Arabia and well speak to one man volunteering to receive 100 lashes on behalf of a saudi blogger found guilty of insulting islam. But first, snow is still falling in new england and the impact of this storm will be felt for days to come. Yes, it will. The massachusetts coastline got the brunt of the storm. Hurricane force wind gusts and a storm surge caused flooding and Property Damage as well. Power is back on for some people on nantucket island. Thats good news. But thousands more remain in the dark and in the cold. The flooding was more intense and a lot higher than predicted, and it wasnt until late last night that we realized although it was 35 degrees, it was going to continue to snow. Thats when we really started realizing that we had a bigger problem than what we originally anticipated. But we were prepared, but i dont know how anybody can be prepared entirely when you lose all your communications and electricity electricity. The blizzard dumped up to three feet of snow more than 90 centimeters in eastern massachusetts. Similar amounts fell in new england, as well as the eastern part of long island. The storm snarled roads and air travel with more than 4700 Flights Canceled. But in new york city it was certainly a different story. Some may have called it a blizzard gone bust. The National Weather service warned of ranging conditions by tuesday morning. Governor andrew cuomo shut down the subway system. In the end, only about ten inches or 25 centimeters of snow fell in the snow. De blasio told cnn it was better to be safe than sorry. Nick valencia joins us southeast of boston. Nick, how is it looking out there . What is the latest out there . [ no audio ] i think we have a few problems with nick. Obviously the phone lines are down. Unfortunately, we will massachusetts did get the brunt of this. New york city escaped a beating. But we had the situation with that sea wall that collapsed, some homes were damaged. Some coastal areas were flooded. The good news is the travel band ordered for massachusetts should have been lifted about an hour or so ago. Because all the cars were off the road theyre saying lit be a lot quick we are the cleanup this time. But they are expecting more storms and subzero temperatures making the cleanup harder. But right now its massachusetts thats been dealing with the worst of it. Maybe we can get nick back. We do have him. Nick weve got you back. Were told the snow was easing up. Whats the latest . Reporter sorry about that were having transmission difficulties but that is part of the Severe Weather system that right here in Plymouth County massachusetts, where we are driving through the streets, the travel band has been lifted as of midnight according to massachusetts state officials, but they are encouraging people to stay off the roads unless travel is necessary. The snowfall its let up just a little bit, but its still falling steadily. Plymouth county they have a lot of snow more than two feet of snow and they have heavy sustained winds, more than 60 miles per hour. The wind is still an issue but its not as big a factor as it was earlier. Were in a town right on the atlantic ocean, and the coastal communities are used to getting some flooding. Earlier today, the road that we were on was completely wiped out. Theres lots of debris left over from the remnants of that and they could expect another 3 to 6 inches in this area if you can believe it. Though the worst may be over and thats good news here for the people of boston and beyond. John . Absolutely. As you say, the snow is starting to ease up. The winds are slowly decreasing. The travel band has been lifted. Any indication of how long this cleanup will take any idea when i guess everything gets back to normal . Reporter the good thing is that the local municipality and state agencies have been cleaning as they go along. You see the plows in the roads that weve been watching. Were the only car other than the emergency vehicles on the road right now. So cleanup may not be as big an issue going forward, because theyve been doing bit by bit as they go along. You know we cant underscore the preparedness enough here. The massachusetts state agencies really did a great job getting the residents ready and prepared. Some folks in new york thought there may have been a bit of an exaggeration from local officials. But in massachusetts, it was a big issue and continues to be a big issue and will be wednesday morning. Guys . Nick we appreciate you bearing with us. Good job to give us the latest there from south of boston with an area that was hard hit by all this. Nick valencia we appreciate it. Japan and jordan are working to head off what appears to be a new isis threat. The terror group says lit kill a japanese hostage and jordanian pilot unless its demands on met. Japans Prime Minister had a strong reaction to that. Translator this kind of despicable act causes me nothing but strong indignation. Thus i express resolute condemnation. Within this extremely severe context, the government of japan is requesting cooperation from the government of jordan to bring about the Early Release of mr. Goto. Isis is demanding the release of a woman jailed in jordan in 2005. Heres our will ripley. Reporter in the coming hours in tokyo, we expect to see the japanese government demonstrating that they are doing everything they can to secure the release of japanese hostage kenji goto. News broke of this latest isis video and this morning many japanese woke up to these headlines on every major newspaper in japan, where they showed a still image of new isis propaganda videos showing goto holding a photo of the jordanian pilot who was captured by isis last month. This is the second piece of isis propaganda weve seen with him holding a photo. The first time he was holding a photo of his friends decapitated body. Isis is demanding that jordan hand over a prisoner convicted of a bombing in 2005. Jordan is not seen to hand over such a high level prisoner without getting something in exchange. Theyve been trying to secure the release of their pilot since his capture. But isis now delivering an ultimatum, saying if they do not receive her in 24 hours, theyll kill both hostages. Both men, according to this new propaganda have just hours to live. A very difficult, unpredictable situation that the japanese government the jordanian government have found themselves in. And agony for the family of kenji goto friends of goto who had to listen to him on this isis video saying that he will be a dead man in a matter of hours if the countries do not bow to the demands of a brutal terror group. Thats despite the militarys decision to stop trying to recover plane wreckage. 