The breaking news in hour, Hurricane Florence, rather, Hurricane Michael. Keep in mind, it a strong storm compared to Hurricane Florence. Left a great deal of flooding. This storm, its moving fast, its going to pack a punch, right now, its a category 4 storm. The areas of most concern, panama city is right there expecting the eye of the storm. Later today, later around mid afternoon, that is when they will expect to see the shear force of this storm. East of panama city, in the northeastern quadrant of the storm, they will see the winds, in excess of 131 miles an hour, and winds that will come and pack a punch. Our meteorologist is following the story and many people are remembering the impact of Hurricane Florence, just a short time ago. That was much different than what we are about to see right now. Absolutely. This is a much stronger storm, its a quicker moving storm. So, at least that is a element of good news. When it makes land fall in the early hours of wednesday as a category 4. It will be the first to do so on the main land of the United States in the month of october. So, that alone tells you the rarity of such a storm this plate in the season and onl only. 09 of the hurricanes that affected the u. S. Have been category 4. Going from a category 3 to a category 4, its an increase in the amount of damage that is left in place. A lot of people think that with categories, much like earthquakes, you go from one scale to the other. Its five times an increase damage. Already seeing the outer bi er bands of michael push ashore. We will see the Tropical Storm force winds, and we will go from 9 to noon, and 3 00 p. M. , and then we have Hurricane Force winds and category 4 course winds. Sustained gust s as much as miles an hour. People think they can get away from the damage on the coast by going up. Once you go up 20 or 30 stories, you are increasing the wind speed by 20 . Less friction. And the winds tend to be stronger above some of the high rise buildings. But, there we go again. Storm moves ashore, quickly pushes through southern georgia in to the afternoon hours of wednesday, and evening hours of wednesday and in the overnight hours of wednesday in to the carolinas, thats the next concern. We have heavy rainfall there, on top of receding rivers for folks around the carolinas, it not good news. We talk about hurricanes of had this region of florida, but not about this very often. Its the fourth category 3 or stronger storm to come across the panhandle in recorded history. Notice that storm surge, as much as 13 feet high, and once you are up to a couple of feet, not only does the water begin to get up above normal sea level, once you are two, three, four feet, it is going to encroach toward the homes and then, once you are up to 12 plus feet, which is where we are expecting with had this particular storm, you are submerging the first level of the homes and pushing water in the second stories if theres a second story to be had on some of the communities there. Of course, the storm surge tends to carry several blocks inland. Its not just right on the coast, its inland and lastly, george, the power out acknowledge concern will be significant and widespread from panama city, from the east, and in to tallahassee, where plenty of oak trees across the region, we expect a lot of it to come down. All right, thank you so much. This is a historic storm. Pedrom laid out all the metrics. You their this part of the country has not seen anything like this in some some time. People think back to 2005, hurricane dennis, that was a strong storm. This right now, is something that officials warn, you have to be prepared for. Some people have decided to ride it out. It is going to be a rough couple of hours ahead for people who made that choice. Others decided to evacuate and they will be looking on to see the impact of the storm and what is left behind. We know that in the state of florida, they have 22 counties. 22 counties that have given orders of eevacuation to their residents. 22 counties. And throughout this part of the country, some 28 Million People, have seen some form of a watch or warning, associated with this storm. Some 2. 5 Million People. Have been told to seek safer ground. One of the cities, certainly that is right in the center of this, panama city florida. Again, that is where the mayor has told people there to either evacuate or find a very safe place to ride the storm out because it promises to be one hell of a storm. Listen. In the past, we have had storms that turned out to not be a big a deal. And so, you know, people get complacent, but this one, we are directly in the path. We have been on the edge of several over the last few years. This one, we are in the path. So, my advice to the people that are now staying that you know, once the winds get over 50 miles an hour, our first responders, police, fire, they are not going to be able to get to you. So, hopefully you have enough water and food and stuff to take care of yourself. You know, we have done everything that we can with