Vast majority of americans are worried that a vaccine is being rushed to the public. Nearly half now say they will not get a vaccine when one is ready. This is a big deal. Vaccines dont work unless the popration trusts them. Cnns senior medical correspondent Elizabeth Cohen joins us now. Okay. Tell us first about the testing guidance because this confused everyone when it happened. I was talking to dr. Fauci on the air. Clearly not in line with his thinking. How did this happen, and has it is been corrected since then . Reporter it has not been corrected, and i think that we should all keep an eye on cdc website to see if they do correct it. Heres sort of the of the narrative of what happened. The cdc all of a sudden a few weeks ago said, you know, what you dont necessarily need to get tested if youve been exposed to someone with covid as long us a dont have symptoms, so youve spent, you know, 15 minutes or more near someone with covid, so youve been exposed but you dont have symptoms, you dont necessarily need to get test and thats counter to what every expert says is yeah, you do need to get test. Get yourself tested so this change was made. Nobody could understand why. It just appeared on the cdc website. It was very mysterious, and what the New York Times is reported and what our dr. Sanjay gupta has confirmed is that this was straight from the department of health and human services. They told the cdc basically put this on your website and the cdc sort of woke up and there it was on their website. It will be interesting to see if they switch it back. Now, i will say that the director of the cdc dr. Robert redfield says that this review did that this new guideline did get review from the proper scientific authorities, but what were hearing is that the cdc was not involved in that review. It just kind of appeared on their website. Jim . Wow. Theres that, and i know youll keep a close eye on that website. Before you go, the World Health Organization warning of, their words, very serious situation in europe in terms of spiking cases. Right. I mean i think we all hoped when the numbers started to come down at different points in different parts of the world they would go down and stay there, but you know what, this is a roller coaster ride. They go down. The numbers then go up. It depends in large part how careful people are being. Lets take a look at whats happening in two european countries. Well start with the uk. In the uk this month they saw 167 increase in positive cases. The number of people hospitalized doubles every eight days. In france, they saw more than 10,000 new cases reported on september 13th and a 25 increase in icu patients this week. Lets take a look at the u. S. Because similar kinds of things are going on here. If you look at this map, what you can see in the red states, more than half the states had more cases last week than the week before. The dark red states, seven states, some more than a 50 increase over that oneweek period of time. Poppy, jim. Elizabeth, appreciate your reporting on both fronts this morning. Thank you so much. Lets discuss all of these developments. A lot overnight with the senior director for special Pathogens Program at new york citys health plus hospitals. Good morning. Thank you, doctor. Good morning. Thanks for having me. What do you think the implications are of the fact that the cdc guidance still exists and clearly was not vetted thoroughly by their own scientists that only, you know, symptomatic people should be getting tested . What does that mean . That means that the political interference is ongoing, so you think, that you know, after there was a huge uproar from the medical and Scientific Community that were not supposed to be doing things like this, you need to let science and evidence and the scientific process that weve established be kind of the frontrunner, its basically showing that thats taking a back seat and that political interference is what were dealing with, and this is the most crucial time that we really need to make sure that were putting trust in these agencies, in these representatives because, you know, we know that a vaccine is close to being rolled out, you know, in the coming months to maybe sometime next year, and this is exactly when we need to make sure that we are putting the trust in those agencies so people are actually willing to take these vaccines. Mmhmm. When you look at that, i just wonder if you think its tattoo far to ask can the question is does it cost lives because if you dont test as much, you dont know all the cases out there, but they are still out there, and if someone doesnt know, then they will go and they will interact at least a bit more with others. Absolutely. So that recommendation is absolutely not based on science. Its not based on epidemiology. We know that anybody when has come in close contact with somebody who is everybody suspected or confirmed to have covid19 needs to get tested and quarantine. Thats how were going to get this pandemic under control and we know that asymptomatic spread is one of the primary drivers of this pandemic, and so to have, you know, a guidance that completely counters that is just mindboggling and the really shows its not based on science so its really important that we go with the facts. You know, i think another thing to potentially just highlight, you know, were seeing