This was not spontaneous. As we inch closer to president elect bidens inauguration, officials are sadly bracing and preparing for more violence. Lets begin with cnn sunlund. Five days, forward progress there on he hill towards a remarkable and Historic Second impeachment of a sitting president . Reporter thats right, jim. Democrats are moving up hill on capitol hill with a sensef urgency. Nancy pelosi will essentially start the wheels turning towards trying to get President Trump out of office early. Heres what we will see today. On the floor of the house, we will see democrats introduce a resolution that will call for Vice President mike pence to invoke the 25th amendment. Now, if that does not happen, they have made it clear they are going to move toward impeachment and they have already written up at least one article of impeachment charging trump with incitement of the insurrection. Now, this sets up a very likely full house vote on wednesday on impeachment. Now, as capitol hill moves towards their responseness and they are making a response to President Trump certainly was a poignant moment when speaker of the house nancy pelosi sat down in an interview on 60 minutes of her reflection of the horrific acts that happened at the capitol. I think there was a universally accepted that what happened is a terrible, terrible violation oft capitol, of the first government, the executive branch of the United States. Now members and staff and frankly everyone up here still grapples with the emotion of what happened up here last week. House democrats will huddle at 2 00 p. M. For a conference wide Conference Call to essentially plan out their next steps with break neck speed they are racing for and House Republicans will also hop on a Conference Call later today. An important moment for them. This will be the first time they are all on the phone together since the attacks here last week. Jim, poppy. A huge, huge day ahead, thank you very much. We will hear from the president today. This is as democrats are moving towards very clearly a second impeachment. John harwood joins us this morning. John, it goes without saying the president s biggest microphone has been taken away. That is clear. And so his options for speaking to the American People are fewer now. What is top of mind for him . What is he going to talk about today . Well, we expect if we do hear from the president today for him to condemn the actions of the Technology Companies that have shut down his access to his platform. Which is a step they have taken because of the danger that the president poses to the country. The danger that was may evident by that violence insurrection last week. The president has been stewing in private. When you think about it the most powerful man in the world has a giant press contingent covering him believes and complains and whines that he has been silenced because he cant send out twitter messages. That doesnt make any sense. But that goes to show you how disturbed this president is. We expect him tomorrow to travel to texas to highlight the border wall, which is another test to mislead his followers. He has been trying to portray this as a giant new development when, in fact, most of whats happened on the border wall has been replace. Of existing barriers and obviously mexico has not paid for it. We have heard from the first lady who has put out a statement talking about how her heart goes out to not only the Police Officer who lost his life but some of the insurrectionists who died in the course of the conflict and shes also showed the president s penchant for self obsession because she decried salacious attacks against her in conjunction with these attacks. So the entire first family, the president s children as well as the president s wife and the president , himself, are focused on how they have been victimized rather than the United States has been victimized. John, i just want to be clear. You started your sentence saying the president will today condemn, i thought for a moment the violence we saw on the hill that we just the shared with our viewers. He will condemn getting taken off twitter . Reporter jim, he acknowledged he got tremendous pressure from members of his own party and democrats acknowledging he wasnt going to be president after january 20th. Hes been regretting that video statement that he put out ever since so, no, he is not consumed with his own culpability in arousing and inciting this insurrection. He is consumed by what has been done to him by the logs of his platform. By the loss of his ability to raise money through strike and other services that facilitate his fundraising and communications. And not with the death of a u. S. Capitol Police Officer in those riots. Thanks very much. Right now, federal authorities are determined to find out exactly what kind of planning and coordination went into last weeks insurrection. Top of mind, was there a plan to capture, kidnap, hold, detain, members of congress . Lets go to cnn and justice correspondent shimon peres. Its a relevant question. They were carrying zip ties in a way to detain people. The images that stuck out to me was this line of people in camos with body armour kind of coming together in formation up the steps of the capitol. What have federal authorities learned so far . Reporter yeah, those things are key evidence in all of this. Also a militarystyle helmets we saw people wearing. This is a big part of the investigation for the fbi. Its