On ferguson, missouri and midnight in los angeles and we have a number of new developments we can bring you this hour in addition to the number of protests which were still seeing going strong on the west coast, we are also hearing for the first time from officer Darren Wilson. Is there anything you could have done differently that would have prevented that killing from taking place. No. Nothing . No. You will hear much more from that abc interview this hour but first lets catch you up on the latest out of ferguson and more protests and more arrests, not just in ferguson, missouri, but in dozens of cities across the United States. Its fallout from mondays announcement that Darren Wilson will not be charged in the death of Michael Brown. Right now the National Guard is out in force in ferguson, missouris governor tripled their ranks to avoid a repeat of mondays violence which president barack obama has denounced as nothing short of criminal. Take a listen. Burning buildings, torching cars, destroying property, putting people at risk, thats destructive and theres no excuse for it. And in a News Conference just a short time ago police announced that 44 arrests were made in this second night of protests in ferguson. At least one handgun was seized along with an array of small projectiles and one molotov cocktail. As for the protests the police chief said there was improvement over the night before. Take a quick listen here. Generally i think its fair to say the officers acted with an incredible amount of discipline tonight. We saw some protesters that were out there for the right reason. Unfortunately, there seems to be a few bent on preventing this from happening the most ideal way it possibly could. Lets get you live to ferguson, missouri, connect with our Stephanie Elam. Stefanie, just past 2 00 a. M. Weve heard from ron johnson and chief john belmar and one thing that stood out to me when ron johnson said, look, we couldnt have possibly known the magnitude. U. S. Districts have dealt with protests before, one said. How could you not be prepared . He said it was the magnitude that made things so volatile. What stood out to you from what officials had to say . Reporter it is surprising that they didnt expect this after what had happened in august. Just knowing that that tension was that high in this community to not think that it could happen again if there was a no indictment decision from the grand jury was just surprising. I can understand not wanting to have the violent conflicts with protesters and thats something we heard from police, they were working on toning down their plan of attack if protesters did come out and how they would interact with them. Thats one thing but there was definitely some time when there was nobody around. There was a good clip of time where we were out there on the street and there was nobody there. You could just see it, the way people were interacting and watched people break into stores and loot and all these things you cant see how theyre helping the message of the people who were peacefully protesting and asking for a real change. Not helping that cause at all and Law Enforcement wasnt there for a little bit. Now they did return and were in riot gear when i saw them later on in the night. But it was a very different tone that we were seeing out on the streets, so its surprising to me they didnt expect this could happen. If anything, it seems to me you prepare for it and if you dont need to go as far out thats extensive is one thing but thats part of the reason we thought there would be a delay in anewsing what the grand jury had decided. All of this is centered around how localings feel about the police force and how much they trust them or dont trust them and that really lack of trust between the two, that trust vacuum. We do did see some stories of protesters protecting some businesses from being damaged, from being set on fire and looted. You know, now that the dust and chaos has settled from last night, was there an aspect to the demonstrations that we perhaps didnt get to see or focus on as much that now that youve got to talk to people that we can now see . Reporter oh, i saw some of it with my own eyes and they were from young people. The one thing i did note about being out in the middle of night here in ferguson is that it was overwhelmingly young people who were out there. But you say some young women going up to some young women who kicked open this one wireless store and say to them why are you doing this . Why would you do this in our own community . This is where we live. Why would you do this . Eventually those young guys did leave but there was an effort by some people out there to say, stop this. This is not helping us at all. I heard someone mention this is jobs these are jobs you are going to now affect. These businesses are open, then those respect jobs here in this community and that hurts us in the long run and you did see some people coming out and standing in front of businesses and saying, youre not going to do that to us. Youre not going to go in here. It seemed for many of the protesters it was easy to just move on and go find another target and leave those businesses alone where people were lined up in front of them. And no matter what side of the issue, residents are on as far