Showing his execution. Before beheading haines with a knife an isis fighter delivered this warning to british Prime MinisterDavid Cameron bufford. Your evil allies of america who bombed the dam will only accelerate your destruction and claim the role of Cameron Bufford will only drag you and your people into another bloody and unwinnable war. David haines brother issued a statement on behalf of the family. Heres what it says in part. David was like so many of us just another bloke. He served with the u. N. In the balkans to help people in real need. There are many accolades from people that that region that david helped. He helped whoever needed help regardless of race, creed or religion. David was most alive and enthusiastic in his humanitarian roles of the his joy and anticipation for the work he went to do in syria is for myself and family the most important element of this whole sad affair. He was and is loved by all his family and will be missed terribly. David Cameron Bufford acted swiftly and rushed back to number 10 downing treat for emergency meetings on the situation. Earlier the Prime Minister released this message via twitter an we quote him the murder of david haines is an act of pure evil. My we will do everything to hunt down these murderers however long it takes. Isis latest victim was an aid worker who helped refugees from the syrian civil war. Atika schubert has more on david haines and the british response to his killing. Atika, he was abducted in a syrian refugee camp. Reporter thats right. He was working with the french ngo helping logistics at a syrian refugee camp and he was abducted last year, we believe, in march and so his family has really bishop suffering from silence now for more than a year. Simply because they didnt want anyone else to know what happened for fear that the worst Case Scenario could have happened and that unfortunately happened overnight, natalie. It seems weve had to unfortunately see three of these and the same person seems to be talking in all of them and when it happened to mr. Foley, there was a lot of talk from analysts, investigators that they felt they could figure out who this person is. Do you know where they are and that. Reporter we know investigators have been analyzing the video and the audio when that making in some cases, for example, finding out the exact location where the video was filmed and trying to identify that man. Now, they say they have authorities here an in the u. S. Say they have come close to identifying him but if they have identified him, they have not made it public. So we still dont know who that militant is but that is very clear from the video is that it is in exactly the same format as the previous ones and he wears exactly the same clothe, seems to carry the same sort of knife. Its almost like a costume and very clear propaganda message being delivered every single time. And, unfortunately, at the very end of this video another british hostage is also shown and so clearly britain at this point will have to respond in some way. Right, and we know that David Cameron bufford rushed back to 10 downing street. What might we expect to hear something from him . Reporter were likely to see a Cabinet Meeting within the hour. It is an emergency meeting in which Security Officials will be there briefing him on the situation. Obviously how much what they know from the video, how much o man thats being held, and were hoping to get a statement after that, but we dont know exactly when that will come. The big question will be whether or not britain will react militarily. This is something that previously britain has said it would not be involved in air strikes in syria but the Prime Ministers office has always said theyre not taking anyopti there will be renewed pressure to hit harder at isis. All right, afolk ka schubert following developments for us from london. Thanks. Azerbaijan Prime Minister abbott says isis does not just do evil but exalts in it and promises to send a military force to help fight them. We have within about the last 24 hours received a specific request from the United States government to contribute forces to possible military action in iraq. I can further advise that on friday night i had a conversation with the new Prime Minister of iraq who indicated to me that he would very much welcome an azerbaijan military contribution to the restoration of order and security inside iraq. So, the Security Committee has met earlier today. The cabinet has met to discuss this matter and the government has decided to prepare and to deploy to the United Arab Emirates a military force. A military force that could subject to further decisions contribute to military operations inside iraq. Australia is deploying up to ten aircraft to the uae to join the fight against isis in response to a u. S. Request to contribute to an international coalition. Becky anderson is live for us in abu dhabi with more on that and regional reaction to the threat from isis, becky, hello. Reporter yeah, and its unclear at present exactly where these azerbaijan assets will be deployed too. Further information on what is happening just coming in to us in the past hour. You heard the Prime Minister of australia speaking just before you came to me. And this is the story. Theres no decision as of yet on actually deploying these assets from the uae but the very fact that they are flying them in to this region shows the intent to deploy if, indeed, that is the case. No australian boots on the ground. That is clear but let me take you through, natalie what, we do believe will be incoming to the uae with the intent of deploying a destruction force, eight super hornet aircraft, one early running and run refueling aircraft. 