70 bodies have been resolvered so far. Another 92 remain unaccounted for. Investigators have submitted a preliminary report. So this new report that we just got indicates the Computer Systems may have failed. Could that have been a theory for a possible cause of this crash . Reporter one of the possible causes of the crash. All the people we speak to have said that there must be a number of factors involved. Lets not forget the pilot said there was bad weather at the time he asked to diverge. He turned to the left just before they lost contact with the plane. Reuters news agency has been speaking to someone from directly involved in the investigation. They didnt name that person. That person said perhaps the automated controls on board the system may well have failed in distress in the situation that the plane faced. That would have then led the pilots to go into alternate mode which means flying the plane manually. And then at some point they faced some kind of catastrophic failure or did something that wasnt quite right that caused the plane to plunge into the sea sadly. So still very far off, only real solid knowledge of what went wrong exactly. But a lot of different factors to piece together this jigsaw puzzle were getting now. So this could be one possible clue. The preliminary report has been submitted but they wont release it public. I spoke to the transportation minister here in jakarta. Cnn has been talking over and over again to the ministry to release this preliminary crash report publicly. But they say they wont yet. They did say they hope to release the full report within three months rather than a year. Zain . So the Investigation Continues into what may have caused the plane to stall and basically crash into the java sea. Were hearing that the military is no longer going to be part of the search and rescue effort. How are the families reacting to that . Reporter there was a lot of distrust and dismay weve seen over the last couple of days. A lot of concern, what does this mean for the search and recovery operation . When the military did announce yesterday, there was a lot of local news reports saying that would be the end of the operation. This morning i met with a number of people including one Family Member who had just come out of a meeting with the National Search and rescue operators and they were reassured that the search and rescue operation with actually continue. The military has been removed for the time being. The operation is on pause right now. Everyone is taking a rest zain. That is because 19 of the divers have suffered from the bends. Theyve had contamination by nitrogen thats 19 out of 81 divers. So theres a pause right now. Saturday were told in this press conference this morning they will resume for one week, and they will then reevaluate. They will prioritize trying to retrieve victims bodies. They were reassuring Family Members and that is the priority. The fuselage they tried to lift it of the weekend. Its simply too fragile. Theyre not making that a priority. They are also bringing in expert divers from the oil and gas industry divers who can go down into the water, perhaps with different equipment for longer periods of time. Divers who are experts and salvage operations. So all of this seems means they could have gone back theyre reassisting andessisting and go back in and hopefully retrieve more bodies. That was one of the worst hit areas, especially in massachusetts. In new york the socalled blizzard of 2015 was not as big as people expected. But the mayor said its better to be safe than sorry. Cnn looks back at how different cities have responded to big storms over the years. Reporter first, new yorks city bills it as one of the worst. This literally would be one of the top two or three largest storms in the history of the city. Reporter then a dire warning. Two to four inches per hour. Reporter thousands of Flights Canceled. Public transportation stopped, including the closing of the citys subway system. Places like times square looking like a ghost town. But by morning. Two feet of snow would have paralyzed the city. So we did what was necessary to keep people safe. Its better to be on the cautious story. Reporter others not so positive. In 2010, Michael Bloomberg taking heat for the citys days long response to a big snowstorm. Yelling about it and complaining doesnt help. Reporter this time the city is getting back to business as usual, after a crippling blow not from Mother Nature as predicted, but from city hall. Alina muchado, cnn, miami. The big problem in all of this is that the experts got it so wrong. Oh gosh. Its such a difficult decision to decide to shut a city down but sometimes you have to do it because you dont want to be blamed if things go wrong. Goodness gracious john. The officials in new york city and the National Weather service made the best decision they could with the best information they had. Still, tens of millions saw the biggest snowstorm theyve seen in decades. When you have six or seven governors appearing on television warning its going to be historic, stay indoors, all that. So weve had officials down play it and it becomes something else. But you take a look at what we have to work with as far as the National Weather service, here you go look at newark new jersey. 6 1 2 inches of snowfall. 10 miles to the east 11 inches came down. Some 50 miles to the east of that we had two feet. So the storm track was about 55 to 65 miles offshore. We have the north american model off to the left corner. The Global Forecast system historically has had a rough time with snowfall forecasting. A lot of money was put into this, tax dollars across the United States to improve the models. They nailed it. Over two feet in boston 24. 