So its only four days before this election and the nation is fighting a virus that is surging this morning almost everywhere in the country. Both President Trump and joe biden are racing across the midwest in a last ditch effort to win votes, campaigning in states hit so hard by the virus. Here are the numbers. The u. S. Will likely surpass 9 million confirmed covid cases today, nearly 9 million were reported yesterday. The death toll in the u. S. Is approaching 229,000 americans, more than the entire population of des moines, iowa. Lets begin with the race for the president , four days to election day, both campaigns making their final pitches to midwestern voters. Jeff zeleny is in iowa. Joe biden is there. Perhaps as much there about the senate race and the president ial race. I think its a sign of him trying to seize on every potential opportunity on the map. Things are so close in so many states, joe biden has a route to winning that could potentially go through several states. But one thing is clear, the upper mid west is a key part of that. We talk about the blue wall of pennsylvania, of michigan, wisconsin. Those three are key as well. And dont forget iowa, yes, President Trump won it by 9 Percentage Points ago but president obama won it in 2008. So it could be a blue state next week. But theres a Key Senate Race as well. Republican senator joni ernst. So joe biden coming here to pick up an opportunity if it exists and hes going to minnesota after this. That is a state that Hillary Clinton won. Theyre also just making sure that democrats and independents there are sufficiently energized and fired up. Hes not taking anything for granted here in the final days of this race. You have to think, poppy and jeff, dont you, that they are trying to learn the lessons of 2016 when Hillary Clinton did not visit many of those key states days before the election. John howard at the white house, good morning. Minnesota one of the stops on the president s schedule today, he is ripping state officials there over the limits on the number of people who can attend. But the republicans just won a huge Court Victory overnight when it comes to voting in that state. Reporter they did. The Appeals Court suggested that ballots coming in late after election day can be segregated and maybe challenged legally. That is a big victory for republicans who across the board are trying to limit vote counting, especially the mailin ballots they know are likely to lean towards the democrats. Theyre unapologetic about the way theyre going about it. But the trip to minnesota by the president is one of the few pieces of offense the president is playing. Because as jeff mentioned Hillary Clinton barely won that state four years ago. This is one of the few opportunities on the map, nevada, New Hampshire possibly are other ones where the Trump Campaign has some hope of taking a state away from the blue column and putting it in the red column. Hes also defending wisconsin and michigan, states he won that put him in the white house in 2016. Now, of course, one of the ir ironies here, the president is complaining about the restrictions on his rallies but cnn looked at the aftermath of 17 trump rallies and found rising covid cases after those rallies one was in september in minnesota. The president has helped to make the coronavirus spikes worse, not simply by his inaction at the federal level but also by the physical presence and the holding of these rallies that have become potential spreader events. And thats one of the reasons why, in minnesota, as in wisconsin, as in michigan and pennsylvania, he is not only behind by a significant margin to joe biden, joe biden is over 50 . So all of those are uphill fights for him. Watching closely we will. Lets go to North Carolina where more than 4 million votes have been cast. That is roughly 55 of all registered voters in that state. They voted before election day. Our correspondent Diane Gallagher joins us in raleigh this morning. Remarkable the early turn out there, diane. Reporter not just when you look at it but look at it compared to 2016. More than 85 of the total votes that were cast in 2016 have already been cast here in North Carolina. And we still have one full day of early voting to go, thats today. And tomorrow the last day of early voting until 3 00 p. M. Thats the way the overwhelming majority of people in North Carolina have chosen to vote. This early, inperson voting, according to state data. Roughly 80 of people who requested their absentee ballots by mail have already returned them, either successfully returning their mailin ballot or by spoiling that ballot and choosing to vote early in person instead. Tomorrow is the last day of early voting. It ends at 3 00 p. M. Though. So officials in North Carolina have said, go ahead if you plan to vote early in person do it today. Campaigns, this is a place that President Trump has said he needs to win. He won in 2016, and his campaign has placed a special importance on North Carolina they visited half a dozen times over the past month, President Trump was supposed to hold a raleigh in fayetteville, North Carolina yet but because of high winds they postponed till monday. Well see surrogates, including Vice President mike pence and jill biden over the weekend. President trump will be back monday night. Were in phoenix, arizona another key state. Today supposed to be the last day of early voting but learning a couple places will be open this weekend, thats interesting, could be impactful what do you know . Reporter im focussing on the one word you said, supposedly. Today is technically supposed to be the end of early voting in the state of arizona. Youre supposed to drop your ballot at ballot boxes like this but were seeing the convergence of covid and the election. This is a county by county decision. What weve seen here in Maricopa County it is this, ballot boxes, preparations for the Voting Centers, still these items being moved out of the maricopa elections department, like ballot boxes and signs and ppe headed to the Voting Centers that are going to be opening this weekend. This is a plan that was approved last month by the board of supervisors in response to covid. These emergency Voting Centers are going to be open all weekend. It is up to the voter if you decide to vote this weekend in arizona what qualifies as an emergency. You sign a statement and say an emergency prevents them from voting early on election day. Here in Maricopa County what is happening is the ballot counting. Lets look at the statewide number. 