Donald trump goes off script at a Campaign Rally and ignites new controversy. This is cnn tonight. Im don lemon. Breaking news, did he threaten violence against Hillary Clinton with this remark . If she gets to pick her judges, nothing you can do, folks. Although, the Second Amendment people, maybe there is. I dont know. Clintons Campaign Manager quickly called it a dangerous suggestion of violence, but Trumps Campaign says it simply means that supporters of the Second Amendment will vote in record numbers for trump in november. So, lets begin this hour now with cnns political reporter sara murray, following this story for us. Lets listen to what trumps comments were earlier today, sara, and then well discuss. Hillary wants to abolish, essentially abolish the Second Amendment. By the way, and if she gets to pick if she gets to pick her judges, nothing you can do, folks. Although the Second Amendment people, maybe there is. I dont know. So, sara, you were with trump at a rally tonight in North Carolina. Did he address his controversial comments . Well, don, it was interesting. Donald trump came out here and he did not address this. He talked a lot about the Second Amendment. He hammered Hillary Clinton, but he did not directly address this controversy while he was here campaigning. Now, he did take to it on twitter this evening. He said the media desperate to distract from clintons antitwo way, Second Amendment he means there, stance. Pro2 a citizens must get out and vote to save our constitution. Pretty clear that trump is doubling down on this idea that he was talking about building a coalition of Second Amendment supporters to sort of help boost his support. Hes saying that there was no threat of violence there. But he did rely tonight on one of his surrogates and supporters, former new york mayor Rudy Giuliani to make the case this is a media generated controversy. Take a listen. They spin out what he meant by that was, that it was a joke, and that what he meant by that was that they would kill her. Now, okay. Now, to buy that, you have to be corrupt. Because if you said that to me, i would say to you, are you out of your mind . I saw it. I heard it. I know what it meant. I heard how the crowd reacted to it. Because if he had meant what theyre saying he meant or suggested he meant, they would have reacted the way you just reacted. Now, don, one thing that has become clear with how the campaign has handled this tonight is they do want to clarify that this is donald trump trying to talk about consolidating political power through this statement that they put out earlier today, through the trump tweet, through surrogates, even though donald trump didnt talk about this himself tonight, its pretty clear the campaign wants to be able to put this to bed. And now the Clinton Campaign wasted no time hitting trump on his comments. What did they say . Reporter thats absolutely right. The Clinton Campaign seized on this as an indication that donald trump was promoting violence, promoting this threat against Hillary Clinton. Their campaign put out a statement saying this is simple. What trump is saying is dangerous, a person seeking to be president of the United States should not suggest violence in any way, and we have seen many Hillary Clinton supporters and her own surrogates echoing those same comments tonight, don. Thank you, sara. Our breaking news news story, House Speaker paul ryan, easily winning the republican primary in his wisconsin district. Manu, you were there, you spoke with paul ryan at his press conference just a little while ago. What did he say . Reporter well, we had a chance to talk to him about those very controversial comments that donald trump made about the Second Amendment. Remember, paul ryan has said repeatedly that he would speak out against donald trump if he believed conservative principles are being distorted in his view. Hes done that against trumps call to ban muslim immigration in this country, and the Mexican American judge, judge curiel, so i had asked him, specifically, what about these comments about the Second Amendment . And suggesting, perhaps, that folks take it in their own hands. Paul ryan offered a bit of a measured response. Ive been a little busy today. I heard about this Second Amendment quote. It sounds like just a joke gone bad. I hope he clears it up very quickly. You should never joke about Something Like that. I didnt actually hear the comments. I only heard about those comments. Reporter now, in paul ryans opening statement, he also showed sort of a different view of the party, a different view of the country than donald trump does. He said that we shouldnt prey on fear, and he talked in a more optimistic terms, clearly an effort by paul ryan to showcase a different side of the Republican Party as they deal with a top of the ticket whose standing in the polls could, frankly, make it harder for republicans to keep control of congress if donald trump continues to struggle, don. Manu, you also asked the speaker about the numerous republicans who are denouncing donald trump and now withdrawing their support. What did he say about that . Reporter you know, he actually did not side with those critics of donald trump. I asked him specifically, what do you think about Susan Collins comments and what do you think about the 50 Republican NationalSecurity Officials who say, frankly, donald trump is too dangerous to lead this country . He would not go there. He said that the trump pence ticket is the way to go. He thinks that Hillary Clinton would be a danger to this country. Really just shows, don, that paul ryan needs donald trump to do well. If they want to hang on to control of