in the past few weeks the political interference of not just the guide as but the mmwr, you know, kind of epidemiological bible for many of us, you know, being implicated and basically trying to rewrite some off those articles, if you will, and this is absolutely ridiculous. I mean, you can not do things like this that completely undermine the entire medical community and medical community. The fact that the pew numbers show that only 51 of americans say they would get a vaccine if it were available today, a 21point drop since may. That is staggering in and of itself. What needs to be done and by whom to convince most americans of the safety once a vaccine is fda approved . Well, i think that first and foremost youre seeing a lot of dates being thrown out that a vaccine will be available by october, by november, by december. You know, its not the date that, you know, thats going to dictate when this is available. Its real the data so we need to make sure that we have appropriate readouts and benchmarks when this vaccine is made available. And so once that data is available. You want to then make sure that, you know, along with it youre having a very Strong Public Health and educational campaign, and this is where you want to bring a trusted leader from the community. Not just Public Health leaders but also the community, religious leaders that have a very significant role to play that have that trust in, you know, their population and community that can help, you know, show that this vaccine is safe and effective once this data is effective. Theres a lot that need to happen between now and when the vaccine is available. Not just on the public messaging end but also on the logistic end. Theres a lot of hurdles that you need to overcome. Theres a huge financial implication behind this and we need funding for this. Doctor, good to have you. Thank you. Thanks for having me. Also this morning the white house is playing defense this time against stunning criticism that is now coming directly from a woman who worked just weeks ago in a central role on the Coronavirus Task force. Listen, trump administration, trump appointee, key role in the coronavirus response. Cnns john harwood joins us now from the white house. She was top aide in particular to the Vice President. The white house again using this word disgruntled. Youve been covering that building for some time. Its a dismissal they have used for a whole host of Senior Trump Administration officials from the mattises to kellys to troy in this case. And yet they all have the same criticism, do they not . Exactly, jim, and thats the point. The number of disgruntled former employees, aides, associates is getting longer and longer and reaching higher and higher into the most important jobs and the most important issues facing the administration olivia troy, of course, was an aide to mike pence on the Coronavirus Task force which is the number one issue in the election. We can all see from the deaths and case counts that the administrations response has been inadequate but olivia troy is someone who saw President Trump operate behind the scenes and what she saw disturbed her. It was shocking to see the president saying that the virus was a hoax, saying that everything is okay when we know that its not. The truth is he doesnt actually care about anyone else but himself. Now the thing to remember is that people like jim mattis, john bolton, john kelly, miles taylor from the department of Homeland Security and olivia troy are all telling the same story of a president consumed almost exclusively with himself, unable or unwilling to do the basic responsibilities of the job as president to process information, make decisions and take responsibility and what he does is try to talk his way out of problems and if you cant do that blame other people. Hes shown that himself in public this week at the town hall where he said the virus repeated that the virus is going to go away. His efforts to say that were doing a great job except for those blue states. Olivia troy is the latest in the people coming out and telling this story, but theres no indication, guys, that she will be the last to speak out. Yeah. Good point. Inperson voting also begins today in minnesota, south dakota and wyoming. Lets begin though in virginia. Cnns Kristen Holmes is at a polling place in fairfax. Kristen, you know, beyond the interest this shows at this stage, you know, the turnout is incredible in the midst of a pandemic, right. You see folks there in masks. They are distancing but clearly getting over that fear, it seems. Reporter well, thats absolutely right, jim. I want to step out so you can see how far back this line goes. Its about two football fields here. Keep in mind, this is a huge government building in fairfax, virginia, the biggest county here, and they are at capacity inside of the building. Now, they are trying to keep people outside socially distansd, but as you can see its difficult particularly given the fact that this line is so enormous. Once they actually get inside the building theres still at least an hour and a half wait. We have talked to several of these voters about why it is that they chose to show up early. Many of them saying they knew it was going to be a very big election, that it was critical. That there was going to be a lot of interest. They wanted to be one of the