What have we learned and who do authorities believe they have captured or killed . Eight people have been taken into custody from that particular raid and cell. Seven men, one woman, as you know, another woman blew herself up after having a short exchange with police. And one other person was killed as well. We dont know the identity of the second person who was killed. The woman who blew herself up was related to abdelhamid abaaoud. He may be here in paris or this morning might have been here in paris. That is a startling development in this investigation. An investigation, don, which as you know, has been moving extremely quickly. Law enforcement authorities saying that cell phones found with some of the suicide attackers and the killers on friday night helped them start to piece together the links between these groups and try to work out the time line also obviously the vehicles that were found here in paris that were used during the attacks on friday, that also brought them to belgium. The investigation is moving quickly but there is a lot to figure out and testing dna to determine whether or not this alleged ring leader was killed in the attack or if he was even in that apartment, that is yet to be determined. What are officials telling you in what have you learned about this video that we just played . That is believed to be an exchange between police and the commandos who took part in the raid early this morning and the female suicide bomber. They asked her about the whereabouts of what they believed to be her boyfriend, she said twice hes not my boyfriend and then she detonated that suicide device. So a very dramatic, short exchange between them in this raid that took place in the Early Morning hours here and was incredibly dramatic raid not only for people in that neighborhood but for everybody in paris shocked to see it wasnt just the eight or nine attackers who were known on friday night, but this entire other group of people who authorities now in france say were planning yet another wave of attacks here. You know, its amaiding to watch that video and listen to what theyre saying. 4 30 in the morning this started when we went on the air last night. Stand by. Atika you were on the scene last night. Tell us what that was like. It was a tense and fluid situation. They had Tactical Units on the ground and military soldiers who formed a perimeter around the operation. But this was an operation that was serious and sustained. It lasted for several hours. The shooting itself lasted for about 20 minutes. When we got there, it was just after the shooting had stopped. And a little while later we started to hear this round of explosions, six or seven. And i believe now those were the controlled detonations that were set off by the police as part of the raid once the gun battle really had finished. But it was extraordinary to see. Not only did we have the s. W. A. T. Teams and the military soldiers, we had the Investigation Police in the crowd of journalists and residents with masks on looking into our faces. They seemed to be searching for accomplices among the crowd. It was a tense and dramatic night for everyone there. Residents and media included. Atik, could abdel aabaaoud have been in paris . His picture had been in the media for several days. He had been identified as one of the possible ring leaders by authorities here. There were conflicting reports on the ground in the neighborhood whether or not he was in fact there. But it is a shocking development. He was supposed to be in syria, in raqqah a few days or weeks ago. It is possible he was here. His family called in saying he had died in syria. Intelligence believes he faked his own death so he could travel to europe. He was believed to be based in belgium but its easy to cross the border. There are no Border Controls. But very shocking to hear he might have been living in the heart of paris hiding in plain sight. Great coverage over the last two hours. Well see you soon on cnn. Well, this new isis video once again puts new york city right in the crosshairs. The police know it is a likely target and they have taken steps to beef up the security they can. And it has a lot of footage of french president Francois Hollande and he declared war on isis. They are using bites of his from speeches from the last couple days. But within the video there is some information, for example its clear that isis wants to attack not only britain but also the United States. And theyve got three ways that they aspire to do this, a car bomb, a sharpshooter and also a suicide belt. And its the suicide belt once that video comes up, you see the letters usa in the corner of that video. And one bomb, they show them making it, it does have ball bearings and that is a huge concern to authorities because ball bearings is what is in the Boston Marathon bombs and that caused maximum damage to so many people. The Police Commissioner will be here with his team to send the message that new york is safe and there are a lot of messages in place to protect it. Heres what he said a little earlier. As we go into this critical six weeks in new york with thanksgiving event, Christmas Tree lighting, all the christmas festivities and millions upon millions of tourists, we have never been better prepared to deal with all of that. And that is fortunate, there has probably not been a time since 9 11 when there has been so much concern. And so, don, look, behind me, this is times square. It is still very, very busy. A warm november night. And you know, in a couple of weeks youre going to have new years eve and the ball drop here. The nypd knows how to handle that. They have so much security during those events but it is a concern and thats why they have these specialized teams they are going to deploy, about 100 offices and heavy armor, heavy weapons, well trains and they will be able to respond extremely quickly. Isis claims speedometer for attacks in paris, beirut and bombing a russian jetliner out of the sky in egypt all in just two weeks time. We are joined by graham wood. He is with us via skype. Paul cruickshank says that isis