congress, if they want to do well in november, donald trump needs to keep this competitive, even if he doesnt win, he can not get blown out. If he does, it will be very, very difficult to keep control of the house and the senate and for him to maintain that speakers title. So, clearly, ryan sees some benefit in trump improving his standing and improving his campaign, and thats one reason why he made those remarks. Thank you very much for that. I want to bring in now phillip bump from the Washington Post and also jonathan, a former secret Service Agent who served president obama, and attorney allen, the author of the upcoming book electile dysfunctio dysfunctio dysfunction, a guide for unaroused voters. I wanted to make sure i get that out correctly. Phillip, donald trump steered clear of this controversy at his rally, but he did appear on fox this evening and i want you to listen to this. So, obviously, youre saying that theres a Strong Political movement within the Second Amendment and if people mobilize and vote, they can stop hillary from having this impact on the court, but thats not how the medias spinning it. Whats your reaction to it . Well, i just heard about that, and it was amazing, because nobody in that room thought anything other than what you just said. This is a political movement. This is a strong powerful movement, the Second Amendment. You know, hillary wants to take your guns away, she wants to leave you unprotected in your home. This is a tremendous political movement. The nra, as you know, endorsed me, theyre trifg people, wayne and chris and all the people over there, and by the way, theyve already they tweeted out, basically, they agree a hundred percent with what i said, and there can be no other interpretation. Even reporters have told me. I mean, give me a break. Go on. Id love to know who the reporters are that told him that. You know, his explanation defies credulity. It doesnt make any sense that he would say what he said in the way that he said it in the moment in which he said it and saying that he is arguing about voters coming out in february. Hes talking about what happened once hillary is elected and becomes president. This is a moment when donald trump is stumbling. Hes doing poorly in national polls, we just talked about how hes doing poorly in state polls. The way to expand the base of support is not to go back to his existing base and say, oh no, theyre taking this out of context and what i really meant was x, which is clearly not true and any objective person who isnt already on board with donald trump is going to hear his explanation for that, and i find it hard to believe any of them would be convinced. You saw my exchange, i think, with the other secret Service Agent, which everyone on the panel sort of disagreed with. Youre a former secret Service Agent. Absolutely. Well, listen, i think what you have to look at here is donald trump is a leader. Leaders are held to a different standard. You cant go into a theater and yell fire and say, oh, i was just joking and thats what were seeing here. I mean, these statements, you know, have ramifications. You know, to many americans, theyre going to blow it off as, oh, he was joking, but what about that one person that was listening . That said, wait a minute, maybe this is my moment, maybe this is my moment to grab his attention. Thats what we look for in terms of threats with the secret service. We look at means, opportunity, and intent. And dan who was on earlier, i have to absolutely disagree with him. The secret service has to look at this situation because there are greater ramifications beyond just a joke here. They have to look at, you know, inciteful language, what are his followers going to do . This is a very, you know, nontraditional campaign that hes running. He is bringing out a base that we havent seen in the electorate before. So, these are things that need to be focused on. What do you mean by that . So, these are people that this is a nontraditional campaign. These people are coming out and theyre following him. He will do his followers will do almost anything that he says. If he says tomorrow, i want all of my followers to wear red if they say that Hillary Clinton is krookd, theyll do it. So, theyll do it because theyre following his lead. He is the leader. And when he has language like this, you know, its not a joke. These things need to be taken absolutely seriously. Allen, what are your thoughts . Well, there are three possible legal consequences to these statements. Number one, there is a statute that says if you threaten a president ial candidate, you can go to jail, and people have gone to jail for telling jokes against president s of the United States. Second, if you incite violence by others, its a crime, and third, god forbid anybody were to do anything based on that, thered be civil liability. Lets remember what happened in israel not so many years ago, a rabbi issued a curse against the Prime Minister of israel, and somebody took it seriously and went out and killed the Prime Minister and the rabbi was sentenced to prison for doing that. So its not only what donald trump intended. Its how its perceived by those people, and i have to tell you, i think donald trump fully knew that there would be some people out there who would understand his ambiguous statement as a license to do something violent to Hillary Clinton. So, i think there are very, very serious issues here, and one just hopes that nobody is inspired to do anything, but if god forbid, somebody were inspired to do anything, he would be civilly liable, and he might be criminally liable. The courts are split all over the place. Theres no Supreme