400 military personnel to secure personnel deployment and 200 military offices, that is a contingent to act as military advisers. So that is quite a significant deployment of assets. As i say, not clear as of yet when these would be deployed but certainly they are coming here to the uae wearing the uae were working on that, there are a number of bases here in this country and well work on finding out exactly where these are coming into. This also interestingly enough is an openend the commitment from the Prime Minister and he has made the point very clear it would be months rather than weeks, he seas and quote our contribution will continue to be monitored continuously. So we are seeing the beginning of what looks like this coalition of the willing, what the regional players are up to, well, that is another question and as we move through the coming days and weeks, it will become a lot clearer, i think, at this stage. What do we know about the others on board this coalition there in the region . The coalition of the willing. Those joining with the u. S. So far. Reporter as i say thats going to become the specifics will become a lot clearer as we move towards what will be the Security Council meeting chaired by mr. Obama on the 24th of september which the Prime Minister of australia alluded to but let me just give you this, as things stand, the u. S. Effort to build a Coalition Effort to fight isis is growing, nearly 40 nations have signed on to provide humanitarian assistance. The iraqis highlighted on it including uk, france and germany and australia, japan and south korea. Youve also got a number of arab nations, qatar, saudi arabia and the United Arab Emirates and as we move through today and into the early period of next week, we will be able to get more flesh on the bones as to exactly what these willing partners are prepared to do. Saudi, we know, will absolutely could lend regional legitimacy to what is this u. S. Led coalition. They have said already that they are prepared to provide Training Facilities for the syrian moderates as they call them. These are this fighting force that obama has been intent on providing more equipment for over the past couple of years. Moderate force that really on the ground is providing very little so far as traction is concerned against either isis or against bashar al assad. Jordan, well, that has money, of course, logistics and intelligence to offer as well as these connections to sunni tribes on the ground and that, again, natalie, is really important. This is an extremely violent sunni mischa working across syria and iraq at the moment. That being isis or the Islamic State as they call themselves and anybody who has contact regionally with any of these sunni militia ought to be important. Turkey, another country which isis has got in its crosshairs, doesnt want a military role. It has 49 personnel being held in mosul in iraq by isis at present. It could tighten its border preventing weapons and fighters from crossing into syria and help clamp down on the smuggling out of syria and iraq of this black market oil that weve been talking about, natalie, upwards of a billion dollars a year is the financing, follow the money, as it were is the financing that isis are raising as a result of plundering this oil, this raw crude oil in iraq and syria as well as the pondering of artifacts and extortion money so tapping that flow of finance would help at least in principle to be able to put a cap on this organization, more as we get it. All right, well, hopefully the Regional Response will come through because that will be key in helping the other countries. Thank you for breaking it down for us, our becky anderson, thanks. Still to come here we look at u. S. Secretary of state john kerrys efforts to try and shore up support to battle isis. Well get details from him and also tackling radicalization. Well speak with an expert about why an increasing number of westerners think its a good idea to join isis. Isis has released a video showing its beheading of another westerner, 44yearold david haines was a scottish aid worker abducted near a refugee camp in syria. Haines leaves behind two children. He is the third western captive isis has executed in recent weeks. For more analysis on isis, peter newman joins us live, the direction of the International Center for the study of radicalization and professor at kings college, london. Thank you for joining us. Hi. Yet again the masked man in black in this beheading video spoke in a british accent highlighting again perhaps that westerners are going to join this fight. What does it say to you this may be the same western man some are saying at these beheadings . Yes, its the same choreography, the same kind of video. Its the same background. It is the same setup and it seems to be the same person carrying out the execution. Someone clearly speaking with a british accent and i think isis tries to make a point here in having the same choreography confronting the fact that the west and the enemies of isis really cant dont seem to be able to be to do anything to stop this. Right, and it is a brute at act like a beheading. Does that is part of it to draw recruits, would that draw recruits . Is it part of a recruiting tactic in addition to get the west, to take them on and intervene in the fight . I think there