is moving up the gears in terms of international attacks. What is your assessment of that . For a long time. Isis was saying that international attacks were a bad idea. When al qaeda had september 11, had a few days of glory and then an invasion and lost its base. And obviously it seems to have changed its mind. They have turned their strategy around and now they seem to be focusing on that. And the reasons for that are unclear but they will be interesting to find out. Speaking of strategy. What about the authorities, the investigations, how are they going to get the eight suspects they arrested last night to talk . So theyll have to try every means at their disposal. You know, they have obviously, a pretty wide intelligence network. There are just a lot of suspects out there. Theyre going to try to find out who those people know. They are going to ask them nicely and try to figure out what nfgts they can glean from their cell phone records and travel records and see what they can find out. We dont know who they are or who they know. But obviously for france, this is a matter of immediate and grave importance. So there is a lot of resources that will be focused on getting information from them. Abdelhamid abaaoud, would you classify him as a mastermind . A ring leader, either of the two . Hes being described that way. He certainly seems to be at the center of a lot of networks of belgian and french fighters. Again, though, you have to keep in mind how many of these people there are. There are thousands of people with french and belgian nationality and passports who have gone to fight for the Islamic State. If you get one person out of the way or one person and his network out of the way, there are probably quite a few left. Help us understand the psychology here. Are they different from serial killers or mass shooters, for example . Serial killers, mass shooters, terrorists, they, in some ways are a diverse group. They are people who are simply dissatisfied with the world and go out with a bang. What we find with a lot of isis people, not all, is that they have a positive view of the world, too. That is, there is something they want to build not just something they want to tear down. A lot think the Islamic State is a fulfillment of their religion and gives them purpose in their lives. They think the person that gives them purpose in their lives is telling them to go and blow up people in a concert in paris, theyre going to do it. Thinking of a few thousand people in mind is a sobering tlougt. If abaaoud has been killed. There is no confirmation if he has or has not. If he was killed in that attack is that a blow to isis european operation . It is. But you know, martyrdom is his goal, of course. So killing an individual is it has some downside. It doesnt have that many pluses other than they wont be able to kill again. What they have been able to do is to strike fear into huge numbers of people not just in paris but also in new york. They have achieved a Great Success with what theyve done. Paul cruickshank says that these were extremists who turned to islam, rather than islamists who turned extreme. There is a view that some people have is that they go to their religion and read their holy books and they find it says in their holy books they have to go to syria and fight. Its a simplistic point of view. They will find things they are predisposed to think. What they often have in their past is a long history of rebellion, of being petty criminals, for example. You find a long pattern of things that have gone wrong, ways in which theyve been violent or misbehaving and they channel it in this direction which obviously has huge consequences geopolitically and otherwise. Isis sympathizers, that has been the strategy of isis in regard to foreign attacks for a long time now. Theyve said, its great, absolutely do attacks overseas. You have our blessing and you have our praise for it. But were going to inspire you to do that, were not going to help you plan. Were not going to give you weapons. Thats really the change that weve seen. Those attacks tend to be small. They tend to kill small numbers of people, if anyone at all. Now, this one, there was a great deal of planning and expertise that went into it. The organization itself must have given its help with planning and execution of this plan. Graeme, we learned that isis claimed to have killed a chinese and norwegian national. What do you know about this . What we no is only what isis has told us. There were two men who were they were advertised as for sale by isis in the last issue of the previous issue of dabiqing me magazine. The newest issue of that magazine came out today. And on one page you see unfortunately what looks like the bloody corpses of both of them and it says they have been executed. Terrible. If the world, graeme, unites against isis, will these attacks have backfired . You know, in some ways, isis wants an attack. They have been talking about this for ages, that they expect in fact they are certain its going to happen. And they want to goad the west into an having an attack and a disastrous battle between muslims and crusader christians. Im not so sure, for one thing, that they would actually like the results of a full assault on their territory. But on the other and, it is possible for them to cause the west to do things that are not in the wests interests, you know, tensions are very high. The blood is hot. And Foreign Policy decisions made in this context have a tendency to go wrong. I think having some caution is probably wise. Graeme wood, contributing editor to the atlantic thank you very much. Take us inside Law Enforcement right now. So this is an old video that was kind of rehashed. These are some stock images, a catch from the internet and news kootage from the paris attacks and they dusted off a video we saw back in april and gave it a new beginning and a new end. So this is isis doing what isis and al qaeda and terrorist groups do which is propaganda. They had the attacks on friday. They pumped out a new issue of dabiq magazine with new stuff to promote the paris