Ballots, in this election of the next president of this country. Tell us what the president was speaking about here. Jim, what he was suggesting or saying fairly direct in fact was that he thinks mailin ballots that go against him are somehow fraudulent, that there will be a lot of fraud in the election. Theres zero reason to think that, and, therefore, thats the basis of his claim that the election would be rigged so his argument is get rid of those mailin ballots and will ill win. There is zero legitimate reason to think that a correctly administered vote in the country would reelect President Trump. He is trailing substantially in all the national polls. Hes trailing by a significant margin in more than enough battleground states, and what hes doing is trying to sort of fog the air with doubt about the validity of the election and and suggest that he wouldnt accept the results, and hes challenging the expanded balloting in court in multiple states right now. Remember. Many states are trying to expand the ways in which people can safely vote because of thed of sick and dying from coronavirus, and so you have in multiple states expanded use of things like drop boxes and extended absentee ballot deadlines and expanded use of mailin voting, all of which are broadly accepted and ways of voting that are not riddled by fraud, but the president is the claiming otherwise, and you can tell that republicans are disturbed by his claims which are which evoked the authoritarian behavior because people like Mitch Mcconnell and marco rubio and liz cheney said, no, well have a peaceful transition of power despite whatever youve heard. I wonder if thats surprising, john, to the president. Not a question you know the answer to, but i wonder if hes just surpriseded that there have been these responsed and him saying, no, no, no. Dont go that far, mr. President. Thank you, john. Poppy, he did get that did get that pushback a few weeks ago when he suggested moving the election because of the coronavirus. Right. And you had people stand up and say, no, were going to have the election on november 3rd. Thats an indication that there are some lines that Republican Leaders will not cross for him. Well see what happens. There are some lines, some things that are bigger than politics. John. At least some remain, thank you. So far, only a couple of republican lawmakers, big names as you just heard john point out, are speaking out on the president s refusal to commit to a peaceful transfer of power but others are saying he doesnt mean, it right . Some saying that this is just him not granting that he might lose the election. Cnns lauren fox is on capitol hill. Lauren, we heard what the president said about getting rid of ballots, et cetera. Tell us how many sitting republican lawmakers are saying that shall not stand in effect . Well, jim, not very many at this current moment. Now, some big names. I think its very significant that majority leader Mitch Mcconnell tweeted promising that there would be an orderly transition to this election, and i think that we cannot discount what a significant statement that the president made last night, and the reaction youre getting on capitol hill really reflects that it. Youre also hearing from people like mitt romney who are very comfortable going up against the president when it comes to issues about the election and democracy in general. What romney said was, quote, this would be unthinkable and unimaginable. Youre also hearing from liz cheney, a Top Republican in the house of representatives who said, quote, the peaceful transition of power is enshrined in our constitution and fundamental to the survival of our republic. Americas leaders swear an oath to the constitution. We uphold that oath. Now, you have some republicans discounting what the president said last night. You had ben sasse who spoke with my colleague who told him sometimes the president says crazy things, but i think when youre talking about democracy, the continuation of power, the power of voting in this country, thats why youve seen some republican lawmakers, like majority leader mcconnell, they are not wasting time. They want to get out ahead of this, because you dont want to sow any doubt of the legitimacy of the vote in the democracy. Thats why youre seeing some leaders speak out against it, jim and poppy. Considered with a months long statement that the election is being rigged. With us now is a cnn legal analyst and former federal prosecutor. Heres the thing that i want you to help our viewers understand. These are not just words from the president. We lost you for a moment there, but i think were okay. These are not just words from the president. These are being coupled with legal steps to challenge the validity of mailin ballots, some of which might be sent in for people by people watching this broadcast right now. Tell us what those legal steps are and what potential effect they could have on these votes being counted. What i expect is there to be a challenge state by state by the trump administration. We have actually a patchwork of elections in this country. Not one national election, so its very possible, for example, that there will be a challenge saying that certain that under state law it will be, for example, under Florida State law, to bring up some bad memories from 2000, ballots that werent received, mailin ballots that werent received by a particular date or postmarked by a certain date arent valid or, for example, that at way in which a ballot was filled out moans that its not valid so we could potentially have a dispute in several different states. Also, what does the constitution say about state electors and deadlines because i brief middecember is really critical leer . Absolutely. There actually