do to get people to we can do to get people to leave, right now, they will have to hunker down. What they need to do is get in a safe place, wherever you are, hopefully its a safe place. And you know, we will see you in the morning. We are starting to get wind, and in the morning it will get up to the 40 and 50 mile range. And by tomorrow afternoon, we could be hitting 125 mile an hour winds. Do not leave your home or wherever you are. Stay, you know, inside, and dont go out star gazing tonight, and dont go out tomorrow. Looking around, because it could be downed power wires and you know, there could be things being blown around and people could get hurt. So, our number one priority is to keep people safe, and we can keep you safer if you stay home. Different storms have different characteristicis, i mentioned a few moments ago, florence dropped down to a category one, and sat on that part of the country and dropped a lot of rainfall. This is a different situation. Its a fastmoving storm as hurricanes go. As it moves in. Its packing a punch. At category 4, that means winds, in excess of 130 miles an hour, that is more than 210 kilometers an hour. That means there will be downed trees. There will be downed power lines. There will be buildings possibly destroyed in the storm as it moves quickly through the southeast part of the United States and out in to the atlant atlantic. Derek is in one of the areas that is expecting the storm. We are feeling it here. The affects of the wind and the rain. Derek is in appalachiacola, florida. And the mayor said, the best advice i can give is to get out. Im leading by example. I left. So, you are there, tell us about what you are seeing, what you are hearing from people who may still be there . Yeah, well, it positive. Really good to hear that the mayor is leaving himself. Those are good words to listen to. We have had a difficult night, just finding our location to be safe and the region is so low to sea level. The previous live shot location that we tried to come to you earlier this evening, was at four feet above sea level, with predicted storm surge of 13 feet, you can imagine how dangerous that was. It was enough for my crew and i to say hey, this is something that is not safe. We need to leave, so we found a higher location and we are finally making it live to you early in the Morning Hours here. Obviously. That is the story, i think, around this general area. We are in the big bend of florida. If you look at the topography, just the layout of florida, and the panhandle region, its almost in the shape of a c. You can think of it as a catchers mitt, anyone who plays cricket, perhaps or anybody who plays baseball, knowing that when you catch a ball with a glove, its going to form the shape of a c, to get the best, the best angle, thats what the geography of floridas panhandle looks like. When the water is rushing in, its caught in the big bend location of florida. Thats why its so susceptible to storm surge. Theres a highway 98 that runs along the coast. As we were trying to find a safer live shot location, george, we could see waves coming and crashing next to the interstates or the highway. I should say. And we also came across a High Water Mark from hurricane dennis back in 2005,which is one of the benchmark storms that came through here, but that was over a generation ago. So, you have to remember that, a lot of people here may have forgot enwhat its like to ride out a category 3 or higher hurricane. We know that people, are not necessarily evacuating for the wind, but they should listen to evacuation orders, if its just to get away from the storm surge, right . Its good that you lift the israel a that you lift the v ameil, yeah, theres importance in safety so we can tell the story and show people what is happening, despite what is certainly a dangerous situation. Welcome back, and an update to the breaking news, Hurricane Michael, now, a category 4 storm is on track to be the most powerful storm to ever make land fall in the Florida Panhandle and the strongest to hit the u. S. This year. This monster hurricane grew to a category 4 in the last hour. Landfall, is expected in a matter of hours. Nearly 2. 5 Million People have been told to evacuate as the governor has warned of total devastation from the storm. We will continue to closely follow the story with you. We are tracking developments out of washington, d. C. , president Donald Trumps ambassador to the u. N. , nikki haley has resigned from her post. I am joined by james davis. James, thank you for joining us. Lets dig first in to the reason why she is leaving. Nikki haley said theres no personal reason here why she is stepping aside. Why does she choose to resign now . James, its christy in hong kong, can you hear had me . Okay, unfortunately, it seems that we are having technical issues. We will try to reestablish contract with our guest there in switzerland to continue that conversation about nikki haley and her decision to resign from the post, a decision that was made early tuesday. We