first people to cast their ballot, but we also heard about mistrust of the postal service. Take a listen to this. I dont trust the mail right now. Thats why. So youre going to vote in person . If i have to stand here today, im going to vote today. And i will say that weve heard this over and over again, particularly if people have to stand here all day they will. Several people already waiting more than two hours to cast their ballot, and it is so important to keep in mind that this is a rolling process. They do not have to cast their ballot today. They are choosing to do so. They want to get out there. They want to have their say, and a lot of them want to actually see their ballot being cast. They dont believe that the mail system is working right now. They believe its broken, and they are too scared to submit their ballot that way. Just to give you an idea of how unprecedented that is here. I spoke to someone who has been working at elections here in virginia for 20 years, and she says shes never seen any sort of a turnout like this. They expected a small crowd. Usually when absentee inperson begins its 20 people. Nothing like this, hundreds and hundreds of people lined up here. Well, you know, i think people want their votes counted, right . They are concern. They want their votes counted. Kristen holmes. Good to have you there. Well continue to follow this. So, where does this election stand 46 days out, can you believe it . Both the president and joe biden are in the crucial swing state of minnesota today. Our jessica dean is in duluth ahead of joe bidens stop there. Our senior Political Writer and analyst and the president is going to be in bhimji. Its increasingly become a battleground state. What do we expect to hear from both joe biden and the president today . Reporter well, good morning to you, jim and poppy, yes. Hell be in duluth, minnesota today. About 150 miles from where President Trump will be tonight, and as you both noted early inperson voting starts in minnesota today so no coincidence that they are here on the ground talking to voters and really joe biden especially targeting White Working Class voters. We heard him at our town hall last night really defining this race as his scranton roots versus President Trumps park avenue. I do view this campaign as a campaign between scranton and park avenue and i really mean it because, you know, the way we were raised up here in this area, awful lot of hard working people busting their neck. All they asked for is a shot, just a shot. All that trump can see from park avenue is wall street. All he thinks is about the stock market. Reporter and pay attention, too, to where joe biden has been travel last week. Hes been to scranton, pennsylvania laugh night and here in duluth, minnesota and went to michigan. He is taking that message of his working class roots to the small Rural Communities that he wants to talk to and really get the support of White Working Class voters, voters that may have gone to President Trump last time. The Biden Campaign believes that joe biden is uniquely positions as middle class joe to really draw their support. He will be at a Carpenter Union hall today. Hes brun talking to different unions, Car Manufacturers in michigan. We can expect more of this type of messaging, jim and poppy, as we get ever closer to election day. Yeah. I mean, you can tell where the candidates think the election will be decided based on where they show up. Harry enton, 46 days out, the number one question on peoples minds is where does this race stand . Not asking you to look at a crystal ball, just to look at the data as we have it. Yeah, i mean, look, heres where the race stands. Joe biden is ahead, and can you see that nationally where hes up seven points, but you can also look at the six closest swing states that donald trump won in 2016 and what you see in the polling averages is that biden is ahead in all six of those. Now some of those are very close like North Carolina and florida, but heres the key nugget, right. If you look at arizona, pennsylvania, wisconsin and michigan, biden has leads of at least five points in all those places and indeed bidens easiest path to win this entire thing and get to the 270 electoral votes is pretty gosh darn clear. He does not in fact need either florida nor does he need pennsylvania. He can get merely by winning, michigan, wisconsin and arizona and right now he has leads of five points or more in all of them. Jessica, since youre on the ground there i would like your take there on minnesota because youve got parts of the states northeast that have become more conservative. Two republicans picked up house seats there in the mid terms and youve also got a huge refugee population. Youve also got the place where george floyd was killed by police sparking all of these protests, and youve got a city where protests, you know, broke out for weeks on end. You had the Police Station burned there. I guess theres all of these different dynamics playing in that each of the candidates will talk about differently, and i wonder what youre hearing on the ground there. Reporter yeah. Poppy, youre exactly right. I actually did the drive from minneapolis up to duluth last night. Striking, right . Reporter and taking a look at the billboards. Yeah, right, just taking a look at the billboards and the signage. Everybody talks about