Enough. The uk approving the astrazeneca vaccine just as theres a suspected case in colorado of the uks variant case. Lets go to colorado. Stephanie, what are you learning about this new variant . Its interesting, i think at some point we expected to see this new variant on u. S. Soil. Whats worth noting is where we are, a very rural county here in colorado springs. What we do know is the one confirmed case is 28yearold male and we know this suspected case is another male. And they traced back to this location here. They were working at a Skilled Nursing facility in nonclinical roles. They were both here because there had been a recent covid19 outbreak here at the facility so they were pitching out, working here in the facility, and thats where they contracted the virus. What we do know at this point is neither of them are in this county and theyre isolating elsewhere. And we also know the county sent in officials to come and do Rapid Testing of the about 25 residents that do live here. Obviously, there are a lot of questions. Right now the county Health Department saying they do not believe it spread further into the community, but, obviously, theres a very large concern. And the one large kwheer as yout how it is spreading, we understand its very, very contagious, more contagious than the variant we had already known about and how did it end up here in rural colorado . That leads us to believe its already spreading and i talked to one er doctor in los angeles last night and he said theres a lot of concern and some speculation that perhaps the reason were seeing the virus spread so quickly in the states is because of the fact that this variant is here and were just not testing for it enough. So that is part of the concern here as we look to this first documented case of this variant here in the United States. One has to assume there is likely Community Spread given these two had no travel history so it means its likely already here in the community. Stephanie elam, thank you. In a little under two hours the department of health and Human Services and department of defense will hold a briefing with operation warp speed officials about the covid19 distribution. This comes as the rollout is seriously behind schedule. Cnns National Correspondent Kristen Holmes has more details for us. Just how far behind are they, and what can expect to hear about this briefing . If you look at the cdc numbers, theyre incredibly behind. Remember, they were trying to get to 20 million doses, vaccine in arms by the end of the year tomorrow. And the cdc said right now theyre at 2. 1 million doses administered, just over 11 million doses have been shipped out. Again, just 2. 1 administered. We are expecting to see some sort of update in those numbers today. Were told that every monday, wednesday and friday this dashboard will be updated but no word on timing for that. I asked a Senior Administration official what this briefing would be about. He was very vague. He said there was a weekly press schedule, they were going to talk about distribution and Science Behind the vaccines but its clear this is going to be a huge topic. Why exactly why is this so slow . Why is this rollout not where they thought it would be . I also asked if we would see these numbers in the briefing, and i did not get an answer on that. But thats the big question here, what is the holdup . Senior Administration Officials are all watching these numbers as closely as we are. Theyve been telling me over and over again they expected it, they expected it to be lower. They dont believe this is actually the realistic number. They believe this is because of a lag in reporting, because the states and territories and jurisdictions have to report back to one organization and then they have to report back to the cdc that it was going to take some time, but now were getting through that next round. So obviously, all of our eyes are on this to see whether or not we are going to see that big uptick here that the Administration Officials are hoping for. Those are things that are on our mind. The other questions we have to ask are where exactly are we in the supply chain . We know that the administration has utilized the defense production act to help these Companies Get access to these critical materials, but how much are themming rigy helping right . Where is that production . Remember at the end of the day were going to need about 330 million doses of the vaccine, and were nowhere near that right now. Even if you add in lag in reporting, theres no way theyre lagging in 18 million vaccines. Kristen holmes, i know you will be monitoring that press conference for us. Thank you very much. This morning no signs on capitol hill that a standalone bill increasing stimulus payments to 2,000 will get a vote on the senate floor. Lets get right to cnn congressional reporter lauren fox. Lauren, senator Majority Leader Mitch Mcconnell not 0e78 blocked the bill that would quickly get larger payments to struggling americans but he introduced a demand tying demands by President Trump delaying and perhaps dealing with a vote right now he doesnt want to have. Thats exactly right, bianna. For americans watching this morning hoping to get those 2,000 stimulus checks, right now it doesnt look like theres going to be any action in the u. S. Senate on its standalone bill to deliver that money to americans. Now, we do know the 600 checks that were already part of the