is a date in federal law which which electors must be certified and that is in december, and so it is possible that state legislatures could potentially, for example, certify depends on how each state determines who its electors are, and, for example there, could be competing slates of electors just like we had in florida in 2000 and a dispute over who the proper electors are for the state. That could be a mess and it appears that the republicans are already drawing up plans to ensure that their slate of electors are chosen in the event of a dispute. In laymans terms, what were talking about here and were seeing this groundwork being laid, for instance, in wisconsin, key battleground state where the legislature is controlled by the gop and hats been very aggressive in a number of most of the, including restricting the powers of the democrat the elected governor there. This is, renato, in laymans terms, the possibility that a legislature says forget the votes count on election day, were going to send the states votes to the president. Is the that constitutionally viable . There has been some reporting and the atlantic said that thats a strategy that republicans are considering. It would appear, particularly after a recent Supreme Court precedence, that it would not be viable, but, of course what, republicans would do in that circumstance is say that the vote totals are not valid or are questionable the way the trump is trying to do, call into question the results of the election, try to get their electors slated anyway and have a dispute that might last past june. Lets talk, renato, for a moment, about attorney general bill barr. Barr hasnt made this claim that the president just said, but he has, you know, sown doubt on the validity of mailin balloting, and remember during a hearing this summer he acknowledged, after being pressed hard in questioning, that he did not have evidence that Foreign Countries could successfully sway the u. S. Election with counterfeit ballots, et cetera, claiming that, quote, it was common sense that they would attempt to do so. How key is barr right now in this . Well, barr the attorney general of the United States is the chief Law Enforcement officer of the United States, and, you know, he could either take the tack in which he has the federal government intervening in suits saying that the United States has an interest in this and is trying to support the trump or republican position or he could be a voice that says we must respect the rule of law. Every president since washington has stepped down and had a peaceful transition of power. We are this election is bigger than one person or one party or one particular situation. Again, tea amazing that were discussing these issues in america in the year 2020. The president has been laying these attacks against mailin ballots for months, and a few weeks ago that republicans seem to have informed him that actually many republicans use mailin ballots and then the president course corrected ever so slightly to say for instance in a state run by republicans they are just fine there, not elsewhere. Legally can the president , can his legal challenges pick and choose and say mailin ballots are just fine, value any that state run byfrie, not value any that state run by, you know, a democrat or where the results are turning against me . Sadly the answer is yes, and thats because in our country we dont have any sort of nationally run elections. Elections run at the state and local levels so w have lawsuits challenging results potentially in certain states or in certain counties, but not in others, and thats why i know the biden team also has a very large legal team that they have assembled to defend against, that and i expect there to be some more discussion over that. So good to have you and so important to real understand this this morning. Thanks so much for being with us. Jim, i think just notable on the the president says this on the same day that the United States says were not going to recognize, you know, in belarus lukaschenko as the president because it was an illegitimate election, you know. Just, i mean, amazing. And the president is very publicly saying that this election will be rigged, right . Yeah. Folks, its a story were going to continue to cover because it has genuine consequences. Still to come this hour, President Trump makes another baseless claim that the fda is getting political. Says the white house might overrule their guidelines for approving a vaccine. Also, goodness, are in stable condition after being shot last night during these protests in louisville, kentucky, unrest across the country after no officer was charged directly with the death of Breonna Taylor. President trump now says that the white house will have the final say, not the fda whose job it is to do this, after the fda announced its considering new rules that would push authorizing a vaccine past election day. Thats extremely political. Why would they do that when we come back with the Great Results . Why would we be delaying it . Were going to look at it. Were going to take a look it, and ultimately the white house has to approve it. Joining us now is cnn senior medical correspondent elizabeth cohen. Listen this, matters. The fda was responding to concerns that politics would drive the timeline for the vaccine by saying were going to have strict standards here and the president saying very clearly you might overrule those standards. Can that happen based on the rules and what would it mean for the science, the medicine of this . You know, i think that its unclear, jim, exactly what the white house is able to do or not able to do. Folks at the fda tell us, you know, whenever we do Something Like this, it always go by omb, the office of management