Treasury secretary Steve Mnuchin would only say that talks between the worlds two largest economies were constructive, and the dow at this point in time has spent the day in the red as investors are watching for any sign of an agreement, down 125 point at this point in time, and you may wonder why is it so important . Well, almost 6,000 products from the u. S. From u. S. Imports, from china, are affected by these tariffs, and we couldnt fit all of them into a graphic so these are just a few of the many examples here. We have cnn Business Editor at large Richard Quest who is at the New York Stock Exchange and International Correspondent matt rivers is in china and in a port city where goods are flowing in and out, and to you, first, richard, at the stroke of midnight these tariffs on 200 billion worth of chinese imports will increase a lot, from 10 to 25 . How is this affecting the markets . Oh, the markets were expecting it, and already priced in that particular movement but what the markets are terrified about is what comes next. I mean, will the president go ahead and tariff the those goods that hes threatened to and has now laid the paperwork . The president had no choice last night. Having threatened come midnight with no deal, he had to put the extra 15 tariffs on. Otherwise he would have been perceived weak but im sure the real issue for the market here what does china do next . How far does china go in retaliation . Do they go full Scale Nuclear war, or do they go gentle gentle, send a message but not too far . As for the talks, they are mired and bogged down. Could be structiveness is meaningless. Matt, what is china signaling at this point and how its going to retaliate . Well, beijing, brianna, hasnt said anything specific at this point, but we kind of can gauge what china might do based on what they have done in the past. Generally they havent tried to escalate. They have only tried to respond. Do things in kind to the u. S. , so we dont expect them to go really overboard, but we dont know. Were kind of in uncharted territory here, but if youre thinking about what they are going to do next, its a couple of different things. One i think they could increase tariffs that are already existing on american imports here to china, so most American Goods sent here to china already facing tariffs, and i think that what china could do is just raise those rates. Another thing they can do, china is really good telling its middle class where to shop. They drum up a lot of nationalism through their state media. It happened with the south koreans just a couple of years ago. Basically china state media said dont buy south korean products or go shopping there and it had a massive effect on the south korean economy and they could do that with iphones. Telling Chinese People dont buy iphones and the last thing, might seem a bit obscure by soybeans. Soybeans before the trade war were responsible for billions and billions of dollars to revenue for American Farmers. One of the u. S. biggest exports from the u. S. To china. Well, during the trade war, those purchases were cut off by the chinese government, and then they were lifted when negotiations got a little better. Do they cut those off again and does it hurt American Farmer . These are the kinds of things china can do. We dont know what they will do, but rest assured they will do something. Matt rivers, thank you, Richard Quest as well. And, in a rash of tweets President Trump defended his decision to more than double the tariffs on billions of dollars worth of exports. One said this. Talks with china continue in a very congenial manner. Theres absolutely no need to rush as tariffs are now being paid to the United States by china of 20 on 250 billion worth of goods and products. These massive payments go directly to the treasury of the u. S. Now, thats not actually quite true. The trade partnership, a consulting firm, estimates the entire cost of the president s tariffs, this 25 teartive and the existing taxes on high imports from china will eliminate a million jobs and raise average expenses of a family of four by almost 800 a year. I want to break this down with ambassador Robert Hollyman who oversaw trade discussions with china as the deputy u. S. Trade partners in the Obama Administration. Thanks for joining us. Thanks very much. The president says repeatedly that china will be paying for these tariffs and thats not right. Explain to us how this really works. Well, a tariff is effectively a tax. Its a tax on goods coming into the United States from china and the tax is not paid by the chinese exporter. The tax is paid by the u. S. Company that imports those goods, and so thats you know, i think thats better if we talk about this as a tax strategy rather than a tariff strategy. You know, that said, neither the u. S. Nor china want to maintain this situation for the long term, and i still think that we are in a position where both sides will ultimately want a deal, but the deal is going to take longer than had been anticipated, and in the meantime American Consumers and businesses are going to pay a higher cost, and that money going to the u. S. Treasury is going to be coming out of the pockets of american taxpayers. You spent a lot of time negotiating with china. We just heard from our matt rivers in china that theres no doubt china