are a couple of purposes here. One is to draw attention and i think isis has figured out that in order to draw the wests attention and to get the whole world to listen to their messages they dont need to bring down two towers in new york. From their point of view this is a relatively low cost strategy of creating a big mess around the world. All they do is to take one hostage to the desert and behead him. On the other hand, of course, its also true what you say, namely, that some of the wannabe foreign fighters who werent so excited about this conflict because it was up until recently a conflict between sunnis and shiites, something that is of no great interest to people in the west, they have now turned this into a confrontation with america, with its allies, with western countries and this narrative of the west versus islam is still something that is quite exciting for a lot of wannabe foreign fighters and jihadis out there so, yes, i do expect this has some positive effect on recruitment as gruesome as it looks. Youve got to wonder do they really know what theyre get nothing when they get there and realize the brutal group they have joined with. The uk is clamping down on movement of its citizens who have gone to iraq and received training. Will that impede some westerners involvement . I think its very important that people are being stopped from going into syria. Its true that not everyone who wants to go to syria is necessarily as ideological as the people who are carrying out the beheadings. Some terrible things happen to people whilst inside syria. Radicalization doesnt stop at the point of going there, it continues once you are part that have group so its important to take passport as way to stop people from going. In addition i think what the government and this country and britain and others need to do much more about is engage with muslim communities. There are a lot of conversations happening within muslim communities about this conflict, about isis and often muslim parents do not have so to speak the verbal ammunition to confront their own kids and to win arguments because they dont know very much about it. Theyre not very engaged on it and i think Community Leaders and the government have to help educate everyone in the communities so they can win those arguments. Well, thats an important part of this fight, its a very good point and well end it there. Thank you, Peter Newmann for us. Kings college. U. S. Reporter its the latest stop on second kerrys mideast tour to build support for a Global Coalition to combat militants. Earlier he was in iraq trying to boost the new Iraqi Government and in saudi arabia meeting with leaders of ten arab nations trying to enlist sunni arab support for the new government then he traveled to ankara and met with turkish leaders. Here in egypt the heart of the arab world, secretary kerry asked president al sisi about this. Stopping and theiring their knowledge with extremist groups in the sinai which is why the u. S. Says isil is as much a threat to egypt as it is to elsewhere in the region. Secretary kerry also asked egypt to get its religious clerics to come speak out against isis in the mosques, in friday prayers. The grand mufti just issued a tough statement condemning isis and so the u. S. Wants to see more of that. So were very grateful at both egypt and the arab league have supported this coalition every step of the way. If youre just joining us british Prime MinisterCameron Bufford is calling the beheading an act of pure evil. It showed british aid worker david haines being decapitated by a militant with a knife. The mass executioner promised more killings if the United States continued air strikes against isis targets in iraq and the executioner also threatening David Cameron bufford joining with the United States. Here is more of what we know about david haines, the vic. The 44yearold was an aid worker in syria for the french group acted. He was captured in 2013 while working for a syrian refugee camp. Grew up in scotland and made his home in croatia survived by his wife and two daughters. Irbil is still under the control of kurdish. An no anna coren is there. They need all the help they can get. Reporter absolutely. The kurdish troops as well as the iraqi forces, they, natalie, as we know, the troops on the ground taking the fight to isis and wont be getting any help as far as the combat mission goes from the United States. There will be no u. S. Forces on the ground directly fighting isis but, of course, they will be acting in an advisory role, training role, providing intelligence gathering and that leadership role that has been so sorely lacking here in iraq, the kurdish and the Iraqi Military really operating as two separate entities so its important now they come under the one umbrella with the leadership of the United States to have a much more Effective Ground offensive against isis, obviously those u. S. Air strikes critical to the fight. There have been 160 u. S. Air strikes today according to u. S. Central command overnight. This air campaign has been going for some five weeks. It began to protect irbil here, the capital of kurdistan when isis was making its advance towards this city. Since then it has been very much focused around mosul dam. It still is focused around that area whilst the dam itself, the largest hydroelectric dam in the country is under the control of the peshmerga, the surrounding villagers are not and thats where there is fierce fighting going on, natalie. Yes, so it will be interesting