and budget which, of course, is part of the executive branch as well as the fda is part of the executive branch. Could he basically go in there and big foot the fda . Mean, it has happened before by other president s, so technically could he . It certainly appears that he could. I think the important point here is that we want to listen to what the president just said. He said this is political. Why would they want to do this . So i hope the president is watching because President Trump, the reason they want to do this is to make sure they dont kill anyone. You want to have as much safety data as possible on a new vaccine. The technology thats used by these first two vaccines that are being studied in fades three trials, its never been on the market before in the United States. The fda has never approved a vaccine that uses this particular platform, this particular technology. Thats important. We dont have millions of people out there who have gotten a shot that uses this type of approach. Theres a lot that we dont know. Give it another two months, make sure that you use that two months, youre looking at people who are getting shots in their arms. Youre waiting to see two months what happens. Youve got more people and time involved. That gives you more safety data. Thats why the fda is thinking about doing this. Its not political. Listen, we saw with the astrazeneca trial and thats why you do the broadbased trials even though you see large success in the phase three trials. At the same time theres now consideration of trials for children in particular. Why . And what stage would those be at . How quickly would that move along . That would move along all that quickly because you have to get them up and going, and theres sort of extra special care that we take and that would be trickier. We would certainly have an approved vaccine or authorized vaccines i should say, for adults way before we would have one for children. Understood. Thank you, elizabeth, for keeping us on top of the science. Much appreciated. Other stories were following, trolls on the internet to official statements come from the white house, there is sadly a great deal of disinformation about the coronavirus pandemic and the search for a vaccine. Our chief medical correspondent dr. Sanjay gupta separates fact from fiction. Reporter for the last nine months the world has slowly been learning about a disease that didnt even exist a year ago, but there are still a lot of misconceptions about covid19. Now we know it affects elderly people. Elderly people with heart problems. Reporter misconception number one. Only older people are affected by this virus. Fact is everyone has been impacted in some way by the virus. While older people are much more likely to die if infected, younger people are by no means immune. There have been over 840 covid19 related are deaths in young people under the age of 30. At least 850 children, 17 and young, have been hospitalized, like 12yearold julia daly. It felt like my legs were really weak and i was pretty tired. Started having blue lips. Reporter with younger people like juliet, it would be that their immune systems reacted too strongly creating a cascade of inflammation and this is known as multisystem inflammatory syndrome in children or in older person it could be that their immune systems are too weak. Whether youre young or old, survivors have Something Else to worry about, their symptoms may persist much longer than realized. Those patients even have a name now. They are called the long haulers. Misconception number two. Masks dont offer any protection against the coronavirus. You may have seen an image like this in your social media feed, but the truth is once we learned that people could spread the virus, even if they had no symptoms, masks became a must. Some studies have found that masks can reduce the amount of droplets that you breathe out by up to 90 president. Take a close look at this video. This is without a mask and now with a mask you can see how many fewer droplets are being expelled and a surgical mask has Something Else. Electrostatically charged fibers that can grab viral particles, kind of like a blanket will grab your socks in a virus. Misconception number three. You can only catch covid19 if youve been in close contact with someone who actually has symptoms. You remember that choir in Washington State . Out of 61 members, there was only one symptomatic person. After two and a half hours of singing 87 of singing became infected. It was early evidence that the virus could spread through touch and respiratory droplets but through something known as aerosols. Think of those as suspended viral particles, lingering in the air for a while and also traveling much farther than six feet. Misconception number four, everyone will be able to get a vaccine this winter. We have a few million in november and maybe so million, 20 million of each in december. That will be enough to vaccine certain populations. Truth, is while everyone is hopeful, were still not even sure if the vaccine is going to work, and no one has yet seen all of the data. If a vaccine is authorized for emergency use, first people to get it are likely going to be Health Care Workers and particularly vulnerable individuals, but for the rest of the general public, its looking more like the middle of 2021. Theres still a lot we need to learn but we need to stay focused on what science tells us can help us overcome this now. Im as excited as anyone about the prospects of a vaccine, but in the meantime, there are simple and very effective things we can do ourselves to change the trajectory of this pandemic. Wash your hands, avoid large gatherings. Wear a mask. So important, dr. Gupta. As always, keeping the facts at the fore. We