original bill that the president signed just a few days ago, those checks are starting to be deposited in Americans Bank accounts but as far as getting more money to these individuals, that doesnt look like it could happen any time soon. Like you said, Majority Leader Mitch Mcconnell has essentially created an option where if needs to bring something to the floor and its not clear like he feels needs to do that at this point, he does have an option on the table. Essentially the bill he filed yesterday, put optical he der, would tie together a repeal of section 230. That, of course, dealing with liability and protections for companies that handle social media and what is posted on their websites. He combined that with the 2,000 check and a bill that would create a voting fraud commission, something the democrats are opposed to. Now, this is a poison pill, democrats are arguing, something theyre never going to vote for. So, bianna, at this point it looks like theyre stuck in terms of what comes next. Meanwhile, there is a fight good running out the clock for the National Defense authorization act ve defense veto overwrite bill. Because of objections from democrats over the issue of the stimulus checks, its possible a final vote would be pushed until saturday. Bianna . Yes, this session of Congress Ends sunday. Coming down to the wire. Lauren fox, thank you so much. And joining me now is s. E. Cupp, cnn political commentator and host of se unfiltered. I was looking forward to this segment. Look forward to having you on. This push by Mitch Mcconnell despite the push from President Trump for a larger check really highlights the differences between the president and his own party. I want to read to you something out of this mornings the wall street journal, the Editorial Board writing this is yet another stinging, you know, blame on the president himself. Heres what they said, mr. Trump lost his reelection bid even after the republicans did better down ballot because more voters liked his policies than liked him. The president drew to a larger conservative agenda as long as he was able to maintain gop support. But now that he will soon leave washington, hes throwing that over to punish republicans and anyone else who continues to indulge his fantasies about overturning the election. Is this always what it comes down to, a president hellbent on supporting their Party Leadership so they can overturn bidens win . Yes, its astonishing to watch. If youre a republican in the gop, you think, gosh, i carried trumps water four years and all i got is this veto. What youre watching is a relationship thats been very codependent the last four years. Theres been little daylight between the republicans in the legislative branch and republicans in the executive office. Theyre both kind of reliesing they dont need each other as much anymore. Republicans not david Kelley Leffler and david perdue are kind of looking ahead to the Biden Administration and maybe thinking about rediscovering their interests, their opposition to raising the debt and deficit and their stance. And trump is looking ahead for whatever comes next 0 ffor him. Lets be very clear, his move to get more money into the hands of americans is not really about americans or compassion, its about selfinterest. And his interest right now is in going off into the hinderlands and carrying enough Trump Supporters with him to tilt wheels and slay imaginary dragons and line his pockets in the progress. So very different interests for the trump and gop right now. And he physically right now is playing golf again, after tweeting that the governor of georgia should resign for not supporting his crazy idea that he actually won this election somehow. When you talk about how much senators purdue and loeffler need this president , how worried are they about the outcome come next week give anticipate thn y what will come out of this president s mouth and what they may have to embrace . Very true, and what they already have to embrace. You can make lots of good arguments for why you need the stimulus relief check to be bigger. But its very weird and sort of anak risk tick to hear it coming from two southern republicans asking for more government spending. Thats an odd thing. But that just shows you how independent those two in particular still are on this president. Theyre timed to whatever he says. And Kelly Loeffler has been very honest about that. She said, ill vote for whatever he wants. Ill vote for whatever he decides. So they clearly know or believe that defending him sort of to the end is the way they sort of get reelected. And we know 109 republicans voted to override the president s veto for the ndaa but that leaves about 20 or 30 that voted alongside with the president , even though they initially reported signing it because its something thats just done every year for the past six decades. What do you make of those republicans, handful at least, that continue to side with this president . I think its interesting because the president s outgoing message, as it were, is really to remind his supporters that the gop didnt get you until i came along. And the gop will not get you when im gone. So hes trying to take out his territory and figure out who in congress is going to go with him. And i think there are people in congress who recognize that he will have a significant amount of support even when hes off sort of the on the sidelines no longer in