probably going to come to be one of the biggest investigations the fbi has ever undertaken. You have agents all across the country chasing leads, 40,000 tips now into the fbi from all across the country and one of the big things from them right now, theyre trying to figure out the level of coordination, who planned this. Were there many groups . Was there one group . One of the key facts also we just learned from the Outgoing Police in an interview with the Washington Post said he thinks the pipe bombs that the atf and fbi that were planted near the capitol may have served as a diversion. So that would require some level of planning. That would be a key fact in all of this. So there is still olot going on. Many of the arrests are on, you can argue in some ways are minor offenses fortress passing at the capitol. But theyre expected to grow. Those charges and this investigation and the more time that goes by, i think were going to learn a lot more here. Sure we will learn more. If you can talk about the arrests that have been made so far. Also where is Christopher Wray . Where are the federal briefings after what fiveplus days . You would think it would come within 24 hours . Where are they . Reporter thats a great question, poppy. Many are asking that. We havent heard from the head of the fbi, Christopher Wray, or the acting attorney general. The fbi and department of justice have done two calls on the record with the media where they took several questions. Which is sort of unusual also in this time. Because they dont often talk to us. So we have had some briefings. Publicly someone standing before a camera answering questions, that has not happened. There are a lot of questions here on the intelligence, on other aspects of things that perhaps were missed that authorities right now maybe are not ready to answer but theyre going to need to answer at some point. There have been many arrests as you say, poppy, one of the people arrested was this man seen with these zip ties, this eric munchou was arrested. There are other arrests including another individual larry brock. The man hon the screen with that green helmet we just talked about. The type of outfits some of these people wore during this entire event are really striking. And finally, also, another significant arrest was this man by the name of doug jensen. He is seen in the capitol chasing around that hero black Police Officer, that many credit with diverting the crowd, so many, many arrests. Were going to see more and more in the days to come, certainly. You know, i watched him in that moment. I am sure you agree, poppy, he didnt know if those folks were armed, if they had guns. No. He didnt know if his life was in danger. Thats bravery. Shimone, thank you so much for bringing us that and the rest of the story. Well, joining me now to discuss all the legal issues here, potential criminal possibilities, charges, cnn legal analyst and former council, great to have you on this morning. I want to share the view of a republican senator here to my colleague jake tapper this weekend on the president s possible involvement or liability here. Have a listen in. I want to get your thought. This is senator pat toomey. I think there is also a possibility that theres criminal liability here. Im not a lawyer. Im not a prosecutor. So and i do know that the, you know, the standard for a conviction in a criminal prosecution is quite high. You, of course, are a lawyer here. When you hear the president there saying march to the capitol, stolen, show strength. When you hear his son, don, jr. Saying we will bring it to you sore Rudy Guiliani say trial by combat. What is the Legal Standard here for them being charged . Well, jim, this is a country of the rule of law and one thing has to hold, it has to be that. There is going to be a wide range of accountability for what transpired on january 6th a. Range of political liability and a range of criminal justice accountability and it will start with the types of arrests that shimone was describing, the individuals who were engaged in the acts of violence and then that investigation is going to have to expand. Because what happened here was seditious conspiracy. So all of the leaders, including the president , including Rudy Guiliani, including potentially members of the president s family, individuals who spoke at the event in the morning that rhode island rooil r iled up the crowd and violence that resulted in numerous federal laws being broken that day with the purpose of violating the constitution, with the purpose of preventing the congress from finishing the election. So, absolutely, this should be a wideranging conspiracy investigation. Listen, how do we know that was the purpose . The president said it repeatedly. I want to ask you, when you compare it to watergate. That was a breakin at night to an unoccupied office of the dnc in the watergate hotel. This was in broad light of day by the hundreds and attacks on people. People died. There was a capitol hill Police Officer 42yearsold lost his life here. I wonder, can the president attempt to pardon his way out of this, his childrens way out of this, even all those folks who marched to the capitol . He might. Hes got what nine days left in officer and he might try to exercise his authority, but now we have a specific event that resulted in so far five deaths, including the death of a capitol Police Officer. We can all see the videos of the violence that occurred against