as their opinions the past few days have been difficult for everybody there in ferguson, missouri and the surround suburbs, Stephanie Elam staying up live for us. We appreciate it, stephanie. Well connect with you as the hours move on. And protests do continue to pop up across the country in the wake of the grand jury decision. There were at least 100 protests tuesday in the u. S. Alone from coast to coast. Late tuesday night protesters flipped over a police car in ferguson and then set it on fire. In california, demonstrators set fire on there. They kneeled on the ground with their hands up. Last night the areas where there were arrests and violence doesnt paint the entire pictures because in other areas across the u. S. Protesters did take to the streets but peacefully. Several dozen demonstrators held a rally in little rock, arkansas, for example. This is tuesday night. Everyone there standing in solidarity with ferguson. And in michigan demonstrators marched through the streets of detroit with police cars driving alongside them and in new york, protesters pasted marchfully through the streets getting that message back on track. Well, we are hearing for the first time directly from the Police Officer who shot and killed Michael Brown. Darren wilson tells abc news he feared for his life as brown punched him in the face and tried to grab his gun. Wilson says the whole thing started when he tried to get brown to move out of the middle of the road and brown became confrontational. Take a listen. I had gone to open the door and get out of the door. When i did so, i opened the door, i said, hey, come here for a minute. Thats when he turned and said what the [ bleep ] are you going to do about it and slammed my door shut on you. Slammed the door. I used my door to push him back and again he just pushed the door shut and just stares at me. As i look back punches start flying. He threw the first punch. Yes, he threw the first one and hit me in the left side. Some of the witnesses say they saw you trying to pull him into the car. That would be against every training ever taught to any Law Enforcement officer. I dont know how many hit after that but there was a barrage of swinging and pulling for about ten second. Then what. I had reached out the window of my right hand to grab on to his forearm. I was going to get to out of my car and i felt the immense power he had. The way i described it it was like a 5yearold holding on to hulk hogan. Thats how big he was. Getting his version out. The man who was with Michael Brown when he was shot is standing by. His version of events that brown was surrendering with his hands up when officer wilson shot the unarmed teenager. I know exactly what i saw. I was there the whole time and i definitely saw my friend stop and put his hands up being compliant after being fired upon after already being struck with a bullet wound from officer wilsons gun and no way that i thought he would even believe in himself he could take on an armed Police Officer while him himself was unarmed. Darren wilson never separated the two of us. Never said Dorian Johnson, im not shooting at you, im not chasing you so at the time i thought he was after both of us. There were lots of inconsistencies with Darren Wilsons testimony. We hear about this threat but his face looks doesnt look like someone who was fearing the next punch may be their last. The prosecutor was apathetic where officer wilson encountered two gentlemen who he didnt think were human beings, he valued their lives less than human beings, he acted upon it and the prosecutor allowed had him to get away with it. Its just very, very tragic and nothing that has come out discredits at all what Dorian Johnson has said as a disinterested fact witness and once he got it together he was given that testimony to try to avoid indictment. The fact that we could avoid this testimony disinterested eyewitness testimony and not have an indictment is just sad. Dorian johnson standing by his version of the incident. Its important to keep in mind what happened in ferguson, missouri really resonated with people all over the United States because of the trust in the police and weve seen the demonstrations but these protests are also front page news all around the world. Embassy today and governments around the world are taking note of the situation in ferguson, missouri. Live from our london studios we have more on this so, max, give us an idea on the numbers of people that are likely to turn up for this and the tone that this is likely to have. Yeah, we never quite know but occupy organizing event before them is an event organized by standup to racism in the uk, as well. Also outside the u. S. Embassy so certainly that is becoming the focal point on this and certainly getting huge amount of media coverage, this story, you know, not quite wall to wall on the tv networks but it is on leading many of the bulletins and today still on the bulletins and front page of the independent, this explain what is a lot of people are saying here. This is bonnie greer, a columnist, Michael Brown was killed in ferguson, missouri because hes plaque, her comment. This becomes a race issue. You remember, rosemary, back in 2011 there were riots in london off the back of the killing of mark duggan, very similar circumstances, he