4 inches in boston. So back to the north american model, playing it up considerably higher. So the folks have to weigh the difference and as the storm track shifts a lot of people will be less with the snow totals. To the west of boston 3434 1 2 inches came down. So theres the three feet in some of these observation points weve seen. This was the largest snow totals in boston in january. Again, disruptions as far as travel about 500 Flights Canceled on wednesday after 5,000 canceled on tuesday. Notice the scenes here on eastern long island. Look at the perspective there. The blizzard dumped up to three feet of snow about 90 centimeters in some areas. Strong winds knocked out power to thousands of homes on the massachusetts coast. But new york city only got about tennisms sism inches of snow. From new york all the way north to maine, the blizzard brought work school and travel to a stand still. Cnns George Howell is in portland, maine. Here he is. Reporter so i want to show you the situation here in portland maine. When you look around, you can see snowplows are doing the best that they can do to clear the streets. But look at these snow berms. In some cases, its up to my waist. A lot of snow fell in just a short amount of time. Some 16 to 18 inches fell and they picked up another 6 to 7 inches overnight. So a lot of snow to deal with. And then also the winds. The winds have been intense. You can see from time to time these winds just blowing through the snow blows, as well. Its created whiteout conditions but heres the thing, officials did ask folks to stay at home to stay off the roads so crews could do their work. In many cases the roads have been very clear so that the crews can clear these streets. Now its a matter of waiting to see when all of the snow melts. That could take a couple of weeks before business gets back to normal here in portland. George howell cnn, portland maine. A former russian spy made a deathbed accusation and now more than eight years later, a Public Inquiry is under way in london. More than 70 witnesses are expect told testify in the coming weeks. Both men have been invited to give evidence to this inquirey from russia. Both always denied responsibility. If the inquiry establishes that they were involved it must look at broader questions about whose orders they were following. From his deathbed alexander firmly pointed the finger and blame at the russian state and russias president , vladamir putin. Theres a specific reason this type of inquiry is being held. Under british law, its allowed to hold hearings behind closed doors, in private. That will be necessary to consider secret British Government evidence. The lawyer acting on behalf of the family said today at the inquiry that he believes the public evidence enough will be enough to establish the culpability of the russian state. If visit may have been brief, but it underscored the key role saudi arabia plays in the u. S. Policy in the middle east. President barack obama led a very high level delegation to riyadh to offer condolences on King Abdullahs death and to pay respects to the new monarch. He met with the new king discussing the campaign against isis the civil war in syria, and the unrest in yemen. He cites that the issue of saudi arabias human rights records, specifically the case of a blogger who has been sentencing to 1,000 lashes for insulting the countrys clerics. And the president explained why. We have maintained a sustained dialogue with the saudis. What i found effective is to apply steady consistent pressure, even as we are getting Business Done that needs to get done and oftentimes that makes some of our allies uncomfortable, it makes them frustrated. Sometimes we have to balance our need to speak to them about human rights issues with immediate concerns that we have in terms of countering terrorism or dealing with regional stability. The u. S. President did not mention him by name but Seven Members of the u. S. Commission on International Religious freedom are taking the incredible step of volunteering to receive 100 lashes each in his place. One of those volunteers is daniel marks who joins us from philadelphia. Daniel is Something Like this even allowed under saudi law . And lets say the authorities by some chance agree to this are you really prepared for 100 lashes . Sure. Thank you very much for having me. Ill be honest i dont know what the technicalities of saudi law are and whether this is permitted. Of course weve done this mainly to make a statement. We want to by hopefully embarrassing them into thinking about what it would mean to bring us in and lash us into changing their minds about this brutal punishment on this very innocent man. However, having said that i did decide when i signed the letter that i was only going to do so if i really believed i would take the lashes if they took us up. So i have committed myself on this. I think the likelihood isnt great. Not because they wouldnt relish the opportunity, but because it would bring the negative attention that they dont want. Sure. The chances of it happening are remote. So in the meantime its kind of the hope of the glare of publicity will make them bend. Is that likely . Thats a very tough question because its hard to make those political calculations. But at the end of the day, the u. S. Saudi alliance is important to both countries and perhaps enough pressure would cause them to change their minds. They dont want to jeopardize their relationship and perhaps it would motivate the president or the secretary of state john kerry to Say Something which would carry tremendous weight. We hope so. We hope theyll just do the right thing because its the right thing. But if not, we hope this will change their minds. You must be disappointed that barack obama did not raise this issue when he met the new king. Yes, we are. It would send a statement to the whole world and the importance of protecting freedom of religion and speech every where. But if he did raise it privately with the king and is giving the king an opportunity to back off this punishment we could live with that. Because at the end of the day, the public message is important, but we also need to save this man. This group of seven willing to take 100 lashes each it is a very diverse group. It is indeed. We are of different religious backgrounds and different back grounds in general. But we all Work Together on the commission that you mentioned and we are all united in our strong common belief that freedom of religion is critical and must be protected for all people everywhere and the United States as a great leader in the world needs to take a leading role in doing so. Daniel, great speaking with you. And good luck with taking a stand. Thanks for helping call attention to this really important issue. He said they wrote a letter to the saudi ambassador. They havent heard back and dont expect to hear back. So see what happens. 70 years after the death camp was liberated by soviet troops.