need experienced leadership to wipe away trumps stain on america for good. Wow, two Police Officers this morning are recovering and are in stable condition after being shot during protests last night. None of the three officers involved in the killing of Breonna Taylor will be directly charged in her death. One officer was charged with wanton endangerment in relationship to shooting into the apartment next door to Breonna Taylor, not the shots fired, of course, the deadly ones fired against her. Cnns Brynn Gingras joins us from louisville. Brynn, i wander whats going on on the ground and how the family is responding . Its peaceful on the ground right now. The curfew will go back into effect at 9 00 tomorrow and will remain for the next two days at least. Im here at jefferson park, center of Breonna Taylors memorial, and these volunteers are setting it up again. It was shielded from the rain last night ready for another day of likely what will be more protests, more raw emotion spilling out into the streets, tears shed just like we sawier, so if thats how people are feeling justr name, you canmane Breonna Taylors family is feeling this morning. Theres just so much emotion and so much uncertainty, questions, about how did this happen . Now, were learning from Breonna Taylors attorney, familys attorney, that they werent really told well in advance like they said they would be about the indictment, about what this was going to reveal by the grand jury. Apparently the Kentucky Attorney general didnt really give them much of a heads up before he went in front of the cameras and told the public. I want you to hear more from their attorney about their opinions about that. They are wondering if the Kentucky Attorney general Daniel Cameron presented any evidence on behalf of braille works and if so what to yield a result like this and get an endangerment charge on her neighbors white apartment but not a charge for the six bullets that went into her daughter . Reporter the attorney general is not giving them any information about the conversation to taylors family. Just more questions. You talked to kentuckys governor in the last hour. Hes saying the attorney general should release the transcripts of the grand jury proceedings and try to get some information about what they were learning in those proceedings. Theres also just calls for more information from the fbi. How is their investigation going to turn out and then, of course, we know that investigation is ongoing with the Louisville Metro PoliceDepartment Regarding all of the officers involved in this case. Guys. Bryn grirngias n gingras in thanks very much. Next is a civil rights activist who made a Statement Last month as she pushed for justice for Breonna Taylor. I gave birth to my two children here. I may die here, but you know. What im proud to say that im willing to die. Joining us now is that woman, the president and ceo of the Louisville Urban League and watching that whole six minutes from you this morning, it was that last line that struck me so much. I mean, you said, like these issues are so serious i am willing to die for them. Could you speak broadly to what this moment this, lack of charges in Breonna Taylors killing, what it means for your city. Yeah. It means for my city that we are, one, just another American City where black lives does not matter, where the people that we have elected to represent us, to protect us, to serve of us wont do it, will not do it, do not value us. The pain is palpable in this city. The rage is real, and we are not even being allowed to grieve. We are not even allowed the opportunity to process the pain of yet again another disappointment. We somehow got our hopes up in this case had. We wanted to believe that the system had change, that people have heard us. Weve certainly made some progress along the way and i think we wren couraged and so to once again be knocked on our heels last night or yesterday when the attorney general spoke, it was devastating, and ill tell you louisville, kentucky will not ever be the same. We are forever changed because of this case. I spoke with the governor of kentucky, governor bashir, a democrat, and he said, hes calling on the attorney general who is a republican Daniel Cameron to release all evidence related to this case, to the investigation of Breonna Taylor. In your view, is that essential . What difference would that make in your view . Oh, its tremendously essential because you have the attorney general saying that, you know, these officers behavior was justifiable. We would like to hear what he presented to the grand jury. You have the attorney general telling us that there were six bullets in her body, not five. The death certificate says five, so we would like to understand better how they came to that conclusion and what study was done, where did they get that information . You heard the attorney general say that there was someone who confirmed that he heard police say, announce themselves. Well, we understand that there were at least 11 other people who say they did not hear Police Announce themselves, so we would like to know did the grand jury know that there were other people . Did did the grand jury know that Kenney Walker called the police, called 1911 to say we need the police. Help me. Someone has kicked in the door and breonna has been harmed. Did the grand jury know that . Do they have all of the information . What we need to know in louisville, kentucky is what was the tremendous difference between the grand jury process that Kenneth Walker went through . He is the boyfriend of Breonna Taylor. He was with her that night when he fired at one of the officers. He was indicted in less than three minutes in a grand jury process, okay . So two days of grand jury