Weapons. This strike aims to deliver a clear message to the syria regime of their chemical weapons use against their civilians is inexcusab inexcusable. We selected these targets carefully to minimize the risk to innocent civilians. Initial indications we have accomplished our military objectives without interference from syria. Barbara starr was at that briefing. It was interesting to hear the initial Damage Assessment as well as the array and u. S. Allies forces used. Indeed. They laid out considerable detail of the u. S. U. And milita forces and from the persian gulf area and combination of submarines and bombers and more than 100 missiles fired into syria at three chemical weapons and Research Development and storage site. The point the pentagon is making here is this is very different than what we saw a year ago when they bombed the airfield trying to keep aircraft from going into the air delivering chemical weapons again. This is not about the delivery system. This is about what they call the heart of assads chemical weapons program. They believe they were successful in striking these sites especially a major r d site in damascus. That takes you to the fundamental calculation that was made here that last night they could get the missiles and aircraft pass assad air defenses of his radar and missiles could bring down u. S. Missiles and pilots obviously staying well out of the way, they did not see a response, the russians are there as well and they did not see a military response from the russians. The missiles that the syrians fire came after the mission was over according to the u. S. , now it is sun rise, we are left with the fundamental question. What is accomplished here . What the pentagon is saying they believe they dealt a massive blow in this mission to assads chemical Weapon Program. Nobody can guarantee they cannot start something up again. They destroyed much of the equipment thats being used. There are indeed facilities and that destroys the heart of his ability to carry out another major chemical weapon attack. Is it guaranteed . No general in the u. S. Military is going to guarantee anything on this. But, they do believe that they accomplished that mission last night. John. An importantly barbara, a followup here, the pentagon officials were pressed on what would it take for the u. S. To attack again or respond specifically if Bashar Alassad uses chlorine which is a different type of nerveagent, would that prompt a response and there was no direct answer. Thats absolutely right and a crucial point. Lets start with this of the last many years of syrian. He have bombed his cities for years now and the world have not stepped in. On chlorine, there has been dozens of chlorine attack and no one has stepped in. This is an awkward question for the u. S. Government on a hold to make that decision. They have seen these attacks and done nothing. We believe that their justification is the potential use nerveagent here. They have not come out defensively and said nerveagent. They believed it, based on the video of victims suffering was simil st symptommatic to nerveagent. Is there a red line . They are careful not to say that and not to suggest they are doing anything to shake Bashar Alassad overall power in that country. Barbara starr, terrific reporting over night and into the morning. This is what the president had to say about all of this, this morning. He wrote a perfect execution last night, thank you france and the United Kingdom. Could not have had a better result. Mi mission accomplished. It was later used against him being critical of him to suggest or the implication that the Overall Mission was over when several thousands people were to die in that country and including hundreds of u. S. Troops. Caitlin collins is joining me now with the overall white house response. The president does seem pleased this morning. Yes, he certainly did. He went on further saying so proud of our great military after this spending of billion approved dollars of the finest that our country ever had. There wont be anything or anyone everyone close, the president certainly is taking a victory lapse on twitter today. The two words mission accomplished, evoke memories of president george w. Bush when he indicated the mission was over when clearly it was far from it. She says she believed the mission last night was accomplished and he did achieved all of their objectives there but it does raise the question of what is the president s overall goal in syria is going to be. Last night, there was the ally air strike but just last week a few days before the chemical attack, the president was saying he wants to withdraw those u. S. Trips who are in syria fighting isis. The question Going Forward is what is the president s strategy for syria overall, john. Kaitlan, what is the president s day looks like and who is he meeting in the coming hours . Right now there is nothing on the president s schedule. Thats a typical of a saturday here. There is no marines standing in front of the west wing. Usually a signal that the president is in the oval office. He excesent these tweets from t pentagon. They are giving a Spring Garden tour and we can hear the marine band playing in the background. It is a nice sound to hear. Kaitlan collins at the white house. Nick peyton is on the ground in northern syria. A different part of the country and a different control aspect right there. In so far as you can see what has been the reaction . Reporter none really here. We have seen limited pockets of proregime supporters here. Driving around and honking