was shot by a Police Officer who thought he was being attacked by him. And involved in todays demo will be marks aunt and she has said that Michael Brown has not got justice and neither had mark. The police are there to protect, not to kill, our children. Shes being backed up by a very prominent mp, a member of parliament, diane abbott saying just as in britain the black community has a fraught history with the police so what were talking about is is a disenfranchisement within the black community in western capitals really saying were not part of the community, the institutions dont represent us and another flash point thats emphasized is whats happening in ferguson. But certainly whats happening in the uk does speak to that same issue in ferguson, missouri, because many of the protesters, you know, what this all centers around they feel Michael Brown was treated differently by police because of his race, because he was black and no matter what your opinions are, if you just look at the statistics, they show that Police Arrest africanamericans at a much higher rate than other racial groups. Consider these numbers, 12 to 13 of the u. S. Population is black. But they account for about 38 of those in prison. The u. S. Justice Department Says black men are seven times more likely to be arrested than white nonhispanic men and one reporter allegations that once convicted, black offenders receive longer prison sentences compared to whites. Some might say well, theyre committing more crimes when it comes to Marijuana Possession the crime rate is the same but the incarceration rate much worse for blacks. Heres another example. In 2012, about 1 out of every 10 black men was arrested compared to about 1 out of 20 white men and several reports estimate almost 1 in every 3 black men will be arrested at some point in their lifetime in the United States. Also keeping our eyes on ferguson, missouri, things much calmer right now, past 2 20 in the morning. Demonstrations have been taking place not just in l. A. And new york but in a number of other cities. While things are quiet well take the opportunity to bring you updates on other major stories were following for you right now. Police in hong kong cleared one of the major protest sites and arrested two of the democracy leaders. It came after police used pepper spray as you saw to push back a large crowd. This is a day ago. Officials say at least 116 protesters have been arrested for scuffling with authorities since tuesday. All right. Lets get more on the situation and we turn to cnns anna coren who joins us live from hong kong. So anna, give us an idea what the situation is there. It looks quiet behind you, certainly. Reporter yeah, thats right, rosemary. Hard to believe that this yesterday was one of the major protest sites where all the tents were set up. Hundreds of tent, thousands of protesters, well, it has been completely dismantled. Police moved in here early this morning expecting confrontation and while there was yell ago and jostling, at the end of the day they cleared the site along nathan road within an hour. Really quite extraordinary. This injunction approved by the high court to clear mong kok and obviously a much larger area. Police were able to clear the site within an hour and now it is back open for business. There are car, taxi, the buses are moving, pedestrians are walking past. A lot of people looking on. A heavy police presence, though, rosemary. Must say that there are hundreds, if not thousands of police. Thats according to local media around the area, within the vicinity, certainly to ensure that those protesters dont return tonight because that obviously is when things get ugly and when they try to retake the streets, but police are making sure that does not happen tonight, rosemary. Anna, where does this leave the prodemocracy effort there in hong kong . Reporter well, it means there are still two major protest sites on hong kong island. Admiralty being the larger and smaller site at causeway bay. Many protesters moving to the admiralty site but spoke to one of the protest leaders who was arrested, two protest leaders were amongst 116 arrested over the course of the two days. Lets have a listen to what he had to say. It is our political problem. It is about the political issue but not about others we will still conduct our civil disobedience until they arrest us. Reporter as i say, 116 people arrested in total. 170 injured. Thats what we are getting from authorities. Apparently 20 of those being police but certainly the protest movement is still happening. Still happening admiralty that major site where there are thousands of tents and people but we are expecting police, you know, to move in. They are going by the court by the high court. They want to do it with the courts approval. So as to when that happens we dont know, rosemary but certainly at this stage protesters telling us they will continue to protest in those main two sites on hong kong island, whether protesters surge in here tonight to try to reclaim nathan road and argyle street remains to be seen but certainly you would think with the heavy police presence, with traffic now back on the streets that will be very difficult to achieve. Yes, certainly everything back to normal there on nathan road. So many