2. 1 million votes have been cast. Early votes cast here in the state of arizona. In Maricopa County more than 65 of the early ballots requested have been signature verified. Back to the centers, look at these numbers this is just maricopa counties, on saturday there are about 100 sunday, 20 monday 150. Wow. 400,000 just yesterday, poppy. Just in one day. And they are lined up outside this Polling Center in tallahassee. Even though by florida standards its a chilly morning, 54 degrees right now. But they have three more days, today, saturday, and sunday of early voting. We continue to see these massive turnouts. Registered democrats had the advantage in early mailin voting, they still do, but republicans are showing up in force early voting and closing that gap. As you say, nearly 7. 8 million votes cast. We saw both candidates here yesterday. Joe biden said if florida goes blue, it is over. That does appear to be the case. Which is why joe biden is now outspending trump in florida two to one, and his wife, jill biden, will be in tallahassee this sunday as well as orlando, the Trump Campaign sending in eric trump to do some business. That already exceeds all who voted in 2016 in texas, four days to election day, a lot more time to go. Is there any breakdown, any data that shows which, if any, party this big turn out favors . Well, in texas we dont have Voter Registration by party so its impossible to know for sure which party is leading. Both sides see signs their area is doing better than others in democratic areas were seeing huge turnouts, houston and Harris County the turn out is astronomic astronomical, already set records. Thats a strong democratic strong hold. Thats a lot of confidence for a lot of democrats out there. So energy jobs, oil jobs, i know there are hundred fewer rigs in texas now than there were when the president was inaugurated. Its a major industry there, the biden camp not happy with this answer in the last debate. Lets play it. Would you close down the oil industry . I would transition from the oil industry yes. Basically what hes saying is hes going to destroy the oil industry. Will you remember that, texas . Is it going to hurt bidens chances in texas . It has an impact in texas. This is a more diverse economy than 10, 20 years ago, but still reliant on oil and gas. You can see it in the campaign donations. If you look at a place like midland, where a lot of oil drilling is coming out of. That area is giving to President Trump 20 to 1 versus joe biden. So they see the concern. Theyre trying to put the money in there. But theres a reality that texas oil has been struggling, even before the pandemic with the price wars going on around the world, theres not as much drilling as there was a year ago in texas. The issue may be more blunted than you would typically see if this was a boom period in texas oil. To play devils advocate for a moment here about texas, the possibility going blue. Democrats have been talking about flipping texas since 1992, as i dont have to tell you, clinton had similar aspirations or talk in 2016, didnt happen. Why do you believe now that this might be closer here . That might be a real possibility . I have a 1. 8 million person reason. Thats how many new registered voters weve had in texas since the last president ial election. Thats like we moved the entire state of new mexico in here. It just completely changes the dynamics of the electoratelecto. We dont know how the people are going to vote. I think thats created the uncertainty where all of a sudden all of that talk for years like you said, jim, everybody lab saying, its going to go blue. Right now the numbers have caught up. The Voter Registration over the last six years has gone crazy, particularly in places like houston, san antonio, and in austin. All very blue areas. And i think thats kind of whats leading the emphasis on or at least the thought process that texas could be turning blue. And maybe the best sign of it is the fact that Kamala Harris is going to be here down the stretch run. You have to go back to 1988, the last time we had a president ial campaign for democrats in the state of texas this close to an election. So they clearly see something in the numbers that says this is where to be. And really important is where is Kamala Harris coming. Three places, right . The texas border its like a Willie Nelson song, always on my mind. They were taken for granted over the years. But all of a sudden Kamala Harris is coming to the border where turnout has been low but democrats havent done much to bring it up, but shes going to be campaigning on the ground here. Thats going to have impact on the psyche of the community here. Thats not thought enough about by the state democratic party. This clearly shows they care about the border region. So what we need are policy makers both at the local and larger levels to act courageously and definitively on the data thats emerging. To your point, listen to this from the governor. We could have a crisis of care if we dont, in fact, bend the curve on the infections rate thats going so high now. Hospitals cant keep up with the trend we have going now as more and more people are going to be demanding hospital care. He says you guys are facing a crisis of care. Does that mean you have approaching the point where you have to turn patients away . So to be clear were not rationing care. And we desperately dont want to be at that point. But we are at a point right now where we are at capacity or accommodating the hospital admissions and icu admissions and were recognizing the need to flex and absorb more and to be clear, the efforts of the Hospital Systems by themselves are at a point where theyre, frankly, not enough. And we need we need help from both policy makers, but we also are asking for an added measure of personal sacrifice from the public because frankly we need their help. And if only data was driving Decision Making across the board but we had the president again tweet this morning that infections are only going up because theres more testing, thats false because positivity rates are going up, thats the percentage of people testing positive in states. What challenge does that present to doctors like you Going Forward when you have deliberate misinformation challenging the facts necessary to make informed