their horns and waving flags theyre sort of being forced sense of victory this morning because it was not anywhere near as bad as perhaps this sort of reports of how john fulton think it appears these according to the pentagon, u. S. Missiles went straight through their targets and thatll lead to some that could be significantly broader in the scope of targets that were actually hit. The pentagon believes all the responses happen after launches hit their targets. Syrians claim 70 or 100 or so were intercepted by syrian s defenses. If russians had to use more m t Sophisticated Technology technology Syrian Regime, Bashar Alassad on his twitter feed and believing a video of him going to work with a briefcase walking through a nicely polished marble hallway. It is interesting to hear the pentagon going through precisely what they thought they hit. They hit the heart of the chemical Weapon Program but it is possible that it could setback a number of years. They did not want to go into what substance was used. That was important. Nikki haley says the u. S. And france have quote, analyzed the situation, the substance frankly if you heard her at the state capital before before the last meeting be there and also we heard from u. S. Officials that substances may have been detected and mixture of chlorine, too. It is important. Is syrian use of what caused the military to response or chlorine thats used dozens of time. The u. S. Says the regime have used chemical weapons during this war. There is a possibility that these weapon sites well known over the years may have been particularly cleared out potentially the issues or elements that the u. S. We dont know, they seem confidence, thats the nature of the game when you are given the view of whats happening. And now apparently is using them again. From inside syria that they could have been much worse. Nick paton walsh, great to have you. I want to get more analysis on this. Our former National Security adviser in the obama administration. Colonel if i can start with you, we did get some details of what weapons were used, 105 different weapons from a variety of different platforms, what strikes you of what we heard from the pentagon on that front this morning . The biggest thing is the use of jazz of the so cacalled joi air to service attack. It is a true standoff weapon. It it has a little bit greater of 600 miles range. It could have fired without pen frustrati penetrating syrian aerospace. We do know based on the pentagon briefing, this was a highly effective employment of this kind of weapon systems. The integration of the strike packages was very, very good. Thats the strike packages between the u. S. Pieces, both in the air component and the naval component as well with the british and the french air components and naval component. This was a good demonstration of coalition of power and it was very useful to see how effective it was against Syrian Air Defense system thats based on the pentagon assessment at least was very ineffective in dealing with this. They seemed to want to say this was a rampup response but samantha, it is also a very, very narrow response here. They said they succeeded their goals in destroying the targets they were aiming at. They say they crippled the capacity of syrians to reduce condehemical weapons. It does not seem like theyre trying in any way to alter the balance of power right now in that region. John, i could not agree more. That was one of the striking parts of the briefing for me. The pentagon made it clear that this was a precision mission. This was going after three specific sites with the specific focus on destroying the ability of the Syrian Regime to use chemical weapons again. This was purposely not broader. I think because the administration and allies did not want to risk escalation with russia or iran. Keep in mind the pentagon said the Syrian Air Defense system did not engage any of our missiles. That tells me we may have had the capabilities to destroy the missile Defense System and chose not to again probably because we did not want to escalate the situation with the russians. The problem though john is later in the briefing these spokesperson could not answer the question as to whether we would act again if c. W. Was used. We said that we would act or respond to c. W. And the president said mission accomplished. There is a Strategic Value and ambiguity but never the less, if you are Bashar Alassad waking up this morning and the syrians put out that video of him walking into work with the briefcase, are you concern of your power right now and do you know more of what the u. S. And allies would not do as you flex your muscle against your own people. Somebody like assad who loves to walk across the beautiful polished floor, okay, i can go up to a certain point and employ certain elements of the type of weapons that i have. I have these chemical weapons thats most likely to employ and have in the past and of course, chlorine based. Thats a common substance thats basically everywhere and the use of chlorine mixed with Something Else which is probably what happened in the case of duma and thats something made may very well be serum. They have not been explicit saying that as sam mentions and thats a big danger point at this point. Go ahead. I actually think that assad in some way is feeling better this morning because the administration have clarified and to me the administration does have a policy on syria. It is to counter isis and sometimes launch strikes against one specific war crimes. The administration clarified it would not act