thanks to our anna coren bringing us up to date on the situation there but, of course, those prodemocracy demonstrations will still continue this other parts on the island there of hong kong. Witnesses in the city of maiduguri say two women blew themselves up minutes apart in a crowded market there. Medics say at least 50 people were killed. Well, a huge storm is threatening much of the northeastern u. S. Wednesday. Thats the day before thanksgiving and the busiest travel day of the year. We see it happen year after year, of course, Major Airlines are weaving change fees for flights to affected city. Travel disruptions and delays predict the as snow is forecast. From virginia to maine. All right. We do want to turn to the World Weather now. A couple of stories to tell you about. Some unusually heavy rainfall flooded large parts of morocco while a Tropical Storm is moving over the philippines and Pedram Javaheri joins us again with all the details on those systems. Pedram. Absolutely. This storm system causing flooding we havent seen in many, many years across this region. Typically it is the transitional point across morocco where we begin to see the rainy season but that minimal rainfall compared to rainy season when you compare it to tropical locations on earth. But first want to show you some of the images coming out of areas across portions of more row coand see what were talking about near agadir, tremendous rainfall, upwards of six months worth of rain and several regions including the tourist hub in marrakech has seen mud homes destroyed and six national highways cut off in recent days because of the flooding across this region and the storm system at this point beginning to, of course, taper off. Theres another one ahead of it that will move in towards this region. The desert flooding has been in place and you look at the model depiction, pretty expansive area with rainfall in recent days but in excess of 6 inches or 150 millimeters has come down. Theres the next storm system knocking on the strait of gibraltars doors and over turkey at this point. Travel looking like this. Generally light with the exception of tel aviv, istanbul where we have rainfall, snowfall across the Higher Elevations of turkey working your way across the persian plateau and also in tabriz and travel issues across the Eastern Mediterranean in that direction. We do have a tropical disturbance over this area. It doesnt look like it will develop into anything impressive but a lot of rainfall for this region. Gorgeous place here. Heavy rainfall before this system moves on in towards vietnam and could strengthen at this point but travel moderate and jakarta having delays with thunderstorms. Well, police say they made 44 ares in a second night of racially charged violence in ferguson, missouri. And theyve tweeted these pictures of some of the vandalism bad enough but certainly an improvement over monday night when dozens of buildings were burned to the ground or looted. Weve got to make the point that protesters are making themselves heard well beyond ferguson as you see on this map. Weve highlighted protests held in dozens of cities tuesday night by one estimate 170 lik0 locations and while we did see instances of violence and arrests most of these were peaceful. We just heard from police in the ferguson area just a short time ago, in fact, they showed off some of the bottles and other projectiles thrown at officers during tuesday nights protest and say all but four of the arrests were on misdemeanor charges. Take a listen to a little section here. We talked last night about the fact that we were perhaps not optimistic but hopeful we would have a better night than we had and ill be honest with you, i dont think captain johnson or myself or any commander here really envisioned how bad last night was. I think that was a scale that fortunately is seldom seen here in this country. Well, i think if we ask ourselveses a Community None of us could imagine last night was going to be what it was last night and ive heard that all throughout today that none of us could have imagined last night was going to be what it was. If any of us knew what it would what it was, if we had a crystal ball we probably would have done Something Different but we could never have imagined that in whats changed in 24 hours . Sara sidner has bn on the scene and compares the second night of protests to mondays violence and destruction. Reporter its different but there are few things that are the same. Police car we saw set on fire outside of city hall about a couple of hours ago and now were standing in the street, what is very different right now is that you are not seeing crowds here for the first time in more than 100 days. What youre seeing is the National Guard and the police force that are standing in front of them. The National Guard back on the Police Department property and the police force out in front. St. Louis county and the Highway Patrol out here. Now, i do want to mention that they had mentioned to everyone who usually stands right here in this lot and you can see the light from the helicopter usually there are hundreds of people over these past couple of days standing in this lot and protesting and theyve been doing so for a long time but police basically said, look, we need you to