the capitol, against members of the police force there. And so, i dont think that he is going to be pardoned, able to pardon his way out of accountability for that. At the same time, jim, there should be political accountability. I cannot believe that corporate america, that other political leaders, that former and current advisers of the president are not demanding his resignation this morning after him inciting this event that resulted in the death of a capitol Police Officer. So there should be political accountability. There is a range of political accountability from expulsion to reprimand to censors that should take place for the many members of congress who fomented this event. Some of them probably more actively. Yes. Than others. But there is a whole range of accountability and i just want to highlight something poppy says as you were coming to me. Which is it is inconceivable that there has not been a department of justice and fbi press conference. You mentioned watergate. To me, this is so far. Watergate isnt the frame for which i look at this. This was a domestic terrorism attack and so i am looking at this from a Counter Terrorism perspective not a watergate perspective. They are terrorists, domestic terrorists. Listen, we see Police Press Conferences within hours of school shootings. Right . Events like that and still silenced in the days after that. We now have obtained what is the single house impeachment article against the president. This is the article of impeachment the democrats will file today. It points to the false claims he won leading up to and after the election and also in the speech he made to the crowd on january 6th right there in front of the capitol before pro rioters, domestic capitals breached the capitol. What is interesting in this article it cites the republican secretary of state urging him to in the president s words find in a vote to overturn the results in georgia. Thats notable, right . Clyburn hinted that that might also be a part of this . It connectings the two, the incitement to violence but also the lie about the election and other efforts, right to overturn it. Right. Thats the issue here, right, its the violence and the intent of that violence literally to overturn the pressure he applied prior to it. Its remarkable to see this less than a year after you and i covered the rest of that first impeachment of this president. Yes, for sure. This morning, there are growing fears we might see more of this. The deadly violence like we witnessed during last weeks attempted coup. Again we dont use that language lightly, that was what was intended here. Law enforcement and the National Guard are bracing themselves, ramping up security. Poppy, i drove around the capitol and saw the presence there. There are 850 National Guardsmen stationed around the Capitol Building to protect it. And to think that that is needed. One would not think before what we saw happen last wednesday. Lets go to our jessica dean. She is following the president elects team in delaware. I wonder what it is like to sit in the seat preparing for inauguration after what happened . Reporter absolutely, poppy, the president elect has said time and time again that, look, his focus is on assuming office on january 20th. Thats what he and his team are focused on. The key part is the inauguration, itself. And how thats going to unfold. The plans for that had already been dramatically scaled back due to the pandemic in keeping everyone safe in that way from a health perspective. But we are told that those plans are standing. They are moving forward, that president elect joe biden and Vice President elect Kamala Harris will take it on the west front of the u. S. Capitol as is customary. I spoke with a senior inaugural official. They say they have confidence in this. The inauguration as is custom has been designated a National Special security event. That means that the u. S. Secret service has taken the lead in planning all of this and the logistics on this and that planning has been well under way for over a year. So this is different in terms of the preparation in what we saw last week at the u. S. Capitol. So, they feel confident in their security partners. They are talking to them all the time as they move forward and, of course, we expect to see quite a security presence on that Inauguration Day and the days before, jim and poppy. Its a sad reality that its so needed, jessica dean, thank you for that reporting. With me now is democratic senator ben cardin of maryland. Thank you for the time this morning. Poppy, its good to be with you. We are getting in and i will show our viewers as they have new images of just how brutal wednesday was. You were obviously there in the capitol and take a look. Because as the days have gone by, weve gotten more and more disturbing tr terrifying, traumatizing images. And when havent heard from you, yet, what it was like to be in there. What did you think . Usa well, poppy, it was frightening. Obviously, there was a high degree of anxiety. There was concern of our own personal safety. Quite frankly, we were concerned about the safety of our democracy. We were being there was an insurrection taking place. We were not safe in the capitol of the United States. There were people outside of the Senate Chamber and House Chamber and while we were in those chambers and we recognize that our democracy was being under attack. We heard from House Speaker nancy pelosi last night on 