are learning graphic and disturbing new details of what a prominent saudi journalist may have faced when he entered the saudi consulate in turk and i disappeared. Theres a report that a squad of saudi men were waiting for the man last tuesday. He was last seen in the surveillance video. A source tells the post that u. S. Intelligence intercepted saudi discussions of plans to capture him. Now, New York Times say that senior officials was assassinated under orders from the highest levels of the royal court. They dismem bembered his body wa bone saw, the saudis are denying these allegations. While these reports are coming out, they are graphic, we are working to confirm them. But, if true, you know, does it confirm that khashoggi was inde indeed, captured and targeted by the saudis inside the consulate behind you . Reporter you know, christy, for the past week, you know, we have been speaking about this, the one thing that is missing. We have been hearing all these allegations, accusations, these reports and theories as what may have happened behind closed doors in the building behind me, the saudi consulate here. And these are leaks coming from officials within the turkish government. What seems to be missing so far, christy is evidence. Or any kind of explanation from saudi officials as to, from turk issuing officials how they may have reached that conclusion. We have been told this by one Senior Adviser to the president , saying they believed he was killed but so far, absolutely no he was. And as you mentioned, the saudis have been denying all the reports saying they are baseless allegations. They have continued to say that he left the consulate after a brief visit, had they have not provided any evidence or proof to show that is indeed the case. The one thing that we know for certain, is he disappeared after walking in to that consulate on october 2nd and we know that theres an investigation going on. This criminal investigation in to his disappearance that was launched by turkish authorities and they aring looking at everything. One thing they are really looking at closely is this group of 15 saudis that you mentioned. According to officials, its a group that included saudi officials and they were in istanbul for the 24 hours during which the disappearance of khashoggi took place, they arrived in istanbul and were at the consulate at the same time he was there, and then they left the country polarity on that evening. Now the country, later on that evening. We know that two private executive jets from a company that is frequently used by the saudi government were likely used to transport those, that group of 15 to istanbul. So, a lot of questions still. And we are waiting to see what comes out of the investigations. Its very important to point out, theres Nothing Official yet. Nothing from the turkish government on the record, confirming any of the allegations. So many open ended questions. Authorities want answers and family members as well. We know that the fiancee of jamaal khashoggi, she wrote an oped, she is pleading for any information. You met her, how is she coping through all this . You know, as you can imagine, christina we talk about the story, about the implications and the seriousness of this when you talk about regional politics with the two countries involved. But its such a personal situation for his fiancee. Who we met out here outside the consulate, 24 hours after he disappeared. And she was so emotional, as you can imagine. She broke down in to tears at one point. Blaming herself for the situation, saying that the only reason he went in to the consulate is to pain the paperwork that allowed them to get married. She felt guilty about it and really asking for help from president trump, from the first lady, to try and get answers and this has been the hope that the United States would step in, use its relationship with the saudi leadership. With the crowned prince to try and get answers. And of course, she also, in that opinion piece, christy. Asked the king of saucy a arabia. Telli in the king of saudi arabia, releasing the video, if he left, prove it. She Still Believes he is alive. And with every passing day, the hope fades. It has been upgraded to a category 4 storm. It has strong winds. Wi winds at 210 kilometers an hour. Compared to other storms, it will pack a real punch here on the florida coast line. Again, pan that city, right there, target bullseye, it seems the eye of the storm, moving directly toward panama city, and everything east of panama city, that will be in the northeastern quadrant of the storm, thats where they will see, really the stronger winds and the possible torna tornadic activity, you are seeing rain coming down, and we are not feeling the winds, keep in mind, that is what the storm really seems to be about. It is strong, it is fast. Its moving in quickly. It promises to pack a punch. Again, some 2. 