Court jurisprudence, but theres Circuit Court cases as to what constitute as threat, what doesnt constitute a threat. This comes awfully close to the criminal line. The former cia director general is michael hayden, one of the 50 National Security leaders who signed that letter yesterday saying that donald trump was a threat. They responded to his comments today. Take a listen. When i heard that for the first time, that was more than a speed bump. All right . That actually is a very arresting comment. If someone else had have said that outside the hall, hed be in the back of a police wagon now with the secret service questioning him. Jonathan, whats the next step for the secret service here . One, joe clancy has to really look at trying to help manage the campaign and try to tone down this rhetoric, because there are consequences here. People that make and act upon threats normally are not of sound mind and what joe clancy as the director of the secret service has to talk to leadership from the Trump Campaign and say, listen, this type of rhetoric cant happen. You know, there are greater ramifications, and really, give them that guidance, because as this campaign moves forward, the secret service cant play pass interference between two candidates that were protecting. This is a very unique situation and the secret service has to, you know, really set a threshold right here and stop this type of behavior. And thats a very good point. His supporters are quick to down play this. Gary tuckman talked to some people, there were other folks we spoke to as well about what they think he meant. They were quick to downplay. Lets watch this. You know, you can kind of skew it in your way or another way or my way and somebody elses way, but i think it was just political banter that both of them, you know, will do. Is this political banter . I mean, its totally atypical conversation to happen at a political rally. It is safe to say. I mean, i think that we have to remember that donald trump has said in the past, oh, you know, if you see someone whos out there with tomatoes, knock the hell out of them and ill pay your legal fees. He has said, do these things, and people have done them, acted in a violent way. And its also the case that the joke he made, if it is a joke, is not an uncommon joke. People who are strong advocates of guns in the past say, if youre going to come take my guns, ill fight you off. This is in line with rhetoric that is not uncommon but it is extremely for a president ial candidate to raise that in the way that he did and thats why we can feel confident in saying, this is what trumps intent was. Remember, also, that many advocates of the Second Amendment believe its not in there for purposes of hunting or even selfdefense. Its in there to make sure that guns can be used to change the government. Guns can be used to overthrow tyranny, and the statement was at least ambiguous enough so that i am 100 positive that there are some people out there who heard that statement and listened to it as an invitation to use the Second Amendment, that is, the right to overthrow the government by force and violence and use it in the event that Hillary Clinton was elected president. There is absolutely no doubt in my mind that some people out there so interpreted it, and if there are people who act on that, we have a real problem, and donald trump is going to be morally responsible and perhaps legally responsible. Why does donald trump send conspiracy theories into the ether with only a version of, many people are saying, to back it up . Is he a natural born citizen . Some people i dont know. Sometimes its about knocking an opponent off message like during the primaries when trump questioned canadian born ted cruzs eligibility to be president. A lot of people think you have to be born here, you have to be born on this land. Cruz who was then gaining on trump in iowa denounced the accusation. The son of a u. S. Citizen born abroad is a natural citizen. Other times, trump uses it to change the subject. Trumps monday afternoon tweet connecting clinton to an executed scientist came little after an hour about the news about a letter warning trump would be a danger as commander in chief. A lot of people are very skeptical. When trump started focusing on clinton after he locked up the gop position, he used his some people say test, like questioning whether clinton aide and frequent vince foster really committed suicide. Trump telling the Washington Post, quote, there are people who continue to bring it up because they think it was absolutely a murder. I dont do that because i dont think its fair. Beyond why trump does this, the question is, do these people exist . And if so, who are they . Why is donald trump pushing out questionable claims and conspiracy theories by citing, many people to back it up . I have no good answer for you. That is the way his brain operates. I am stuck with the 17th of my choices. Any of the other 17 would have been preferable to me. That he comes with baggage. But i think im going to Say Something that will sound shocking but it is not meant at all to shock. I would say that all of them put together are inconsequential compared to the president and many, many, like at the New York Times and democrats generally, who pervade the notion, many say that police disproportionately kill blacks because theyre black when, in fact, that has been shown to be false even in a New York Times report just for a few weeks ago with a black professor of exhibiti economics at harvard who studied the whole issue and found that, in fact, blacks were disproportionately less killed. So, when we talk about purveying conspiracy