So how disappointed are you that the United States, britain, the other signatories of this didnt do much, didnt do enough to prevent russia from doing this . You should understand, this is not only the budapest memorandum is not working and collapsed. With the russian invasion to crimea, with the russian aggression to the east and the advance into ukraine, it has collapsed the total whole postwar Security System in the world. What mechanism it creates just for security. My initial security consult, nato, General Assembly of the united nation, special Regional Security ally and all these things are simply not working. Its shocking that all of these you gave up ukraine. You had a lot of nuclear stockpiles, weapons. You gave them all up in exchange for an ironclad agreement that your sovereignty would be respected and it wasnt. Exactly. A map of ukraine, including crimea. Thousands of firefighters continue to struggle to stop a Massive Wildfire in northern california. Prosecutors say this fire was no accident. Here is dan simon. We are at the courthouse in california where the man accused of setting this Massive Wildfire had his first Court Appearance, 37yearold wayne allen huntsman, pleading not guilty to the charge of felony arson, authorities not revealing the evidence against him. The devastation has been enormous. More than 75,000 acres have been charred, thousands of residents have been forced to evacuate their homes. Theres no stopping this fire. They dropped retardant on it. They dropped water. Its sickening. Its horrifying and its sickening and its just awful. I dont know what else to say. Reporter the terrain is so steep, so its important you really get air support and its always an impressive sight, seeing those dc10 tankers dropping thousands of gallons of red fire retardant. Another important thing to point out is a threeyear california drought, causing so much fuel to burn. So much dry vegetation out here. Were seeing an unprecedented situation, 12 fires burning at once in the state of california. As for mr. Huntsman, his next Court Appearance will be in october. So hard to believe someone, one person caused all of that. For more on the fire and the weather conditions, our meteorologist ivan cabrera is with us. Of course, we know california so incredibly dry. So hard to see a beautiful state burn like that. And the fire officials are absolutely right. Theyre dealing with something they havent dealt with before. Sure, theres a fire season in california, obviously, and you expect that. As far as fighting the fires and the conditions that were in, the exceptional drought that were in is something they had not dealt with before. And theyre going along as they can. Weather conditions arent helping at all. Any fire that starts in california because of how dry it is is going to get out of hand rather quickly. You get the winds mixing everything up. Add the terrain, of course. These fires are burning in very steep terrain. Fire that is can jump from canyon to canyon and go up the ridge. Thats why you need air support because firefighters cant get to some of these spots here. 76,000 acres is where were at now, almost 31,000 hectares and 12,000 residences at risk. There will be some thunderstorm activity. Additional lightning strikes are a concern. You can see that on our computer forecast. This low moves up and they pop there right along the fires. Well watch that along the next 48 hours as the forecast continues with temperatures in the upper 70s to lower 80s. Thats the way were going to go into california. The moisture, of course, in these tropical systems have been impacting the southwestern u. S. They never made it to where we really need it most. 85 kilometer per hour winds. Tropical storm polo will continue heading off to the west and fizzling out at about 72 hours. That is excellent news there. We do not need a third tropical system in the southwestern United States.