power. And theyre thinking, okay, how much has the Republican Party permanently changed . And do i even have a future in congress if its not without trump . So theres a lot of and this was always how it was going to end. When the republicans already tied themselves to trump, who wasnt always conservative or a principled person, they were going to have this identity crisis mess in the end. I think thats what youre seeing play out. And its going to be playing out, bianna, for weeks, months, maybe even years in the Republican Party. Yeah, hes not going anywhere. Its very hard to figure out where you stand with such a mercurial person like President Trump. S. E. Cupp, thank you so much. We appreciate it. Sure, happy holidays. You too. Coming up the United Kingdom green lights another coronavirus vaccine. While Health Experts say the astrazeneca shot could be a gamechanger. How does americas coronavirus Vaccination Program compare to other countries . Cnn uncrunches the numbers and uncovers disappointing data. Lose weight on us this winter get three months free ends january fourth the United Kingdom is now the fist country to authorize the Oxford University astrazeneca vaccine. The two doses will be given between 4 and 12 weeks apart. The vaccine is cheaper and easier to distribute than the two vaccines already authorized for emergency use here in the United States. Joining me to discuss this is an Infectious Disease specialist and associate professor of medicine at atlantas emory university. Doctor, great to have you on. The fda has not yet set a date for its independent advisory to meet to consider an emergency use authorization for the oxfordastrazeneca vaccine. How significant is the uk approval and could this be a gamechanger for us later on . I think its significant, bianna, and i think it could represent a game changer but i think that the process that the fda has followed by allowing their career scientists to vet the data to review these vaccines to garner support and trust that these are safe and effective really is the way to go. As you reported we have pfizer vaccines, we have moderna vaccines that have been rolled out that we are trying to rapidly administer into each of our populations. I would welcome backup plans and having another product to offer, and i do think the astrazeneca product will be easier to scale in countries that cant do the same kind of cold chain control, maintenance of freezing cold temperatures, but i think we can wait and really focus on letting our scientists vet the data and make sure were using the product we have. Thats such an important point to make. Were not going to eradicate this disease until the vaccines are global, right . And if you have a vaccine that can be distributed more easily and readily and at a cheaper price, thats beneficial for a lot of countries that cant afford these other vaccines. But in terms of the u. S. Alone, new cnn analysis of the most recent Government Data shows the u. S. Is lacking behind some countries when it comes to coronavirus vaccinations. The vaccine rate in the u. S. , doctor, significantly lower than the daily vaccine rates for israel, for bahrain, for the uk. Why is that and how concerning is it . Its concerning, its frustrating. My take on it is mass vaccination is hard. It requires a sustained investment in local infrastructure. The cdc and county Health Departments which is bearing the brunt of this response and the task of this. I think the bill passed by congress will help but it needs to be sustained. At emory health care, where i work, weve been lucky as a result of hard work and planning were able to vaccine over 10,000 Health Care Workers in the last two weeks. Nationwide, theres nowhere were going to hit that 20 million mark that was proposed two weeks ago. Im glad we articulated a vision to try to vaccine 100 million americans during the first 100 days of the administration, but we cant do that while the cases are burgeoning our hospitals. It is true, thank goodness for science these vaccines are here but it is frustrating that we still dont have adequate testing and here we are in a position where we dont have adequate vaccinations and vaccine is only as good as a vaccination. In terms of what the administration can do to spee things up, can it be done and is it realistic to set 100 million goals in 100 days time . I think from my perspective as somebody working in the hospital the last nine months, this is an all hands on deck. Its really across every hospital across the country. When that happens as a doctor in medical school, youre trained to first do no harm. I think a lot of us, doctors and nurses, feel like were doing less harm, which is not a great way to practice in the hospital. This is certainly not the most wonderful time of the year to be working in a hospital. So i welcome all input in terms of anything that will help decrease hospitalizations and ultimately this comes down to the general public, including those ages 20, 30, 40, which might have that perception that now theyre not at risk. We have to have them buy into this process of wearing a mask, watching their distance and avoiding gathering indoors with people outside of their household. We just had a 41yearold congressman elect with no previous underlying conditions at all just died after documenting that he had tested positive, leaving behind a young family. Its tragic and a reminder this can impact any american. I want to