attacks. The video is part and parcel of that propaganda effort. This is new york city. We have the most complex layered Counterterrorism Program of any Municipal Police department in america, if not the world. We spend a lot of time thinking about this and planning around these things. So, don, when we see the video, we make note of it but its like a lot of the videos weve seen. It doesnt mention new york city specifically but it shows images of new york city which is troubling as well. So let me ask you, 400 new counterterrorism officers in new york city now. They were deployed as part of 1400 new officers on patrol. Give us an idea of this additional manpower and is this something the commissioner is going to talk about tonight . This is a redesign of the Counterterrorism Program. The Critical Response Vehicle Program was made up of borrowing a police car in every precinct and putting them in critical positions to have a police presence. They werent specially trained for counterterrorism in particular. And if you look at the overlay of an mumbai attack or Charlie Hebdo attack or paris attack on friday they were not equipped to deal with that. They were a police presence. What weve done since it is clear that that program and presence isnt going away, is to revamp that into dedicated officers who are briefed on the intelligence and the threat picture, who are armed with long weapons, the same kind you would confront an active shooter or terrorist with, who have the heavier body armor who are prepared to go in with the active shooter training. It is taking new york city Police Departments game to another level in terms of confronting this problem. If you are doing this, preparing for the worst, shall we say, thats what you do, right . To be prepared all the time. How concerned should new yorkers be, people who are visiting, what is the concern . The question is could it happen here . The answer is it could happen anywhere. The answer is really, rather than spending time worrying, we spend time planning. Rather than spend time being concerned we spend time studying. What did they do it in tunisia, or in paris last week, what was their plot in london . We game all those, we field exercise them and table top them. In a few days were having an active shooter exercise alengedly carried out by role players playing the role of terrorists in new york city. This was set up a long time before any of this happened. But this is part of a continue y continuum for us. We want to get to it immediately and put it down as quickly as possible so you dont have a situation where it goes on for a long time. But how do you prepare for someone or some people who are willing to blow themselves up . You prepare just like this, is you have brave, dedicated, highly trained, properly equipped officers who are willing to go after those people, even at their own peril. You told me before you work with people in other countries. You are working with people in france. The commissioner has told me that this socalled leader, abdelhamid abaaoud, if he was killed in the raid last night, how do you think that affects going forward, isis, and even here in the United States, what may be planned for other places . I think if he was killed in the raid, isis will find another operational commander who can take his place. One thing we have learned through the Drone Program and other things as a country, everybodys replaceable. But i think what weve seen is an interesting change for isis or isil in that this is no longer about recruiting people on the internet and asking them to go shoot somebody over twitter. This is about bringing in a number of people who are already in syria, who are already hardened foreign fighters who had some professionalism and discipline under a commander who had already plotted a different plot, managed to escape from belgium and sneak back into western europe and run this operation. So this is a change of paradigm also. We saw the attacks on friday and what happened at the stadium in germany. And the airline, whether it was a hoax last night, two planes. The raid. Are we in permanent high alert in the United States . Especially new york city . New york city has been on heightened alert since 9 11. We are on high alert right this minute. But if you are on high alert, all the time you can get alert fatigue, so to speak. Given the world events we have watched that up a couple of notches. You can see that in the street. Part of that is to reassure the public. Part of that is to counter the threat. I mentioned the planes and everything going on. The suspicious packages all over the subway, every where you see if you see something, say something. Law enforcement, are you in a position of having to respond to every single threat, you know sending everything you can get to that threat . Don, thats the doubleedged sword. Im not complaining. When we set that idea that we are in a heightened alert, we expect from the public that that thing they might have called about, but they are going to call that time. We are getting more calls and going on more runs and looking at more suspicious packages and checking out more suspicious people. But that is what were looking for. And thats what we do. I think what youre going to hear at the press conference is a little bit about the forward planning and the preparation. But i think its as much, don, about dealing with some of the drum beat of times square being shown in an isil video which has happened many times before, to show that the mayor and the Police Commissioner and Police Officers are all out there and we are not a city that goes by threats, lives under threats or hides. So my first question is to mike, you listen to that interview with john miller and look at the events over the last week. If we are in a war between isis and the west, who is winning right now . Well, certainly isis has had some tactical victories and theyve done something pretty important for their terrorist credentials. They have been able to pull off very sophisticated operations. Its not easy to get into france undetected, let alone be able to put together