In washington, traffic was blocked a few blocks from the white house, during rush hour. And in new york, hundreds chanted outside the basketball game. The royal couple attended. We have more on that. Reporter inside, as the royals watched the basketball game, outside hundreds of protesters staging demonstrations. They did dieins. They walked against traffic, shutting it down. That was one of the mantras, shut it down, shut it down. There were many Police Officers, hundreds of them as a matter of fact setting up a perimeter, allowing the demonstrators to march. They marched peacefully. They were angry, they demanded justice. For the most part the police allowed them to do what they needed to do. At one point they went up to this shopping center. They went up the escalator, sat down for a while. Police, again, giving them the space, the respect to do what they needed to do. The demonstration lasting a little over hours and and another demonstration being planned in the next few days to take place outside city hall. Cnn, brooklyn, new york. Well, inside the basketball arena, several players showed their support for the protesters with shirts that said i cant breathe. Those were eric garners last words, of cork and lebron james of the Cleveland Cavaliers said his shirt was a specific message. It was a message to the family, you know, that im sorry for their loss. Sorry, you know, to his wife. And you know, thats what its about. Not to get caught up in everything. Theres no larger message . . How larger can it be . How larger can it be to pay respects to the family . Cant get any larger than that. Obviously we know our Society Needs to do better. But like i said before, violence is not the answer and retaliation isnt the solution. And you know, as a society, we know we have to get better, but its not going to be done in one day. Rome wasnt built in a day, and we all know that, but we all have to do better. All right. Well u. S. President obama promises to continue the fight to improve Race Relations in america. In an interview with the b. Erngts t. Get work, mr. Obama said his personal experiences help him to empathize with all people affected by the protests. He referred to a meeting he had with young nonvoi length protesters monday. Take a listen. A countrys conscience sometimes has to be triggered by some inconvenience, because i think a lot of people who saw the eric garner video are troubled, even if they havent had that same experience themselves, even if theyre not africanamerican or latino. I think there are a lot of good, wellmeaning people, i think there are probably a lot of Police Officers who might have looked at that and said that is a tragedy and figure out a way to bring an end to these kinds of tragedies. Then Attention Spans move on. Theres next thing. Some international crisis. Something that happens here. And change doesnt really occur. And the value of peaceful protests, activism, organizing, it reminds the society, this is not yet done. And the president s comments come as we hear for the first time from the mother of a 12 year old boy shot and killed by a Police Officer over a toy gun. Reporter speaking for the first time, she says as her son tamir lay dying she tried desperately to get to hem only to be stopped by police. As i was trying to get through to my son, the police told me to calm down or they will put me in the back of the police car. So of course i calmed down. Reporter rice says police already and cuffed and detained her 14 year old brother who also tried to reach her brother. Ri police declined to respond to the familys allegations. They say it compounded their pain and suffering over the loss of their son who was shot and killed in a public park just yards from his home. A 911 call reported someone in the park with a gun and that they believed the gun was probably fake, but the fake part appears to have been left out in communications to officers, rice was black. The officer who shot him was white. And in light of grand jury decision not to indict officers in missouri and new york, the fwamlys attorney, ben crump speaks. The family is very distrustful of whether local authorities will indict a Police Officer even though it is very clear, very transparent that several things were done inappropriately. Reporter the tragedy is all captured on Security Camera video at the park. It shows the 12yearold on a snowy day playing with and pointing the toy gun. Then a police car appears within feet of rice and two officers jump out and the closest to rice opens fire, hitting him at least once. He died the following day. Many are shocked at how quickly it all happens, and say police instead of deescalating the situation intensified it. Critics say its another case of Police Acting too aggressively, too fast, resulting in a tragedy all too familiar. Martin savage reporting there. And both officers involved in that shooting are on paid leave, and the department is investigating. The father of the officer who fired the fatal shot told a newspaper his son didnt realize the boy was just 12 years old and that the gun was fake. And more than 6,000 marines across three continents are on heightened alert ahead of a u. S. Senate report on torture. Were expecting 480 pages to be made public later tuesday. It will detail 20 case studies, including the hunt for osama bin laden. Well, Senate Democrats are releasing the report right now over the objections of