political signs and that sort of thing continuing and you really do see a mix as you go up the interstate. You can certainly tell, poppy, again, it was the same thing when we were in pennsylvania last week with Vice President biden. He went right into Trump Country there and then also in mccomb county as well, and so we see Vice President biden going into these counties that maybe did trend towards President Trump, where Hillary Clinton didnt perform as people thought she would in 2016 and the Biden Campaign really thinking this message is going to connect with people here on the ground. Harry, when we see interest in early voting like were seeing in a place such as virginia today, does it favor either candidate . I dont think it necessarily does. I mean, look, obviously we know from the polling that democrats say they are more likely to vote early, especially by mail, but, of course, voting, whenever you vote as long as you vote by election day it all counts the same but what i will say it does indicate a lot of interest in this election which is the same that the polls say. I think well see record turnout, you know, for a long period of time, certainly as long as ive been alive and i think we could can be looking at more than 150 Million People voting. The American People are going to go out there and have their say. Thats good, right . Thats good. More people vote. Its all of our responsibility. Thanks to both of you. Thank you. Well, as they have been opening up colleges and universities have been experiencing coronavirus outbreaks. The latest, Providence College in rhode island. That school is temporarily moving to Remote Learning after more than 80 students tested positive in just the last few days. Our Senior Global Affairs analyst Bianna Golodryga who has been covering education very closely has more on this. So, what have you learned, and i assume they cant go home because they dont want to spread it. Reporter thats what every leading doctor has said. If you have a case on campus you keep it on campus and thats why you have a new mandate from Providence College. The 80 students tested positive and will move to Online Learning through at least next saturday and what that means for everybody else on campus they have to be on lockdown, students who live on campus cant leave their apartment and they will have access to testing. Those that live off campus need to stay at home as well, and youve got to remind yourself that this is a population where they have seen a real decline in positivity. They have a positive rate about 1 and 4,400 students in providence, so they are clearly wanting to capture this and contain it as soon as possible but telling College Students to stay home, you know, is Wishful Thinking in many cases as weve seen. So new york is delaying in person Public School oeps openings for another week, this as new york has gotten its Positivity Rate down below 1 . Its one of the green zones. What led to that and what happens next there . Well, i can tell you, jim and pope, no surprise. A lot of parents are really frustrated that this is the second delay now to the start of school and so many parents want to get back to work and theres a lot of teachers, mainly the Teachers Unions and Principals Union not satisfied with the safety orders put in place so far. He previously said he would hire 2,000 more teachers and now an additional 2,500 teachers. They are a situation type of war room that they have instilled that they will be focusing on and monitoring every school and every outbreak. If there are anything, theres going to be ppe and every building will have ventilation. This is what is being promised and forecast here what the mayor has called a gold standard. As you mention the infection rate in the city is very low, below 1 , but were going to expect to see cases and whats going to happen now is there will be a phasedin approach as everybody start this monday, this monday instead now. Well have prek and special needs students return to school and september 29th next week youll have Elementary Schools start and then october 1st youre going to have middle schools and high schools come back, but when the mayor was asked today point blank can you guarantee this is the last time youll delay opening. Fingers crossed that children can return to schools in new york safely. Bianna golodryga thanks very much. Its hard. Yeah. New studies show 51 of all School Employees face an increased risk covid19 infection, mainly because many of them have underlying conditions that put them at additional risk if they were to be infected including things like obesity, diabetes, heart disease. This study comes as one of the Biggest School districts in the country is facing pressure to reopen prompting concern among teachers. Im joined now by anna fusco, the president of the broward Teachers Union in south florida. Anna, good to have you on this morning. Thank you, jim. Good morning. Tell us tell us your concerns because in Broward County the Positivity Rate between 2 and 4 so not as low as a place like new york but below this 5 test Positivity Rate that folks like dr. Fauci have pointed to as allowing for School Reopening under mitigation conditions. Whats your sense of the state of the outbreak there, and what do you need to see to feel comfortable going back to school . Well, first of all, i appreciate what