Bahamas. Also in california we are awaiting an update any moment from officials there on the deadly charter boat fire off of santa cruz island. These are live pictures as we await this press conference. There were 39 people onboard and only five have been rescued and its now a recovery operation. I want to get back to Victor Blackwell in florida. The storm is now a category 2. That is good news that its been downgraded, but its moving so alarmingly slowly, that must have officials where you are very concerned. Reporter very concerned. I mean this storm has been moving at a procrastinators pace for several days, stationary to 1 mile to 2 miles an hour for several days. But still just about 100 miles off the coast of florida, creating this Much Movement along the intra coastal. Im standing here in jensen beach. The water youre seeing, the swollen intracoastal, thesf wa rainfall in this area before dorian formed. Now the additional rainn are guaranteed to flood what you see in the distance there. Hutchinss expected to flood from the west, the intracoastal and from that storm surge coming in from the atlantic from the east as well. 4 to 7 feet expected there. We know that in Martin County at least on that island that stretches along several counties here across this part of florida, there is a mandatory evacuation. The bridges onto Hutchinson Island have been shut down. The jensen causeway, the stewart causeway and even officials have shut off Water Service to the island to encourage people to evacuate. Right now there is a News Conference thats being held by the Sheriffs Office here in Martin County and the Emergency Management officials giving the latest on the situation here. We do know that there are about 1,400 people in shelters across the county so they shut down anyone coming into these shelters at 7 00 a. M. This morning. So anyone who was still in this area who decided not to leave will have to shelter in place. There have been reports of power outages. About 2,400 customers have lost power, which makes that shelter in place a little less comfortable as this storm continues to creep 100 miles off the coast. Also reports of traffic light problems so people who are driving through these gusting winds have to be extra safe when on the roads here. The other thing that officials are fighting, and they are very vocal about it, is complacency and this preparation fatigue. Many of the communities across south florida and this part of the state, even up to Central Florida, started announcing plans to prepare for dorian on thursday and friday. Were now approaching midweek, so many of the people who went out and gassed up and bought food are having some bouts with cabin fever or are deciding that maybe theyre coming back. Our colleague, nick valencia, in the hotel where he and his team are said he spoke with a woman there who said shes heading back to her house. She could have done all of this back at her own home. Were going to take a moment here to join this presser in Southern California on that boat fire. Families who are having to endure this terrible process as we work to recover loved ones and have searched for their loved ones. We realize that the information that were about to convey in this press conference is difficult and painful for them. We want to just let them know that they are in our hearts and that we express our deepest sympathies. Yesterday beginning at first light and continuing throughout the day, the search for survivors and victims of the disaster that took place on the conception continued. As part of the initial sizeup to assess the search area, we are fortunate that the Los Angeles CountySheriffs Department dive team flew into the area and deployed divers. Once the sizeup was completed, the search operation was turned over to the Santa Barbara sheriffs underwater search and rescue team. The u. S. Coast guard, the National Park service, the San Luis Obispo sheriffs dive team all supported our teams search efforts in the search and recovery process. Sadly, no additional survivors have been found. An additional 16 victims were located in yesterday afternoons efforts and were brought back to our Coroners Bureau. This makes in total 20 victims who have been recovered and transported to our Coroners Bureau. Thus far the victims have only been identified as 11 female and 9 male remains. Tl there were several other victims seen by the divers, somewhere between four and six, that are still within the wreckage, but due to the positioning of the boat, they were unable to be recovered before nightfall. Today efforts will be made to stabilize the boat so that divers can safely enter it, search it and recover additional victims. Divers will also map a search area based on currents and the debris field which is about a half mile in size in our continuing efforts to recover additional victims and evidence. This type of underwater search and recovery operation can be taxing and dangerous with divers operating in up upon 65 feet of water. We want to make sure that this process is done safely and methodically, so we appreciate the families and the