some in the Obama Administration as there are concerns that the report could incite violence across the world. Reporter u. S. Diplomatic posts and military bases around the world on high alert as the Obama Administration braces for an explosive report on the bush administrations use of torture. Thousands of marines at the ready after a classified intelligence assessment warning of a violent backlash. And a last ditch effort by secretary of state kerry to delay the release. Well, typhoon hagupit is now blamed for at least 27 deaths in the philippines and believed to have destroyed nearly 1,000 homes. Its the strongest storm so far this year. Cnn asia pacific editor Andrew Stevens took an aerial tour of the island that bother the brunt of hagupit. Reporter the reports that weve been getting says that the small town of deloris is one of the hardest hit. Its about 100 miles northwest of tacloban. There were reports that there were real fears of a storm surge there, but we havent heard anything from that town. This island was hagupits first island landfall where it hit with the highest intensity. We reached deloris 40 minutes later, from the air it looks battered but not devastated. Trees down, houses unroofed. And north of the town, this resort clearly showing the scars of natures fury. We were the First International journalists, locals tell us, to reach this town. Weve arrived here, and this is the grounds of the school here which is now the Main Evacuation Center of the town. You can see there are literally hundreds of children who sought shelter from the storm. You can see the downed trees as testaments of the sheer power of hagupit. All around this area, big trees, all of which have been uprooted. Deloris took a direct hit from hagupit. It roared ashore with winds of 230 Kilometers Per Hour but no sign of a deadly storm surge. The damage here looks like the result of high wind, smashing houses as it came through. The wind is very, very super strong. Reporter what happened to your house . My house is broken. My house is broken. Many, many, many houses are broken. Many houses are broken. Reporter and do you know, have you seen many people have been hurt . Nothing i can see, because we evacuate. Reporter gratitude here for the Early Warning from the National Weather service. Others we spoke to told of injuries here but no deaths. But they do tell us the islands just offshore hit a much harder hit than deloris. What you can see from here, you see some damage certainly, but certainly not the devastation that was associated with haiyan at the school ground, which dominates, really this village. All the fishing fleet has been pulled up out of harms way. So obviously they had plenty of time to prepare for what was coming. These lowlying islands and coastal communities are among the most vulnerable to the powerful storms that frequently ravage the philippines. To most, the best hope of survival is simply evacuating, getting out of harms way. The lesson at least for now appears to have been learned. Ann drew stevens, cnn, deloris, the philippines. Its not a bad storm any more as far as the winds are concerned. It has taken nearly 60 hours after landfall to move from the east to the west. Literally moving at a snails pace. Tremendous rainfall across this region, but notice the pockets of thunderstorms are moving over water. That is good news. 75 kp winds. It has brought a swath of 400plus millimeters of rainfall, in excess of 16 inches in a couple of days in arias north of tacloban. This is the city very hard hit about 13 months ago with 6,000plus fatalities with super typhoon haiyan. But north of that region where we had land fall, you can see tremendous damage to property across this region. Highly impoverished and you factor in the winds, coming in 80 clopts per hours, about 180 miles per hour. Legazpi, half of its 200,000 people without power after the storm system moved through. On monday, Prince William met with president obama. Later they met hillary and Chelsea Clinton at a wild life area. Today a report will detail enhanced interrogation techniques following the 9 11 attacks. The cia program included water boarding and sleep deprivation. Thousands of marines across the world are on alert ahead of the reports release. In about one hour, a court in south africa will hear the prosecutions appeal of the Oscar Pistorias verdict. A judgment found him guilty of culpable homicide in october and sentenced him to five years in prison. By thursday they had images of the compound where somers was being held. By midmorning friday, the mission was a go. It would not suck sooceed in th. The president does not at all regret ordering this mission to try to rescue mr. Somers. I commend the president for acting, because the intelligence showed an urgency to get in, or they were going to kill this american hostage anyway. Reporter it was the dead of night in yemen. U. S. Officials say b22 aircraft raced to a we mote region in eastern yemen. About 20 commandos from s. E. A. L. Team six began hiking to the compound where somers and Pierre Korkie were being held. Just yards from the target, dogs began parking. The u. S. Says the seals were spotted. A firefight erupted. With aircraft keeping watch, the seals battled the terrorists. U. S. Officials say one terrorist ran back into the compound, shooting somers and korkie. The u. S. Did not know korkie was there. It was a desperate 30 minutes