is going to respond. How do you think they are going to respond . Well, historically china is not the first to take an adverse action. I think one of the games, the strategies that china is playing, whether its on this or its on other tariffs that have been imposed they are trying to argue that they are the responsible player and that they are not overreacting to the u. S. Which they are trying to position as the irresponsible player. Now, the reality is there are enormous barriers in china, and there are enormous problems that they have created, and so we do absolutely need to break down those barriers and those challenges, but i think it says that in the court of Public Opinion china will try to hold back a bit and then say they only responded after being forced to by the u. S. I think that thats part of their global strategy in addition to how they are oneonone trying to deal with the United States. Were you surprise that had no agreement came out of this trade meeting happening here in washington, d. C. Between the u. S. And china . I was not surprised given the relative short time that vice premier he was in the United States. I think we all believed a week ago when secretary futurep, ambassador lighthizer were in bay ying that there was a deal that was roughly imminent and that this week might actually to be come to a final deal, but when the u. S. Made it clear that they thought that some of the earlier commitments that china had made, that they were actually backtracking on, they announced these tariffs, i think given then the truncated schedule its not surprising at all that they didnt come to a deal this week, but that doesnt mean we cant come to a deal in the next one to three to four, maybe several months. We have to be persevering in this effort. You saw how we outlined the costs to the average american family, about 800 right. Yeah. Is that something i mean in, your experience, that is something that is going to be felt, but is that something that in your experience that americans will attribute to this, that they will make this connection . Well, i think the people who attribute it most are people like our farmers and agricultureists who actually export to china and they are seeing their sales drop so they are the ones through the retaliation who are actually getting hit the hardest. I think what well see is now that we have 25 tariffs on 250 billion of products, well start seeing some more consumer pain, and then if the president goes ahead and does what he says he wants to do for the next step, which is basically put a 25 tariff tax on every other good coming in from china, then that will absolutely go to the pocketbooks of americans because there are so many things, whether thats clothing or electronic products or others that we import, and that will raise those costs, but that may take a while for American Consumers to actually see it and feel that impact. Ambassador, its great to have you on. Ambassador Robert Hollyman, thank you. Thank you. A key House Democrat is expected to make his next move today in the fight over President Trumps tax returns. The Trump Administration is refusing a demand for six years of his tax records requested by house ways and means chairman richard neal. Chairman neal has been consulting with house lawyers on the next step. Well have a decision i think by the end of the day. To respond ive been very careful to scrupulously follow the advice of House Counsel, and i intend to do that today. Chairman schiff said earlier that hes confident that you will have the tax returns before the end of this year. Do you agree with this . I think that the case weve attempted to build is based on substance. Weve stayed away from the fanfare and i think some of the hyperbolic conversation and have attempted to reason this through based upon the advice of our attorneys. So whats next for the committee . Youll have a pretty good idea. Lauren fox is on capitol hill for us, and we have julian epstein, jeff council to House Committee democrats during the clinton impeachment. Lauren, you just got some new information there from chairman neal. Tell us what youve learn. Well, thats right. Richard neal all day saying hell make a final decision by the end of the day, depending on what he wants to do when it comes to the next steps in that fight for the president s tax returns. A couple of minutes ago richard neal, i asked him, you know, has he consulted with his members and told them what he plans to do . Heres what he said. They will all know this afternoon. Ive given hints to them but ive been careful that they will know i would think in a couple of hours. Back in april the chairman made that initial request. Now hes got a few options ahead of him. He could either subpoena for this information and then go to courts, or he could move to directly go to court. Those are the options ahead of him. He says by the end of the day we will know what the next steps, are but i just want to say that Richard Neill is a very pragmatic member. This is not the end all be all of what members on the committee wants to do. He wants to work with the Trump Administration on priorities like infrastructure so expect that this is going to eventually move to the courts and out of sort of his purview on house ways and means. Brianna . Julian, subpoena and go to the court or just