patience im sorry, the families and the publics patience and understanding as the search continues. I want to talk a little bit about the coroners process and the identifying the victims and notifying families is under way, concurrent with the search effort. Sheriffs Office Investigators in our criminal Investigation Division are working with the Family Assistance Center and the call center, which to date has received over 100 calls from family or friends who believed that loved ones were onboard the conception. Investigators are comparing information from the callers with the vessels passenger list. Since many, if not all of the victims who have been recovered will need to be identified through dna analysis, investigators will be coordinating, commencing today, with family members to collect dna samples for comparison purposes. In all, 30 victim family members have been connected with the Sheriffs Office. Only four families of the 34 passengers have not yet been connected with investigators. The sheriffs Coroners Bureau has had mutual Aid Assistance from the Los Angeles County medical Examiners Office and a special team from the States Department of justice is lendsilending their expertise with a rapid dna analysis tool that was instrumental in identifying victims in the camp fire. Today we will begin the process of mapping dna profiles of the 20 victims that we have recovered so far so that they can be compared with family samples that will be collected commencing today and in the days to come. An ora handled by a single agency. I want to thank our allied agencies and cooperatorcooperat many local, state and federal agencies that have come together once again as a team of teams to address this disaster. In the initial response and the first incident first day of the incident we thank and appreciate the coast guard, the ventapartment, the Santa Barbara harbor patrol, the ventura Sheriffs Office and the Los Angeles County sheriff. As we are moving into the sustained search and recovery efforts, i want to thank the cal office of Emergency Services out of the governors office, the San Luis Obispo county Sheriffs Department, the National Park service, the fbi, the alcohol, tobacco, firearms and explosives division, the Sacramento Branch of the state department of justice, the Orange County sheriff, the Long Beach Police department thats helping with security in the exclusion zone and the California Department of fish and wildlife. The Family Assistance Center that has been set up is doing extraordinary work, and i want to thank the team that is assembled there and working directly with the victims families. Members of the district attorneys office, the behavioral wellness department, our chaplains from the Sheriffs Office, hospice of Santa Barbara, the american red cross, the salvation army, and counselors from the at ease program that is there in support of the First Responders who are dealing with this tdent. Once again, i want to express our sympathies to the family members and our thanks to those who are supporting our continuing efforts to locate everyone who was involved in this disaster. I now would like to introduce captain Monica Rochester from the u. S. Coast guard. Im captain Monica Rochester, captain of the port for coast guard sector los angeles long beach. As of 9 40 a. M. This morning, coast guard has suspended search efforts pending further development. It is never an easy decision to suspend search efforts. We know that this is a very difficult time for families and friends of the victims. We have suspended the search efforts due to no additional individuals having been witnessed entering the water. Our last aircraft over flight this morning has revealed no additional signs of distress or debris has been witnessed. The coast guard and other Partner Agencies conducted seven missions consisting of helicopter crews and multiple surface assets covering an area of approximately 160 miles. Coast guard air station San FranciscoForward Operating base point magoo, mh65 Dolphin Helicopter crew was involved. 245 response boat mediums from coast guard harbor, home ported in Corona Del Mar has been relieved this morning and a 45foot boat medium has been called in her place to maintain on scene commander. The National Parks service, Santa Barbara county Sheriffs Department, Santa Barbara county fire department, Ventura County fire department. Again, our hearts, our thoughts are with the family and friends of the victims. Our total search time for our efforts was just below 24 hours. The coast guard will continue working alongside our Partner Agencies throughout the recovery and now investigation phase of this incident to try and determine why this incident occurred and what we can learn from this tragedy moving forward. We will work in concert with the National Transportation safety board, who is here with us today. That concludes my statement. All right. I want to bring in Stephanie Elam who has been following this story. Stephanie, this is very sad news for the family members of those who are onboard this dive boat. The coast guard saying theyre now