bomb makers and get vehicles and do other things and get on target and have that event go off as planned. Thats a very difficult thing to do and its that level of sophistication and all that planning means they had a tactical victory. Same with bringing the plane over the sinai, killing the russian tourists and same with getting folks into lebanon and getting those bombs to go off on target, killing 46 people. So it is they are having a series of tactical victory, strategically were nowhere close to losing. But that is an important part of why they have gone to this Psychological Campaign with the videos in new york. We are only showing just a couple of frames of that video. But it shows images of times square and Herald Square. That are trying to affect us psychologically. Whether this works or not for isis depends on what they do and our reaction. Isis is trying to create a backlash in the west, in europe and in america against the muslim community, to create a greater divide, to create a sense of alienation and an t anninga an this is what al qaeda did in iraq. And i agree with nick. They even wrote about it. When the raid happened in pakistan they find documents of an al qaeda leader who wrote a memo about this. He said we should terrorize, brutalize and use it to divide the nation, us and them, muslim against christian, we can recruit more and galvanize the cause and excite our base and create more recruitment. So we can push for an overreaction by the west that can invade and occupy and absolutely use force against our people and we use it. This is what they use in their propaganda video. They use that for the west to threaten the west about new york. But what they are using to recruit people . They are using the children in iraq in gaza and other places. Its called management of savagery. Even in the wake of what happened in paris, france is going to take 30,000 people. But they may one of the suspects may have come in through the process as a refugee. You say that might have been on purpose. We know there were five french nationals and one bell began national. One person was carrying a fake syrian passport, carrying it to a massacre. How would that benefit isis . To create a backlash. If the nationals leader is the leading contender for the french presidency, that benefits french radicalism. Five syrians with fake greek passports were trying to make their way from honduras to the United States. Does the u. S. Have the Border Control to stop that kind of entry . Obviously, mexico is a very porous border. We have seen the iranians use operations a few years ago to try to smuggle guns, weapons, and people in to do an attack on the saudi emambassador in washington, d. C. A few years ago. We have seen the Russian Intelligence Services for years have used the porous southern border. We have that border and over other nations know it. Its not surprising to me. I think in honduras they had some 13,000 individuals who came to honduras trying to go up north that they intercepted to get into the United States. This is five but there are thousands more to try to use that southern border to get into the United States. Do you think it feeds into a bigger isis narrative or plan . Absolutely. This is the biggest propaganda gift to al qaeda and i would say to isis. When you tell them the syrian refugee who chose the west. They didnt choose to live in an Islamic State, its a slap in the face of isis, who actually in their website and their magazine, actually was very upset the fact that the syrians decided to live outside in europe and embrace the nation of crusaders. They were upset about it. What our gop candidates are doing is playing into the hands of isis. But isis is not only trying to manipulate our policies, they are trying to communicate to the muslim world one thing. There is a war with an islam. This is what they are trying to say. And the muslims are trying to tell them we reject you and the french citizens who are saying today over and over, we chose or camp. So in order the police state and to crack down on, actually, the communities will create a bigger backlash. They dont need the refugee to come to america. They dont need a passport. They dont need a visa. They can come easily. And the worst part of all of this, the policy that was put in place for the last is a years has produced radicalization. Stand by. The question is was abaaoud himself in the building . To answer that, paris authorities and authorities in france will be doing dna tests to try to determine if he was one of those killed. He was not one of those arrested. Atika, do officials thing there was a rolling series of attacks being planned . What they have said is that this is a team that had the capacity for an attack. And clearly the fact that at least one of them, the female suspect there, had explosives indicates they were prepared to act very soon. But in terms of what kind of an attack, do they have specific targets . French authorities have not given out that information. As you know, a video was released earlier today by isis portraying scenes of new york city, portraying scenes of times square where we are now and Herald Square, in an obvious attempt to intimidate the people of new york city. Im here this evening with commissioner bratton and other leaders of our Police Department and the men and women of our department who patrol times square to make very, very clear that the people of new york city will not be intimidated. We understand it is the goal of terrorists to intimidate and disrupt our democratic society. We will not submit to their wishes. The people of new york city, as you can see right now are going about their business even at this late hour. I want to encourage all new yorkers to continue to go about their business normally. Its important to note that there is no creditable and specific threat against new york city. Nypd has been working very, very closely with the fbi and our other federal partners and i repeat there is no specific and credible threat against new york city. So its crucial that people go about their normal business recognizing the