go to the court . What what do you think is the most likely avenue as we await to hear what he decide . They could go either, and in this case unlike some of the cases we discussed last week where the Judiciary Committee is subpoenaing the Trump Administration is asserting executive privilege, the black letter law appears to be clear when the committee on ways and means asks for Tax Information they are entitled to it. They can do a subpoena and contempt citation and go to court and they are on slightly stronger footing if they have the house behind them and they have the benefit of statute so they can go right to the courts as well. Next week a judge is planning to review the major legal issues in President Trumps challenge of a congressional subpoena for his Accounting Firms records. Thats going to put the issue on a much faster track because so many of these things it feels like they are crawling along, right . Right. But tell us a little bit about how significant this is. Well, its not just that hes put it that hes having a hearing, but hes moving through all the decisionmaking and the briefing and all of the kind of judicial machinery much, much quicker than we thought, and i said last week that with kind of the administration stonewalling on the subpoenaing the provisioning of witnesses and provisioning of documents, i thought it was a bad political strategy because it is would extend out the horizon of this controversy for the Trump Administration going into the political season, but it might be a good legal strategy because they can runt clock. But i think whats happening is thats changing, and i may want to amend what i said. Is it the reverse then . I may want to amend. I think whats happening is the courts are now looking at trump, and ive got to imagine the white house attorneys, white House Counsel, are tearing their hair out every time trump says in a blanket way were just not going to cooperate in any way with the him. I think the courts are looking at this and saying this is completely bad faith on the part of the Trump Administration. Generally they like to see a negotiating process between the executive and the legislative branch but if one of the sides says were going to fold temp and go home and were not going to cooperate and stonewall i think the courts look at that as bad faith. Thats what this District Federal Court seems to be saying on a House Oversight subpoena on trumps Accounting Records from his Accounting Firm and i think, again, they are not just misplaying this politically but now they are misplaying it legally. Not necessarily a criticism of white House Counsel and the attorneys. I think they got to be tearing their hair out because trump is undermining any attempt to make it even look like they are in good faith. Julian epstein, thank you so much. Lauren fox, thank you. Chairman jerry nadler says that mcgahn has been subpoenaed to appear to testify, and they expect him there on may 21st which is a week from next tuesday, but they are already preparing for what to do if he does not show. They had hoped to hear from special Counsel Robert Mueller next week. Its now looking like that is not going to happen. I want to bring in jeremy herb on capitol hill for us. Back to don mcgahn, jeremy. What happens if he does not appear on the 21st . Chairman jerry nadler made it very clear if don mcgahn does not appear on the 21st hes going to move to hold don mcgahn in contempt. Weve seen him hold the attorney general william barr being held in contempt so this is a series of contempt proceedings that the committee is doing, and what were learning is that we may wind up with a vote of multiple officials from the Trump Administration who arent complying with these subpoenas that will be held in contempt. The house is still figuring out exactly what it does want to do, but they are making it very clear to don mcgahn if he doesnt show hell be the next to be held in contempt. So whats whats the real effect of this . What seems like a contempt voterama that they are expecting to already include don mcgahn in . What does it really do . Reporter thats the question on all of this. We saw this back in the Obama Administration where eric holder was held in contempt. Practically though it doesnt have a huge impact. Now, what were hearing democrats talk about is whats called inherent contempt powers where they would consider fining or even jailing members of the Trump Administration who dont comply with these subpoenas. That hasnt been used in almost a century, but what were hearing from some democrats is that this is such an unprecedented time that they need to consider taking those sorts of extreme mesh sglurs that would be a huge development. Well wait and see. Jeremy herb, thank you for that report. California congressman ted lieu is joining me. What do you think will happen if don mcgahn doesnt appear on the 21st . Well move to hold him in attempt the same which we moved to hold attorney general bill barr in contempt. When im at the Grocery Store and post office, they dont say whats the deal with contempt . They say why is the Trump Administration hiding information and what are they covering up . Thats what this boils down to. What is the administration trying to hide from the American People . Whats the role effect of this . You heard jeremy saying basically in