against a broader range of activities. If you are assad, you may feel more empowered to use other forms of violence against civilians in syria. Well discuss this much more. We are going to run right now. We have a lot more time to discuss this over the course of the morning as we get new details in. Well have much more on the breaking news, of course, is the attack on syria over night. The United States warns there will be consequences for the syria strike. Nic roberston is live in moscow, what are you hearing from the russians this morning, nick . Yes, what putin is saying is he wants to discuss the aggression of the United States and its allieallies, france and britain. We are hearing from the Defense Military here and you have to take it with a big pinch of salt. They laid out how the syrian Defense Systems have taken 71 out of 103 missiles fired at syria. We know thats what the defense does not stack up of the evidence that the pentagon had. No indication that president putin is about to turn away from the dark part supporting assad which is one of the things that President Trump talked about last night and jonah mattgenera talking about the need of pushing russia towards the u. N. No indication of that at all so far. The Defense Ministry here is talking about doubling down on supporting assads air Defense System by upgrading those air Defense Systems. The paint that emerges right now is rhetoric rather than action. It is notable that although air Defense Systems may have been switched off last night that they did not target u. S. And coalition or in coming missiles thats a significant part of the picture that we have at the moment. Well see russia spin this as aggression against syria and lavrov, the russian minister whos speaking right now and made these points that the strike comes before chemical weapons, get to work in syria and implicit, that statement is what we heard from the Foreign Ministry in the past few days that the strike is the cover up of what they have called this fake attack, john. These strikes, the nature of the strikes seemed carefully assigned with the russians in mind at every level and not to do anything would upset overall their president or influence if the rejegion. The United States says it was in terms of deconfliction. Did the russians say anything on that . Nothing on that. Macron called president putin yesterday. That call macron told putin that they would told putin they would continue to be in touch and the french were saying they made clear that they did not want an escalation with russia and i think thats been the tone that we have heard and restated many times from the pentagon joining the briefing last night. They did not want to injure civilians or foreigners inside syria. That message have been understood. The kremlin are not giving indications on that. The russians here are saying those lines are active b. Nic roberston, we have to listen to the exact words the russians say and do not say over the course of the next several hours, thatll be very telling. Thanks nic roberston. Cohen taped the conversation of the porn star and the president. This revealed that the cohen is under investigation for months. Joining me now, the author of trump up. Thank you so much for sticking around with us this morning. I want to talk about the latest developments in this case against Michael Cohen and as it pertains to the president. The president could be facing new legal jeopardy here and has important Legal Choices to make. What are they . He has one important choice to make is his lawyer cohen was on the phone, some be attribute the lawyer. So he has to make some hard choice. The legal term is between a rock and a hard place. The argument that in of this is privilege is Michael Cohen is his personal attorney. And acting as his lawyer in the communication issue. You cannot say Michael Cohen and attorney so everything that is said between us is protected. If you authorized your attorney to make a Public Statement and not only the Public Statement is not covered but some courts have held that the authorization to take the Public Statement may not be covered either. It is a technical and interesting issue. It is before a great judge, judge kimbell wood who i remember at a student at harvard lawsuit who was courageous. She had a lot of experience and she does not take any nonsense from lawyers. I think it was a terrible mistake, Michael Cohens lawyer not to have cohen in the courtroom but video taped and Smoking Cigars as it was a scene out of billions. You dont do that. Thats a choice. Michael cohen does not stand outside Smoking Cigars by mistake. You bring the client in the courtroom and he looks and showing respect for the court. The document thats out there that Michael Cohen was not doing any legal work for anybody or much of any legal work at all. They seem to be suggesting here that none of this communication. I dont think it is right. Lawyers work is broadly define and it is not just going to courts. It is making deals for clients and helping clients out. I can imagine a phone call from the president to cohen, you know, the access Hollywood Tape was illegally obtained and i didnt know the microphone was on, can you stop it and do anything legally. Sure. I also think the government has raised some questions. Do you invade Lawyers Office and risk the privacy of his clients when the crime is being investigated are not terrorism or organize crimes or very serious matters. Always has to be used when you raid a Lawyers Office or a Doctors Office or a Priests Office because you are talking about