5 Million People have been told to find safer ground. Some 20 Million People, more than 20 Million People, certainly will feel the impact of this storm, in one way or the other. Have been under a watch or warning associated with Hurricane Michael. To tell you better, about this, lets go to our meteorologist, pedrom in the Cnn International weather center. And pedrom, its a big storm. Its moving in quickly and its historic because of the power. Absolutely, you look at the presentation on satellite imaginary, even at this hour, stretches the cloud field from portions of louisiana to the Florida Panhandle. We are talking about a storm that we have not seen across the region in recorded history. And the rapid nature of how the storm intensified going in from what was a lowgrade category one on mondays evening update to the Early Morning hours of wednesday. A healthy category four and seeing strengthening potential with the storm. 292 hurricanes have made land fall on the main land u. S. Soil. Less than 1 have done so as a category 4. So, it shows you the significance of a storm, and of course, we have never had one make the land fall as a category 4 in the panhandle region of florida. Once you are going from 3 to 4, theres a lot of damage increase, people think its a category stronger and thats what it is. With earthquakes you get the similar comparison. Not so, theres about five times increase in damage that will be left in the path. The outer bands are beginning to push n you are getting the tropical force gusts that are pushing in to panama city. And as we go in around noon, you will begin to see category 4 winds, which are 130 Miles Per Hour sus sustain hour sustained, it is like an airplane taking off as it moves ashore and quickly moves out of here. Thats the only piece of good news. Unlike florence, that lingered along the carolinas for a couple of days and caused significant damage there, when it comes to rainfall damage. This storm will move out quickly. Because of the shear magnitude getting up to category 4 strength, the surge threat higher. And because of the concave nature, as derek was eluding to, a baseball mitt set up with the topography in the landscape, allows the water to funnel in. When you are at 13 plus feet, you are inundating the coastal communities and taking the water beyond the first story of the homes up through a second story of the homes, potentially several blocks inland, this is where minute story evacuations are in place across these regions of florida. You will see the storm system, once it moves out of here, we are expecting significant and widespread Power Outages left behind. Its very wooded here. Its quite a bit of canopy of oak trees that will take the brunt of the storm system, with the winds and the rainfall that will come down with it as well. Something that has not been seen here in this part of the country in quite some time. Well, take a look at the image of the storm fromsatellite, thi. But, different in nature, if you think back to Hurricane Florence, that was a storm that dropped down to category 1, and lingered over that part of the country, dropped a lot of rainfall, not so much about the winds, they were strong, but it was more about the rain event. This is going to be about the strong winds. This category 4 storm, it means that winds in excess of 130 miles an hour. That is more than 205 kilometers an hour. That is very, very powerful. As it comes inland, the coastline, in panama and east panama city, they will feel the impacts. I want to bring in mike tice, he is a storm chaser and photographer for national geographic. We covered Hurricane Florence together. Talk about the difference in nature as you see this storm . Yeah, we sure did, george. This is definitely a different beast here. The big story here will be the extreme winds that are also spoeshted with the storm surge. Wheres as florence was a totally different animal. This is, you know, this has got, disaster written all over it. We will have a big storm surge coming through in the panama city area, and all points east for several 100 miles. There will be storm surge coming in. Its going to be a big disaster. Mike, i want to talk about the hours east of panama city, they are going to be in the rougher side. I do want to note the rainfall is stopping here a bit. Its interesting, at one point it just raining heavily, and all of a sudden, the rain stops. The winds come in, the winds stop. Its going to be like that on and off, as you know, lets talk about what people are going to expect there in the northeastern quadrant of the storm that tornadic area, as it pushes in. As the core as the core of the hurricane comes in, you will see wind gusts from 100 miles an hour to 130, 140 miles an hour, or higher depending on the location you are. The storm surge has been pushing up and its coming up in the perfect angle in the panhandle of florida. It will push the water forward and in front of it. And the water will have no are where to go but you up along the coastline. They are protecting 912 feet of storm surge. Those are the heights they are predicts here. And east of here. And you know, the other thing, so, people made a choice, right . Some people decided to evacuate, they left, they are watching on. They are hoping that their property and everything will be as saves as possible. It will be here after the storm passes on. Many people decided to ride it out. What are your thoughts to people who may be watching or television and seeing the rain and feeling the winds pick up who are going to hunker down through this had . Oh, yeah, i really hope people are not riding it out in evacuation zones. Because this storm is not weakening. In fact, its still strengthening. This is the real deal, its not a drill. Its going to come in hard and haufr powerful, you do not want to be in an building in an meat part of the coastline. In the next several hours, conditions are going to start to deteriorate, and i think by day break we will see Tropical Storm force winds already. Mike, you know, just to share with the viewers. We are feeling the affects. We will feel the Tropical Storm force winds, east of panama city. Thats where they will feel the stronger winds, honestly. That dirty side of the storm. And appalachacola, thats a point that many people are keeping an eye on. Many people were told to evacuate. Especially by the mayor of that city. And the mayor said, look, im leading by example, im getting out of here. I spoke with him earlier. This is what he had to say. I followed the advice that i was giving the older residents and that was to evacuate, this is a storm that has a significant life threaten impact and the word that we were putting on this street is to evacuate. So, i wanted to lead by example, so im here with my family, hopefully in a safe situation. Lets talk about about what the company has seen brmpt strong storms that have come through. The last intense 2005, the possibility of damage with a storm like this. They are predicting it to be the worst storm we have seen programs in two decades. I remember 1985, with kate and elena, i wroed that one out. And that was a category 3, and i said, that will not happen again. Right, people look back at storms like florence. A great deal of flooding. As it came inland, dropped down to category 1. People think they can ride it out and it will weaken. Its in the gulf of mexico,water is warm, the storm has the potential to get toup category 4. That is 210 can kilometers an hour. I think they are complacent because we have had the near misses. People not taking it series. All the predictions and protections of the storm indicating that we need to take it as serious as possible. Those teams that decided to stay, i wish them well and those people that decided to leave, they did the right thing. One other question, for people that took the vice like yourself, after a storm passes through, people wonder when can i go home. It takes officials a while, to move the power lines and clear the trees. Its still a dangerous situation. How long do you wait for officials to sell punish to come home. . We are going to declare a curfew as soon as the storm passed. We dont want the people that stayed, to start wondering out in the way of those trying to work and clear the storm. The degree. As hurricanes go, this part of the country has really had the luck of dodging several bullets only four major storms through this part of the coastline, the gulf coastline and the Florida Panhandle, since 1950. Our randy kay has more on the history of storms in this part of the country. Watch out for that watch out, get back, get back. Reporter in july 2005, hurricane dennis slammed in to the hurricane panhandle, as a dangerous kaet category 3 storm. With 120 mile an hour winds. It made land fall, causing widespread flooding throughout the area. This is highway 98. That goes along the coast in the floo panhandle. And with a is going on here, is that the ocean, the gulf of mexico is breeching the road. Three people died in the after math of the storm. This is very, very similar now, as i was telling you to hurricane opal in 95. Opal made it up to 150 mile an hour winds. Had schedule l the deadly sto land, with 144 mile per hour winds. More than 100 miles of the gulf coast destroyed from the winds and rain. There were at least nine deaths blamed on the storm. In 2005, the year before dennis, four major storms struck the state of florida within the span of six weeks. Hurricane charlie, francis, ivan and jean. Caused widespread death and destruction through the panhandle. This will be large scale, every shingle on the roof going to be gone. Francis landed on the east coast of the state as a cot category 2 in september. And made a second land fall as a Tropical Storm. The winds have become significantly stronger in this particular area right off the beach. By the way, what you see flying by me, is not snow, its foam. Hurricane ivans eye hit gulf shores alabama, as a cat 3 that month. The hurricane winds caused more damage to the already battered region. If Hurricane Michael makes land fall as a category three is predicted. It will be the first marriage storm to directly hit the panel until in 13 years. Randy k, cnn.