the immediate future there isnt one f. What people are concerned about is getting information, how does this move towards that end or is this just about political messaging . Right. You cant believe how complicated this is, so the way the process works is after we hold a person in contempt in the committee, we then send it to the house floor and then the house floor has to take a vote and the house votes that person in contempt, and then it triggers two things. We get to litigate the issue in federal court, and Congress Also has inherent contempt powers where we can start impose fines on individuals who violate subpoenas without having to go to court. You do have at your disposal, though congress as you heard jeremy report, there has not used it in some time. You have at your disposal an enforcement mechanism in the sergeantatarms. I was speaking with congresswoman jackie spear and she brought up the idea of using that mechanism. Do you support that . So my view is if the Trump Administration is going to completely deny every single congressional subpoena, then every option has to be on the table. Congress is article i in the constitution and James Madison and his federal papers 51 said legislative branch freedom nantz. Were actually the strongest branch and well have to exercise our powers and make sure we get the information for the American People. All options have to be on table, but i do think fines are a pretty significant option. That should be something that could get us the documents that we need if we have to go there. Options are on the table. So you are actively considering jailing the attorney general . Im not actually considering that. The Supreme Court how is it on the table . Supreme court has upheld if we cant get information about criminal conduct, then the question has to be asked, well, we do have an option here to try youre not getting information. Youre already not getting information. Youre absolutely right, which is why were doing these series of escalating stearns and my view, is yes, we should have all options on the table. Impeachment is also one of those options, and i think that might be something we would do first before considering using the sergeantatarms. Youre seeing this as an escalating series of options. Youve heard now members of your party say that this is a constitutional crisis with the white house rebuffing all of these attempts by congress to get information to get testimony. James comey on cnn last night said the system is being tested but he would not endorse the idea that this is a constitutional crisis. Do you . I agree with Speaker Pelosi and chairman nadler that were in a constitutional crisis, but whether you call it that or a stress test of our democracy the issue is the same. Its what i said before which is the administration is hiding information from the American People, and its not just the Judiciary Committee. They are stonewalling every single committee. So, for example, our Oversight Committee wants to know why did the Administration Grant security clearances to all of these folks including Jared Kushner that the fbi said you shouldnt give a security clearance. We cant get that information either and were in a crisis that we cant get Important Information from the administration to help congress and the American People decide how to act. On the issue of impeachment, you said in a usa today oped, quote, if the administration continues to disregard subpoenas another method of information collecting would be an impeachment inquiry. If you move to impeachment it opens up mechanisms where you could more easily get this information, but would it be better, especially as we see your leadership so reticent to pursue impeachment, would it be better to pursue the impeachment route than to let this play out in courts . If Donald Trumps goal is to push us to impeachment, hes doing a good job of it, because it is unifying the caucus, the blanket denials of our lawful congressional subpoenas, and the Democratic Caucus realizes that we cant impeachment right now because we have to get all the facts, get the information, and its one of our gravest options, but if we cant get the facts, then we have no choice but to move to impeachment and article ii of the impeachment articles against Richard Nixon was obstructing congress. What route to you is preferable, impeachment or moving through through the courts . We should first try the contempt option. That doesnt work, we should try the option in court, and if that doesnt work we should try inherent contempt and then i think we can look at impeachment. Well, Rudy Giuliani is going, he says, as a representative of President Trumps private legal team. He says he plans on meeting with slir zelinski, the new president elect and pushing them to keep investigating and pushing this idea that it was sort of democrats who was talking with ukrainians to push this idea that Paul Manafort needed to be investigated. Essentially the beginning of the russia investigation. He claims it originated in ukraine between the democrats. Thats what he wants investigated, even though theres really no evidence so far that we know of that suggests that that actually happened. The other thing he wants to investigate has to do with joe biden and his son, Hunter Bidens involvement with a ukrainian natural gas company. All