dr. Fauci and the cdc and Health Experts have come up with the goals of where every state and county and so forth need to be, but how we take it here in Broward County, unfortunately, our state governor has aligned with our president of the united states, and they have basically had the control of the cdc so were not, you know, in in true faith that the numbers are accurate. So we or the numbers are accurate. Were not sure how many are still getting tested and and, you know, the testing with fidelity. Thats the largest concern when we heard our governor come out strong saying, you know, he wanted to have control over the cdc. Wow. Thats one of our big thats thats a real concern to to not be able to trust the numbers because the politics weve seen it in some of the Public Comments has injected itself into this. So what whats being done . I imagine you must be reaching out to the cdc in washington or somebody and saying give us some help so we know and have an accurate picture of whats happening here . Yeah. Weve reached out and our Broward County superintendent who is working faithfully to try to make sure that we get back into schools when its completely safe, but the other pressures are getting our students back physically in school face to face is where they are threatening to hold back the funding to take care of running the operations of the blourd county brick schools which is a large concern can, and i know children working remote, its not working, but right now Broward County its working. Our teachers have worked all last quarter through spring break, through their summer to make sure that we can be up and running and accessible to our students at any at any given time. They are an Incredible Group of educators and all the support staff, the admins of our building, literally are working outside of all types of hours to make this work for our students to get them the education and the content that they need. Okay. So the data question is a real one, and its so hard in this environment because there has been political interference. Weve seen it with a whole host of decisions. If you were to get accurate data that you have confidence in, what steps would you want to see which would make you feel safe . I mean, does it come down to simple things like maskwearing and plastic barriers, for instance . Weve seen a lot of schools be putting those in either for the teacher or in front of each desk. Are there measures that if you saw those measures you would say, okay, its good. Were good to go back to inperson learning . Well, i think those are basic measures. Some of the more needed drastic measures would be the funding, you know. There are billions of dollars or millions dollars that are allocated to help out through this crisis. That would get money put n to be able to hire more staff or taking care of sanitizing and making sure theres plentiful of the ppe and Hygiene Products whether its Hand Sanitizer and soap, you know, making sure that the air quality in every one we have 206 schools. We have schools that have been around over 40 years, so things like that that need to be put in place of air quality and sanitizing and collegeness and just enough staff to be out there and about and taking care of that intermittent cleaning. It shouldnt be put on the teachers to take care of that. It all boils down to something, and if it wasnt, you know, for the politics, wed have the funding. Yeah, you must feel a little bit like youre being held hostage there having the funding held over your head. Anna fusco, were wishing the best of luck. Did they, and also are they complicating things for the firefighters on the ground as well . Yes and yes. They got lots of rain. They have about 30 fires burning across the state, most of them on the western side of the cass dade mountains. The massive amounts of rain came up on the side of the Cascade Mountain and it also brought lightning so that other areas that didnt get as much rain so they may have new fire starts. These fires burn hot and incredibly fast. Let me show you where this is right now. You wouldnt know where this is except you can see the big piece of equipment there. Thats a mixer, so this is the kitchen of a restaurant that used to be here, and if you look at the trees here and the canopy. You can see the trees, they did what they called crowning and just completely crowned into the trees and completely wiped out the trees but then right next to them those trees pretty much survive and actually might survive entirely. The house below those trees did no. I spoke to the homeowner here a short time ago. They had about 20 minutes notice to get out, about 2 00 a. M. They got the first notice that the fire was coming. It was seven miles away. Five minutes later they got a second notice saying the fire was a mile away. They had about 80 animals here. They lost 40 of them in the fires. They loaded up everything that they could to try to get out. Now they are trying to figure out how to sort of get back to life. Many people across this area trying to figure out the same thing. Fire services now looking at all the damage. The ryans that have come through and the weather going forward. Looks quite good. They will get onshore breezes that have burned and keeping the fires from going anywhere. Back to you guys. Its heartbreaking to see, right . It takes so long to rebuild from that.