60 minutes act what sbout what sh should happen should the Vice President not invoke the 25th amendment. Listen to this. I remember when republicans in the senate went to see Richard Nixon and said, its over. And thats what has to happen now. You will need 17 republican senators in order to convict the president in an impeachment trial. Do you have them . Do you believe that there are enough republican whos have had enough . Well well, first, let me agree with speaker pelosi. The Republican Leadership including the Vice President should meet with the president and tell him, he has to resign. That he has lost all credibility and for the good of our nation, he needs to resign now. There are still nine days left of his presidency and we want the president to leave office. If he doesnt do that, then, of course, there is the 25th amendment that could operate before the 20th. Impeachment in the house is certainly appropriate. The trial in the senate would take place if january 20th leader mcconnell will say thats clear. So, yes, theres got to be accountability for the president. He incited insurrection into our country. He needs to be accountable for all responsible last wednesday. But we also need to take action as soon as we can to protect our country and to make sure that president elect biden has all the tools he needs when he assumes office on january 20th. So its interesting, senator, you say take action as soon as we k. There is an idea that was floated yesterday and my colleague jay tapper interview with clyburn, maybe we wait after the first 100 days of the biden presidency. Let him get what he can done, get his cabinet members confirmed to the senate and then move to impeach the president. What do you make of that idea . Well, i think we have different options. Clearly, it would be stronger for our nation and our democracy if we can get bipartisan support for the actions that are taken. We have already heard from several of my republican colleagues indicating that President Trump has committed impeachable offense. So, therefore, programs we can get a bipartisan way forward to make it clear that the president will be held accountable either through impeachment or some other means. That would be the best process moving forward if the president doesnt, in fact, resign within the next 24 hours. Even after the insurrection. Even after the domestic terrorists attacked all of you inside the capitol, six senators, six of your colleagues in the senate, 138 members of the house still voted against certifying the election. Listen to former california governor arnold schwarzenegger. This was really striking, i thought, to hear from him over the weekend. What do we make of those elected officials who have enabled his lies and his treachery. Theyre complacent with those that carry the flag of selfrighteous insurrection into the capitol. He asked what we should make of your colleagues who have enabled this president. I wonder what you think, for example, senator hawley and senator cruz . Should they be expelled from the senate . Well, i think they have violated the constitution and the oath that they took in becoming a senator. I agree with president elect biden, they are now amassed to their constituents. This will be, of course, the First Time Since the deadly riot last week at the capitol. His plans have yet to be finalized, his fans say he is expected to lash out not on the deadly violence or the killing of the u. S. Capitol Police Officer. Instead, against big tech, this afternoon, losing his social media platforms on twitter and elsewhere. This as we learned the social media site parler has been taken offline. We have Brian Stelter out there and brian if i can begin with you, i mean, this is quintessential President Trump. Is it not . The country is reeling under the results of this violent insurrection and hes going to talk about losing his twitter following . Yeah, most people are upset about the mob, the violence. Hes upset with losing his twitter account and its been 120 hours since the riot. The president is mia. He is in hiding. In a bunk early, it seems. Nobody has marched down to the white house to tell him to leave yet. Its an astonishing thing more than four days into this. Him losing a twitter account, he may try to give a speech to complain about big tech. I know our viewers are thinking, Television Networks you arent going to run that live . No, responsible networks will not show President Trump speaking live due to the possibly he will further incite violence. Oann and newsmax might. We are seeing care and caution on the part of the media and Technology Platforms to make sure these platforms at cnn and twitter are not used to cause further insurrection. You have been remarkable and so important in the field speaking for months with people that have been voicing what we saw happen on wednesday at the capitol. This morning, people are waking up to parler being gone. Its a really big deal that not only was it taken off platforms like apple and google, the Amazon Services it runs on, basically, its heart, said, no, we are not going to support to you work anymore. Where does that mop go . Thats right. What we saw on wednesday was basically, it was the physical manifestation of the online mob. Yeah. Facebook, youtube, twitter, they are bad at moderation and stopping misinformation, those do still have some rules. I think now were going to face a new challenge in this country in that the mob has to go