disperse. I see an arrest happening. Can you come with me, please . Looks like the National Guard if you see there is taking somebody in. They are pulling someone back to the ferguson Police Department back behind the police line and behind the National Guard line. We are also being told to move back to the sidewalk which is what were doing but basically whats changed tonight is that officers have said that because of items thrown at police, we did notice a couple of Water Bottles being thrown at police and perhaps some other items they have told everyone to disperse and go home. It is an Unlawful Assembly. Different from what youre going to hear earlier today which is get out of the road. You can assemble but you have to be on the sidewalk. Now theyre saying this is an Unlawful Assembly because of the items thrown at officers earlier. And that was sara sidner reporting in ferguson. A couple of hours ago now so it is very much quieter now. Its about 2 30. Just after 2 30 in the morning there central time. That was the first time you had ever used your gun, right . Yes, it was. In all your years as a Police Officer. Yes. Then what happens. He gets even angrier. His aggression is intensity increases and he comes back in at me again. I was looking at him, just expecting another hit and put my gun up and fired then i go to exit my car and when im getting out i say shots fired, some more cars and start chasing after Michael Brown. Why not stay in the car . Hes running away . Because hes not my job isnt is to just sit and wait. I have to see where this guy goes. You felt it was your duty to gave chase. Yes, it was. Thats what we were trained to do. And he runs out of the car, gets about 30 or 40 feet. You can get out of the car. You start to follow him and then he stops . He does stop. Why . When he stopped he turned and faced me. As he does that his right hand immediately goes into his waistband and left hand is a fist at his side. He starts charging me. What did you think when you saw that. I didnt know. I mean my initial thought was is there a weapon in there. Even though he hadnt pulled something out. It was just the unknown and, again, were taught to let me see your hands. As you know, some of the eyewitnesses said when at that moment he turned around he turned around and put his hands up . That would be uncorrect, incorrect. No way. No way. So you say he starts to run. Does a stutter step, starts to come towards you and at that time i gave myself another mental can i shoot myself. Legally can i and the question i answered myself was i have to. If i dont he will kill me if he gets to me. Even though hes 35, 40 feet away. Once he hes coming that direction, if he hasnt stopped yet when is he going to stop . After hes coming at me and i decide to shoot i fired a series of shots and paused. What did you see . I noticed at least one of them hit him. I dont know where but i saw his body flinch a little and after that i paused and i again yelled, stop, get on the ground giving him the opportunity to stop. And he ignored all the commands and just kept running and so after he kept running again i shot near series of shots and at least one of those hit him. This time hes 15 feet away so i start backpedaling because hes still getting too close. He gets eight to ten feet. He starts to lean forward like hes going to tackle me and i look down the barrel of my gun and fired and what i saw was his head and thats where it went. Right in the top of his head . Yes. Darren wilson giving his version of events to george stephanopoulos, we have to make the point Michael Brown cant give his version of events because he was shot dead and the question was, was it absolutely necessary to use deadly force . Was that Darren Wilsons only option. He says i would not do anything differently. Well, we do want to show you a Pivotal Moment though from monday night in ferguson. Yeah, now, this was captured by the new york times. We see Michael Browns mother Lesley Mcspadden reacting to the gray davis decision not to indict officer Darren Wilson. Yeah, as you watch this youll see that the grief quickly turns to anger when browns stepfather addresses the crowd. Let me have my whole life. I aint never had to go through nothing like this. Dont yall none of you know me but i dont do nothing to nobody. Anybody say so, theyre a lirer. Theyre a damn liar. We want justice. [ bleep ]. We want justice. Were going to get justice. Were going to get justice. [ bleep ]. The police for real. Were going to get justice. That was somebodys child. [ bleep ]. [ yelling ] and it was shortly after that moment that some of the fires did begin in ferguson and the night took a turn for the worst. Its not clear if thats connected. The attorney for the brown family, Benjamin Crump said what that video is captured the couples desperation and frustration at this time. He did admit browns stepfather call to the crowd was inappropriate but said that he shouldnt be condemned for it. We will take a very short break but we will have more for you when we come back. According to the latest details 95 people are known to be killed and 120 wounded in air strikes conducted by the Syrian Regime. The ongoing civil war in that country and the fight against isis, as well. The observatory for human rights says it happened in