reading confidential material. We heard your concerns of the last several days on that and i think a lot of people who watch a variety of Cable Networks haves seen you not defending the president but standing up for the president s legal rights. You are talking about the boundaries of investigations. Whats notable this morning is you think in this instance in so far as an investigation on Michael Cohen, this is where there is jeopardy for the president. I think thats very much the case. I said for months that he has much more jeopardy concerning his prepresident ial business and personal activities. One of the reasons i am standing up for the president civil liberty rights is acou is falling asleep on the job. Theyre justifying and defending the raid without raising issues of client confidentiality. I have stand up for a man i did not vote for. That defense goes so far as those liberties. You are not saying there is not a problem here for the president. I always thought there is a problem. The specifics are what . His prepresident ial activities are not within the scope of the special counsel. His real problem is with the Southern District of new york which is visible. His priority of his defense team has to shift now to focus on much more new york than wa washington. His team is now apart of this case, do you think it will be or should be successful that none of this evidence collected by the fbi should be admissible. Take all the material and read it herself and shes trust worthy and shes not going the leak anything. What is covered is given back to the lawyer and his client. The important thing is you think some of it would and should be admissible here. If it was not privileged and obtained by a legitimate warrant. How should that make the president feel this morning . It should make him feel nervous of his lawyer who she spoke to and called. I dont know whats in those conversations and whether he should be nervous about what is in conversations between him and his lawyer that may not be privileged. Thats the concern. Professor, it is always a pleasure to speak with you. Thank you so much for coming in. Well have much more on our other breaking news, british and French Forces joined the u. S. Any moment, the u. N. Security Council Meets in the United States and United Kingdom in france. They targeted three sites, all associated with the research and storage of chemical weapons. British Prime Minister theresa may says this is not about regime change. Listen to this. This was not about interfering in a civil war. And it was not about regime change. As i discussed with President Trump and president march krcro was a clear boundary, and did Everything Possible to prevent civilian casualties. Russia called the attack an act of aggression in a sovereign state. We are getting new reaction from england and france this morning. Lets go to cnns senior, nima elbagir, what are you hearing this morning . Reporter in a way, her message was pointed. She made reference to attempted poisoning of Sergei Scripal and his daughter. And she made sure to state that this will not go unrespondunpun. What we are hearing is british was a major act in this and i know in the past there is been the sense of the iraq war of britain being pulled along of the special relations of the u. S. British interest is on the par of the intention, they believe there has been russian over reach stretching all the way back to the annexation of crimea by russia and that this is the point which britain and europe and the u. S. Say enough is enough not just to Bashar Alassad but also to president putin, john. Thank you, nima elbagir. Thank you. President macron in some ways have been on the edge here at the forefront of pushing this action. Reporter absolutely and before the strikes were announced. There was a video that the president put out that supporting the strike and france will shoulder its responsibilities so no surprise that france was involved and quite significantly from the pentagon briefing that we know the three missiles were launched and another launched from a combination of mirage so quite significant from the french contribution. We are hoping get more details. We have not heard directly from president macron. All we heard was his tweet earlier this morning saying that a red line have been crossed. I dont think it is a coincidence that he used the same word that president obama used in the past. France have been looking to hit at syria chemical weapons for quite some time. So france has always been supportive of striking at the site and clearly it was happy to contribute this time around as well. It has been interesting to hear u. S. Officials speak about what happens next. Atika, the pentagon were asked this morning, what if Bashar Alassad uses chlorine gas as a chemical weapon in the future, does that prompt another strike. Does france have a lower bar or do you expect to hear any details on the french on that . Reporter france have made it clear that everyone though this is a targeted strike and it is proportionate and if there is another instance of chemical weapons being used, i wont hesitate to support another strike. The question is as you point out, what defines that, we dont know what exactly the chemicals were used in this attack in duma. France has been very much on the forefront trying to move what exactly it is, is it chlorine or mixed with what . What exactly is it . We dont have a scheduled press conference to tell us the break down of the analysis is. Atika for us in paris, excellent analysis, thank you so much for being with us.