end by thanking you and all of your colleagues and all medical workers across the country who have been dealing with this for nearly a year now. You about one, not two, but three surges. Thank you so much for everything youve been doing. We appreciate it. Happy holidays to you. Same to you. And up next a possible setback for millions of struggling families. Millions of unemployed americans could miss their unemployment checks for weeks after the president allowed funding to lapse over the weekend. The president ultimately signed the bill and those checks will resume soon. But for more than 8 million americans who have slipped into poverty since june, soon is not enough. Just look at these lines at a food bank event in texas this morning, hundreds of cars lined up bumper to bumper, people trying to dwesperately feed ther children. Cnn spoke to one person desperately trying to help themselves and she joins me now. Vanessa, you have spoken to so many of them who just want to get food on the table for their children. Its so sad. Talk about those who you have met. Absolutely. Just the oneday difference from when the enhanced Unemployment Benefits for millions of americans expired on the 26th and the stimulus got passed the 27th, that means americans could be waiting weeks for the chebz to checks to be processed. The u. S. Said they will be paid retroactively but a family said just missing one week is devastating. We spoke to a family who said missing one week could be the difference between putting table or not. They are raising a family of six on less than 400 a week in unemployment. Next week they could go without that money. It will hit rock bottom. Right now were able to eat, you know. Forget the rent. That money that was supposed to arrive this week was just to feed the family. Just to feed the family. Reporter the Pandemic Program elapsed december 26th, the day before a new federal aid package was signed. That delay means most americans will have to wait until next year for states to issue their checks. Im very grateful that money will be coming in but sometimes it takes long for the money to kick in. Reporter theyre both gig workers. She drove a school carpool, he an uber. The lost of income in march put the family on a growing pile of bills. Can i tell you all of the bills are up to date . No, they cant be. Its impossible reporter more than 12 million renters will owe more than 5,800 by january and they owe nearly that much and theyre 8,000 in Credit Card Debt. Reporter and the need for Many Americans is only getting greater. Theyre running out of their checks. Thats why theyre coming and worried because they are not sure how they will make ends meet reporter the new stimulus bill adds an extra 300 a week in unemployment through midmarch. A muchneeded boost to families like this one. Before you see the money, its gone already. I already know where i will pay that money. And its hard to get back to the place where everything will be okay. Reporter and one of the things that fareed has said will make her family feel a little more okay is if congress increased the stimulus checks from 600 to 2,000. We know that the house did pass a bill to do that, but the senate is not going to take that up this year. That money, that 2,000 for herself and phon her husband and children, would help pay all of the rent and help with her Credit Card Debt but shes not hopeful that money will be coming any time soon as she continues to watch the bills pile up. Bianna . Its such an important point in the story so many millions of americans face as well, having their children at home because schools are closed, they have 16 meals to provide for their families now that their children are not getting breakfast and lunch at school, which had been provided for Public Schools as well. Just another devastating part of this pandemic for so many families. Vanessa, thank you very much for that incredible reporting. Thank you. Without a doubt, the coronavirus pandemic has been the biggest story of 2020, so far taking the live yous of more than 338,000 americans and having a devastating impact on the economy. Cnns chief medical correspondent dr. Sanjay gupta takes a look back at a year like no other as the pandemic grips the world. I have never covered a story of such magnitude. The story has impacted everyone across the globe and when i first began reporting on it a year ago, i did not suspect we would be where we are today. I reported on pandemics before, outbreaks before, h1n1, ebola, but never has a virus taken hold of a planet in such a vicious and efficient way. At first it was a story that just seemed so far away. Growing concerns across asia as the new coronavirus and within weeks of those initial reports from china, the first confirmed case in the United States. On january 20th, samples were confirmed by the cdc. Scientists immediately got to work on a vaccine. I have cautious optimism we will be able to develop a vaccine against this and other coronaviruses. But little did we know just how efficient this Novel Coronavirus really was. In china to accommodate the crush of patients, hospitals with 1,000plus beds were built in just days, and it was a warning for rest of the world. We saw what happened in china. We hear about hospitals being filled to the brink. Do you anticipate that happening here . We certain loip we woemt need to make tough decisions like that but we have to be prepared to do so. It was