theories, the left has it over trump in spades. Okay. Thats not what the studies have shown, by the way. There are some very, you know, well documented steez that show that. That is not true, dennis. Don, you and i very disagree, very rarely on facts. There have been a number of fact checks that we have i did a whole thing, black, white, and blue, ive done a number of fact checks that shows that blacks are disproportionally affected by police brutality, that blacks are shot more often by police than whites. So the black harvard professors report, youre saying, is not inaccurate. Ive gone through this before. That is a very small study. Were getting off topic here. Its a very small study of ten Police Departments and just polling that is accepted by certain News Organizations and certain people that are deemed to be credible. That particular one was not deemed to be credible because the sampling size was so small. But lets move on. Well debate that another time. So, i spoke with fareed last week, who calls trump a b. S. Artist. Is that what it comes down to . Hes just throwing out things, blatant lies to see what sticks, just to raise some doubts . Are you talking to me . You. To you, tennis. Oh, im sorry. I was sure you were asking im always worried about taking up too much time. Thats okay. Fareed zakaria called trump a b. S. Artist and im wondering why he throws these things out that are blatant lies. The first time i was on with you, i said what i still believe, there is a minimal filter between Donald Trumps brain and Donald Trumps mouth. It is, as i said, the baggage that comes with this man, and if one can live wit, one lives with it. If one can live with the baggage that comes with Hillary Clinton and the democrats, then you live with that. Hillary clinton was given four pinocchios by, all of places, the Washington Post last week for lying. Thats the highest amount of lying i think you can do. It got almost no attention compared to this utterly silly comment about the nra. This is what we on the right have to live with. There is a disproportionate amount of attention paid to the nonsense. Can we stop for a second . You just said it was silly. You just said his comment was silly. A lot of americans tonight are very, very concerned about what he said about the Second Amendment. Theyre very concerned about the specter of political violence. Calling it silly. Calling it silly, to dismiss peoples fears. I dismiss peoples fears about heterosexual aids in america. You cant come on television and lie about Fact Checking. Talk about four pinocchios, talk about the Washington PostFact Checking, im glad theyre Fact Checking all the candidates, by the way, but donald trump has earned many more four pinocchio rankings than Hillary Clinton has. Thats a fact. Why cherry pick . Ill tell you why, because her ill tell you why. Because i consider her lies to be far more significant than his. Okay. When she was secretary thats why. I agree with you. Thats fair, but i think its more important to note that trump has received many more of those. Why are her lies more significant than his . Because as secretary of state, what this woman did was to put her power and interest and money ahead of the countrys security. Theres nothing that trump has done that comes close to that. And how is that a lie . How is that how do you fact check that . No, im talking about the emails, what she has said about the emails. Thats where she got the four pinocchios last week from the Washington Post. But why its more significant heres what i have to say, dennis, thats one lie, and if you can however you want to deem that, that she continues to repeat. Its not something that happens every week, like, you know, donald trump had a chance, three or four chances this week, to be on top of the headlines, to have positive headlines about him, negative headlines about Hillary Clinton. Instead, he keeps stepping on it by either doing something that is false about the iranian scientist, tweeting that out last night, then doing the Second Amendment comment. How can we not cover that as a News Organization . He does it almost every single day instead of one lie that continues to be repeated or continues to be so, i go back to the significance issue. Im no big defender of this guy, don. As you know. Don. Let him finish and ill get you in, angela. Yeah. So, the the issue of the president of the United States saying, hey, 400 million in cash, that wasnt a ransom, do you, don, think that was true, what the president said . Listen, thats were going on to something else. Yes, but thats my point. Were going into something else. The moment that that is fact checked, we will discuss it and discuss all the nuances o of that, but thats something that is not as simple and cut and dry as asking a question but its infinitely more significant. But also the state department was involved, National Intelligence was involved, theres a history. The president also said that josh earnest held a press conference and told you about this back in april, so you know, its not as cut and dry as, like, did he just flat out lie about it . But thats a whole other show. Angela, go ahead. Let me just chime in on donald trump being fact checked. There was a cnn town hall, huff post reported on this, donald trump was averaging a lie a minute. So whether or not we want to call this significant or not, host launched all out assaults on other president ial candidates characters, on their fathers, he perpetuated a lie that was National Enquiry worthy about a Jfk Assassination attempt and ted cruzs father, so these are very serious things were talking about here. We talked earlier about the Second Amendment and