suspending their search for survivors, and we learned as well from the Santa Barbara county sheriffcoroner what theyre doing at this point to try to identify victims. Reporter right. And it is devastating for these families to hear that they are most likely for most of the bodies that they recover having to use Dna Technology to identify who these people are because they cannot tell. Thats hard for the families to hear. Knowing also that theyre going to use technology that they used in the camp fire. Remember, that was a very, very disastrous fire up north, theyre going to use that technology to quickly identify the dna here and identify who these people are. What we also learned too is 11 of the victims are female, nine of them are male of these 20 people that have been recovered. They also said because what we have learned too yesterday, the boat itself is actually when it sank, it kind of sank on an angle, so its in about 62 feet of water but its a 75foot boat so part of it is sticking out of the water. So the way that it is in the water is not a safe way for them to get in. What they did say is that the divers did identify somewhere between four to six other bodies still within whats left of conception. So theyre hoping to work on stabilizing that boat today and get those bodies out of there. That still would leave some remaining because we know there were 39 people onboard and five were rescued. They brought 20 victims back to the coast here in Santa Barbara. All right, Stephanie Elam, thank you so much. A lot of news that we got out of that press conference. Devastating for these families. We still dont know what caused this fire. Were going to stay on it and bring you any details that we learn. In the meantime, Hurricane Dorian is continuing its rere Relentless Assault on the bahamas. The Martin CountySheriffs Office and Emergency Management officials just wrapped up what they said would be their last scheduled News Conference on this storm. It comes down to three words from officials. Weve been spared here in Martin County. They say that the mandatory evacuation along Hutchinson Island will be lifted. The causeways, the jensen beach causeway and stewart street causeway will be reopened. Were getting a bit of rain coming in from one of these exterior bands of this now category 2 hurricane. But the Officials Say that for those people who prepared for this storm, boarded up and stocked up or evacuated, they should not look at this with frustration but instead see this as prayers answered and you only have to look east to the bahamas to know the true strength of what this storm could have brought to thishi is what were expecting to see as this storm starts to slowly climb the of f. These stronger bands that come in and bring stronger winds and rain. Lets go now to meteorologist Jennifer Gray with the latest advisory from the National Hurricane center and what communities here on the Treasure Coast can expect, jennifer. Victor, it really is incredible to touch on what you were talking about how this storm is just offshore. All you have to do is look east. If this storm would have jogged a little bit farther to the west, it would have meant a huge difference in the impacts or potential impacts florida could have felt, especially where you are, victor. As this travels to the north, well still get impacts along the florida coast. This is a category 2. Well get the wind, well get the rain and storm surge and beach erosion even with the storm this far out. Just imagine if it would have traveled just a little bit farther to the west we could have been in a much, much different scenario. So winds are 110 Miles Per Hour right now. Thats no joke. 125mileperhour gusts. Heres the radar. You can see that eye, that center of the storm still lashing out at grand bahama, if you can believe that. It has been days and days the bahamas have been in just torrential rain and unrelenting wind. We are going to see the storm continue to travel to the north. You can see florida now fully outside the cone but that center of the cone could drift to the west side. It could get a little closer but were fairly closer in the track especially the next couple of days. Once we get to the carolinas, though, thats when we really need to worry, especially for the outer banks. We could be seeing a landfall there, potentially anywhere along the South CarolinaNorth Carolina coast with potential category 1 or 2 conditions. Here we go as far as the current winds go. 30 in ft. Pierce, 36 in melbour melbourne. Here are the hurricane watches and warnings. You can see all along the North Carolina coast, South Carolina, georgia, even into florida. Heres the storm surge and you can see it has come down just a little bit across much of the florida coast. Still 3 to 5 feet, thats a lot. Florida is low lying as we know. We could see especially some flooding along the beaches, just to the east of the intracoastal canal, the Barrier Islands especially. Then as we get into georgia, South Carolina, North Carolina, you can see that right there. Let me show you this before and after the storm. This is grand