heartbreaking and we quickly learned how the virus would take advantage of our behavior, how we traveled, how we gathered. But we were stymied in tracking this virus from the gitgo. The cdcs initial path to diagnose covid19 faulty. It seems that cnns reporting is pointing to a larger problem, was that all of this happened just because of a contamination problem or manufacturing problem or some combination . Reporter but we were our biggest obstacle. We thought we could outsmart it. This is spreading and going to spread within the community. Thats my expectation. Does that worry you . No, no, because were ready for it. It is what it is. Were ready for it. Were really prepared. We have, as i said, we have the greatest people in the world. We very ready for it. We hope it doesnt spread. Theres a chance it wont spread too. And theres a chance that it will. Reporter and it did. By march 1 the cdc counted 32 confirmed cases in the use. According to some estimates, there were already 28,000 cases or more around the country invisible to our eyes, in part because our testing was behind, but also because 40 of all cases dont show any symptoms. The first images we really saw of the disease, an outbreak at the Life Care Center of kirkland, an elderly care facility in washington state. It made sense. Earlier studies had shown the disease was more severe and more deadly among people who were older and had underlying conditions. Soon hospitals in new york were overrun. The line snaking through, getting longer as the day goes on. Now people just trying to get tested, just trying to get care. Reporter and it wasnt just older patients needing beds. The hospital is on lockdown. Reporter we began hearing more and more stories like this. That was it. Never got to say i love you, nothing. Reporter nicole buchanans husband conrad was just 39 years old, healthy, in the prime of his life. And just as puzzling, the long haul of it, those experiencing symptoms for months with noepd in sight. Blood clots, seizures, tremors. Reporter but why do these symptoms linger in some people . Why are seemingly healthy young people dyeing . We still dont really know. For some, it could be their immune systems react too violently, resulting in a storm of inflammation, cytokine storm. Others say the answers may be in our genes. But on top of that, this disease exacerbated and unmasked existing inequities. Africanamericans are dyeing at a rate of 2 1 2 times than whites. Latinos and native americans are dyeing at rate of 1 1 2 times higher reporter what we do know is the virus has remained fairly constant but how we have reacted to it has made us our own worst enemy. By march 16th, the number of confirmed cases exploded to nearly 5,000 and we were worried. Weve made the decision to further toughen the guidelines and blunt the infection now. Reporter but we didnt stay shut down for long. We made masks political. Were not antimasks. Were not for masks. Were for choice reporter and young people became significant drivers of spread. So my friend over there, obviously, theyre definitely not social distancing. Reporter and now half of all confirmed cases are under the age of 40. By june, our numbers had spiked. Were now having 40 plusthousand new cases a day. I would not be surprised if we go up to 100,000 a day if this does not turn around reporter we hit more than 100,000 cases in a single day on november 1, and have continued to climb from there. As the weather has turned cold, weve come back indoors, fatigue has really set in. And after months of not seeing loved ones, many people are traveling and visiting with their families again and thats a cause for alarm. Its small family gatherings, family gatherings where people become more comfortable. They remove their face masks when they get together and its a silent pandemic that begins to transmit reporter as we hit the third and what is now the highest peak of this pandemic, the outlook is sadly grim, the number of cases, hospitalizations and deaths have been on a meteoric rise. Hospitals are buckling and we are seeing things similar to what we saw in the spring in the northeast, except now theyre all over the country. In terms of how we have done in this country, over 250,000 people died, is this a failure in this country . Did you expect it to go this way . I always worry when we have an outcome that none of us wants. Reporter the good news is there are now treatments and drugs like remdesivir and monoclone ol antibodies and drugs that help dexamethasone, that help lower mortality rate. But so far since we have began ministering the first vaccines, a triumph for science and triumph for humanity. Its done reporter a message i wanted to make sure here so that when it was my turn, i shared the vaccination on camera. We are so close at seeing the end of this pandemic. Seeing the vaccines roll out is a true light tend of the tunnel. But we cant forget we have some of our darkest days ahead still. I hate to say it but its true, to know on average more than two people will die every minute here in the United States from covid, its just jarring. We can bring an end to this pandemic but the vaccines wont necessarily be a silver bullet. They may not rescue us from ourselves. We need to act ourselves and were only going to end this if we remember to wear a mask, be kind and get vaccinated. Watching that is just a reminder of what a National Treasure sanjay gupta is for us here at cnn.