decisions about how to respond to this . First of all, i think youre right in saying that the story of the election to date is historic turn out. For texas to exceed its total turn out the last president ial election days before the president ial election just in early votes is stunning. Its a sign of the enthusiasm that you exists on both sides. If you look at the early ballots cast by party, democrats have had an edge, long expected to in early voting. Independent voters tend to get left out of the equation. One of the questions of the election is which way do independents break . Since 2010 theyve been closer to the republican party. In 2018 we started to see independents break for democrats in reaction to donald trump. Will that continue . Thats one of the key questions. The other thing is democrats have said if its higher turn out, better for them. Republicans taking measures to lower turn out. This is a test of the case for everyone involved. Josh, there has been a lot made well, obviously there are comparisons to 2016, right, no one ever is going to utter the phrase again no path. But something is different here, is it not, that Hillary Clintons lead at this point was collapsing, right . It was getting to like 3 or 4 points in most polling and joe bidens in this polling has not collapsed. Polling isnt everything, i know that. But im wondering if you think thats a marked difference . I think its true that in 2016 we saw a lot of late momentum for donald trump. And were not seeing that type of late break away from the democrat who was in the lead 2016 were not seeing that playing out in the polling this time around. What i also note, that seems different this time around, is the democrat is not only trying to expand the map in some traditionally red states like georgia and arizona, but is also keeping a very close eye on the midwest. Joe biden is spending a lot of time in places like michigan, i was there in detroit with Kamala Harris just last week. And so, some democrats that i talked to in some of the states around the great lakes say theyre not as concerned as joe bidens late play to extend the map here a little bit because they feel like hes keeping a better eye on the ball in terms of the midwestern states and Hillary Clinton. John avalon, the other battle is for the senate here, whoever wins, that will have enormous impact, just think of the supreme court. Where does that race stand, race for control of the senate to the best of our knowledge at this point . Youll have a number of competitive races. There is more room for democrats to pick up seats, polls suggest, of seats held by current republicans than the other way around. Alabama being the exception where doug jones is expengcted that deep red state, he defied gravity last time, but in colorado hicken loop with a lead over gardner. And Susan Collins in maine, trying to hold her seat. The state has a reputation of ticket splitting well see if she can defy there. Arizona, you have mark kelly running against the incumbent Martha Mcsally to fill john mccains seat. Kelly tying himself to the mccain tradition. One of the races to watch and could be a bell weather for how the state goes for the president ial as well. Josh, to the state of florida, which is always fascinating but particularly fascinating this year i think for a number of reasons. You have bloombergs billions, so much money over 100 million i think he has been pouring in that state. You have a divide in the latino vote and the ability for some felons to vote this year, although complicated by a move of the state ledge slgislature,t makes it more interesting. Yes. And it was interesting to see President Trump and joe biden in the same city, tampa, yesterday campaigning. One thing thats interesting about florida is how important it is to President Trumps reelection prospects, as opposed to Vice President biden who has many path ways without florida. Covid cases and hospitalizations are so bad there that a texas judge has ordered all nonessential services to shutdown for the next two weeks. This as hospitalizations are spiking at an alarming rate. So much so they have set up a Field Hospital. Ed lavandera joins us there. Reporter good morning. As the judge announced that shutdown of all nonessential businesses here in the city of el paso, it has sparked a political show down, the republican mayor is against it, the Texas Attorney general is saying the judge doesnt have the authority to do that. Were just outside the hospital here for almost two weeks ron and patsy have only seen each other through the screens on their phones. They tested positive for the coronavirus, ron is recovering at home but patsy is hospitalized and requires around the clock oxygen. She said its a lonely battle. Have you ever battled anything this severe . Never. Never. And people that dont take covid serious, i hope they dont catch it because theyre in for a surprise. Reporter coronavirus cases have skyrocketed here in the last month. Hospitals are at capacity. El paso county officials have now ordered all nonessential businesses to shutdown for two weeks. Nearly 700 medical workers are being sent in to help. Tents are set up outside hospitals to help with the number of patients. And the Convention Center is being turned into a Field Hospital. City representative Peter Schwartz applauds the move. And is urging el paso residents to wake up to how serious the outbreak has become. People need to understand this is not normal, things are at a crisis level. Reporter thousands of people are lining up at the drive through covid testing sites. Local Health Officials say there are almost 300 contact tracers working in el paso but theyre working to get people to comply. Many people have an incentive to continue going to work. They dont want to be in isolation or quarantine. Reporter but those fighting the disease say these arent normal times. It is a very cruel disease. And the biggest cruelty of all is the fact that you cannot be with your loved one when theyre in the hospital recuperating. Reporter jim and poppy, the el paso judge here said last night the whole system is overwhelmed and if they dont respond theyll see an unprecedented level of death in this city and in this county. Its another sign as this political struggle between state officials and local officials here once again sparks, in texas, another sign of another community here in america struggling with the pandemic.