bahama island. When you put the radar imagery into play, this is what they have come up with. This is freeport right there. This is a before picture and the after picture of what we expect is inundated with water. You can see that turquoise, that bright blue right there, thats what we think is under water as far as grand bahama goes. Devastating for the bahamas, victor. Its going to be time before we get more pictures out of there and unfortunately its not going to be good at all. Victor. Reporter it certainly will not be. You know, you talked about that red line of warnings and watches drawn along the southeastern portion of this country, but the true legacy of Hurricane Dorian is in the bahamas. Joe, the Prime Minister there says the damage that hes seen, that hes received reports about, unprecedented. What have you seen . What can you tell us about the aftermath of dorian . Its pretty much the same thing. We ventured out earlier to take some fuel to a couple of guys that were doing jet ski rescue in the more flooded part of the island. Catastrophic is about the most accurate word you can use. Lawrence was bad last year. The damage with michael was incredible. Ive never seen anything like this in my life. Its [ inaudible ] sam, have you been able to communicate with friends, with coworkers, with people there . How are communications on the islands . Were very fortunate. Thus far the internet has been all right. A lot of people on another network cant get communications. Weve been able to let them know that various groups around the island are getting rescued or water or fuel. The Humane Society is flooded, which had a hundred animals in it and people as well. On the east side of that, it looked like a lake that stretched out for miles. Other people are volunteering with jet skis and boats and doing Everything Possible to get boats. But dorian is sitting on top of u us. Reporter it sat there for days, sam, joe, were having a little bit of difficulty hearing and understanding everything. This is Martin County. Officials are pleased with the latest forecast from the National Hurricane center. They have reported now that they are going to lift the mandatory evacuation orders and reopen soon some of the bridges onto the Barrier Island. Hutchinson island, i could say. But not every community along the eastern coast of florida is prepared to make that move as dorian is still a hurricane, just 1 mile an hour off of hurricane status. Lets go to brian todd. What are you seeing and hearing from officials where you are . Reporter victor, they say we are not out of danger by any means yet and storm surge and wind are really the issue now even more than rain, and weve gotten a lot of rain. Not raining at the moment but were still getting a lot of storm surge. Look at this jetty where im standing just off Sewalls Point. This is about 3 or 4 feet above normal stage. Normally you can walk down to a beach area right here but you cant do that now. The surge from the Indian River Lagoon pushing up against this jetty, spraying us with water. Heres the danger here, this is Sewalls Point to your left, my right. You can see it over here. Nearby stewart, theyre very lowlying towns and they are right where three bodies of water converge. The atlantic ocean, the Indian River Lagoon behind me and the st. Lucie river. Weve already seen water from this river push into Sewalls Point and flood some of the streets. Power crews scrambling to restore power to some of those areas. Very lowlying areas and you can see the power of the storm surge behind me the way it is washing up here on the jetty. Also we were told by the local police chief here at Sewalls Point that about threequarters of the town has evacuated, but they are telling people, again, you cannot let your guard down because the worst parts of the storm that are going to hit florida are basically starting to hit right now and its only going to get worse in the next 24 hours, from this region of florida up past Daytona Beach and then toward jacksonville. We are right underneath a key evacuation route. This is the stewart causeway that goes out to Hutchinson Island. Youre nearby us, victor, in this general area. As youve been talking about, Hutchinson Island is a Barrier Island. They have told people to evacuate. They are telling people now if you get in trouble from now until a day or two after the storm passes, they are not going to be able to get to you. This bridge will be closed, First Responders cannot get over there and the water has been shut off to preserve the infrastructure so if people do not have their bathtubs filled with water, theyll be in a tough spot, victor. For people who dont know the geography or topography of this part of the state, Hutchinson Island is a Barrier Island that crosses several county lines. So it will go through indian river, through martin, through st. Lucie counties. So youll see our reporters along that Barrier Island at several different points. Lets head north now to our drew griffin, who is in titusville. Whats the view from where you are . Reporter yeah, i mean the wind and rain is