for these Police Officers and we get no indictment related to her death. I mean, that is very serious. What is that grand jury process that these Police Officers were subject to . Yes, im sorry. Please, do not apologize. I wish we had much more time with you, but because you bring up the grand jury process and the attorney general, i wanted to play for you and our viewers what we heard from him and get your reaction on the other side. Here is kentuckys attorney general Daniel Cameron last night. I certainly understand the pain that has been brought about the tragic loss of miss taylor. I understand that as a black man, how painful this is. What are your thoughts hearing that . It is you know what. I watched that and i did not hear him say that as a black man because the attorney general i think has been on record saying that he has not experienced racism and so that is an interesting comment. And whether he understands or not, it is not for me to criticize him personally. My issue is with the process. Im an attorney. I know what it takes to get somewhat indicted. It is not a hard process at all. In fact, you all know, lawyers joke about it all the time, prosecutors could indict a ham sandwich. He should have presented the entire case. This idea of questioning whatever it is, the question, five or the six, the witnesses, these are things that should have been allowed to go to a jury. Our attorney general failed the family of Breonna Taylor, and whether he feels the pain of that or not, only god will know, but i can tell you for sure as a black woman in this city i am feeling the pain. My community is feeling the pain, and we have more than 100 people in jail who felt the pain so much that it spilled out on to the concrete into our streets and thats what happens when you push pain down. It has to be released. Yeah. Thank you very much. I know well, i dont know how painful it is for you, but i can empathize with that, and i appreciate you being here this morning very, very much, and, of course, we invite kentuckys attorney general to speak with us at any time on this show. Thank you. Thank you both. We will be right back. Tonight, ill be eating a veggie cheeseburger on ciabatta, no tomatoes. [hard a] tonight. Ill be eating four cheese tortellini with extra tomatoes. Well, far too often we lose sight of the devastating effects of this pandemic on will developing world, but journalist Nicholas Kristof will not let us miss this. He writes in the new york times, quote, a pandemic of disease, illiteracy and extreme poverty is following on the heels of this coronavirus pandemic, and it is hitting children the hardest. Nicholas kristoff is with us now. If we can pull that photo up on the top of your piece. It was that photo that broke me and made me think that were not doing enough on this. Were not covering this enough. Our country isnt paying enough attention to this, and you write in this sense many of those whom covid19 kills never actually get the disease. What is happening . So, in the developing world, obviously covid19 is infecting and killing some people, you know, and as in the United States they are disproportionally elderly people, but what its doing is disrupting all kinds of Public Health efforts and the economy so children are dying of malnutrition, you know. One study in uganda found that 97 of families had shrinking incomes. Almost a third were down to one meal a day, and in that situation its children who suffered the most and especially girls. Can you talk about the girls a little bit more because you write about forced marriages just so that they can get fed. Yeah, and, again, the effects go so much beyond covid19. For example, that are campaigns against female genital mutilation that have been suspended so theres estimates a lot more girls will be mutilated. That the u. N. Estimates that there will be 13 million more girls who are subjected to child marriages because if your family doesnt have enough income, you try to marry your 13yearold or 14yearold daughter off to another family that might have resources to feed her. Kids drop out of school. If you dont have enough money, then you may be willing to pay your sons school fees but not your daughters, and so disproportionately the effects hit children and especially girls. You talk about rich nations being smallmindled and selfabsorbed. Im going to wonder what that means when theres a vaccine. Do did thefirst, and hapns to the rest world . Are worried about that . Absolutely, and, you know, in some ways its selfdefeating. Look, i obviously understand the impulse to vaccinate your own people, but one of the things weve learned with an Infectious Disease is that we live in a globalized world and as long as some people are at risk, then were all at risk, and so i think we need to make a better effort to make sure that the entire world gets vaccinated and that we also try to address these other related issues of people going without food, going without, you know, vitamin a campaigns have been suspended so children go blind. Polio eradication has been hurt so well have polio longer in this world. Theres so many downstream effects were ignoring because we are selfabsorbed right now. Very quickly, the bil Linda Gates Foundation put out a report that says in 25 weeks weve lost 25 years of gains for this world. What are the longterm impacts of this for years . For . For years to come. You said the longterm impact, so, i think in particular there will be many, many more malnourished children, and that has lifelong effects, and well see, you know, the great achievement of the modern world has been this huge reduction in Child Mortality and in extreme poverty, and this year after decades of progress that is being reversed on our watch because of covid.