right. Okay. You say in your reporting that giuliani is, maybe this isnt too surprising because we see him like this, but hes in a unique role, and he really seems to relish it. Thats right. He is a lawyer, but hes more than a lawyer, right . Hes on tv. Hes sort of a pr guy on behalf of the president. What he sees hes doing here is really to advocate for him and for the president s interests. Now the Mueller Report is out. He really sees that what he needs to do is go after the true origins in his calculation of the russian investigation, and it just so happens sort of going after biden who happens to be the top democratic president ial contender for next years election though he tells me it has nothing to do with the election because thats only a year and a half away. I think maybe we should have some skepticism about that though. And among of the origins that have investigation was a member of the campaign, an associate of the campaign bragging that there were overtures from russia, so we just need to be very clear what some of the origins are, because this is something that is being attacked in a very partisan way. You have a very popular teacher, second great teacher who wants to remain anonymous, but shes been teaching for 17 years at Glen Park Elementary School, and she has Breast Cancer. Heres how it works. You get ten days of sick leave if youre a public schoolteacher in california. You may get more if, you know, you didnt use all the sick days from a previous years. They have a rollover policy like other companies do and once you go beyond that thats where the problem lives in San Francisco. In the entire state of california, if youre on extended sick leave, have you to pay for your own substitute teacher, really fireworks right . Not insignificant, its about 200 a day and this is not unique to San Francisco, but it turns out that this particular story has exposed a real problem and this is what some of the parents had to say at that school. Shes an incredible teacher, and thats to the fair. Thats like crazy. Shes a beautiful, lovely, great teacher. Shes one of the best teachers. Thats terrible. Makes me worry like, you know, later on, like if that were to happen to me, you know, like i have to plan accordingly, and thats not fair, you know. Well, there is sort of a Silver Lining to all of this. Those outraged parent decided to put together a gofundme page so the teacher wont have to worry about paying for the substitute teacher. That has been handled, but, you know, of course, there is some outrage so one would think that this problem will be fixed, that they will go in there and change the policy. Brianna. This has been around for a while, and when they were negotiating these things, the teachers decided that they were not going to pay into the states Disability Program so they are ineligible for these benefits, but as a result of this story you now have legislators and the various teachers unions taking a look at this and one would think now that the that they will go ahead and make some changes but well just have to wait and see. But it is not that same as every day facetoface. So you have to move base and reinvent yourselves and put yourself out there and get to know you and i want to you be my friend. How do you build a network of friends, of spouses, support network as you go through those moves . I would say go to your base and get to the local resources. What is the first event they got. Go out there and introduce yourself, hi, im holly. Youre going to make a friend. And you live off base. I do. So what about building a network of among your civilian neighbors as well . Geographically that could be an issue. We live far from the installation. And there is always an event somewhere and there has got to got to be another spouse there and so go to that event. And if they are not a Military Spouse or civilian, theyll be your friends. What do you want civilians, who may not have a connection to the military and most americans dont, what do you want them to know about Military Spouses and families. That were very special people and we love our country. And were going to love you. And we are very thankful that many of our communities embrace us so much. Weve see that with the coast guard shutdown, the communities came together and networked and surrounded the families and loved them. So were unique people. But come get to know us. Because our uniqueness makes us special. And one of the things that makes you special and one of the reasons you have received this honor is because you are an advocate for heart health. But not just any kind of heart health. You talk about the stresses that military families and Service Members and that Military Spouses have to deal with. What are those unique stresses . Well, i am fortunate only done three deployments and people say that is not fortunate but it is because other spouses have done ten, multiple or even more than that. Some do every six months back to back. That is a stressor. And when your stress level goes up, that causes medical issues and were spouses because this is Military SpouseAppreciation Day, we tend to put ourselves last. It is never first. When we have to change find a doctor, we dont do that for ourselves. We end up doing that for our family but also having to find that Specialty Care and that is very hard.
