because theyll need to be. Bill gates talked about it costing tens of billions of dollars to do the kind of preparation needed, its a lot of money, but were talking about trillions of dollars in bailouts and relief to people. And defense overall, i mean, do we think of this as part of our defense, just protecting the country, protecting the people of the country . That is a redundancy operation. That is a Surge Capacity issue, its something we dont often think about because we dont see these viruses, but theres a lot of Lessons Learned here. Thank you very much. Louisiana promising to investigate the racial disparities. More than 600 people died statewide, up 70 in the last 24 hours. But africanamerican residents make up less than half the states population, account for most of louisianas coronavirus deaths. Thats left state officials concerned and surprised. It is very prominent to me, the results are similar in chicago and detroit and milwaukee and other places that have come online today talking about how disproportionate number the deaths are for members of the Africanamerican Community. So there might be something larger than just disparities here in louisiana. I just dont know. I dont know yet. The Lieutenant Governor for the state of louisiana joins me now. Thanks for being with us. What do you think is happening because many Experts Say Health disparities are one reason, obviously, systemic social disparities long existing are another of the drivers. Also, a lot of the africanamerican communities on the front line, a lot of the Service Industry that unfortunately is still dealing with the public and the grocery stores, some of the Service Industries that are still out there doing the job we need them to do, and so theyre bringing that home to their families, and a lot of the way we live here in louisiana, we have doubled for everyone on the front porch together and its very difficult to get louisianians to isolate and stay away from family and friends, and we saw that through this crisis, but i think a lot of the Africanamerican Community is on the front line and theyre still out there doing the jobs we need done, and paying the price for it. I was talking to Mitchell Andrew about this weeks before this became, i think it was back in january and he was saying, one of the things that a situation like this, just like with katrina does, it highlights inequalities that exist previously, bringing everything to kind of an xray, everything to the fore in society, knowing what we know now, seeing these numbers, whats the solution to this . Whats the step to take on this . Because the governor of new york talking about more testing in the africanamerican communities and also trying to study whats going on. Probably a good idea, more testing, but also, it will bring to light, if theres any good and theres always good that comes out of anything, but a lot of People Living in smaller areas where they cant isolate or keep their distance, and those people, like i said, theyre working on the front line, in the Service Industry, going home with no testing and if theyve got the virus infecting their families, it has an ability to spread more quickly, and those numbers are startling. How concerned are you about just testing in general in the state . Obviously we know the problems that existed earlier on but just looking forward because everyone i talked to says, in order to get out of this, goto get state back working, confident testing will be essential, whether its Antibody Testing to see whos already been recovered from it and is therefore immune, we hope, and to see those who might still be positive, how sis it i louisiana and how much more to ramp up the testing . Let me tell you this. I think the governor and his team have done a great job here in louisiana, as leaning forward to do all they can. Affable, a lot of the testing sites, youve got to drive to them. Many of the people that work in the Service Industry dont have that ability. Public transit is their only way to getting around, so maybe we need to try to see it isolate or get some of the testing to some of these communities where people dont have the ability to drive to those locations but the governor has done a great job of setting up many facilities all over the state, in as many we had the manpower to do to make sure we increase the testing, incredible over the last several weeks. And overall, how do you feel about where louisiana is right now in this curve . Hopefully, were going to see this thing level out in the next week to ten days, and see light at the end of the tunnel. Its been a struggle, and the numbers coming out now, theyre coming now but we expected that and hopefully well see it level out and start to decrease and see light at the end of the tunnel and get back to the louisiana we all know and love. When did federal officials know about the danger of the virus that occurred in wuhan, china, and whos in charge of the response now like getting ppe and ventilators to places theyre needed . What are you hearing from local officials . Reporter you know, anderson, i keep going back to a conversation i had yesterday with the state official in louisiana in which he said to me, look, we have a long standing good working relationship with our regional fema workers here, given what weve been through, katrina, flooding, et cetera, but he had some frustration in the lack of transparency and the lack of guidance of how decisions were being made beyond the regional level. He told me, typically, we ask our regional fema folks for supplies we may need for hurricanes and gets to the warehouse and shipped over here. Thats not whats happening here, and so theres frustration on the local and state level in supplies coming in or rather, not coming in and who is guiding that, and making that decision. Fema is taking the lead coordinating role here, but there seems to be a lot of cooks in the kitchen, if you will, in trying to decide what works best when it comes to allocation. You have more than a dozen flights that have come in from overseas and theyre bringing in ppe, et cetera, and fema charters it in. Says half of that goes into the private market and half goes to critical prioritized hot spots.