him saying that Hillary Clinton wants to abolish the Second Amendment. That has been debunked over and over again. These are egregious lies and now it goes to character. There have been pinocchio after pi nokia. They say that donald trump lies 75 of the time in politifact. I said, im an inspector of elections, independent but was a republican as recently as june. Number two, people like me sign off on Election Results on every division in philly, we take jobs seriously, certifying the accurate will of people. And then number three, you said, claim that 59 divisions of philadelphia engaged in electoral fraud is absurd and personally insulting. What do you think when you hear trump saying that the system is rig snd. Im not a hyperbolic person generally, but i i probably am a little bit about this. Our system of free and Fair Elections is the foundation of democracy. Its what Everything Else were trying for here is built on. And obviously, there are problems, there are things that could be better. We need to improve, you know, access to the polls, and thats certainly true. There are problems, of course, but when someone comes in and says something they dont know anything about, about specifically philadelphia elections, without looking at the facts, without looking at what happened, its kind of insulting to me, personally, and kind of feels like brian said the other day, its unpatriotic. This is a little bit of kicking dirt on the american flag, i think. Its like a little bit of knowledge is a bad thing. These conspiracy theories, they take root, sometimes in conservative media, it happens on the left too but in conservative media its like a snake eating its tail, sean hannity talks about it, donald trump hears it and then donald trump talks about it to sean hannity. We were just talking to dennis about this. You can repeat a Conspiracy Theory or a lie so often, you say it enough, people are going to believe it. Thats why i think tonight, if i can say about the Second Amendment people, tonight is related to the rigged election. Rigged election is related to trumps other conspiracy theories. Their all related. Theyre all of a piece because theyre all about a broader story that donald trump is telling. And the story is not supported by the facts. You know, last week, he said that thousands of radical islamic terrorists have been allowed into the United States. Think about that. He said thousands of islamic terrorists have been allowed inside the United States. People barely notice because he says so much that has to be fact checked, but hes saying things that are flatly untrue and they all buy into this larger story line that the system is against is american people. Thats the whole thing that you hear and its not just from donald trump. You hear it from a lot of folks, especially, i think, more so during this election, we talk about police violence, and dennis was just talking about it doesnt matter, the fact checks dont matter. I think many times people want their beliefs reinforced and if youre on television, youre trying to point out, even sometimes calmly, like this person is lying to you just because theyre saying it loudly, it does not mean that they are actually right. This is a gut election, right . This is an election in our guts, but thats why the Sean Hannitys of the world, conservative leaders have to speak out. They cant let sean hannity tonight basically shaped Donald Trumps response, saying, oh, by the media didnt say its a shame. It was a missed opportunity. Dennis, you say that trumps rigged election comments are terrible. So why do you think hes raising these doubts . As i said, i think he says whatever he emotes. Its as i said, each candidate comes with their baggage. I said to you the first night that i was on your program. Is that acceptable to you . I am proud, as a conservative, about the amount of angst that we feel about his character, but there is no corresponding angst among liberals about the character of Hillary Clinton. We care more about character than liberals do. Thats what i will say. I think that a lot of people are concerned about Hillary Clinton. No, about her views, not her character. Ill take you at face value. Lets just say that. Ill let you have that. We need someone who can get into the community and help us eradicate, you know, some of the serious issues that we are confronted with. You know, economic distress, unemployment, underemployment, the lack of opportunities, and because he has been a builder and thats been the trademark throughout his life, i believe, if he does in the Public Sector what he did in the private sector, its going to be good for the Africanamerican Community. Mark . I find that answer puzzling. I mean, to say that someone who has a record of making racist comments will be beneficial to the people about whom hes been racist seems bizarre to me. Also, if we talk about Donald Trumps contributions to the private sector, wed have to look at his record on housing, reports of housing discrimination in his own properties. If his private life shows, yes, hes a great builder, but he tends to build in his own interest and after the interest of white people, middle class people, wealthy people, and when you look at his tax plan, when you look at his vision for redistribution of wealth to the wealthy, when you look at how he thinks about American Opportunity and how he talks about things like immigration or the blocking of immigration to building a wall to sooen phobic stances to muslims, theres no sense that the building will be beneficial to Vulnerable People and certainly not to black people and i would ask calvin what evidence he has with regard to black people.