to see what and how the coalition moves in with air strikes. You say 160 so far. And we know that has pushed isis back somewhat but how would you assess just how much of a beating they have taken from that many air strikes . Reporter look, natalie, i think its fair to say they have been contained. They can no longer make the Rapid Advances that we have seen over the past few months. The reason being is that they were allowed to travel in these large convoys across the plains, across the deserts, take over these towns, take over these cities which were falling like dominos, the reason they were falling so quickly is because of the sunni populations, obviously these communities feeling disaffected, alienated and marginalized by the former Prime MinisterNuri Al Maliki and now they hope it will be a more inclusive government that will include the sunnis better representation to them. Were yet to see that happen. The ministries of defense interior are yet to be filled. Critical ministries and know the sunnis want defense, that, of course, looks after the military and then if there is some sort of ownership, some sort of power perhaps that have will an effect in these sunni populations because as we know, they are relying on some sort of uprising from within these towns and cities that have been taken over by isis. They cannot send in shia military, shia militia or Kurdish Forces like the township of mosul that is sunni population and has been under control from isis by isis for the last several months. They need a sunni force. This is where the National Guard might come into play. Something that the leader has talked about. This is not something that will happen in the next several months this. Is definitely a work in progress. And what if any have you heard about any reaction this late latest beheading and this other front theyre playing with the executions . Reporter yeah, people are appalled, natalie. Sadly it was only a matter of time before we would see this third beheading, obviously it is just the way that isis now operates. Its really come to define what they are all about. People describing them as, you know, the personification of evil and obviously we heard that from the british Prime MinisterDavid Cameron. These beheadings are part of their propaganda tools. They not only do this to instill fear and to provoke the west, provoke the United States, provoke britain, but they also do it to instill fear into the local populations. I mean, yes we obviously are focused a lot on the westerners that have been captured and are hostages and paraded by isis but we have to remember too, natalie, theyre also Peshmerga Forces who were captured not so long ago and paraded out in front of the cameras and that video was put online, something that hits home here because, of course, as we know the peshmerga are the forces protecting kurdistan here in Northern Iraq, so for the people here seeing, you know, david haynines brutal beheaded they have people who are captured and lives being threatened. Theyve had their share of horrible videos to watch, as well. Seeing so many people gunned down. All right, anna coren in erbil, thank you. What is the best way if there is a best way of battling the threat from isis . Earlier i spoke with former british army chief lord richard donnet. If were talking boots on the ground they shouldnt be western one, he says. There has to be military on the ground. Youll absolutely be right but the military on the ground thats acceptable on the ground are peshmerga, free syrian army, iraqi army and may be Intervention Forces from muslim and arab countries who can be supported if necessary equipped and armed and taped by the west. I think the big iraq and afghanistan over the last ten years is that even though theyll deploy western military forces and do so for the best of the people our presence has quickly turned around and become more of the problem so therefore on the ground we need to see movement soldiers. We can support them with intelligence and support them from the air. Richard dennet who served in afghanistan and iraq previously. Well, in president obamas speech detailing how the u. S. Will fight isis yemen was mentioned as a blueprint for success but can the white house really claim its efforts to curb terror there have been successful . Brian todd looked into that for us. Reporter isis can be rolled back, the president says and he cites two examples americans can pin their hopes on. The strategy of taking out terrorists who threaten us while supporting partners on the front lines is one that we have successfully pursued in yemen and somalia for years. Reporter but if yemen is a success the threat to americans from there still remains and could be worse than isis. This is what its looked like in yemen this week. Instability in the capital, protesters tried to storm a government building and attack soldiers, several people were killed. Dozens wounded. Another image from yemen put out this week. Stylized video from al qaedas branch in yemen, al qaeda in the Arabian Peninsula of a previous attack on a government checkpoint. Theyre taking a page right out of the isis propaganda playbook. The u. S. Embassy in kampala says al shabaab was planning this attack. A u. S. Air strike earlier this month killed the groups leader in somalia and al shabaab vowed revenge. We spoke a short time ago with this journalist in kampala. Considering what they talked about, the kind of explosives they had it could have been typical of what happened in kenya last year.