nypd is providing extraordinary protection for the people of the city. 35,000 members strong and just in this last week, we initiated the first wave of our Critical Response command which will grow to 500plus officers specifically dedicated to antiterrorism activities. These officers who have been assigned in the last months, will be specifically trained, equipped, and armed to handle any terrorist threat. They will be part of our overall efforts of the nypd to prevent terrorism in coordination with our federal partners. The people of new york city can rest assured that extraordinary efforts are being made every single day to keep them safe. This is the finist police force in this nation for 14 years since 9 11 the police force has consistently protected the city against terrorist threats and it will continue to do so. I want to say one other thing before i turn to commissioner bratton. We remind all new yorkers that we can depend on the nypd. And at the same time, every resident of this city can help the nypd. And Vice President biden went on to say in his view isis is not an exten circumstantial threat against the United States. Cant wait to hear what he has to say. Does it seem like the president is making any headway with his argument . Democrats have chosen an issue to argue this week. I think that they feel like within the base of the Democratic Party they can rally democrats around president obama on that issue. They know that people are quite uncomfortable with the president s strategy for defeating isis right now because of what happened in paris. Now the other issue that has come up in the last day or so is that after the paris attacks, mr. Obama is coming under criticism for refusing to use the term islamic terrorist. Here is how donald trump sounded off on this issue earlier tonight. And you know what, radical islamic testi islamic terrorism is a fact. We have a president that doesnt want to use the term. Radical islamic terrorism is a fact whether you like it or not. Its a fact. And its a very gruesome fact. Its a very, very serious problem. We have a president that doesnt want to use the term. He was waiting for the gunshots to stop so he could go and join his sisters. [ speaking Foreign Language ]. When he came out he was facing the restaurant and everybody was pretty much dead. And he started looking for his sisters. Who were literally under other people who were dead, some of their own friends. Halima died right away. She didnt suffer at all. But hodda was right next to her. She was still breathing. She took a bullet in the head. Oh, my goodness. He felt a little selfish at first because he had to take care of his sisters first. So he pulled hodda to the nextdoor restaurant. And he left her there with one of her friends named sam. Who was keeping her alive trying to keep her alive by keep on talking to her. I say im calling my wife and a guy answer with the phone. So i hang up the phone. I let like ten minutes go, and i call back and halid answer with the phone and i say, where is my wife . Where is halima . And he tell me that something happen in paris. I tell him, yes, i know, they have some terrorism attack in paris. So where is halima . I think that he i thought that he was telling me halima is in downstairs talking with somebody or halima forgot her phone and thats not what i was hearing. He just tell me he just tell me your wife is dead. Halima is dead. I tell him no, its not possible. He tell me yes, she dead and my sister, hodda is between death and life. So he was crying on the phone. I was crying too. Five minutes before, my two my two sons just fell asleep five minutes before. And then i realized that my life is going to change forever. How are you doing now . How doing now . I see a lot of lot of lot of lot of lot of people calling me from everywhere. People coming from everywhere. So now im with a lot of people every time. Every hour theres people coming from everywhere, coming to see me. So now, i dont realize i dont realize whats happened. I will realize in a few days when i go back to senegal to see my two sons to tell them that they will never see their mom again. How do you convey to the world the suffering and what you are dealing with and what so many families are dealing with now . I dont wish this thing to my worst, worst, worst enemy in this life. This thing, i dont wish it to nobody. Because when this thing happen to you, the only thing you ask yourself, why god choose you . Why this thing happen to you . So we hope that these terrorists will be stopped very soon. Lets talk about the terrorists. What do you what do you want people to know about that . And more importantly, what do you what would you say to these people who have perverted islam . Well, first were going to tell them that they are a disgrace, number one. Because the word coward is not even enough. And im going to say it and im going to say it again. Because we are all muslims. They are from tunisia, were from senegal, a country that is about 95 muslim. And we are among so many victims. I would tell these people and the world to understand that there is a critical difference between whatever they preach and between the peace that we are in islam. When we pray five times a day, when we glorify god every single day. The blanket of islam is about peace and unity and love. Because that is the furthest from islam. Because a muslim would not kill just for the sake of killing, especially killing woman or elderly or kids. Even in time of war, were not supposed to kill women, elderlies and kids, we are not even supposed to cut down trees, let alone innocent people having fun. They were just celebrating a birthday. And this, i want to send a message to all the countries out there that have ever been victim, from kenya to burma, to syria, to baghdad in iraq, wherever it is that anyone has gone through any kind of attacks, it just happened viciously in france, but in United States we dealt with that. When my brother called me on friday and telling me about this incident i was in los angeles. I was shocked and tried to get on the earliest flight to paris.