on the ground. The medics tried to stabilize both critically wounded men. They called for the b22s to land as close as possible. But one hostage died on the aircraft. The other back on board a nearby navy ship. Some in american hostage luke so somers family say they wish more had been done to get him out earlier and that they were not consulted about the rescue mission. U. S. Officials point out that the United States does not tell families ahead of time about highly classified hostage rescue efforts. Barbara starr, cnn, the pentagon. The United States mission in afghanistan is starting a new phase. They are shifting from combat to training roles. Its also a time of change for the pentagon as the secretary of defense prepares to step down. Chuck hagel just completed his final visit to afghanistan as chief. Thats where he spoke to cnn in an exclusive interview. Reporter this is chuck hagels fourth trip to afghanistan but his last as secretary of defense. We traveled with him where he met with troops sharing his own experience at first enlisted combat veteran to serve as defense secretary. Reporter do you think it will be a loss for the defense secretary position for someone who did not have that experience . Thats not for me to decide. Everybody brings their own set of experiences and their own strengths, and i, i believe my set of experiences fit me very well. But thats chuck hagel. I dont ever judge anybody else. Reporter at the end of this month, u. S. Forces will give up their combat role for training, advising and assisting afghan forces. A new mission as the u. S. Prepares for a complete withdrawal in two years. The u. S. Made similar investment in training iraqi forces. We saw how that resolved with isis. They want us to help them, assist, advise, train. How we left iraq was totally different. The Iraqi Government did not want us there. The iraqi people did not want us there. Reporter it is train, advise and assist, but u. S. Forces will still be able to do force protection if theres a force to u. S. Forces, go out and neutralize that threat. And in addition, you mentioned combat enabling. That speaks to Close Air Support. How much danger will u. S. Troops be in even as they transition out of an official combat role . This is totally different from where weve been the last 13 year. But the bottom line is weve got to realize this is still a war zone. This is still a war. So you put men and women in a war zone, theyre still in a war zone. Reporter taliban attacks are down this year from 2013. But secretary hagels visit comes during a new wave of taliban violence in the capital kabul. Whats the most concerning thing youve heard from commanders that scares you the most . I think this country, first of all, has made tremendous progress. Where afghanistan was five years ago, two or three years ago, is hardly any comparison. But it still has threats. Al qaeda, taliban. They have built the Afghan Security forces, a very Strong Security force institution. So, yes, still challenges ahead, but i think every sign is that they can do this, but its still a dangerous place. Reporter one thing that was very clear from our trip to afghanistan is that while u. S. Forces transition to a training role they will not be sitting behind their desks. U. S. Forces still able to go on operations to attack the remnants of al qaeda in afghanistan, to provide Close Air Support to missions. And also to go out and attack the taliban when it is determined that the taliban poses a direct threat to u. S. Forces, and there will be more u. S. Forces into 2015, 10,800, 1,000 more than the initial 9800 announced under the drawdown plan. Six former detainees from Guantanamo Bay are adjusting to their new freedom in uruguay. The United States released the men and flew them to south america on sunday. But as Cnns Rafael Romo reports, their release has led to controversy and concern in the new host country. Reporter the six former guantanamo detainees are now being cared for at two hospitals in mont video. They arrived sunday morning. The president said theyre considered refugees by his government. Four of the refugees are from syria. One is from tunisia, and another is palestinian. Cory cider, an american representing one of the men says the flight out of guantanamo was very similar to the flight into it. They shackle you still. Blindfold you still. Put the ear defenders on. You dont even really have a proper seat. So right up to the last, last moment of over a dozen years, in military prison, theyre still treating you like youre the enemy, even though they cleared you to go from guantanamo, over five years ago. Reporter the release of the six guantanamo detainees has been strongly criticized in the United States. A member of Congress Says the u. S. Government has paid a lot of money to send these and other former prisoners to countries that offer no guarantees of security or confinement. What we have found in the past is it doesnt work very well, not, i dont think that surprises anybody. So i argue that maybe we ought to rethink what were doing here. Reporter some uruguayans are unhappy about the transfer of prisoners. Who are these people . Why were they in prison . Why are they brought to uruguay . Are they going to be free . Or will somebody be watching them . But the outgoing president , himself a political prisoner who spent 13 year the behind bars, says to him this is a matter of principle.