raqqah where militants have a strong presence. Nick paton walsh, what more can you tell us about the latest syrianled strikes in the country. Reporter well, the Syrian Regime appeared to have conducted ten separate air strikes on raqqah which is effectively the capital of what isis likes to call their caliphate. Their main city. Now, these air strikes hit key mosque in the city center and also a key Public Market there. Potentially a hallmark of the regime air strikes weve seen in the past three years, this civil war incriminate and not that level of casualties they make. We dont know what proportion are dead. Theyre in a precarious situation and know isis is struggling to provide medical care for their own fighters. They said in the last 4 hours in fact that those same isis people have been taking donations from detainees. But raqqah particularly significant, of course, as its the isis main stronghold but because its the regime conducting these air strikes. They have quite markedly not been hitting isis as isis grew strength over the past year or so and at times they choose to reverse that policy and strike back hard. Some activists speculating online these air strikes may, in fact, be punishment of sorts because of their recent beheading video shown in which a number of Syrian Air Force pilots were beheaded by isis militants, the same video that showed the corpse of pete kassig. A bloody day in raqqah in the past 24 hour. The latest information out of syria there from our Nick Paton Walsh in turkey. Its just approaching just about 10 45 in the morning. Nick, thanks. And things were much calmer today but the protests spread beyond ferguson all the way to new york city and los angeles and dozens of cities in between. The solidarity marches, also the officer in the case broke his silence tuesday, Darren Wilson told abc he is sorry for the loss of life but he says his conscience is clear. Had amid tuesday nights violence in ferguson there were some people who tried to protect businesses from looters. Yeah, our sara sidner introduces us to these people described as heroes. Reporter on a night of chaos andre thomas wasnt a part of it. He and his friends stand in front of a wig shop with its windows smashed out. Tell me what youre doing out here. Saw some people looting. Thats not what im about. Reporter thomas lives a few miles away. He doesnt know the owners but he says it is his duty to protect it. He wasnt the only one to find the destructive behavior unleashed mostly on two streets in ferguson. Less than a block from the Ferguson Police station, a show of force outside another business with its windows smashed out. Not kathys. Reporter kathys is owned by an africanamerican businessman who coached many of the young men in this town. He did not board up but the looters did not pass the human chain. Some of his neighbors did board up. We were there when salon owner Constance Garnett secured her salon. Now shes glad she did. I just pray that somehow the business, you know, find it in their heart to come back because the neighborhood need the business. Ferguson is a good place to be. Well, Anderson Cooper spoke to an owner of a barbecue restaurant. His business was damaged in the sirrs set and we will try to get back to that a little later. At this point the eldest son of slain civil rights leader Martin Luther king jr. Spoke with cnn earlier about what specific steps he thinks need to be taken to make things better. Take a listen. I dont know that theres one thing. What i do think is there are a number of steps we must take. I think sensitivity, human relations, diversity, training and community policing. Now, thats just for the police. The other tee steps, sensitivity, diversity and human relations the entire community needs, that means businesses, that means government, that means just in our school. If our children were learning that process all the way throughout the School System at the end when they get to college, they are different young people. Its a whole different experience because we have a sensitivity to other cultures that may do things differently than we do. All right. And, you know, we want at this time to talk to our audience because weve been looking at this and been looking at these peaceful protests in ferguson for the last 100 days and we want to emphasize that and that the agitators who caused all these problems derailed an effort to get a message out there and were saying now these protests for the most part again peaceful across the country. A chance for the spotlight to be on Race Relations in the United States and perhaps move forward. I think thats the one thing weve seen today is that by all of these demonstrations taking place across the United States, that sense of missed opportunity for justice is being picked up by some from los angeles to new york and even small towns in the midwest where people want to lend their voices to this movement and hopefully result in positive change. U. S. President barack obama and attorney general eric holder have announced this lann to tour some of the regions in the u. S. And talk about Race Relations and the police because justice wasnt served in this instance, you know, by the opinions of people in ferguson, so we will see this play out in the months and years to come in the u.