definitely picking up here, victor. It is expected to get worse over the next 24 hours. What we are seeing, and you can see behind me, is the indian river getting pushed up. That is the northwest circulation that is coming in. Right now they do feel like they have dodged a bullet, at least with the forecast. And that creates this tricky scenario where the county emergency officials are trying to keep everybody aware that just the least little bobble in this track could be the difference between escaping anything and really facing some nightmarish situations. So while they watch this track, they are trying to decide and balance opening, closing, mandatory evacuations and allowing people to go back to their homes. Its really kind of a delicate situation. Right now everything is pretty much in control. Wind is what theyre expecting to be their worst nemesis right now. Maybe some storm surge up on the coastal areas. But that is about it. Not expecting a huge amount of sustained rain that would bring flooding. Emergency management Officials Say they have got it pretty much under control, people obeying all their orders right now and were just waiting and waiting and waiting for this storm to churn on up the coast and get out of here, which they expect about 24 hours from now. Hurricane dorian is slowly turning closer to florida and the effects of the storm are being felt along the coast with increasing winds and a whole lot of rain. Lets go to Miguel Marquez, he is in vero beach in Indian River County. There are mandatory evacuations that went into effect yesterday. What are you seeing right now . Reporter yeah, well, interestingly those mandatory evacuations have just gone out of effect in Indian River County and here in vero beach. The conditions are almost exactly the same. The wind is about the same. What is different is the tides are coming in a bit more. Im holding on to this railing because the waves are coming up. As the tide comes up and the storm surge pushes in, the seas are really big. What its really having an effect on is the beaches here. Look at the erosion here. In just the last couple of hours they have lost several feet of beach along the coast here. As those evacuation orders have come out, look at the number of people who have come out as well. A lot of people stayed in town here. They did not evacuate and, you know, it is luck of the draw. Officials here now feel that they will have wind, they will have rain for the next 24 hours. Theyre telling people to stay alert, but they are opening the bridges, they are letting people back in, and life here at least is getting back to somewhat of normal. But they arent out of the woods yet, that storm is going to sort of chug up the coast very, very slowly to other areas. Well, obviously, it could have been much worse, its not going to be a direct landfall, and thats good news. That doesnt mean there arent dangerous conditions. In fact, every time we get bands from brings nasty weather, torrential downpours. Were getting 30 or 40mileperhour winds that you just recorded. Its not ideal conditions to be outside in a lot of these places. I would caution people here in broward county, we dont know if it was weatherrelated, but in the middle of the storm, somebody crashed and died in bad weather. At a minimum, its going to be a really nasty weather day in many parts of the state on i95. I just think its a good day, if you dont have to be on the road not to be out there. Youll be back out there tomorrow. Bahamas is essentially a neighbor of florida. The story there is very much different. Being hit by a category 5 just sat on top of the bahamas for days. You spoke to the bahamian ambassador to the u. S. Tell us what you learned. Well, a couple things we know. The coast guard is already there conduct something evacuation of critically injure people. Were going to have to do more of that, there are people on dialysis, special medical treatment, theyre going to come back to the states. Weve worked very closely with the bahamians all the time, the u. S. Government does, the coast guard. They have very capable domestic forces as well. But really, until we get the allclear, were not to be able to send anybody in there until we get a full assessment. The storm is set on top of them, the storm surge is powerful, on top of the rain being dumped on them. I think the water damage is the most concerning. And the one thing were really focused on, weve seen a lot of generosity, people coming forward, wanting to help. Its really, really important that people dont just get on boats and try to get in airplanes and try to land. We need the allclear with the bahamian authorities to deliver goods. Make sure were delivering what they need, delivering where they need it, by the way. Youve got to get it to the people that need it. It makes it no good to get to nassau if theres no way to get to freeport. So theres a lot of work to be done. Weve been in touch with them already and we know there are folks, the coast guard and navy champing at the bit to get behind that storm and provide assistance. Senator rubio, thank you so much.