somewhere. They will start going to social media platforms that have no rules like as you mentioned parler a. Few weeks ago, i was in georgia. Just to give you an example of stuff on parler, have a listen to these Trump Supporters i spoke to. What is something you could stay on parler that you wouldnt be able to say on facebook . That the coronavirus is not as deadly as eb says it is. And you can literally post that on twitter and get if twitter jail. You can post it on parler . Yes. So these platforms, you know, covid denialism. These could be recipes for radicalization. So as people move platforms, it could get quite dangerous. Listen, we had a debate about this. If we were talking about islamist terrorists. If we were talking sites they used to plan, to foment, et cetera, there would be no deba it in this country. Now we have domestic terrorists here. There is a fair question, what is the outlet now for them . I am curious doney, are you seeing as you monitor these sites in advance of the inauguration more planning, more discussions . I mean, weve heard some of this about come back again . Were still not giving up. Yes. Were seeing that discussion also twitter, itself, said that they have seen discussion on their own platform about second amendment, progun rights, ostensibly, demonstrations due to take place at the capitol and state capitols this coming sunday. So, jim, its an extremely volatile period. As you see, social media is playing such a huge role in it. Brian, i do think at some point we have to have the discussion, the debate over the power that is now wielded by a few billionaires in Silicon Valley and kevin roost does a good job pointing it out. He writes in the end two billionaires in california did what we did to power brokers tried and failed to do for years, they pulled the plug on trump. They did, right, final lip. But at the same time, thats a lot of power a few hands. Working legislature around working governing bodies, they can debate these issues and talk about regulation. Of course, when a mob shows up and we cant have those debates. We need to have real debates about big tech and the tradeoffs made here. They are close calls. These are tough decisions. They will have a pard time trying to figure out what the right answers are. I think this country has been afraid to talk about far right domestic terrorism for decades. We have been afraid to talk about radicalization in our midsts. Its right under our noses, unfortunately, blood was spilled by it. If you read the fbi reports going back years, that i have said for years, even when that message has been tamped down by some for political reasons that domestic rightwing extremists are the primary domestic terrorism threat. The rank and file know it. The higher in the food chain, the lawmakers they are afraid to say at the top to piss off the president. But the rank and file know the truth. We need to talk about it. Good morning, ladies, kristen, genetic sequencing is the key to find new variants, new cases of this. Where are we . What is needed in terms of completely getting a handle on this as we were to get more americans vaccinated . Poppy, are you right. It is the key to the hunt for new virus mutations. Its so important we get ahold of these mutations as soon as we possibly can. The u. S. Has not been doing a great job at this compared to some other countries. Lets take a look at why its important to do this genetic sequencing and then share it around the world so that the hunt can be well international. The way it works is you take a sample of virus from someones nose, from someone who has covid19 and you map out the genetic sequence and post it on a database to share internationally so mutant variants can be identified. Heres what itself not going well in the u. S. The sequences post reasonable doubt about 85 days old. That is old. We want to know whats happening now or as close to now as possible. The u. S. Ranks 61st in this time. We are behind bangladesh, sri lanka, all sorts of other countries. In terms of the number of virus sequences we are getting close to, we rank 35th. So, in other words, we are not doing enough, poppy, the cdc says they are working on this. Kristen, i shake my head hear as i look at these numbers, the administration promised 20,000 vaccinations by the end of december. Were in a third of this month. Were a third of that goal at this point. Is there any sign of the rate of immunization picking up . If not, what is being done . Well, jim, what we are starting to see is these states actually change course in order to ramp up that distribution. So talk about a state like california that has been buried behind in the administration of these vaccines. For example, we know they are sitting on 1. 5 million doses yet to be administered. They are now seeing who is eligible to get a vaccine. Originally, we had broken it down phase 1a into three tiers. Now they are saying anyone who qualifies for phase 1a, come in, that is nursing home employees as well as residents, as well as, of course, healthcare workers. They are trying to expand the pool to get more people in. This is an administration goal, they hope that administration will be ramped up later this week, hoping that cvs and walgrens will be giving out that vaccine. I want to point out here, i got off the phone with another democratic official. They said the big problem they are seeing in their state is they dont have enough people to administer the vaccine.
